Yaxcal-Pec, of Culpeper, was found “sitting in a chair reading a book.” After verifying his identity through dispatch, officers asked the 30-yearold Yaxcal-Pec “what occurred and how he ended up inside the building.” The report of responding Officer T. McIntyre, who was accompanied at the scene by Officers M. Gallagher and J. Grimm, states, “Mario claimed that he was brought here to fight the war of the worlds and advised that God drove him to the location.” Asked if he had tried to correct the path of the vehicle after it crashed onto the R-MA property at North Shenandoah Avenue, Yaxcal-Pec replied “No,” adding “that once he drove through the first fence he took his hands off the wheel and let God take over.” Officers then gave Yaxcal-Pec four field sobriety tests, all of which he passed. He was taken to Warren Memorial Hospital and cleared medically. He was then interviewed by a representative of Northwestern Community Services, who found probable cause to issue a Temporary Detention Order (TDO). The TDO was issued with an order to transport Yaxcal-Pec to Western State for mental evaluation. Yaxcal-Pec was charged with reckless driving and driving on a suspended license. A hearing on those charges is scheduled of July 8 on the 9 a.m. docket of Warren County General District Court.

Open for business During his update on county business at the Front Royal Town Council meeting of June 23, Warren County Administrator Doug Stanley opened by reporting the damage to the Villa Avenue Community Center from the accident. He later told us, “We have closed off to two rooms until repairs are completed. We still have a three other rooms that are available. On Saturday morning our staff met with a contractor and we are looking to have someone in this week to begin repairs to the facility. We are hoping to have the facility repaired sometime next month. The current repair estimate is around $75,000” God is my co-pilot

With his claim of divine inspiration for his adventure, as well as the Almighty’s alleged direct control of his vehicle across the R-MA property and into a county building to begin his “war of the worlds” I have to wonder at the implications of Yaxcal-Pec’s religious beliefs. He was identified as a Hispanic male and Hispanics have a traditionally high membership in the Catholic Church; but then his ill-fated drive did occur on the Summer Solstice, a date of some significance in pagan and other nature-based faiths. Let’s see, who can we pin this one on …?

My orthodontist would tell me what pain he was about to inflict before he did it, but not during. I even named one of his torture tools “the Thumper”, a springloaded device that I wasn’t real fond of. I’ve near heard of any other dentists like mine. Where else can you get a dental exam and be entertained all at the same time? It’s like a two for one special. I almost look forward to my twice a year appointments. Almost. After all, it is the dentist. “Good, good, good!” Translation – no cavities. “You’re boring. Get out of here.” Translation – No cavities. See you in six months.

If you were a new patient sitting in the waiting room, you might have second thoughts about walking through that door. And if you heard the following, you’d probably think something else was going on. OH DEER – a close call on North Royal Avenue

According to Front Royal Police Officer Tony Clingerman, who responded to the scene, on Thursday, June 19, just north of 13th Street

on North Royal Avenue a deer was struck by a southbound 2005 Honda Pilot driven by Robert “Robbie� Tennett Jr., the deer then careened across the median onto the hood and through the windshield of a northbound 2013 Subaru Outback driven by Janice Foreman. As illustrated in the accompanying photo, the deer came to rest on the

passenger side of Foreman’s vehicle, partially on the seat just vacated by the child she had just dropped off at her babysitter’s. Tennett was transported to Warren Memorial Hospital to be treated for what were described as minor lacerations from broken glass. Foreman was not injured, but FRPD officers said she was shaken up by, not only the unforeseen circumstance of having a deer come crashing through your windshield, but the ‘might have been� had her child still occupied that passenger’s seat. Officer Clingerman verified that the deer actually survived the collisions and had to be removed from Foreman’s vehicle to be euthanized on the scene. The incident certainly resurrects concerns about the county’s wildlife population, particularly deer and bear (well, skunks too), making

Deer roaming into populated and heavily-trafficked roads is a phenomena not limited to more rural, western locations like ours. Recent years have seen increasing incidents in Northern Virginia and the D.C. Metro area, as well as our rural communities to the west.

