SunshineWeekenforcesimportance oftransparentgovernmentaction
Signsofspringare everywhere–fromclumps ofdaffodilsdottingthe landscape, tothispast weekend’stimechange, totheFranklinCounty Times’annualSpring HomeandGardensection, inprintthisweek. We’re preparingtoemerge fromourwinterdens andembraceaworldof sunshine.
Butthere’smorethan onekindofsunshine bringingmorelightinto theworld.
Aroundthistimeeach year, newsorganizations acrossthecountry recognizeSunshine Week–thisyear,March 10-16.Thisannual observancerecognizes theimportanceofopen recordsandtheSunshine Law–inAlabama, now calledtheOpenMeetings Act–whichrequires certainproceedingsof governmentagenciesto beopenoravailabletothe public.
SunshineWeekwas launchedin2005bythe AmericanSocietyof NewsEditors–nowNews LeadersAssociation–andhasgrownintoan “enduringinitiativeto promoteopengovernment
andshinelightinto thedarkrecessesof governmentsecrecy,” accordingtowww. sunshineweek.org.It’sa nonpartisancollaboration amonggroupsinthe journalism, civic, education, government andprivatefields.
We’vejustelected severalnewlocalofficials, sonowisagreattimeto remindourleadersthat theyareanswerableto thepeopletheyrepresent andserve.Partofthat meansoperatinginthe light, makingsurepublic recordsandmeetingsare madeaccessibletothe averagecitizen.
That’ssomething newspapershavebeen committedtofordecades.
SunshineWeekspreads theimportanceof transparentgovernmentat alllevels, notjustlocalor state.Onelawthatensures federaltransparencyisthe FreedomofInformation Act.
Asit’sexplainedby www.foia.gov,since1967, theFOIAhas“providedthe publictherighttorequest accesstorecordsfromany federalagency.Itisoften describedasthelawthat keepscitizensintheknow abouttheirgovernment. Federalagenciesare requiredtodiscloseany informationrequested undertheFOIAunless itfallsunderoneofnine exemptionswhichprotect interestssuchaspersonal privacy, nationalsecurity andlawenforcement.”
Alotofgoodcomes outofhavingopen governmentmeetingsand records.Itallowspeople inthecommunitytoknow what’sgoingonintheir citycouncilorcounty commissionorathigher levelsofgovernment.It allowsanyonetorequest records,includingbut notlimitedtobudgets.It createstransparency.It helpsusholdourleaders accountable,tomake
suretheyareactingin ourbestinterests.In theworstcases,ithelps rootoutunscrupulous behaviorandputastop tocorruptionandunderthe-tablemoves.Allofthis accountabilityincreases publictrust–oratleastit should.
Wehavefivecitycouncils thatmeetinFranklin County, plustheFranklin CountyCommission. There’salsoschoolboards, utilityboardsandother officialgroups.Allof thesemeetingsareopen tothepublic.Asyour communitynewspaper,we benefitfromthesunshine lawsthatgiveusaccessto thesemeetings, helpingus sharetheinformationyou wanttoknow.
Wehopeyou’lltakea moment–maybewhile soakingupraysof sunshinethisweek–to reflectontheimportance ofsunshinelawsandhow theykeepourgovernment honestandworkingforus.
