Italian Delight comes to Stephens City says that there is no special catering menu, but that he can provide three and six foot subs, pasta dinners, fruit platters, cookies, or anything else a customer desires. By Sue Golden Frederick County Report Danny Brereton has expanded his restaurant empire once again. Brereton owns seven Italian Touches, the Touch of Italy on Route 522 and now the newly opened Italian Delight in Stephens City. The restaurant has been opened for two weeks, and according to Brereton, it is doing very well. “We started
putting out flyers, but we stopped because business has been so good.” The menu is very extensive. There are pizzas, wraps, hoagies, subs, fatboys, calzones, stromboli, and buffalo wings. That does not include the dozens of appetizers, soups, salads or the entrée list. Of course, there is a kids menu and decadent desserts. Gluten free items rate their own space on the menu. Town gets early look at FY 2015 Budget issues Coming expenses likely to mandate tax, utility rate hikes By Roger Bianchini Warren County Report
With multiple capital improvement expenses looming, the Front Royal Town Council got an early start on its Fiscal Year 2015 budget process at a Sept. 30 meeting. And while that meeting felt like a work session, it was actually labeled a “Budget Retreatâ€?. Retreat, work session, whatever it was, the overview council got from Town Finance Director Kim GilkeyBreeden was a tad troubling, citing as it did: ¡ Minimal General Fund Revenue increases; ¡ Next year’s projected end of Dominion Power plant construction and the loss of the meals and lodging tax revenue generated by the large imported work force; ¡ Looming start of South Fork Bridge Construction that could impact accessibility in and out of town by potential restaurant or retail customers; ¡ Real Estate Reassessments; ¡ Uncertainty about continued state authorization of BPOL taxes; ¡ Potential end of state “599â€? Police funding that would have to be taken over locally; ¡ Potential new debt tied to a list of projects totaling over $53 million, including: -- $40-million, the dreaded and federally-mandated estimate for upgrades to the Wastewater Treatment Plant (WWTP) tied to the Chesapeake Bay Watershed Act; -- $3.96 million, a 33-percent share of the $12-million cost estimate of Leach’s Run Parkway; -- $7 million, the estimated cost of a new police station targeted for a 5.24acre parcel in the western-most portion of the Avtex Parking lot pending Avtex cleanup stakeholder approval; -- $2.5 million for new Water Treatment Plant (WTP) upgrades; -- $700,000 for Energy Services Building upgrades; -- $500,000 for Happy Creek Trail construction; -- and $750,000 for Finance Department software upgrades and $125,000 for phone system upgrades. Revenue for the Wastewater, Water Plant and Energy Department upgrades, $43.2 million of, will have to be paid for by utility rate increases, with the $10 million in remaining project costs potentially coming from tax hikes going into the General Fund balance. Each 1-cent of Real Estate Tax produces about $100,000 of revenue, which the Finance Depart-
ment notes equates to about $1 million of General Fund debt. A Finance Department power point presentation projected the General Fund Debt Service climbing from under $100,000 in the current budget to over $750,000 in FY 2015 and just under $1 million in the years to follow. So, if our math is correct (and I took my socks off to use my toes to calculate these numbers) council is facing the potential of 6-cents to 9cents in tax increases in the next two years to cover coming General Fund Debt Services on the $10-million portion of coming expenses. And as for the various Utility Enterprise Fund expenses, consultantrecommended utility rate increases will have to continue. Those hikes have been projected as high as 33
percent in some years in the water and wastewater departments. The Finance Department power point listed the following fund balances: ¡ General Fund, $11,951,745; ¡ Water Fund, $4,578,135; ¡ Sewer Fund, $4,333,315; ¡ Solid Waste Fund, $983,300; ¡ Electric Fund, $16,530,300. On the bright side, GilkeyBreeden’s power point noted that two of the town’s existing five annual bond payments will be paid off in the current 2014 Fiscal Year. IF we are reading this chart correctly, that will remove $595,717 in annual payments. However, those two bonds being paid off are the 1998 WWTP Improvement Bond (total $2,275,000 with annual payments of $93,043); and the 2002 WTP General Obliga-
tion Bond (total $5,655,523 with annual payments of $502,674). So, as deadline approached and we could avoid writing this story no longer, we were attempting to verify with Gilkey-Breeden that those payments were coming out of the respective Utility Enterprise Funds supported
by utility rates, not the General Fund supported by tax revenue. And if that isn’t enough numbers to get your and council’s heads spinning about seven months before the FY 2015 Town Budget needs to be approved, we’ll see what we can do next time around ‌

