In Memory of Jane Wicker and Charlie Schwenker Local aviation community mourns, prepares September air show tribute

Farewell, Jane Wicker PHOTOS/www.wingwalk.org By Ken Thurman Warren County Report June 22nd, 2013, marked a sad day for aviation enthusiasts everywhere with the death of Jane Wicker, 44, and Charlie Schwenker, 64, at the Vectren Dayton, Ohio Air Show. Jane was locally based at the Front Royal-Warren County Airport (FRR) with her plane “Aurora” and was scheduled to fly here at the Virginia Air Show, scheduled for Sept. 14, at FRR. While their friends and the local flight community continue to miss

and mourn them, as in Dayton in the immediate wake of the tragedy, air show officials voted unanimously to continue with our local air show. A moment of silence and a missingman formation are planned in Wicker and Schwenker’s memory. Like Charlie, Jane loved what she did and felt that the sky was where she belonged. Just moments before the fatal crash, the Dayton air show announcer told the audience, “Keep an eye on Jane; keep an eye on Charlie. Watch this – Jane Wicker, sitting on top of the world!”

In 1990 she answered an ad from the Bealeton Flying Circus for a wing walker and she like many of us was hooked. nation of adrenaline, excitement, apprehension and fear. It’s not a job for the faint of heart.” Charlie Schwenker, Jane’s pilot in Dayton, started flying sailplanes in 1975 and began competitive aerobatic flying in 1990. He won the Canadian National Aerobatic Championship and regional International Aerobatic Club contests. He was part of the Bealeton Flying Circus and

routinely flew the Pitts Special and the Extra 300 which he flew at our local air show and others. Jane was a multi-talented individual working full-time as a Budget Analyst at the Federal Aviation Administration (FAA), adding freelance writing and singing to her resume. A mother of two young boys, Jane was engaged to Rock Skowbo, one of her mechanics and a United Airlines pilot who is also based at FRR. They were to be married next year on the wing of an airplane. Both Rock and Charlie have performed at our local air show multiple times. Consequently I met them both; and was looking forward to meeting Jane this year. FRR Airport Manager Reggie Cassagnol told all of us on the air show committee how excited Jane was to perform here in front of her hometown crowd. He described her as an “exuberant personality – always happy.” Good flying and God speed, Jane and Charlie. Crocker’s sudden resignation sends shockwaves Wayside’s landscape continues shifting toward uncertain future

Warner Crocker and wife Thomasin Savaiano ‘meet the press’ at ‘The Irish Isle’ following June 30 closing performance of ‘Church Basement Ladies’ By Malcolm Barr Sr. and Roger Bianchini Warren County Report There was a major shakeup at the venerable Wayside Theatre in Middletown the final week of June when long-time Artistic Director Warner Crocker resigned and the hiring of Joyce Kernodle to take the newly-created position of marketing and sales coordinator was made public. No formal announcement of Kernodle’s appointment was made. However, that appointment dates back several weeks, raising questions about the precise circumstances surrounding Crocker’s resignation. That resignation came unexpectedly on Friday, June 28, just three days after a Wayside Board of Directors meeting. Crocker explained that while his resignation as artistic director was effective immediately, he will

remain in the role of “guest director” of the theater’s second offering of its 51st season, the comedy “Boeing, Boeing,” through the show’s formal opening Sunday, July 14. Meeting across the street at The Irish Isle following the last performance of “Church Basement Ladies” on Sunday, June 30, Crocker told us, “I have thoroughly enjoyed the 15 seasons I’ve had the privilege to be artistic director of Wayside Theatre. Through those 15 seasons I had the opportunity to work with some truly amazing artists who have helped create some magical memories for Wayside Theatre. And I’m grateful for the wonderful audiences and wonderful supporters I’ve gotten to know and we’ve gotten to share our work with.” Crocker was the theater’s artistic director for 15 years - probably a record tenure. In the mid-2000s, he assumed the dual role of artistic

director and general manager as the then Wayside Board of Directors began reacting to a continuing financial pinch. That “pinch” ultimately led to the edge of a financial cliff and two consecutive years of emergency fundraising drives to keep the theater going. The most recent “donate or lose it” drive led new Wayside Board President Dr. Byron Brill to make a public appeal for at least $90,000 in donations to support the theater’s current season. While this 51st season has kicked off with two comedies, Wayside’s tumultuous and evolving effort to survive into its second half century appears to be no laughing matter as the current board continues to wrestle with long-term financial problems. As this story was written Kernodle was still not listed among staff on Wayside Theatre’s website. However, in an e-mail the weekend of June 22, it was Kernodle inviting former board members to the opening of “Boeing Boeing” on Saturday evening, July 13. While that performance was initially termed the opening, following a query to Kernodle and the box office, a subsequent message noted the official opening night was, as it has been for the past dozen years, on a Sunday, in this case July 14, Crocker’s

final day as the theater’s guest director. We were initially unable to reach board Chairman Brill by phone for comment on either Crocker’s resignation or Kernodle’s appointment. We later learned that as the news of Crocker’s departure became public, the chairman of the Wayside board was away on vacation. However, Crocker confirmed his resignation to us with no detail other than the above-listed effective dates of his departure as artistic director (June 28) and guest director (July 14) getting “Boeing, Boeing” off the ground as it were. In a July 1 phone interview from his vacation spot in the Carolinas, Brill confirmed the resignation of the Wayside’s sixth director in its 51-year history. “We value Warner’s 15 years of being here. We don’t take his departure lightly. He has been a man of some great and many neat and clever ideas and we appreciate what he has done,” Brill said. He also confirmed Crocker’s final two weeks would be as “guest director” culminating in the official opening night of “Boeing Boeing” on Sunday, July 14, at 6:30 p.m. Brill said the theater “will work with guest directors for the next few months” while a search is launched

