She performed “Don’t Rain on My Parade” from “Funny Girl” for the talent portion of the program. The Miss UNA program is an official preliminary for the Miss Alabama and the Miss America events.

The program provides an opportunity for contestants to compete for scholarship funding and prizes. In addition to the Miss UNA title, Cooper was recognized as the winner for the Outstanding Service Award. She will compete for the title of Miss Alabama at an event that will take place later this year. She is pursuing secondary education in the area of social science. “I am so excited for the opportunity to go to Miss Alabama!” Cooper said. “I grew up watching Miss Alabama, my first experience being when I went as a Rising Start in 2012. To think that I will be on that stage this summer is astounding! I simply cannot wait. There is a lot of preparation to be done, but the honor of representing North Alabama makes my heart soar!” Cooper is the 49th student to be crowned with the title, a tradition that began in 1974 when Pam Long was the first student to serve as Miss UNA. As part of this year’s event, organizers invited previous winners to attend and be recognized. “We had the honor of announcing them to the audience as part of this year’s show,” said Becca Bush, the Miss UNA event organizer as well as assistant director

wife, dear sister, cherished cousin, revered aunt and unparalleled Nanny. Martha made a statement of belief, opinion, talent of service and personality over her lifetime. She was a talented leader and fierce supporter of the Isbell Methodist Church and the Russellville Library. Martha made a home in several states throughout her life - from Winthrop Harbor and Zion, Ill., to Memphis, Tenn., all the way back to Russellville. She loved to travel with her husband, Bill, across the country during retirement. She inspired her grandchildren’s’ thirst for travel by taking them all over the country in their RV and showing them what exists outside of their hometowns. Martha leaves a distinctive legacy - all of her four grandchildren have earned doctoral level educations. She instilled in her children and grandchildren a thirst for knowledge and a heart filled with love and acceptance for others. Nanny/Mother was a voracious reader, and that trait was passed down to her daughter and grandchildren. There were known to be heated discussions by Nanny’s
bookcase on which grandchild was able to get the first pick of books to read. Martha was an inspiration to the women in her family as she was able to overcome so much in her life and did so with a witty comment and her amazing laugh. Growing up in an era where women’s education was not highly valued, Martha refused such contention as nonsense. She strongly encouraged her daughter to seek higher education and was undeniably proud of her grandchildren in their educational efforts. Martha had a way of making each person in her life feel special, valued and secure. She was an empathetic listener and gave the best hugs. Her family, friends and community will miss her tremendously, but the legacy she leaves behind is one full of love - which is exactly what she always valued above all. Martha was preceded in death by her husband, Billy Wayne Holt; her sister, Carrie Sue Fretwell; her brotherin-law, Gordon Lester Fretwell, Sr.; and her parents, Jessie Susanna Robinson Hutchens and William Riley Odell Hutchens.

Tax-free weekend provides opportunity to be prepared We Say

Alabama’s annual s eve r e we a t h e r preparedness sales tax holiday is approaching, and we think it’s a mustnot-miss opportunity to make sure you’re prepared for whatever comes – like tornado season, which is unfortunately upon us once more. Alabama’s 13th severe weather preparedness sales tax holiday begins at 12:01 a.m. Feb. 23 and ends at midnight Feb. 25, allowing Alabama shoppers to stock up on state tax-free common supplies costing less than $60 that every home and business needs to prepare for a natural disaster or even a general emergency. So, what kinds of items can you acquire without paying state sales tax this weekend? Shoppers can pick up many kinds of batteries, for one example. Other eligible items include weather radios, flashlights and lanterns, tarps and plastic sheeting, plywood, other items for protecting windows in storms, bungee cords, duct tape, ice chests, coolers, various kinds of ice packs and first aid kits. Also included in the sales tax holiday are smoke and carbon monoxide detectors and fire extinguishers, as well as portable generators and cords costing $1,000 or less. It just makes good sense to take advantage of this tax holiday. You can not only save a little money but potentially save
yourself, your children or your property in the event of a catastrophe. We have all seen the damage and destruction a tornado can cause. Even straight-line winds without tornadic activity can take down trees and power lines. If that happens, do you have the items on hand you will need to get through it with relatively low discomfort or inconvenience?
We’ve also seen the damage an out-of-control fire can do to a home or business, and local fire departments frequently promote the importance of having the right tools on hand to mitigate what can be a life-threatening, total loss situation. This is one of only two tax-free weekends the state offers each year, the other being for back to school. Let’s not miss this opportunity.

