down on the left, at the sign of the mule. Grace has been seen by a huge audience in the movie “Get Low” starring Robert Duvall. How she got there is an amazing story in itself. It was during a very sad time for Steve. He had lost a favorite mule called AJ, and was depressed. Grace was born with a perfect heart shape on her right side, and she helped him heal from his almost broken heart. “I stayed in the house for days and cried, it tore me up to look at the track and ring where she (AJ) had been,” he said. He’d been in rodeo most of life and on the road and was about to give up his career in it because of his loss. “The cowboys knew I was hurting and one brought Grace over when she was three months old. I said no, but he talked to my wife and I finally decided to take her. I let her ride with me and sleep in my bed,” he said. In the beginning, she followed him around when he was working on his place, and would pick up his tool bag, or the hammer and he didn’t think it was too unusual. But then he heard about American Idol for Horses in July of 2008
in North Carolina, and thought she might have a chance. She qualified to go on to the Nationals and won that one when she was two-and-a-half years old. A movie scout came over and asked if she could be in the movie “Get Low” that was about 70-80 percent finished, because they needed a mule that could rear on command. Robert Duvall decided to come out to meet her.

I call her a mule with a human mind” Steve said. Grace also has her own play room and specially built couch in the house in the basement and sleeps there when it gets too cold outside. She loves to watch television and can change the channels. “Her favorites are Westerns, especially Gunsmoke and The Rifleman,” he said. She tailors her behavior to whoever she’s with, Steve explained. When it’s required, she can buck and be competitive at rodeos or other events, but is very gentle with folks at nursing homes and kids who are suffering from cancer. He had a request from a movie company to train Maddie (Grace’s sister) to attack, so now he uses her in his shows, and they pretend to be “good mule” and “evil mule”, with the good winning at the end. The Fosters have three show mules and the world’s highest jumping mule. They travel with ministry work and he said he likes doing ministry work better than movies. They go to jails, nursing homes and do cancer benefits. God says, come as you are,” he said. Steve is from Rappahannock County and moved from there to Warren County in 1966. His wrangler Bo, was born and raised in Warren County, and has

been with Steve about 6 months. Steve is confident he’ll make a good wrangler. Bo said he grew up in the country, but didn’t have horses or mules, just hogs and chickens. “I wouldn’t miss this stuff for the world,” he said while watching Grace do her tricks. Steve said his and Bo’s goal is to bring forth God’s message. Steve testifies that he is a former alcoholic and drug addict, also a country boy, who only went to the 7th grade. “I see kids come into the jail when I’m there, scared like a wet dog. It breaks my heart—no one tells them what it’s like to be stuck in a jail cell with a stranger,” he said with sadness. And Bo said he almost drank himself to death, too, but a vision of
Christ and a miracle saved his life and he also became a Christian. Steve said, “The morning I gave my heart to the Lord, I’d been on a bender, and high. I woke up, and any other time I would have reached for a fix. I just felt so tired of the drink and drugs and somehow, the Lord showed me my life like a video. I saw it from when I was a child on the farm, through my marriages, and saw my children. God showed me all the people I had hurt and I cried-and I never cried. I also heard God’s voice say, “Today is your day”, and I knew if I didn’t give my heart that day, I wouldn’t have another chance… I put hands up to my face, and said, “God, if you’re real, come into my life.” He felt something flow over his back and out the window, and came out and told his future wife Pam, “It’s
Water and sewage rates lowest in Front Royal

