In his first year in office, the first Jesuit pope rocked the ecclesiastical world with some scathing appraisals of both the practice of faith in the modern world, and the economic, political and spiritual shape of that world.

Just over two months after he rocked some political activists within his flock with a call for balance and compassion, rather than an obsessive dogmatic fixation on matters of faith, particularly those of a sexual nature related to contraception, abortion and same sex marriage, Pope Francis expanded his commentary on the trappings of faith in modern society. And this time it was in the first official teaching document of his papacy. And for those Catholics rattled by his mid-September observations – to be explored in a later edition of this paper – the 84-page “Papal Exhortation� published on November 24 may have been truly unsettling. For in it, the first Jesuit pope expands his critique of the practice of faith in the modern world to blast the base values of much of that world. And as the

spiritual leader of over one billion people worldwide, Francis’s thoughts on the ultimate dangers of capitalism and how the faithful should approach life within capitalist societies are of interest, even to those outside his faith. In fact, the pope also explores inter-faith relations from a position of mutual respect in this official teaching document. At the root of the document entitled “Apostolic Exhortation, Evangelii Gaudium� exhorting a new evangelism of faith is a simple message – modern capitalism and the societies that embrace it are in grave danger, both physically and spiritually. To summarize, the pope calls for an overhaul of the financial systems of Western economies, as well as to the approach of political leaders in those nations. Failing such fundamental reform, the pope warns that those societies are headed for increased violence and ultimately a collective death born of their own unjust and

unholy institutions. And trust me, this old leftist campus radical is not stretching the pope’s message to his own design. “The great danger in today’s world, pervaded as it is by consumerism, is the desolation and anguish born of a complacent yet covetous heart, the feverish pursuit of frivolous pleasures, and a blunted conscience ‌ Now is the time to say to Jesus: ‘Lord, I have let myself be deceived; in a thousand ways I have shunned your love, yet here I am once more, to renew my covenant with you.’ â€? These words are found in the second and third paragraphs on pages one and two of the papal document. And of our quest to create a consumer-driven paradise on earth, the pope adds, “The culture of prosperity deadens us; we are thrilled if the market offers us some­thing new to purchase. Reform or death The pope warns that a failure to reform the current dominant world socio-economic system will eventually be fatal, not only to the increasing number of have-nots at the periphery of those societies, but to the societies as a whole. “The poor and the poorer peoples are accused of vio­lence, yet without equal opportunities the differ­ent forms of aggression and conflict will find a fertile terrain for growth and eventually explode ‌ When a society – whether local, national or glob­al – is willing to leave a part of itself on the fring­es, no political programs or resources spent on law enforcement or surveillance systems can indefinitely guarantee tranquility. This is not the case simply because inequality provokes a violent reaction from those excluded from the system, but because the socio-economic system is unjust at its root ‌ The Pope loves everyone, rich and poor alike, but he is obliged in the name of Christ to remind all that the rich must help, respect and promote the poor. I exhort you to generous solidarity and to the return of econom­ics and finance to an ethical approach which fa­vors human beings.â€? Come all ye faithful Within a four month span of the first year of his papacy, Pope Francis has twice challenged his flock to reappraise itself, its methods and for many, their base values. The pope painstakingly implores those of faith to throw off the chains of self-deception, cultural apathy and the false morality of a consumer culture “I have dealt extensively with these topics ‌ simply as a way of showing

political, legal and judicial shills. One might wonder where that leaves some Catholic politicians, who, along with at least one wellknown Mormon, have slavishly embraced the “corporations are people, my friend� idolatry, I mean ideology. Bomb Threat – Millbrook High School At approximately 12:09p.m., December 16, 2013, Frederick County Fire and Rescue responded to a bomb threat at Millbrook High School at 251 First Woods Drive, Winchester, VA 22603. A student found a calculator with a message indicating there was a bomb in the building. The student alerted the teacher, the Emergency Communications Center was then notified. Fire and Rescue units from the Fire Marshal’s Office and Greenwood Fire & Rescue were dispatched for a possible bomb threat. Necessary safety precautions were taken by evacuation of the school, utilizing Frederick County school buses. Frederick County Fire Marshal’s office along with other jurisdictions’ explosive canines searched the school and surrounding areas, no devices were found. Units cleared the scene at 2:24p. m.

County approves Perry asphalt plant upgrades Owner commits $30k to eventual Guard Hill traffic light costs By Roger Bianchini Warren County Report

Following a two-week delay to facilitate further negotiations with the applicant on a financial commitment to a future traffic safety project, on Dec. 3, the Warren County Board of Supervisors unanimously approved a Conditional Use Permit application for Stuart M. Perry to allow upgrades to its Batch Mix Asphalt Plant. As a result of that additional negotiation Perry agreed to contribute $30,000 to a traffic light to eventually be placed at the intersection of Guard Hill Road/Riverton Road and Route 340/522 North. Current projections indicate a potential total cost of $300,000. However, VDOT has yet to commit any funding share to the traffic light project despite an

exiting heavy traffic count on Route 340/522. The county planning commission had recommended approval of the CUP without the traffic light contribution due to the small number of asphalt trucks traveling in and out of the plant (35 vehicles in and out) compared to the overall traffic count at the intersection (20,000). However, VDOT expressed concerns about impacts from the asphalt truck traffic due to their size. Other than traffic concerns, the applicant’s assertion that the upgrades to the asphalt plant will not only improve efficiency, but also enhance environmental controls seemed to make approval a win-win for the company and the county. “The applicant states in their application that this equipment upgrade