Town rejects corridor ‘hush-up’ offer from county After four years here’s 2/5s of your lost revenue – now shut up & go away By Roger Bianchini Warren County Report Just when I was poised to leave a Sept. 30 Front Royal Town Council Work Session for greener pastures – a TV tuned to the American League Wild Card play-in game between the Tampa Bay Devil Rays and Texas Rangers – I was knocked down (figuratively of course) by a sharplybreaking curve ball. That unexpected pitch was tossed by a council consensus to keep what
had been scheduled to be a closed session discussion of an offer from the Warren County Board of Supervisors regarding the 522 North Commercial Corridor, open to the public. So as the 7 o’clock evening hour turned to 8 p.m., instead of playoff baseball it was the game of municipal politics and legal maneuvering that kept this reporter riveted for the next few innings. And heck with the Rays and Texans, this was pretty good stuff. What led to an unusual, if some-
what uncomfortable unanimity among council regarding a four-year impasse over changed expenditure and revenue circumstances from the 522 Corridor was a proposed 11-point Memorandum of Understanding from the county that would block, not only any action toward annexation of any portion of the 522 Corridor and its ever-expanding commercial and industrial tax base, but also council’s collective silence about the matter as long as such payments were being accepted by the town. And breaking the rules,
including initiating a future study of annexation options, would lead to a penalty flag – oops, wrong sports analogy – in the form of an immediate three-year payback likely to total around a million dollars. And I thought playoff baseball would be exciting. Condition Four of the county proposal states that as long as the county is offering and the town accepting money to compensate it, at least in part, for lost PILOT (payment in lieu of taxes) fee revenue related to the 2009-10 corridor restaurant lawsuit,

“the Town will not publicly discuss or commence annexation proceedings concerning any portion of the 522 Corridor.” Condition Five adds that should the town violate the agreement by taking any “official” action to commence or even “explore” annexation of any portion of the corridor, not only will the agreement be void, but the town will immediately owe the county three years of past payments. Currently that “breach of agreement” fine would total about $900,000 if the annual payments were based on 50-percent of the county’s corridor meals tax revenue made beyond the first year of the agreement. But maybe the proposed fine would only be $36,000 which ain’t so bad; but it’s the principal of the thing then, isn’t it?!!? Before council even got to the legal and ethical ramifications of such a de facto gag order and municipal handcuffing, exactly how much “hush money” they would actually be getting for their promise of collective silence and action leapt out. Can they count?

Mayor Tim Darr pointed out that, as worded, the county appeared to be offering a miniscule amount of money – “one percent” for one year, then “two percent of the meals tax collected by the County in the 522 Corridor” annually. “There’s a big difference between one percent and two percent and 25 percent or 50 percent,” Darr noted. And indeed there is. Based on an estimate of $150,000 of revenue from each penny of county meals tax, as worded the town would be accepting the county’s farreaching conditions and lost PILOT fee compensation for a pittance, $6,000 at one percent and $12,000 at two percent of the county’s estimated $600,000 of annual meals tax revenue gathered in the 522 Corridor. Accidental, intentional or simply an exercise in public humiliation had the town missed the wording glitch, the draft MOU submitted to the town was worded exactly the same as the one the supervisors had been poised to vote on as part of its Consent Agenda the morning of Oct. 1. Informed by the mayor of the town consensus to reject the proposal as written, the supervisors removed a vote on the MOU from its Oct. 1 Consent Agenda without discussion. 522 Corridor CORRIDOR, from tent was to offer the town, first 25 percent of its meals tax revenue (1 percent of its 4 percent meals tax) and then 50 percent (2 percent of 4 percent) annually after that – “the wording needs to be tweaked,� Stanley agreed. But heck, even if they hadn’t noticed the percentage versus cents wording snafu, I would have given you even money council would have figured it out after that first four-figure payment came in. Legal Background That out of the way, more or less, council work session discussion moved back to the implications of the conditions suggested in exchange
for an eventual $300,000 in annual compensation for its lost meals taxbased PILOT fee revenues dating to a 2009-10 court decision. The town estimated it lost between $600,000 and $700,000 annually from that late 2009 lawsuit ruling that challenged the town’s meals-tax based PILOT fee. That court decision was based on two factors. First, on flaws in the town’s wording of its utility contracts with corridor businesses when the court agreed with plaintiffs that a meals tax was not a tax on the business, but rather a pass-through tax on customers. Second, the judge prefaced his decision by observing that the tax landscape in the corridor had changed since the 1998 agreement was approved by the state. That

