All political eyes focused on Virginia this November By Jonathan Lucci Frederick County Report
While political junkies in most states are being forced to find other hobbies in this off-year of 2013, those of us in Virginia are once again at the center of the electoral world. Along with New Jersey, Virginia holds its gubernatorial elections in odd years and the race to succeed Governor Bob McDonnell is heating up. With the New Jersey race expected to be a blow-out in favor of popular governor Chris Christie, it is the race here in the Old Dominion which is drawing funds from both national parties and the attention of the national media. While the race is expected to be very close, the reasons are not what one might expect. The two candidates are as different from the past few governors as possible and the only certainty in this election is that both parties’ bases will be very happy but moderates are likely to be quite unhappy regardless of the outcome. The Republicans have nominated Attorney General Ken Cuccinelli, a darling of the tea party movement and outspoken social conservative. His crusades against President Obama’s healthcare law have earned him the adoration of conservatives and the loathing of liberals. Meanwhile, the Democrats are expected to nominate Terry McAuliffe, an establishment Democrat and businessman mostly notable for his stint as chair of the Democratic National Committee and his leading role in Hillary Clinton’s 2008 Presidential campaign. He was also an unsuccessful Democratic candidate for Virginia Governor last time around, in 2009. Neither of these candidates are to be underestimated: Cuccinelli was elected to the state senate from a moderate district and won several close elections, so he is no stranger to tough campaigns. McAuliffe is a
relative unknown, but is able to raise a very, very large sum of money for his campaign. What makes the race odd is that these two candidates, seen by most observers as unapologetic ideologues, are running in one of the most moderate states in the nation. Virginia, a battleground in the past two presidential elections, is quickly becoming a barometer for the middle of the country’s political consciousness. While places like Ohio and Iowa remain critical battleground states, Virginia along with Colorado are the best reflections of the future American electorate. Moderate on fiscal issues, progressive on social ones and suspicious of extremes on both sides. In the past two presidential elections, Virginia’s vote matched the national result closer than any other state. The election will almost certainly be close. It will also, beyond doubt, be extremely negative in content. For those reasons it will be entertaining to people who enjoy politics in this era, while it will probably nauseate people who are hopeful for a more meaningful kind of politics. More importantly, it is likely to turn off the large swath of moderate voters who inhabit Northern Virginia. Whatever one may think of their respective positions, neither of these men are in the mainstream of Virginia politics. Yet one of them will be our next governor. One of them

will put their stamp on education policy, on transportation and on our fiscal future. The challenges are plain for both candidates. Cuccinelli cannot escape his conservative positions or rhetoric. (Not that he wants to. He is very honest about his beliefs.) The largest threat to his candidacy are the inevitable attacks that will be leveled against his statements on social issues, particularly those that affect female voters. If he is unable to respond to these attacks, a looming gender gap may doom his hopes. However, he is the better known of the two candidates and is a very effective campaigner. As Obama’s 2012 victory showed, being a better candidate is often worth several percentage points in the final vote. McAuliffe faces a different challenge. While he may have more room to run to the center because he is less known and despite the large amounts of money he will undoubtedly raise, he has to win in a very different electorate than Obama faced in 2012. If the same voters showed up in 2013 as did last year, McAuliffe would likely be the heavy favorite to win. But this is an off-year election and the extent to which Democrats can turn out young and minority voters that turned out last November will decide the outcome. flood of outside money that national political groups and Super PACs are likely to send toward Virginia. With great national issues being debated, most observers will try to read into the results here in Virginia for an
answer to our country’s problems. However, after the election when all the political pundits have moved on to other races in 2014, we here in Virginia will have a new governor helping to shape our future.

Richard “Mark” Garber, 60, of Winchester, Virginia, passed away Tuesday, May 28, 2013, in Winchester Medical Center after a long, courageous battle with a blood disorder. Mark was born in 1952, in Winchester, Virginia, the son of the late Eli A. Garber and Alice J. Garber Williams. He was a graduate of James Wood High School, Class of 1971. He received a Bachelor of Business Administration from Shenandoah College in 1983 and his Masters of Business Administration in 1990. Mark served as the Treasurer of the City of Winchester for more than 15 years being elected in 1997. He was the first Republican elected to a Constitutional office in Winchester. He received his Master of Governmental Treasurer from University of Virginia in October 2000. Meet the Middletown Garden Club A great way to make friends, exercise and help your community