Pagan ministers address tarot, town ‘gypsy’ prohibitions Nature faith practitioners have their say on issue of religious freedom By Roger Bianchini Warren County Report

An otherwise uneventful Front Royal Town Council meeting took an interesting turn when two religious officials of Druid and Pagan affiliation addressed the recent controversy over a tarot card reader plying her trade in a downtown business. In early May the owner of the Brooklyn Store on East Main Street asked Pagan Reverend Maya White Sparks to shut her operation down after several local Catholics approached her with complaints about the presence of a tarot card reader in the town’s business district. The Brooklyn Store is about a half block from the Catholic book and paraphernalia store Faithful & True. On May 27, three speakers appearing to be from the local Catholic community addressed council urging maintenance of, or even strengthening, a very old town code prohibiting “a company of gypsies or any other strolling company” from “pretending to tell fortunes or to practice any socalled ‘magic art.’ ” During those comments and others in a series of letters sent to council the previous day, the anti-pagan contingent equated the practice of such nature-based faiths that pre-date Catholicism and Christianity by thousands of years, with Satanism, Voodoo and generally bad behavior. Reverends Kelyla Spicer and Esmeralda Barnes addressed the negative stereotyping of their belief system and town codes targeting a specific ethnic minority (gypsies) and a categorization of nature faith practices as “magical arts”. “I am not here to get into a religious debate about anything, I am here to discuss two factors as to why I think you should just trash this law (gypsyfortune telling ban),” Kelyla Spicer of Middletown, who described herself as Celtic-Druid, began. First, she questioned a portrayal of Catholicism as the spiritual face of Front Royal, as suggested by the anti-tarot speakers of May 27. “I for one totally disagree with that, not because of my religious belief system but because a wise man was once quoted, ‘If they are good workmen, they may be from Asia, Africa or Europe; they may be Mohamatans, which is Islamic, Jews, Christians of any sect, or maybe atheists.’ He was talking about needing good workers for his home to do their jobs professionally while he was gone – and that was George Washington. He knew that good men do not require their character be based on their faith, [but] by their actions. “And this is also how Front Royal was made; it was by the blood and

sweat of many diverse people. It was not by just one religion and one only,” Spicer told Front Royal’s current

elected representatives. “And that’s why I’m here – for education, not to judge. I don’t judge, I don’t take for

granted and I don’t ridicule. I’m here because a group of people are being mislabeled.”

Spicer then told council she believed the anti-gypsy, anti-fortune telling law was illegal – “Not just mentioning the

situations, for the elderly; we collect food for the needy; we do lake clean ups like with Spiral Grove, Maya White Sparks religious group, twice a year ‌ A lot of people don’t hear about these things because we don’t live to do this for [glory], we do this because this is how we live. “And to us this law even existing is very degrading to us. We’re taxpayers, we’re consumers, we’re voters, we own businesses, we have members in the police department, in hospitals – we’re people,â€? Spicer said.

I do find it ironic that it is the pagans ‌ who are sounding more Christ-like in their tolerance of and compassion directed at others. And I must wonder how the majority of Catholics in this community view the issue, since it is a group of only six to 10 who have publicly [addressed it]

A short time after these remarks were delivered several council members addressed the topic during their individual reports. Vice-Mayor Shae Parker began by observing that the sitting council inherited the code in question and wasn’t even aware of its existence until it popped up in the middle of the citizen complaints that led to Sparks removal from the Brooklyn Store at the request of the owner who allowed her there in the first place. It is a request we have been told was due to the store owner’s desire to avoid an ongoing confrontation with a highly vocal, socially and politically-active local religious group. Parker noted all manner of “magical arts� activities are allowed by another town code with payment of a business license fee. Of the gypsy-fortune telling prohibition code, Parker added, “I don’t think you’ll find anyone on council who doesn’t agree that there’s some discriminatory and inflammatory language in that section of code that we should take care of. It was written in a much different time (apparently not for some),� which the vice mayor pinned down to pre-1969, though he could not say how “pre�. Councilman Bret Hrbek concurred with Parker’s assessment, particularly on the discriminatory nature of the use of the term “gypsy�. Hrbek added that the fortune-telling prohibition was part of a series of town ordinances designed to prevent street and door-to-door peddling of any kind. “But as Mr. Parker pointed out it was written in a different time, a time I hope has passed, and we should get rid of that language, so we can be more succinct about what the purpose is,� Hrbek concluded. Councilman Tom Sayre, himself an active member of the local Catholic community, then asked Town Attorney Doug Napier several questions about the business license aspects of existing codes. Sayre asked if someone could read tarot cards if they paid the $400 business license cited in Section 98-42. Napier replied yes of that code that lists activities allowed by license as “fortuneteller, clairvoyant, phrenologist, spirit medium, astrologist, hypnotist and palmist.� “So there’s no need to change our code, maybe clean up some of the language,� Sayre said. “Ultimately it would be best to remove the offending ordinance, but as written I don’t think we can enforce it,� Napier replied. And so ended the June 23 discussion of what is the appropriate practice of faith and/or religion in downtown Front Royal, a town once and still in some circles, known as Hell Town. And for all the gushing over the quality of the facility’s interior (even better than Otis’s digs in the old small-town law enforcement comedy TV show “The Andy Griffith Show”) and non-ominous appearance from

