Town Hall’s cornerstone removed, time capsule pending Heritage Society will oversee document removal on Friday, Aug. 30 By Roger Bianchini Warren County Report On Saturday, Aug. 17, officials of the Town of Front Royal, Masonic

Unity Lodge 146, the Warren Heritage Society, along with a crowd of citizens, gathered for a ceremonial removal of the cornerstone of Town Hall exactly 78 years after it was

placed on Aug. 17, 1935. A time capsule enclosed within the cornerstone will be opened Friday, Aug. 30, at 6:30 p.m. at the Ivy Lodge of The Warren Heritage Society, the day after this edition goes to press.

That later removal will be done under the careful stewardship of The Warren Heritage Society in the hope of not destroying the paper documents known to be enclosed in the actual time capsule.

Front Royal history HISTORY, from Included in that list are membership and records of a number of local organizations and town or county departments. And while I guess they all seemed important to those who put them in, several that caught our attention involved a group known as “The King’s Daughters”. What have we here – or there in 1935 – a group of female loyalists to the King of England plotting a return to the British Empire?!!? Maybe we’ll find out – item 12 on the town list of 39 enclosed time capsule documents is “The Whatsoever Circle of The King’s Daughters.” Whatsoever might those girls have been up to, and under the auspices of what king? (Dewey, you know anything about this?) Why now? At any rate, why open a time capsule after 78 years you might wonder. Isn’t it usually done after increments of 50, 75 or 100 years??? Could there be an economic connection? Perhaps because 1935 was six years into the Great Depression that began with the Wall Street Crash of 1929; and 78 years down the road here in 2013 we are six years, give or take a month or so, into the Great Recession that began with the great “Housing Bubble” crash and speculative banking scandal of 2008-09. Okay, probably not – but you must admit “the rich get rich and the poor get poorer” corporate song and dance similarities are THERE! But despite my extensive historical and economic research, alas, I am told, no, it was done after 78 years due to the Front Royal Town government’s transition from old Town Hall into its new, more expansive offices in the new Front Royal Administration Building on East Main Street, as well as the timing of the town’s celebration of its 225th Anniversary of the incorporation of the Town of Front Royal. And one might guess, the potential of old Town Hall’s sale were it not to be incorporated (pun intended) for future municipal use, such as emergency, interim, postapocalyptic (or at least heavy rains of Aug. 23) police headquarters. Key moments & prices Mayor and Council members involved from 1933 to 1935 Mayor B.J. Hillidge, Councilmen E.T. Whitworth, J.H. Shiner, H.H. Marlowe, George Buck, Dr. L.F. Hansbrough, & E.H. Stokes November 1933 The Royal Avenue Property acquired from A.G. Weaver & I.H. Trout for$6,500. The town treasurer borrowed $1500 from the Fireman’s Club of the Relief Fire Department of

the Town of Front Royal for the down payment. December 1933 Council requests $35,000 from National Recovery Act to be loaned for construction of “Municipal Building”. The building also would serve as the new home for the Relief Fire Department of the Town of Front Royal October 1934

By Ken Thurman Warren County Report Officially declared Air Show Week by Warren County, this year’s Virginia Air Show and USO Show are shaping up to be a fantastic outing for the entire family the weekend of Sept. 13-14. Displays kick off the week at Samuels Public Library in Front Royal, followed by two days of fun at the Front Royal–Warren County Airport (FRR) located just south of Front Royal, off Route 619 (Rivermont Road) at 229 Stokes Airport Road. This promises to be the perfect date night out for all ages or a great night out for those who just want to enjoy good food, good wine, good beer, good music, while having a chance to support our troops and their families. Period costumes are welcomed and military in uniform get in free. Saturday, Sept. 14, marks the 6th Annual Virginia Air Show. While many air shows have had to cancel with the governmental sequester, the Virginia Air Show has grown with more acts and aircraft than ever. The gates open at 7 a.m. and weather permitting hot air balloon launches will commence shortly thereafter. Static displays feature a wide variety of cars, war birds, gliders, home built aircraft, PHI medical helicopter, the 99’s women in aviation, Summit Point Racing go carts, wounded warrior aviation, biplanes and more. A midday flyby and missing man formation are planned to honor the late Jane Wicker and Charlie Schwenker, local aerial performers killed in a recent mid-western air show. Opening ceremonies include a Flag Drop (skydiver) and a parade of performers, military vehicles, an auto club, military veterans and guests. The famed Bealton Flying Circus will perform between 1:30 and 2:30 p.m. and will feature formation flying, a comedy act, balloon busting, bombing runs, and wing walking.