will improve air emissions and fuel storage containment from the current conditions ‌ The applicant’s statement of justification states that the new equipment includes a 33,400 CFM Pulse Jet Baghouse (I love those) that has a control efficiency rating of 99.94 percent. They state that the new equipment will significantly reduce air emissions compared to the current facility providing for improved air quality for the asphalt plant operations,â€? the planning department summary states, adding, “They utilize liquid asphalt in their production operations and utilize diesel fuel to op-

erate the burner equipment. This new equipment will provide for improved storage of these materials and will incorporate containment facilities that provide 110 percent capacity of the fuel storage tanks to protect the environment.� It was also noted that cement dust created by the process would be controlled by “wet suppression�. The current plant staff of two on site will not be impacted by the upgrades, other than during implementation of the upgrades. Hours of operations were listed as 12 hours per day (7 a.m.-7 p.m.), six days per week

(Monday-Saturday). The planning department summary of the application notes an increase from a current traffic count of 20 vehicles per day in and out to 30 to 35 after the upgrades. Perry bought the batch mix asphalt plant in 2009 and rents the property from a portion of the ESSROC property along the bank of the Shenandoah River adjacent to the quarry operation. The asphalt plant has been in continuous operation since the 1960s, the county planning staff summary noted.

Study finds $1.2 trillion in untaxed corporate off-shore holdings Roger Bianchini Warren County Report Publisher’s note: I am reluctantly running this ridiculously simplistic propaganda piece because the author has submitted it a half dozen times and he basically wore me down. That said, corporations have a duty to maximize shareholder value. They exist to generate profit. If a corporation voluntarily paid more than they were legally required to in taxes, they would rightly be sued by shareholders for fiduciary irresponsibility. It is no different from the author going to his tax advisor and saying, “Hey, can I claim mileage driving to cover stories? Half of my den is an office where I write. Can I claim that portion of my rent or mortgage? He would be foolish to not take advantage of any legal write-offs or expenses. If the companies described in this article are breaking any law, they should be prosecuted. And if you don’t like the law, change it. But to demonize some of America’s finest, most innovative corporations for not voluntarily paying more in taxes than they are legally required to is absurd. I was introduced by a mutual friend, who has stated many times over, ”I want to be just like Martha when I grow up.” And so you may have guessed the hometown “Santa” I am talking about is none other than Martha Buracker. Words on a page cannot describe the inspiration she has instilled in me. She is constantly working to make things better for those who are less fortunate. I truly believe this is her calling in life. She gives of her time, her talent, and yes, her treasure. Martha is involved with everything from her hometown fire department, to community parades and gatherings. She works tirelessly behind the scenes to bring food to the hungry; shelter to the homeless; and help to those in need. I can honestly say I have never met anyone quite like her. Again, words cannot express the impact she has had on me. She makes me want to be a better person, to work harder and to give more. Do I believe in Santa? – The answer is yes, I still believe. The referenced Public Interest Research Group (PIRG) study of the top 100 publicly traded companies, measured by revenue, found that 82 maintain subsidiaries in offshore tax havens. These companies report holding nearly $1.2 trillion offshore which is not subject to U.S. taxes unless brought back to America. “It is completely unacceptable that the same companies that benefit from the funding for vital programs like education, transportation, safety, and other infrastructure, are using tax loopholes to avoid paying their fair share for these services,” said Virginia Organizing Chairperson Sandra A. Cook. “Virginia Organizing will continue to call on Congress to end incentives for companies to shift profits offshore and bring tax revenue back the U.S.” Key findings of the report include: • 82 of the top 100 publicly traded U.S. companies operate subsidiaries in tax-haven jurisdictions, as of 2012. All told, these 82 companies maintain 2,686 tax haven subsidiaries. The 15 companies with the most money held offshore collectively operate 1,897 tax-haven subsidiaries. • The 15 companies with the most money offshore hold a combined $776 billion overseas. That is 66 percent of the nearly $1.2 trillion that the top 100 companies report holding offshore. • All companies have to pay U.S. taxes on this offshore income when

it is repatriated to the United States. Only 22 of the top 100 publicly traded companies disclose the amount they would expect to pay in U.S. taxes if they didn’t keep these profits offshore. All told, it is estimated these 22 companies would collectively owe more than $98 billion in additional federal taxes, which is more than the entire state budget of California. The average tax rate the 22 companies currently pay to other countries on this income is a mere 6.7 percent – a fraction of the official U.S. corporate tax rate of 35 percent. Companies highlighted by the study include: • Bank of America: The bank reports having 316 subsidiaries in offshore tax havens – more than any other company. The bank, which was kept afloat by taxpayers during the 2008 financial meltdown, now keeps $17.2 billion offshore, on which it would otherwise owe $4.5 billion in U.S. taxes. • Oracle: The tech giant reports having $20.9 billion stored offshore and maintains five subsidiaries in offshore tax havens. The company disclosed that it would owe $7.3 billion in U.S. taxes on those profits if they were not offshore. Oracle currently pays a tax rate of less than one percent to foreign governments on its offshore cash, suggesting that most of the money is kept in tax havens. • Google: The company reported operating 25 subsidiaries in tax havens in 2009, but since 2010 only discloses two, both in Ireland. During that period, it increased the amount of cash it had reported offshore from $7.7 billion to $33.3 billion. An academic analysis found that, as of 2012, the 23 no-longer-disclosed tax haven subsidiaries were still operating but that Google was choosing not to include them in its annual filings. Rescued and hopeful – JR, like his friends, needs a home