the outside (is it a shopping center?), it took 26th Judicial Circuit Court Judge Dennis L. Hupp to put things back in perspective after the morning tour – “But it is a jail.” “It was impressive – but I don’t want to go back there any time soon,” Supervisor Richard Traczyk commented at the Warren County Board of Supervisors meeting the evening of the ribbon cutting, official and public tours. It was commented that the latter drew over 2,000 people between noon and 4 p.m. on June 17. Observing the large crowds lined up for tours beginning at noon on June 17, this observer was left to wonder if tri-county citizens were curious about where their share ($44 million) of the $79 million (principal) to $122 million (with 30 years of interest) project has gone, or were just scouting out digs for wayward family members about to or likely to end up in one of the modern, if somewhat Spartan accommodations in coming days, weeks, months and years. This reporter even tried out one of the double accommodation cells for a photo op. Unfortunately, I had lost track of my promised “roomie”, Front Royal Councilman Tom Sayre, by that time. As we prepared for our noon tour, Sayre had promised to pose “behind bars” with me as part of our new mutual non-aggression and BFF pact. Oh well … But more seriously, the jail will open on schedule (July 1, 2014) ending a process that began in 2005, with Fauquier and Page Counties involved. And while some controversy

The most recent overall summary I could find as reported in October 2012 when financing was approved, indicate the following: · COSTS: approximate $68-million construction cost and 30-year, net bond issue debt service of $79 million, with a gross debt service, $122.75 million; once opens for business, the annual operating expense is forecast to begin at $9.75 million

Non-local revenues estimated between $6.7 million and $7.9 million will help cover those expenses. · CAPACITY: 563-inmate capacity; the three member counties are forecast to use 270 of the available inmate bed space, with as many as 293 beds, with double bunking, going to outside jurisdictions on rental arrangements. · OPERATING EXPENSES: Local funding splits are based on the number of inmate beds they fill: Rappahannock – 36 inmates (13.3 percent funding share); Shenandoah – 99 inmates (36.7 percent funding share): Warren – 135 inmates (50 percent funding share). · SAVINGS: The savings estimates for Warren County were $2.2 million over first seven-years; $1.8 million for Shenandoah County. However, those savings could be projected to be as much as $8 million for Warren and $5 million for Shenandoah factoring in the potential of no state help on local projects had those municipalities proceeded down the individual county jail path. While the process and this reporter’s coverage of it dates back to 2005 and a different local newspaper, the first reference I could find on the pages of Warren County Report date to March 2007, when I reported

that: “While county officials have been informed cost estimates on a regional jail have skyrocketed $17.76 million since a December 2005 consultant estimate of $64 million, little has changed as far as the pros and cons of continuing with the project.”

And that seems to have held in the intervening nine years – at least that’s every involved municipality’s story – and they’re sticking to it. Like we said, it’s a jail

REC explains coming county electric rate hikes By Roger Bianchini Warren County Report

On June 17, Rappahannock Electric Cooperative (REC) official Matt Faulconer explained coming rate hikes from the regional, non-profit energy cooperative that took over service in portions of the county from Allegheny Power several years ago. Faulconer, Manager of External Affairs, told the Warren County Board of Supervisors that the hikes are strictly limited to the recovery of costs of the provision of electric service. The rate hikes have been approved by the State Corporation Commis-

sion (SCC). In a power point and press release included in the supervisor’s agenda packet, Faulconer noted that REC customers in the area previously served by Allegheny (new territories) were paying different rates than in longer serviced REC areas. Current “new territory� rates are based on Allegheny Power costs dating back to the 1990s. New rates will begin the transition of new territory customers to actual costs calculated in 2012 and updated through May 2013. “Transition credits� will be applied to bills to allow the phased-in move to cover actual costs of service. The hikes, which will be phased

in over the next several years, are planned to increase rates by only 5 percent annually until local rates come in line with the company’s standard rates elsewhere where the cost of service has already been factored in. For a household utilizing 1000 kilowatt hours per billing period, the 5-percent increase will net a $5.26 per month hike in the first year. An example of the impact of the transition credits on a 1000 kWh bill was an actual rate increase totaling $121.54, with an $11.23 credit reducing the bill to $110.31. So if my “figuring� is spot on, that means the pre-transition bill on 1000kWh was $105.05, with the transition credit of