for a fulltime artistic director to succeed Crocker. Meanwhile, Kernodle will handle bus tours and marketing, Brill said, indicating her responsibilities would be expanded upon in the future. He announced an innovation that would allow the box office to be “open 24 hours a day” for online ticket sales. Generally, Brill looked positively and with enthusiasm to the regional, professional theater’s future. Wayside’s ‘Boeing, Boeing’ – a HighFlying Farce Middletown, VA - Wayside Theatre promised a summer of laughter in its 52nd season and following the audience favorite, “Church Basement Ladies,” will deliver the high-flying farce, “Boeing Boeing” July 13 through August 11. A laugh-out-loud comedy, “Boeing, Boeing” debuted in London’s West End in 1962 and, as one of the world’s most-performed French plays, was revived and was stated in London’s West End and on Broadway less than five years ago. Featuring a character named Bernard trying to balance affairs with three airline stewardesses (remember “stewardesses”?), the play turns into a helter-skelter comedic romp that will have you buckling your seat belt to stay grounded! Set in the 1960s in an era that recalls “Mad Men” and martinis, the sky’s the limit for comedy with ‘Boeing Boeing’. Tickets are on sale at the box office (540) 869-1776 and information may be obtained at the theater’s website, www. waysidetheatre.org. Tickets are $25-$30 with discounts available for students, seniors, and groups. Children 17 and under may see any performance for $10. For families, Wayside Theatre rates this show as PG13

Editor, Regarding Roger Bianchini’s latest article about the regional jail, at first I thought maybe it was a misprint or maybe Roger just garbled his facts (oh no, not Roger) but 270,000 square feet of space sounded like a lot of space for 375 inmates. So I crunched the numbers, and if my math is correct, that comes out to about 720 square feet per inmate. I live in a modest-sized house that has about 1100 square feet for myself, wife and dog Mollie, which comes out to about 366 square feet for each of us. Now, I am not exactly a fan of Sheriff Joe Arpaio (world’s toughest sheriff ), and in fact I’m about 100 degrees left of center, but in these hard economic times, 720 square feet per inmate seems a bit excessive. According to Wiki Answers, the average hotel/motel room is 325 square feet, and the size of the average hotel suite is 625 square feet (I assume they allow for double occupancy, so halve those numbers). So unless we are talking country club jail, it would seem that taxpayer money could have been more wisely budgeted. Oh, well, maybe they just are allowing for expansion, for as we know, the prison business in the USA is a growth industry. John Kovacs Front Royal (Managing Editor’s note: While I will

admit numbers, especially long ones sometimes make my head spin, until I hear differently I’m standing behind writer Carol Ballard’s numbers, she is very precise that way. And while your point is well taken on the overall size of the jail and incarceration as an increasingly privatized and profitmotivated U.S. growth industry, my guess is that if we averaged out the size of the cells, the inmates won’t be languishing in spacious digs. As for Arizona Sheriff Joe Arpaio as “the world’s toughest sheriff ” – well maybe, if you’re Hispanic, but even then, more likely just the most arrogant and proudly bigoted (he just looks like a fat punk from this angle.)

Waste management, wasted money - again

As part of this bargain they get 10 MW of energy, allegedly saving $11 million/year. The additional benefits of this technology is to cut production of Class B biosolids by almost half and convert them to a cleaner, less odorous Class A biosolid where they will then be able to hopefully be sold or given away instead of having to pay to have their Class B biosolids trucked away to be spread on someone’s land. A market does not currently exist for these Class A biosolids. Land application of Class B biosolids is a very controversial practice, not prop-

erly monitored for adhering to EPA regulations and considered harmful to human health according to some experts. The EPA disagrees that more study is needed in this area. The reason the taxpayer is being ripped off is that they are not being informed of the alternative option; vermistabilization utilizing red worms to vermicompost the biosolids and create a safe, healthier and more beneficial organic fertilizer at a fraction of the more costly thermophillic (heat) process. Editor, This time it’s Municipal Wastewater Treatment Plant Regulations enacted by the State Government, allowing local governments to fleece the taxpayers for optional “technological advances” for the disposal of biosolids. The worst abuse – where else but Washington, D.C., where they have spent $400 million to introduce Thermal Hydrolysis at Blue Plains WWTP (wastewater treatment plant)? The initial costs were related to Nitrogen and Phosphorous reductions, but this expense is being added on as an option that is not required by the new regulations.