Grace counts out nine beats to show her age. After Saturday, May 9, she’ll be counting to ten.
It was a good news night at Front Royal Town Council’s regular meeting April 27, led by a consulting firm’s report that water rates would remain unchanged at least for the next five years and sewer charges will actually be reduced by 6.5% in 2016. Andrew Burnham, a vice president of Burton Associates, further said that in a comparison study with other Valley districts, Front Royal’s water and sewer rates are among the lowest for “typical residential users” and are likely to remain so at least for the next five years. Burnham did not foresee the need for any increase in Town water rates through 2020 and said that after the reduction in sewer rates next year, that rate would be good also through 2020. Councilman Eugene Tewalt commented at a following work session: “We made the right decisions years
ago and we are now seeing the benefits.” * * * Council confirmed the appointment of David Gushee to the Planning Commission and Robert B. Helms to the Board of Zoning Appeals. * * * It came a few days late, but Mayor Tim Darr went along with proclaiming Saturday, April 25, “Arbor Day” in Front Royal on Monday, April 27. He urged “all citizens to support and protect our trees and woodlands.” * * * Jennifer McDonald, executive director of the Economic Development Authority (EDA), reported to council that EDA was closing on a $150,000 loan for development of a restaurant at the old “Second Chance” building on East Main Street. The building was recently purchased by a trio of buyers which already plan on renovating the building and, according to McDon-
ald, are planning an opening day “during the summer.” * * * During Doug Stanley’s turn at bat, the county administrator reported that the state Board of elections has decertified voting equipment in Front Royal and the county and ordered new voting machines installed. The county will bridge the gap to the June 9 local election and the fall elections with rented equipment and have all-new certified equipment up and running for the 2016 presidential election. He said 30 locations in the state had been decertified. * * * Councilman Bret Hrbek, who has two kids playing travel soccer, remarked on the excellence of Warren County’s playing fields, “the best I’ve seen in Northern Virginia.” For example, he described substandard playing areas with potholes and bare patches that his children play on in Fairfax County.

Col Gary N. Sadler, USAF Retired Randolph-Macon Academy Commandant Col Gary N. Sadler, USAF Retired, has announced his intention to resign on June 30, 2015. Sadler has served as Commandant at the Academy since his arrival in 2005. On behalf of the R-MA Board of Trustees, alumni, students, parents, and employees, R-MA President Brig Gen David C. Wesley expressed appreciation for Sadler’s service. “Col Gary Sadler has made a huge impact on the lives of hundreds of cadets,” he said. “The entire Randolph-Macon Academy is grateful for his tremendous dedication and tireless efforts over the past ten years.”
As Commandant, Sadler has been in charge of student life through the residential life programs, day student programs, student services, and the disciplinary program. He and his staff have centered the residential life curriculum around themes each year, focusing on the ideas of honor and integrity. One of the recently added events was an Honor Code signing ceremony, in which every cadet signed a page in the newly created honor code book. Sadler and his staff created a separate freshman hall for the younger students, providing extra guidance while they adjust to the requirements of the Upper School dorms. Known for his commitment to hon-
esty, Sadler’s efforts have instilled a renewed sense of allegiance to the R-MA Honor Code of “I will not lie, cheat or steal, nor tolerate those who do,” as he worked diligently to move the discipline program from a philosophy based on a reactive, punishment approach to an approach based on consequences and lessons. Under Sadler’s guidance, the Flight Program has attained new records of students who earn their solo wings or the private pilot certification. He has also been instrumental in replacing the older Cessnas the school was using in its flight program with two 2001 Cessna 172s. Although the Air Force JROTC program is under the purview of the academic dean, at RandolphMacon Academy the program is closely intertwined with the dorms. This has resulted in Sadler working closely with the Air Force JROTC personnel; his guidance has played a role in the unit winning the Distinguished Unit with Merit Award multiple times over the last decade. Sadler has also been well-respected in the community and was a frequent guest speaker for Veterans Day events in the area, including downtown Front Royal, Shenandoah University, and Warren County Middle School. On campus, Sadler is a constant presence, arriving before the cadets wake each morning, and attending sporting events, concerts, alumni gatherings, and nearly every R-MA event imaginable. His wife, Maureen, has also been a huge supporter, filling in gaps all over campus as she worked in the public relations office, coached sports, brought students to medical appointments, planned special events, and attended nearly every major campus event. “There is no doubt that Gary and Maureen have been a noticeable presence on campus, and they will be missed,” said Wesley. “We wish them both the best as they move into this new phase in their lives.” – From a release
Grace and said that he goes out to see her when he’s feeling low and being around her makes him feel better. “I love my kids more than I love the animals, but if something happened to Grace, I don’t think my heart could take it. “She prays when I get sick, because I tell her she’ll be cremated with me,” he said with a chuckle. Grace will be in the Apple Blossom Parade on May 2, and Allen Taylor of Southern States will be driving her in the custom car Steve outfitted for her-a Lincoln Town car with the top cut out and special seats in the back where she can sit or stand. Steve sends his heartfelt thanks to the Warren County community and all his sponsors for their support, and invites everyone to come out on May 9 for Grace’s birthday party. Front Royal teen celebrates two-year “Heartiversary” with a tropical cruise By Carol Ballard Warren County Report

