Industry Industry thrives in Franklin County Franklin County’s industries are thriving, and outside companies are taking notice. The Franklin County Development Authority has announced three new expansions totaling more than $2M in capital investment and 123 new jobs in the past year, in addition to last year’s announcement of two new companies. With the growth in industry comes more interest in the local workforce. Franklin County’s current unemployment rate is at a record-low 4.2 percent (May 2017), which is the lowest in Northwest Alabama. Franklin County is fortunate to have two school systems and a community college that
are dedicated to the workforce needs of local industry. In 2014 the FCDA partnered with local industry leaders, the Franklin County School System, Russellville City School System and NorthwestShoals Community College to organize the first Made in Franklin Expo, which is now a thriving annual event, designed to encourage current high school students, our future workforce, to consider a vocational trade for their future. Made in Franklin will be held the second week of November and is an opportunity to bring industry and education together in an expostyle event to showcase our
companies, their products, and the skills needed to be employed right here at home. If your company is interested in participating, contact the FCDA today! - Sherye Price, Interim Executive Director Sherye Price was hired as assistant director of the Franklin County Development Authority in October 2006. She attended Northwest-Shoals Community College and the University of North Alabama. She assumed the position of interim executive director in June 2016. Sherye oversees the day-to-day operations of

Franklin Manufacturing/G&G Steel • 256-332-6654 Located in Russellville, Franklin Manufacturing has been operating in Franklin County since 1977. Starting out as a small business, Franklin Manufacturing has seen continued growth since its establishment and now stands as one of the largest suppliers of hydraulic equipment in North America. Just more than 300 people are employed at the local industry.
Pilgrim’s Pride Corporation • 256-332-8900 Pilgrim’s, a poultry producer and processor, has been in business for over 60 years and is the world’s second largest producer of chicken. One of Pilgrim’s many plants is located in Russellville on Highway 244 and is the county’s second largest employer with around 1,000 employees. Sunshine Mills, Inc. • 256-356-9541 IIn 1949 Sunshine Mills was founded and began producing animal feed in Red Bay. Later on, in 1960, the company began producing pet food as well. Sunshine Mills has grown exponentially. The corporation now has three production facilities in three states and is one of the leading producers of pet food in America. Sunshine Mills also employs about 450 people in Franklin County.

Today, the company continues to press forward with customization and innovation. The Russellville plant opened in Russellville in 2014 and currently employs just more than 300 people. Located in Russellville on Highway 43, Franklin Structures was founded in 1969 and in July 2015 came under new ownership of C3 Design Inc. The industry designs, assembles, and delivers homes to authorized dealers in 13 states. The main mission of Franklin Structures and its nearly 200 employees is to produce the highest quality home one can find. Gates Corporation • 256-356-4436 One of the Gates Corporation’s many manufacturing facilities in North America is located in Red Bay. Gates is one of the world’s largest manufacturers of power transmission belts and fluid power products. The Gates Corporation employs about 100 individuals at its Red Bay plant.

Phil Campbell With a population of around 1,150 people, Phil Campbell has that “small town” atmosphere so many who live there enjoy. The town of Phil Campbell was incorporated in 1911, 15 years after it was founded. In the late 1880s Phillip “Phil” Campbell agreed to run railroad track and establish a railroad depot in modern day Phil Campbell. Subsequently, the town was named in his honor and to this day is the only place in Alabama that shares the full name of an

Higher Education Northwest-Shoals Community College Northwest-Shoals Community College has been providing postsecondary and workforce education to Northwest Alabama for more than 50 years. As a comprehensive two-year college, NW-SCC provides academic, career technical and lifelong educational opportunities. The college operates two campuses: the Shoals campus in Muscle Shoals and the Phil Campbell Campus in Phil Campbell, located in Franklin County. NW-SCC is an ideal option for those interested in academic transfer, career/technical programs and health studies careers. Students who attend NorthwestShoals to obtain basic educational requirements before transferring on to a four-year college/university save on average 50-60 percent on tuition costs. The Phil Campbell campus was founded in 1963. It derived its original charter from the Alabama legislature through the Alabama Trade School and Junior College Authority Act of 1963 as Northwest Alabama State Junior College to provide access to postsecondary education for citizens of the rural counties of northwest Alabama. It was the