$11.23 reducing the initial rate hike to the prescribed 5 percent number of $5.26 and an initial new bill of $110.31 ‌ or thereabouts. Faulconer noted that despite variables like the “polar vortexâ€? that dipped temperatures to arctic-like levels for extended periods last winter, local bills were on average only $4 more than they were in 2011. The

January 2014 polar vortex created unanticipated costs leading to an unexpected increase of $5.63 this May. Another chart indicated a national average bill (at 1000kWh) of $132; a Virginia average of $117; with an REC “new territory� average of $110. Wayside actress returns for summer youth acting classes

By Malcolm Barr, Sr. Warren County Report Long-time Wayside Theatre actress Thomasin Savaiano will return from her Chicago home to coach area youths in acting at the Youth Development Center in Winchester between July 21 and Aug. 1. The

classes are for youth age 7 through 12. During her 15 years at the old Wayside, Savaiano was almost as well known for her work with the younger set - she was the creator and founder of the Young Performers’ Workshops - as she was for her lead roles in scores of plays at the

half-century old theater, a local area landmark. Despite leaving for their Chicago home with husband Warner Crocker last fall, Savaiano’s success instructing young actors was not forgotten locally. It is at the invitation of Claire McDonald, principal of the Independent School of Stephens City and Winchester, that Savaiano is returning to teach acting classes at the Youth Development Center, 3 Battaile Drive, Winchester, this summer. “The school’s Young Actors’ Academy is part of a long term plan to offer performing arts experience to students all over the area,” McDonald told me in response to an e-mail inquiry. “Our select performing arts program (which runs during the school year) served 15 students from seven area schools during the past year,” she said. The performing arts students performed “Sleeping Beauty” in the spring and “Cinderella” in the fall, attracting audiences totaling almost 1,000, McDonald reported. Savaiano said she was “thrilled” to be invited back to the area. Plans are

in hand by a group of self-described “Wayside junkies” to greet the actress at Middletown’s Irish Isle restaurant and pub on Sunday, July 27, 4 - 7 p.m. All who knew or admired her are invited to stop by and say hello. A word about the Independent School of Winchester: it was founded in 2008 with six students. In 2014-15, it will serve 60-70 chil-

dren in Stephens City (elementary students) and Winchester, and also offer parent education programs. Small Businesses rule in Stephens City The New Town Creamery is the talk of the town By Sue Golden Frederick County Report

We’ve written about many of the small businesses in Stephens City before: Sophia’s, Stonewall’s Trading Post, Curves, Artistically Framed, Joe’s Barber Shop, Fish in a Barrel, and Shawn’s Restaurant to name a few. Here is another one to try out. When Emily and “Rusty” Rust became parents, they decided it was time to follow their dream. Rusty worked for Schenks. Emily worked as a cake decorator and in the food industry. When their daugheter Lilli came along, they did not want to put her in day care. The old McCoy’s building in Stephens City was available. They decided to take the leap and open the store they had been researching.

The New Town Creamery sells hot dogs, hamburgers, steak and cheese subs, French fries, onion rings and about every kind of sweet you have and haven’t heard of. The entire front of the building is covered with their offerings: black raspberry and coconut, orange dream, banana and peanut butter, banana and butter rum, funnel cakes, fried oreos. As their facebook page says, “the possibilities are endless.” Rusty says he tries to take the best from other businesses and make them his own. Emily says they specialorder the hot dogs from New York and spend extra on the French fries, because they want customers to really enjoy the food and come back for more. It must be working. The lines seem to appear the moment they open at 11am, and continue throughout the day. There are tables, chairs and umbrellas for your dining pleasure. Marie Wible, co-owner of Artistically Framed in Stephens City, had the hot dog, French fries and soft drink special for lunch recently. The hot dog “indeed, was an old fashioned toasted bun hot dog with a very beefy taste. The French fries were perfectly seasoned and a great size.”

N.W. Virginia Regional Drug Task Force taking action By Sue Golden Frederick County Report There have been 15 heroin deaths and 28 overdoses (that we know of ) in 2014 in our region. Let that sink in. Fifteen people lost their lives because they were shooting up heroin. Although the heroin crisis is national in scope, especially the in north east, the Virginia State Police Northwest Virginia Regional Drug Group is taking action. First it had a law enforcement summit and invited other law enforcement agencies and units, including the US Department of Justice and the Drug Enforcement Administration. Medical teams also attended. The group set up a multiyear task force, the Northwest Virginia Regional Drug Task Force. Next the group held a Community Stakeholders meeting. That meeting was attended by law enforcement, parents, educators, health care providers, elected officials, the judiciary, and the medical/treatment commu-

