Forsyth County Schools (FCS) and The Forsyth County News are pleased to provide parents, newcomers, school district staff, and local businesses the 2017-18 State of the Schools magazine. This back-to-school magazine features the information you need to know for a successful school start and also showcases the very best from local businesses. During the 2016-17 school year we grew close to 1,900 new students, making us home to 46,555 students. Our students are joining the Forsyth County Schools’ family from across the U.S. and the globe. We are the 7th largest school district in the state above Henry and Cherokee counties, and are projected to surpass Clayton (#5) and Atlanta (#6) in a few years. Last school year was an eventful year for our district. Because of the generosity of voters who approved the 2014 bond referendum, 2016-17 continued to be a year of construction. While many of our schools received improvements and additions, including our five high schools, our largest two projects were the opening of Brandywine Elementary and DeSana Middle. Between the local bond referendum and state capital funding, Forsyth County Schools has added $247 million dollars of construction and improvements across the district over the last three years.

With the assistance of many internal and external stakeholders, Forsyth County Schools also achieved AdvancED international accreditation, built a new five-year Strategic Plan for the district, and awarded first-time grants from the Forsyth County Education Foundation. Additionally, voters approved a revision to the senior homestead exemption to increase our funding sources, and also approved the five-year extension of the SPLOST to make payments on prior bond referendums. In the last fiscal year, we paid off three voter bond issues; four remain, including one that will be paid off in February 2019. Since 2001, we have grown 170% in terms of student population; we have expanded/renovated existing schools and constructed 21 new schools. Our current capital funding expires in 2018 when we open our sixth traditional high school, Denmark, and the new college and career high school, the Alliance Academy for Innovation. To accommodate the growth and the opening of Denmark HS, we will be redistricting this August through November. The timeline and drafts will be posted at www.forsyth.k12.ga. us/redistricting. Additionally, our staff is completing a new state capital funding outlay to earn additional state funding for new school construction and compiling a list of capital improvements for a May 22, 2018 bond referendum. We welcome new and returning staff, students and parents as we prepare and inspire all learners in Forsyth County Schools to lead and succeed.

STRATEGIC PLANNING Forsyth County Schools is proud to be one of the top districts in Georgia and the United States. This success has been accomplished with a long-standing commitment to strategic planning with staff, parents, citizens and businesses, working to support the primary customer, the individual student.

Highlights from prior Strategic Plans include: Plan: 1ST United the growing community around public education

The fifth Strategic Plan was created during the 2016-17 school year and was approved by the Board of Education in June. Working in partnership with the Georgia School Boards Association (GSBA) and the Georgia Leadership Institute for School Improvement (GLISI), FCS Cabinet and Board members reviewed various data sources, as well as survey and focus group feedback from 7,000+ stakeholders. The process also included recommendations from the AdvancED Accreditation visit last school year. The new five-year plan includes a revised mission, we prepare and inspire all learners to lead and succeed. It also has three goal areas to reach FCS’ mission and vision, quality learning and superior performance for all: ►

JOIN THE FCS FAMILY! The Forsyth County Schools Human Resources Department has been extremely busy recruiting and onboarding high quality teachers and support staff for the new school year. Leveraging technology, along with a rollout of a strategic recruitment plan, has yielded high results.

With a full year of implementation of a new applicant tracking system, Applitrack, the district is beginning to reap the benefits. The applicant process has been streamlined, allowing for a more efficient and effective experience for both applicants and administrators. In the spring of 2017, the department hosted a very successful job fair which attracted 584 attendees and resulted in Forsyth County Schools hiring over 140 teachers from this job fair. The department also increased student teacher placements in our schools for the 2017-18 school year. These efforts allow us to “grow our own” as well as providing access to the new teacher pool. Recruitment efforts have been expanded on all fronts culminating with the hiring of a most innovative and exceptional staff.

