The Smithsonian’s National Zoo celebrated International Cheetah Day Dec. 4 with 10 genetically valuable cheetah cubs, which were born at the Smithsonian Conservation Biology Institute in Front Royal last month. First-time mother Miti birthed a litter of seven cubs Nov. 12. Six of her cubs survived—five female and one
male. Experienced mother Ally gave birth to a litter of four cubs Nov. 26. Animal care staff have not fully examined Ally’s cubs yet but both litters are doing well. For now, staff are watching the cheetah mothers bond with their cubs via closed-circuit webcams in their enclosures. – From a release

Gideon Gilliam
Gideon Lamb Gilliam was a Lieutenant Commander in the US Navy. He served from February 1945-December 1953 active duty and he was accepted into the Navy Reserves serving until 1965 successfully completing 20 years of service and was able to retire. Gideon was in the ROTC at the University of North Carolina. In that day and age most young men and women enlisted because they wanted to serve their country. Gideon had 3 brothers that were also serving in the military. His 2 oldest served in the Army and the one older brother closest to Gideon served as a Navy pilot. Gideon also choose to serve in the Navy. Gideon served in WWII on the USS Massachusetts Battleship where he was stationed off the coast of Japan. During the Korean War he was on the USS Wisconsin Battleship where he was stationed off the north coast of Korea above the 38th parallel. Their mission was to bombard tunnels, bridges, and rail beds that were used to supply weapons to N. Korea and China. After the Korean war he was stationed on a fueling tanker, the USS Caloosahatchel. There he refueled ships off of the Mediterranean, by that time he was 1st Lt. When we asked Gideon, “Do you remember what it was like when you first arrived on a ship?” Gideon’s response, “Upon arriving on ship we reported to the Commanding Officer. Of course even after gunnery school, we were all a bit scared, but we knew why we were there and that was important.” Gideon’s job assignment was a turret gunner position. After enlisting in Feb. 1945 he went to gunnery school in Washington, DC. There he learned the ins and outs, or as much as they could teach them how to be a gunner, and how to operate t he 16” guns. Gideon said, “While on ship they learned a lot more.” Gideon’s position on the USS Massachusetts was in turret 2. On the ship there were 3 turrets which each housed 3 guns. Gideon’s specific job at first was in the powder hand for all 3 guns in the turret. Gideon did see combat during WWII while on the USS Massachusetts they mostly did ship to shore combat, but there was a time that a kamikaze plane was heading toward their ship then turned and went back. Gideon said, “ That was pretty scary.” One of Gideon’s most memorable experiences on the USS Massachusetts was when they were sailing in a formation with several other ships, they almost had a collision with one of the other ships but the proper measures were taken to correct the mistake and they were all ok. During his time in service Gideon traveled to Seattle, Washington, Japan, Sicily, Italy, France, Norway, & Scotland. When we asked Gideon if he recalled any particularly humorous or unusual event his reply was, “Yes, while aboard the USS Massachusetts, there was a time when we were transferring officers from one ship to another. A couple of my other buddies that I knew were on the USS Alabama. We used binoculars to see them on the other ship. My buddy and I from the USS Massachusetts used chalk to communicate with our friends on the other ship by leaning over the edge of our ship and writing a message while in turn the other guys did the same thing from their ship. The end of the communication was “Well, I guess we won’t be making it back to Chapel Hill for the Duke/Caroline game?” We at Loving Arms are dedicated to providing a nurturing family environment where individuals can continue their life journey with dignity, respect & integrity. Will Lieutenant Governor backfire on Democrats? By Sam Isaacs VCU Capital News Service
RICHMOND – While Terry McAuliffe and Ken Cuccinelli duked it out in the gubernatorial election, another race was being fought more quietly – one that could have a deciding effect on Virginia’s legislative system. Democratic state Sen. Ralph Northam faced Republican preacher E.W. Jackson for lieutenant governor. But GOP officials may have been smiling as Jackson lost, as polls predicted. That’s because Northam will have to give up his seat in the now-evenly-divided Virginia Senate – opening the door for Republicans to capture an outright majority in that chamber. In the one not very close statewide
election Nov. 5, Northam predictably defeated Jackson by nearly 233,000 votes, 55.1 percent to 44.5 percent. Following Northam’s victory, a special election will be called to fill the seat representing the 6th Senate District, which includes parts of Norfolk and Virginia Beach and the Eastern Shore. Norman Leahy, author of the politically conservative blog “Bearing Drift,� said the potential vacancy in the Senate is something neither party should take lightly. “I would hope that both parties have been thinking about this for a long time. They would be fools not to,� Leahy said. “If a Republican were to win Northam’s seat, which I think is possible, it would drastically change the way the General Assembly works up until 2015, when the

next Senate election is held.� In Virginia, the lieutenant governor presides over the 40-member Senate and casts tie-breaking votes in that chamber. Bill Bolling, the current lieutenant governor, has been able to capitalize on that role because of the 20-20 party split in the Senate. If a Republican wins Northam’s seat, the numbers would tilt 21-19 in favor of the Republicans. “Republicans in the past have used Bolling to help organize the Senate and cast votes in their favor. If that seat is taken by a Republican, they would have an outright majority, and the lieutenant governor would be nothing more than a figurehead role,� Leahy said. He said a shift in the balance of power could upset McAullife’s ability to govern. “If he [McAuliffe] wins and the Senate goes Republican, we would have a Democratic governor with an all-conservative legislative body. It would be very hard for Terry to get things done,� Leahy said. Northam isn’t the only statewide candidate vacating a Senate seat. Both candidates for attorney general – Democrat Mark Herring and Republican Mark Obenshain – are state senators. And with that amazingly close result leading to a recount, the verdict is still out on whether a
Democratic or Republican seat will become open. When a Senate or House seat becomes vacant, the governor calls a special election. Leahy said those campaigns can pose a challenge for political parties and candidates. “These elections happen in a very compressed amount of time. They take place during an absolutely terrible time for a political race – right around the holiday season,� Leahy said. “Running that race is going to be tough for either party, but I know the Republicans are going to put everything they’ve got into winning if Jackson loses.� The 6th District seat Northam holds has voted both Republican and Democratic in the past. From 1941 to 2000, the seat was held by a Democrat. But from 2000 to 2008, Republican Nick Rerras represented the district. While Leahy believes the seat is up for grabs by either party, Democratic Delegate Algie Howell disagreed. Howell has been a delegate since 2004, representing some of the same parts of Norfolk and Virginia Beach as Northam. He doubts a Republican will take the seat. “Anything is a possibility; it depends on who runs and how strong the candidate is. The district he [Northam] is in leans Democrat, so
I don’t see a chances of Republican winning as that great,� Howell said. Sen. Chap Petersen, D-Fairfax, also said he is optimistic a Democrat would win Northam’s seat. “His district is a good Democratic district. I know at least two great candidates for that seat – Lynwood Lewis and Paula Miller,� Petersen said. Sen. George Barker, D-Alexandria, also said he is confident in the Democrats’ chances to retain the 6th Senate District seat. “I don’t think Ralph would have ran for lieutenant governor if he thought there was a strong chance a Republican would take his seat,� Barker said. Ultimately, Leahy said it is hard to predict anything when it comes to special elections. Past voting patterns and the specific district can only tell so much. “If you look at history, some trends seem to be true. They work until they stop working. With a Democrat in the White House, Virginians assume the next governor will be a Republican, but it may not happen,� Leahy said. “It all comes down a party’s ability to get people out in a low-turnout election. It puts both parties to a test stand. A candidate stands as good a chance as anybody in those elections.�

He may be a lame-duck governor who has seen his final year in office mired in conflict-of-interest scandals, not to mention political infighting among moderate and conservative wings of his own party that saw an apparent Democratic sweep of five major state and federal offices in November – but “at least he’ll always have Paris�* – I mean, his 2013 Transportation Bill. On Dec. 3, Governor Bob McDonnell announced a significant development to ease congestion and increase safety on Interstate-64 in the Hampton Roads and Richmond regions. That development was the Federal Highway Administration (FHWA) signing off on the Final Environmental Impact Statement (FEIS) concerning the future widening of 75 miles of I-64 from I-95 in Richmond to I-664 in Hampton. As a result of the new transportation funding bill supported by the governor and passed by the General Assembly earlier this year despite stringent opposition from the libertarian wing of the state Republican Party, about $100 million is currently now available to widen a section of I-64 in Newport News. The FEIS identifies an alternative that allows adding lanes to a 75-mile stretch of I-64 between Hampton and Richmond. The currently available $100 million is earmarked to widen five miles of I-64 from Jefferson Avenue to Fort Eustis Boulevard in Newport News. This section would be widened by one lane and a shoulder in each direction, increasing capacity for nearly 100,000 vehicles that drive this section of roadway every day. The decision on whether to widen inside the median or outside the existing roadway will be made on a section-by-section basis and closely coordinated with localities. Sections of roadway will be improved as funding is made available. According to the governor’s office, VDOT is aggressively pursuing a design-build advertisement by mid2014. Money well spent? While supporters view the governor’s controversial 2013 Transportation Bill as a realistic way to deal with existing and projected traffic patterns and congestion in the commonwealth, ultra-conservatives opposed it as an unacceptable tax drain on citizens. Connaughton added in the governor’s office press release of Dec. 3. “We’re getting off to a good start by directing some of the new transportation funds to get the first segment widened.� VDOT Commissioner Greg Whirley also chimed in. “The federal approval follows several months of public review and input in addition to support by localities. Moving forward, VDOT will continue to work closely with the public and localities on I-64 improvements.� As for us up here in the Northern Shenandoah Valley, whether for or against McDonnell’s transportation plan, we are left to wonder when some of those approved transportation infrastructure dollars might find their way onto I-81 and I-66, on the latter say for an interchange some-

We asked if we could either turn them into letters to the editor or if the writer would care to. One did, and no one said no. So, they are published below with small grammatical changes only.)
The times they are … a shared history Dear Mr. Ed: Your special on the 50th anniversary of JFK’s assassination was timely, appropriate and impressive. The articles were obviously well researched and the thesis of suggested conspiracy in the murder of the President was well developed. Before Vietnam and Watergate our Nation was not only hesitant to question or not believe our government in matters of dire importance, it oftentimes considered such behavior as unpatriotic. It has taken us decades to remember Theodore Roosevelt’s admonition that dissent is patriotic and that it is unpatriotic not to tell the truth. President Kennedy’s assassination was horribly painful for most Americans. Then the assassinations of Martin Luther King, Jr. and Robert Kennedy followed in 1968. The sixties were turbulent, murderous and cultural revolutions tore at our very fabric under the cloud of a war that claimed nearly 60,000 American lives before America finally stood up against the unjustifiable slaughter. It is estimated that between one and two million Vietnamese were killed. It is from our cultural ‘wars’ of these times that Mr. Bianchini came to question the incredulous findings of the Warren Report. TV and movies have since desensitized America to the suggestion of conspiracy in the murder of President Kennedy and the conspiratorial web Mr. Bianchini weaves is not as heretical and upsetting to Americans as it would have been decades ago. America has become a different place. A few weeks ago Secretary of State John Kerry told America on ‘Face the Nation’ that he believed that the assassination of President Kennedy was a conspiracy. Yes, the times are still a-changing. On November 22, 1963, I was sitting in my high school US History class that was taught by my baseball coach. I remember nothing other than the principal coming on the classroom loud speaker and telling us that the President had been shot. We had the biggest football game of the year coming up on Thanksgiving and I do not remember if we had practice or how I got
home. I do remember going out that evening with a teammate to a drugstore to get a bite to eat. Alexandria was like a ghost town and the drugstore was almost empty of people and eerily quiet. We went up to the counter, sat down and the waiter told us in almost a whisper that the counter was closed. The only other person at the counter was a man a few stools down. He had an empty cup of coffee, a full ashtray of cigarettes and he was crying. Good job, Mr. Bianchini.

A general unease Roger, I just finished your article about Kennedy and wanted to say that I really enjoyed reading your thoughts. I was a bit younger at the time but had my own battles with classmates, although the one I most recall regarded an argument during the election about Kennedy’s faith and how it would influence him. This was in northern Indiana, a state where the KKK, in their time, was just as upset about Catholics as they were about blacks. I expect we share the same sense of unease about government and the general direction of the country. Although I am a registered Democrat, I feel there are plenty of ignorant and misguided players on both sides, the Dems just a little more empathetic and representative of people’s needs. Robert Kennedy said it best – “Do they really expect me to believe that one man killed my brother?” Speaking of Robert, in 1968 we were still hot and heavy in Vietnam and I think “they” used the murder of Dr. Martin Luther King, Jr. – Robert Kennedy having been the only public figure able to settle the nation down after King’s killing – to kill Robert too, and make that assassination seem associated with civil rights and other issues than the military giant we were becoming. I grew up right outside the north end of Washington, D.C. and saw many things by being in such close proximity to the nation’s capital. And it pains me to know that the generation in school today will never remember John Kennedy; and that we seem again, doomed to repeat history. Thanks for your article and thanks for listening. UDA designation. I would much prefer that the UDA had been directed at redevelopment and infill rather than creating beautiful new communities at the town’s limits. I would like to see a good chunk of the projected population growth accommodated by redevelopment and infill housing, with significant commercial use directed towards the remediated Avtex site (which comes complete with existent rail access and renewed road access to Rte.66). Admittedly my concern is somewhat selfish - as a homeowner I am concerned that our house will lose value - but I also regard the town as a whole. I think that if development moves to the town’s outskirts stagnation will increase downtown and in existing residential neighborhoods. It reminds me of the all-too-familiar pattern of residential flight, but in this case (inadvertently) mandated by the state. The Envision Front Royal process identified “aging infrastructure” as the most common participant concern. Redevelopment could finance renewed infrastructure. Sadly, as now planned I believe that the UDA will divert economic activity away from Front Royal as we know it today.