What a face – JR is grateful to be in from the cold By Roger Bianchini Warren County Report It may not be a surprise to those of you who know me – and our part-Pit Luda – that I have developed a special fondness for Pit Bull Terriers in recent years. So, I was interested to

hear the story of a pit named JR recently rescued and now up for adoption at the Humane Society of Warren County’s Julia Wagner Animal Shelter. This black, with smidgen of white, guy with soulful brown eyes and a gentleness that belies the reputation

of his breed is looking for a loving home that will give him the companionship that has been denied him for all of his three years. JR is what the colleague who brought this story to me calls a gentle but manly, part pit. He was recently taken by county animal control officers from a home that wasn’t really much of a home at all. I know JR is just one of about 40 dogs, and scores of cats, who will spend this holiday season without the personal love of an owner, but well, he reminds me a little of Luda (but our three cats have put in an early veto on any thought of upping the dog numbers in the house). So, while it is for all the shelter animals in our communities that this story is written, I’ll focus on JR since, apart from one of our staff literally bringing him in from the cold, he is representative of all those other animals at the shelter who will spend Christmas “behind barsâ€?. But those shelter bars are better than the 10-foot by 8-foot enclosure that was his “homeâ€? since 2010. According to my source, prior to

his rescue JR never got to go for a walk; he saw his owner only when food was poured into his pen, water (often green in the summer) when it was remembered his supplies might be low; and he rarely saw any other human or animal. JR was consigned to a lifetime, perhaps another 10 years, without human or animal contact. His shelter was minimal – during storms he sometimes stood to his knees in mud and feces. The people who delivered him to the shelter said they’d seen worse – certainly a heartbreaking

thought. So, while JR and his “cellmates� are in from the literal and figurative cold, surrounded by staffers who care, but who are stretched awfully thin in the time they can devote to any one animal, my holiday wish is that someone seeking a new family member to love, and to be loved by in return, might give JR a look sometime soon – and that another hundred or so people looking for the same sort of companionship and unconditional love, will also visit their local animal shelters as 2013 turns to 2014.

Mr. Leland Luft

Mr. Luft was born on March 19, 1919 in Wall Lake, Iowa. He grew up on small farms in the NW corner of Storm Lake, Iowa. His mother played the piano and his father played the fiddle at barn raisings and dances. In the winter, the kids would be loaded into the back of a horse drawn sleigh, covered with horsehair blankets and taken to the dance– they’d fall asleep on top of the dancer’s coats that were stashed behind the piano. At 16 his father had to take over the role of breadwinner and father figure to his eight siblings. It was not an easy life. Lee spent his childhood exploring the wonders of the farm as well as pitching in with the farm chores– he learned how to drive the tractor at an early age. He had a small sewing machine and learned how to use it. For much of his early years he was short in stature-he didn’t have a growth spurt until his senior year. Although he needed glasses, he seldom wore them which is why they were often broken. During his free time he loved riding ponies around the farm. Pop attended a one room schoolhouse for his early education. By high school a group of kids carpooled together. He was always a good student. After attending college at Buena Vista College (in Storm Lake) he went to the Naval Academy as a 4 month wonder and taught gyrocompass in San Francisco during WWII. As he travelled back across the country he stopped back in Storm Lake and proposed to June, one of the carpool gang. She was one of 7 women who joined a troop train going from Iowa to California. Pop met her at the train station and they were married within a week. After the War, he went onto the University of Iowa and studied nuclear physics. He worked on the original atom smashers and completed doctoral except for writing his thesis. He and June adopted their daughter Terry while living in Des Moines. When Terry was 18 months old, Pop was offered a job in silver Spring, Maryland at the Johns Hopkins Physics Laboratory. He worked for the lab until he retired in 1980. In 1955 Lee and June adopted their son, Mark, from the Florence Crittenden Home in Washington, DC. While the children were growing up, Lee regularly had trips to Cape Canaveral, FL where he worked on the guidance systems for Polaris and Trident submarines. His work also took him to Scotland and England. Family vacations focused on visiting family in Iowa. For their 25th wedding anniversary, the whole family returned to San Francisco to visit the favorite haunts of their early marriage. He and June also had a trip to Hawaii in the early 80’s, but the trip was marred by Pop’s appendicitis. Lee and June celebrated their 65th anniversary before June passed away in 2007. Lee had a dog named Snoopy, during a cross-country drive to work in Oxford, CA, Snoopy the new family puppy, got cactus spines in his paw. Lee always liked doing home improvement projects. He dug out the basement and made new rooms from the space. Upon retirement he put in a new kitchen. He became a “bake from scratch� bread maker and experimented with sour dough, rye and white bread. Another favorite activity was gardening. He was known in the neighborhood for his gigantic tomatoes, fantastic cucumbers, lettuce, spinach, and rhubarb. Pop hand-pollinated azalea plants to produce new varieties. His colors include peach, apricot, and orange. (Written by Terry Strand, his daughter)

After earlier work session briefings from Town Finance Director Kim Gilkey-Breeden, on Dec. 9 the Front Royal Town Council unanimously approved writing off $848,191.11 in long-standing bad debt in unpaid utility bills. As the finance director explained, the write off clears town books of what are believed to be an uncollectible accumulation of past debts that have a negative impact on thirdparty audits of the town’s financial status, and consequently the town’s credit rating. All written off debts meet three specific criteria: 1/ on closed accounts with no activity for at least seven years; 2/ on accounts in bankruptcy with no activity for five years;

Her characteristic wit and “matter of fact� personality distinguished and endeared her to all she knew. Generous to a fault, much of her life was dedicated to her loving and taking care of many. She was the mother of 8 beloved children, 14 grandchildren and 2 great grandchildren. While not her situation or consequence, Evans noted that customers with electrically-powered medical equipment on site could have their health or lives endangered and that anyone faced with cut off during particularly cold winter spells could face additional expenses from frozen and burst pipes. Town Manager Steve Burke explained that town field employees authorized to shut off service to overdue accounts could no longer accept cash or checks from customers on site. Mayor Tim Darr told Evans council would take her observations on the town’s non-payment and shutoff policies under consideration.