The trio of corridor restaurants, Cracker Barrel, Applebee’s and TGIFriday’s, had challenged the fee as a tax on its customers, the paying of which would force the businesses to raise its prices to non-competitive and non-chain set levels to be promoted in national advertising campaigns. Children who need to be punished – severely By Roger Bianchini Warren County Report
On Oct. 1, due to a radical, rightwing partisan agenda within the U.S. House of Representatives, with some Senate moral support from like-minded wing nuts like Ted Cruz, R-Texas (where are the “birthers” when you need them?!!?), 800,000 federal employees nationwide were furloughed – sent home packing without pay until further notice. The reason, about 60 Republican House members generally identified as Tea Party affiliates do not like a law already passed by both the House and Senate and signed into law by President Barack Obama. And rather then try to repeal the Affordable Care Act or replace it in a manner prescribed by the U.S. Constitution, with the help of Republican House Majority Leader John Boehner, that minority of legislators has blocked funding of the federal government until further notice. Boehner’s role has been not to allow a vote on the federal budget to come to the House floor, where head counts say it would pass with the support of moderate Republicans. Of the Republican mantra that they are not at fault, rather it is the Democrats or the president who refuse to negotiate to end the shutdown, it is a lie. The fact is, the time for negotiations on health care reform was when the
Bill was proposed and being debated in both houses of Congress. And after that negotiation a flawed but passable compromise to make health care more affordable to more Americans was reached. The law was passed by both houses and signed into law by the president. – One, two, three, just like the Constitution prescribes. There is nothing left to talk about, nothing left to “negotiate” at this point. “I am reminded that President Washington warned on his way out of office, of political parties at war with their government – and here we are today,” House Democratic leader Nancy Pelosi said on Oct. 1. Heck, I don’t like the new health care law. I think there should be single-payer, universal health care – Medicare for all, as it’s called. The Declaration of Independence, after all, guarantees all citizens, not just the wealthiest, the rights of “life, liberty and the pursuit of happiness” as “inalienable rights” “endowed by their Creator,” doesn’t it? Last time I checked, and it wasn’t that long ago, life is directly tied to health. And it is hard to be free or happy if you don’t have your health. And I am pretty confident it is no fun to survive a heart attack but wake up to find you have $189,000 in uninsured medical bills, as I’m sure many Americans have experienced in some variation of health crisis and resulting numbers. The fact is, Republicans supporting
the federal shutdown as a way to block implementation of a law they just don’t like are acting like spoiled, pouting, lying 10-year-olds who are going to hold their – no, your – breath until they get their way. Harsh punishment is long overdue. They should be impeached – or maybe just arrested and jailed for political terrorism; tried for treason; and if found guilty, lined up against a wall and shot. But that’s just me, I’m very old school when it comes to defending our system of government from internal, as well as external, threats. Postscript: As an appendix to this critique on partisan intransience holding a government and nation hostage to extremist ideology and pre-juvenile methodologies, I note that we might all do well to revisit Republican President Dwight Eisenhower’s cautionary Farewell Address delivered 52 years ago. After eight years in office, on Jan. 17, 1961, Eisenhower warned that the gravest emerging threat to our nation wasn’t external or even nuclear; but rather the unprecedented rise of domestic power centralized in the hands of what he termed in his original draft “the military-industrial-congressional complex.” “The total influence – economic, political, even spiritual – is felt in every city, every Statehouse, every of-
fice of the Federal government. We recognize the imperative need for this development,” Eisenhower said of development of an expanding arms industry and military; then adding prophetically, “Yet we must not fail to comprehend its grave implications. Our toil, resources and livelihood are all involved; so is the very structure of our society … The potential for the disastrous rise of misplaced power exists and will persist.” Eisenhower also lauded unity over partisan dogmatism in his own eightyear relationship with a Democraticmajority in Congress. “In this final relationship, the Congress and the Administration have, on most vital issues, cooperated well, to serve the nation well rather than mere partisanship, and so have assured that the business of the nation should go forward.” Where, we should all wonder, are the Eisenhower Republicans when we need them? – Certainly not on Capitol Hill in October 2013.

ALONG THESE LINES: Even for animals, church can be a blessing By Nick Thomas Early each October, churches of various denominations – predominantly Catholic, Episcopal, and Lutheran – open their doors to all creatures great and small to honor St. Francis of Assisi (ca. 11811226), the patron saint of animals. St. Frances is universally recognized as their spiritual protector and is remembered with a service known simply as the “Blessing of the Animals.” Curious about this ceremony, I contacted some clergy around the country who celebrate this ritual. “The ceremony is intended to reconnect people with the importance of animals in their lives and in God’s plan of creation,” says Fr. Tim Goldrick, from St. Bernard Catholic Church in Freetown, Mass. “Besides, it’s fun!” Fr. Tim remembers a dog from past years who returned again several years ago, but this time in an urn. “Seems he died of old age and was cremated,” he says. “Maybe I said the wrong prayer last time!” From coast to coast, the furry congregations are comprised mostly of dogs and cats, but fish, snakes, rabbits, horses, goats, and birds are commonly brought in by devoted owners.
During his 14 years at New York City’s St. John the Divine, Canon Charles Pridemore says he has presided over some big services with equally big visitors, including elephants and camels. Along these lines, Director of Liturgy Johan van Parys at St. Mary’s Basilica, Minn., has also experienced some animal super-sizing. “Several years ago, we had a yak walk down the center aisle of the church during the parade of animals to begin the ceremony,” he recalled of his woolly visitor. While some churches prefer to hold an informal animal blessing outdoors, Rev. June Wilkins at St. Martin’s Evangelical Lutheran Church in Austin, Tx., welcomes animals in the pews. Although the potential for mayhem and murder may seem inevitable when natural mortal enemies are thrust closely together, she says few instances of chaos have occurred. “We have had no accidents, the barking is at a minimum, and there have been no fights,” she says. “They are better behaved than some of the humans!” “It never ceases to amaze me that the animals seem to put aside inter-species issues,” adds Geoffrey Brown, Vestry Clerk at Trinity Episcopal Church, Lime Rock, Conn., who has seen all the animals remain tranquil throughout their ser-
vices. However, Rev. Richard Laribee, of St. Mark’s Episcopal Church in Highland, Md., has a bone to pick about claims of saintly animal behavior during the ceremony. “I think that’s an urban legend!” he says. “We’ve had to remove some dogs who were barking so loudly we couldn’t hear ourselves sing.” And occasionally, the non-human ‘parishioners’ have behaved like, well, animals. On the West Coast, Father Hartshorn Murphy at St. Augustine by-the-Sea Episcopal Church always welcomes the Santa Monica mounted police unit each year. But during one ceremony, he was on the verge of drafting them for a search and rescue mission. “A little girl panicked because she thought her hamster – ‘Elvis’ – had escaped his cage,” says Fr. Murphy. And with a very well-satisfied looking snake also in attendance, people began to fear that temptation had got the better of the serpent. It seems, however, that Elvis was just ‘all shook up’ at the sight of the reptile, for he was eventually discovered cowering beneath a pile of wood shavings in his cage. Then too, there’s always the odd unruly
heckler not yet touched by the Holy Spirit. Over the years, says Steven Rottgers of Holy Cross Episcopal Church in Trussville, Ala., he has blessed his fair share of goats, ducks, gerbils, alligators, pigs and even a piranha. But during one service it was necessary to seek repentance for a very vocal myna bird. “The previous owners had taught the bird to cuss!” he says. Despite the occasional fall from grace, most critters seem to put their best foot, hoof or claw forward as they receive their blessing; and most ministers said they see the service gaining popularity in their communities. “I hope we are seeing a movement toward the stewardship of creation, conservation of endangered species, and care for the animal kingdom,” says Rev. The town central utilities were seen as pivotal in recruiting industry and eventually commercial development and that development’s tax base to the area. As for the two primary MOU conditions of promising no action and silence on the potential of annexation, Town Attorney Doug Napier told council he did not believe they could enter into any such agreement for a variety of reasons. Of the ban on action or discussion of corridor annexation in return for financial compensation, Napier wrote council in his notated critique of the draft, “How can a legislative body agree to not allow itself to discuss matters of public concern that are expressly within its statutory jurisdiction? Town Council must be allowed to discuss, at any time, whether this or another revenue sharing arrangement is in the best interests of its inhabitants, because circumstances of both the Town and County will inevitably change in the future.” Napier also questioned the legality of the town entering into an agreement that would not only limit its ability to address the future best interests of its citizens, but also demand a nearly million dollar punitive payment for performing its future due diligence as a governing body. “It would be very bad public policy, indeed possibly malfeasance, for the town to agree it had to refund the last three years worth of shared revenue,” Napier noted, adding, “That would be grossly unfair to Town taxpayers.”