first public junior college in the Alabama Community College System. The Phil Campbell campus of NW-SCC might be best known for its Associate Degree Nursing. In May 2017, the ADN program graduated 62 nurses into the workforce. Another highlight of the NW-SCC Phil Campbell Campus is the music department, which has been a staple for rural Northwest Alabama for approximately 40 years. In April 2017, NW-SCC held a Homecoming Celebration for all the alumni of the NW-SCC Music and Fine Arts Department. The event culminated with an alumni concert. In addition to nursing, NW-SCC offers welding, applied engineering and machining programs (machine shop) and the academic transfer option, which allows students the opportunity to take basic core classes at NW-SCC before transferring to a fouryear college or university. The Russellville Municipal Airport is another of this community’s many assets. Located at 13365 Highway 243, the Russellville Municipal Airport and Bill Pugh Field are large enough to accept commercial aircraft, boasting a 5,500-foot runway. The airport is used frequently by current and prospective industries. The airport is managed
by Harry Mattox, a retired Air Force veteran who now teaches flight lessons with Blue Diamond Aviation. The hospital, purchased by Helen Keller hospital in 1991 and now operating as a member of the Huntsville Hospital Health System, services Northwest Alabama and Northeast Mississippi. The hospital was awarded status of Critical Access Hospital in 2005. It is licensed for 25 beds, ten of which are designated as Swing Beds. The swing bed program is a unique service that allows the hospital to convert a hospital bed to a
acquired by Curae Health in November 2014, allowing the facility to offer “enhanced physician recruiting, continuing education programs and other clinical and operational support through Huntsville Hospital Health System.” Russellville Hospital serves as an educational clinic for local nursing, laboratory and radiology students. It is also active in the community, particularly as a yearly supporter of the local Relay for Life. The hospital can be reached by calling 256332-1611. Honoring our heroes Franklin County has a rich tradition of honoring its active military and esteemed veterans. Besides annual recognitions, like the Russellville Veterans Day parade and the Every Light a Prayer for Peace ceremony, the county boasts several permanent locations where monuments serve as enduring reminders of the price so many have paid to make this country great. Phil Campbell Memorial Park Downtown Phil Campbell Dedicated primarily to the memory of those lives lost in the April 27, 2011, tornado, the Phil Campbell Memorial Park also includes a stone erected in honor of veterans of World War I, World War II, the Korean War, the Vietnam War, Desert Shield, Desert Storm, Operation Iraqi Freedom and Operation Enduring Freedom. PHIL CAMPBELL HOEDOWN Held each year in June, the Hoedown offers everything a good local festival should: a variety of entertainment, fun contests, a 5K run, carnival rides, a car show and arts and crafts vendors – not to mention, of course, plenty of food options. Celebrated in downtown Phil Campbell, the two-day, family-friendly festival is always wellattended and is a great way to kick off the summer season in Franklin County. The unique celebration also serves as an annual reunion for people named Phil Campbell (and Phyllis Campbell) from around the world.

FRANKLIN COUNTY WATERMELON FESTIVAL The Watermelon Festival, which is the highlight of the summer for many, combines some of the mostloved activities into a multiday event: a car show, a pageant, a 5K, top-notch musical entertainment and a full slate of watermelon competitions, among other attractions that change from year to year. The festival, which began in 1981, is held each August in downtown Russellville. Thousands turn out to enjoy a cool slice of watermelon and celebrate life in Franklin County, including the Watermelon Queen.
JAM ON SLOSS LAKE Held at Sloss Lake in Russellville every year since 2009, Jam on Sloss Lake features a morning car show followed by an afternoon of musical entertainment, which precedes the city’s awe-inspiring fireworks show to cap off the evening. The festival attracts thousands for a
VINA JULY FEST July Fest is a way of providing a special local event and supporting the Vina Rescue Squad at the same time. The annual festival has brought people together for a day of fun and excitement for more than 25 years. A full slate of entertainment – including a car show, food, crafts and live music – is accompanied by an always muchanticipated Draw Down raffle. The day ends, of course, with a massive fireworks show.