Town without pity? In a perhaps coincidental matter, during the Public Concerns portion of the meeting a citizen questioned the town’s utility account cut off policy. Donna Evans explained that she had to leave town for a short time while her account balance was several weeks overdue. While gone her account passed its cut-off date and upon her return she encountered town personnel on site to shut off her town utilities, including electric and water-sewer service. Attempting to explain her intention to pay, having just returned to town and even offering to pay on the spot, Evans complained of the town

“I don’t think it’s right to take money out of the General Fund mid-year when this does not qualify as a Special Project to my mind,â€? Tewalt told his colleagues. He added that he did not believe the software upgrade to building permitting and inspections qualified as an immediate necessity or emergency project. Vice-Mayor Shae Parker supported Tewalt’s budgetary and necessity concerns – “Is it money well spent?â€? Parker asked. Then he added questions on the advisability of moving forward with the county with the potential of the town eventually creating its own permitting and building inspections department. However, responding to a question from Councilman Bret Hrbek, Town Planning Director Jeremy Camp allayed some of those latter fears. Camp explained that were council to eventually decide to move forward with its own building permitting and inspections department, the software would be transferable at “relatively minorâ€? transition costs. “I think it will be needed in the long term ‌ it may be (financially) painful in the beginning, but will ultimately be needed if we want to move forward on our own,â€? Camp told council.

However, Camp agreed that regardless of whose department it was, the software upgrade wasn’t actually necessary to the town at this particular moment. However, the necessity came from the county’s desire to move forward now and its request that the town participate since the county currently permits and inspects building projects inside the town limits, as well as outside. Town Manager Steve Burke added that he believed the initial implementation costs would not hold at their current levels, so proceeding now as a partial investor, even with later transition costs to its own department, would save the town money. Camp also commented on the potential of separate contracts with the provider to help keep all future options open. Councilman Tom Sayre asked if the county would proceed with or with-

out the town’s participation. Camp replied that his understanding was the county supervisors had approved funding the project with the expectation of town participation; but their approach without that participation was an unknown. Councilman Daryl Funk noted the town’s working with other entities like the Northern Shenandoah Regional Commission or other county government for a common purpose, so why not proceed on this one with the county the town was a part of? It appeared the potential of saved implementation costs regardless of future council decisions on creating an independent building permitting and inspections department, as well as improved customer service carried the day with the council majority. – rogerb@warrencountyreport.com

Robin Richardson On Dec. 11, the Warren County High School-Lawrence Sweeney Shiflett Athletic Hall of Fame Committee announced the Class of 2013: Ms. Robin Richardson ‘86, Athlete and Contributor; Ms. Dorinda TagueRobinson ‘78, Athlete and Contributor; and Mr. Charles Harrison Washington, Jr. ‘74, Athlete. The Class of 2013 was officially inducted prior to the start of the Dec. 20 Wildcats boys varsity basketball game versus Skyline High. Robin A. Richardson 1986, Athlete and Contributor Robin graduated from Warren County High School in 1986. She excelled in basketball and softball for the Wildcats. She was a three year letter winner in basketball and a four

Dorinda Tague year letterman in softball. In softball, she was a three time All District, two time All Area and All Region performer. She was named the WCHS Softball MVP in 1986. She had a .392 career batting average and was part of two district titles, four region appearances, two region titles, and two state titles for the Wildcats’ softball teams. Robin attended North Carolina Wesleyan College for one year and then transferred to Ferrum College. She played on the varsity softball team all four years. Robin earned her Bachelor of Science Degree in Recreation and Leisure Services from Ferrum College in 1990. By Kevin S. Engle Warren County Report All I want for Christmas ‌ are clothes. Nice clothes. Clothes I like. But my wife won’t get them for me. Why? Because she’s Scrooge? Or the Grinch? No. She doesn’t buy me clothes. She used to, but says I’m too picky. I’d always take them back and exchange them for ones I liked better. Why waste her time she says. She’s got a point. Last year I asked for the perfect present. A gift card from my favorite men’s clothing store. I could get anything I wanted, and it was already paid for. What could be better than that? I knew I’d see that under the tree. I never did find it. My wife doesn’t do gift cards. All I want for Christmas ‌ is candy. ButterfingersŽ, TobleroneŽ, HeathŽ Bars. All my favorites. I doubt that’s gonna happen either. My sweet wife says I can buy that stuff anytime. True, but it’d sure be nice if she got it for me. All I want for Christmas ‌ are DVDs of several movies I really enjoyed. My wife says I don’t like to watch movies that I’ve already seen. True, I don’t like to watch them ten times in a row like little kids do, but I would like to add a few to our collection. And I will. When I buy them myself.