522 Corridor CORRIDOR, from town lost its PILOT fee equivalent of a 4-cent meals tax, estimated at the time as a $600,000 to $700,000 annual loss that was 80 percent of the town’s corridor PILOT fee revenue in 2010. After four fiscal years of inaction in the wake of that court decision, the county agreed to pick up the town’s portion of operational funding of the EDA and public library, a total of about $125,000 annually, beginning in FY 14. Daryl Funk, a Pond-Athey-Pond attorney pumped up by county Republican Committee Secretary Mary Kay Clark as an eventual supervisors candidate before he even won his initial political campaign for council in 2012, seemed to straddle all camps. He stated agreement with points made by Hrbek, Tharpe and Tewalt. He also agreed the MOU language needed to be amended. However, Funk urged that the county’s offer of half of its meals tax revenue not be dismissed as the final solution to the often contentious corridor revenue debate. Not as written?!!? “I’m done with it,â€? Darr said in some frustration of the result of his months of one-on-one negotiations with County Board Chairman Archie Fox to reach a compromise, adding, “So, I’ll tell them we’re not interested in it ‌â€? “Did I hear ‘not interested,’ â€? Tharpe quickly injected. “As written, if you’d let me finishâ€? Mayor Darr completed his sentence, shooting Tharpe a sharp glance. “I believe four members of council agree with the principal of the MOU. I don’t know if you want to say ‘not interested,’ â€? Funk quickly took Tharpe’s back. “Are you interested in it as written?â€? Mayor Darr asked Funk. “No,â€? Funk replied hesitantly. “Then you’re not interested in it as written,â€? the mayor repeated pointedly to Funk. “Take the fluff and drama out of it,â€? Sayre chimed in, not indicating who he thought had introduced the fluff and drama into the MOU authored by county officials and/or staff. Tharpe then rebounded to suggest the mayor and town staff be very careful in how they worded the rejection of the draft MOU – “You don’t want to make them mad ‌ you know how they are, they’ll take it wrong.â€? Public document The decision to stay in open session came over a brief objection by Town Attorney Napier, who said he would like to keep his notated appraisal of the county offer a private matter. However, Vice-Mayor Parker suggested Napier keep his paperwork in

Napier relented, handing council his notated critique of the MOU, though hedged at giving copies to the media following adjournment. As a matter

By Roger Bianchini Warren County Report All right all you “Walking Dead” fans, it’s your turn to, well, not strut your stuff – more I guess, slothfully drag it around, unless of course you’re one of those new age “World War Z” or “Dawn of the Dead” remake speed-merchant zombies. On Saturday, Oct. 26, the first of what could become a new Halloween tradition, a “Zombie Walk”, organized by patrons and proprietors of downtown Front Royal’s Lucky Star Lounge, will be held. The core zombie horde will gather near Bing Crosby Stadium for a 7 p.m. start heading for Front Royal’s Village Commons and town Gazebo at the intersection of East Main and Chester Streets. Organizers are encouraging this to be a Halloween-spirited community event, including ageappropriate children – ones old enough to understand zombies, including their parents, aren’t really the walking dead, so will not be prone to flee the scene in terror or be permanently traumatized. The path of the Zombie Walk is important because organizers are encouraging a good portion of participating zombies to join the walk along its route, “because that’s what zombies do,” co-organizer Lorena Lipton points out. You know, you’ve seen how aimlessly meandering zombies are prone to join others who seem to have a purpose, likely pursuing their next meal.

