The Russellville Police Department reported in a Facebook post that RPD officers attempted to conduct a traffic stop Feb. 7 of a vehicle displaying a switched tag. The driver refused to stop. A vehicle pursuit was initiated that reached speeds of nearly 100 MPH on Highway 56 and Highway 60. The vehicle eventually turned down a dead-end road and wrecked through a

Russellville High School Scholars Bowl team qualifies for state tournament By María Camp maria.camp@ franklincountytimes.com Undefeated in the recent Alabama Scholastic Competition Association district tournament, the Russellville High School Scholars Bowl team, currently made up of six members, is now qualified for participation in the state tournament, which

will take place April 12 at Jefferson State Community College in Birmingham. “I knew they stood a really good chance because they’ve been working really hard studying, and each of them has an area they specialize in,” explained the team’s coach, Susan DeArman. “We went to Athens State for the first time. We used to always

go to Northwest Shoals for our district competition, but the state organization has reclassified into three divisions where we used to have two, so we’re playing different schools.” The team won matches against New Century Technolog y High School, Lee High School, Athens High School and Decatur High School. Dalton Stoltz, the only

senior, as well as captain of the team, scored the highest number of points for RHS. “We’re really going to miss him next year,” DeArman said. The other five members of the team are juniors. “My team won the state championship two years ago,” she contin-

Wednesday night, Russellville police officers assisted deputies of the Franklin County Sheriff ’s Office with a vehicle pursuit, reported the Russellville Police Department through a Facebook post. The pursuit began north of the Russellville city limits and ended near the south end of the city limits. After the suspect wrecked his vehicle, he was taken into custody. The FCSO is the arresting agency. Alejandro Cacatzum was charged with Attempting to Elude a Law Enforcement Officer, Driving Under the Influence, Criminal Mischief First Degree and Leaving the Scene of an Accident. The Franklin County Sheriff’s Office has listed booking number 11719, Alejandro Francisco Cacatzum, 26,, born Nov. 30, 1997, online under Inmates, admitted Feb. 7, 2024 at 7:24 p.m., with release Feb. 8, 2024, at 9 a.m. Charges listed are Attempting to Elude, DUI any substance, Leaving a scene of accident and criminal mischief first degree-other. All suspects should be presumed innocent until proven guilty in a court of law.

PCHS JAG student places in district conference By María Camp maria.camp@ franklincountytimes.com Phil Campbell High School Jobs and Graduates (JAG) student, Justin Wade, a senior, placed first in the employability skills competition at the National Career Association North District Career Development Conference Feb. 6 at the Marriott in Florence. This qualifies him to compete March 5 at the state level. The competition will take place at the BirminghamJefferson Civic Center in Birmingham. JAG is a school to work transition program to help prepare students for their careers. The group’s sponsor, Tina King, said if Wade places in the top three, he’ll go on to compete at the national level April 18-20 in St. Louis.

“I was very surprised when I won,” Wade said. “I didn’t expect it, but I practiced and put in a lot of hard work, and I’m very proud of my accomplishment.” He said although he was “a little nervous” when first going in, it “all went away” when he got to meet the judges and start the interview. “I had fun,” he added. “I like learning from my mistakes, and they told me what to improve on. I’m very grateful for the experience. I feel like I’ll be more prepared next time, as well as a lot more confident in my abilities.” Wade said after high school, he plans to earn an associate degree from Northwest Shoals Community College. His current long-term goal is to earn a law degree from the University of

Alabama. “I’m really excited for Justin placing and getting this opportunity to advance to the next level and see where it takes him,” King said. “It takes a lot of courage to go in front of anyone and interview for something, but knowing you’re going in front of three perfect strangers to compete for a mock position is a very particular situation to prepare for.” PCHS JAG student, Abraham Barrientos, also a senior, competed at the district conference, in the category of financial literacy. “I enjoyed the competition,” Barrientos said. “It was my first time competing, and although I didn’t win, it was interesting. I’m so happy for my friend, Justin Wade, for getting first place in his competition.”