DUAL LANGUAGE IMMERSION Beginning in the 2018-19 school year, Forsyth County Schools will implement Spanish Dual Language Immersion (DLI) at three elementary schools: Brandywine, Cumming and Kelly Mill. DLI is an instructional model where students are taught 50% of the day in a target language and 50% in English. The goal is for students to graduate high school bilingual and biliterate in English and a second language. A team of two teachers collaborate on teaching all subject material. Math, Science and Literacy are taught by an immersion teacher in the target language, while English Language Arts, Social Studies and Literacy are taught by an English teacher. Research shows that DLI students typically develop greater cognitive flexibility, perform as well as or better on standardized tests of English and mathematics, achieve higher levels of a second language and are better prepared to collaborate and communicate across linguistic and cultural boundaries.

Pilot DLI will start with two Kindergarten groups of up to 25 students at each school, for a total cohort of 50 students. The program will grow by one grade level each year. Enrollment in a DLI program will be strictly voluntary. Students will be required to be residents of the pilot school’s attendance zone; out of district requests will not be considered. To benefit from the program, parents and students are required to make a long-term commitment to the program. Additional information at DLI will be shared this year at www.forsyth.k12.ga.us/dli

FORSYTH COUNTY SCHOOL PRINCIPALS Forsyth County Schools ended the 2016-17 school year with 46,555 students, which was a 1,880 student increase from the previous year. The district is projected to grow to 47,985 students for 2017-18. Last year FCS was the seventh largest of 181 school districts in Georgia.

Additionally, FCS has two programs under the Academies of Creative Education (A.C.E.), Forsyth Academy (9-12) and Gateway Academy (6-12 alternative), to support students enrolled at traditional schools. Two new schools, Denmark HS and the Alliance Academy for Innovation, will open in August 2018. The redistricting for Denmark HS will occur August through November 2017. The Board of Education is expected to approve the redistricting timeline in August, which will then be posted at www.forsyth.k12.ga.us. Draft attendance lines will not be available until the dates listed in the timeline. Six schools have new principals this year. They include Brookwood ES, Mashburn ES, Riverwatch MS, Vickery Creek MS, West Forsyth HS and the Academies of Creative Education. 2018 NEW SCHOOLS The Alliance Academy for Innovation of Cumming-Forsyth County Denmark High School