the past seven years or so, though I’m pointing no fingers since they might come back as bloody nubs. The Zombie Walk will begin at 7 p.m. at Bing Crosby Stadium, cross Commerce Avenue at 8th Street; head south toward downtown on Warren Avenue to Chester and on

to East Main at the Gazebo. The core zombie horde and those it has picked up along the way will then walk west up East Main to the intersection with Royal Avenue and then back down East Main to the Gazebo. Organizers are anticipating about an hour to complete the downtown Zombie Walk circuit to its final destination (oops, wrong cinematic reference) the Gazebo. There, all non-zombies on the
scene will be devoured. So, all you non-zombies in downtown Front Royal better lock your doors and board up your windows, because over 200 prospective zombies have already stated their intention to participate on the Lucky Star Facebook page featuring information on the event. Lipton and her husband and Lucky Star co-owner Trevor credit a regular patron of their restaurant for the idea of the Zombie Walk. “It was Roxanne’s idea,” Lorena said of zombie horde ringmaster Roxanne Bauserman. An after-Zombie Walk private party for zombies who are still hungry or just thirsty to wash down all that human flesh, will be held at The Lucky Star Lounge. Strasburg Hometown Harvest Festival and Ghost Tours By Sue Golden Frederick County Report Mark your calendars for Saturday, October 19th for a full day of FREE family fun in Strasburg. There will be crafters, demonstrations, food, face painting, a petting zoo, pony rides, games, a balloon bounce, cookie decorating, pumpkin decorating, a money machine (raffle), and other contests. Park closing most immediate local impact of shutdown Front Royal’s mayor told to come to Pentagon job, just don’t expect pay By Roger Bianchini Warren County Report The most immediate impact of the federal government shutdown locally was the closing of Shenandoah National Park. The timing was impeccable, coming just as the park’s peak fall visitor season began. According to Park Public Affairs Officer Karen BeckHerzog that means an anticipated 240,000 visitors in October, a quarter of the park’s annual traffic coming in that one month alone, will be turned away. Those visitors would have paid $15 per carload to enter Shenandoah National Park. Let’s say four people per car, that equals 60,000 cars x $15 = $700,000 of federal revenue lost in this one park alone by the end of October. The 80 percent of that tourist revenue that would have remained in Shenandoah National Park for operations and maintenance, along with the other 20 percent funneled elsewhere in the system, all gone. But not to worry – right-wing FOX News talking heads say of the shutdown, “What’s the big deal – doesn’t impact my seven-figure salary deal?!!?” Front Royal’s tourism department is attempting to funnel leaf-gawking tourists out this way with the promise of in-town offerings and views of the changing fall landscape from locations other than Shenandoah National Park’s overlooks and trails. Will it work? Stay tuned, we’ll soon find out. The non-local turnout at the Saturday, Oct. 12, Festival of the Leaves
could be an indicator of how hard the federal shutdown of Shenandoah National Park will hit the local tourism economy. We caught Shenandoah Park Public Information Officer Beck-Herzog by phone at 11:30 a.m. on Oct. 1, just a half hour before she and 200 other of the park’s 240 employees were officially furloughed and ordered to be out of their offices. Staying on the job will be key security, fire and law enforcement personnel, she said. Those remaining will be paid, the rest like her, will be living without a job or paycheck until further notice. Is that lost pay gone or will federal employees later be compensated for lost income from political maneuverings they have no control over, we asked. The answer wasn’t a reassuring one under the circumstance. It is up to Congress to decide if federal employees will be compensated for lost pay, Beck-Herzog told us. Good luck with that. It is, after all, Congress – or at least the extremist wing of the Republican Party, dare we say the GOP’s own Frankenstein monster, its Tea Party-Libertarian contingent – that has decided to hold, not only the Obama Administration, but the

Then federal funding of some county programs could begin to be felt. County Social Services Director Beth Reavis also noted the start of implementation of the Affordable Care Act that day. However, Reavis told the supervisors that due to Virginia’s decision to opt out of expanded Medicaid services she was expecting a flood of applications by people “who think they will be eligible” for help with new health care coverage, but won’t be. Reavis later told us 50 Medicaid applications, normally a month’s worth,
went out in that one day as the Affordable Care Act went into effect. Expanded Medicaid was designed as an important aspect of making the new health care system affordable, especially for single adults from 19 to 64 living at or near the poverty level. Reavis told us it is estimated that 440,000 such adults in Virginia will be left out of Affordable Care Act coverage due to the state’s refusal to participate in the expanded Medicaid system. Of the argument that adding so many people to Medicaid roles will be financially crippling to states, Reavis pointed out expanded coverage encourages regular doctor’s visits and preventative care for people who normally do not have such access. “That’s $50 or so a visit,” she estimated. In the long run, such cheap preventative is likely to have a huge impact on reducing the explosive costs of treating serious, often emergency conditions that develop without such affordable regular health care. Seeking follow up on the whole situation’s impact on those her department serves, Reavis left us with troves of statistics we are still pouring through. We hope to have more detailed follow up on those implications for Warren County residents in future issues.