Russellville High School ladies soccer team members participate in annual “Night to Shine”

By María Camp maria.camp@ franklincountytimes.com Outside of working together playing soccer, RHS girls soccer team members participated in the annual Night to Shine

event, held Feb. 9 at the Marriott in Florence. Their coach, Delany Roberts, explained they signed up to be buddies “for the honored attendees, people of our community with exceptionalities at various ages.”

“They had a blast,” Roberts added. “It was really cool to see them step out of their comfort zones and be a part of something that’s bigger than them, and I just can’t help but brag. I really am proud of them.”

Roberts said the event is a prom night with face painting and karaoke and other activities, and, as buddies, the girls help ensure their attendees “have the blast they deserve to have,” adding the girls were “complete naturals.”

“I told them to just open their hearts and be a part of the experience,” Roberts added, “and they definitely immersed themselves in it.” Tenth grader Lilly Figueroa said she hopes to participate again next year.

“I had an amazing night,” Figueroa explained. “It was a wonderful experience. I met some amazing people there.” To read about the varsity and junior varsity RHS ladies soccer season opener wins, see page B8.

It’s less than a month away now: the Alabama 2024 Primary. Since this is a presidential election year, this will be a big day statewide. It’s important for more than just deciding who will advance in the POTUS race, though. We will also choose several local candidates. Most of us will never run for public office, but making our voices heard on election day is something we can easily do to play our part in the process. As the Alabama Secretary of State’s Office puts it, “The best public policy decisions are formed when there is a diversity of backgrounds, opinions and perspectives represented at the policymaking table. In order for those voices to be heard in the process, we need all eligible Alabamians to vote. Voting is fundamental to our representative democracy, and your civic participation is critical to our success as a state.” Distilled down: Your opinion matters. Local candidates have spent the past weeks and

months meeting constituents, sharing their principles, making promises and getting the word out about why they should be elected. As the campaign days are dwindling, it will soon be the time, they hope, when all that hard work pays off. If you feel underprepared to vote less than three weeks from today, now is the time to rectify that. Use the time left to read up on our local races and state and federal campaigns. As local races are concerned, one opportunity will be the upcoming Bean Dinner at Blue Springs Feb. 24. you’re unfamiliar with the concept, you may be wondering exactly what a random act of kindness is. Scott Adams said there’s “no such thing as a small act of kindness” because “every act creates a ripple with no logical end.” It’s about being more mindful of what we can do, large or small, to be kind as we go about our

day, whether that’s writing a note, sending a card, buying a meal, helping someone figure out a problem, offering encouragement or paying a compliment. Mark Twain described kindness as “a language in which the deaf can hear and the blind can see.” Perhaps we can all take a little more time to keep these thoughts in mind,

not just on a special day, but every day. Every little bit makes a difference.

It’s February…the month that provides an opportunity for people to come together to acknowledge events including Valentine’s Day, American Heart Month and Random Acts of Kindness Day. In 1964, President Lyndon B. Johnson issued the first proclamation declaring February as American Heart Month. Each year, organizations around the country help promote American Heart Month by bringing attention to what steps to take in prevention of this deadly disease. People support American Heart Month by participating in National Wear Red Day to raise awareness about cardio-

vascular disease, signing proclamations, making donations to the American Heart Association or sponsoring health and wellness walk fundraisers. The GFWC Book Lovers Study Club recognizes American Heart Month in February each year by giving programs on how to prevent heart disease. Some of these tips include eating healthy, being more physically active, keeping a healthy weight, giving up smoking and keeping blood pressure under control. The members also participate in the National Wear Red Day and wear Red to the February club meeting. This year, the Book Lovers combined both American Heart Month and Random Acts of Kindness Day. Valentine’s Day kicks off Random Acts of Kindness Day which is held each year

on February 17. It originated in 1995 in Denver, Colorado. The idea behind this celebration is to make the world a little brighter and better through little and simple kind gestures, words and actions. The Book Lovers clubwomen selected visiting the elderly residents of the Country Cottage for their acts of kindness. Gayle McAlister and Ginger Saylor were hostesses and coordinated the meeting. The members held a Bingo party and donated bags of candy, Valentine cards, lotion, soaps and hand towels as gifts. Everyone enjoyed the bingo party,

and the gift recipients expressed their appreciation. Other ideas for acts of kindness to brighten someone’s day include: Give sincere compliments to friends, family or even strangers. Help a neighbor with tasks like mowing the lawn or grocery shopping. Volunteer time at local charities, shelters or community events to make a positive impact. Donate to charitable organizations. Send an encouraging email to a colleague. Let someone merge while in traffic. Pay it forward--when you’re in a drive-thru, pay for the order of the person behind you. Do we need to be reminded to show acts of kindness? Surely not! Each day is an opportunity to show kindness that can make the world a little brighter!