ALONG THESE LINES I Could Care Less By Nick Thomas

Generally, it’s a good idea to turn the other cheek when someone annoys you. Grammatical purists, however, may find this a challenge. They can be an unforgiving bunch when confronted with dangling modifiers, split infinitives, or illogical verb tense shifts. But who could blame their explosion of grammar rage when the hideous phrase “I could care less” drifts across their eardrums or computer screens. Fortunately, most can probably exercise restraint and merely throw their hands into the air in frustration, and scream: It’s “I COULDN’T care less,” people! Like an alien virus covertly rewriting human DNA in a low budget Syfy Channel movie, this mutated expression has invaded our vocabulary in recent years. It’s even been called “an ignorant debasement of the language” by those who still consider the English language worthy of saving from a grammatically oblivious younger generation. To illustrate the absurdity of the expression, let’s consider Nancy Grace. The former prosecutor-turned tenacious TV legal commentator is seen nightly on the HLN cable network. And for a few months, she was

fixated on the trial of Jodi Arias, who was charged with the 2008 brutal murder of her boyfriend in Phoenix. Since her arrest, Arias has changed her story more times than her underwear, and now claims self-defense. But Nancy is having none of it, being convinced the attack was planned in a fit of jealous rage. Nancy has her followers, and if you enjoy her self-appointed judge and jury style of reporting, you’ve probably been superglued to the TV and hanging on her every judgmental word. But if you have no interest in her opinion, you might say “I couldn’t care less what Nancy Grace thinks.” Clearly, your intent is to indicate an interest level so low (zero) that it would be impossible to care any less, since you can’t have a less than zero interest in anything, even Nancy Grace. On the other hand, if you announce “I could care less what Nancy thinks,” you are plainly talking nonsense since the implication is that you care less than zero, which is not possible. While it’s conceivable that usage of “I could care less” is meant to be sarcastic, the subtlety of such application is more irritating than witty and probably lost on most people. More likely, users simply parrot the adulterated expression after reading it online where it has been spreading faster than fertilizer. So how did “couldn’t” transform into “could” and produce this ghastly expression that has crept into our language over the years, especially

online where illiteracy rules? I asked Dr. Robert Evans, Distinguished Teaching and Research Professor of English at Auburn University, Montgomery, in Alabama. “‘I could care less’ is increasingly used, especially in speech,” Bob told me. “I suspect, in fact, that the problem arose when people didn’t hear the ‘n’t’ when the phrase was spoken, especially since the phrase is probably usually spoken in anger or frustration, with little attention to careful enunciation. However, [it] makes no logical sense.” Still not convinced there’s a difference between using “couldn’t” and “could” in this expression? Well here’s an exercise to try the next time you’re invited for a job interview. When answering the interviewer’s questions, pepper your responses with a few well-known expressions, except switch negatives to positives. For instance: Crime does pay. Two wrongs do make a right. Cheats prosper. Money grows on trees. I doubt you will be offered the job, because after hearing those fractured phrases, your expotential employer could care less any more. conversion. With vermistabilization, 60 million worms could convert 30 tons of biosolids daily on 1.5 acres of land. The Town of Front Royal, Va. is raising their sewer and water rates, largely due to the $40-$60-million price tag of upgrading their WWTP. Hidden in this cost is $4 million to enable the purchase of equipment necessary to convert their biosolids to Class A. The alternative vermistabilization process would require the purchase of some worms, the space

wastes, food wastes, and any decomposing matter. In Avon, N.Y. they use cow manure to avoid the EPA strict regulations on biosolids: 1,000 cows produce 10 tons of manure daily and 60 million red worms convert this manure to 2.5 million pounds of vermicompost yearly. And, they sell all of it at up to $3 or more a pound as an organic fertilizer. They also use a composting process to heat up the material and it takes 70 days to complete the

needed, and equipment to move the biosolids. The vermistabilization alternative provides a 50 to 75percent savings, but is not yet EPA approved. Funds ($100,000 or more) to run a study to prove the viability of this method will need to be obtained prior to applying for certification. Be A Junior Ranger! Andy Guest/Shenandoah River State Park Junior Ranger Day Camp for children 7 - 12. The Monday - Thursday program will be held August 5-8, 2013 and repeat August 12-15. Sessions run from 9am to 12pm. Except in severe weather, activities will be outdoors and will move around the Park. This year campers will study birds and make bird houses, learn outdoor ethics with “Leave No Trace,” tube the South Fork and look at what’s down there, and learn archery basics. RSW Jail site burglarized of estimated $50k in materials Warren sheriff hopes to provide site accommodations for perpetrators

Sheriff Danny McEathron is dead serious about solving the RSW site robbery - and providing a room without a view for the culprits. By Roger Bianchini Warren County Report I’ve always wanted to report a breaking into jail story – you know, a “things are so bad on the streets, I wanted in for some relief ” story of the decline of Western civilization. I guess this will have to do for now. On Monday, June 24, the Warren

County Sheriff ’s Office discovered that at some point over the previous weekend the RappahannockShenandoah-Warren (RSW) Regional Jail site had been burglarized. After being dispatched in response to a report of the larcenies, deputies and investigators determined that 14 construction trailers had been broken into and spools of electrical wire,

copper plumbing fittings, tools and a dirt bike had been stolen. The approximate value of the stolen items was initially reported at $50,000. Authorities believe the robbery occurred between 3 p.m., Saturday, June 22, and 6 a.m. Monday, June 24 (that’ll teach the contractor to take weekends off ). A possible suspect vehicle was described as an 18-foot box truck of unknown make, model and color. The truck was described as having some type of mural or logo on the side. Anyone with information regarding this case is asked to contact Warren County Sheriff ’s Office Investigator Allen Smoot at 540-635-7100. The Warren County Sheriff ’s Office is handling the investigation. Warren County Sheriff Daniel McEathron is also a member of the regional jail authority and chairman of its Transition Committee. “There would be nothing better than to catch the perpetrators and give them a cell in that facility,” McEathron concluded of what he views as a fitting conclusion to this particular crime. The $68-million RSW Jail construction project is on schedule to facilitate a projected July 2014 opening, though June 27 RSW Authority

discussion indicated construction is two to three months ahead of schedule. That discussion also noted that no effort was made to break into the jail facility itself. “They knew what they were looking for,” Sheriff McEathron told the authority of the targeted construction materials. McEathron said such robberies of metals and materials from construction sites is a common occurrence these days. Consequently, an interstate law enforcement network is in place to investigate such crimes across jurisdictional and state lines. “The investigation continues. We are working with other agencies in other areas because these materials often end up in other states. They can end up being sold for recycling or to other job sites. It is a chronic problem,” McEathron said. The RSW Regional Jail will have

a capacity of 293 beds with double bunking options. The three member counties are forecast to utilize 270 of the available inmate bed space at opening. (Some info from a release)

