Boundary adjustment put on hold Middletown Town Council getting closer on budget By Sue Golden Frederick County Report
Middletown put the proposed boundary adjustment of Reliance Road on hold until the council meets with its lawyer to discuss how the boundary adjustment should proceed. The council came to the work session on March 4th with lots of questions about the “steering committee” that met with representatives from Frederick County two weeks ago. In a very dramatic scene, Councilor John Copeland said that Mayor Charles H. Harbaugh, IV appointed the members of the steering committee. With all eyes on him, the mayor stared at Councilor Copeland for a long time before saying softly that he did not appoint anyone to the steering committee. After a very heated discussion, the council decided to invite its attorney to a meeting to explain how the boundary adjustment should proceed. According to town clerk Rebecca Layman, David Griffin, Esq. told her that the boundary adjustment should be easy if done right, and can be costly and difficult if not. Nothing further will be done until the council receives Mr. Griffin’s counsel. The council spent the rest of the meeting going over the budget submitted by Donald Riffey, the head of
public works. The council approved Mr. Riffey’s line item for a new zeroturn, since the transmission on the one the town currently owns is going bad. The council nixed Mr. Riffey’s line item for a new truck and equipment for the truck, saving the town $27,582. Money set aside for sidewalk repair was approved. As of the end of the meeting, the budget was in the red by $253,000. Councilor Tripp Chewning noted in the meeting that when the town treasurer initially distributed figures to be used for the budget she appro-
priately used last year’s figures, and that a copy was provided to Chief Phil Breeden. All parties are still working to clean up the budget figures. Councilor Chewning hopes to have the numbers as right as possible by the committee meeting. Councilor Chewning also looked into the town’s insurance policy; it does not require drug testing. Middletown does require random drug testing. The personnel policy will need to be amended to include the random drug testing. Fisher Diagnostic at the south end
Winchester City Invited to Host 2014 World Series The Cal Ripken 10-Year-Old World Series may be returning to Winchester in 2014. Winchester was invited to host the event again by Babe Ruth International. Over the next month, Winchester Parks & Recreation, City Council and Winchester Baseball (the host organization) will decide whether or not to accept the invitation. Winchester hosted the event for the first time in 2011. The World Series tournament, held at Yost Field in Jim Barnett Park, would host 10 teams from across the country (including a Winchester team) for approximately 10 days. More details about the event and how the community can get involved will follow if the invitation is accepted

By Sue Golden Frederick County Report The Wayside Theatre Foundation Board met on Tuesday, February 26th to determine the fate of the Wayside Theatre. The theatre, which was started in 1961, has been having financial difficulties for years. Last year, the theatre did an emergency fundraising drive to save the theatre. People responded and the theatre was saved. Or so they thought. Now the theatre is looking for money or it will close for good. At least $90,000 to start with, and $250,000 per year in funding thereafter. Why the shortfall? According to Artist Director Warner Crocker, “good intentions and hopes for a better day have indeed led us to make mistakes.” Among the mistakes cited by Crocker are: accruing deficits and borrowing money to keep going, fail-
ing to recognize shifting market conditions early enough, and continuing on when pledges to help with the renovation fell through. During the poor economy, funding for the arts is one of the first things to be cut from budgets. Ticket sales are down. All of the theatre’s revenue streams were negatively impacted by the economy. In addition, the theatre hoped to turn 70% of the donors from the last emergency fund drive into annual donors; only 30% became annual donors. The financial misery was exacerbated when the fall and holiday season of 2012 “had less than successful ticket sales.” Bad weather was a prominent feature of some of the hurt, causing black outs during the Christmas show. Where does the money raised go? Salaries for the actors and staff cost approximately $450,000 per year. The rest of the almost $700,000 budget goes to benefits and payroll

