The cost of college tuition and fees – for four-year public and private colleges and for two-year colleges – has outpaced inflation for the past several decades.

Despite the rain delay, everyone enjoyed a barbecue lunch provided by the tennis committee. They even managed to get in a couple of sets after lunch between the rain drops.

Lodge & Fitness Center OPEN 24/7

Please read all posted signs before entering the gym. Although we have increased gym cleaning by our professional cleaning company to 3 times per week, as a courtesy to other residents of your community, please remember to always clean equipment before/after usage, and employ social distancing. Lastly, please limit your work out to no more than 2 hours when others are wanting to use the facility.

- The fitness center is open to all Windermere residents 7 days a week.

- The center is closed for deep cleaning every Monday, Wednesday and Friday mornings from 9 AM to 10 AM.

Dog Park or Not?

Dogs are social creatures so taking them to a dog park can be a great way to provide social interaction as well as burning off some energy! HOWEVER, they may actually be problematic.

First of all, we do not know these other pups that show up to play. Extroverted dogs may love playing with others, but some find it difficult and stressful to assess the playstyle of each new dog. PLUS you should definitely know your own pup before allowing him around other dogs. We all know there are owners who say their dogs are sweet, but a different personality can arise when placed with others! I once owned a very shy pup who had many fears, so she was definitely not a good candidate for a “dog party”! Unfortunately, a dog fight can occur quickly and someone will be to blame and it won’t have a good ending!

Besides all of the behavioral challenges, there are many health risks to consider. Dog feces can

be full of parasites and pathogens and as we know, not everyone is good about scooping poop! You have no way of knowing if others are up to date on their vaccinations and even if vaccinated, they could be carrying diseases.

If you do own a social pup, try setting up a “play date” with a friend’s dog who already has a smooth relationship with your baby. This can bring genuine joy and a sense of comfort to you both!

Wherever you decide to take your dog to play, inspect the environment beforehand. Look for safely hazards like obstructions, sturdy & complete fences, toxic plants, access to water, poop bags and small pools. After all, we would do the same safety check for our “human” children!

Pool News

Residents please be aware,

Lifeguards, Pool Manager and the Pool Management Company have FULL AUTHORITY to interpret pool rules and to enforce their compliance on behalf of the Windermere Homeowners Association, including requesting any person(s) to leave the pool area in the event of noncompliance with operating rules and procedures, or for any other cause, that in his or her judgment warrants such action.

PLEASE be the example!

These lifeguards are in their teens, watching your kids and keeping our pool safe and clean.

AMENITIES ACCESS CARDS / POOL STICKERS

Access cards with 2024 sticker must be used by residents for admittance to the pool area. 2024 stickers may be obtained in person at the Lodge by the adult homeowner or resident. No children, nannies, or other family members may obtain stickers. You are asked to read and familiarize yourself with the Pool Rules in the Pool Info Packet and bring the signed Acknowledgement form and your two access cards with you when you pick up your sticker. Amenities access cards are available to residents who are current on their HOA dues and fees.

POOL HOURS AND GUARDED SCHEDULE

The pool opens each day at 5:00 a.m. for residents to swim at your own risk. The pool closes each evening when lifeguards go off duty. Lifeguards-on-duty schedule is detailed on Page 4 of the Pool Information Packet.

POOL SAFETY: ATTENTION ALL RESIDENTS!!

Please be aware that the Pool Rules are intended to ensure a safe environment for all residents. Also, understand that Lifeguards are primarily responsible for life safety. Parents are responsible for monitoring and supervising their children at all times, while in the water and on deck, and ensuring they observe the rules for their own safety

as well as that of other residents. We ask that you give your utmost attention to this and your full understanding and cooperation to the Lifeguards. Please immediately bring to the attention of a Lifeguard or Pool Manager, any unsafe situation or behavior or infraction of Rules you observe taking place in the pool or pool area.

UNSUPERVISED MINORS

Please be aware of the rules and violation policy (Rule 1.D.) which will be strictly enforced.

