FRANKLIN COUNTY

As recorded by the Alabama Department of Archives and History, Franklin County was created by the Alabama Territorial legislature in February 1818. It was named in honor of the illustrious Benjamin Franklin.

Franklin County is bordered by Colbert, Lawrence, Winston and Marion counties in Alabama and by Tishomingo and Itawamba counties in Mississippi. It encompasses 643 square miles and is known for the Bear Creek Lakes as well as other points of interest.

The county seat was originally located at Russellville, named after William Russell, an early settler and chief scout for Gen. Andrew Jackson during the Creek Indian War of 1813-14. In 1849 the county seat moved closer to the center of the state, Frankfort, where it remained until 1879, when it moved to Belgreen. A courthouse fire in 1890 probably accounted for the relocation of the county seat to Russellville in 1891.

In the 1860s a group of citizens in the northern part of the county petitioned to the state legislature to create a new county. Feb. 6, 1867, Colbert County was created by an act of Alabama Constitutional Convention, carved from the northern portion of Franklin County.

After a little more than eight months, Colbert County was abolished and returned to Franklin County. Two years later, Dec. 9, 1869, it once again was organized into Colbert County.

In a photo printed in a February 1976 “Phil Campbell Reflector” newspaper, young people enjoy an afternoon in front of Mel Allen’s store. Allen was a prominent businessman of the 1880s who is credited with getting the town its name. According to the Franklin County Times Sesquicentennial Edition, published Aug. 14, 1969, the Russellville livery stable was a popular hangout in the early years.

COMMUNITIES

HODGES

This close-knit community, first incorporated in 1913, is home to a public park with a playground, volleyball and basketball courts, picnic pavilion and walking trail. It also boasts a community center where senior citizens meet daily for meals and activities, adjacent to town hall. The Hodges Equestrian Park attracts tourists to enjoy its riding trails, campsites, cabins and events. Hodges’ annual community gathering is the Spirit of Hodges Festival.

PHIL CAMPBELL

In the late 1880s Phillip Campbell agreed to establish a railroad depot in modern-day Phil Campbell, and the town was named in his honor – the only place in Alabama that shares the full name of an individual. Phil Campbell boasts Dismals Canyon, a National Natural Landmark, and is also home to a campus of Northwest Shoals Community College as well as a county elementary and high school. Phil Campbell has a splash pad and public park as favorite community spots, and the town annually hosts the Phil Campbell Hoedown festival.

RUSSELLVILLE

Russellville, the county seat, is named after Maj. William Russell, an early settler. The city is home to about 10,000 residents and continues to grow. Prized assets include an industrial park, which is host to numerous manufacturers and industries, along with local schools, an expanding retail base and many community attractions, such as parks and recreational facilities, a splash pad, the Historic Roxy Theatre and a city pool. Russellville is the site of the annual Jam on Sloss Lake in July and the Watermelon Festival in August, as well as other community events.

COMMUNITIES

RED BAY

Located on the AlabamaMississippi state line, Red Bay offers a thriving industrial and business atmosphere and numerous community assets. Recreational opportunities abound, including a water park and downtown rec center, and the city is home to an elementary and high school. One of Red Bay’s most well-known and admired features are the oak trees planted by the Red Bay Garden Club in the 1930s that cast a canopy over main street. The community celebrates its heritage each September at the Founders Day festival.

VINA

The Town of Vina boasts a community park and a county school, and a popular meeting spot is the community center, which provides services to seniors in addition to serving as a community gathering place. The town is also home to an industrial park with a spec building and 400 acres, offering plenty of room for future growth, and Hurricane Creek Lodge, a premier event venue and hunting lodge. Vina’s annual celebration is JulyFest.