nity. Three subcommittees were created at the Community Stakeholders: fundraising, best practices and community outreach. Each of the subcommittees are meeting and will report at the next Community Stakeholders meeting in July. According to Virginia State Police Supervisory Special Agent Jay Perry the participants are attacking the epidemic on a number of levels. The police are working very closely the US Attorney and the US Drug Authority to aggressively investigate and prosecute drug-related cases, resulting in hefty jail time. Perry also asks that the community get involved, especially parents. “Talk to your kids about drugs and the consequences. Heroin use usually starts with prescription drug use. Be aware of any drugs in your home. If they are not being used, bring them to a day when drugs can be turned in to the

authorities for proper disposal. Do not leave them in your house. If you see drug activity, call the police. We need to start a dialogue and keep it going. Heroin is highly addictive and deadly.� There were three heroin related deaths in May and three overdoses, one in Front Royal and two in Frederick County. As of the 25th, June has had no deaths, but five overdoses. There are ways to get involved in the community. Attend a meeting of the Community Stakeholders. Attend a Survivors and Family meeting. This is the fulfillment of a project that Natalie Ramos, her daughter Tiana and Tiana’s best friend Kiana Hoston, had been working on for

two years. The girls are both 17-year-old Warren County High School students, and all are residents of Linden. And their timing is good. “This is perfect because doughnuts are a big trend right now,� Tiana said. The 50s themed shop has posters on the walls of World War II favorite Betty Grable as well as Marilyn Monroe and Bettie Page-the beauties whose photos were popular during the 50s. Tiana said they were chosen because they were the three original pinup girls. The Grable Collection includes classic cake donuts with a flavorful twist. Yeast donuts with unique combinations of toppings make up the Monroe Collection, and the Page Collection features yeast donuts with over-the-top fillings. The idea for the 50s theme came from Natalie because they all love the forties look and the girls often wear clothes that look like they could have come from those times. “We both dress up in Rockabilly style, with high-waisted jeans, tied T-shirts and combat boots,� said Kiana. Betty Grable often posed wearing a brief bathing suit and combat boots, as the “It� girl, during the Second World War. The creative dishes and unique restaurant setting wouldn’t be happening if Tiana didn’t have the dream and the drive and stamina to make it come true. But her parents and her best friend, Kiana have been right there to support her along the way. “I’ve wanted to be a pastry chef since I was 10 years old,� she said. This realization came, she said,

after Natalie, who is a chef herself, helped her make her first cheesecake. She recently won a four-year scholarship to the Culinary Institute of America, in upstate New York and will study to be a sugar artist. She created the recipes for all the donuts, sandwiches and chicken dishes, designed the menu and the merchandise items for Naughty Girls, and has worked at the shop along with finishing high school. When Tiana told her parents that her ambition was to be a pastry chef, it was the spark that caused her parents to move Naughty Girls forward. This summer she will devote all

her time to work at the donut shop. This will include getting up at 2 a.m. so customers will have super fresh donuts when the shop opens every morning. The girls told the story of one grueling day they experienced recently. “We spent 15 hours making doughnuts for the Food and Wine Festival in Front Royal, then worked at the festival, went home and got cleaned up, and went to the prom that night!� Kiana said. She was involved in the marketing aspect of the business and learned to cook through her involvement with See DONUTS, 20

They now have 2,500 followers on Facebook and are a bit humbled by how popular their shop has become. The ongoing legal battle between an Apple Mountain Lake couple who ran afoul of neighbors and in turn the county and court authorities over a tendency to accumulate possessions which spilled into their yard may reach a conclusion in October. On Monday, June 16, Warren County Circuit Court Judge Dennis L. Hupp set a hearing date of Oct. 27 to hear arguments on a property seizure and sale to satisfy liens resulting from claims of back Property Owners Association and county storage fees. Before setting the hearing date, Hupp denied a series of motions by defendant Julia Souter, who was representing herself with written assistance of partner Herb Dunkle. Souter asked Hupp, who has twice sent Souter to jail for a total of 10 months for failing to comply with court orders on cleaning up her property, to recuse himself. She also sought a

court-appointed attorney and a jury trial. The judge quickly denied all defense motions. Despite not allowing Souter to elaborate on her reasons for seeking his recusal, Hupp disputed any valid reason for it in denying that defense motion. He also explained that as a civil case there was no inherent right to appointed counsel or a jury trial as there would be in a criminal case. As discussion between Apple Mountain Lake Property Owner Association attorney Daniel Pond III and Hupp proceeded to appointment of a special commissioner to hear the evidence on the alleged debt and property disposal to meet that debt, Chip White rose to express his availability. However, Hupp said that “in the interest of saving this court’s time and docket given my experience I think it is better to hear before the court than a special commissioner.� Hupp’s rationale was that he could exert “more control� over the hearing than a commissioner could. It