All I want for Christmas ‌ is a chainsaw, but sure as Santa lives at the North Pole, I won’t be getting one. I’ve never owned a chainsaw. I need a chainsaw. It’d be a lot faster than my handsaw. My wife says they’re too dangerous. She says I’d hurt myself. She’s probably right. Correction. She is right. Maybe I don’t really want a chainsaw after all. All I want for Christmas ‌ are tickets to some baseball games next summer. My wife doesn’t like to plan that far ahead. “When the time comes,â€? she’ll say, “we might want to do something else.â€? Looks like that idea was a strike out. All I want for Christmas ‌ is a wide brimmed hat to protect my head from the sun. But it can’t be dweeby or nerdy or goofy looking. She says I already have a wide brimmed hat. I do, but it scratches my bald head and doesn’t block out the sun all that well. If my wife really cared about me, she’d get it. But she won’t. She’ll say I need to pick that out myself, just like my clothes. All I want for Christmas ‌ is my two front teeth. And I’m gonna need them after my wife reads this. After 28 years town bids farewell to FRPD’s Clint Keller

Keller is acknowledged by the town government he served for 28 years. We caught up for a final shot of Capt. Keller in uniform on FRPD’s second day in its new and temporary Jackson St. location. As we expressed some confusion over front signage, Keller pointed out, ‘We do have 24-hour express drop-off service’ as does the next-door dry cleaner. By Roger Bianchini Warren County Report On December 9 the Front Royal Town Council acknowledged the pending retirement of Capt. Clint Keller of the Front Royal Police De-

partment. Keller’s last scheduled work day was Dec. 19, one day after FRPD completed its move into its temporary headquarters on Jackson Street in the old Warren County Sheriff ’s Office administrative offices. His official last day is Dec. 31.

With Keller’s retirement FRPD loses another veteran, dare we say old school, officer who stand as an example of what community policing is really all about, and to whom “protect and serve� is more than a PR slogan. Keller is Front Royal born and bred and decided to stay home to carve out a career in law enforcement. “People said ‘Why don’t you go somewhere else – you could make more money?’ But for me, this has been a passion, not a job. If you’re just out to collect a paycheck it becomes just a job. We talk about making a difference – but we have to remember to make it a positive difference. Every decision we make out here affects somebody’s life. So, you try to make good decisions that will have a positive impact on people and on the community.� He summarized his 28-year FRPD career for us: began July 3, 1985 in patrol; joined the Regional Drug Task Force in the late ’80s and stayed there in narcotics till the early ’90s; was a founding member of the combined town-county Emergency Response Team; went back through patrol and into Criminal Investigations Division

As we expect his co-workers will, this reporter, who always found Keller cooperative, informative and helpful in exploring specifics of police work, will miss his presence and influence

on the department he served faithfully for nearly three decades. Recount stretches Herring’s final margin in AG race Obenshain concession gives Democrats historic state electoral sweep By Roger Bianchini Warren County Report As Democrat Mark Herring’s original margin of 165 votes continued to increase through three days of a recount in Virginia’s attorney general’s race, Republican Mark Obenshain conceded on Wednesday, Dec. 18. At the time of his concession Obenshain’s deficit had increased to 866 votes with few remaining precincts to be recounted. As it ended, this race was not as close as the 2005 attorney general’s in which current Republican Gover-

nor Bob McDonnell ended up with a 305-vote margin over Creigh Deeds. Herring’s victory means Democrats have swept Virginia’s five major electoral seats: governor, lieutenant governor, attorney general and its two U.S. Senate seats, for the first time in 44 years. It is also the first Democratic sweep of the top three state offices since the Doug Wilder led the party’s ticket of 1989. It must be a bitter political pill for an increasingly hard-line, socially-conservative Republican state majority to swallow. While Republicans still control the

state General Assembly, having manipulated the most recent rounds of gerrymandering electoral districts around the state, increasingly Virginia as a whole appears to be trending Democratic. In addition to this result, the commonwealth went for Barack Obama in both the 2008 and 2012 presidential elections. With Herring’s margin continually increasing throughout the recount, the big for question for some might be where over a thousand new votes enabling the Democrat to stretch his lead by 700 votes were languishing between Nov. 5 and Dec. 18?

Obenshain’s admission of defeat put an end to speculation the Republican might contest the result, throwing a decision on the attorney general outcome before the highly partisan and Republican-controlled state General Assembly. But in the end, on the surface at least, it turned out to be a virtual holiday lovefest. “I want to thank Senator Obenshain for his gracious phone call to me this afternoon. We talked about how much our families have gone through in this campaign, and we wished each other happy holidays,” Herring said on Dec. 18, adding, “I look forward to continuing to work with him and his colleagues here in Richmond on the great challenges we face going forward.” Democrat Governor-elect Terry McAuliffe added, “After a long wait, Virginians finally have their next Attorney General, and I could not be more pleased to congratulate my friend Mark Herring on his hardfought victory. I would also like to congratulate Senator Mark Obenshain on a hard fought campaign and for the professional manner in which he has approached the recount process. I have no doubt that there will be opportunities for all of us to work together for the good of the Commonwealth over these next four years.” In a press conference, Obenshain