On Oct. 4, at 6 p.m., non-government employees of Shenandoah National Park gathered at the Front Royal Entrance to Shenandoah National Park to protest 6th District Congressman Robert Goodlatteâ&#x20AC;&#x2122;s support of the U.S. House shutdown of the U.S. government in a political tantrum over a passed law they do not like on ideological grounds. The groupâ&#x20AC;&#x2122;s website explained: â&#x20AC;&#x153;Many people are currently laid off and furloughed because our government has been taken hostage. We are gathering at the entrance to Shenandoah National Park to protest Congressman Goodlatte siding with the Tea Party, and putting people in our community out of work. Two kinds of red grapes, planted about three years ago, are grown there; Cambourcin and Cabernet Franc. Jason explained that one batch of juice is derived from a half-ton of already-crushed grapes. â&#x20AC;&#x153;We take it to our facility, ferment it, taste it and then sell it, and nearly all of our process is manual. Amber, with an MBA from Georgetown University, is responsible for keeping the business on track financially as well as overseeing its direction and growth. Erikâ&#x20AC;&#x2122;s career is in the software industry, and says his role in the wine business is in the agricultural and marketing areas. He also helps Erik make the wine. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s a team effort,â&#x20AC;? Jason said. A Chardonnay in a “unoaked” or “nonoaked” style is made in stainless steel as opposed to oak. The wine is very crisp, light and characterized as having a refreshing minerality. Some describe it as “precise”. They would like to release an oaked Chardonnay before Thanksgiving and a sparkling wine around New Year’s Eve. The original incident occurred on a Wednesday evening when the pair approached 19-year-old Andrew MacMillan, while MacMillan was sitting on a park bench near the Chester and Main intersection. Perhaps having seen too many Hollywood â&#x20AC;&#x153;gangstaâ&#x20AC;? portrayals, Berkowitz and Smallwood advised MacMillan he â&#x20AC;&#x153;needed to take a walk with themâ&#x20AC;? according to authorities. During the incident, a firearm, later indentified as a CO2 BB gun, was produced and handled in a manner that police stated â&#x20AC;&#x153;would elicit a fear

Courtesy (cell phone) Photo By Roger Bianchini Warren County Report When I first heard about the ESL (English as Second Language) program at Samuel’s Public Library I made an inaccurate assumption that it would be largely populated by foreign Randolph-Macon Academy students. Boy was I wrong. Rather, an astonishingly ethnically diverse community of adults was revealed to be living in our community. Sure, most of us are aware there is a significant Hispanic population that has grown up here over the last couple decades. You don’t need a degree in sociology to figure that one out, just be somewhat observant and out and about in any number of county retail locations on a regular basis. But I’ll admit I was taken aback when Samuel’s Library’s ESL teacher Nell Miller told me, “I am still amazed about what an international group they represent. As of early October students come from El Salvador, Dominican Republic, Mexico, Latvia, Russia, Afghanistan, The Philippines, Honduras, Uzbekistan, Peru and China.”
WOW – it sounds like a block on embassy row in Washington D.C. And perhaps it is our proximity to the nation’s capital about 60 miles from our eastern county line that at least partially explains that cultural diversity. We asked Samuel’s Library Director Nicki Lynch about the ESL program’s development. “I wanted to get the Mango Languages online program but was unable to afford it. And while researching that I noticed there was a need for ESL classes. A bilingual volunteer, Cruz Hernandez, interviewed 14 Spanish speaking residents and confirmed this belief. “We decided we needed grant money to help us get a program up and running, to publicize it at the beginning of each new six-week session, make copies for all the classes and hang posters all around town. I saw American Library Association (ALA) and the Dollar General Stores had money for library literacy programs. “Kelli Hart helped me write a grant application for a program called “The American Dream starts @ Your Library,” and we eventually got a check

She was instrumental in getting it up and running. Gladys gathered volunteers that are now continuing the classes. She visited work sites like the new Regional Jail, the new Power Plant construction site, several nail shops, a Hispanic grocery store and car repair shop and all the area schools, Laundromats and Warren Memorial Hospital. “Nell Miller, a library volunteer and former teacher with a Masters in Education, is taking over the classes with the help of some support volunteers. And she is looking for several more volunteers to help out with anticipated expansion of the ESL program. As of Oct 15, classes will be moved from evenings to 10 a.m. to noon, at least for the winter months. “We would love to be able to teach both in the morning and at night eventually, but for now, it will be just mornings,” Lynch observed.

Following the discussion I asked them about their dreams and they each wrote down one dream they have for themselves and their families, and even one that they have for the world.â&#x20AC;? It seems these class members have dreams not so different from our own, especially if we too had been driven to relocate to foreign shores by poverty, war or extremist politics.

