Of those running who were present for the speaking portion Charles Mitchell, the only Democrat there, spoke He is running unopposed as a Democrat for the seat of Commissioner for District One on
the Franklin County Commission Because he’s the only Democrat running for the position, his name is not on the sample ballots for the March 5 primary He will face the Republican contender in the November election later this year He shared two points, that “you do not have to vote a straight ticket, Republican or Democrat” and that “the main thing is you get out and vote regardless of who it’s for.”
On the Democratic ballot March 5, voters can select, for Democratic party President of the United States from Joseph R. Biden, Jr.; Dean Phillips; or Uncommitted. They can also vote for up to two delegates for Joseph R. Biden for the 2024 Democratic National Convention for the Fourth Congressional District The names on the list are Susan McKenney and Curtis Travis Justin Holcomb spoke about his candidacy for United States Representative in the Fourth Congressional District He said in part, “We need change Russellville is not in good shape The district’s not in good shape I’m here to bring change...My main focus is to bring jobs and as much money as I can
back home ” Holcomb said his plan is to do two terms, a total of four years Incumbent Robert B Aderholt is running against Holcomb for United States Representative for the Fourth Congressional District. He said in part, “I’m from Haleyville, down in Winston County, that s where I grew up I’m honored to serve as Congressman for the Fourth Congressional District, and it is a real honor for me to be here today.”
Aderholt said he s a longtime supporter of a program in Washington, D C , that gives grants to volunteer fire departments a program funded by Congress “I’ve always been a great supporter of that program and will continue to do everything I can to support volunteer fire departments .We do have a lot of issues in this country We have a lot of problems, but I think that we will work through these things.”
Aderholt said one thing he wants to do is to work to “close the borders” and “send back those that are here illegally,” adding he is endorsed by Donald Trump and that he in turn, endorses Trump for another term as President of the United States of
America. “We live in the greatest country in the world. We want to make sure that we keep our country the greatest country in the world,” he continued. “It’s that beacon of hope that is a light on the hill for the rest of the world.”
FRANKLIN COUNTY SCHOOLS BOARD OF EDUCATION
Ralton Baker spoke about his unopposed candidacy (he will therefore not be on the ballot until November) for another term representing District One as a board member on the Franklin County Schools Board of Education Baker said he’s served on the board since 1990, noting he hasn’t had an opponent for the last three elections “I want to thank every one of you for the support I’ve had,” he said, adding his appreciation for the volunteer fire departments as well as his encouragement for everyone to vote in the March 5 primary

February is always a very special month at the Franklin County Times because it s when we release our biggest publication of the year: Progress This longstanding annual tradition boasts a different theme each year In the past few years, you might recall, we have turned the spotlight on a range of topics, from volunteer fire departments across the county, to local law enforcement to the Distinguished Young Women of the Decades Progress 2024 which came out a few weeks ago, honors perhaps the most influential segment of our society These heroes rarely receive the praise and gratitude they deserve: our veterans and service members Patriotism is alive and
well in this corner of the state, and Franklin Countians have a rich tradition of honoring their veterans Annual recognitions like the Russellville Veterans Day Parade and Every Light a Prayer for Peace ceremonies, along with school programs and the placement of banners and flags in downtown Russellville, go just a little way toward giving “honor to whom honor” is due We hope this year’s Progress edition will be another small piece of honoring their brave and selfless service

Leap Year typically takes place every four years
The process of adding a day to the calendar every four years was designed to realign the clock and calendar more closely with how long it takes the Earth to rotate around the sun, which is slightly longer than the 365 days attributed to a year If not for Leap Year, the seasons would slowly shift out of place
There are many interesting facts to learn about Leap Year, and February 29 is the perfect time to explore them
• It takes the Earth 365 days, 5 hours, 48 minutes and 45 seconds to circle once around the sun, says Time and Date Without leap years, we d lose almost six hours every year After a century, the calendar would be off by nearly 24 days
Despite 2100 the next turn of the century, being divisible by four, it will not be a leap year That s because it is divisible by 100
but not 400, which means it will not be a leap year This exception to the rule pertains to new century years
• Forbes reports that it’s likely the calendar will need to be changed again since the Earth’s rotation rate, the axial tilt orientation and the Earth s orbital motion around the sun is not constant Various effects, such as earthquakes and something called tidal braking
affect the passage of time
• Legend states that on February 29 it is alright for a woman to propose to a man, a custom attributed to St Bridget Bridget complained to St Patrick that some women had to wait too long for their suitors to pop the question As the legend goes, Patrick supposedly provided women this day to propose to compensate Some cultures view
February 29 as an unlucky day In Greece couples are warned against planning weddings during leap years In Italy, the phrase, «Anno biseto anno funesto” (“leap year, doom year”) is uttered
• Individuals who are born on February 29th are known as leaplings or leapers
• Leap Day is not considered a legal day Those who are leaplings have to choose February 28 or March 1 for their official and legal birthdays
• Individuals who are paid fixed monthly incomes often work for free on February 29th because their wages will not be calculated to include the extra day Guinness World Records indicates the only family it could verify as producing three consecutive generations born on leap days belongs to the Keoghs