These guys are serious about what they are doing. Hrbek -- and I should not have left this until last, but if you’ve read this far, read on -- provided statistical data which indicates that BNI is a tightly run ship that really, really has an impact on the business community. One of the bywords of BNI, which you hear often as member recitations proceed around the table (I counted 53 in attendance, no breakfast or coffee served) , is “referrals.� Obviously taken from the small squares of paper passed around the room among 33 members which boast of successful business contacts, Hrbek’s report indicated that: since the Front Royal chapter started in 2006 (who knew?), there have passed between members

Local thrift shop offers holiday shopping for children and adults By Sue Golden It’s holiday time at your local Blue Ridge Hospice Thrift shop. Lots of plans are in the works for raising funds during the upcoming holiday season. Friday, December 6th, from 4 pm until 7 pm, the Stephens City store at 760 Warrior Drive is having its kids’ party. Santa and Mrs. Claus
will be paying a visit to the store to hear the little ones holiday wishes. A special children’s shop is set up in the back. Kids can do their own Christmas shopping where items are no more than one dollar a piece. The choices are terrific. There are toys for brothers and sisters, including Barbies, marbles, games and action figures. There are ties, coffee mugs,

I get excited when I read the words ‘Origin Scan’, ‘In Transit’, and my favorite, ‘Out for Delivery�. For me, tracking packages is more exciting than getting packages. “Your stuff is in St. Louis ,� I’ll tell my wife. “It should be here Saturday. And those pears we love? Sometime tomorrow.� She just gives me that look. But that’s ok. I know it’s a little weird, just like me. With all the hustle and bustle of the holidays, sometimes I’m up for a little competition. And that’s when I’ll order stuff from two different companies on the same day, just to see which gets here faster. And who doesn’t like getting things early? That would be me. Getting a package a day early means one less day to track it. One less day of excitement. “I don’t want it Wednesday!� I’ll tell the company. “I want it Thursday. The day it’s supposed to be here.� If it does arrive early, there’s really only one way to get over the disappointment. Buy something else and start all over. My biggest thrill is looking outside and seeing that delivery truck pull up the driveway. I run to the window and watch as the driver emerges from the truck holding my box. The box I’ve been tracking all the way from Lexington to Roanoke to right here. And when he sets it by the door? It doesn’t get any better than that. “Welcome home package,� I’ll say as I wipe away a tear. “Welcome home.� The author even tracked his wife’s plane the other day. The Whig Party is back, seeking to bridge partisan fighting By Lucy Westcott Capital News Service
WASHINGTON - The Whigs, the 19th century political party that disbanded before the Civil War over the question of slavery, is trying making a comeback as the voice of reason between embittered modern day Republicans and Democrats. In Philadelphia, the election of Heshy Bucholz, a software engineer and first candidate to run and win as a Whig in that city in 157 years, has brought national attention to the party and spurred hundreds of new members to sign up. In Maryland, where the Whigs held four of their national conventions in
the mid-19th century, the hub of the renaissance is in Cecil County. Tim Zane, a registered Republican and a former vice president and senior cash manager at a large international bank, is in talks to be in charge of the Maryland branch of the new and improved Modern Whig Party. Like Maryland, Idaho, Arizona, Virginia and Hawaii are seeking new chapter leaders. There are about 200 members of the Modern Whig Party in Maryland, and another 200 support the group by receiving its newsletter. Maryland would benefit from a third party because of its problem with representation, Zane said. “Maryland has two major parties
and two minor parties. It’s a strange way of looking at it,” Zane said. The major parties, in Zane’s view, are the progressive Democrats and moderate Democrats, while moderate Republicans and conservative Republicans form the minor parties. He cites tax increases, including Gov. Martin O’Malley’s infamous “rain tax,” a stormwater fee, as evidence that a Democratic monopoly on decision-making is bad for Maryland’s citizens. “Everything in Maryland is controlled by the counties between Baltimore and Washington,” Zane said. After a century and a half of dormancy, the Modern Whig Party was relaunched in 2007 by veterans of the Iraq and Afghanistan wars, and claims 30,000 members. Historically a party of compromise, the Whigs believe in incorporating ideas from multiple viewpoints to arrive at the best solution. Modern Whigs favor allowing issues to be decided at the state and local level, painting themselves as the party of logic, research and reason. The Whigs see themselves in stark opposition to the two main political parties, which brought about the recent government shutdown. In Washington today, “one side shuts down so the other side doesn’t

talk,” said Brendan Galligan, chairman of the New Jersey chapter of the Modern Whig Party, and an elected school board member in Westfield, N.J. Galligan’s own foray into Whigism began after he discovered the Westfield, N.J., school budget had increased by nearly 30 percent in five years. Propelled into action, he ran unopposed as an independent in 2012 and was elected to the Westfield School Board with 7,000 votes at age 23. “They haven’t done anything for a couple hundred years, but let me click on their link,” Galligan said about his discovery of the Whigs. An electrician working in New York City, he was recently re-elected to a three-year term, coming second by 200 votes among four candidates. “The old Whigs were about building the country. Now it’s about helping us from falling apart,” Galligan said. A historical comparison between the old and Modern Whig Party is difficult because the United States is dealing with a completely different set of issues, said William Anthony Hay, an associate professor of history at Mississippi State University, and author of a book on 19th century Whigs. “It is a rebellion against gridlock in Washington,” Hay said. But that doesn’t mean the party will resonate today.

While they date back to 17th century Scotland, the American Whig Party was originally formed in 1833 to oppose what opponents saw as President Andrew Jacksonâ&#x20AC;&#x2122;s imperialist presidency and government expansion. The party split just before the Civil War over issues like stateâ&#x20AC;&#x2122;s rights and slavery. As a moderate party that tried to appeal to as many people as possible, its lack of concrete ideology seemed to contribute to its implosion. Many northern Whigs went on to form the core of the Republican Party, while southern Whigs turned to the Democratic Party. â&#x20AC;&#x153;The Whigs â&#x20AC;Ś can claim to be the
first real party of the people,â&#x20AC;? said Andrew Evans, national chairman of the Modern Whig Party, who counts Abraham Lincoln and John Locke among the partyâ&#x20AC;&#x2122;s notable alumni. â&#x20AC;&#x153;We are very proud of our history. We are a rebirth,â&#x20AC;? Evans said. â&#x20AC;&#x153;Weâ&#x20AC;&#x2122;re not trying to take everything back to the 19th century, thatâ&#x20AC;&#x2122;s crazy.â&#x20AC;? A final death knell for the Whig Party was at its last official convention in 1856. The candidate nominated for vice president was Andrew J. Donelson, the nephew of â&#x20AC;&#x153;King Andrewâ&#x20AC;? Jackson, the president the party was originally created to rally against. The Whigs went into hibernation, and are now trying to re-emerge on the political stage as a third option for beleaguered voters. During the government shutdown
in October, a Gallup poll found that 60 percent of Americans asked believed a third party was needed. Only 26 percent of those asked believed the two main parties adequately represent Americans. â&#x20AC;&#x153;Thereâ&#x20AC;&#x2122;s not a need for more parties. Thereâ&#x20AC;&#x2122;s a need for Americans to have options that can really represent them,â&#x20AC;? Evans said. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s about competition, as well. The quality of the product improves, the price goes down. Things are supposed to be better. Politics is the same.â&#x20AC;? Interest in the Modern Whig Party coincides with public malaise at the gridlocked two-party system, Evans said. The party saw an uptick of new members during the recent government shutdown, and following the election of Bucholz to Judge of Elections in the Rhawnhurst section of
Politics Philadelphia there were 2,500 new Whigs in two or three days. Bucholz garnered national attention as a breakthrough candidate in a political climate of near-constant partisan fighting, and won by 36-24 votes. Evans was â&#x20AC;&#x153;a little surprisedâ&#x20AC;? by Bucholzâ&#x20AC;&#x2122;s victory.
â&#x20AC;&#x153;Since we have two major parties here, I definitely think that a third party could mediate and move conversation,â&#x20AC;? Bucholz said. But even three parties might not be enough. Galligan believes the U.S. should adopt a five-party system, with the Socialists and Democrats on the left, the Whigs in the center, and the Republicans and Libertarians to the right of the spectrum. Multiple parties would allow people to caucus together, Galligan said. â&#x20AC;&#x153;Iâ&#x20AC;&#x2122;ve seen 4-year-olds in a minivan act betterâ&#x20AC;? than politicians in Washington, Galligan said. Humane Society and Petco team up for Pit bull awareness - & fashion On October 26, the northside Warren County Petco and the Humane Society of Warren County teamed up for an adoption drive and a Halloween-inspired pet Costume Party Fashion Show. HSWC Director Lavenda Denny reports that the Petcoassisted “Pittie Party” adoption event resulted in 10 pit bull adoptions, as well as the spay/neutering of 20 more pits. Denny explained the events came in wake of a $4,000 grant from the Petco Foundation to educate and celebrate the American Pit Bull Terrier by counteracting misinformation about this historical and beloved breed. The Petco Foundation grant will be used to fund breed specific educational resources, spay/neuter assistance, adoption specials and rehabilitative services. “These are resources that allow us to go above and beyond our everyday operations are vital to helping us making our vision come to life in Warren County. This is going to be a great month for American Pit Bull Terriers in Warren County.” said Lavenda Denney, Executive Director of the Humane Society of Warren County. And while it was a big day for the pit bulls present and up for adoption, they did not pull in any of the top costume honors. – Darn Luda, I thought sure there’d be a Redskin fan or two judging the contest; and Johnny was looking pretty regal too.