Hobby Hangar will provide another treat with 200 mph jet radio controlled (R/C) aircraft. Throughout the afternoon there will be glider, gyro copter, C310, Long EZ, and Fairchild 24 demonstrations and strafing reenactments culminating with hot air balloon launches

Dad ‘Watch D.O.G.S.’ help keep an eye on LFK

This might seem like an obvious statement, but members of one organization are taking that premise and making an effort to recruit fathers and male relatives to be a part of their children’s school day for a few hours a week. “Lead Dog” Paul Steele is a member of the national organization called Watch D.O.G.S and he and his crew are an important part of the activities at Leslie Fox Keyser Elementary School in Front Royal. The acronym D.O.G.S. stands for Dads of Great

Students. In February, the watchdogs of Martinsburg, West Virginia were featured on the Today Show and called “Heroes of the hallways”. The dads at LFK are just as heroic to the kids. “Having a dad come in, I can see the children’s demeanor change. The kids calm down. The kids do get excited at first, but we don’t have to say anything, and then they calm down,” said Steele. The day of the interview, he and several of the other Watchdogs of LFK had just been participating in the school’s Race for Education Field Day

Steele and two of the other members talked about some of their experiences in the program, which in its second year at LFK. He got into the program in the Tidewater area when he was stationed in the U.S. Navy and volunteered for two years there. He has two children, one son in high school and another at LFK. Volunteer dad Lewis Hutchison said, “I have two girls here in the first and fourth grades. When they came home and brought slips with the Watchdog info, it got me hooked. One daughter thinks I’m her personal watchdog.” And Tyson Kemp who has one daughter in the first grade said, “Near the beginning of the year I talked to Paul and he told me about the program. I thought it would be a good balance to have male support. She thinks I’m a superhero now. It’s rewarding to help overall and the kids themselves get a lot out of it.” “Every day we’re here, have someone come up and say they’re glad we’re here.” Steele agreed. The Watch D.O.G.S organization is a national program and provides training by way of a conference call that the school’s principal and Lead Dog attend. They also make available the trademarked items like T-shirts and other materials that the school can get through them. “As a watchdog, it is important to have a uniform, (that is, the T-shirt with the Watch D.O.G.S logo on it) that kids and teachers recognize. It makes it so kids see a presence, like

a cop,” he said. There is a calendar in the front hallway so the Watchdog volunteers can see when they’re needed, and can come in if they find they have a free day but it’s a loose schedule. He likes them to be at school by 8:25 a.m. to meet the buses and greet the kids and help the teachers and safety patrol, though. He estimated about three or four dads come in weekly at random to be extra eyes and ears for them and the group is growing. The first year there were eight men, and it has grown to 18 members, with about 10 showing up regularly about six times a year. When a Watchdog first gets to the school, they do a walk-around so teachers know they’re there, and then try to find a pod to stay with, usually Kindergarten or first or second grade. “We help with early reading - to help kids read books - and can give extra help with math. Most of the teachers are super happy to have us come in and for the second year, we’re doing good,” said Steele. LFK’s Principal Brenda Ring thinks the program has been helpful and said she hopes to have more members in the 2013-14 school year starting this fall. She mentioned that the school Steele came from was the same size as LFK and had 30 members, but LFK has only about five or six consistent volunteers. “It’s hard to find people who are home and have the time, but it would be really good if we had enough members to pull from to have one every day,” she said. Steele said one of the reasons he loves the program is that some children who may not have a great home

life, or maybe no dad, can possibly relate to one of the volunteers and talk to them about things that they might not say to a teacher. For some children, a sad fact of their life is that there is not a strong male presence at home. “Forty per cent of children in the U.S. go to bed without a father in the house,” stated one of the educators on the fathers.com website video in the section promoting the Watch D.O.G.S. program. On the website there are suggestions for fathers who want to play an active role at home to help their child’s educational experience. It also states that often fathers don’t know how important they are in their children’s lives and how much power they have to affect their well-being and success in school and in life. How broad a net can we cast?� Funk asked his colleagues. “I think we can cap it at sex offenders – and let them challenge us on that,� Councilman Hollis Tharpe suggested. “How long will it take to get an AG