Russellville boys win basketball area and sub-region on the way to Wallace State

The Russellville Golden Tigers had a busy week on the basketball court as the varsity boys and girls both played in the area tournament finals and then advanced to face tough competition in the sub-regional round in Class 5A of the AHSAA.

BOYS Russellville’s boys hosted the area tournament, and the Golden Tigers earned the area championship for the the fourth consecutive season with a 77-66 win over the Lawrence County Red Devils on Feb. 7. RHS led 38-25 at the half and held a 55-41 advantage after three quarters of action. LCHS tried to rally in the game’s final period, but the Golden Tigers held on for the win. EJ King and Malachi Duncan had 17 points each to lead Russellville in scoring. Gavin Hyde added 14 and KJ Murray scored 12. Jah Williams had eight points, Bralynn Vincent returned to the court after missing a few games and scored six and

Mike Young scored three. Russellville hosted the sub-regional round versus Wenonah High School on Feb. 10, and the Golden Tigers slayed the Dragons by a 79-63 final score. With the win, the RHS boys advanced to play in the Northwest Regional at Wallace State in Hanceville for the second consecutive year for the first time in school history since the current playoff format was put into place beginning with the 1993-1994 season. The two teams played a fast-paced game with Russellville holding a 56-54 lead going into the fourth quarter. The Golden Tigers then outdid Wenonah 23-9 in the game’s final period to seal the victory and become one of only 16 teams remaining in the 5A playoffs. EJ King led RHS with 27 points. Malachi Duncan added 18 and KJ Murray scored 11. Mike Young, Jah Williams and Bralynn Vincent all had six points each, while Gavin Hyde scored five. “What a game,” Russellville head coach Patrick Odom said after

the sub-regional win. “I’ve got to thank our people. We packed it out, and what a fun atmosphere. Wenonah is a great team. We beat an elite basketball team that has athleticism and size.” The RHS squad earned a trip back to Wallace State, and it took a team effort. “When you look at the teams playing in the Northwest Region bracket, this is hard. Everytime you win, at least for a minute, you better enjoy it because everybody is really good, everybody has a chance and everybody has great athletes. Credit goes to our guys, we’re back and hopefully we can draw from the experience of going there and find a way to keep winning the next 32 minutes,” Odom added.

Red Bay wins sixtraight area title, advances to regional By Bart Moss For the FCT The Red Bay Tigers beat the Sulligent Blue Devils 67-53 to win their sixth straight area title, afterwards defeating Whitesburg Christian 61-38 in subregion play to advance to the Northwest

Regional. The Tigers will play Mars Hill on Thursday at 7:30 p.m. at Wallace State Community College. In the area championship game, Lawson Glover led Red Bay to the 67-53 win over Sulligent. Glover scored 24 points, including nine in a big second quarter for the Tigers and eight

points in the third. Red Bay led Sulligent 17-15 at the end of the first quarter. The Tigers, fueled by Lawson’s nine points, outscored the Blue Devils 24-10 in the second quarter. Red Bay, again led by Lawson, outpaced Sulligent 16-11 in the third quarter to take a 57-36 lead

in the third quarter. Holden Inmon followed Glover with 13 points and Cody Carnes with 10 points. Ty Reynolds added seven points, Gage Edgmon five points, Brayden Tabbs three points, Kennedy Wilemon two points, Conner Humphres two points and Ethan McCoy