The people’s choice – at least mine – for winner was this ‘Catfish’ who dared to face off with the doggies. Actually, according to owner Carol, Dennis the cat was a mermaid, indicating another daring move – pet costume cross dressing.

Former Wayside Theatre artist scores role in D.C. on-stage at the Wayside at the Christmas show, and at the kids’ own annual presentations, one of which was the last production ever shortly after the 51-year-old professional theater closed its doors Aug. 7 without notice. In a recent interview, Savaiano said she would be “staying with various actors who worked at Wayside over the years and always said ‘if you ever get a show in D.C. you can stay with me’.” Well, she’s here, and promises to visit old friends in the Winchester-
From left are husband and wife Warner Crocker and Thomasin Savaiano By Malcolm Barr Sr. Warren County Report Thomasin Savaiano, talented and popular “leading lady” at the old Wayside Theatre for almost 15 years, begins rehearsals Dec. 9 for the Washington, D.C., premiere of the London hit, “The Old Masters,” opening Jan. 6 at the Washington Stage Guild Theater. Savaiano, who with husband Warner Crocker, the Wayside’s artistic director, resigned from the local theater shortly before its closure last summer and returned to her native Chicago, calls her appearance in the play “ironic” in that, while living within 70 miles of Washington, her
previous attempts to “crash” the capital’s theater scene were unsuccessful. The play is set just prior to World War II in Europe in an Italian villa outside Florence where lives famed art critic Bernard Berenson, his wife, and his secretary/mistress (Ms. Savaiano). The “old masters” of the play’s title and the authentication/ ownership/sale thereof are the center of the play’s plot which features two other actors, to complete the cast of five. Previews are scheduled for Jan. 2. The play runs through Jan. 26. Savaiano also became well known in the Valley for her work with children, developing their acting talents which, in many cases, were displayed

For Republican Mark Obenshain,

after the election of a precinct in Richmond thatâ&#x20AC;&#x2122;s votes had not been counted, meant TREAT. Between Monday, Nov. 11 and Tuesday, Nov. 12 when provisional ballot counting in Fairfax ended, Herring went from a 17-vote deficit to a 164 vote lead that actually was certified as 165-vote margin on Nov. 25. The final count was Herring, 1,103,777 to Obenshain, 1,103,612. If after the Nov. 25 vote certification deadline the margin is under one percent, the loser will have the option of calling for a recount. The 165-vote difference of 2,214,861 votes cast (there were 7,472 writeins) is 1/100th of a percent. And on Nov. 25 as the result was certified by the Virginia Board of Elections, Obenshain quickly filed for the anticipated recount. At stake is control of an office Republicans

events propelling Herring into the lead, Republicans raised equal-protection issues over the provisional ballot-counting process in Fairfax County. That process gave voters until midnight, Tuesday, Nov. 12, to provide valid ID or other necessary verification after casting provisional ballots on Election Day. Many voting districts, including Warren County, had a Friday, Nov. 8 deadline to verify provisional ballot identities. Of the 269 provisional ballots counted in Fairfax, Herring won 160, increasing his lead by 57 votes.

Virginia STATE, from 21 Fairfax County Electoral Board officials issued a statement saying it “followed the letter of the law as we understand it” regarding provisional ballots. Political play The candidate trailing after a recount could formally contest the result, which would put a decision in the hands of the state Legislature.
While some political observers called the likelihood of such a scenario, major media outlets quickly blasted the potential of Republicans trying to put a final decision in the Republicancontrolled state legislature’s hands, rather than voters’. Following the Nov. 25 certification by the state Electoral Board of Herring as the winner of the AG race by a 165-vote margin, Virginia’s Democratic Governor-elect Terry McAuliffe congratulated Herring, adding an “I hope you go away soon” pat on

The day after Obenshain filed for a recount as soon as the result was certified by the state Electoral Board, Herring’s camp issued a press release pointing out, “In the last decade, only one-tenth of a percent (0.1%) of statewide races across America have been altered by a recount (3 of 3000 races). But if you’re Obenshain, with a tenth-of-a-percent chance with a hundredth-of-a- percent deficit – hey, WHY NOT?!!? However, state Democrats point out that in all three cases in which recounts changed the result following state certification of the vote, the Democratic candidate won. Those were Governor Christine Gregoire in Washington, Senator Al Franken in Minnesota, and Auditor of Accounts Tom Salmon in Vermont. And by further coincidence, Herring is represented by the same attorney and legal firm, Marc Elias and Perkins Coie, that represented both Governor Gregoire and Senator Franken in their recount efforts. It was also pointed out in the Nov. 26 Herring press release in response to Obenshain filing for the recount, that a 2005 recount in the Virginia attorney general’s race “only moved 37 votes.” Herring’s camp also noted that since the 2005 recount “several changes have been made to Virginia’s election laws in an effort to address actual or potential problems” in vote tabulation. Be that as it may, Obenshain and state Republicans will be hoping to uncover 166 missing Republican votes or electoral improprieties that would alter the vote totals that gave Herring a razor-thin 165-vote margin out of a total 2,214,861 votes cast statewide for attorney general. Were that to happen, one can only wonder at the decibel level the outcry from Democrats already suspicious of Republican efforts to alter voter ID laws in Virginia and elsewhere across the nation might reach.