I’ve experienced a mix of spring-like weather, along with markedly colder temperatures. Even the colder temperatures often aren’t so bad as long as it’s not windy. Harbingers of spring are beginning to make themselves seen. I noticed two robins outside the office recently, happily hopping about. A few minutes later, I saw a pair of red birds flying quickly across the road as I was driving. While traveling elsewhere in Franklin
County, it was, for the most part, simply pleasant. Certainly not hot, but not cold – essentially a springlike day. That’s my kind of weather, and I hope we have plenty more of it before the heat of summer arrives and sets up camp. I’m eagerly awaiting more flowers to begin blooming so we can see another beautiful Franklin County spring. What are the springtime favorites you’re looking forward to seeing soon?

The February meeting of Cultura Garden Club highlighted “Food to Table in Franklin C o u n t y. ” Debra Spillers served as program chairman. She introduced the guest speaker, Chase Oliver, from Oliver Farms. He gave a brief history of Oliver Farms, familyowned and operated for more than a century over four generations. Oliver explained all their ice cream is homemade using a 1930 John Deere
Hit and Miss Engine. He said their ice cream is made from fresh supplies with no artif icial additives. Locally, they sell through a food truck at events and at other local places. Vanilla, chocolate, cookies and cream, Christmas tree and YooHoo are among the many current flavors. “Every day we are brainstor ming new ways to improve, and we are happy to hear from our customers on what they like and what they would like to see in the future,” Oliver said. “We are sure this is just the beginning of a very long history.” Cheri McCain and Julie McKinney hosted the meeting. Russellville High School senior continues football career, signs with Kentucky Wesleyan College

Russellville High School senior Harrison Burch will be joining the Kentucky Wesleyan College Panthers to continue his football career. The two-year starting quarterback for the Golden Tigers made his plans official at a signing ceremony held to celebrate his accomplishments as a student-athlete at RHS. After moving with his family to Alabama from Tennessee, Burch
has been a leader of the Russellville football team that, during his two years at the school, went 7-5 and 9-3, including two region championships and two playoff game wins. In region games alone, the Golden Tigers went 12-0 during his time as starting quarterback. With his play performance on the field, Burch became a twotime all-region selection, received honorable mention for the 2022 5A All-State team and was the 2023 RHS team captain. For two seasons at Russellville,
Burch completed 307 of 425 passes for 4,290 yards. He also threw 42 touchdown passes at RHS and was intercepted seven times. Burch has also been a star in the classroom, taking many AP dual-enrollment courses and has a GPA of 4.24. “It means a lot to me, but it means even more to my family,” Burch said of his signing. “My dad and my mom have spent countless hours with me taking me to Nashville or taking me to training or taking me to camps to get me to this point.”
If you’ve spent time around the Burch family, you’ve likely seen their motto of “KIOTT” which Harrison and his dad Larry came up with to help him play the game the right way. “It means ‘keep it on the table.’ Play within yourself, let the other team make the mistake and don’t make the mistake for them. You’re trying to let them beat themselves,” Harrison explained. Burch said the back-to-back region championships come to mind when thinking about some of his favorite
memories as a Golden Tiger. “That’s what I’ve been a part of and they’ve had a four-pete. It means a lot more to them, but it means a lot to me to be able to come in and be a part of that win with the team. It means a lot because of the way that we work and the little things that people don’t see.” Former RHS head coach John Ritter was at the event to show his support for Burch. “He’s a great teammate and a great player,” Ritter said. “The things that don’t show up in the stat column or show
up where people can see is the work that he put in outside of the ‘normal football time.’ He did a lot of work on his own, he held his teammates to a high standard and got them to come up here in the spring and summer on days that we were off. He’s a very hard worker, he’s a great kid and he’s going to be successful because of those traits.” Kentucky Wesleyan is located in Owensboro and is a NCAA Division II member. Tyrone Young is the head coach of the Panthers.