may be the rambling, multi-faceted nature of the Souter-Dunkle defense that has led to any past friction, and Souter’s incarceration for a total of 10 months, between the defense and court. In a later conversation, Souter and her partner Dunkle asserted that at an earlier hearing Hupp had somewhat abruptly blurted out “sell the property� – a statement they believe indicates he has already reached a

decision on the seizure and sale of Souter’s property for the a debt they dispute the validity of. With Hupp on vacation until July 1, an attempt to get a response to that allegation by the judge was unsuccessful prior to publication. The involved debts include back POA fees and county liens for storage of items seized out of their yard. The whole zoning dispute with the county grew out of neighbor complaints about the appearance of the Souter property due to the accumulated items overflowing outside the house and any storage building. Following the June 16 hearing, Dunkle and Souter explained that they view the case as a civil rights matter involving property rights and what they believe has been a pattern of governmental abuse of their rights and ability to first comply with zoning codes in a timely manner, then resultant court orders. Dunkle has prepared and filed on Souter’s behalf a series of related appeals and civil rights claims in higher courts, that have thus far been unsuccessful in bringing what they believe is a runaway train of municipal and legal authority working in concert with the neighborhood POA aimed at stripping them, first of their rights, and eventually of Souter’s property and the couple‘s home. With limited financial resources, the couple questions an interpretation of law that allows one’s property to be accessed, individual items to be seized and stored with an ongoing cumulative debt resulting, then allows your property and home itself to be seized and sold over that stilldisputed debt – all without legal representation. From this perspective, it is, indeed, a valid question. One must ask, is it the intent of our

County approves Leach’s Run Parkway financing plan

By Roger Bianchini Warren County Report On June 17, the Warren County Board of Supervisors approved a 20-year debt service plan to pay the approximate $6 million cost of the first phase of Leach’s Run Parkway construction. The vote was 4-0, with Linda Glavis absent. After comparing financing options presented by the Virginia Resources Authority (VRA) and several pri-

vate-sector banks, the county’s Richmond-based bond consultant Davenport & Associates recommended proceeding with a 20-year bond issue through the VRA. The VRA packages municipal bond projects statewide to receive advantageous loan terms for participating localities. Primary reasons for the choice of the 20-year, VRA option were a fixed-interest rate currently sitting at 3.39 percent and a willingness to allow the county to utilize the same

property for collateral that has been used in an earlier, ongoing VRA capital improvement bond on the county’s two new high schools. That property is Skyline High School. Were interest rates to jump up appreciably between the June 17 vote and the VRA bond issue sale on July 29, Davenport would revisit the decision to participate with county officials. Davenport & Associates representative Ted Cole explained that since the Skyline High property assessed value of $41.3 million exceeds the liability on the previous bond issue on the two high school construction projects, the VRA was willing to simply add the new bond issue value of “up to $7 million� in principal to the guaranteed collateral it holds on county capital improvement projects. Of the private-sector options, Davenport reps Cole and Dave Siegel explained that BB&T wanted a separate piece of collateral put up; Sun Trust wanted additional contractual language on future guarantees that made their package less desirable; and Wells Fargo would not fix its interest rates beyond seven years. Actual costs The county and Town of Front Royal will split costs of the long-awaited north-south connector road between John Marshall Highway and Happy Creek Road on the town-county east-side border. That split will be 66 percent county, 34 percent town. Numbers presented by Davenport to the supervisors indicate an average annual bond debt service payment of $455,000 – $300,000 by the county and $155,000 by the town over a 20year bond issue. Project costs are estimated at $6.35 million, with associated insurance and VRA costs raising that

total to $6,608,689. Interest on the 20-year bond raise the total payoff to $9,319,297. Cole added that the bond won’t actually be drawn on until all the ROW acquisitions have been completed. Payment projections indicated a firstyear payment in 2015 of $121,410 by the county and $62,545 by the town before the above-cited full annual amounts are reached in 2016. EDA officials forecast bids going out by the end of July, with construction starting in September or October, with an estimated 18-months for completion of the parkway between John Marshall Highway and Happy Creek Road. Of the final four ROWs being acquired by the town-county Economic Development Authority, which is managing the project for the town and county, two are in hand and two more – with Warren Memorial Hospital and local developer HEPTAD – have been agreed upon in principal, county officials said on June 17. County Administrator Doug Stanley also explained that as much as $5 to $6 million in costs are likely to be