Council ponders next move on new police station Council reluctant to alter sergeantâ&#x20AC;&#x2122;s pay scale due to â&#x20AC;&#x2DC;MPOâ&#x20AC;&#x2122; inequities

By Roger Bianchini Warren County Report At a Dec. 2 town council work session, representatives of the BKV Group architectural and engineering consultants presented an update on the status of design plans for the proposed town police headquarters scheduled for construction on 5.2 acres of the Avtex-Royal Phoenix parking lot off Kendrick Lane at the intersection with Monroe Avenue. Council must now decide whether to proceed with BKV or look toward
other contractors to complete the project. And while there were many questions, it did not appear there was any substantial dissatisfaction with what the BKV Group has developed to this point. And what they have developed is a tentative one-story building design at an estimated cost of $3.9 million that will lie on 2.2 acres of the 5.2-acre parcel. With a four to five-month design and bid process and 10-month buildout, BKV projects an occupy date of June 1, 2015. Of course all this depends on final approval of the sale

Town officials commented that they were asking the EDA to request that lagging official response from the seven involved organizations. The quoted purchase price for the land is $36,680, at $7,000 per acre. The town might want to expedite the entire FRPD headquarters process seeing is they have just begun a $4,000 a-month rental from the county for the old Warren County Sheriff â&#x20AC;&#x2122;s Office headquarters. FRPD Chief Norman Shiflett told us he hopes the department will be moved in within the next week or two. Already having been forced to relocate some departments due to space constraints, the move of the entire police department became necessitated by the discovery of mold in the lower level ceiling, as well as asbestos residue in the building. As discussion of stakeholder approval of the Avtex site concluded, Councilman Tom Sayre said, â&#x20AC;&#x153;Iâ&#x20AC;&#x2122;m confident enough to go ahead and approve this site right now.â&#x20AC;? â&#x20AC;&#x153;Weâ&#x20AC;&#x2122;ve already done that,â&#x20AC;? Among the council comments heard was that the buildingâ&#x20AC;&#x2122;s roof not be flat â&#x20AC;&#x201C; â&#x20AC;&#x153;people build flat roofs to put stuff on and there shouldnâ&#x20AC;&#x2122;t be anything up there but shingles,â&#x20AC;? Councilman Tharpe observed. Gene Tewalt asked for a three-dimensional scale model of the final building design before council approval. BKV reps said they could go one better, and give council a threedimensional tour of the proposed facility by computer. Bret Hrbek said the town wanted a final design that would not only be functional to police work, but also â&#x20AC;&#x153;something the town can be proud of.â&#x20AC;? BKV officials concurred â&#x20AC;&#x201C; â&#x20AC;&#x153;This is your building â&#x20AC;&#x201C; you tell us what you want and weâ&#x20AC;&#x2122;ll make choices based on that and proceed at the best cost for you.â&#x20AC;?

Shiflett explained that two sergeants who predated the MPO program found themselves on the short end of the salary stick through no fault of their own, essentially other than that they were sergeants earlier than others forced to meet newly-implemented MPO standards. Council adopted the MPO program during the final year of Shiflettâ&#x20AC;&#x2122;s predecessor, Richard Furrâ&#x20AC;&#x2122;s, tenure. Chief Shiflett explained that the impacted sergeants were actually
making less money than some officers they supervise during various shifts. The existing sergeantsâ&#x20AC;&#x2122; pay scale is $42,868.60 to $67,204.80. Shiflett was asking that scale be raised to $57,000 to $72,000. However, after looking at comparable pay scales in three surrounding jurisdictions several councilmen balked at the request. Only Winchester Cityâ&#x20AC;&#x2122;s police scale was markedly higher, ranging from $47,756.80 to $76,419.20. FRPD sergeantsâ&#x20AC;&#x2122; scale was almost identical to Harrisonburg Cityâ&#x20AC;&#x2122;s $42,868.80 to $67,204.80; and higher than Culpeperâ&#x20AC;&#x2122;s $41,838 to $66,934. resistance, stating that if council were to raise pay scales for the police department, it should also do so for other departments who have seen little, if any pay increases in recent years. However, since there was some sympathy for the two sergeants making less than those they supervised, an alternative was suggested. That suggestion, grandfathering the two impacted officers pay rates to the MPO scale, appeared to be a compromise favored by a council majority. My pre-meeting hallway suggestion was to avoid confusion and drop the MPO designation altogether. However, I was assured by the chief the program had value in expanding officer training parameters. Okay, okay, I admitted to being thus far reluctant to use the â&#x20AC;&#x153;MPOâ&#x20AC;? designation before FRPD officersâ&#x20AC;&#x2122; names â&#x20AC;&#x201C; mostly I think because I misread it as â&#x20AC;&#x153;MBOâ&#x20AC;?. Horse slaughter standardization WCHS grad Allyson Fox points the way for Congress

Alyson Fox with Dooley, following a jumping competition By Malcolm Barr Sr. Warren County Report Alyson Fox graduated from Warren County High School and began a college career at Virginia Tech this year. Her aim is to become a veterinarian, specializing in large animals (read that as horses). Having been involved in thoroughbred racing for a portion of my life, I first quizzed Alyson on her career path during an April interview for a Front Royal Rotary Club scholarship (which by the way, she won). She said her interest in horses goes
back to childhood, first taking riding lessons at age eight. She continues to be active on the horse show/jumper circuits. The daughter of Alan and Sue Ann Fox and older sibling of Even (14) and Lauren (12), the 18-year-old Alyson described a lengthy and wellresearched paper she wrote as part of her high school curriculum that proposes a revised government law dealing with the humane slaughter of horses, a highly controversial subject that only the federal government can do anything about. A well-intentioned law outlawing
horse slaughter in the United States became effective in 2006. As a Thoroughbred owner and breeder at the time, I supported that bill which while intended to protect equines from inhumane treatment, had the opposite effect, as Alyson’s draft bill illustrates. That law was repealed in 2011. However, no effort has been made since then to overhaul the American system of horse slaughter which, Alyson points out, “is critically outdated.” So, it has been back to ground zero on the issue of the inhumane treatment of many horses as they approach their end. Allyson’s proposal would standardize the methods of horse slaughter, and most importantly establish equine transportation laws to prevent horrendous treatment of horses destined for slaughter houses in Canada and Mexico, as well as here at home. It would protect the welfare of unwanted, sick, injured or otherwise unhealthy equine stock. According to American Horse Council estimates, there are about 9 million horses living in the United States. Of that number, 170,000 can be classified as “unwanted” for reasons that the American Veterinarian Medical Association includes: 1) An owner’s inability to afford the cost of upkeep; 2) dangerous or injured horses (lameness or illness) for which owners are unwilling or unable to