taxes, production costs, housing, theatre management, utilities and depreciation, insurance, interest and bank fees, and miscellaneous other. Ticket sales do not come close to even paying for salaries. Sales, concessions, classes and others bring in a relatively small amount of money. The theatre relies on fundraising for over $250,000. The theatre has taken steps over the past year to cut its spending. When the general manager and the development director left the theatre, their positions were not filled. Three intern positions were eliminated. The production manager is no longer. The scene designer and technical director roles were merged. The theatre abandoned its Actors’ Equity Union contract, reducing the number of higher paid union actors. The

marketing and advertising departments were dropped. Production costs for each show were reduced. One challenge if the theatre moves forward will be finding a more proactive board and a willing volunteer pool to take over some of the eliminated positions. Help will be needed with all aspects of the theatre. On February 20th, the Wayside Theatre Foundation Board had a town hall meeting to explain the finances of the theatre, and to get input from the community. Although not a full house, the audience included people from Middletown, Strasburg, Front Royal, White Post, Manassas, and Reston. Who did not attend? Not one member of the political community attended the event. Crocker says that this makes grant applications difficult, since one
of the big questions asked is how much support is given by the local governments. Some of the suggestions included opening the theatre when it is dark for community events or meetings, and extending intermission to allow for more time in the Curtain

The Wayside Theatre’s Artistic Director Warner Crocker is encouraged and pleased to announce that the Wayside Theatre Foundation Board has voted to continue the 51st season. The production of “Spelling Bee” and spring acting classes will go forward as planned. The board spent two long evenings debating the future of the theatre. Crocker pointed out that the board is “cognizant of the immense burden of making a decision about the future of the Wayside Theatre. They feel the community’s support and deep passion for the Wayside. The board is in the process of making deliberate plans on how to move forward.” The board is in the middle of its “$90,000 in 90 days” campaign. Crocker says the theatre has collected over $81,000 to date. The campaign deadline is April 8th. The very life of the Wayside Theatre is at stake. Crocker is thankful for the “wonderful outpouring of support shown by the extended community.” At this point, the theatre needs money, volunteers, committee members and everything else. The theatre staff, according to Crocker, has spent all of its energy producing “magic” for its audience. It was hard for the theatre community to share what really is involved in making the theatre work. However, by sharing the numbers and the chores involved in making a production and a theatre successful will hopefully help the community become part owners of the theatre.

General Assembly OKs budget amendments By Jessica Dahlberg Capital News Service RICHMOND – As the 2013 legislative session came to a close, the Virginia General Assembly approved amendments to the state’s two-year budget Saturday that included expanding Medicaid and spending more money on education. The amendments were passed by both the House (on an 83-17 vote) and the Senate (31-8) after tense discussions over Medicaid, which provides medical care for low-income people. Legislators agreed to expand the program if certain reforms are made. The reforms will make Medicaid look similar to non-government health insurance policies. Under the reforms, Medicaid will provide long-term care for
more Virginians and more waivers for families with children who have special needs. Moreover, the state will standardize the way it calculates the income of Medicaid applicants under the new federal health-care law, the Affordable Care Act. “Virginia currently ranks 47th in the nation in Medicaid coverage,” said Sen. Mark Herring, DLeesburg. “The expansion will cover over 300,000 uninsured Virginians and infuse tens of billions of dollars into our state’s economy.” To implement the reforms, the state Department of Medical Assistance and Services, which
manages Medicaid in Virginia, will need permission from the federal government. A Virginia legislative commission will also have to review and approve the reforms before they can be adopted. If the commission approves the changes, they would be effective July 1, 2014, when the federal Medicaid eligibility standards are set to expand under the Affordable Care Act. The education initiatives included in the budget agreement were a top priority for Virginia, according to House Speaker William Howell, R-Stafford. The K-12 public education sys-