The sixth traditional high school the district will open will be Denmark HS, named after Dr. Leila Denmark. It is located at 645 Mullinax Road, Alpharetta, in southwest Forsyth County and has a 2,500-student capacity. Opening in August 2018, Denmark HS is adjacent to where Dr. Denmark, one of the first women pediatricians in Georgia, lived and operated her last medical office. Working with Eli Lilly and researchers at Emory University, Dr. Denmark helped develop a successful vaccine for whooping cough in 1932. She retired at the age of 103 as one of the oldest practicing physicians in the nation. She passed away in 2012 at the age of 114 as the fifth-oldest living person in the world. Former West Forsyth HS Principal Heather Gordy, will be Denmark’s first principal. Attendance lines for Denmark HS will be created this fall; a timeline will be posted at www.forsyth.k12.ga.us/redistricting in August and the lines will be approved in November. This college and career academy is a partnership between the Forsyth County Board of Education, the Forsyth County Public Facilities Authority, the City of Cumming, Forsyth County Government, Lanier Technical College, the University of North Georgia, and Junior Achievement. Opening in August 2018, Alliance Academy is located centrally in Forsyth County on Lanier 400 Parkway, Cumming, and has a 1,200 student capacity. The 9-12 career development opportunities at Alliance will not duplicate career pathways at existing high schools but will focus on high-demand, high-growth occupations in our region allowing students to work in simulated environments of business/industry, participate in internships, and earn industry credentials and college credit. The school will not have student athletics; however career tech student organizations and honor societies will be available. Alliance anticipates opening with five-interest themed academies or schools. It will open its first year with grades 9 and 10. Applications for enrollment will be available fall, 2017. GROWING ROOTS FOR SUCCESS The Forsyth County Education Foundation was created in 2015 to unify community resources, not ordinarily provided by the district’s operating budget, that foster innovation for increased student achievement. Led by five community and business leaders, the foundation awards its first grants in 2016, which were funded by RBM of Alpharetta. BOARD OF EDUCATION The Forsyth County Board of Education consists of five members who are elected by district to staggered, four-year terms. The primary role of the board is the legislation of the school system policies, which are executed under the direction of the school superintendent. Meetings of the board are held monthly, with agendas and meeting minutes available for review at www.forsyth. k12.ga.us/boe. Video broadcasts of the meetings are available at www.forsyth.k12.ga.us the Thursday after each meeting and also on TV Forsyth, Comcast Channel 23. 2017 monthly meetings are held at 6:00 p.m. on the following Tuesdays: August 15, September 19, October 17, November 14 and December 19. STUDENT SUPPORT SERVICES Forsyth County Schools’ district and school leaders continue to work collaboratively toward the implementation of Social and Emotional Learning (SEL) in all Forsyth County classrooms. Through a variety of programs and learning strategies aligned with the CASEL Competencies of Self-Awareness, Self-Management, Social Awareness, Responsible Decision-Making, and Relationship Skills, we will continue to build foundational skills that not only increase academic achievement, but also prepare students for successful, healthy, and happy lives, personally and professionally. Research clearly shows an 11% increase in academic achievement, and an $11 return for every $1 invested in SEL implementation in the classroom. While SEL, beginning in PreK and continuing through grade 12, is a proactive and integral approach in meeting the goals of our Forsyth County Learner Profile, the Student Support Services Department continues to work with schools and community members to address the issues and concerns related to suicide, substance abuse, and mental health. Through our Prevention Services program, and in conjunction with FCS’ Department of Safety, our team is working to provide resources and education for students and parents related to these issues. During the 2017-18 school year, we will implement two new programs, Signs of Suicide in middle and high school, and Sources of Strength in high school, to educate students, parents, and educators about suicide prevention. Our Suicide Prevention Team continues to research educational resources for our schools, as well as resources to support our families. FCS is an active member of our Forsyth County Drug Awareness Council. We continue to work with this team to ensure we are communicating and educating our community on substance use issues. For the 2017-18 school year, and in conjunction with our Department of Health and Children’s Healthcare of Atlanta, our school nurses will be trained in the use of Naloxone to treat any person(s) who may be suffering from an opioid overdose. Naloxone will be stored in all Forsyth County school clinics. Our social workers continue to work with our law enforcement officials, judicial system, and health care professionals to address the needs of our students and our Forsyth County families. For the first time, we have been able to designate one of our social workers, trained in Mental Health procedures and practices, to work as our Mental Health Services Coordinator. It will be the goal of this coordinator to support school leaders, teachers, and counselors in dealing with mental health concerns, and begin building a strong mental health program that addresses the needs of our students and families. ONLINE TESTING Spring 2017 online testing for 3rd through 8th grade EOGs and high school EOCs went very well! Over 92% of our students took the Georgia Milestones assessments online this year. While we experienced a few technical glitches that were out of our control, our schools and technical support teams overwhelmingly reported a positive experience with online testing. Chromebooks worked extremely well in the testing environment, so Forsyth County Schools is supporting the installation of 10 Chromebooks per classroom for instructional and assessment purposes. As well, numerous network and data center upgrades will be made to our system. Additionally, Forsyth County Schools has adopted a new assessment engine; this will allow our teachers to utilize and our students to experience online testing, as appropriate, throughout the school year. When students take an online test in School City, the new assessment platform, they will have access to tools and item types for both classroom and system assessments that are similar to those allowed in Georgia Milestones assessments. Experience Online Testing Georgia is another way for students and parents to become familiar with the online

testing experience. This site, www.gaexperienceonline.com, gives parents and students access to online testing documents, a pre-recorded video tutorial, and test practice with the use of tools and varying item types. One benefit of online testing is receiving test results earlier than paper pencil scores. This year, the state prioritized the return of results based on End Of Course (EOC) counting 20% of a student’s grade as well as Promotion Retention grades (3, 5, and 8); therefore, results for Georgia Milestones testing rolled in at varying times throughout the spring. In the 2017-2018 school year, schools will release results as they arrive so that End Of Grade (EOG) reporting in elementary and middle schools is more similar to EOC reporting at the high school. ASPIRE The Social and Emotional well-being of a child has a large impact on his/her ability to learn and retain information. It also reflects directly on one’s self-confidence and ability to selfadvocate or communicate his/her wants and needs. Students with disabilities need the skills of self-advocacy and self-awareness on an even greater scale. Imagine a child going through school and not understanding why he or she learns differently or why there seems to be an inability to focus or learn the same way or at the same rate as others learn. This can be crippling to a young person’s self-esteem and can have negative life-long effects. Forsyth County Schools’ Department of Special Education is addressing this concern by implementing the ASPIRE Program. The ASPIRE Program (Active Student Participation Inspires Student Engagement) takes social-emotional learning to another level by providing the student with age appropriate foundational skills that encourage self-awareness, selfdetermination and self-advocacy skills. The goal of ASPIRE is to give the student tools to better understand and communicate his/her strengths, likes and