WATER SLIDE

Weak and non-swimmers are not permitted to use the slide, including all that use flotation devices, i.e., life vests). Also, buckles, metal, ornamental clothing or life jackets are not permitted on the slide (Rule 1.F.iii.c). The following procedure will be followed by all who wish to access the slide. The line to ride the slide will form on the pool deck at the bottom of the slide stairs. Only ONE person at a time is allowed on each stair platform (meaning one person is allowed on the top platform and ONE person is allowed on the middle platform). Please note, parents may accompany their children to the top of the slide. All others patrons must queue at the base of the stairs until their turn. . Please see full water slide rules in the Pool Info Packet.

LAP POOL / LAP LANE

One lap lane is available at all times and is to be kept clear for lap swimmers. (Rule 1.H).

SWIM DIAPERS & COVERS

Swim diapers and plastic pants that fit snuggly around the waist and legs are required for all person’s age three and under and for those who are not toilet trained. Parents may be asked to verify that a child is wearing a swim diaper and plastic pants (Rule 1.E).

RAFTS AND FLOATS

No rafts, inflatables, or propeller type devices are allowed in pools, as these can create a visual impediment for the lifeguards. To clarify, swim vests, noodles, arm floats, infant tubes and swim aids are the only flotation devices permitted (Rule 1.N).

WINDERMERE WAVES SWIM TEAM AND POOL CLOSURES

Beginning May 28th, practice is scheduled MondayFriday 8:00 am-12:45 pm through July 1. There may additional practices Monday-Friday from 8:0010:00 am through July21 for GRPA State Meets. The Waves are hosting two swim meets on two Thursdays, May 30th and June 20th. On these two dates only, the entire pool facility will be closed at 3:00 pm for the remainder of the day.

COMMENTS OR FEEDBACK

Comments and feedback regarding the pool are welcome at any time and should be directed to Seth Daugherty, Windermere Property Manager, at 678 455-7708, Ext 3 or seth.daugherty@fsresidential.com. We ask that specific complaints or problems be reported with full details to the Property Manager as soon as possible so that the problem or situation may be promptly addressed.

BEHAVIOR PROTOCOLS

At the first occurrence of a “time out”, the resident will be required to provide their amenities card for information capture. If a card is not provided, the resident will be asked to leave. If the action is from a guest, then they will be asked to leave the facility immediately.

Upon the second “time out”, the resident will be asked to leave. This occurrence will be documented, filed and possibly result in the suspension of privileges.

Happy 4th of July!

Before you light up the night on July 4th, be aware that while fireworks may be legal to purchase in the state of Georgia they are not allowed to be used in any common areas within Windermere.

Please review these laws and be courteous to your neighbors!

▶▶ Fireworks cannot be used after 9:00 PM throughout the year

▶▶ July 4th, fireworks may be used until midnight

▶▶ Fireworks may not be used at a park, within 100 yards of a nursing home, hospital, electric plant, water plant, or gas stations

▶▶ Igniters must be at least 18 years old and not under the influence of drugs or alcohol.

▶▶ Authorities recommend leaving the fireworks to professionals who are accustomed to potential hazards. Georgia has some places where fireworks are banned. Do not light fireworks on roads and highways. It is also illegal to light fireworks within 100 yards of the following;

Hospital Nursing home Prison Nuclear power plant Gas station or refinery.

Also, be mindful of neighbors who have small kids and others who go to bed early for work or school. Many animals are affected by fireworks as well. Please be a courteous neighbor!

The primary purpose of the Amenities within Windermere are to promote fellowship among property owners. The use of the facility is generally intended to be limited to owners, their families and their personal guests. The Lodge is generally available for rental for private events by Windermere owners Weekdays (Monday-Thursday) and Weekends (Friday-Sunday). Reservations are taken on a first come, first serve basis. The reservation occurs upon the receipt of all fees and a signed contract agreement. Verbal holds will not be accepted under any circumstances.

Golf Cart Laws and Safety on Roadways

The Board of Directors is asking for your cooperation and assistance. We as a Board are very concerned about the rise of unlicensed youths operating golf carts.

In the event you don’t know the Georgia laws in this area, please see the information below that was prepared by the Forsyth County Sheriff’s Office. The bottom line is that no person should be at the wheel of a golf cart unless they have a valid drivers’ license.

In the coming weeks, the Forsyth County Sheriff’s Office will be stepping up enforcement of the Georgia Code. If the situation doesn’t resolve itself, the Sheriff’s Office has informed us that parents may be ticketed for allowing their children to illegally operate these vehicles.