On June 27 Helga Hohn-Heiberg was named the Blue Ridge Arts Council’s “Best in Show” exhibitor for the second consecutive year. Helga poses here with her winning sculpture, “The Issues”, which she created with ceramic, glass, crystal and steel in her Blue Mountain studio over a period of months last year and this. Born in Germany-living in the U.S. since 1987, Helga studied theoretical and applied painting, graphics and sculpture in Dortmund, and pursued further studies at universities in Berlin and Aachen. Obviously, her studies merged well with her obvious talents. And what she possess and has learned she has endeavored to pass on locally as a teacher at Lord Fairfax Community College.

Guilty pleas in filming police while packing ‘heat’ case Studds to pursue gun rights restoration - hearing scheduled for July 16 rights hearing. Studds was not detained at the time of the April 25 and May 9 filming town police while armed incidents. He was arrested about a week after the second incident following law enforcement research into the background of the man who felt compelled to be armed while twice filming them. Studds was released on May 21 on a $1,000 secured bond after serving four or five days in the county jail, according to his attorney Eric Wiseley.

While Wiseley is not representing Studds in the civil filing to restore his right to own or possess a gun, following the June 25 hearing the attorney reiterated his belief that since his former client has never been convicted of a crime, his gun ownership rights should be restored. Discussion of the TDO and resultant evaluation presented to support the commonwealth’s case indicated at the time Studds was judged only as a potential danger to himself. However, some who care about

‘Shocking’ robbery at north-side Cracker Barrel Andrew Studds following May arrest after twice filming police while armed By Roger Bianchini Warren County Report On June 25 a man charged in connection with twice carrying a holstered handgun while filming town police during routine traffic stops in his Cherrydale neighborhood received suspended sentences on two guilty pleas. Andrew C. Studds pled guilty to two counts of possessing a firearm after having his right to own or possess guns taken away due to issuance of a Temporary Detention Order (TDO) resulting in voluntary and involuntary commitments to a mental health treatment facility. Those January 2012 incidents resulted from fears Studds might present an immediate danger to himself or others during a volatile emotional period in his life. Warren County General District

Court Judge W. Dale Houff imposed two concurrent, 12-month sentences, both suspended except for time served, about five days. Studds was initially held without bond after authorities arrested him following the discovery his right to own, purchase or transport a gun had been legally stripped in the wake of the TDO and resultant commitment incident of January 2012. As part of the plea agreement Studds also agreed to forfeiture of any guns he does own pending a ruling on his civil petition to have his right to possess firearms restored. Responding to a question from the court, Assistant Commonwealth’s Attorney Anna Hammond said the commonwealth would oppose the restoration of Studds’s right to bear arms. Judge Houff set a date of July 16, at 2:45 p.m., for the restoration-of-

Warren County Sheriff ’s Office reported that at approximately 10:30 a.m. on Monday, June 24, unknown suspect(s) robbed a Cracker Barrel store manager in the Riverton Commons restaurant parking lot as he was leaving to make a bank deposit. The store is located at 15 Riverton Commons Place, near the southwest corner of shopping center off Route 522 North in Warren County. The victim was approached and assaulted with an electrical stun device. The assailant fled the scene on foot, west across Route 522 just north of I-66 toward the Target Shopping Center. The suspect is described as a black male, 5-foot-11-inches, with a thick build. He was last seen wearing all black clothing with a white bandanna over his face. Anyone with information about this crime is asked to call the Warren County Sheriff ’s Office Investigations Division at 540635-7100. – From a release

Chief Norman Shiflett reports that police have responded to several complaints of larcenies from unlocked vehicles. Shiflett reports that the majority of larcenies are occurring after dark. Following his client’s guilty pleas, Wiseley explained to the court that his client had not realized his right to possess a gun had been stripped at the time of the April 25 and May 9 incidents due to the magistrate involved in the 2012 issuance of the TDO misspelling his client‘s name as “Stubbs”. Consequently, when Studds inquired about restoration of his right to own a gun he was told it had not been stripped. However, the non-existent Andrew Stubbs’ rights were and continued to be stripped until corrections made in the court record following Studds’s mid-May arrest. Wiseley displayed court paperwork on the TDO where the name “Stubbs” was crossed out by pen and rewritten correctly as Studds. Wiseley told reporters the correction had been made since the current cases because his earlier copies related to the case were not corrected.