RED BAY FOUNDERS FEST This one-day tribute to Red Bay’s heritage draws visitors to the city in September for a day of free family fun. Situated under the shade trees of Bay Tree Park, the annual Red Bay Founder’s Fest features contests, sidewalks sales and live music. A beauty pageant precedes the festivities, which also include a car and truck show and traditional festival food. This must-not-miss festival honors the city’s past, replacing the Anniversary Picnic that celebrated Red Bay’s founding annually for many years. THE SPIRIT OF HODGES FESTIVAL During The Spirit of Hodges Festival, this small town comes to life, bringing in people from all over to commemorate the community’s heritage. Started in 2007 and held every October, The Spirit of Hodges Festival celebrates the town’s affiliation with a World War II plane, for which the town was awarded naming rights for selling the most war bonds. The event provides a variety of attractions each year, like bouncy houses, a rock wall, yummy treats, fall fun and, of course, musical entertainment. FRANKLIN COUNTY RELAY FOR LIFE Each May in Russellville, hard-working Relay for Life teams from across Franklin County come together for a night of fundraising, celebrating, remembering and fighting back against cancer. Franklin County rais-
es in excess of $100,000 each year for the American Cancer Society, with fundraising taking place throughout year as well as at the official Relay for Life event. PARKS AND RECREATION Russellville, Red Bay and Phil Campbell each offer lively Parks and Recreation programs for children in Franklin County. Dixie Youth sports are popular each year, and young people can also get involved in everything from T-Ball, volleyball and soccer to softball, football and basketball, as well as swimming lessons and special one-time events. BAY TREE COUNCIL FOR THE PERFORMING ARTS Red Bay’s Bay Tree Council for the Performing Arts puts on a three-show season annually with highly-acclaimed performances in late autumn, mid-winter and mid-spring at the Weatherford Centre in Red Bay. MUSIC AT THE ROXY The historic Roxy Theatre has been a beloved fixture of downtown Russellville since 1949. It first served as a movie theatre and today is a venue for concerts, recitals and talent shows. Monthly concerts feature the Kerry Gilbert Band, and the venue plays hosts to other bands and performers frequently throughout the year, including the annual Ronnie McDowell show and young talent during the Watermelon Festival. July 2016 Movie will share story of Chucky Mullins One of Russellville’s most-loved sports heroes, Chucky Mullins, will be the subject of a full-length feature film, which production research assistant Dylan Fowler said will have a “Remember the Titans”-esque feel. The driving force behind the film is Brad Gaines, the Vanderbilt University football player Mullins, an Ole Miss athlete, tackled on the gridiron in a play that paralyzed him. Fowler said Gaines first presented the movie idea to Hollywood studios, but when they wanted to change too much of the story, Gaines landed with Laspata DeCaro in New York, working with the producer and director who put together the ESPN documentary on the story.
August 2016 FCBOE approves funds for Tharptown cafeteria With four Franklin County school board members in favor and one abstention, the wheels can keep rolling toward Tharptown’s new cafeteria. With significant enrollment growth this school year, due in large part to Russellville City Schools’ new tuition requirements for students outside the city limits, the school’s already-packed cafeteria is now busting at the seams. The new cafeteria will house 115 additional students – enough to meet the needs of the school at this time, Franklin County Board of Education members determined. The board voted in favor of leveraging $175,000 of capital outlay money to obtain more than $2.4 million for both the construction of the new cafeteria as well as the conversion of the old cafeteria into four new classrooms for the elementary school.

September 2016 EMS Committee votes to recommend rebid of ambulance contract A change in ambulance service provider is on the horizon for Franklin County. In a unanimous vote, EMS committee members voted to recommend the county commission rebid the ambulance contract in early September, and the county voted to follow the committee’s recommendation. Shoals Ambulance received the county contract in September 2014 and a renewal September 2015, but EMS Committee Chair Brandon James said the service is not consistently operating the contracted number of ambulances for Franklin County, which threatens the certainty of having an ambulance available when an emergency arises.
October 2016 Industry locates in Russellville MS Industries, a research and mining development company and a direct mining source for its customers, is the newest industry to call Russellville home. According to MSI’s chief operating officer John Christmas, “MSI has been researching the mineral resources in Northwest Alabama for five years and is currently constructing a silica processing and rail-loading facility at the old Vulcan Materials site on Walnut Gate Road in Russellville.” The investment includes $15 million in site preparation, infrastructure, equipment and machinery for the new silica production facility, as well as a new rail spur that will connect the site to Norfolk Southern’s main line.

Breaking ground Construction on Mar-Jac Poultry’s feed mill in Spruce Pine is progressing, and Friday the company broke ground on another aspect of its Franklin County operations: the hatchery in the Phil Campbell Industrial Park. “It’s exciting to be actually standing on the ground, seeing the equipment and knowing the plans and seeing it in action,” Franklin County Development Authority Interim Director Sherye Price said. Project manager Keith Martin said the hatchery represents a substantial upgrade from the company’s Moulton hatchery. The outdated Lawrence County operation has a capacity of 1.3 million eggs per week, as compared to plans for the new, more modern facility – 2.2 million eggs per week. The hatchery will be 78,000 square feet and mean about 25 new jobs, Martin said.