provide care. “Horse slaughter is a major moral dilemma as a direct result of people viewing horses as pets, and not livestock,” Alyson says. She suggests passage of her proposal, or something along the same lines, would “not ultimately cost the federal government money ... instead it should save money in the long run.” She quotes worldwide authority Dr. Temple Grandin (an autistic child who rose to become a professor of Animal Sciences at Colorado State University) to allay general concerns of American horse lovers “that a horse cannot be slain humanely.” Dr. Grandin’s recommendations are included in Alyson’s proposals for federally-mandated rules. This bill is ultimately looking out for the welfare of the horses AND people who own them, Alyson told us. In my opinion, this first-year Virginia Tech student’s 12th grade rendition is worthy of high level consideration. Unfortunately, due to its length, this newspaper is unable to reproduce the draft in its entirety. But a copy of Allyson’s proposed bill, heavily sourced, is obtainable by contacting me through this newspaper. I recommend any or all of our congressional delegation take a look at it and perhaps introduce it for the sake of our horses during the next congressional session. Perhaps our readers could get this ball rolling by forwarding information about this story or Allyson’s proposed legislation itself to their U.S. representatives, including Virginia Senators Mark Warner and Tim Kaine. And if Allyson’s draft bill isn’t perfect, which she admits (after all, it was written by a high school student), it is more than Congress and the U.S. Department of Agriculture, responsible for administering such laws once passed, have done since
their first ill-conceived shot was rescinded two years ago. And it is built upon the lessons learned from that failure. If Congress and the Agriculture Department have been unable to find the will and purpose to act on those lessons, a recent Warren County High School graduate and current Virginia Tech freshman has – and has pointed the way forward for her elders. Now all our legislators have to do is be willing to listen, and try again Postscript In an 8-page, Nov. 4 article titled “Beastly Appetites – the animals we love too much to eat” – The New Yorker Magazine echoed some of the concerns mentioned in this story – which we apologize for having in a longer version on the shelf for several months – or we would have scooped “The New Yorker.” DARN! (Note: In 2009, the writer retired from a 21-year career in the Thoroughbred racing and breeding industry. His major concern over that period was the “homing” of injured or sick horses in his care. Only two of some 150 horses in his jurisdiction were euthanized due to injury. Others were found homes on farms in New York State,Virginia and Maryland)

Commonwealth Assisted Living announces expansion of Southerlands
The Southerlands, a Commonwealth Assisted Living community, has been providing Assisted Living to seniors in Warren County since 1996 with a variety of services, amenities and care option. “We realize there is a growing need in the community for high quality care for those experiencing memory losses,” shares Richard Brewer, Chief Executive Officer of Commonwealth Assisted Living. “Expanding The Southerlands to offer our award winning ‘Sweet Memories™’ Memory Care program will give family members a much needed alternative for care. Able Forces adopts warrior families for Christmas Program brings real meaning of Christmas to 25 veterans in financial crisis
Skip Rogers, Co-founder and Executive Director of Able Forces in Front Royal is thrilled to be able to help Veterans at Christmas. By Carol Ballard Sadly, many of our Veterans and their families are in financial crisis this holiday season, but folks from Able Forces have taken it upon themselves to adopt one Warrior family from each of the five military services and provide everything needed for a traditional Christmas. “The primary objective is to help our guys. We deal with people in immediate financial need every day, but this program touches your heart because this is what Christmas is about; giving with love,” said Skip Rogers, who co-founded Front Royal’s Able Forces with Joe Cunningham. And, by the way, “guys” includes women vets. “Each family will receive a Christmas tree, a complete dinner that can serve up to eight people, stocking stuffers, and presents for the entire family. Each child will receive up to five gifts off a ‘wish list’ the parents have provided, and our military member and their spouse will also receive a gift,” Through their companies, Able Forces and Able Forces Professional Services, Cunningham and Rogers help veterans throughout the year. Their mission, according to their website, “is to provide career-oriented employment exclusively to veterans with significant disabilities, with an emphasis on Wounded, Ill, and Injured warriors living with physical disabilities, Post Traumatic Stress, and Traumatic Brain Injury.” Able Forces Professional services can employ both disabled and non-disabled veterans. When they decided to take on this project for the first time this year, Skip contacted a wide network of or-
ganizations. “I do a lot of work in the community and have a big email list of people I work with, and use Facebook and LinkedIn. I’ve been overwhelmed by the response,” he said, smiling happily. The goal was to help five families, but contributions have exceeded all expectations and there is enough donated money to add 20 more families to the list. They will receive a more modest amount, but more donations can boost that number. Rogers and Cunningham contacted their Advocates in each of the military branches for names of members who are in financial crisis right now. An Advocate is someone who work closely with the veterans and would know who really needs the help. “They provide us with the actual Warriors, so we know someone is not just running a line on us-that these are really people in need,” Skip said. They’ve identified 20 new families in this area and Washington DC. Each family will receive $100-200 in the form of Wal-Mart gift cards, and will all get the same amount. With more donations, the amount will in-
crease. Pretty much everything required for a basic Christmas event can be found at Wal-Mart-a Company that sells trees, presents and food. “To one person, $100 may not mean much, but it can change someone else’s life,” Skip observed. He spoke with one of the five original recipients who is a wounded former Marine. He really had a difficult year. His wife died and he lost his home. He and his seven children moved in with his mother, but even while receiving disability assistance, he is struggling. “I’m not able to scrape by,” he told Skip and was embarrassed that a former proud Marine had to ask for help. “I have seven children and have nothing,” he said. “It brought tears to his eyes. He’s kind of sick over his life situation, but this will make his Christmas,” Skip noted. “We will absolutely do this every year from now on,” he added. Able Forces’ office staff, which includes co-founder and Executive Vice President Joe Cunningham; Skip’s wife Kathy; their daughter Lisa Salomon; Kim Lynch, and veteran Steve Carter, have been busy working on getting gifts, doing shopping and collecting wrapping paper this week. By next week, the trees, gifts and money for meals will be sent to the five designated families-in some cases, hand-delivered. One of the San Diego Advocates has volunteered to take the tree, food, wrapping paper and gifts sent by Able Forces and drive it about 125miles up to a woman Navy Veteran in Los Angeles, and pay for his own gas. “We’re all here to support it. That’s our gift to the program,” said Skip with pride. Skip stresses that 100 per cent of all the donations received for the “Adopt a Warrior Family for Christmas” Program will be used only for that, and nothing will be taken out for operat-

ing expenses. For example, PayPal, while very convenient, charges a three per cent fee. “We pay all those fees,” Skip said. “Many non-profits get donations, but a lot of that goes for overhead. You may give one dollar and only sixty cents or less will go to the cause,” he said. “We feel so proud that every dollar donated goes to support this cause. We want to be transparent. We’ll publish exactly how much was brought in, how much went to the adopted families, who the private donors and what the sources were,” he said. For their first four years in Front Royal, the company maintained a small crisis fund that was available for immediate needs like food, baby items, or gas for their car so they could get to work, but they wanted to do much more this year. “We don’t know the families, don’t need anything from them,” he said. Both Rogers and Cunningham are Vietnam-era veterans, and their
companies; Able Forces and Professional Services employ only veterans. Their motto is “Focusing on the Warrior, not the wounds”. Over the last four years they have employed 80-90 vets. “We serve as a bridge. When someone gets out of the military, we may give them their first job, and many go on to better jobs,” he said. All donations contributed between November 12 and December 15 will go directly to support the Christmas Program. And there are several ways to donate. There’s a link to PayPal on their website, and checks are also welcome, with a note designating it for the Christmas program. “Or they can just swing by the office,” said Skip. Dear Joe, Now thatâ&#x20AC;&#x2122;s a good question. Letâ&#x20AC;&#x2122;s back up a little bit and start by saying this, things in the plant and tree world can be named for various reasons. So, sometimes a tree or a shrub can fall into several different categories. This often can be confusing. Letâ&#x20AC;&#x2122;s lay the ground work for this question and give a few quick definitions. Letâ&#x20AC;&#x2122;s start with your big brotherâ&#x20AC;&#x2122;s conifer. A conifer is a tree or shrub with separate male and