OTHER COMMUNITIES

Three unincorporated communities – Spruce Pine, Tharptown and Belgreen – are home to growing populations in the county, with their own traditions and community pride. In Spruce Pine, which lies between Russellville and Phil Campbell, neighbors enjoy a bustling community center and a thriving annual festival, Spruce Pine Day. Mar-Jac Poultry has established a feed mill and hatchery in this small community, and Willow Oak Lodge is a not-so-hidden jewel of the county. Tharptown, just northeast of Russellville, and Belgreen, between Russellville and Red Bay, boast Pre-K through 12th grade schools that serve as hubs of community engagement.

THE CHAIRMAN

On behalf of the Franklin County Commission, I would like to welcome you to our county and invite you to explore everything we have to offer.

Our county is governed by four elected commissioners, led by myself as probate judge. Often in cooperation with other community leaders, we strive to lead Franklin County into an ever-brighter future.

The Franklin County Commission oversees a number of county departments, including solid waste, highway department, Emergency Management Agency, sheriff’s department, revenue commissioner, archives, probate office, coroner’s office and animal control. Formulating, implementing and maintaining a responsible budget among all these departments is critically important to the commission, as is addressing all the needs and concerns of our citizens.

If you would like to learn more about the commission and what we do, you are

welcome to attend one of our work sessions or meetings, which are all open to the public. We hold a work session the second Monday of every month at 5 p.m. to discuss county issues and a monthly voting meeting the third Monday at 8:30 a.m. Meetings are held at the Elizabeth Lucas Courthouse Annex on North Jackson Avenue, across from the Franklin County Courthouse. Northwest Shoals Community College has served the people of northwest Alabama for 60 years, with postsecondary and workforce education, including certificate and degree offerings. It currently serves more than 4,000 students.

As a comprehensive two-year college, NWSCC provides academic, career technical and lifelong educational opportunities. There are two campuses: the Shoals campus in Muscle Shoals and the Phil Campbell campus in Franklin County.

NWSCC is an ideal option for those interested in academic transfer, career/ technical programs and health studies careers. Students who attend Northwest Shoals to obtain basic educational requirements before transferring on to a four-year college/university save on average 55-65 percent on tuition costs.

The Phil Campbell campus was founded

in 1963 as the first public junior college in the Alabama Community College System.

In May 2023, NWSCC announced a building and campus renovation project for the Phil Campbell campus that is estimated to exceed $30 million. The plans include a new building, Patriot Plaza, which will connect a newly renovated Wallace Administration Building (301) and library (Building 306). The Patriot Plaza will serve as the new centralized point of campus for student life.

NWSCC might be best known for its health studies programs, and the Phil Campbell campus of NWSCC houses the largest: the

Associate Degree Nursing program. In fall 2022, the Nursing Program celebrated its 50th anniversary. The nursing program was started in 1972 on the Phil Campbell campus to help alleviate a shortage of registered nurses in northwest Alabama.

Another highlight of the NWSCC Phil Campbell campus is the music department, which has been a staple for rural northwest Alabama for more than 40 years.

In addition to nursing and music, NWSCC offers welding, machine shop programs and the academic transfer option, and the school reinstated athletics in fall 2022. The athletic program began with baseball and softball teams and will start cross country on the Phil Campbell campus in fall 2023.

For those looking to enjoy nature, NWSCC offers the revitalized Cecil Clapp Nature Trail on the Phil Campbell Campus, which reopened in April 2021. The trail is approximately a quarter of a mile long and features rock bluffs and native Alabama plants. A swinging bridge hangs over the branch at the bottom of the trail, near the outdoor classroom.

he Franklin County Development Authority works with the county’s existing manufacturers and also works toward the recruitment of new manufacturers.