By Sue Golden Frederick County Report When Pat Kraft and her husband Ed moved to Middletown from Pittsburgh in 2002, she was ready to start her new life. But somehow it seemed hard to meet people in town. So Pat joined with lifelong Middletown resident Sue Chewning and started the Middletown Garden Club. The club has three simple goals: to enhance the community, to learn about all types of gardening and to meet neighbors. From that simple beginning a vital and vibrant club was born. The club meets on the second Sunday of every month, usually at a member’s home. Each
month, the club features a different plant which members research. Pat said the club has information collected on over one hundred varieties of plants. The information is collected in a notebook for members to share. The club has two social functions a year. There is an after the holidays party in January and a picnic in September. Carolyn and Ralph Gregory usually host the picnic at their home just outside of Middletown. Pat says the Gregorys are “staunch supporters of the club and have a

delightfully landscaped yard.” A recent meeting began at Iris Hills Farm outside Middletown. Colin Campbell, the resident iris expert, talked to the club about types of iris, growing and hybridizing iris, and where to get more information. “Colin is an amazing person. Everyone really enjoyed his presentation. One day we will be reading about him,” said Pat. Following Colin’s presentation and a tour of his farm, the club retired to the home of the Gregorys for

to Middletown really stands out when Pat explains some of the club’s projects. “We plant and care for the urns throughout town, we planted memorial trees and bought benches for the town park and we host house tours every other year. The next house tours will be in December 2014.” The urns are “a really nice contribution to town. On the day we were planting the urns, I was working on them outside of the strip mall in town. A woman came out of the building to thank the garden club for all of its hard work,” said Pat. The woman noted that the work of the club made such a difference. And what about making friends? “It’s a great group of people. I have made the nicest friends,” notes Pat. There are

Sherando high school brings its yearbook to life using new yearbook 3D mobile app The 2013 Sherando High School Yearbook is one of the first yearbooks in the nation to include video and special effects thanks to a new mobile app from Walsworth Yearbooks. Yearbook 3D is the exclusive, new augmented reality mobile app from Walsworth that brings yearbooks to life with 3D animation, video and special effects, giving readers a unique and relevant experience to the printed book. nity.” To celebrate the 20th anniversary of Sherando High School’s opening, the 2013 Tribe yearbook includes a custom animation on the cover. Anyone who has the free Yearbook 3D app on their smartphone or tablet will be able to see the animation by simply scanning the Tribe’s cover. Once the cover has been scanned, the pencil drawing of the Sherando Warrior on the cover blinks and winks, then the graphic opens to a video of the school’s Warrior mascot riding a horse on the football field with the school band playing its Warrior cadence in the background. Below that, images of each of Sherando’s 20 yearbook covers roll by.
Sherando junior and yearbook videographer Meagan Arnold says, “The best way to explain the cover is to compare it to the newspapers in Harry Potter where the pictures move. The app gives a magical quality to the yearbook. Last year we introduced QR Codes that linked to videos in our book to enhance the memories, and this year we took an even bigger step by animating the cover. I think people are really going to love it.” Junior and assistant yearbook editor Ashlynn Manuel adds, “We wanted to blow the minds of our student body again this year. We want to give our students a real desire and reason to buy the yearbook because a yearbook is an album of all the memories