As the student moves through each grade level, the emphasis expands this knowledge into broader environments and concepts. Students transitioning from 5th to 6th grade will have the capability of participating in the transition IEP and sharing important information about himself that the new school will need to know so that appropriate supports and IEP goals can be put in place. Each student’s level of participation will vary depending on the communication needs. For example, students can role play, video tape/record and use pictures and visuals to assist with the presentation format. Assistive Technology can also be used to provide the student with response options, communication and motivation techniques.

The roll-out of ASPIRE began in 2016-17 with a few selected K-2 students with special needs across all disability areas. In 2017-18, all K-2 and the upcoming 3rd grade students who participated in ASPIRE last year will continue with the ASPIRE activities.

There are 3 main activities: “My Circle of Support” where 1 the student identifies parents, friends, family members, teachers and community members who are supportive in their lives. Good Day Plan” where one 2 “My identifies what makes a good day, develops an action plan and identifies individuals that can assist with this action plan. One Pager” where the 3 “My student shares his/her likes and dislikes, what others should know about him/her, and academic/social information. Each year, this information is expanded to build on the initial skills and to add in the awareness and discussion of academic and learning needs.

Teachers who piloted the program shared that as they became more comfortable with the activities, ASPIRE became part of the daily lessons. It also coincides with school-wide social/emotional initiatives, such as 7 Mindsets, Habitudes and Leader in Me. ASPIRE gave students the opportunity to freely talk about themselves with their teacher. This not only gave them the individual attention that they often crave, but it also allowed the teacher to learn about what’s important to the student. Parents shared that when the student participated in the IEP meeting, the team often obtained new information or feelings and thoughts from the student that otherwise might have never been shared or understood to be important. By the time students who participate in ASPIRE reach their high school years, it is expected that they will have the skills and self-confidence to speak on their behalf, request accommodations as needed at the job or in the postsecondary educational setting, to understand why they learn differently, how to set goals and work through challenges and to not only know their strengths but to enhance and utilize those strengths in all aspects of life, work and recreation. TECHNOLOGY The 2017-18 school year will see many exciting changes in the area of technology which will have a direct impact on student learning.

The first, and most visible, will be the addition of 26,000 Chromebooks across the district. This initiative replaces the current classroom configuration of four desktop computers with a more flexible solution of 10 Chromebooks per classroom. The mobility of these devices will allow for greater access to the internet and web based applications for lessons and creative projects. In addition, teachers and students will encounter a new assessment tool called School City. This platform will allow students to take both paper and pencil assessments which teachers would then scan for immediate grading and feedback, as well as allowing students to take online assessments. Both options align with the district’s goal of

providing timely and relevant feedback to improve student learning. Finally, a continuation of the Online Learning for School Closures days will again be in place for the upcoming 2017-18 school year. In the event of unexpected school closures, the district will initiate the plan for online learning to take place. In these situations, students will receive their instruction for the day through the online learning management system, itslearning. SCHOOL DELAYS & CLOSINGS To ensure the safety of our students and staff FCS has a comprehensive plan that is executed when there is consideration of a school closing or delay due to inclement weather. Who Is Watching The Weather?

The superintendent and administrative staff carefully monitor weather conditions during seasons of inclement weather.

Where Do They Get Their Information?

The school district staff remains current on weather forecasts. The director of transportation monitors and tests road conditions on bus routes and the maintenance department checks school power conditions. Local and state law enforcement agencies and neighboring school systems are consulted about road conditions. Careful consideration is given to the most dangerous bus routes in the district.

What Factors Are Considered When Making The Decision To Close School?