‘Fare’ or foul? Taxicab rules face further scrutiny Too broad, too subjective standards remain at issue in draft ordinance By Roger Bianchini Warren County Report As of mid-June it’s back to a third work session for additional discussion of a proposed ordinance to regulate taxicab service in the Town of Front Royal. While state codes authorize local regulation on the operation of taxicab service, one word pops up repeatedly in reference to such regulations – reasonable. The word is used four times in less than two pages, specifically addressing overall regulation, qualifications of operators, insurance requirements, as well as any limit on the number of taxis and companies operating within a municipality. “What is reasonable?” Vice-Mayor Shae Parker asked town legal staff during June 17 work session discus-

sion of proposed local codes. It is a question yet to be answered satisfactorily to the mind of a council majority. The two-page state code 46.2-2062 enabling local taxicab regulations specifically sites: • the clear identification of taxis as such; • the imposition of licensing fees or taxes; • filings on fare structures and general operations; • minimum insurance requirements; • the number of cabs and companies servicing a community, and; • the character and qualifications of operators. Maximum penalties for code violations established as misdemeanors are also cited at up to $100, first of-

fense and up to $500 for each subsequent offense. It appears to be wording of a very subjective and broad nature on establishing that last criteria of character, plus throwing aesthetic and enjoy-ability standards into the mix that remain at issue for most councilmen. Defining moral “Section L 3 n” of the draft town ordinance requires permitting of drivers based on character judgments involving review of any past

“violations of any local, state, federal, or other criminal law.” “There are different kinds of felonies,” Councilman and attorney Tom Sayre pointed out of what criteria should be applied to permitting drivers or operators. But as written, the proposed town code leaves what could be a very subjective judgments by yet-to-be determined individuals on more than drivers. “The Chief of Police or designee shall review the application to determine that the applicant is of good moral character and is otherwise qualified to conduct such business …

and [deleted legalese] to investigate the fitness of the officers, directors, partners, stockholders, other owner or responsible person” in applying for a license to operate a cab company here (good thing such sweeping and vague criteria aren’t applied to corporate America at large).” A-1 Taxicab’s Weatherholtz told council that while she would trust the current town police chief to be fair in such judgments, what guarantees did she or anyone have that would always be the case? All appeared to agree that as with insurance and vehicular operational

Cited by council as potential locally-imposed criteria for rejecting taxi driver applications were past sex offenses or histories of violent, abusive or addictive behaviors. However, there continued to be concern about the broad-stroke references as written in some sections. As proposed, among the information required by applicants to help determine one’s fitness to drive a cab in Front Royal, is the use over “the past five years” of any “intoxicating liquors, drugs, or any other form of narcotic (wonder if that includes sacramental wine or reality TV viewing?).”

Initial discussion Of the three local cab company owners, only Yellow Cab’s Elar was present at the May 20 work session where the draft ordinance was introduced to council. He spoke in favor of new codes, citing public safety and his own strict, self-imposed standards stemming from an arrangement with the county public school system. “It’s about a level playing field,” Elar told council of expanding standards, including those he has imposed on his company to court specific business. For Elar those standards include no convicted felons as drivers. “I listened to Tony and I thought ‘What a great marketing tool … we have an arrangement with the schools,’ ” Bret Hrbek said on May

20 of the Yellow Cab standard of employment. But as for the town nitpicking service standards on aesthetic appearances of cabs, “enjoy-ability” or other vague licensing criteria, Hrbek added, “I think the marketplace can take care of itself. I think people are perfectly capable of deciding not to use a company if they don’t like the service. If you call a cab and they show up with duct tape on the side of the cab and you don’t want to get in, you can call another company.” Mayor Darr straddled the fence during that initial discussion. “My concern is that if there are four companies in the book and you pick ‘Joe’s’; you call and they come to your home – they are a reflection of our community. Charlie plays Geppetto – bringing another clock back to life By Roger Bianchini Warren County Report For some reason, time – how we measure and perceive it – has been on my mind this year. And one of my earliest memories of how we define life were television replays of the 1940 Disney film version of “Pinoccio”, the story of the carved, wooden boy brought to life by Geppetto the Italian clockmaker. So, what better way to delve into those post near-death experience, intellectual interests than a business feature on Pinoccio’s clock repair shop and its proprietor and clocksmith, Charlie Plauger? In fact, this was supposed to be a NEW business feature I was moving toward last year before my own flirtation with the other side of time and space, six months ago. So we can hardly call this a new business feature, I lamented to Char-

lie, apologizing for the delay. – Heck of a way to start a story on keeping time, I thought to myself. Charlie opened Pinoccio’s on Fourth Street between North Royal and Virginia Avenue in Front Royal in March 2012 after purchasing the business from Gary Williams. “I apprenticed with Gary, the previous owner, and I have always had an interest in clocks. Gary approached us about buying the business and everything else fell into place,” Charlie told us. “I knew him and my wife knew him, and it was time for me to make a career change. I had been working in retail and I’d had back surgery. I just needed a change to get into something lighter duty. I started working with him on weekends and days off,” Charlie said of his segue from heavyduty retail to clocksmithing. Charlie says the work came natu-

There are little differences but once you know the basics you know what to look for. But like everything else, you learn something new every day.” The opportunity to purchase the business and continue what Williams

had established came after about eight months at Pinoccio’s with Williams. “His wife had a job change and they were going to move. He was very concerned and didn’t want to just close the business. He wanted someone to take over and there I was.” As for the shop’s name, it was already in place from Williams’ own-

ership and Charlie agrees it would be hard to improve on in this line of work – unless you called it “Geppetto’s” I suggested. “It was an established business that had a good reputation. So, we wanted to keep everything as familiar to the customer as possible. And he still helps me out,” Charlie says of his mentor (Gary, not Geppetto). “I’ll give him a call, send him pictures, so, we’ve maintained contact and a real continuity here.” Foremost in that continuity are service and customer satisfaction. “Our business is based on quality work, guaranteed,” Charlie says. As we awaited our interview, Charlie was checking in a surprisingly attractive – at least to me – bedside table-sized electronic clock. So, does he get many electronic clocks to repair, we asked. “Yes, usually old electrical mantle or alarm clocks that have sentimental value are worth repairing,� he replied. “With the electric clocks it’s the motor that wears out and those can be replaced – usually it’s a pretty easy fix.� As for their older, mechanical