Last year, the Tribe included QR codes which provided access to unique content. This year, the use of the Yearbook 3D app takes things to an entirely new level. The students are excited to have the Tribe be among the first yearbooks in the nation to utilize the new technology.” Senior Elizabeth Brady adds,
“Every year, we do something to outdo previous books and this year’s book is pretty amazing. White House Foods donates $28,000 to LFCC Foster Youth Program Earlier this month, White House Foods sponsored a sold-out concert at
Winchester Church of God, featuring the award-winning band MercyMe. Proceeds of this year’s concert – totaling $28,000 – benefit the Great Expectations program at Lord Fairfax Community College. This is the third year that the company has supported Great Expectations, a program that supports LFCC students who are currently in, or were a part of, the foster care system. Every year, approximately 30,000 young people in the U.S. age out of the foster care system without lifelong families or ample supports to make it on their own. The Great Expectations program at LFCC focuses on the value of a college education as the best way to achieve independence. LFCC students in the program work closely with a Great Expectations coach, who helps them accomplish their academic and personal goals, while at the same time, assisting them in overcoming barriers that could prevent attainment of those goals. Carla Newman, LFCC’s Great Expectations coach, explains: “I help incoming students with the whole process of becoming a student, applying for financial aid, thinking through a program of study, and navigating the college campus and resources. I also teach them to advocate for themselves, to problem solve, and to become informed students.” “Through the generosity of White House Foods and owners David and Paige Gum, LFCC is able to assist a population of students who deserve a chance to experience college and be successful,” said Liv Heggoy, Executive Director of the LFCC Foundation. “Since May is National Foster Care Month, it was very fitting to have the concert paired with the campaign to raise awareness of the issues facing foster youth,” she added. Millbrook names Derek Butler its new boys’ basketball coach Millbrook High School has named Derek Butler its new boys’ varsity basketball coach. Butler is coming to Millbrook from Hoke County High School in Raeford, North Carolina. He succeeds Scott Mankins who resigned as Millbrook’s boys’ varsity basketball coach in March after 10 years of leading the Pioneers. Butler says, “I’m looking forward to moving to Virginia and becoming part of the Millbrook High School community. I’m excited to begin working with the student-athletes, parents and school administration to build upon the success the Millbrook boys’ basketball program has enjoyed in the past.” Butler has ten years of experience coaching high school basketball. He currently serves as both an assistant coach for the boys’ varsity basketball team at Hoke County High School as well as the head coach of the girls’ varsity basketball team. The Hoke County varsity boys’ basketball team has enjoyed great success with Butler serving as an assistant coach. The team has won back-to-back Southeastern Conference titles (2012 and 2013) and reached the North Carolina High School Athletic Association 4A Eastern Regional Final in 2012. Over the past two seasons, the team has accumulated a record of 51-6. In addition to his basketball coaching experience, Butler has coached both boys’ (2004-current) and girls’ varsity soccer at Hoke County High School (boys’ varsity coach 2004-current; girls’ varsity coach 2004-2012). As a soccer coach, he has been recognized five times as the North Carolina Mid-South/Southeastern Conference Coach of the Year (2004, 2005, 2007, 2009 and 2012) and twice as the North Carolina Region IV Regional Coach of the Year (2009-10 and 2012-13). Millbrook High School Principal Carolyn Butler says, “I’m looking forward to having Coach Butler join the team at Millbrook High School as both a teacher and coach. He has a great deal of experience working with high school student-athletes and the teams he’s been involved with have enjoyed great success. In addition, he has provided a study hall and tutoring for his players after school and prior to practices and games which indicates he understands the value of academics as well as athletics.” Butler earned a bachelor’s degree at Bucknell University where he majored in secondary education with a concentration in political science. He minored in economics. Butler was an allstate player as a junior and senior at Jasper-Troupsburg Central School in Jasper, New York. He also was a member of the basketball team at Bucknell from 1998-2002. In addition to his basketball coaching duties, Butler will teach at Millbrook beginning in the 2013-14 school year.

Announcing the Ladies Night: Male Revue Benefit for AIDS Response Effort AIDS Response Effort (ARE) proudly announces the highly anticipated Ladies Night: Male Revue Benefit. Friday Night LIVE bands announced for First Event
The Old Town Development Board and Full Circle Marketing announce the bands for the first of its three Friday Night LIVE music series, which takes place on June 14 on the Old Town Walking Mall. Headlining the Hable Street Block Party Lot stage is June Divided, a rock band from Philadelphia, Pa., who recently completed their first full-length albumtitled Backbone. News Handley Regional Library in Art An exhibit featuring paintings and photographs depicting Handley Regional Library, will open June 12 from 6-7:30 p.m. in the lower gallery at the library located at 100 West Piccadilly Street, Winchester, Virginia. The exhibit will run June 13 through Saturday, August 23 during normal library hours. As part of the centennial celebration of the library, images from local collections and artists as well as those from the Handley Regional Library collection will be on display. Prints from P. Buckley Moss and Eugene Smith will be available for purchase at the grand opening on June 12. Library announces family events for summer reading program Handley Regional Library will be hosting a series of family events on Mondays and Tuesdays in June and July which encourage children to actively participate in the summer reading program. Suspicious package
At approximately 2:30p.m., Wednesday, May 29, 2013, Frederick County Fire Marshal’s Office responded to an office building located at 158 Front Royal Pike for a suspicious package. The Fire Marshal’s Office along with the Frederick County Sheriff ’s Office evacuated the property and established a perimeter around the building. The Virginia State Police Bomb Squad was then contacted. Upon the arrival of the Bomb Squad, the large black suitcase was inspected and determined to be safe. The suitcase was then removed from the structure and properly disposed. Three hours after the initial call, the building was deemed safe and turned back over to the property owners. Millwood Station was on scene to assist with any situation that may have occurred during this incident.