Two years ago 11-year-old Chase Tasker was happily playing basketball on a team with Warren County Parks and Recreation when he developed a cough. His parents were concerned enough to take him to their pediatrician, but even though the visit didn’t reveal anything wrong, the next week he was vomiting so much he was taken back to the pediatrician then to hospital at the University of Virginia in Charlottesville on January 28. After a week of testing they were shocked to hear that he had to be put immediately at the top of a waiting list for a heart. “We were told he wouldn’t be leaving the hospital without a heart,” said his parents, Renee and Todd Tasker. They were also told that he had Dilated cardiomyopathy, or DCM, which is a condition in which the heart becomes weakened and enlarged and cannot pump blood efficiently. The de-creased heart function can affect the lungs, liver, and other body systems. They found out that his was a genetic condition, and although some people can live with it and don’t need a heart transplant, he would. In order for him to be able to receive new heart, his lung pressure had to be at the right level, with no fluid build-up. Fortunately, he was diagnosed early enough, so that his lungs met the criteria. Fittingly, he was officially put on the waiting list on Valentine’s Day, which was also Todd’s birthday. “There is a lot of criteria to meet to

He told them later that he was aware his mom was reading to him while he was unable to respond. “A lot of the stuff he had to go through was with little or no sedation, and he remembers a lot of it and the pain. see if someone is a heart candidate,” Todd said. The family also had to talk to a social worker who needed to see what they were like and to make sure they were committed to the treatment and would follow through with the medication and therapies he would need. They were very fortunate to have Chase’s grandmother, Alice Raugh, who took care of his older brother Aaron during the two months of their traveling back and forth to Charlottesville to be with Chase. “We tried to keep his life as normal as we could,” said Renee, and added that he was a great big brother through it all, and especially took really good care of him when he came home. Tasker family on cruise ship to the tropics-Courtesy Photo hospital, he was put on a respirator and breathing tube. Next he was attached to an ECMO (extracorporeal membrane oxygenation) device, a modified heart-lung machine that pumps and oxygenates a patient’s blood and allows the heart and lungs to rest. He was unconscious, but did well during that process, so after four days, he was connected to a left ventricle assist device (LVAD) for two days. His parents were told that he was the first child at UVA to be put on the device. “We wanted a perfect heart, so with that we could wait for a perfect one,” said Todd. But Renee had to deal with the thought that someone else would have to lose someone in order for him to live. “When they told us he’d need a heart, I thought, ‘how can you ask me to pray for someone to lose their child’?” she said. However, in some cases, the organ donor has been in a condition in
which they aren’t ex-pected to survive, and doctors are just waiting for the family to make the decision to let them go and donate their organs. And in Chase’s case, his heart was three times the normal size, so there was room in his chest for an adult heart. The actual transporting and transplant of organs is down to split-second timing and everyone who is involved knows exactly how much time they have for each part of it, from the harvesting, to running to the transportation vehicle, to getting it in the waiting patient. His transplant operation was successful and Chase was eager to put it behind him. He pushed for leaving the hospital on the 28th of March, because he said he came in on January 28th, got his heart on February 28th and wanted to go home on the 28th. After leaving the hospital, they spent two weeks at a Ronald McDonald House.
“It was a great experience. I didn’t know how much they did for people,” said Renee. She especially appreciated the small, but necessary things like toothpaste, books, cards and games that were provided. There followed a period of recuperation and relearning to use his vocal chords that had been affected by the breathing tubes. He had to learn to walk again and do several kinds of therapies to get back to his normal self. Then they found out that the hospital’s social worker had connected them to Kids Wish Net-work, an organization created especially for kids who have gone through trauma and are surviving. “Chase needs to do this,” she told his parents. Then came the wonderful news that the Kids Wish Network would grant his wish for a tropical cruise to celebrate his two-year “Heartiversary”. Chase and his family spent four days on an amazing Carnival Cruise complete with excursions like snorkeling and swimming with dolphins, something he had especially wished for. Chase is back to playing basketball, football and doing great in Junior Varsity baseball, pitch-ing and playing in the outfield. He wants everyone to know he doesn’t have a “heart problem”, and would prefer to play down the experience. In gratitude to