Now letâ&#x20AC;&#x2122;s define your momâ&#x20AC;&#x2122;s evergreen. An evergreen is a tree or shrub that has leaves in all four seasons. Most importantly, these leaves are green for all four seasons. Now an evergreen does lose its leaves throughout the year. It just doesnâ&#x20AC;&#x2122;t lose them all at once like a leafy or deciduous tree or shrub. A deciduous tree or shrub loses its leaves or foliage during the winter or in some parts of the world, during the dry season. An evergreen loses its leaves so gradually that it is basically able to maintain its leaves throughout the year. So far, most conifers also fit into the category of an evergreen. Letâ&#x20AC;&#x2122;s start with your pine tree: pine trees are evergreen, coniferous, resinous trees. They are, in fact, conifers in the genus pinus in the family pinacae. All of that is just a fancy way of saying that, a pine tree is a conifer because it has separate pollen and seed cones. It is also an evergreen because it keeps its leaves and they
stay green in all four seasons. Now to make matters a little more confusing, way, way back in the old days, pine trees were called firs. The National Christmas Tree Association (NCTA) ranks the Top 10 Christmas Trees for North America. Most of these trees can be found in Virginia. Just for fun, see if your tree is on the list: (1) Fraser Fir, (2) Douglas Fir, (3) Balsam Fir, (4) Colorado Blue Spruce, (5) Scotch Pine, (6) Eastern Red Cedar, (7) White Spruce, (8) Eastern White Pine, (9) White Fir,and (10) Virginia Pine. It is estimated that about 23 % of consumers will purchase a live Christmas tree from a Tree Farm, just like you and your family are doing. We are lucky to have several great Christmas Tree Farms right here in our northern Shenandoah Valley. I hope this helps to clear up the confusion in your house. No matter what you call it, a conifer, an evergreen, or a pine, I am glad you plan to focus some of your holiday celebration around a tree. Thanks for the question and happy holidays to all.

Hugh Henry to replace Mark Bower on planning commission
Outgoing Fork District Planning Commissioner Mark Bower By Roger Bianchini Warren County Report Speaking of neat and clean (and trust us, we were at the end of another county story), it appeared that long-time County Planning Commissioner Mark Bower’s tenure was given a rather neat, if not exactly clean ending following a 10-minute closed session of the Warren County Board of Supervisors on Dec. 3. At 10:07 a.m. the board adjourned to consider the pending Dec. 31 ending of the terms of two planning commission members, Bower and Robert Myers, and County Social Services Board member Christine Holman. At 10:17 a.m. the board came out of closed session to reconvene the regular meeting. And while Myer and Holman were reappointed unanimously, the motion to fill Bower’s seat took an unexpected turn. North River Supervisor Dan Murray opened
the motions by nominating Hugh Henry to the planning commission. After a second by Linda Glavis, Henry’s nomination was unanimously approved. When Myers’ reappointment on a motion by Tony Carter followed, it was obvious Henry had been nominated to replace Bower as of Jan. 1, 2014. We later queried Murray whether Bower had asked not to be considered for reappointment to the North River Planning Commission seat. Murray explained that Bower was not his district’s representative, but rather the Fork District’s. He elaborated that Fork District rep and Board Chairman Archie Fox had asked him to nominate Henry as the Fork District planning commissioner. Relinquishing chairmanship Having someone else nominate his district appointee saved Fox the trouble of having to momentarily turn his chairman’s gavel over to Vice-Chair Linda Glavis in order to make the nomination himself. Perhaps anticipating an announcement he would soon be making, Fox was having a little difficulty letting go of his gavel that day. During a subsequent work session, Fox told his colleagues he would not be seeking or accepting re-nomination to the chairmanship he has held for six years in the coming year. Time for a new look “It was time for a new look, the board felt it was time for a change,” Murray surmised of the nomination and unanimous approval to change
the Fork District planning commission representative. We then asked Fox if Bower had not sought reappointment, or if as board chair he had received any complaints about Bower’s performance. Fox indicated neither was the case, adding, “I haven’t really watched [the planning commission] except for their official recommendations. I think change is sometimes good for the planning commission.” (Well Archie, you could have just asked Bower not to seek the planning commission chairmanship again if you’re in THAT kind of mood.) When we reached Bower by phone around 1:30 p.m. that day, he told us it was the first he had heard about being replaced at the end of his current four-year term expiring on Dec. 31. “If it’s true what you’re telling me, I’ll have to find out myself,” Bower said of his pending “retirement” from the planning commission. Noting we couldn’t remember the commission without him, we asked Bower how long he had been serving. “I can’t remember – I’ll have to find that out too,” Bower, whose dry sense of humor always helped propel planning commission meetings forward, deadpanned in reply (the county website says since 2000). Now don’t get us wrong, Hugh Henry may be a fine nominee who will do a GREAT job on the planning commission. It just seems that the whole move was made without Bower’s knowledge. And one would expect, as a common courtesy that anyone who has volunteered their service to the community for 12 year or more, deserves to be in the loop when an executive decision
comes down “that it’s just time for a change.” And in this corner
At the time of Henry’s nomination it was mentioned he had ties to the local building community that could be of service in future planning commission decisions. We contacted Henry the following day. He said he was a second-generation contractor who works primarily in excavations and septic system installations. Well (pun intended), maybe that’s how Archie, who owns a well-drilling business, became aware of Henry’s skill set as it might relate to future county planning decisions. Henry verified that as well (oops,
I’ve got to stop that). “I’ve known Archie since I was a teenager. He’s a family friend,” the 42-year-old Henry said. He added that Fox approached him just a week or two earlier about the possibility of serving on the planning commission – “He asked me if I’d like to try it” to which Henry said sure. Henry said while he has never has a municipal appointment before he has served on building committees. As other builder’s told us, Henry said he was unaware of any particular dissatisfaction with Bower as a planning commissioner. Well (sorry for the repetitive punning), welcome aboard Hugh. And Mark, alas we barely knew ye – well, not really …
Residents Reminded to Lock Car Doors
The Winchester Police Department is reminding residents to lock their car doors after receiving 15 reports of larcenies from motor vehicles since November 16th. In most of the cases a suspect is opening unlocked car doors to access valuables. Items taken have included wallets, purses, cash, cell phones, GPS systems, and other electronic devices. The reported incidents have happened in all areas of the city. Anyone with any information on these incidents is asked to call Crime Solvers at 540-665-TIPS. Residents are reminded to report larcenies from motor vehicles to the police department. Frederick County Crime of the Week - November 25, 2013 #1 - This week’s Crime Solvers crime involves a home invasion burglary and larceny in the 100 block of Longcroft Road on November 13, 2013. The victim reported he was asleep and heard a noise inside his bedroom. He opened his eyes and saw a male in his bedroom going through a chest of drawers. The male demanded money and threatened the victim with bodily harm if he did not comply. The victim gave the suspect all of the money from his wallet and was warned not to call police. The suspect then left the residence. Suspect was wearing a dark colored hooded sweatshirt and gloves and was about 5’8” tall. Incident #13006240 Investigator Holmes D. Smoke #2 - Also occuring that same night was another home invasion burglary in the 100 block of Reardon Road. The victim arrived home at about 0430 hours and noticed that it was very cold in the living room. When he went to check he noticed that a window was open and the drawers to a desk were also open. He then checked the residence and did not find anything missing, although there were valuables in plain sight which were not disturbed. A family member was asleep in the residence and did not report hearing any unusual noises except the dog had been barking earlier in the night. Incident #13006241 Investigator Holmes D. County okays move toward another boundary adjustment After state hearing on 604 FRLP acres, another 80-plus acres involved