Residential fire – multifamily dwelling - Preston Place apartments At approximately 3:20 p.m., Tuesday, May 28, 2013, Fred-
erick County Fire and Rescue received a call for a possible apartment fire at 147 Netherfield Court in the Preston Place Apartments complex. Crews arrived and found occupants evacuating the structure with smoke showing from a first floor apartment. Facility personnel advised they had used a fire extinguisher to extinguish a fire in the area of the kitchen stove. The first arriving crews were able to confirm that the fire was fully extinguished and no residents were injured. During the investigation, it was determined that Preston Place Apartments had taken a proactive step in protecting their residents by installing devices above the stove in each apartment which was able to knock down the fire before it was able to spread beyond the involved apartment. The apartment building suffered minimum damage, with only the affected apartment requiring repairs. The fire was accidental and resulted from oil in a pan overheating causing the fire. Fire and Rescue units from Millwood, Greenwood, Stephens City, and Round Hill, as well as Frederick County Battalion 10 Duty Officer and the Fire Marshal’s Office responded. Units from Winchester City also assisted.

Structure Fire – 538 Cedar Grove Road At approximately 5a.m.., Wednesday, May 29, 2013, Frederick County Fire and Rescue received a call for a structure fire located at 538 Cedar Grove Road. Crews arrived to find the structure fully involved and partially collapsed. They began exterior extinguishing efforts with rural water supply being established due to no hydrants being in the area. Within ten minutes, the bulk of the fire was extinguished. A power line was damaged due to the heat of the fire and some area homes lost power for a short time. The power company was able to re-establish service to these homes quickly. The Fire Marshal’s Office is investigating the fire, which is suspicious in nature. Anyone with information regarding this fire or who may have seen anything unusual in the area between 3:30a. m. and 5a.m., are asked to contact the Fire Marshal’s Office at 540-665-6350. Fire and Rescue units from Gainesboro, Round Hill, Clear Brook, Gore, and Reynolds Store as well as Frederick County Battalion 10 Duty Officer and the Fire Marshal’s Office responded. Units from Winchester City, also assisted.

Dirty Wars: The World Is a Battlefield by Jeremy Scahill (Nation Books, $29.99) Reviewed by Larry Cox Award-winning journalist Jeremy Scahill’s latest book is a sober assessment of how our country has changed since 9/11. Disturbing, insightful and illuminating, it rips the scab off policies started by President George W. Bush’s administration and continued by President Barack Obama — policies that have turned our modern world into a perpetual battleground. As one veteran of multiple Special Ops task forces put it, “The military can go wherever they please and do whatever it is they want to do, in order to achieve the national security objectives of whatever administration happens to be in power.” Is this the type of country we want to be? Scahill argues that instead of making our world safer, our “dirty wars” are creating the very terrorists we seek to stop in countries that have not even been declared war zones, such as Yemen and Somalia. Many average citizens in the Muslim world were supportive of the United States after 9/11, but have since been “turned” by our expanding battlefields and mounting death tolls. One of the more disturbing aspects uncovered by Scahill is that despite Obama’s vow to ban torture and discontinue the use of secret prisons, the CIA continues these policies by outsourcing rendition and imprisonment. For example, the CIA has used notorious Somali warlords to hunt down suspected militants and execute them. Scahill thinks our country has embarked on a national policy of killing our way to victory using a combination of Special Ops night raids, cruise-missile attacks and drone strikes. As he points out, you can’t surrender to a drone. Our new post-9/11 world triggers enormous destabilization and blowback, making us less safe and less secure. My next-door neighbor told me that the small dirt clumps and holes I’m seeing around my backyard are probably moles or some other burrowing rodent. He says they’re not good for my garden. How can I stop them from making themselves at home? — Larry R., Indiana You’ll probably get tons of advice on how to get rid of moles that dig into and ruin your lawn or garden, but not all of it is good. Moles can be difficult to chase off, and many remedies, like treating the lawn with lime, or using rodent bait to trap the moles, don’t work, according to Purdue University’s Plant & Pest Diagnostic Laboratory. A mole’s favorite food is earthworms. It will eat grubs, but not often, and it doesn’t eat grain or seeds like mice or squirrels do. That means that baits, poisons and traps labeled for rodents won’t work for moles. Baits that are labeled as being for rodents and moles also probably won’t work well. Instead, look specifically for bait and/or traps for moles and no other pest. There are two effective ways to get rid of moles: poison them, using a bait that attracts them and is laced with a —29— specific poison; or trap and remove them, using traps specifically created

for moles and the tunnels they burrow. Now, if you’re opposed to killing small creatures — whether on principle, or due to the ick factor — you can trap and remove the mole to a remote location away from other people’s lawns. If the problem is not too bad — you have a couple of dirt mounds in the yard or in an inconspicuous place like the edge of the garden — you can consider not doing anything, since moles do help aerate the soil. But if the problem is pretty bad, you do need to take action, one way or another. To discourage moles from taking up residence in your lawn or garden, try spreading castor oil granules around tunnel entrances, or spray a solution of castor oil and cayenne pepper into mole tunnels.