said simply, “It’s been a long and vigorous campaign but it’s over.” Of course, that’s one day and three men. We’ll see how things pan out between the new Democratic administration and the state legislature, with a clear Republican House majority and a 20-20-split Senate whose majority is now up for grabs in the wake of Herring having to vacate his Loudoun-based seat. Following Obenshain’s concession, Herring said, “I want to thank the hundreds of election officials and hundreds of volunteers, both Republicans and Democrats, who have presided over a massive recount of Virginia’s vote. They’ve put in long hours and worked patiently to provide as much integrity to this process as possible. “I want thank Virginia’s voters for making their voices heard in this historic election. This was an extraordinarily close election. I want to reassure everyone that, as I said on the campaign trail, I will wake up every day to fight for justice, equality, and opportunity for all Virginians. “I’m looking forward to working with Governor-elect McAuliffe, Lieutenant Governor-elect Northam, and their teams. A Tribute to Ed Skube of Front Royal from attending many family gatherings at the house next door. Doug, husband of Regina Meador, one of Ed’s eight daughters, rested on his shovel and we shared memories. Foremost among them was of Ed sitting at Regina and Doug’s round table just off the kitchen at their Rockland Road home during many family gatherings. Invariably, his first words to me were, “How’s your son?� Our boy is career military and his well being, particularly while serving in Iraq and later Europe, was of continuing and sincere interest to the retired naval officer. My wife Carol and I knew Ed for about 10 years - he was 83 when he died in August - and a little bit of us died with him as we watched lymphoma take over, then finally beat him. We knew Ed was ex-military, but we didn’t know then that he had been an integral part of NASA’s space program. About nine months before the

occurrence, the ceremony was postponed until spring due to the ice and snowy conditions of that day. As one of his grandchildren, Luke Meador, and his father, Douglas (15 children and more than 100 grandchildren survive him) shoveled snow from our driveway the day he was to be interred, I remembered Ed well

It will have a program capacity of approximately 900 students compared to the current school’s program capacity of 730 students. The estimated total project cost is $49,500,000 which includes the components for a turnkey project including land, design, engineering, site improvement, construction, equipment and furnishings.

Two male juvenile vandal suspects charged by FRPD County and private property, vehicles and ‘the Bing’ were targets Front Royal Police Chief Norman Shiflett reports charges against two juveniles following an investigation of a rash of graffiti vandalism in the Town of Front Royal. According to a Dec. 7 press release, FRPD received eight separate reports of vandalism on December 4, 2013. The suspects defaced three vehicles, property owned by Warren County Parks and Recreation, storage sheds located at Helmuth

Officer Kevin Orndorff developed leads leading to two local juveniles, who he subsequently interviewed about their involvement. BRAC, public schools team up to resolve the Santa issue All public schools contributed cast to Macy’s ‘Yes Virginia, the Musical’

A musical spectacular as the news kids, dancing pigeons (there are a lot of those in New York) and other interested parties surround the NY Sun editor and the character in question By Malcolm Barr Sr. Warren County Report Christmas came early for many Warren County school kids, parents and friends, who crowded into the Warren County Middle School’s giant auditorium on Luray Avenue Saturday, Dec. 7 for Macy’s “Yes, Virginia The Musical.â€? The hour-long musical play based on the famous letter to the editor of the New York Sun from 8-yearold Virginia O’Hanlon in 1897 (she asked if Santa Claus really did exist) involved students from every public school in Warren County, plus a

teacher or two. It was presented by the Blue Ridge Arts Council (BRAC) and Warren County Public Schools. The local school system was one of 100 similar entities across the country to receive a $1,000 share of a $100,000 grant by Macy’s to produce the delightful show, very ably directed in Front Royal by Ryan Shapiro. Kaitlyn Flebbe played the title role in Saturday’s opening night performance. Also gracing the stage on opening night were Hudson Fortney as Scraggly Santa, Dylan Berry as Ollie, Natalie Dyke as the Librarian, Sage Nischan as Miss Church,

Sabrina Perea as Charlotte, Dominic Wilson as the Jolly Gentleman, Kaitlyn Crawford as the Young Mother, Sophie Smith as Mrs. Whiskers, Audrey Duweke as Mrs. Whisker’s sister; and as the Whiskers’ kittens, Scout Broadbent, Macy Adkins and Dominic Wilson. Including Shapiro, the adults responsible for this lively show - the creative team - were Amos Estes, music director; Alyssa Crump, choreographer; Kym Crump (BRAC executive director) producer; and Pam Dyke, co-producer. No one claimed responsibility for installing discipline among more than 50 kids in the cast, but we suspect director Ray Shapiro, who acted as MC and a makeshift door-closer when a stuck panel caused a pregnant pause in the production, was the Johnny on the spot!

Stage manager was Samantha Dyke. Vocal captain Natalie Dyke; dance captain Valencia LombardiChisholm; Tonya and Brooke Allen, sound; and Ramsey Young, lights, rounded out the supporting staff. And in a perhaps final bow to the community, the Wayside Foundation for the Arts Board of Directors, which ran the recently-closed Wayside Theatre in Middletown, donated most the costumes for the show. Rose Mary Comstock and her team created the rest for the scores of players, singers and dancers. And to all, a Good Night – and job WELL DONE!

New owners welcome guests to the Wayside Inn

Inn staff can be reached at (540) 869-1797 or sales@waysideinn1797.com By Sue Golden On Sunday, December 15th, the new owners of the Wayside Inn held an open house to introduce themselves to the Wayside Inn community. The open house, which ran from 1 pm until 4 pm, was a huge success. George (Len) and Becky Reeves literally opened the doors at the Wayside Inn and people came from all over to show their support. Almost all of the guest room doors were open so people could wander through the Inn and check out the rooms available for rent. People explored the kitchen, had drinks at the bar, listened to live music, and videotaped their memories of the Inn. The place was totally packed from beginning to end. Becky said they did not expect quite so many people to attend the open house. “It was wonderful! There were people who had spent their whole lives in Middletown and had

never been in the Inn before. On the other hand, there were many, many people calling out to each other and sharing their personal memories of the Inn. I want the Inn to be a great meeting place.� Don Greenfield, one of the chief helpers at the Inn, said the whole day was awesome. “There were so many people, all enjoying themselves and offering advice and assistance to the Inn.� Don, who has been involved in management consulting, computers, inspections and consulting, speculated that he has spent his entire life getting ready to help out at the Wayside Inn. “It is taking all of my talents. I love the Inn and its history.� Len now has three hours of taped memories of the Inn. He hopes to create a digital library of peoples’ memories that visitors can come in and enjoy. He’s not sure where or how he will be displaying them, but he is working on it. Anyone inter-