the donor’s family, she sent a letter to them a year ago and provided photos of Chase, and showed what he’s been doing. “We haven’t heard from them, but I totally understand if they don’t want to respond. That’s why we waited a year,” she said. To protect the donor’s family’s privacy, her letter was sent to a third party who screened it, then sent it on to the family. “We have no idea who they are, but we thank them every day,” she said. Renee also wants people to become organ donors, explaining that one person can help 60-100 others. And Todd added, “We never would have made it without God, family and friends. This community is phenomenal. Also with gratitude, they listed: McAlister’s Delicatessen; Anthony’s Pizza; Roma’s; Front Royal Little League; Warren County Middle School; Skyline High School and many others that helped them in so many ways. “We are forever thankful,” they said. They also praised “the whole team at UVA, from the cleaning crew to the Doctors”. Warren County Supervisors pass 2016 budget with 1.5 cent real estate tax increase
The Board honored Finance Director Carolyn Stimmel, for her outstanding work with the Board for the last 15 years and wished her well in her retirement. By Carol Ballard Warren County Report The Warren County Board of Supervisors approved the fiscal year 2016 budget at their April 21 meeting. After discussion, comments from the public, and three motions, they approved the budget of $98.17 million which includes a real estate tax in-crease of 59.5 cents per $100 of assessed value on real estate and mobile homes. This will raise real estate taxes for 2016 by 1.5 cents, half of the original proposal, but an increase from the present rate of 58 cents. It’s less than the 61 cents and about $200,000 lower than the proposed budget brought to the meeting.
“The hardest thing is to raise taxes commented North River Supervisor Dan Murray. County Administrator Doug Stanley presented a detailed report on where money needs to be spent, and listed the main driving costs as salary increases for school board and county staff, an increase for school capital projects, the added costs of the RSW Regional Jail operating and debt service cost, and set aside funding for the 2017 operational costs of the second middle school Supervisors then heard comments from the general public at the advertised public hearing. Tim Ratigan reiterated his earlier concerns, voiced at the board’s April 7 meeting about how taxpayers’ money is being used by the board.

He mentioned a woman who bought a house, then when it was assessed shortly after her purchase, the property values decreased, but she still had to pay the same taxes as when it was originally assessed. “Now she will have to pay even more with the proposed increase, and it does not seem fair, he said. He accused the board of not living up to their promises concerning the costs of Dominion Power Plant and the RSW Regional Jail, and said that citizens were told after last year’s tax increase that there would be no need for another. He also criticized the board for spending too much of the county’s tax money on acquiring land, and, as if hinting at future revelations on the matter, said, “I think the taxpayers will be surprised when the information is released about the real estate acquisitions by the county. And Molly Snyder admonished the board for the lack of attention being given by the State Air (Pollution Control) Board on emissions by the Dominion Power Plant of Sulphur Dioxide into our community, which she blamed for causing acid rain. “This will have a negative effect on our property values, not to mention the local parks and forests, she said. County resident Larry Diehm said he was against any tax increase and compared it to a “tax-and-spend cycle he said he left Illinois to avoid. Supervisors weighed in on what Chairman Richard Traczyk called the “agonizing things we talk about. He listed the difficulty of deciding where money should be spent, requiring each department like nonprofits, Fire and Rescue, and many other important groups to account
for their budget. “Government is like any other business, and requires money to operate, and over time in any economy, the cost of business increases, he said, and supported the three cent increase. North River Supervisor Daniel Murray attempted to defend the tax decision by saying that the county has a responsibility to maintain the infrastructure of the county, as well as taking care of the schools, planning and zoning. “There is a cost that we have to assume, and that’s something that people have to understand when we finalize where we’re at, Murray said. He added that his phone had been
ringing off the hook all that day, with people questioning how all the money was being spent and challenged county residents to become part of the budget process next year. “If you don’t become a part of the process, you don’t have a right to complain, he said. Happy Creek Supervisor Tony Carter, who was in favor of passing the higher real estate tax rate, said that originally, the idea was to “take a penny per year to meet operating costs for the new middle school, and mentioned that several schools are in “rough shape. “Have you been Ressie Jeffries lateSee TAXES, 10

