FRANKLIN COUNTY HISTORY
A
ccording to the Alabama Department of Archives and History, Franklin County was created by the Alabama Territorial legislature Feb. 6, 1818. It was named in honor of Benjamin Franklin. The county is bordered by Colbert, Lawrence, Winston and Marion counties in Alabama and by Tishomingo and Itawamba counties in Mississippi. It encompasses 643 square miles. The county seat was originally located at Russellville, named after William Russell, an early settler and chief scout for Gen. Andrew Jackson during the Creek Indian War of 1813-14. In 1849 the county seat was transferred to Frankfort, where it remained until 1879, when it was moved to Belgreen. A courthouse fire in 1890 probably accounted for the relocation of the county seat to Russellville in 1891.

Communities
COMMUNITIES HODGES Hodges, first incorporated in 1913, boasts a community center, where senior citizens meet daily for meals and activities, as well as a picnic park with a walking trail. The crown jewel of this community is Rock Bridge Canyon Equestrian Park. Opened in 2013, RBCEP attracts tourists from far and wide with its horseback riding trails and campsites. The town holds the Spirit of Hodges Festival annually to celebrate everything it has to offer – to embrace its past as well as its future.
RED BAY The City of Red Bay boasts a thriving business community built on cornerstone industries like Tiffin Motor Homes, Sunshine Mills and Sunshine Homes, among others – as well as topnotch recreation and schools. Located on the Mississippi-Alabama state line, Red Bay is home to destinations like Cypress Cove Farm, a site on the Alabama Birding Trail; the Community Spirit Bank Weatherford Centre, host of an active community theatre and venue for other community events; and the Red Bay Fun Park, which offers pools and water slides, playground and the Red Bay Farmers Market. One of the city’s most well-known and admired features are the oak trees, which were planted by the Red Bay Garden Club in the 1930s and cast a canopy over main street. Red Bay is a Tree City USA. Other attractions include the Red Bay Museum. The city is also home to a Pre-K through 12th grade school. Red Bay was incorporated July 1907.
PHIL CAMPBELL Phil Campbell has that smalltown atmosphere so many who live there enjoy, with a history as unique as its name. In the late 1880s Phillip “Phil” Campbell agreed to run railroad track and establish a railroad depot in modern day Phil Campbell. Subsequently, the town was named in his honor and to this day is the only place in Alabama that shares the full name of an individual. Dismals Canyon, with its natural rock formations, caves, trails and rare glowworms, is one of Phil Campbell’s biggest attractions. The town is also home to a campus of Northwest-Shoals Community College, the state’s first junior college, and an elementary and high school. Phil Campbell boasts a splash pad and Memorial Park as favorite community spots. FRANKLIN COUNTY VISITORS & NEWCOMERS GUIDE

HIGHER EDUCATION
N
orthwest-Shoals Community College has been providing postsecondary and workforce education to northwest Alabama for more than 50 years. The college operates two campuses: the Shoals campus in Muscle Shoals and the Phil Campbell Campus in Phil Campbell, located in Franklin County. As a comprehensive two-year college, NW-SCC provides academic, career technical and lifelong educational opportunities. NW-SCC is an ideal option for those interested in academic transfer, career/technical programs and health studies careers. Students who attend Northwest-Shoals to obtain basic educational requirements before transferring to a four-year college/university save 55-65 percent on tuition costs, on average. The Phil Campbell campus was founded in 1963, deriving its original charter from the Alabama legislature through the Alabama Trade School and Junior College Authority Act of 1963. It began as Northwest Alabama State Junior College, providing access to postsecondary education for citizens of the rural counties of northwest Alabama. It was the first public junior college in the Alabama Community College System. The Phil Campbell campus of NW-SCC might be best known for its Associate Degree Nursing. In May 2018, the ADN program graduated 44 nurses into the workforce. Another highlight of the NW-SCC Phil Campbell Campus is the Music Department. The Music Department has been a staple for rural northwest Alabama for more than 40 years. In addition to nursing, NW-SCC offers welding, applied engineering and machining programs (machine shop) and the academic transfer option, which allows students the opportunity to take basic core classes at NW-SCC before transferring to a four-year college or university. Regardless of a student’s educational goals, NW-SCC can help them achieve those goals. For more information about Northwest-Shoals Community College, visit nwscc.edu.

he Russellville Municipal Airport and Bill Pugh Field are one of this county’s many assets. The local airport is large enough to accept commercial aircraft, boasting a 5,500-foot runway. It is used frequently by current and prospective industries and is also sometimes a community gathering place for fly-ins and other events. The airport is managed by Harry Mattox, a retired Air Force veteran who now teaches flight lessons with Blue Diamond Aviation. The airport enhances industrial development in the area and offers self-service fuel, hangars, a passenger terminal and lounge, airplane rental, aerial tours and aircraft maintenance. The present facilities were completed in 2004. Long-range plans for the airport, which originated in the community in the ’60s, include extending the ramp and building a corporate hangar, as well as establishing an Automated Weather Observing System.

According to Russellville Mayor David Grissom, in the end this new venture could create around 10,000 jobs in total – jobs which will hopefully reach as far as Franklin County. “It’s a great day for Alabama, especially North Alabama. I’ve already been talking to people about our interest in being a site for suppliers and whatever help we can provide in Franklin County,” Grissom said. Water systems for Rockwood, Isbell disband At a January 2017 meeting, the Franklin County Commission approved two resolutions: one from Rockwood water system to disband and one from Isbell water system to disband. Probate Judge Barry Moore said these systems were already buying their water from Russellville Utilities, but the billing and maintenance was being handled by Frank Bishop.

March 19, 2018, will go down in history as another moment when buildings and land were destroyed and panic spread. JULY 2018 FBC mission team gets stranded in Haiti A week-long mission trip turned into a waiting game for the 14 Russellville First Baptist Church members who left June 30 for Haiti. Their return flight was scheduled for July 7, but unforeseen circumstances in the foreign country delayed that passage by three days. Six adults, two college-aged young adults and six high school girls went on FBC’s Haiti mission trip with the goal of helping and ministering at the Faith House Orphanage in Jacmel. The team members’ plans took a dip Saturday, however. They were preparing to leave at 7 a.m. when they were told there were blockades on the only road from Jacmel to Port-auPrince, where the airport is located. Riots and protests began to break out across Haiti, which caused the blockades and flight travel to be stopped.