By the way, there is a jar on the wishing well to make donations that says ‘Wish for the Wayside Inn to be painted white again!’� Peggy Hodgson of Middletown said simply “it was wonderful.� Larrick’s Tavern at the Wayside Inn had its “soft� opening on Monday, December 16th. A steady lunch crowd enjoyed the Tavern. The simple but satisfying menu, which appears to specialize in deserts, included burgers, sandwiches, stew and, yes, peanut soup! The menus, both food and bar, will expand with time. Sarah Mauck of Strasburg, a veteran chef, will lead the kitchen. Mike Doleman of Winchester will tend to the bar. Becky and Don seemed to relax in the evening with only two guests. They discussed plans and ideas. They joked about how the purchase of the Inn came about. You need to ask; it is a good story. They talked about how appreciative they are in the tremendous outpouring of community sup-

port and how thankful they are for the open house turnout. Becky carries around a notebook to keep track of all of the suggestions offered by the community. Becky and Don said people stop by the Inn wanting to help, whether paid or unpaid. They offer tips for the Inn, suggestions for the bar and recommendations for the garden. Helpers, friends, and family - new and old - have come by the Inn to clean and decorate. The upstairs guest rooms are available; Becky promises a hot breakfast in the morning. The Tavern’s anticipated initial hours will be 11 am to 8

conditions of the house. Start three or four days before and put it in the cool garage or an enclosed porch. Remember this tree is dormant and immediate heat will start it growing again. Before it gets inside the house you’ll also want to check it for bugs and other critters. Some people like to spray on an antidessicant like Wiltpruf to help the needles contain the moisture before they bring the tree in the house. When it’s ready to come inside, place it inside a large galvanized tub to help stabilize it and help collect any fallen needles or debris. Try to locate the tree in a cool part of the room and definitely away from heat

sources. Keep the root ball watered as often as necessary but try not to get it too soggy by over watering. Try not to leave the tree inside any more than 4 to 7 days and never add nutrients or fertilizers while inside the house. For reintroducing the tree to the outdoors, just reverse the procedure of bringing it inside so that it can slowly adapt to the colder temperatures outside. Once ready, the tree can be planted just like any other tree. Of course, you had planned ahead and already dug and prepared the hole so this part should be easy. I hope you enjoy your live Christmas tree for many years!

ported their findings at the annual conference in Atlanta, GA last week. LFCC received accreditation for another five year cycle. The criteria the committee reviewed during their visit to LFCC included: quality of administration, quality of faculty and faculty competence, institutional effectiveness (planning and assessment), library and learning resources, student services and enhancing student development, academic support services, quality of student services staff, and physical resources, facilities, building and grounds. In addition, the College’s offcampus sites were evaluated and personal visits by SACS committee members were made to Navy Federal Credit Union, Liberty High School, Millbrook High School, Skyline High School, Strasburg High School, and Stonewall Jackson High School. Our dual enrollment processes and outcomes were reviewed. The SACS team was very impressed with every area they reviewed. The College was given NO recommendations for improvement by the team, which is fairly rare and a tribute to the good work going on at the school. Dr. Cheryl Thompson-Stacy pointed out, “So many people were involved with this success. We are proud of what we do each and every day, and the positive difference we make in so many students’ lives.” LFCC’s First President, Dr. William McCoy, Remembered (19282013) Dr. William H. McCoy was appointed the first president of Lord Fairfax Community College (LFCC), at the age of 41. He served as president of LFCC for 18 years, from 1969-1987. He passed away on De-

cember 4, 2013, at his residence in Jacksonville, Florida. On October 11, 1969 he officiated during the ground-breaking ceremonies of the Middletown Campus with Mr. Wilkie Hunt, College Board Chairman, and Dr. Dana Hamel, Chancellor of the Virginia Community College System. (Pictured below). Under McCoy’s supervision, the College received accreditation from the Southern Association of Community Junior Colleges. In 1970, the College opened its doors to 577 students with 23 fulltime faculty members. Two years later Dr. McCoy handed diplomas to 92 students. Today, the school has 7,238 students and 76 full-time faculty, and handed out diplomas to 1,062 students last May. Dr. McCoy also served as president of the Shenandoah Area Council of the Boy Scouts of America; president, and later director of the Wayside Foundation of the Arts; and chairman of the Winchester Apple Harvest Festival for ten years. He was also a member of the Winchester Rotary Club, serving on the club’s board of directors. In 1987, he left Virginia to become president of North Florida Junior College. However, he remained connected to LFCC. He contributed regularly to the William H. McCoy Scholarship Fund to support LFCC students. He also attended LFCC’s 40th anniversary celebration in 2010. According to LFCC’s president Dr. Cheryl Thompson-Stacy; “Despite his declining health, he wanted to be sure that he made the trip to LFCC, and he enjoyed seeing many of his former colleagues and friends. Dr. McCoy’s love for and dedication to the College was evident, and greatly appreciated.” His eighteen year tenure is still remembered by some of LFCC’s profes-