By Roger Bianchini Warren County Report On Dec. 3 the Warren County Board of Supervisors authorized advertisement of a public hearing on several town-county boundary adjustments in the Happy Creek and Leach’s Run area east of Front Royal. The proposed boundary adjustments involve parcels earmarked for several uses, including Leach’s Run Parkway right-of-way and sites for both a second county middle school and the proposed new Warren Memorial Hospital main campus. An agreement facilitating movement of specified land from the county into town dates to 2011 when the Front Royal-Warren County Economic Development Authority began acquiring land for the Leach’s Run Parkway right of way. As the Dec. 3 staff summary of the agenda item explains, “the County, the Town and the EDA entered into a Memo-
randum of Understanding to share the costs of the acquisitions, and to eventually adjust the Town-County boundary to include all of the properties acquired into the Town limits. Two such properties, formerly owned by Ramsey Inc. and NVA Properties LLC, straddle the Town-County line and should be boundary adjusted into the Town.” The staff summary continues, “Earlier in 2013 the County pur-
chased land on the south side of Happy Creek Road from Rutherford Homes LLC, for part of the site of the County’s future second middle school. This property also straddles the Town-County line, and should be boundary-adjusted into the Town in order to qualify for in-Town water and sewer rates when the school is built.” As part of the 1998 Corridor Agreement between the town and county facilitating commercial and industrial development of the 522/340 North Corridor on county land between I-66 to the south and Fairgrounds Road to the north, it was agreed that customers of central town utilities being extended into the county would pay double in-town hook up fees and monthly base water-sewer rates. That agreement, the first of its kind authorized by state legal and legislative panels, headed off what would have been a highly contentious annexation battle between Front Royal and Warren County. And while 15 years later the parameters of that agreement designed to fend off annexation for a seven-year period without revisiting may have developed cracks related to commercial revenue benefit versus expenditures in the north corridor, it seems to be holding with less debate on the town and county’s east side.
Of course unlike the north corridor, the bulk of commercial or residential development in that eastern corridor at this time remains a future proposition. The county staff summary of Dec. 3 also notes that the Town of Front Royal was requesting the boundary adjustment of the entire Valley Health-WMH parcel into the town limits. That move involves 78 acres of the 150-acre parcel between Happy Creek Road and John Marshall Highway purchased in 2008 by Valley Health-Warren Memorial Hospital from the Duncan family for its future hospital campus. “The hospital board of directors does not object to the property being included within the Town boundary,”
the staff summary notes. And considering the above in-town/out-of-town central utility payment parameters, that hospital board stance is not surprising. Once both the town and county hold public hearings on the proposed “friendly boundary adjustments”, the municipalities must then petition the local Circuit Court for approval. Once a court order of approval is entered in the local land records, a copy is filed with the Secretary of the Commonwealth and the deed is done – neat, clean and without the necessity of any quasi-legal “gag orders” regarding the word “annexation” being imposed by one municipality upon the other.

Revised snow removal ordinance approved At the November 12th regular Council meeting, Council voted to amend a city ordinance that previously allowed only two hours after snow or ice stopped falling for owners to clear the sidewalks along their property. Recognizing the need for more time, the City’s Public Services division asked Council to make a change. The new ordinance states that owners will have 24 hours to remove snow of six inches or less and 48 hours for snow totaling more than six inches. Enforcement of the ordinance was also changed from the Winchester Police Department to the City’s Code Enforcement division. For more information, call Zoning & Inspections at (540) 667-1815.

Courtesy photo On Saturday, Nov. 20, Brandon Doffermire pulled his 1985 Ford Ranger over on North Shenandoah Avenue by the BB&T Bank parking lot in Front Royal to check on his smoking engine. He got out of his truck just in time, since his engine burst into flames as he was checking it. According to witnesses, Doffermire unsuccessfully attempted to extinguish the blazing engine with a fire extinguisher obtained from the bank. Warren County Fire & Rescue were dispatched and extinguished the fire before the situation became explosive. In a phone-video, we also witnessed people from inside the bank moving their parked cars further from the burning vehicle – just in case. FRPD Officer Brian Orndorff was among the responders.

As of Dec. 5, the Front Royal Rotary Club had distributed 437 Webster’s Student Dictionaries to local 3rd grade students this year. The schools participating in the annual Dictionary Project are: A.S Rhodes, E. W. Morrison, Hilda J. Barbour, Leslie Fox Keyser, Ressie Jefferies, Mt. Laurel Montessori, Riverfront Christian, and Bethel Christian School. The program is part of the Dictionary Project which has been supported by Rotary clubs across the globe, Rotary President Debbi Morfit noted, adding, “Our Club is extremely proud of being part of the Dictionary Project. It is personally one of the more rewarding projects that we undertake each year.” According to a Rotary press release, the goal of the project “is to assist all students in completing the school year as good writers, active readers and creative thinkers by providing students with their own personal dictionary … Reading is the most important skill of all. It is the starting point for all the economic and social opportunities this world has to offer.” Well, this humble reader and writer will raise a toast to that line of thought! – And remember kids, there is more to read in the world than tweets and texts; and better places than a cell phone screen to do your reading. Project Committee Chairman “Dictionary Jerry” Waller said, “It’s great to see the third graders’ faces light up when they have their free dictionary handed to them.”
WHSV’s hyper-local affiliate station TV3 Winchester announced Dec. 5 it had ceased broadcasting, effective immediately. The station posted the following announcement on their website (which has since been taken down and redirects to their facebook page):
TV3 Winchester announced today that it has reluctantly decided to close its local news and sales operations in Winchester, Virginia, effective immediately. Despite the efforts of many great people and an investment of several millions of dollars over the past six years, TV3 concluded that it could no longer effectively serve the Northern Shenandoah Valley. TV3 Winchester Vice President & General Manager Teri Lloyd said, “We are grateful for the professionalism and dedication that our wonderful staff exhibited here in Winchester. They used their best efforts to cover local news, sports and weather in the Northern Shenandoah Valley as well as serve the local business and civic communities. We regret that all their efforts and all of our investments were simply insufficient to make this hyper-local station a viable long-term operation. To our loyal viewers and local advertisers we say thank you for your support. “ TV3’s local broadcasts ceased this morning. TV3 Winchester Reporter/Anchor Hattie Cheek sent us this statement: I’m so very grateful for the warm welcome and great friends I found while reporting in the Northern Shenandoah Valley. Warren County will especially hold a place in my heart since that was my beat. I’m truly blessed to have gotten my start in the news business here and only wish I could have done more. Former TV3 meteorologist Lauryn Rickets, now with WJLA/ABC 7 and WTOP in Washington, D.C. posted the following on her Facebook page: OH NO! I feel terrible for my friends who still worked at TV3 Winchester! Gray Ends TV3 Winchester - 12/5 - DCRTV hears that Gray Television is shutting its TV3 Winchester operation. It provided Northern Shenandoah Valley newscasts via Harrisonburg’s Channel 3/WHSV, an ABC affiliate. TV3 Winchester was available on cable systems in Virginia’s Frederick, Clarke, Warren, and Shenandoah counties, and via a digital subchannel on WHSV’s broadcast signal. It had about a dozen on-air staffers. TV3 Winchester aired its first broadcast March 5, 2007.