Thank You, citizens of Franklin County for the privilege to serve as your Commissioner the past seven years Working along with other county and state officials I have obtained experience and knowledge in accomplishing the work needed to improve our beautiful county It would be an honor to have the opportunity to keep building on that work

work is still in process for more improvement Communication is important in being successful in any workplace One of the benefits as your commissioner is listening and talking to people about their concerns and making it a priority to help and fix any problems I am retired from Tiffin Motor Homes after 34 years I have worked and communicated with people all over the country solving problems I have lived in Red Bay all my life My wife and I have been married for 45 years The Lord blessed us with two children, Adam and Amy Adam and his wife, Tina gave us three
grandsons Dylan Noah and Ty Dylan married last summer, and now we have a granddaughter-inlaw

“We love our patients, and we provide a lot of services to patients who don’t necessarily have the same means as everyone else,” explained Tabatha Sutherland Marbutt, nurse practitioner at Russellville Hospital Medical Clinic “Our goal is to not turn patients away,”
A family medicine clinic, Russellville Hospital Medical Clinic is affiliated with Russellville Hospital and offers a variety of in-house services, including EKGs and labs
“We’d like the community to know that we’re here and available,” Marbutt added. “We do same-day walk-in appointments I know a lot of physicians are not taking patients right now We’re open to all health insurances, and we also accept self-pay.”
Marbutt explained the clinic, which employs five in addition to her, aims to “provide more of a holistic experience,” which she described as “where you address everything – the mind, the body, making sure the patient is getting all their labs and images, all their medications in one place, not having to go to a whole lot of different places to get the care and resources they need.” She added that when a patient comes in for a particular reason, they check to see if the patient has medical needs outside of that as well.
She’s been with the clinic since July 5, 2021 and has lived in Franklin County all her life
“People either usually know me or know of me,” she added. “It helps people feel like they get more of a patientcentered care What would work for one patient may not work for another patient I think we do real good at making sure each patient is treated appropriately for their specific needs Our goal is quality healthcare.”
Marbutt said the care they show is evident to their patients
“I love working in primary care, and we love our small community,” explained medical assistant Casondra Newell, another clinic employee “We enjoy giving back to our community, and this clinic gives people an opportunity they wouldn’t get elsewhere.”
Newell said the clinic has a lot of patients that aren’t well off financially, noting they provide the opportunity for them to be able to have care just like anyone else receives

RCS BOE announces new RHS head football coach, interim RCS athletic director

During a special called meeting Friday afternoon, the Russellville City School board officially named Dustin Goodwin as the new head coach of the Russellville High School Golden Tigers football team
“Russellville City Schools is full of tradition, and a lot of it is a football tradition said RCS superintendent Dr Heath Grimes “We’re happy to have you on board excited about what you’re going to do here I’ve gotten to meet your family and know a little bit about you and think you’re going to be a great fit for Russellville City Schools and we’re excited that you’re here ” Board president Greg Trapp said hiring a coach is something the board “doesn’t take lightly,” adding “there’s always difference of opinion no matter what you do ”
“There’s lots of components that go into hiring a coach and I say this about Dr Grimes – before he was Dr Grimes, he was Coach Grimes, and before he was Coach Grimes he was a two-time national champion at UNA, and we ve been blessed in this system to have people that have played, people that have a lot of knowledge and when you look back over the years, we’ve always been able to have the best candidates and pick from the best people,” Trapp added Dustin comes from Birmingham probably one of the toughest areas you ever play football He s been at Thompson for the last couple years I think Dustin will do a great job, and I’m glad to have him