Front Royal TAXI, from opinion?� Councilman Eugene Tewalt asked. “It would be silly for a cab company to hire a sex offender,� Councilman Bret Hrbek observed. However, Hrbek, who has questioned the necessity of a town code versus simply following any state guidelines on insurance, licensing or participatory restrictions, based on past criminal behavior, added, “I’d support this to get it 18 months away from us.� Councilman Tom Sayre stated that all the town’s cab companies supported such a more restrictive code. Sayre’s comment drew a universal contradiction from his colleagues, one of whom observed that one owner “we all know� (Yellow Cab’s Elar) alone had brought the proposal forward. Town Manager Steve Burke clarified that all three companies operating in Front Royal – Ellwood‘s, Yellow and A-1 – had responded positively to the suggestion sex offenders be restricted from driving cabs. “We should be on firm [legal] ground� before attempting to imple-

ment restrictions beyond sex offender,� Funk continued, adding, “How do you define bad moral character? I think we should get an attorney general’s opinion.� That observation led someone in the more informal confines of a work session to quip – “I don’t know, you might want to go somewhere else for THAT opinion.� * As the ensuing laughter and banter about the ethical travails of Attorney General Ken Cuccinelli subsided, Mayor Darr attempted to get a council consensus on how to proceed with Funk’s suggestion on acquiring state legal advice. I could/couldn’t care less Hrbek and Tewalt sided with Funk, if only to help their colleague decide how to vote in the end. Tharpe and Sayre opposed the inquiry. So with a potential tie sending the swing vote to a mayor who seemed clearly opposed to the AG initiative, Vice Mayor Shae Parker said, “I could care less,� which led the mayor to inject, “You mean

you couldn’t care less,â€? drawing more laughter. Either way, Parker maintained his not-worth-a-vote stance, adding, “I don’t trust his (AG) opinion any more than anyone else’s ‌ and it is just that – an opinion.â€? So, with a wavering 3-2-1 consensus to go, it appears it is on to Richmond to have Ken Cuccinelli and his staff define the parameters of “good moral characterâ€? as it applies to driving a taxicab (good thing the town’s not asking about character as it applies to political or legal conflicts of interest **). “Reasonableâ€? paralysis As we observed after council’s last attempt to grapple with its “Taxi Driverâ€? dilemma in mid-June, reluctance to move beyond paralysis on a cab ordinance appears based on an attempt to define one word – “reasonable.â€? While state codes authorize local regulation of the operation of taxicab service, the word “reasonableâ€? pops up repeatedly in reference to those

regulations. The word is used four times in less than two pages, specifically addressing overall regulation, qualifications of operators, insurance requirements, as well as any limit on the number of taxis and companies operating within a municipality. “What is reasonable?â€? Vice-Mayor Parker asked town legal staff during June 17 discussion. And as August moves toward September, due in large part to Parker’s “could/couldn’t care lessâ€? stance, it appears council will seek outside legal help to define “reasonableâ€? in establishing parameters to allow someone to drive a taxicab in Front Royal. But come on guys, is it really that hard?!!? Don’t let people drive a cab: • who are convicted sexual abusers, predators or child molesters; • who have a recent legal history of armed robbery or burglary of residential or commercial properties. Do we really need Ken Cuccinelli, or any other lawyer, to figure this one out?

By Roger Bianchini Warren County Report If he had been grudgingly open to pursuing a state legal opinion on potential prohibitions on taxicab drivers a week earlier (see related story), on Aug. 26 Councilman Bret Hrbek told us exactly how he felt about the local cab ordinance initiative brought forth by Yellow Cab of Shenandoah owner and fellow Republican Tony Elar. And it wasn’t a pretty picture. Hrbek equated Elar’s desire for increased local regulatory authority to police his industry to such initiatives in the larger business world: to a Wall Street financial giant manipulating legislative policies to its own benefit; or to big pharmaceutical companies and insurance giants co-writing health care reform to ensure their long-term predominance. Noting the self-imposed operational criteria Elar told council in May he enforces on his cab company, at least in part to court business with the public school system, Hrbek began, “I have no privileged information but I would suspect that Yellow Cab of Shenandoah has the highest internal standards and fees of its competitors. So everyone should understand my skepticism, and I would hope share in it, when the largest player in an industry asks to be regulated by the government. It’s like Goldman Sachs colluding with Congress to write the Dodd-Frank legislation and Big Pharma and Big Insurance working with the White House to write Obamacare – the ‘Big Boys’ write legislation to eliminate start ups and smaller businesses.” Local Yellow Cab owner Elar claimed public safety as his motive, not elimination of competition between what are now three cab companies operating in Front Royal – Yellow, Ellwood’s (the oldest) and newcomer A-1 Taxi. And as the conversation has progressed, driving prohibitions on those with a criminal background, particularly convicted sex offenders, has come to the fore. But was it coincidence that the Yellow Cab initiative coincided with the sudden influx of an A-1 Cab fleet on the streets of Front Royal, driving fares down this spring? “In Yellow Cab’s argument to town council during a previous work session, regulatory background checks were the last argument for an ordinance. Stan-