sors and staff who worked with him. Andrea Ludwick, who has been a Professor of Communication Studies and Theatre since 1974, said, “I will be forever indebted to Dr. McCoy for his dedication to students and his support of theatre and performing arts at LFCC. He never missed a show and continued to support all of our events while he was president.” The blackbox theatre at LFCC is named in McCoy’s honor. Hospital’s Blood Pressure Screenings Rescheduled for Holidays With Christmas and New Year’s Day falling on Wednesday this year, Warren Memorial Hospital will offer its regular blood pressure screening on Monday, December 23, and Monday, December 30, 2-3 p.m. The free weekly screenings will resume their regular schedule on Wednesday, January 8. No appointments are required. In the event of bad weather, the blood pressure screening will be cancelled if Warren County Public Schools are closed that day. Area Students Receive Athletic Honors at Randolph-Macon Academy Randolph-Macon Academy students, faculty, staff, and parents honored the varsity and junior varsity athletes of the fall 2013 season at an awards ceremony held on Thursday, November 21, 2013. In varsity cross-country, sophomore Robert K. DeBerry received the Most Improved Runner Award, and freshman Dongeun “Amy” Go and junior Xel Ochoa both received Coaches’ Awards. The varsity football team players garnered many honors within their conference. Team MVP senior Jonathan Moore was named the Patriot Football Conference Co-Player of the Year. The team named two Coaches’ Award winners, seniors Carson Holder and Kevin Slaton. Both were named to the Patriot Football Conference 1st Team--Holder as Wide Receiver and Defensive End and Slate as Running Back and Defensive Back. Gillis also received Honorable Mention for Punting, while senior Troy White received an Honorable Mention for Defensive Back. Gillis also played varsity soccer, where he received the team’s Coaches’ Award and an Honorable Mention in the Delaney Athletic Conference

(DAC). Senior Herman Mangueira also received a DAC Honorable Mention for soccer and was named the team’s Most Improved Player. The school’s Soccer MVP award went to senior Bryan Mazzola, who was named to the DAC 1st Team. In varsity tennis, freshman Angelique Murphy received the Coaches’ Award, while sophomore ZiYun Wang was named Most Improved Player. Sophomore Siqin Xie was named MVP and also awarded Delaney Athletic Conference Honorable Mention. The Coaches’ Awards in varsity volleyball were awarded to seniors Catey Borden and Caitlin Bunker. WCDS Third Grade Students Bring Christmas to Those in Need Third grade students spent the last two months asking to do chores around the house and in their neighborhoods! These hard-working Wakefield Country Day School students did not take on these tasks for their own gain. Instead the WCDS third grade students in Ms. Becky Ernest class used the money they

earned to purchase Christmas gifts for children less fortunate then themselves. Ms. Ernest has been participating with her classes in the Chores for Children for the past three years. Her classes during this time have earned over $3,100 for doing chores. This year, her class was able to earn $435. The WCDS students and their teacher then went shopping for gifts for children so that they, too, could receive a gift for Christmas. Service to others is certainly a tradition at WCDS that will never graduate!

County’s younger Gifted & Talented gather to ‘do their thing’ By Roger Bianchini Warren County Report On December 17, 40 Gifted and Talented students from Warren County Public Schools five elementary schools gathered at the Villa Avenue Community Center to for the second of four G/T Activity Days to, well, do what they do. According to program organizers, “The purpose of these days is to give gifted students a chance to spend time with other gifted students and to participate in high level challenging activities. It is essential for gifted students to spend part of their instructional time with their intellectual peers and this allows that time. Also, gifted students need this time for their social and emotional development.” As further detailed of the day’s activities, groups of students rotated through several science experiments, such as “Planet Oobleck” and “Save Fred”, while recording their thoughts and findings in a journal. The highlight of the day was considered an “egg drop experiment”. Groups had to choose five things from a list of items that could be used to engineer a way to keep an egg from breaking when dropped from a certain height. They could choose from such things as cotton balls, balloons, straws, string, and toothpicks. Only one group was successful but other groups came up with very inventive ideas. Our curiosity up, we asked which design didn’t break the egg. “The winning egg drop design was made out of two balloons with a cup at the base holding the egg inside and securing it using rubber bands. There were cotton balls and coffee filters used as padding around the egg. The overall design resembled a hot air balloon,” Math and Science Instructional Specialist Diedra Magnifico Cardamone told us. The winning team of 5th graders was comprised of Timmothy Rotenberry, Lukas Leon-Nolan, Megan Patton, April Sayers, Ender Young and Michael Artone, shown in accompanying photo. Involved teachers noted that this experiment is usually done with middle school or high school students – GO elementary kids!!! The day was considered a rousing success as the students had a chance to share their creativity and ideas outside the normal classroom, if only for one day of four set aside for this interaction each school year. Involved educators included two teachers from E. Wilson Morrison Elementary School, Jill Alicie and Heather Lupton, who planned and ran the program; Gifted Coordina-

Pass the pancakes at annual Kiwanis community breakfast By Malcolm Barr Sr. Warren County Report For its annual major fund-raising event, the Kiwanis Club of Front Royal attracted close to 1,500 people to its popular pancake breakfast at the E. Wilson Morrison Elementary School on Dec. 7. Simultaneously, on the floor above the cafeteria, the club sponsored its first blood drive for the American Red Cross. Twenty-seven people gave blood, according to club treasurer Len Sherp and

Alice Shank. Each donor was offered a free breakfast downstairs! Officials and residents of both Warren County and the Town of Front Royal attended the breakfast which will benefit needy children in the area. Ninety-one businesses and other individuals and organizations were listed as sponsors of the event. Said one Kiwanian: “It’s amazing the support we get from the business community...and what makes it really good is that it is priced ($5 per meal) so that everyone - the rich, the poor, and those