Goodwin comes to Russellville from 7A Thompson High School, where he has been the offensive assistant coach since 2022 During his time there, Thompson went to the state championship game both seasons and won the 7A state title in 2022 They were the 7A runners-up this past year

Russellville High School senior Avery Watts became the most recent member of the Golden Tigers to sign to play sports at the next level during a celebration held Feb 21 Watts made her plans to play volleyball for the Mississippi University for Women Owls official during the signing ceremony Along with being a standout volleyball player at RHS, Watts excels academically, and, among other pursuits at RHS, plays basketball and is a member of the track team She has a cumulative weighted GPA of 5 0 and takes six AP courses Watts is also the BryantJordan award winner for

Miss RHS pageant takes place Friday

The Russellville High School Annual Staff will sponsor the 42nd Annual Miss RHS Pageant this Friday March1 at7p m in the RCS Auditorium This is the main fundraiser for the RHS Annual Staff and all money raised will go towards making the price of yearbooks as cost effective as possible for students at RHS
This year there, will be 18 contestants in grades 9-12 who take the stage in hopes of winning awards in the categories of Interview, Talent and Evening Gown Grade Representatives will be chosen for ninth–eleventh grade; and First Alternate, Second Alternate Third Alternate and Miss RHS 2024 will all be chosen from the twelfth grade There will also be two additional awards:
a Photogenic award will be given in each grade chosen from contestants who chose to participate in this optional category; and a Viewer’s Choice Award will be presented to the contestant who receives the most votes the night of the pageant These votes will come in the form of ticket stubs, and additional votes can
be purchased for $1 00 each
The pageant will also feature 18 Little Sisters and 19 Rising Stars
The Little Sisters are Russellville Middle School students who were chosen by the contestants to introduce them during the talent competition The Rising Stars come from Russellville Elementary and West Elementary, and they accompany their contestant onstage during the evening gown revue
The pageant will also feature special entertainment from the Addie’s Flip, Tip and Tap Trio, which consists of Tinley Cleveland, Ruby Harbin and Lyza Shaw Herring; and from last year s Miss RHS 2023 Sarah Morgan Miss RHS 2022 Madeline Cooper will emcee the event Lauren Mae Wallace, who is in her first year as Miss RHS Pageant Director said this is a great event the community won’t want to miss
This is so much more than just a beauty pageant,” Wallace said “In 1984, Susie Malone turned the pageant into a scholarship pageant, and our winner will receive scholarship money that can help her further her edu-

Section 71 01 (A)The following words and phrases whenever used in this amendment shall have the following respective meanings: “BasicAppropriations” means with respect to any regular session of the legislature, such appropriations as the legislature may deem appropriate for the expenditures by the state during the ensuing budget period for the ordinary expenses of the executive legislative and judicial departments branches of the state for payment of the public debt and for education (excluding however any item within the scope of the foregoing that is at the time provided for by a continuing appropriation or otherwise) “Budget Period” means a fiscal year of the state or such period other than [a] a fiscal year as may hereafter be fixed by law as the period with respect to which state budgets are prepared and state appropriations are made
(B) On or before the second legislative day of each regular session of the legislature beginning with the first reg ular session after January 1 1983, the governor shall transmit to the legislature for its consideration a proposed budget for the then next ensuing budget period (C)The duty of the legislature at any regular session to make the basic appropriations for any budget period that will commence before the first day of any succeeding regular session shall be paramount; and accordingly beginning with the first regular session held after January 1 1983 no bill (other than a bill making any of the basic appropriations) shall be signed by either the presiding officer of the house or senate and transmitted to the other house until bills making the basic appropriations for the then ensuing budget period shall have been signed by the presiding officer of each house of the legislature in accordance with Section 66 of this Constitution and presented to the governor in accordance with Section 125 of this Constitution; provided that this paragraph (C) shall not affect the passage of local laws or local constitutional amendments the adoption of resolutions, or the conduct of any other legislative functions that do not require a third reading; and provided further that following adoption, by vote of either house of not less than threefifths of a quorum present of a resolution declaring that the provisions of this paragraph (C) shall not be applicable in that house to a particular bill, which shall be specified in said resolution by number and title the bill so specified may proceed to final passage therein (D) Upon the signing and presentation to the governor in accordance with the said Sections 66 and 125 of bills making the basic appropriations the provisions of the foregoing paragraph (C) prohibiting the final passage of bills in the house and senate (other than bills making any part of the basic appropriations) shall cease to be effective and shall not be revived or become again effective as a result of (i) the f