Franklin County has several shovel-ready industrial parks with available acreage. There is one AdvantageSite CertIfied industrial park, the MG Industrial Park in Russellville. In addition, the Phil Campbell Industrial Park and Russellville Industrial Park have availability. FRANKLIN COUNTY IN FLIGHT

Located at 13365 Highway 243, the Russellville Municipal Airport and Bill Pugh Field are large enough to accept corporate aircraft, boasting a 5,500-foot runway. The airport held a grand reopening in August 2022 after a number of updates and maintenance measures, and the facility boasts new runway paving and striping, new lighting and new drainage. The airport, managed by Explore Aviation’s Emily and Jason Evans, is most frequently used by current and prospective industries and is also a community gathering place for fly-ins and other events. The airport offers self-service fuel, hangars, a passenger terminal and lounge, airplane rental, aerial tours, aircraft maintenance and flight school, Go Vertical Aviation.

Two hospitals serve those in need of medical care in Franklin County: Red Bay Hospital, located at 211 Hospital Road in Red Bay, and Russellville Hospital, located at 15155 Highway 43 in Russellville.

Both offer 24/7 emergency rooms as well as services like radiology, rehabilitation, respiratory care, mammography and more.

Red Bay Hospital is owned and operated by Helen Keller Hospital of the Shoals, an affiliate of the Huntsville Hospital Health System. It is also supported by the Dr. Walker Dempsey Hospital Foundation. Among its services, it offers a unique swing bed program, and the full-service Wellcare Center features modern exercise and rehabilitative equipment and is staffed with therapists and trainers.

HONORING OUR VETERANS

Patriotism is alive and well in this corner of the state, and Franklin County has a rich tradition of honoring its veterans. Besides annual recognitions like the Russellville Veterans Day parade, the Every Light a Prayer for Peace ceremonies, school programs and the placement of banners and flags in downtown Russellville – the county has three parks where monuments serve as enduring reminders of the price so many have paid.

Russellville Veterans Park

Russellville Veterans Park is dedicated to the local men and women who put their lives on hold when their country needed them. Adjacent to the Franklin County Archives, the park’s brick pathway winds among the monuments and features the names of many local heroes. The welcome monument, shaped like an open book, also serves as a time capsule. Also in Russellville, at the county courthouse, is a monument that lists the names of many Franklin County natives who gave their lives for their country.

Phil Campbell Memorial Park

The Phil Campbell Memorial Park includes a stone erected in honor of veterans of World War I, World War II, the Korean War, the Vietnam War, Desert Shield, Desert Storm, Operation Iraqi Freedom and Operation Enduring Freedom.

RED BAY FOUNDERS FEST

This one-day tribute to Red Bay’s heritage draws visitors to the city each September for a day of free family fun in Bay Tree Park. The annual festival has grown from a modest community picnic to a full-scale event featuring contests, vendors, live music and more.

RUSSELLVILLE SPLASH PAD

Cool off at the Russellville Splash Pad. Opened in spring 2022, it is located between Sloss Lake Park and the John Blackwell Sports Complex on Highway 24.

SLOSS LAKE PARK

Sloss Lake, a manmade lake created in the early 1900s, is located in Russellville adjacent to the John Blackwell Sports Complex and Highway 24. JULY FEST

July Fest has brought people together the last Saturday of July for more than 25 years. A full slate of entertainment accompanies the popular Draw Down raffle, which awards the ultimate cash prize of $17,000, and the day ends with a massive firework show. Franklin County has a rich history dating back to its establishment Feb. 6, 1818, by the Alabama Territorial Legislature. Franklin County is part of the historical Jackson’s Military Road, named after Andrew Jackson’s journey from Nashville, Tennessee, to New Orleans, Louisiana.

Our county has a notable legacy of business and industry, with third-generation family-owned businesses plus industries that are exceling in products and services in North America and across the globe. We are flourishing in nature, with an abundance of opportunities for camping, hiking, and water recreation. We are the home of Dismals Canyon, which features bioluminescent insects native to North America – a rare phenomenon that occurs in Alabama, New Zealand, and Australia. Our county also has a plethora of year-round family-friendly activities, from cool waterparks on a sweltering summer day to a cozy cabin for those perfect winter nights.
