According to the Alabama Department of Archives and History, Franklin County was created by the Alabama Territorial legislature in February 1818. It was named in honor of Benjamin Franklin.
The county is bordered by Colbert, Lawrence, Winston and Marion counties in Alabama and by Tishomingo and Itawamba counties in Mississippi. It encompasses 643 square miles and is known for the Bear Creek Lakes as well as other points of interest.
The county seat was originally located at Russellville, named after William Russell, an early settler and chief scout for Gen. Andrew Jackson during the Creek Indian War of 1813-14. In 1849 the county seat was transferred closer to the center of the state, in Frankfort, where it remained until 1879, when it was moved to Belgreen. A courthouse fire in 1890 probably accounted for the relocation of the county seat to Russellville in 1891.
In the 1860s a group of citizens in the northern part of the county petitioned to the state legislature to create a new county. Feb. 6, 1867, Colbert County was created by an act of Alabama Constitutional Convention, carved from the northern portion of Franklin County.
After a little more than eight months, Colbert County was abolished and returned to Franklin County. Two years later, Dec. 9, 1869, it once again was organized into Colbert County.

HODGES
The Town of Hodges was first incorporated in 1913. The close-knit community is home to a public park with a playground, volleyball and basketball courts, picnic pavilion and walking trail, and also boasts a community center where senior citizens meet daily for meals and activities, adjacent to town hall. The Hodges Equestrian Park attracts tourists to enjoy its riding trails, campsites, cabins and events. Hodges’ annual community gathering is the Spirit of Hodges Festival.
PHIL CAMPBELL
In the late 1880s Phillip “Phil” Campbell agreed to establish a railroad depot in modernday Phil Campbell. The town was named in his honor – the only place in Alabama that shares the full name of an individual. Among its features, Phil Campbell boasts Dismals Canyon, a National Natural Landmark, full of rock formations, caves, trails and rare glowworms. The town is also home to a campus of Northwest-Shoals Community College and a county elementary and high school. Phil Campbell has a splash pad and public park as favorite community spots, and the town annually hosts the Phil Campbell Hoedown festival.
RUSSELLVILLE
Russellville, the county seat, is named after Maj. William Russell, an early settler who helped in the construction of Jackson's Military Road. The city is home to about 10,000 residents, and it continues to grow. Prized assets include an industrial park, which is host to numerous manufacturers and industries producing everything from wholesale food products to manufactured housing. The city also boasts local schools, an expanding retail base and many community attractions, such as parks and recreational facilities, a splash pad, the Historic Roxy Theatre and a city pool. Russellville is the site of the annual Jam on Sloss Lake in July and the Watermelon Festival in August, as well as other community events.

RED BAY
Located on the Alabama-Mississippi state line, the City of Red Bay offers something for everyone, from a thriving industrial and business atmosphere to burgeoning community assets. Recreational opportunities abound, including a water park and downtown rec center, and the city is home to an elementary and high school. One of Red Bay’s most well-known and admired features are the oak trees planted by the Red Bay Garden Club in the 1930s that cast a canopy over main street. The community celebrates its heritage each September at the Founders Day festival.
VINA
The Town of Vina boasts a park with a playground, walking track and basketball and tennis courts, as well as a Little League field. Children attend the community’s Pre-K through 12th grade school, and a popular meeting place is the community center, which provides services to seniors in addition to serving as a community gathering place. The town is also home to an industrial park with a spec building and 400 acres, offering plenty of room for future growth, and Hurricane Creek Lodge, a premier event venue and hunting lodge. Vina’s annual celebration is JulyFest.
OTHER COMMUNITIES
Three unincorporated communities – Spruce Pine, Tharptown and Belgreen – are home to growing populations in the county, with their own traditions and community pride. In Spruce Pine, which lies between Russellville and Phil Campbell, neighbors enjoy a bustling community center and a thriving annual festival, Spruce Pine Day. Mar-Jac Poultry has established a feed mill and hatchery in this small community, and Willow Oak Lodge is a not-so-hidden jewel of the county. Tharptown, just northeast of Russellville, and Belgreen, between Russellville and Red Bay, boast Pre-K through 12th grade schools that serve as hubs of community engagement.

LOCAL GOVERNMENT FROM THE CHAIRMAN
On behalf of the Franklin County Commission, I would like to welcome you to our county and invite you to explore everything we have to offer.
Our county is governed by four elected commissioners, led by myself as probate judge. Often in cooperation with other community leaders, we strive to lead Franklin County into an ever-brighter future.
The Franklin County Commission oversees a number of county departments, including solid waste, highway department, Emergency Management Agency, sheriff’s department, revenue commissioner, archives, probate office, coroner’s office and animal control. Formulating, implementing and maintaining a responsible budget among all these departments is critically important to the commission, as is addressing all the needs and concerns of our citizens.
If you would like to learn more about the commission
and what we do, you are welcome to attend one of our work sessions or meetings, which are all open to the public. We hold a work session the second Monday of every month at 5 p.m. to discuss county issues and a monthly voting meeting the third Monday at 8:30 a.m. Meetings are held at the Elizabeth Lucas Courthouse Annex on North Jackson Avenue, across from the Franklin County Courthouse.

always keeping a watchful eye on the communities entrusted to them. The county is served by three police departments and the sheriff’s office and county jail, as well as one paid and 13 volunteer fire departments – which are always seeking more volunteers to help serve and protect.
Keller EMS provides ambulance service in the county, and other agencies, including the Phil Campbell Rescue Squad, stand stand ready to assist in emergency situations.