dardization of operations was clearly the objective of the argument,” Hrbek stated. “Banning smoking by drivers, not permitting two fares at a time, physical features of the automobile, business operations were the driving arguments. A ban on sex offenders was an afterthought – a throw away. This is why I call it a manufactured crisis.” Who is in danger? In fact, Hrbek noted that after checking with Front Royal Police Chief Norman Shiflett, he could cite only one incident of a sexual assault involving a cab driver. “There has been one incident in recent years – a woman was raped – a horrible event but one that this code would not have prevented. The victim was the driver and the perpetrators were the passengers,” Hrbek pointed out, adding, “Let’s be clear. Our cabs are safe and the issue is a distraction to the broader issue.” That broader issue, Hrbek believes, is a private-sector effort to align with government to strengthen one’s competitive position. Included in that positioning is the imposition of costs on competitors over peripheral issues such as appearance, style or operational choices like carrying multiple fares. “This is not an argument for anarchy,” Hrbek said of his opposition to a sweeping town taxi ordinance. “However, this [proposal] will put some taxicab companies outside their ability to pay [pushing them] to go out of business. So instead of protecting our citizens, we are making a service they need unaffordable and eliminating choice. “It has been argued we have a duty to do everything in our power to protect the citizenry. That is a scary idea: curfews, 5 mph speed limits and traffic cameras at every turn would help protect the public – but are unnecessary and undesirable. State law already established automobile standards, the DMV has driver requirements and sex offender laws protect children. Another layer of law that is costly to business will not be effective … An educated public is the answer to the issue,” Hrbek concluded. Hrbek said that after staff legal research he believed state codes enabled the obvious restriction on convicted sex offenders driving cabs. “The language in state code is much

Wild horses

First wild horse born from artificial insemination at CBI research center

Wild horse mom, Anne, with her foal born July 27 from artificial insemination at the Smithsonian Conservation Research Institute in southern Warren County. They are two of about 2,000 of their breed left on the planet, only 500 living in the wild. Scientists at the Smithsonian Conservation Biology Institute in southern Warren County are celebrating the birth of a female Przewalski’s (Cha-VAL-skee) horse – the first to be born via artificial insemination. The foal’s birth July 27 signals a huge breakthrough for the survival of this species. SCBI Reproductive Physiologist Budhan Pukazhenthi and the Przewalski’s horse husbandry team spent seven years working closely with experts at The Wilds and Auburn University in Alabama to perfect the technique of assisted breeding. Both the filly and the first-time mother, Anne, are in good health and bonding. Anne was born at SCBI and is the daughter of a mare imported from Europe and the most geneti-

cally valuable stallion in the U.S. The filly’s father, Agi, also lives at SCBI. The Przewalski’s horse is considered the last wild horse on the planet, although it is often mistaken for a breed of domestic horse, the Norwegian Fjord. “Anne is a young, first-time mother,� said Dolores Reed, supervisory biologist at SCBI. “She had a normal pregnancy that lasted 340 days, and the foaling lasted less than 10 minutes. I’ve raised a lot of foals and other hoofed stock over the years, but this filly feels like an extra-special triumph for us and her species.� The Przewalski’s horse is a species native to China and Mongolia that was declared extinct in the wild in 1969. Today, approximately 1,500 Przewalski’s horses reside at zoological institutions worldwide, carrying

genes from only 14 original animals. Due to hunting, harsh climate, loss of habitat and loss of water sources, fewer than 500 of this species are left in the wild. Currently, most live in Mongolia, China and Kazakhstan. SCBI scientists are working in remote areas of China using radio collars and Geographic Information System technology to map the movements of these horses, which were reintroduced by Chinese colleagues into their former habitat. Committed to preserving this species and equid research in general, SCBI works to maintain breeding populations that serve as a source of animals for reintroduction. “This is a major accomplish-

ment, and we hope our success will stimulate more interest in studying and conserving endangered equids around the world,â€? said Pukazhenthi, adding, “It seems reasonable to assume that reproduction for the Przewalski’s horse would be similar to domestic horses, but it simply isn’t the case.â€? The usefulness of artificial insemination is that it does not require both animals to be together for a successful mating. The transport of animals to different locations can be difficult, dangerous, costly and potentially stressful to the individual animal. By contrast, the collection of semen can be safely accomplished under the supervision of veterinary

staff and significantly improves the efficiency of managing small populations of endangered species. This work is part of SCBI’s, The Wilds’s and Auburn University’s collaboration with the Conservation Centers for Species Survival (C2S2), a group of large conservation facilities in North America dedicated to cooperative breeding and research for the advancement of species conservation. Established in 2005, C2S2 applies its unique resources for the survival of species with special needs, especially those requiring large living areas, natural group sizes, minimal public disturbance and scientific research.