Warren County TAXES, from ly? he asked, pointing out that Ressie Jeffries and E. Wilson Morrison don’t have central air conditioning. He also cautioned that, “Basically, the future board is looking at somewhere between 5 and 7 percent tax increases, and, “Nobody likes to raise taxes at all, but I don’t think they really like 5, 6 or 7 cent increases. He moved to approve the 61 cents tax raise, but the motion failed for lack of a second. After further discussion, and another motion by Carter for a two cents raise, which also failed, Murray made a motion to approve a 59.5 cents raise, with one cent to be used for raises for county and school employees, and half a cent for the new middle school. This motion was passed with a vote of 3 to 2, with South River District Supervisor Linda Glavis, and Fork District Supervisor Archie Fox voting no and Tony Carter, Daniel Murray
and Shenandoah District Supervisor Richard Traczyk voting yes. The original proposed increases, were meant to be a way the county could cover some of the debt on the Rappahannock-Shenandoah-Warren Regional Jail and the new middle school costs. The estimated cost of the middle school, to be built at the intersection of Happy Creek Road and Leach Run Parkway, is $1.5 million for 2017. As a result of the reduced tax increase, the county would be able to cover the shortfall by taking $404,556 from its general funds balance, Stanley said. He noted that even with the use of general funds to cover the shortfall, the county will still have to make up a deficit of just under $890,000 the following year, and operations for the second middle school would be reduced to $202,278. This would leave the school project with a remaining deficit of $1.16 million after the 2016 fiscal year. Every penny of the tax increase

With the approved tax increase in place for 2016, the county faces potentially having to raise taxes even more in 2017 to meet future needs. “We’re not spending money unjustly, maybe right now we’re being
too conservative, Murray concluded, and added, “maybe in a couple of years, we could be looking at a 4 or 5cent tax increase, but that’s reality. In other business: The Board honored Finance Director Carolyn Stimmel, for her outstanding work with the Board for the last 15 years and wished her well in
her retirement. Supervisors present at the meeting were: Fork District Supervisor Archie Fox; Shenandoah District Supervisor Richard Traczyk; South River District Supervisor Linda Glavis; Happy Creek Supervisor Tony Carter and North River Supervisor Daniel Murray.
Timothy Ratigan voiced his opinion on how the County is spending taxpayers’ money and the proposed tax increase at the April 21 Warren County Board of Supervisors meeting.