EDUCATION
When people move to or even visit a new area, they often want to know about the local schools. What kind of programs to do they offer? What kind of education will my child receive here?
The Franklin County Schools district comprises schools across the county, in Red Bay, Phil Campbell, Tharptown, Belgreen, Vina and East Franklin, serving student populations in Pre-K through high school. The Franklin County Career Technical Center offers hands-on education in a number of disciplines, including automotive, construction, business, cosmetology, health sciences, welding and more, with students able to earn a number of valuable credentials from their coursework. Expansion and modernization projects are in place system-wide, with a number of schools seeing construction as enrollment and programs continue to grow. Superintendent Greg Hamilton and an elected board of education lead the system.
Russellville City Schools serve children in the Russellville city limits as well as out-of-district students who meet tuition requirements. The system boasts Pre-K through high school education at five school buildings, with all but Pre-K located adjacent to one another on one campus. School growth continues, with the system in the process of completing a major addition to the high school building. Led by Superintendent Heath Grimes and an appointed board of education, the system has been tapped for a number of awards and recognitions.
Franklin County is also home to a community college, the Phil Campbell campus of Northwest-Shoals Community College. NW-SCC is a popular choice among graduating seniors from both RCS and FCS alike and serves as a launching point for many students to continuing their higher education.

NORTHWEST-SHOALS COMMUNITY COLLEGE
Northwest-Shoals Community College has served the people of northwest Alabama for more than 58 years, with postsecondary and workforce education, including certificate and degree offerings.
As a comprehensive two-year college, NW-SCC provides academic, career technical and lifelong educational opportunities. There are two campuses: the Shoals campus in Muscle Shoals and the Phil Campbell campus in Franklin County.
Dec. 8, 2021, Dr. Jeff Goodwin was named the new president of NWSCC. He brings a vast array of experience to the office of the president. Dr. Goodwin’s 30 years of experience span from classroom educator to superintendent in Alabama’s public schools. Prior to coming to the college, he served as superintendent of Oxford City Schools from 2005.
NW-SCC is an ideal option for those interested in academic transfer, career/technical programs and health studies careers. Students who attend Northwest-Shoals to obtain basic educational requirements before transferring on to a fouryear college/university save on average 55-65 percent on tuition costs.
In fall 2021 there were 3,371 students enrolled at the Shoals and Phil Campbell campuses.
The Phil Campbell campus was founded in 1963 as the first public junior college in the Alabama Community College System.
NW-SCC might be best known for its health studies
programs, and the Phil Campbell campus of NWSCC houses the largest: the Associate Degree Nursing program. The ADN program graduates approximately 65 nursing students each year. Another highlight of the NW-SCC Phil Campbell campus is the music department, which has been a staple for rural northwest Alabama for more than 40 years.
In addition to nursing, NW-SCC offers welding, machine shop programs and the academic transfer option, and it will reinstate athletics in fall 2022. The athletic program will begin with baseball and softball teams and looks to expand sports teams in the future.
In February 2022 NWSCC signed an agreement to partner with Pilgrim’s in Russellville, to participate in the JBS/Pilgrim’s Better Futures program, which offers free college tuition to Pilgrim’s team members and their child dependents. For those looking to enjoy nature, NW-SCC offers the revitalized Cecil Clapp Nature Trail on the Phil Campbell Campus, which reopened in April 2021. The trail is approximately a quarter of a mile long and features rock bluffs and native Alabama plants. A swinging bridge hangs over the branch at the bottom of the trail, near the outdoor classroom.