Eight days after the Front Royal Town Council’s Aug. 12, 5-1 vote toward the obvious – approval of a citizen-initiated boundary adjustment that would bring 604 acres and its potential revenue of both $20 million in water-sewer utility hook up fees and $500,000 in annual real estate tax revenue into the town limits – it was Warren County’s turn. That turn entailed jumping on the logic bandwagon, approving the transfer of land earmarked for mixed residential-commercial development into the county’s town center, Front Royal – or not. I know, I know, the suspense is killing you. Well, the county approved the draft Voluntary Settlement Agreement (VSA) with the town and Front Royal

Limited Partnership (FRLP) after 11 months of hard negotiations. The 41 vote, only Board Chairman Archie Fox dissenting, heads off a legal fight that would have put a decision into the hands of an outside entity, the Virginia Commission on Local Government (CLG), and open a second front in a pending annexation war with the Town of Front Royal. But the county approval didn’t come without drama. After Richard Traczyk’s motion to approve, seconded by Tony Carter, Fox handed the meeting chairmanship over to Vice-Chair Linda Glavis in order to offer an amendment to the motion. With hostilities mounting between the town and county on the revenue split between the two municipalities from commercial and industrial development in the county’s Route 522/340 North Corridor, that motion was a BLOCKBUSTER.

“You are a visionary.â€? – North River Supervisor Dan Murray on Archie Fox’s attempts to link FRLP and North Corridor boundary adjustments Urban Development Area guidelines appeared to be in the best interest of all involved, he preferred to move forward on this isolated voluntary annexation between the town and county. With Glavis joining Fox in support of the amendment, the vote reached Murray deadlocked at 2-2. Retracing the lengthy negotiation process that led to the town declining to include rezoning and specifics on future development in the boundary adjustment thus cutting the county out of any direct input in the decision-making process on that development, Murray said, “I’d really like to abstain ‌â€? tick, tick, tick â€œâ€Ś but I know I can’t,â€? Murray broke his silence. So, with Murray’s no vote, Fox’s

amendment failed 3-2, as did the potential of a similar vote on the original motion to approve with the amendment included, that could have derailed the three-way agreement. Undeterred, Fox took another shot. His second amendment made approval of the VSA contingent on the town not pursuing reclassification as a city, again for 10 years. A potential move from town to city by Front Royal with its population of just over 14,000 is viewed as strengthening its hand in the potential north corridor annexation war. “You are a visionary,� Murray gushed over his colleague’s effort to tie one essentially uncontested annexation to another potentially dev-

astating and expensively contested one. However, Carter expressed the same concerns over the last-minute nature of the Fox amendments, saying, “I don’t believe tonight is the time to bring this forward.� Fox countered that what he called the town’s quick approval of the agreement the previous week made him “suspicious� and that were the town to follow up that approval with a move to have itself declared a city it would be both “detrimental� and “devastating� to Warren County. And while all his colleagues again seemed enthralled with the boldness of their chairman-in-abstentia’s effort to tie the two potential boundary adjustments together, this time Fox

Front Royal-Warren County couldn’t even garner a second. However, after County Attorney Blair Mitchell explained that municipal votes don’t require seconds, though it is the county tradition to call for them, Fox was given the courtesy of a vote. This time he alone voted in support of his amendment. In summarizing his vote against the VSA, Fox cited potential traffic congestion at the proposed transportation hub into Front Royal at Eighth

And so it seems that while one regional theater has closed down for good, the theater that passes for municipal government in Warren County and Front Royal continues, if not to standing ovations, at least to looks of astonished gratitude from press row. By Roger Bianchini Warren County Report Perhaps ironically as the Town of Front Royal celebrates the 225th Anniversary of its incorporation, some down the road in the Warren County Government Center are exploring how to annul that incorporation. This reporter’s curiosity was aroused by a bullet point on a twopage summary of County Attorney Blair Mitchell’s report to the Warren County Board of Supervisors on the Aug. 6 meeting agenda. Under

the sixth of seven subsections, “Research�, was “Requirements for petition to annul a town charter.� WOW!!!!!! Why might the county attorney be researching annulment of the – excuse me, “a� town charter? There is, after all, only one incorporated town in Warren County, that pesky ole (225 years to be exact) Town of Front Royal. We asked Mitchell who requested the research, surmising it would likely be one of his bosses on the county board. Mitchell would confirm only