Russellville Golden Tigers open baseball season By Brannon King For the FCT The Russellville Golden Tigers recently opened the 2024 varsity baseball season with three games. RHS hosted Florence Feb. 15 to start the season, and the Falcons got a 5-1 win. Russellville got two hits, and they came from the bats of Daniel Askew and Neyland Baker. Askew’s hit was a double, and he also walked twice. The lone Russellville RBI came on a sacrifice fly by Brandt Cummings during the fifth inning. Russellville used five pitchers, with Cummings getting the start. The senior right-hander went two innings, allowing two runs on two hits. He struck out three and walked four. Cayden Johns followed and went two scoreless innings. Gunner Sappington allowed one hit and two unearned runs during an inning of work and Ty Engelthaler pitched one frame and gave up a hit and one unearned run. Brayden Entrekin was on the mound during the final inning and struck out a batter. The Golden Tigers traveled to James Clemens High School Feb. 17 for a double header on a cold day versus the Jets and Sipsey Valley. Ingameone,Russellville fell to James Clemens by a score of 8-4. the Jets to only two hits. Head coach Jess Smith’s RHS team got their first win of the season with a 13-3 decision over Sipsey Valley. A 10-run fourth inning helped the Golden Tigers to victory. Russellville basketball season ends at NW Regional By Brannon King For the FCT The memorable and successful 2023-2024 high school basketball season came to an end for the Russellville Golden Tigers in the semi-finals of the boys’ Northwest Regional at Wallace State with a 74-43 loss to the Ramsay Rams. Russellville (18-7) struggled against the Ramsay team, and the Golden Tigers were trailing 18-11 after the first quarter of action and 40-23 at the half. During the contest, RHS uncharacteristically went 2-for-18 from threepoint range and shot 39 percent from the field. Ramsay shot at a 50 percent mark, making 32 of 64 shots from the field, and the Rams also picked up 18 steals on defense. EJ King led Russellville with 21 points, and KJ Murray followed with 14. Jah Williams and Bralynn Vincent also scored for RHS, adding four points apiece. Ramsay (23-8) was led by Jayden Williams’ 24 points and six steals. Jeremiah Ford added 11 points and JaQuille Malone also scored in doublefigures with 10. A combination of live bats and patience at the plate gave the Belgreen Bulldogs a big opening season win over the Cherokee Indians 24-14. Belgreen got 10 hits and walked 20 times in the game. The Bulldogs’ veteran experience was on display. Will King went 3-for3 at the plate with five RBI and scored four runs. Landon Cox was 2-for-2, with two RBI and scored twice. Eighth grade leadoff hitter Rush Berryman went 2-for-4 with an RBI and scored four times. Fellow eighth grader Ty Hamilton got his first varsity win on the mound coming into the game in the third inning to strike out two before being relieved by Cox. Cox got the save, allowing no runs. Colton Ashton went 2-for-3 with two RBIs and four runs.