recouped from proffers tied to coming construction projects, including development of the new hospital campus and future HEPTAD development. The recently approved Front Royal Limited Partnership (FRLP) residential (up to 818 units)-commercial development project on 604 acres in the area has already committed about $2.1 million in road proffers specifically to the Leach’s Run Parkway project. The county and town recently approved boundary adjustments that will bring the land holding the still-planned second public middle school, the new Warren Memorial Hospital campus and the FRLP land, all of which will be serviced by the parkway, into the town limits. Phase Two of the project will extend Leach’s Run Parkway past Happy Creek Road to an intersection with Shenandoah Shores Road. That extension is currently planned to contain a five-acre swath of right of way from current Town Councilman Tom Sayre’s approximately 40-acre home property.

First-ever Patsy Cline Musical Festival The first-ever Patsy Cline Musical Festival will take place August 30, in Winchester, VA, to coincide with the legendary singer’s 82nd birthday. The full-day festival will kick off at 10:00 AM with a free block party at the Patsy Cline Historic House, 608 S. Kent St., Winchester. Musical entertainment provided by Liz Ruffner, Springfield Exit, an Elvis impersonator, and many more will continue until 3:00, along with craft vendors, souvenirs, and food by Greenwood

United Way Wii Bowling Challenge The United Way of Northern Shenandoah Valley wrapped up the preliminary rounds of the 2014 Wii Corporate Bowling Challenge last night at the LFCC Student Union Building. The first game was a battle of the Westminster Canterbury Residents versus the Westminster Canterbury Staff. The crowd was feisty and eager to begin. The residents asked the staff “Are you ready to give up yet?” before the game even got started. The age range between the two teams was age 7 to age 86, with a 91 year old cheerleader…which goes to prove that we are all young at heart and can still PLAY at any age. The first game was underway and the Residents were winning by 8 pins. The Westminster Canterbury Staff was not ready to quit or admit defeat so the second game began. One Resident said after she bowled a strike “That’s 75 years of life experience”. The teams cheered each other on and chanted at the ball “come on, come on”. Briefs BRIEFS, from 29 posting the highest pin count of the 2014 Wii Corporate Challenge with 515 versus the Westminster Canterbury Staff ’s 471.  The second game of the evening had TREX facing off against Shen-Tel. Each team brought cheering fans. TREX even had bowling shirts,  black shirts with orange lettering that read “That’s How I Rollâ€? with a bowling ball and TREX on the back. Superintendent Announces Several Administrative Appointments Frederick County Public Schools Superintendent David Sovine announced a number of administrative appointments during the School Board meeting held on June 17. Dr. Myers succeeds Dr. Jim Angelo who will become the school division’s Assistant Superintendent of Instruction

Evendale Elementary School to Get New Principal Evendale Elementary School will have a new principal for the 2014-15 school year. Principal Sue Ellen Gossard is leaving the position she has held for the past eight years in order to accept a position as an elementary instructional supervisor with Frederick County Public Schools. Gossard says, “I’ve truly enjoyed my tenure as the principal at Evendale Elementary School. Evendale is a special place with outstanding students and a faculty and staff that’s committed to serving students and their families well. Although I’ve enjoyed working as a school-based administrator for many years, I’m looking forward to working in my new role as an instructional supervisor because it will provide me with an opportunity to help make a positive impact on more students and teachers.� Gossard began her career with Frederick County Public Schools in August 1991 as a teacher at Senseny Road Elementary School. After teaching third and fourth grades for a total of eight years, she moved to James Wood Middle School where she taught math for a year. In July 2000, Gossard became an elementary school assistant principal in Loudoun County. After serving in that role for two years, she returned to Frederick County Public Schools and was named the principal of Armel Elementary School. After working as the principal at Armel Elementary for nearly two years, Gossard accepted a position as an elementary instructional supervisor and served in that role from April 2004 until June 2005 when she was named the principal of Redbud Run Elementary School. In June 2006, Gossard opened Evendale Elementary School and has continued to serve as principal there for the past eight years. Schools Superintendent David Sovine says, “Mrs. Gossard has been an outstanding principal at Evendale and will prove to be a great asset as she returns to the role of elementary