Carol Vorous’s dream: A “Doggy Day of Caring” in Front Royal By Malcolm Barr, Sr. Warren County Report A Front Royal elementary school librarian plans to establish in Warren County what she calls a “Doggy Day of Caring,” similar to the familiar “Day of Caring” for the elderly and/ or indigent, spearheaded by United Way and helped by individual volunteers and those from local service clubs and schools. Carol Vorous, a longtime volunteer in her community – mostly in campaigns to help needy families – dreamed up the idea for a day of caring for the animals after harboring concerns for years for outside dogs “that don’t appear to have adequate shelter...or enough space to freely move around without being tethered.” Wisely, perhaps, Carol aims to start
small, hopefully this summer while school is out, by identifying three recipients who love their dogs but who do not have the means to adequately care for them. The outside dogs she sees and inquires about need such basic things as a warm and dry place to sleep - a simple kennel or an insulated dog house; an enclosure rather than a 12foot chain; a heated bowl so drinking water is available during winter; food; vaccinations; and even baths and grooming. All of these things the dogs need but don’t often get because owners cannot afford them. “I’ve often joked with my husband (Captain Roger Vorous of the Warren County Sheriff ’s Office) that if we ever win the lottery I would open a rescue or sanctuary for dogs,” Carol said from her home in town. Some may say that if you can’t af-
ford a dog, don’t own a dog. But Carol disagrees. Dogs, she points out, are companion animals and many among us depend on dogs for loving and companionship. Sometimes, people are unexpectedly facing hard times. The dogs should not suffer. Carol has a history of helping people, but as a dog lover - she is owned by three rescues - she wants to expand that to the animal kingdom. “I’ve held (fundraisers) for various members of our community, but never anything on a large scale for the dogs,” she said. With time off from Ressie Jeffries Elementary School this summer, she
hopes to use her time to establish an annual “Doggy Day of Caring” during which volunteers will help with repairing or rebuilding outdoor dog enclosures and giving these animals some of the comforts their owners would provide if they could. The “Doggy Day of Caring” will be done in the spirit of neighbors helping neighbors, she said, and hopes to involve a “band of volunteers” to accomplish her goals. Apart from individuals, she hopes to receive financial help from local businesses and, as a long term goal, perhaps partner with local veterinarians so the outdoor dogs can be vaccinated and spayed/
neutered. She hasn’t set a date for the “Doggie Day of Caring” yet but is determined to do it before school starts in the fall. What she has done is establish a facebook page, www.facebook.com/ DoggyDayofCaring, and email address, doggydayofcaring@hotmail. com, so volunteers and potential donors can contact her for more information. She is also preparing flyers to hand out at such events as the Memorial Day “Salute to the Dogs of War” at the Gazebo in Front Royal on May 25.

Day ceremony – or as I like to call it “Memorial Dog Day Afternoon at the Gazebo on Front Royal’s Village Commons on Monday, May 25, starting at 11:30 a.m. For, as in the three previous events, this Memorial Day Ceremony acknowledges not only our human soldiers putting their lives on the line, but also gives a
special nod to “the dogs of war. Malcolm points out how appropriate it is for Front Royal to recognize the service of the war dogs since the nation’s first were trained here at the Remount Station off Route 522 South for duty in World War II, beginning in August 1942. Being a dog lover myself – “Down, Luda, walk later! – I know that this mix is a natural for Malcolm. Not only is he a past president of the Warren County Humane Society Board, but he has also spent much of his life doing animal rescue. And he notes that dogs, mostly German and Belgian Shepherds, have become a singular force in the military’s effort to minimize the impact of one of the signature weapon of the post 9/11 era – the Improvised Explosive Device (IED). Barr said he has done extensive reading on the subject and observes that despite advances in modern weapons technology, nothing has been more effective defending against IEDs than military-trained war dogs sniffing out these lethal roadside bombs aimed