As we move toward a new normal after the COVID-19 pandemic, Franklin County has continued to see industrial growth.
In 2021 the FCDA announced two industry expansions and two new companies. Expansions by Leisure Creations and Sunshine Homes added 240 new jobs and $3,000,000 in capital investment. We welcomed American Barrel Company and Belgreen Coatings to the county with an additional $2,000,000 in investment and approximately 20 new jobs.
The FCDA continues to work with our existing manufacturers and work toward recruitment of new manufacturers. Franklin County has several shovelready industrial parks with available acreage. We have two AdvantageSite CertIfied industrial parks: the MG Industrial Park in Russellville and the West Franklin Regional Industrial Park in Red Bay. RUSSELLVILLE MUNICIPAL AIRPORT
Located at 13365 Highway 243, the Russellville Municipal Airport and Bill Pugh Field are one of this county’s many assets. The city-owned local airport is large enough to accept corporate aircraft, boasting a 5,500-foot runway, with a rehabilitation project completed recently to upgrade the runway and add state-of-the-art LED lighting. It is most frequently used by current and prospective industries and is also sometimes a community gathering place for fly-ins and other events. The airport offers self-service fuel, hangars, a passenger terminal and lounge, airplane rental, aerial tours and aircraft maintenance. The present facilities were completed in 2004. The airport came under new management in 2020, with Explore Aviation taking the reins. Pilot training and certification are coordinated through Go Vertical Aviation.

Two hospitals serve those in need of medical care in Franklin County: Red Bay Hospital, located at 211 Hospital Road in Red Bay, and Russellville Hospital, located at 15155 Highway 43 in Russellville.
Both offer 24/7 emergency rooms as well as services like radiology, rehabilitation, respiratory care, mammography and more.
Red Bay Hospital is owned and operated by Helen Keller Hospital of the Shoals, an affiliate of the Huntsville Hospital Health System. It is also supported by the Dr. Walker Dempsey Hospital Foundation. Among its services, it offers a unique swing bed program, and the full-service Wellcare Center features modern exercise and rehabilitative equipment and is staffed with therapists and trainers.
In addition to the many health services offered at Russellville Hospital, including a senior citizen-friendly ER, the hospital also serves as an educational clinic for local nursing, laboratory and radiology students.

Franklin County has a rich tradition of honoring its veterans. Besides annual recognitions – like the Russellville Veterans Day parade, the Every Light a Prayer for Peace ceremonies and the placement of banners and flags in downtown Russellville – the county has three parks where monuments serve as enduring reminders of the price so many have paid.
RUSSELLVILLE VETERANS PARK
Adjacent to the Franklin County Archives, Russellville Veterans Park is dedicated to the local men and women who put their lives on hold when their country needed them. A brick pathway winds among the monuments and features the names of many local heroes. The welcome monument, shaped like an open book, also serves as a time capsule. Also
in Russellville, at the county courthouse, is a monument that lists the names of many Franklin County natives who gave their lives for their country.
PHIL CAMPBELL MEMORIAL PARK
The Phil Campbell Memorial Park includes a stone erected in honor of veterans of World War I, World War II, the Korean War, the Vietnam War, Desert Shield, Desert Storm, Operation Iraqi Freedom and Operation Enduring Freedom.

Russellville, Red Bay and Phil Campbell offer vibrant Parks and Rec programs for children in Franklin County. Dixie Youth sports are popular each year, plus there’s T-Ball, volleyball, soccer, softball, football and basketball, as well as swimming lessons and special one-time events. Rec centers, such as the Chucky Mullins Center and Bishop Center in Russellville as well as the new Red Bay Recreation Center, offer a place for indoor sporting events and activities.
SPIRIT OF HODGES FESTIVAL
During the Spirit of Hodges Festival each October, this small Franklin County town attracts people from all over to commemorate the community’s history. Started in 2007, the Spirit of Hodges Festival provides a variety of attractions each year, like bouncy houses, vendors, treats, fall fun and, of course, live musical entertainment.

July Fest has brought people together the last Saturday of July for more than 25 years. A full slate of entertainment accompanies the popular Draw Down raffle, which awards the ultimate cash prize of $17,000, and the day ends with a massive firework show. PHIL CAMPBELL MEMORIAL PARK
The Phil Campbell Memorial Park was built in memory of, and dedicated to, those who lost their lives in the April 27, 2011, EF-5 tornado that tore through the town. The park also memorializes the military members of the area, offers a playground for children and serves as a community gathering place.

Two churches in Franklin County feature on the North Alabama Hallelujah Trail – which includes 32 churches that are at least 100 years old, stand on their original sites, still hold services and are accessible to the public. Franklin County has a rich history dating back to its establishment Feb. 6, 1818, by the Alabama Territorial Legislature. Franklin County is part of the historical Jackson’s Military Road, named after Andrew Jackson’s journey from Nashville, Tennessee, to New Orleans, Louisiana.

waterparks on a sweltering summer day to a cozy cabin for those perfect winter nights.
We are also home to a classic drive-in movie theater that has been in operation since 1949, and our cities have a plethora of live performances and theatrical productions to choose from, featuring local members of our communities.

Franklin County is the site of exceptional educational opportunities, with two public school systems and higher learning at Northwest-Shoals Community College. Students in Franklin County not only excel in academics and athletics locally but also with county, state, and international championships. Franklin County prides itself in generosity through awarding scholarships to graduating seniors, as well as committing time, talents, and money to other worthy causes.
We are also bountiful in festivals and celebrations – seven total county-wide, the largest being the Franklin County Watermelon Festival.