that it would be a logical assumption the request came from either a county supervisor or staffer, essentially anyone who could be considered a client of the county attorney’s office. An inquiry by this reporter to a town elected official about this particular sphere of county attorney research led to an inquiry by that official to Town Attorney Doug Napier. And one might surmise that inquiry led directly to some testy comments by Front Royal Vice-Mayor Shae Parker at the town council’s Aug. 26 meeting. “ ‘In order to secure and promote the peace, good order, comfort, convenience, morals, trade, commerce and industry of the Town, and of the County’ – powerful words taken directly from the Routes 522/340 North Corridor Agreement,� Parker began. The vice mayor then pointed to that Aug. 6 County Attorney’s report and the above-cited research on annulment of a town charter as a violation of the rationale of “good order and trade� at the root of the 522 North Corridor Agreement. “I feel it is safe to surmise that the research was to annul the Town of Front Royal’s Charter. It is quite obvious from the wording that this was not research on consolidation be-

tween the two entities, but rather exploration of an option to destroy the town – So much for peace and good order and I guess a different way to interpret ‘restrict and eliminate competition between and among,’ â€? Parker again quoted the wording of the 1998 Corridor Agreement between the town and county. “I do not take issue with Mr. Mitchell for doing this research, as he is an employee of the Board of Supervisors and was obviously asked to do so – the question becomes who and why?â€? Constituent services ‌ Perhaps coincidentally we heard

from Happy Creek Supervisor Tony Carter about three hours before Parker asked that question. Without prompting, Carter volunteered that he had requested the research from the county attorney’s office. However, he stated that he had done so, not out of his own curiosity, but that of a constituent. Carter would not divulge the identity of that constituent but said he would inquire if they did not mind their name being made public (four days later one would assume the answer was no). What was the result of the research, we asked. Carter said that 15 percent of the both the town and county’s regis-

The supervisor wasn’t clear on whether it would be a separate or combined 15-percent of each municipality’s voters necessary to move the process forward. The process would begin with establishment of criteria for dissolution of the town charter, leading essentially to a governmental consolidation or perhaps reduction of the town to a county service district, albeit one with its own utilities and

service infrastructures. Processes established, the matter would be put to referendum, as Carter explained, before both county residents living inside and outside the town limits. If either referendum failed, the whole initiative fails, Carter told us. Asked about any further moves on the county’s part, Carter said his view was the whole thing was back in the hands of the constituent he said requested the info, adding, “I don’t think anything will happen.”

Breach of good faith? Likely or not, Front Royal’s vice mayor was less than enthralled such an option had been explored by the county, regardless of who initiated it. “To the citizens of Front Royal, it is up to you to draw your own conclusions as to these actions. And if you are asked to sign such a petition do keep in mind from where it originated and what it is being asked of you.” What the vice mayor believes would be asked by circulation of such a petition is elimination of one side in the 522 Corridor commercial-industrial tax revenue dispute. Parker believes such an initiative would be a breach of faith of the very intent of the 15-year-old corridor agreement reached to head off a hostile towncounty annexation fight in 1998. Parker criticized the county board for rejection of face-to-face, full board discussion of the corridor revenue issue, the most recent a formal July 25 town request to sit down with a third-party facilitator. The vice mayor then suggested council passage of a Resolution in a final effort to bring the county to the table now. “If a resolution is passed by this body and then rejected or delayed by the Board of Supervisors, I believe the people of Front Royal have no

Front Royal-Warren County recourse but to consider our [corridor] agreement void; and in an effort to protect our assets and investments proceed with legal action and formally file a petition of Annexation with the Circuit Court,” Parker stated. Return of good faith Parker prefaced that hard line stance by stating he did not begrudge the county corridor revenue utilized for community-wide services and infrastructure. However, he added that the town continues to suffer from lost commercial tax revenue due to the corridor agreement extension of town water-sewer service into the county. “Let’s be honest the County has accumulated a massive amount of debt through its various projects since the inception of the agreement (two new high schools, renovated middle school, news public safety – sheriff, emergency services – building, renovated Bing Crosby Stadium utilized for baseball by both high schools, and public library renovations, come to this reporter’s mind). Recognizing the need for many of these expenditures, the Town has no intention of denying the county the ability to tax and pay for these needed facilities

The Front Royal-Warren County Chamber of Commerce hosts the 4th Annual Brew & Blues Festival on Saturday, Sept. 28, in historic downtown Front Royal. Join the fun in historic downtown Front Royal for a day of shopping, blues music and of course, beer tasting. The festival gates open at noon with activities and musical entertainment all day until 8 p.m. In addition to beer tasting, there will be many fine artisans and craft-