As always, please call 911 or the nonemergency number at 770-781-3087 to report suspicious persons as well as unsafe or illegal operation of a motor vehicle.

Windermere Board of Directors

Per Georgia law, residents are required obey the following rules:

A golf cart, legally defined as a motorized cart, may operate on roadways when all of the following elements of law are met:

1) Operate during daylight hours only (O.C.G.A. 40-6-330). May, however, operate at night if they meet the equipment requirements of 49 Code of Federal Registry 571.500: headlights, taillights, brake lights, and turn signals;

2) Operate only on a roadway with a posted maximum speed limit of 35 MPH or less (O.C.G.A. 40-6-362);

3) Must be equipped with an amber strobe light that is visible for 500 feet to the rear and front (O.C.G.A. 40-6-362)

4) The operator possesses a valid driver’s license (O.C.G.A. 40-520 and Coker v. State, Georgia Court of Appeals. June 13, 2003);

5) Slow Moving Emblem (16 inch red/orange retro-reflective triangle) is visibly attached to the rear (O.C.G.A. 40-8-4 (a)).

Other Restrictions:

6) Impeding the normal flow of traffic is prohibited: a golf cart or other may not drive “at such a slow speed as to impede the normal and reasonable movement of traffic” (O.C.G.A. 40-6-184), e.g., operating in a 35 mph zone that prevents a following vehicle from driving the posted speed limit.

7) Occupants: Children under the age of 6 prohibited from riding as a passenger, for “a child passenger restraining system” shall be provided in all passenger vehicles (O.C.G.A. 48-8-76). Occupants must only ride in a proper seat position.

Legal exemptions: Registration (tag) is not required (40-2-20 exempts motorized carts), and Insurance is not required (34-33-2 only registered vehicles require Insurance).

ARC REQUESTS

Section 1.01 Modifications Requiring Approval

Every structure or thing which is placed, erected, or installed upon any Unit and all improvements or other work (including staking, clearing, excavation, grading, and other site work, exterior alterations of existing improvements, or planting or removal of landscaping) which takes place within Windermere, must be in compliance with the Declaration and the Architectural Guidelines. New construction or any change or modification that is visible from the outside of a residence is subject to these guidelines and the authority and approval of the ARC.

Section 1.02 Submittals

Process

A three-step process as follows:

(i)Complete online Application for Modification form

(ii) Gather required supporting documentation

(iii) Submit Application and supporting documentation to the Property Manager – PLEASE NOTE THE DATE RECEIVED BY THE PROPERTY MANAGER MAY DIFFER FROM THE DATE PRINTED ON THE ONLINE APPLICATION FOR MODIFICATION FORM

Fee for the process

There are no fees for the standard review process for ARC Applications. However, per the Financial Policies and Procedures Applications to the Architectural Review Committee for changes, alterations, additions, or deletions to property by delinquent homeowners will not be considered until all obligations for that individual property are resolved. Certain projects such as but not limited to, an addition to a residence, new construction and pool/courtyard additions may require review from a licensed architect. These types of projects shall be subject to additional review fees as determined by

the Board or their designee. The property owner will receive notification of additional fees once an application has been submitted and all fees must be paid prior to starting the review process. Fees are payable via check or money order.

If you wish to expedite the standard review process for your ARC Application which would not require review by a licensed architect rush fees will be charged as follows:

Approval in 2-4 Days once a complete form is submitted$100 fee payable at the time of submission.

Approval in 5-7 Days once a completed from is submitted$50 fee payable at the time of submission. At the discretion of the Association Manager, certain projects may not be permitted to be rushed.

REMINDER: Any changes/ alterations to the exterior of the home or lot require prior approval. Failure to obtain, may result in fines of $350.00 for exterior projects and $500.00 per tree removed.

Applications may be submitted at any time, with an average processing time of 14 business days. Please plan ahead for all projects, including holiday and birthday gifts. Failure to receive prior approval for any and all projects is subject to sanctions for violation including unapproved modification fines starting at $350. Contact us at windermereactivities@comcast.net if you do not receive a decision letter.

Ensure all required documentation including but not limited to: (paint samples, roof shingles, plat/survey site, materials lists, renderings, etc.) are included with your application. Failure to provide the required documentation may result in the application not being accepted or delays in the processing time.