Belgreen girls advance to regionals By Bart Moss For the FCT The Belgreen Bulldogs won the Class 1A Area, 14 tournament for the fourth straight year, beating Hackleburg 46-38. Belgreen followed that by beating Hubbertville 50-31 in subregion play to advance to the Northwest Regional tournament. Belgreen faces Meek today at 3 p.m. at Wallace State Community College in Hanceville. If they win, they will play the winner of Shoals Christian/ Marion County Feb. 19 at 3 p.m. for a chance to go to the Final Four in Birmingham. In the area championship game, Belgreen withstood a fight from rival Hackleburg and won the game from the free throw line, going 17-for-20 as a team. Belgreen led Hackleburg 13-10 at the end of the first quarter. Both teams scored 10 points each in the second, giving Belgreen a three-point halftime lead, 23-20. The Bulldogs increased their lead by one point in the third to 35-31. Down the stretch, Belgreen’s success at the line gave them the advantage. Dacota Green led Belgreen with 18 points, going 9-for-10 from the free throw stripe. Bryn Scott, Isabella Tate and Makenna Fisher scored six points each. Alayana Tate and Carson Hovater added five points each.

(B) On or before the second legislative day of each regular session of the legislature, beginning with the first reg ular session after January 1, 1983, the governor shall transmit to the legislature for its consideration a proposed budget for the then next ensuing budget period. (C) The duty of the legislature at any regular session to make the basic appropriations for any budget period that will commence before the first day of any succeeding regular session shall be paramount; and, accordingly, beginning with the first regular session held after January 1, 1983, no bill (other than a bill making any of the basic appropriations) shall be signed by either the presiding officer of the house or senate and transmitted to the other house until bills making the basic appropriations for the then ensuing budget period shall have been signed by the presiding officer of each house of the legislature in accordance with Section 66 of this Constitution and presented to the governor in accordance with Section 125 of this Constitution; provided, that this paragraph (C) shall not affect the passage of local laws or local constitutional amendments, the adoption of resolutions, or the conduct of any other legislative functions that do not require a third reading; and provided further, that following adoption, by vote of either house of not less than threefifths of a quorum present, of a resolution declaring that the provisions of this paragraph (C) shall not be applicable in that house to a particular bill, which shall be specified in said resolution by number and title, the bill so specified may proceed to final passage therein. (D) Upon the signing and presentation to the governor in accordance with the said Sections 66 and 125 of bills making the basic appropriations, the provisions of the foregoing paragraph (C) prohibiting the final passage of bills in the house and senate (other than bills making any part of the basic appropriations) shall cease to be effective and shall not be revived or become again effective as a result of (i) the subsequent legislative history of any bill so signed and presented, including any veto, return with executive amendment, or any other action, or failure to act, by either the governor or the legislature under the provisions of the said Section 125; or (ii) a determination, by either judicial decree or opinion of the justices of the Alabama Supreme Court, that any bill so signed and presented is wholly or in part invalid. (E) The legislature may, by statute or rule, make such further provisions for the timely passage of bills making the basic appropriations as are not inconsistent with the provisions of this Constitution. (F) Nothing contained herein shall be construed as requiring the legislature to make any appropriation not otherwise required by this Constitution to be made. (G) Notwithstanding any provision of this amendment, any resolution authorizing the consideration of a bill proposing a local law adopted before November 8, 2016March 5, 2024, that conformed to the rules of either body of the Legislature at the time it was adopted, is ratified, approved, validated, and confirmed, and the application of any such resolution is effective from the date of original adoption.” FURTHER, I proclaim and direct that this proclamation shall be published once a week for the four successive weeks immediately preceding Tuesday, March 5, 2024, in every county as required by law. 02/07/24, 02/14/24, 02/21/24, 02/28/24 ADID 582417

Tharptown student signs with Calhoun

By Bart Moss For the FCT Tharptown High School’s Jessie Mitchell became the school’s first male athlete to sign an athletic scholarship when he signed with Calhoun Community College to run cross country last week. Mitchell has run cross country for several years at Tharptown. He finished in the top ten in every regular season race and finished in first place at the Athens Bible Invitational meet. “Just being around Jessie for half the season, it was easy to see his love for the sport of cross country,” said Darrel Baker, who took over in the middle of the year when Joseph Brown took the Northwest Shoals Community College cross country job. All his success came from hard work and effort,” added Baker. “He deserves a lot of credit for helping us reach the state finals this year.”