How Ginny Hensley became Patsy Cline

By Sue Golden Frederick County Report Virginia “Ginny” Patterson Hensley was a Virginia girl through and through; her family on both sides had been in the commonwealth for centuries. And while her early life in the Shenandoah Valley did not predict the star she was to become, there was one clue - since she was four years old, Ginny wanted to perform. And despite a “C” in music at Handley, she would make her mark on Nashiville and the world, singing her way to country music immortality. Rumor has it that her Dad was running moonshine in the mountains when he met her Mother, the daughter of a mountain farming family. Sam Hensley and Hilda Patterson married when she was 16 and nine months pregnant. He was in his forties. The family moved at least 10 times before “Ginny” was 16, mainly throughout the Shenandoah Valley. The Hensleys had two more children before they separated. Contrary to popular belief, Ginny’s Dad did not leave the family; the family kicked him out. Hilda thought she would be better able to care for her family alone. She knew how to launder, sew and farm. She rented a little house at 608 South Kent Street in Winchester. Ginny attended a number of local schools, including Middletown, Gore and Handley, where she received that ‘C’ in music. Eventually, Ginny dropped out of school to try to earn some money to help support the family. One of Ginny’s jobs was at Gaunt’s

Drugstore, where she worked behind the soda fountain. However, Ginny really wanted to sing. She sang with all kinds of bands, including a stint with a big band. When that gig went away, Ginny decided she would be better off singing country songs. Her Mother supported her throughout her career and made Ginny’s outfits on her circa 1930s Singer sewing machine, which is part of

the exhibit along with some of Ginny’s clothes. She began singing with Bill Peer. He did not like the name Ginny, so in honor of his infant daughter and Ginny’s middle name, Ginny became known as Patsy Hensley. Soon thereafter, she married Gerald Cline, and her nom-de-guerre was born. Patsy pursued her career with a singular passion. She sang with many bands. She sat in on radio shows so people could hear her talent and hopefully come out to see her shows. Bill Peer wanted Patsy to make him famous. Gerald Cline wanted her to stay home and be his wife. Patsy had other plans. She eventually left both men, and eventually married Charlie Dick. Her big break was when she went to New York City where she won the contest on the Arthur Godfrey’s Talent Scout show. The exhibit contains a lively audio of the show and of Arthur Godfrey talking to Hilda, who came along as Patsy’s agent. Godfrey had miscalculated his commercial break times and had minutes to kill on-air with Hilda. The audio is both entertaining and has a good sample of Patsy on-air. The exhibit contains everything from Patsy’s outfits to the handkerchief her Mother carried at Patsy’s funeral. (Patsy died in a plane crash at age 30.) There are letters and copies of a diary. The exhibit contains interactive sections where you can craft your own “nom-de-guerre”, your “look” and your stage presence. You also can write a “Patsy” postcard to share your thoughts about the country legend, the exhibit or anything else you feel like sharing. The exhibit runs through February 2, 2014. By Sue Golden Frederick County Report When the Flower Basket in Strasburg went out of business, there was no place to get flowers without driving out of town. Fortunately, now you only need to walk down to the Strasburg Florist at 244 West King Street to be inspired by the lovely arrangements. Strasburg Florist’s owner/de-

signer is Lindsey Cyr. Lindsey is a crafter from way back. She segued into flowers by putting together all of the flowers and decorations for her sister’s wedding. Anticipating her future, Lindsey bought the inventory from the Flower Basket and put it in storage. She operated her business out of her father-in-law’s garage until she found the right spot. On Mother’s Day, April 20, 2013, the Strasburg Florist was

opened. Lindsey provides fresh flowers to a number of commercial establishments, like the George Washington Hotel. She does floral arrangements for banquets, restaurants, weddings, and proms. Recently, there has been an increase in funeral wreaths. “The floral displays are so important to people, they call me up afterward and thank me� Lindsay says. Being a crafter, Lindsay can, with enough notice, create almost anything to personalize your flowers. Whether it be a sports team, a favorite color, or your favorite animal, Lindsey can create a display just for you. She also has reusable balloons for sale. Another local business owner, Marcy McCann of Shenandoah Art Works, is delighted to have the Strasburg Floristright next door. “Every week I take a small container down to Lindsay and she dresses it up with a few stems. The flower arrangement makes me happy and dresses up my desk for a very small investment. The shop is very nice. And I am glad to see a young person striking out on her own to fulfill her dream.�

School Board reminds drivers school is back in session By Carol Ballard Warren County Report