The hand of God Where some would see only destruction and ruin, Adeline Scott saw the comfort and protection of the hand of God. Last Tuesday night, on the shore of Cedar Creek Lake, Scott was hunkered down in her 160-year-old log cabin while the winds picked up outside. Scott, 78, had already lost power in the twobedroom house built by great-grandfather Robert Wiley Richardson in 1859, where she lives alone. She was in the kitchen lighting candles when the tornado struck. But through turmoil, Scott has found the sun shining on the other side of the storm. “You realize how far-reaching God’s hand is when something like this happens to you,” said Scott. “God was with CHAMBER DIRECTORY
me. He had to be. I try to be a Godfearing person, and I think his hand is far-reaching … I just have a lot to be thankful for.”

Gas fire burns in Newburg Three men were drilling for water when their equipment hit a natural gas pocket, causing an explosion Friday. The drilling, through Gentry Drilling Company, was taking place at a group of new chicken houses on Highway 724 near the Newburg community in Franklin County. According to authorities on the scene, while the men were working, they heard a rush of air, and an almost instant ignition set fire to the three men. All suffered burns to their faces and hands and were flown to the University of Alabama Birmingham burn unit, where they are being treated for second degree burns. None of the injuries were life-threatening, and all are expected to be released from the hospital soon. Authorities evacuated the area of Highway 724 from Highway 83 to Highway 75. The road could be closed for some time pending the fire burning out, which could take more than a week.
February 2017 Archaeological dig comes to Red Bay The City of Red Bay is getting some “new digs” – literally. Beginning March 1 through the start of spring break, an archaeological dig will be taking place at Cypress Cove Farm, directed by Red Bay resident Jamie Morrow and Dr. Virgil Beasley. The dig will be a follow-up to two that happened around ten years ago at the same area, and with educational grant funding from Rep. Johnny Mack Morrow, 12th grade students from across Franklin CHAMBER DIRECTORY

RFD firefighter saves life with quick action Firefighters are usually putting their training to work at house fires, car accidents and other emergency and disaster situations. For Russellville Fire Department firefighter and EMT Shane Mansell, his knowledge and training were put to the test at a bass fishing tournament recently – and because of his quick instincts, he was able to save a father’s life. A woman came up and told him a man – Phil Powell – was having chest pains. Mansell quickly transitioned from tournament director to trained EMT when he started talking with Powell. “I could tell he was having an active heart attack,” Mansell said. And then, to put it bluntly, Mansell saw Powell die right before his eyes. Mansell said although he was worked plenty of emergency scenes, this situation was totally different. Nevertheless, his training and background kicked in. “It’s instinct,” he said. “I just jerked him out of the chair, laid him down and immediately started CPR. There was no thinking involved. You just react.” A doctor, a parent of another young fisherman, came over and assisted as Mansell performed chest compressions, and a park ranger retrieved an AED. By time air evac arrived, Powell was sitting up talking. Mansell visited Powell at the hospital afterward. “I wanted to make sure he was doing OK,” Mansell said. Powell’s family was there, and they were quick to express their heartfelt gratitude for the man who saved their father’s and husband’s life.
April 2017 FUMC team qualifies for U.S. rocketry competition Russellville students will once again
make an appearance at the national Team America Rocketry Challenge, for the third year running – but this year it isn’t an RCS team that made the cut. The fledgling Russellville First United Methodist Church rocket team nabbed one of the 100 TARC slots, coveted by hundreds of teams across the nation. FUMC’s team was one of only three from Alabama, with the other two being from Lincoln. Although the team is new, it comprises some familiar talent. Andrew Heath, team captain for the RCS 2015 World Champion team and 2016 TARC Finalist team, is coaching the FUMC team. Cady Studdard, who was also on the 2015 and 2016 RCS teams, is a team member, along with Greyson Studdard and Grace McDermitt.

A golden three-peat When traveling to Montgomery for three straight years to play for the Class 5A baseball state championship, the Russellville Golden Tigers do not need directions to find their way to Paterson Field and Riverwalk Stadium. However, they had their sights set on picking up a map for the trip home – and it came in the form of a blue map trophy that is awarded to the state champs. For the third consecutive year, RHS came away with that blue map as the Golden Tigers defeated the Faith Academy Rams in the best-of-three championship series to claim the state title.
June 2017 Tractor Supply comes to Russellville A spokesperson for Tractor Supply has officially confirmed the company will open a new location soon in Russellville. The new Tractor Supply location will be opened in the near future in Franklin Center, in what was formerly Royal Furniture, on Highway 43 in Russellville.

The Historic Hotel Red Bay first opened in 1924 and re-opened in 2017.
