Originated from the miscegenation between indigenous fishermen and Portuguese settlers 300 years ago, the Caiçara’s communities have been adapting their cultural heritage to the needs and existing inputs of the environment, resulting in a specific way of living. They live in geographically isolated settlements between the mountains and the sea of Rio de Janeiro southern and São Paulo northern coasts. In the Juatinga’s Peninsula, a difficult access area located 20 kilometers south of the city of Paraty, in the state of Rio de Janeiro, Brazil, approximately 1,500 people distributed in 12 small communities live
nowadays on the edge of legality, occupying a current Ecological Reserve land. In short, their occupations consist mostly in fishing and agricultural activities, which are reverted to their own survival.

Particularly , two theoretical texts - “The Phenomenon of Place” by Christian Norberg-Schulz and “Prospects for a Critical Regionalism” by Kenneth Frampton - performed an important role in this project. Taking into account the recent alterations in territorial zoning and the expansion of urban culture in disfavor of traditional villages, Caiçaras Territories proposes a set of design strategies that express those transformations and function as mediators of these cultural conflicts.

THE LIVED LANDSCAPE AS A SUPPORT OF MEANING Seeing the villages as ‘phenomenological details’ of the landscape becomes an important strategy for the comprehension of the regional identity, for at the same time in which it refers to the physical territorial composition it is also the generator of a cultural image, since these are anthropologi-
cal and architectonic responses to the circumventing environment. Thus the landscape establishes two different and complementary relations with the caiçaras villages: The first as structuring element, for it defines parameters for occupation and survival along the years; and the second as a ‘frame’, since it ‘intensifies the difference’ in terms of values between the surrounding and architecture.

CONSERVATION UNIT MANAGEMENT PLAN AND WATERSHED-BASED ZONING In a diverse geographical environment, the terrain represents an enormous possibility of consequences: Each variation of the territory results in a diverse anthropic response. Schulz reveals the importance of the anthropocentric activity to attribute the value of ‘place’ to a certain ‘environment’. By defending the activity of constructing as a revelation of significations and human identities sensitive to a certain environment, he suggests that the reality that affects us as men is that which we express through construction. Because it has an abrupt topography enclaved between open ocean and bay, the
Juatinga Peninsula represents an enormous microclimatic complexity. There, maritime currents, wind, rain, soil, hydrology and vegetation vary according to each coastal formation, valley, mountain face and cardinal orientation. And, in turn, those variations resulted in cultural unfoldings to the circumventer, a response from the man to an uneven geomorphology and the peculiarities of its enclaves: Cultivation areas, fishing and villages in forms, spatialities and activities of their own, that, however, relate among each other in a complementary manner.” Code

CAIÇARA PARKWAY The BR-101 is a federal roadway that tells the story of land disputes and power. And the native Caiçaras are the living proof that this dispute is perpetuated until today. The course of BR-101 that crosses the interior of the park is endowed with diverse fragments of landscape. Aside from giving terrestrial access to the caiçaras villages, it rides though a little village, forest zones and a quilombo (an African-Brazilian
community that, in the era of slavery, gathered freed and fleeing slaves and nowadays dedicates itself to keeping the cultural and historical heritage of those ancestors alive) and next to ruins of colonial architecture placed under governmental trust. The Caiçara National Park Headquarters was born out of the necessity of reinforcing the protected area’s identity, conciliating the native population representatives, the tourism control and the new Park Administration in the same building. Thus, the project goals are: To reinforce the role of the Caiçara Territory, placing it as a protected area management model; To work as a transfer station, where only official vehicles (4x4 mud Bus) are allowed access, minimizing environmental impact and
improving the visitor’s experience; To increase the visibility of the main access to the villages, creating an attractive and recognized entrance to the Park. Therefore, it consists in cultural and exhibition spaces for the enjoyment of residents and visitors; bus stops and parking for private vehicles, accommodations and workstations for the conversation parks’ technicians and workers.

SUPPORT EQUIPMENTS The protected areas constitution, based on modern regulations and constructions limits, forced the delimitation of historical livelihood areas creating a cultural shock with frequent protests. Creating an agreement between the Caiçara subsistence and the TAC (Conduct Adjustment Term) of the ICM Bio Environmental Agency, the support equipments are prefabricated light structures designed in response to the basic needs of each village. In terms of architecture, these buildings merge the ben-