At the last meeting of the summer, Warren County School Board members were excited about the new school year scheduled to start on Aug. 28. Along with the anticipation, came an important reminder. “Everyone please watch out for the kids on the first day of school, and every day,” Superintendent Pamela McInnis cautioned. The Aug. 22 meeting moved on with the board considering and approving various requests like: joint projects

from the county; new hires and the creation of a new administrative position. The board acted on two separate requests for county cooperation from County Administrator Douglas Stanley. They agreed to allow the county’s Parks and Recreation department to assume maintenance of the lower Ressie Jeffries Elementary School‘s playing fields and approved a proposal from Stanley, who is also the chairman of the RSW Regional Jail Authority, to provide maintenance for the jail’s vehicles. Stanley’s memorandum concerning

the RJES fields maintained that, “continuing growth of youth and travel sports teams continues to put a demand on Warren County’s ability to provide sufficient practice and playing fields. The youth soccer association has increasingly used the fields for many years and that has taken its toll and they are showing significant signs of wear and tear.” Plans include starting a turf management program which will result in a grass covered, even-surface playing field and repairing the backstop at the end of the field near the school. The board would continue to schedule use of the fields, and priority will be given to school-related activities. Board member Joanne Cherefko called it a potentially win-win situation. “I think it’s a wonderful offer from the county to maintain the fields. Now all children of the county will be able to use them,” agreed McInnis. Stanley’s other proposal, contingent upon an agreeable memorandum of understanding to be signed by both parties, would involve having the division provide maintenance for an estimated eight vehicles for the RSW Regional Jail. Vehicles listed were transport vans, police cruisers, possibly a mini-van and one full sized car. Cooperation would begin after the facility opens in July 1, 2014. This may require the hiring of another mechanic whom they will share, but McInnis noted that since they don’t have the vehicles yet, they could wait to hire that employee in January. The RSW Regional Jail Authority is to reimburse the School Board for any expenses for vehicle maintenance, including the cost of the mechanic. She added that the division already does this type of work for the county and sheriff ’s office, and they’re satisfied with the arrangement. In the new hire category, McInnis was happy to have the board approve her recommendation to create a division level Registrar which was in response to requests from central office administrators, instructional specialists, and school counseling directors. The position will be designed to provide consistent and accurate data on all students. Parents with children entering multiple schools will now be able to register and complete paperwork at one location. The Registrar will be responsible for a multitude of duties designed to make the system run more smoothly and will be based at the school board office. “It’s good that parents with kids in multiple schools have to register only once,” board member James Wells commented after the board’s approval. “Everyone will be very excited when I report this to them tomorrow morning. It will make their Friday,” said McInnis.

The board also approved names submitted by Director of Special Services Michael Hirsch for a special education advisory committee and members of a threat assessment advisory board. The advisory board will oversee threat assessment teams from each school. The teams assess and intervene with students whose behavior may pose a threat to the safety of school staff or other students. In other business, school board members: approved an additional custodian position for the Alternative Education Facilities; the hiring of a head custodian for the county maintenance/ food service building, the County

Government Center and school board office—to ensure seamless operation of the buildings; the three-year lease of four copiers for the Warren County Middle School and the purchase of a maintenance utility vehicle. The meeting was adjourned after the board went into closed session to discuss requests from the families of eight students to release them from compulsory attendance. The next meeting of the Warren County School Board is scheduled for Sept. 12 at 7:00 p.m. in the Warren County Government Center.

Two-year-old drowns in pool According to Sheriff Daniel T. McEathron, Investigator William Smoot of the Warren County Sheriff ’s Office is investigating the accidental drowning of a two year old female. The incident occurred on August 20, 2013 at approximately 10:39 a.m. in a private pool on Ashland Court in Warren County.

Winchester Man Pleads Guilty to Child Porn Charges A Winchester man who has admitted to enticing 19 minors into engaged in sexually explicit conduct via web cams, pled guilty yesterday afternoon in the United States District Court for the Western District of Virginia in Harrisonburg. I think they are one of our most valuable assets and I’d like to learn more about them. Carol Front Royal Dear Carol: Well, some of my friends think I’m “nuts” but I hang out with a group in town called the Tree Stewards. Not only do they help take care of the town’s trees, but they have many opportunities for learning also. The best chance for anybody, young or old, to learn from them is in a class they call “All About Trees”. This class teaches about the proper care of trees, tree botany, pruning, diseases, urban landscaping and tree identification. The Saturday morning sessions will include a tree i.d. walk, review of the Greenway, a pruning demonstration, and a session at Blandy, the State Arboretum

Hosted by the Front Royal/Warren County Tree Stewards, the course starts on Tuesday, September 10th, 7:00 to 9:00 pm at the Warren County Government Center on Commerce Ave. and continues on Tuesday evenings and five Saturday mornings through October 22nd. The course is taught by Tree Stewards and ISA Certified Arborists. Upon completion of the course, graduates are invited, but not obligated, to become Tree Steward Interns and, after completing 25 hours of volunteer service, are welcomed as fully Certified Tree Stewards. There is a $60 charge for individuals and $75 for couples who share a manual and handouts. You may also take individual classes at $7 each and includes handouts for that class. No one wishing to become a Tree Steward will be turned away for inability to pay.