Even if it looks clear on your street, dangerous conditions may exist in some other part of the district. Delay or closing decisions apply to all schools in the district, meaning individual or areas of schools are not closed/opened independently outside of others in the system. In deciding whether children will be safe, the following factors are considered: • Information on road conditions from the director of transportation and law enforcement agencies, including whether roads are iced or icing; • Time snow or ice starts and the amount; • Weather predictions; • Building conditions (e.g., whether we have power and heat); • Parking lot and sidewalk conditions; and • Temperature and wind-chill factor.

Who Makes The Decision?

The superintendent of schools is responsible for making the final decision, based on the above factors and recommendations from the district staff. The superintendent tries to make the decision by 5:30 a.m.

How Is The Public Notified?

Forsyth County school closings will be announced on the local and metro broadcast media outlets, the school system website, www.forsyth.k12.ga.us, and on the automated

voice service at (770) 887-2461. Subscribers to FCS’ enewsletters will also receive an email notifying them on closings or delays. Additionally, closings are posted on www.facebook.com/FCSchools and www.twitter.com/ FCSchoolsGA. Please note that you should verify the information by checking two sources, especially when relying on social media for information. Fake social media accounts with school and/or the district names and logos violate copyright laws but unfortunately are common. FCS’ official social media accounts have been in existence back to 2009 and therefore have a long list of tweets and followers, while fake accounts have significantly less tweets and followers.

What If School Closes During The Day?

If school closes during the school day all students will be sent home in the usual manner (bus, day-care van, etc.) unless other directions are on file with the teacher. It is impossible for the school staff to accept phoned or emailed directions during emergency closures. Parents should plan in advance for early school closings. Make sure that the child knows where to go, how to get there and what to do upon arrival. The public will be notified by the same methods listed above.

What If School Opening Is Delayed?

If school opening is delayed, please follow the same routine/ schedule as normal, but push back the start time by two hours.

Are There Inclement Weather Days Built Into The Calendar? No, FCS recovers lost instructional time due to school closings by using itslearning, the district’s learning management system. For more information visit www.forsyth.k12.ga.us/onlinedays

Feedback On School Closing Or Delay Decisions

FCS understands that school closings or delays affect families in a variety of ways. Feedback on decisions should be submitted through the “contact us” form at www.forsyth. k12.ga.us. FCS is unable to respond to individual phone calls, emails or social media posts during inclement weather events.

GOLDEN PASS Forsyth County residents who will be 65 years of age during the 2017-18 school year and Forsyth County Schools (FCS) retirees are eligible to receive a Golden Pass. A Golden Pass provides: Half-price admission to FCS home athletic events, musicals, band concerts and other special schoolsponsored activities. Half-price admission does not extend to playoff games, graduation or PTO/A sponsored events. Golden Passes are issued at the Forsyth County Board of Education/Professional Development Center at 1120 Dahlonega Highway, Monday - Friday, 8 a.m. to 4:30 p.m.

PURPOSITY FCS First in Nation to Use Tech Platform for Student Needs Last year Forsyth County Schools announced a partnership to pilot the Atlanta-based web app Purposity. Through Purposity, a platform that sends weekly alerts with local needs to users, the school social work team requested and received specific items for 675 students and their families. Items ranged from winter coats and sneakers to items for refurbishing a family home lost in a fire. Purposity was awarded the Friend of the School award last year for the work it has done to support FCS students. Forsyth users receive one weekly text with a link to story of an individual in need. Recipients read the story and decide if they would like to help right from their phone. The platform integrates with Amazon to get the perfect item to the nonprofit or school requesting it. These weekly text messages have been answered by nearly 1,000 Forsyth users looking to help locally. Amy Gamez, school social worker, shared, “Purposity is building bridges with families. They are more willing to work with the school if they know you care.”

Purposity’s vision of one-to-one, transparent giving is sweeping the Atlanta area and recently launched in Tennessee. Plans this year include pilots in other parts of the Southeast and Midwest, but Forsyth County Schools was the first organization in the nation to adopt the tool to assist their students. The local pilot has expanded to include needs from The Place and will be adding additional nonprofits as the school year ramps up.