In fact, the characteristic “tick-tock� associated with time keeping is a function of a clock’s mechanical inner workings. Despite our move into the electronic age “whirrrr,� “hmmm� and “bzzzzz� have yet to replace “tick-tock� as the most recognizable sound reference to the keeping of time. We asked about the distinctive sound of clocks. “A lot of the older clocks, grandfather clocks, they have much better sound because they have longer

chime rods than the newer clocks,� Charlie began as on cue the clocks on his wall began chiming the hour (really, it’s on my interview tape). “You can see a difference in the newer clocks – you can tell they are made much cheaper; you don’t get the quality.� Surprisingly to us, Charlie said that some electronic clocks are made to chime in the fashion of older, mechanical clocks. “I have worked on quite a few of those. But most of these are mechanical,� he said gesturing to the clocks chiming the hour of four from his wall.

The business of time brethren, Charlie says, “If it’s something involving the chimes where you get a lot of wear, that’s where you run into trouble where you can’t fix them; because if it’s an older clock, you can’t find parts and sometimes the wear is too bad to fix.” A sense of personal history Perhaps surprisingly of general repair work, Charlie says, “The older

mechanical clocks are much easier to work on; they’re much simpler. With your electrical clock, a lot of times they can’t be fixed. It’s more of a buy one and when it stops throw it away and get a new one. “But it depends on what’s wrong with the clock, sometimes you can fix them, sometimes you can’t,” Charlie says of any clock. “But it’s fun every day to come in and work on them. It’s a good feeling of accomplishment

They’ve been passed down through the generations and they mean a lot to family members. Pretty much every old clock I’ve taken in, it’s been

handed down through several generations and they want to maintain it, keep it in good condition and always have plans to pass it on down to their kids or grandkids. They are something you just can’t get rid of.” And speaking of grandkids and tradition, Charlie says his older ones, Madeline and Mason, enjoy com-

ing to the shop. He pointed to some artwork helping decorate Pinoccio’s walls. “Mason has mechanical tendencies. He likes to take things apart and see how they work. Maybe he’s part of the next generation of clockmakers,” Charlie says with a smile.

By Carol Ballard Warren County Report The smell of fresh coffee, bacon, eggs, gravy and biscuits wafted out of the South Street Grille’s doors on Saturday June 14, as about 25 members of Front Royal’s Senior Center enjoyed their free breakfast, Brenda Morris, owner of the Grille, is actively involved with the elders of our community and this was one of her latest events contributing to their fun and welfare. Their meals and a chance for a door prize of a free dinner at the Grille, were also sponsored by Medi Home Health and Hospice and Dutch Haven Assisted Living

in Toms Brook. Morris is also account executive for Medi Home Health and Hospice. Sara Darnell, who is executive director of Dutch Haven, was on hand to have a good time as well as to represent her organization. “We just wanted to do something nice for the seniors,” said Morris and Darnell. The seniors did appear to be having a great time socializing and enjoying the early morning company. The restaurant’s friendly wait staff kept the coffee flowing and smiles coming. Two home health nurses from Medi Home Health and Hospice mingled with the guests and provided blood pressure screenings.

New South Fork Bridge construction to begin mid-2014

By Roger Bianchini Warren County Report And speaking of taxicabs (see related story), or at least how they will get from the town’s north side into Warren County and the 522 North Commercial Corridor among other destinations, council was briefed at its June 17 work session about movement on replacement of the South Fork Bridge – you know, the one that sways in the wind as you may have noticed when stopped in traffic on it. That conversation started when Councilman Bret Hrbek asked Town Manager Steve Burke about a report he had read that replacement of the South Fork Bridge would begin this year. Burke explained that advertisements for RFPs (Requests for Proposals) would go out this year due

to availability of state transportation funds for the project that were included in the new state budget funding for VDOT. Burke said it was forecast that a contract would be awarded by January-February, with construction beginning in the spring or summer of 2014. The town manager said the entire process from design and engineering through construction was projected to be a two to three-year project. Council then segued smoothly into discussion of other transportation infrastructure projects largely dependent on at least some matching state money. Vice-Mayor Parker expressed amazement that two long-discussed major road projects seemed to be coming to fruition at the same time, the second being Leach’s Run Parkway. That parkway is a long discussed

and dreamed of north-south connector road between Happy Creek Road and John Marshall Highway, on the town’s east side. “The driving force for all this is a middle school?” Parker asked in credulously. A second public middle school to facilitate removal of the county’s 8th graders from the high schools is now on a fast track with a site on EDA-owned property that will be serviced by Leach’s Run Parkway now identified and approved for purchase. “I don’t care what the motivation is as long as it gets done,” Councilman Hrbek commented. Councilman Tom Sayre then wondered if movement on Phase Two of Happy Creek Road improvements could be moved up to coincide with the Leach’s Run Parkway construction. The latter will likely require some Right-of-Way acquisition from Sayre’s home property not far from the intersection of Happy Creek and Shenandoah Shores Roads. The town manager said he would explore whether the town had the necessary local funds available to facilitate movement from the state on its share of funding for the second phase of the Happy Creek Road project. During conversation about the South Fork Bridge replacement about three years ago it was noted the design of the 70 or so year-old Warren County bridge is very similar to that of the bridge that collapsed in Minnesota several years ago. Not to worry though, ours is double buttressed, while that failed Minnesota bridge was a single-buttress structure.