Esther Boyd Animal Shelter & the Service Learning Class at Millbrook High School Between July 2011-July 2012, 3683 stray cats have been brought in to the Esther Boyd Animal Shelter. That shows an increase over the previous year in which only a little over 1200 strays were turned in to authorities. When asked how the public views this situation, Mr. Charles S. DeHaven Jr. of the Frederick County Board of Supervisors asked,”Are they aware and do they care?” Millbrook High School seniors, Megan Castano, Allison Gyovai, Thalia Ortiz, and Ashlynn Smeltzer have been working with the Esther Boyd Animal Shelter for the past three months alongside Kathy Whetzel and Holly Grimm, directors of the shelter, to determine how this issue can be solved. After learning about the breeding patterns of cats, and that one cat could potentially have about 288 kittens within her lifetime, students understood the
real problem. “I never noticed the cat problem until I was educated about it,” says Thalia Ortiz, the group’s team leader. “I started noticing all of the stray cats throughout the community after we began to research this problem.” The students conducted a survey of 100 residents at four different locations around Winchester City/ Frederick County and it was clear that many people lacked any general knowledge about this increasing problem. “Educating the public has become our number one focus, instead of forcing new laws or spending more money,” says group member Megan Castano. “We decided to speak out about the problem and see what kind of response we could get. Coming up with ways to educate the public was the easy part, the hard part is to keep this knowledge flowing through the community and its people constantly.

Volunteering, trapping feral cats, donations, and maybe creating a new job for a local compliance officer were solutions we thought might keep this problem on the minds of people in our county.” The students stress that the thing to remember is that these animals were domesticated by humans and that now we have to do our part to take care of what we have created. They have learned that just caring about a stray cat on the side of the road or one that comes to your door won’t do anything to solve the problem. The Esther Boyd Animal Shelter works to find homes for stray cats, but the sad reality is that feral cats that grow up wild have a poor chance of being good pets. Stray Cats are cats that have been domesticated and have been thrown out by humans while feral cats are cats that have been born and raised in the wild because of stray cats breed-

They also ask that if citizens find feral or stray cats they should contact Frederick County Animal Control or trap the abandoned animals and bring them to the shelter, instead of feeding the cats outside of their doors. Spring Show at LFCC
Lord Fairfax Community College will hold its Spring Show with performances on Saturday, March 16, and Sunday, March 17 at the College’s Middletown Campus. There are two performances on the 16th, 2:00 p.m. and 6:00 p.m., and one on the 17th at 2:00 p.m. in the McCoy Theatre. The show includes music, dance, and skits by performers of all ages. Russell Rinker of Blue Man Group is Musical Director and Barry Lee from WINC Radio serves as emcee. Ticket prices are $2 for adults and $1 for children, and include a preperformance event in the Corron Community Development Building. The pre-performance event offers free ice cream, a cake/candy walk, face painting, live music and food for purchase. Monday-Wednesday, March 18-20, 2013 @ Civil War Historymobile at Gainesboro Elementary School Virginia’s Sesquicentennial Commission has created an interactive mobile museum known as the Civil War 150 Historymobile to commemorate the 150th anniversary of the Civil War. The Historymobile will be on display at Gainesboro Elementary School from March 18-20. All FCPS students in grades 5 and 6 will be invited to visit the museum while it’s in Frederick County.

Although I could not find your particular waffle iron in my reference books, a rule of thumb is that the more intricate the waffle iron, the higher the price. For example, the Yum Yum waffle iron manufactured by Griswold for hotel kitchens is valued at between $500 and $1,200, depending on size and model. Most of the other simpler ones fall into the $40 to $100 range, again depending on rarity and desirability. Mrs. J.W., Holmdel, N.J. Good question. Finding anyone interested in 78 rpm records is getting harder and harder. There are three major reasons why this is so. First, most of the better vintage music has been transferred to either cassette tape or compact discs. Second, finding equipment to play the older records on is becoming almost impossible and, finally, 78 rpm discs are fragile and difficult to preserve and store. I wish I had better news for you, but I suggest you donate your collection to a charity. *** I began collecting Western paperbacks when I was a teenager more than 50 years ago.