RHS senior chosen as Bryant-Jordan Region 8 Scholar winner By Brannon King For the FCT

Russellville High School senior studentathlete Avery Watts was recently chosen as the 2024 Bryant-Jordan Region 8 Scholar winner. Watts first received the honor of being the Bryant-Jordan scholar representing RHS and then was named scholar for AHSAA Class 5A, Area 15, and was later announced as the winner for Class 5A, Region 8. The program gives scholarships for both the Scholar-Athlete Award and the Achievement Award. “It’s an honor,” Watts said about getting to represent Russellville High School in addition to the area and region. “I didn’t expect to make it this far because there’s so many amazing student-athletes in the area. I’m excited to be able to go.” The Bryant-Jordan Student-Athlete Scholarship Program was named after Paul “Bear” Bryant and Ralph “Shug” Jordan and shares a partnership with the Alabama Sports Hall of Fame and the Alabama High School Athletic Association. Phil Campbell girls capture seventh straight area title, fall in subregion

The Phil Campbell B o b c at s c ap t u re d their seventh straight area title, beating the Danville Hawks 54-50. The Bobcats fell in subregion play for the second straight year, this time to Childersburg, 50-36. In the 3A, Area 15 championship, Phil Campbell controlled the game from the opening

tip, jumping out to a 14-11 lead in the first quarter. The Bobcats extended their lead to 34-27 at halftime. Phil Campbell built up a ten point lead by the end of the third quarter, 47-37. The Bobcats had to hold off a late Danville surge where the Hawks outscored Phil Campbell 13-7 in the final period of play. Macy Hardy and Leela Baker led Phil Campbell with 19 points and 18 points respec-

tively. Ayla Stowe and Hannah Welborn scored eight points each. Sidda Rogers finished with one point. In subregion play, Phil Campbell got off to a hot start, outscoring Childersburg 15-11. After that, it was all Childersburg. The Tigers outscored the Bobcats 39-21 over the remaining three quarters of play. The Bobcats had no answer for Childersburg inside, getting domi-

nated on the boards by Tiger senior Aubry Foy who scored 19 points. Childersburg’s defense also stifled the Bobcats, limiting Phil Campbell to just three second half field goals, all by Hardy. Hardy, who scored her one thousandth career point early in the game, led all scorers with 20 points. Hannah Welborn and Leela Baker scored seven points each. Sidda Rogers finished the game with four points.

Russellville Lady Tigers soccer teams win first games of season

The Russellville Lady Tigers varsity and junior varsity soccer teams started the season off with wins last week on home turf in their season opener games. The varsity team came in 2-0 versus Haleyville, and the junior varsity team, in what constitutes their first win since 2021, kicked their way to victory, scoring 10-0 versus Haleyville. “That was a really big accomplishment for them,” said RHS girls soccer coach Dalany Roberts regarding the JV win. “They’re a very young team, but needless to say, really hard workers, and so, not only was it a win, but it was a mercy rule with 18 minutes left in the game.” On the varsity win, Roberts said playing on that level means “higher intensity,” noting “the competition can be tough.” “Despite that, and we are a young team for varsity as well, having lost several seniors last year who were a really big part of the program, but the girls have had such a wonderful transition into leadership themselves – they just haven’t seen it yet,” she added.

Roberts said they’re “constantly uplifting each other, stepping up, communicating, figuring out what they need to do and how to become better,” noting she’s “really seeing a player-led team this year.” “I want them to find that intrinsic motivation – we are hungry for this as a team – and they felt that the start of the season was a strong one, and I agree with them,” Roberts said. “I think that we’re going to have a really successful season as long as they continue to keep their mentality up and work together like they have been.” The RHS girls varsity team currently has 20 players. “We’re kind of a fluid program,” Roberts continued, “so, as we see fit, we may pull girls up from the JV program. We try to start a good foundation and then build as the season progresses. We’re looking at one to two players that will potentially join us at the varsity level at some point in the season.” The RHS girls junior varsity team currently has 23 players. “I have a fabulous assistant coach, Kathy Sanchez,” Roberts said. “She has really stepped up for the JV program,