Council rages against the machine – then caves Re-vote approves $353k to engineer mandated H2O bacteria removal

Well, it made for good theater for a second time as the Front Royal Town Council railed against unfunded mandates from on high – not THAT high, just D.C. and Richmond – before capitulating to a particularly irksome one on June 24. That “one” is funding phase one, a $352,900 engineering study, for an eventually forecast $2.2-million upgrade to the town’s central water plant to assure that cryptosporidium bacteria does not enter the town’s ng ng water supply. Following arguments

for and against just biting the bullet and approving the upgrades, a council majority reversed a May 28 vote, approving the funding by a 4-2 majority, Hrbek and Tewalt still dissenting. The initial vote was 4-2 against, with only Councilmen Funk and Sayre voting for the expenditure. Propelling the re-vote forward was the fact that the town and other

municipalities are facing an Oct. 1 deadline to at least begin work on implementing the cryptosporidiumremoval upgrades. In this case the $352,900 engineering and feasibility study of bacteria removal is that beginning. The particular little bugger at issue in the town’s Shenandoah River municipal water source is produced

as a consequence of animal or human feces in the water supply. Part of the upgrade will remove cancer-causing agents that are a byproduct of the cryptosporidium removal process. But a sore point for some councilmen on this one is that the town is not the source of the cryptosporidium coming into its water supply, rather farms and other sources upstream and out of town are. And with farming essentially non-existent in town, opponents believe the town cannot be faulted for producing cryptosporidium downstream, particularly with its wastewater treatment plant functioning properly. However, despite restating his opposition to the financial burden placed on municipalities by such costly mandates from state and federal authorities without attached financial help, Councilman Eugene Tewalt said had his vote been required to pass the funding in order to assure the town did not fall into official violation or the potential loss of a two-year extension on the necessary capital improvements, he would have voted the other way. “I understand the reality of the situation – we’ve got to do it – but I don’t have to like it,” Tewalt told us following the meeting. In prefacing his vote against the

funding, Hrbek gave Tewalt the nod for turning him around from a business-as-usual approval on May 28. However, like Tewalt, Hrbek seemed well aware the measure was about to be approved despite his and Tewalt’s largely symbolic votes of opposition.

That looks familiar – oh, I guess I’m lucky to be alive … By Roger Bianchini Warren County Report When I got a press release from the county administrator’s office about hoarding, I thought “Oh no, it’s not just the NSA and the White House!!! The county is spying on journalists and their sources. Drat, they’ve seen my office. I knew they’d find an excuse to ship me off to Gitmo – but I never thought “hoarding” would be the excuse. But the county’s interest in hoarding is no joke, as the June 25 press release explains. “The hoarding issue came to light with the recent fire on Locust Dale Drive that led to the death of Pauline Hockett, 72, on February 9. According to Warren County Fire Marshal Gerry Maiatico, ‘When emergency

responders are faced with a hoarding situation such as the one in February of 2013, the access to a home is limited because there’s so much stuff inside. Emergency personnel often waste valuable seconds when attempting to navigate through the debris in a fire incident or even a medical emergency.’ ” Hoarding is defined as the “excessive collection and retention of things or animals until they interfere with day-to-day functions such as home, health, family, work and social life.” As a result of the concerns accentuated by the circumstances surrounding the house fire leading to the Hockett fatality, the county has developed a brochure to provide information to the public on this behavior, as well as the various County agencies that may assist individuals or family members

on how to cope and manage the behavior and its impacts. “Severe hoarding causes safety and health hazards. Hoarding is recognized as both a mental health issue and a public health problem,” the county release observes, adding, “It is typically not an immediate crisis; however, at its most extreme, it presents life-safety and health issues that must be immediately addressed. Hoarding is a behavior demonstrated by a person who acquires and fails to discard a large number of personal possessions and it can manifest itself in the excessive collection of newspapers, magazines, clothing, household trash, or even animals. “Hoarding can become so extreme that cluttered living spaces impede day-to-day activities. Those suffering from hoarding are often significantly distressed or impaired due to the conditions in which they live. Couple smoking with hording and you have double jeopardy. Fire officials determined the Hockett fire was caused by the improper disposal of smoking materials that caught fire in a trash can and spread quickly feeding on the accumulated materials throughout the house. The county release on hoarding continues, “The mental health community attributes the behavior of hoarding to numerous physical or psychological causes. It may be considered a mechanism for coping, a sign or symptom of depression, or a result of aging, anxiety, obsessivecompulsive disorder, mental health deterioration, substance abuse, or any number of other conditions.” Well, that pins it down. “While difficult to treat, public

awareness has brought hoarding to the forefront of the mental health profession. As more cases of hoarding reach doctors, new approaches and treatments are helping those suffering from this disorder,” the press release says, pointing out, “Hoarding does not recognize race, gender, nationality, level of education, or a socio economic bracket. It is, however, more prevalent in older adults. – Well, we have more stuff of value (or not) accumulated, don’t we? The County is directing anyone with concerns or issues about the hoarding behavior or about specific locations of concern to contact the Warren County Sheriff ’s Office at (540) 635-4128. “Every day law enforcement comes in contact with someone in the community that would be considered a hoarder. Without violating a person’s rights, we make every effort to provide information or assist them so they understand the inherent dangers to them and their family’s health and safety,” Sheriff Daniel T. McEathron observed. Beth Reavis, Director of the Warren County Social Services Department stated that, “The Department of Social Services is happy to partner with other county departments to address this often difficult issue. We will provide resources and services, to the extent allowed by policy, to help insure safety while protecting the rights and dignity of the person or persons involved.” County Administrator Stanley observed, “As a former Zoning Administrator for the County, I have been involved firsthand in the cleanup of a number of properties that would