Local fugitive nabbed after armed standoff in Texas Local robbery suspect Thurber facing charges across four states
David Daryll Robert Thurber By Roger Bianchini Warren County Report A fugitive from Front Royal was captured after a 4-hour stand-off with police in Texas on Sept. 27, 2013. David Daryll Robert Thurber, a 42-year-old Front Royal resident, led the Rockwall, Texas Police Department on about a 15 minute pursuit after the car Thurber was driving came back as stolen from Florida. After spike strips were deployed and brought the vehicle to a stop, Thurber barricaded himself inside the stolen car for 4 hours with two firearms, which authorities noted were also stolen. The Rockwall Police Department charged Thurber with 3 Felonies: Possession of a Firearm by a Convicted Felon, Evading Law Enforcement, and Unlawful Use of a Vehicle. According to an Oct. 4 Front Royal press release, Thurberâ&#x20AC;&#x2122;s â&#x20AC;&#x153;tribula-
tionsâ&#x20AC;? started here on Sept. 13 when he was charged by FRPD Detective Kevin Nicewarner of the Criminal Investigations Division, for Felony Grand Larceny. The FRPD investigation, including numerous interviews, concluded that Thurber had stolen a safe containing a substantial amount of cash and valuable coins from a local residence. As local authorities were closing in on him, Thurber began his magical mystery tour through the southeast, heading west. FRPD detectives tracked Thurber to St. Petersburg, Florida and then Memphis, Tennessee where the trail went cold â&#x20AC;&#x201C; at least until the stolen car tags were run by the Rockwall, Texas Police Department. Thurber is initially being held
in Rockwall as jurisdictions with charges pending against him jockey for extradition position. Thurber is alleged to have been a busy, little criminal bee during his flight across state lines. In addition to Front Royal,

Hill Street resident charged with felony eluding, DUI, resisting arrest
Bellinder Kassandra Jackson The Warren County Sheriff ’s Office reports that Bellinder Kassandra Jackson, 22, of 476 Hill Street, Front Royal, was arrested late Monday, Sept. 30th and charged with felony eluding, resisting arrest, and driving while intoxicated. WCSO Deputy Stephen Collins attempted to stop a small black passenger car on Commerce Avenue for speeding and driving erratically. The driver failed to stop and a short pursuit began. The pursuit ended with the vehicle crashing into a utility pole at Criser Road and Park View Drive. The driver, Bellinder Jackson was not injured in the accident. An 18-year-old passenger was transported to Warren Memorial Hospital by ambulance, where she was treated and released. The passenger was not charged in the incident. At the time of an Oct. 2 press release, Jackson was being held at the Warren County Jail without bond. – From a release

You can indeed, Eddy. And since I use the oak tree myself for shelter and food, this is a topic close to my heart. That you donâ&#x20AC;&#x2122;t mention seedlings coming up from previous years suggests to me that you live in one of our more rural areas where we wildlife gobble up the acorns before they have a chance to sprout. Now with the white oak, weâ&#x20AC;&#x2122;re talking about an especially outstanding citizen of our ecological community. Oaks in general
support an astonishing number of wildlife species. White oaks feed deer, raccoons, turkeys, mice, black bear, andâ&#x20AC;&#x201D;O yeahâ&#x20AC;&#x201D; squirrels. The disappearance of the American chestnut has made the oakâ&#x20AC;&#x2122;s acorns that much more important as a food source for wildlife. When I forget over winter where Iâ&#x20AC;&#x2122;ve buried some acorns, Iâ&#x20AC;&#x2122;m doing my version of what you want to do, Eddy â&#x20AC;&#x201D;starting new trees. When white oak acorns germinate, they develop their first root soon after they fall from the tree, and sprout a new tree the following spring. Look carefully for acorns that have started a root and you will be guaranteed it has germinated. (Acorns from the red oaks donâ&#x20AC;&#x2122;t germinate until the following spring.) You might consider setting up your nursery with protections from the likes of meâ&#x20AC;&#x201D;always on the lookout for new food to dig upâ&#x20AC;&#x201D;and my bird and deer buddies who will go after the seedlings when
JanandDanTeam.com they emerge from the ground next spring. By nurturing the oaks you will also be nurturing the wildlife already mentioned that use the oaks for food and shelter. In addition, the oaksâ&#x20AC;&#x2122; hollow areasâ&#x20AC;&#x201D;of both dead and live treesâ&#x20AC;&#x201D;provide nesting areas for chickadees, wrens, downy and hairy woodpeckers, flickers, owls, and bluebirds. Finally consider the many species of insects that also use the oak for food and shelterâ&#x20AC;&#x201D; walking sticks, katydids, gall wasps, and bees and stag beetlesâ&#x20AC;&#x201D;and the vast species of Lepidoptera (butterflies and moths) that provide food for birds, beginning in the caterpillar stage hosted by the oaks. So, Eddy, youâ&#x20AC;&#x2122;re dealing with a big plant and a big eco-issue by taking on the white oak. It can be a wonderful legacy for your future generations and mine.