BY THE GOVERNOR WHEREAS the Alabama Legislature at its 2023 Second Special Session enacted Act No. 2023-562 (SB3), proposing an amendment to the Constitution of Alabama of 2022; WHEREAS, in conformity with Section 284 of the Constitution of Alabama of 2022, as amended, the Legislature has ordered an election by the qualified electors of the state upon such proposed amendment; and WHEREAS notice of this election, together with the proposed amendment, is required by law to be given by proclamation of the Governor, which shall be published once a week for at least four successive weeks immediately preceding the day appointed for the election; NOW, THEREFORE, I, Kay Ivey, as Governor of the State of Alabama, do hereby
give notice, direct, and proclaim that on Tuesday, March 5, 2024, an election will be held in the State of Alabama in the manner and form provided by law upon the following proposed amendment to the Constitution of 2022 of the State of Alabama: AMENDMENT PROPOSED BY ACT NO. 2023-562 “Section 71.01 (A) The following words and phrases, whenever used in this amendment, shall have the following respective meanings: “Basic Appropriations” means, with respect to any regular session of the legislature, such appropriations as the legislature may deem appropriate for the expenditures by the state during the ensuing budget period for the ordinary expenses of the executive, legislative and judicial departments branches of the state, for payment of the public debt, and for education (excluding, however, any item within the scope of the foregoing that is at the time provided for by a continuing appropriation or otherwise). “Budget Period” means a fiscal year of the state or such period other than [a] a fiscal year as may hereafter be fixed by law as the period with respect to which state budgets are prepared and state appropriations are made. (B) On or before the second legislative day of each regular session of the legislature, beginning with the first reg ular session after January 1, 1983, the governor shall transmit to the legislature for its consideration a proposed budget for the then next ensuing budget period. By Bart Moss For the FCT The Belgreen Bulldogs (27-7) came within a game of going to the Final Four, but some tough pressure defense from the Marion County Red Raiders ended up being too much for the Bulldogs who lost 60-48 in the regional final at Hanceville. “I’m very proud of the way our girls fought and played all year long,” said Belgreen coach Chad Green. “I thank the Good Lord for blessing me. This is a gut-wrenching loss, and I know these girls are hurting inside. I am glad to know I have more in this life than just basketball. This is a special group of kids. They just come in every day and work hard and exemplify what a team truly is.” Green said they were able to extend their defense “our more than we wanted to.” “We fought back hard and tied the game up ,but we made more mental mistakes than we needed to to be able to win the game,” he added. “They were also a little more
physical than we were. We’ve hung our hats on pressure defense all year. Marion County has some good athletes and good shooters.” Belgreen found themselves on the defensive from the start after some relentless pressure by Marion County. The Red Raiders were able to open up a 10-0 lead less than two minutes into the game. Junior Dacota Green stopped the opening onslaught with a short corner jumper with 5:01 to go in the first. Marion County answered and, again ,Green took it to the hole for two more hardfought points to cut the Red Raiders lead to 12-4. Belgreen got hot behind the arch beginning with a three by Bryn Scott and three straight by Green to end first quarter, cutting Marion County’s lead to 20-18. Green got a putback to tie the game at 20 with 7:03 to go in the second quarter. Belgreen went cold from the field, going five and a half minutes without scoring, getting down
to 31-20 before Alayna Tate hit a corner three to stop the drought. The Red Raiders hit a three at the buzzer to take a 36-23 halftime lead. Green hit her fourth three with just under one minute to play in the third quarter to cut Marion County’s lead to 42-31. The Red Raiders hit the opening two baskets of the fourth quarter, giving them a 46-31 advantage. Green ended the game with 22 points and seven rebounds. Scott followed with 11 points. Makenna Fisher finished with eight points, Tate with three points, Carson Hovater with two points and Mackinley Hogan with two points. No seniors are on this year’s team. “We need to get stronger and just keep working, and I think we can get this opportunity again next year,” said Dacota Green. “We just have to put in the work, and we can make it happen,” echoed fellow teammate Bryn Scott. Scott is the all-time steals leader at Belgreen. “We wouldn’t be here without her. She will
be on the state list next year.” “We were blessed to be here,” said Makenna Fisher. “We worked hard, and we just have to put in the work for next year.” In the opening round of play at the Northwest Regional, Belgreen took control of the game in the second quarter and didn’t let go, beating Meek 54-34. Belgreen trailed Meek 11-9 at the end of the first quarter, but the Bulldogs outscored the Tigers 45-23 over the next three quarters. Fisher led Belgreen with 16 points, going 7-for-13 from the field, including two three pointers. Fisher also had five rebounds. Green followed Fisher with 12 points and grabbed seven rebounds. Scott scored eight points and recorded nine steals and five rebounds. Morgan Lauderdale added seven points, Isabella Tate adding five points and seven rebounds, Carson Hovater four points and Kiera Smith two points. Green and Fisher earned All-Tournament honors.