instructional supervisor. Her extensive experience as a classroom teacher and school-based administrator will serve her well as she works together with other members of our instruction department to assist teachers in implementing best practices in order to enhance and strengthen the instruction provided to students in all of our classrooms.â€? Frederick County Public Schools will begin the search for the new principal at Evendale Elementary School in the coming days with the intent of having the new principal begin working this summer. Yost Field and others to be renovated   Winchester Parks & Recreation’s athletic Bermuda grass fields experienced quite a bit of winter kill this year due to the harsh weather. In order to plant new grass and have it take, the work has to be done immediately. WPRD consulted with experts at Virginia Tech and Red Studies out of Oklahoma State and now they ready to begin work to improve the fields. Yost Field - To get it ready for the 2014 Cal Ripken 10-Year-Old World Series in August, Green Horizon Turf Co. will fertilize the outfield and resod the infield. To allow the grass to establish itself in time for the tournament, no teams will be allowed to play on the fields until after the World Series. Bodie Grim, Preston & Friendship Fields - Work will take place on these fields over the next few weeks and once the Yukon Bermuda grass (the only type of Bermuda that is able to withstand colder weather) is planted, the fields will be closed to all users for 12 weeks.  Winchester Parks & Recreation greatly appreciates your patience and cooperation during this transition period. In order for the new grass to establish roots that will last, the fields must be closed this summer.  Please refrain from using these fields during

Local agencies join forces to bring grants database to the region Nonprofit organizations now have access to a comprehensive grant and sponsorship database thanks to ten local agencies. The Foundation Directory Online database is updated weekly and provides access to over 120,000 foundations and corporate donors and 3 million grants. The database not only includes grants for organizations, but for individuals searching for funding such as scholarships and fellowships. Kim Herbstritt, executive director of Literacy Volunteers Winchester

Area, noted ten nonprofit organizations came together to contribute $100 each towards the annual fee to make the database available for all organizations in the area. The database is housed at Handley Library and is accessible to anyone upon request. “It’s great to see organizations coming together to provide such a valuable resource to the nonprofit sector in the area. The database is user-friendly and can generate a list of potential grants based on various search options. The list includes information on funding limitations, how to apply for funding and areas of focus� Herbstritt noted. “This helps eliminate a lot of wasted time searching and applying for grants that are not aligned with an agency’s mission,� she said. More than a dozen participants recently completed introductory training on use of the database and feedback was extremely positive. “Although the database is only accessible through computers at Handley Library in Winchester, the scope of

Goodwill Broken Into, Money Stolen The Winchester Police Department is investigating a breaking and entering that happened at Goodwill Industries. On June 22nd just before 9 a.m. officers responded to the 400 block of Millwood Avenue in reference to the breaking and entering. Around 6 a.m. on June 22nd a black male broke into the building and stole an undisclosed amount of money. The suspect was wearing a white sheet over himself. The incident remains under investigation by the Criminal Investigations Division. Anyone with information on the incident is asked to call the Crime Solvers Hotline at 540-665-TIPS.

On Thursday detectives conducted two search warrants and a substantial amount of jewelry and jewelry boxes were located. Detectives believe some of these items may have been stolen during unreported incidents. Officers are asking anyone who believes jewelry may have been taken in a similar incident to call the Criminal Investigations Division at (540) 545-4717. Residents will be required to describe their missing jewelry in detail and include the date the theft occurred. The items may have been stolen out of homes located in the City of Winchester and Frederick County. Music was taken to the Northwestern Regional Adult Detention Center and was released on bond.

Winchester Crime of the Week - June 9, 2014 The Winchester Police Department is investigating a larceny that happened on May 25th in the 600 block of South Braddock Street. The victim reported several items were stolen from his trailer. The items included a Stanley Air tank, a Stanley Socket Set, a Craftsman Socket Set, and a toolbox. Anyone with information on this incident is asked to call the Crime Solvers HOTLINE at 540-665-TIPS. If you provide information leading to an arrest in this case you could receive a reward of up to $1,000 and remember you can remain anonymous.

Frederick County Crime of the Week - June 16, 2014 The Frederick County Sheriff’s Office is investigating several burglaries and larcenies that occurred in the Stephens City area between May 25th and May 31st, 2014. These include: Bearly Believable, located at 210 Elizabeth Drive, Split Ends Hair Salon, located at 201 #4 Centre Drive, Sherando Cleaners located at 201 #3 Centre Drive, and Red Apple Deli located at 152 Fairfax Pike. In each of these incidents, unknown suspect(s) removed small amounts of U. S. Currency. Miscellaneous cartons of cigarettes were also taken from the Red Apple Deli. If you have any information regarding a suspect or suspect vehicle in these incidents, please contact the Crime Solvers Hotline at (540) 665 TIPS (8477).