The End? I Wish. Maybe she did. I donâ&#x20AC;&#x2122;t remember. I also donâ&#x20AC;&#x2122;t remember reading the words â&#x20AC;&#x153;â&#x20AC;Ś the first of an unforgettable series â&#x20AC;Śâ&#x20AC;?, but there they were on the inside front cover. Now what do I do? Iâ&#x20AC;&#x2122;d just bought two other books on line that Iâ&#x20AC;&#x2122;d been thinking about for months and was looking forward to finally reading. But now I couldnâ&#x20AC;&#x2122;t. Now I had to keep reading this stupid series to see what happens. Or did I? I finished the first book and told my wife that was it. There would be no book #2. I was mad at the author. Heâ&#x20AC;&#x2122;d tricked me. Not really, but I was still mad. I sort of knew how it all ended because thatâ&#x20AC;&#x2122;s how book #1 begins. Iâ&#x20AC;&#x2122;d be ok stopping now. I didnâ&#x20AC;&#x2122;t need to know everything that happens in between. Yeah, he ends the first one leaving me hanging, but thatâ&#x20AC;&#x2122;s ok. I know how it ends. I thought about it for a few days. Oh alright! I went to the library and picked up #2. I read it in four days, a personal record. It had an open ending as well, but that was ok, because I was all in now. One more and I was done. Or was I? When I went to the library for #3, I found out otherwise. Number three wouldnâ&#x20AC;&#x2122;t get me to the end either. There were more. I just didnâ&#x20AC;&#x2122;t know

I like books. I like looking at books. I like buying books. And sometimes, I even like reading books, but not as often as Iâ&#x20AC;&#x2122;d like to. Reading a book takes time and Iâ&#x20AC;&#x2122;m usually too tired or not willing to commit the time. When I decide Iâ&#x20AC;&#x2122;m going to, it takes me several days to get started. I have to think about reading a book before I actually read a book. And when I finish one, I need to let it soak in for several days before starting another. Ok, yeah, thatâ&#x20AC;&#x2122;s weird, I know. Just go with it. A few weeks ago, I looked through some of ours and picked one. After looking at the cover for a few days and thinking about reading it for several more, I actually got started. About two-thirds of the way through, something didnâ&#x20AC;&#x2122;t seem right. Thereâ&#x20AC;&#x2122;s no way the author was going to finish this story in the last 100 pages unless he skipped over a bunch of stuff. And that made me mad. I liked the story and didnâ&#x20AC;&#x2122;t want him to do that just to get to the end. And then I realized something. He wasnâ&#x20AC;&#x2122;t going to get to the end. Not in the next 100 pages. This was the first book in a series! A three book series! â&#x20AC;&#x153;Damn! I can barely read one book. Now I have to get through three.â&#x20AC;? â&#x20AC;&#x153;I told you it was a series,â&#x20AC;? my wife said.

Unlike estimated graduation rates, the Virginia On-time Graduation Rate takes into consideration student mobility, changes in enrollment, and promotion and retention policies and decisions. The Virginia On-Time Graduation Rate also provides flexibility for students with disabilities and limited-English proficient (LEP) students, who are reported as “ontime” graduates regardless of when they earn a diploma. For example, a student with disabilities who entered the ninth grade for the first time in 2007-08 and graduated in June 2013 would
be assigned to the 2009-10 ninth grade cohort and counted as an ontime graduate. Assistant Superintendent for Instruction Peter Vernimb says, “Each high school cohort is different, but we are pleased to see our on-time graduation rates continue to climb while the number of dropouts declines. Meeting individual student needs through student support services and academic interventions while classroom teachers work to make learning engaging for all students has resulted in more students earning a diploma or other credential within four years of entering high school. The administrators, teachers and support staff at each of our high schools are to be commended for the contributions they make each day to assure our students receive an excellent education and ultimately, receive a diploma or other credential.” – From a release
The Virginia Department of Education (VDOE) has announced that the on-time graduation rate for members of Frederick County Public Schools’ Class of 2013 was 90 percent. The rate, which is for students who entered the ninth grade for the first time during the 2009-10 school year, is up from the 87.1 percent rate reported for the Class of 2012 as well as the Class of 2011’s on-time graduation rate of 84.8 percent. Virginia’s on-time graduation rate for the Class of 2013 was 89.1 percent. Sixty-two school divisions, including Frederick County, had graduation rates higher than the state’s and 69 divisions had gradu-

Services for Furloughed Workers
The federal shutdown may extend into weeks and will affect many local families with Federal jobs locally and in DC. Furloughed employees will be without pay (some may receive pay retroactive to shutdown), many will be stressed and others may find their jobs eliminated due to the timing of this situation. United Way of Northern Shenandoah Valley wants to insure needed services during this difficult time and
its partner organizations are available to assist those affected by the shutdown. Heritage Child Development Center in Berryville reports that 19 governments workers are currently enrolled in their program. They are providing tuition assistance to affected families and have offered the option for families to remain enrolled or will hold their space up to 60 days if they choose to have their child at home. Youth Development Center will offer free gym and game room space to any family of a furloughed worker to come to their facility on Battaile Dr. to work out stress with physical activity or to use free WiFi. Concern Hotline is already receiving calls and provides a listening service for individuals needing support.
Shenandoah County Free Clinic and The Free Medical Clinic of Northern Shenandoah Valley will offer free medical and dental services to individuals who do not have health/ dental insurance and their reduced incomes put them below 200 percent of the Federal poverty level. In addition, Blue Ridge Legal Services has secured a Certified Navigator to assist local families to enroll in the new Affordable Care Act insurance program. Local service information can be accessed through the Statewide Information and Referral service by dialing 211 or by going to their website at www.211virginia.org . Celebrate National Pit Bull Awareness Day on October 26th with the Humane Society of Warren County. Come meet our Ador-A-Bull pit bulls available for adoption and learn more about this wonderful breed.