meet the definition of “hoarding.” There are, however, many properties where the outside appearance would not give any indication of what the occupant of a home may be going through in dealing with this disorder. We want to give a number for someone to call so that they can be put in touch with someone who can provide assistance, whether it be the person himself, a family member, a church member, a neighbor, etc. “This issue is one that is tough for an individual who has the disorder to comprehend and realize its impact on themselves, their family and the community as a whole. We want to give them someone they can reach out to. By bringing the various agencies together including the Department of Social Services, Health Department, Sheriff ’s Office, Front Royal Police Department, Northwestern Community Services, the Town and County code enforcement officers, we hope to be able to address the issue more comprehensively,” Stanley concluded.

An oral novelty – sibling dentists practice in Front Royal ago. Dr. Daisy, meanwhile, has a teenage (13) soccer star son she left behind to complete the school year in Georgia, and awaits him and her husband, Felton, a military recruiter, before she moves out of her brother’s basement apartment. By the way, the ebullient Dr. Daisy rides a motorcycle - when she isn’t pregnant. She also has reputedly brought her own verve and vitality to Front Royal Dental Care where “we don’t just treat our patients, we care for them.” The Broadheads’ dad is a physician and was a military careerist; mom stayed home, putting a capital “E” on education and saw Daisy and Fred through high school and college as a stay-at-home parent who, apparent from her two children, was a first generation Japanese-American. Dr. Fred and Dr. Daisy are two of a kind. Sitting talking with them is

like watching a table tennis match. They obviously enjoy, love, and respect each other, know each other so well they finish or complement one another’s thoughts. And in their practice, provide backup when patients present difficulties. Dr. Fred thinks Daisy is “cool.” She didn’t say exactly that, but Dr. Daisy

feels likewise. She’s also grateful that her brother handles the business end of a busy practice. Theirs is a working relationship that could, under other circumstances, take years to blossom. It’s also one of a kind – another “first” for Front Royal: sibling dentists together in practice.

By Malcolm Barr Warren County Report For the first time, I really enjoyed my visit to the dentists’ (get the s’ not the ’s) which means more than one dentist. Two dentists confronted me in their blue work clothes May 7, all Colgate smiles. Young, good looking ... wow! Another first for Front Royal – brother and sister dentists in practice together here in River City. Nowhere else in Front Royal, nowhere else in the Valley, possibly nowhere else in the Commonwealth, are brother and sister dentists practicing together. First came Dr. Frederick W. Broadhead, 35, in 2007. Then came Dr. Daisy – Broadhead, Dr. Daisy Broadhead-Rodgers that is, six months pregnant and proud of her tummy. All smiles, Dr. Daisy is the newcomer on the block and, until her husband arrives in Front Royal, she lives in her brother’s basement in Browntown. Dr. Daisy says she’s the older of the two, but she doesn’t say by how much. Guesstimate: 18 months? Fred was the first to finish dental school at the University of

South Carolina in 2004, but only by a year. Dr. Fred bought the practice at 80 W. 4th Street five years ago; sister Daisy joined him in January. Fred’s wife Cara was the catalyst for the initial move, wanting out of the hurley-burley of Washington to begin her family which by now has reached four; herself, Fred and two boys, aged 2 and 4. Oh, yes, we mustn’t forget the cat who moved in a month

Pets Page Dear Stewart, I have a couple big shade trees near my house that are hurting. Ever since we added on to the house, the foliage has gotten less dense. Could the construction have affected the trees? So let me address your question. The unequivocal answer to your question is—Yes. The powerful machinery used for site clearance, excavation, and grading in home construction can wreak havoc on the

root systems of nearby trees. The feeder roots of many trees are not far below the ground surface, even for big established trees, and go out laterally well beyond the drip line of the canopy. They can be severed, crushed, or critically compressed by the heavy machinery. Since construction, your trees are probably responding to this disruption to their root systems. It might take a couple years to see how this will play out on your big, older trees, depending on the extent of the root disturbance. There are a variety of options in this situation. First, you can do nothing and just let nature take its course if you judge that the trees are far enough from the house and only moderate damage was done to the roots. Like your human body, trees have a remarkable ability to heal themselves when subjected to many types of damage.

The Front Royal/Warren County Tree Steward program began in 1997 with volunteers dedicated to improving the health of trees by providing educational programs, tree planting and care demonstrations, and tree maintenance throughout the community. The group now consists of over 30 active members with several interns working toward becoming certified tree stewards from our annual “All About Trees Class�. A more proactive approach would be taking special care to encourage regrowth of the feeder roots. Keep them watered during dry spells. Remove all grass and groundcovers from under the canopy so the tree does not have to compete for water and nutrients. This will promote root regrowth in the upper soil layers. Add 2-4 inches of mulch under the canopy to add organic matter to the soil, encouraging earthworms and other beneficial soil mechanisms. Don’t pile mulch against the base of the trunk. Begin the mulch layer a couple inches out from the trunk to avoid harboring small animals and other organisms detrimental to the tree. Good luck, Sunshine. I’m with you on your efforts!