“Because no one else was doing it – So, I stuck my neck out. But at age 82, I really do hope an American veteran will soon step forward and take this on because, like everyone else, I cannot last forever.” – Memorial Day organizer and Brit veteran Malcolm Barr, Sr. at our soldiers on the ground. The U.S. Department of Defense in recent years has charged the Air Force, specifically at Lackland AFB, Texas, with training dogs for all the military
services. And in a way, all that modern canine military training began here on Front Royal and Warren County’s south side off the appropriately
Engle’s Angle: “Wish You Were Here” By Kevin S. Engle Warren County Report Whenever we travel, I see postcards for sale. In the airport, in shops, all the usual places. Even in this world of emails, texts, tweets and selfies, I guess I’m not the only one who still sends them. Do you? A lady I used to work with sent me one from Africa when she was there on a safari. That was cool. Until I realized she wrote most of it before she ever left her house. You could tell from the way she worded it. Thanks. You shouldn’t have. Really. Almost thirty years ago, we were in Florida with friends. Stan and I were admiring the postcards of scantily clad women when my wife asked what we were doing. Thinking quickly, as guys do in those situations, I said, “We’re looking for something for Wes.” “Yeah, that’s it,” Stan agreed. My wife wasn’t buying it, especially since Wes, my nephew, was only three at the time. And from that point on, Stan and I would send each other ‘Wes postcards’. Poor Wes. He never did see any of them. Last week I sent a postcard to my cousin. He’s on vacation. He got a laugh out of that. So did I. When we go away, I take my address list and postcard stamps with us. One name that’s no longer on that list is my aunt’s, the only one I ever had. She passed away last December. In her 83 years on this earth, my aunt Loretta rarely ventured far from her home in western
Pennsylvania. She did go to Florida once with her husband and two youngest to visit her mom, my grandmother. I remember how surprised we all were that she was going. And she once said she’d never been west of Ohio. She didn’t have to travel far to see her five kids and their families because they all lived nearby. A few years back, she surprised us again when she went on a multi-day trip to Smith Mountain Lake in southern Virginia with a friend and his family. Obviously, she was getting wild and adventurous in her older age. On their way home, they stopped at our house for lunch and that’s when I saw something I thought I never would. My aunt in my house. After all, we lived in Virginia, four hours away from her. We teased her about it and all got a good laugh. I have the pictures to prove she was here. I don’t remember for sure, but I think I started sending her postcards as a way to show her how much world was out there. I wouldn’t tell her when we were going, or where. I wanted to surprise her. She liked getting those postcards and told us she’d kept them all. She even pulled out the stack to show us. I was surprised. We’re going on vacation soon and I’m looking forward to it. But when I realized I wouldn’t be sending her a postcard this time, or ever again, I was bummed. Maybe I’ll send her one anyway. Aunt Loretta, I really do ‘wish you were here’. Christmas wasn’t Christmas without her shortbread cookies. Mmm mmm. – kevinengle456@comcast.net
named Remount Road, where a cavalry training facility eventually morphed into dogs as a soldier’s best (non-human) friend training facility. Barr’s son, Malcolm Junior, is not only an Air Force Iraq veteran currently on active duty in Europe, but also an alumnus of Randolph-Macon Academy, the Front Royal-based Air Force JROTC private military prep school. So, it is perhaps not too long a stretch that Barr has invited Maj. Gen. Henry (Mack) Hobgood, U.S. Air Force retired, to take the lead role in this year’s Memorial Day ceremony. For Hobgood as R-MA President, may have also taken a lead role in the disciplining of Barr Jr. into military shape. See DOG DAY, 16

Community DOG DAY, from 15 During a recent speech at Front Royal Rotary Club, Barr announced that another Rotarian, the Rev. Mark Jordon of First Baptist Church, would lead prayers for the fallen and bless the dogs of war. Also, Linden Rotarian Michael Williams will honor his late father, a Vietnam veteran, by sounding taps on his dad’s bugle. Volunteers from Warren County High School’s band will perform music appropriate to the occasion and Malcolm wanted to give a particular nod to those participating band members, as well as their bandmaster David Dingess. Front Royal Mayor Tim Darr and Gen. Hobgood will lay a memorial wreath at the Town Gazebo, donated by Betty Showers of Fussell Florist. Darr and Hobgood will stride between a “guard of honor of Young Marines, trained under the auspices of the Elks Club in Front Royal. Norman Brander, president, will represent the local chapter of the Air Force Association (AFA) which supports this event (Barr is an AFA member), accompanied by Tom Shepherd of Winchester, a Virginia State AFA vice president. Carl Schmitt, post commander, will represent the Veterans of Foreign Wars (VFW). Flags will be passed out in the crowd by the AFA. Barr estimated as many as 300 people and half as many dogs attending last year’s ceremony, featuring Lt. General Norman Smith, U.S. Marine Corps (ret.) of Blue Mountain, and the Rev. Deborah Rutter of Calvary

Barr encourages local citizens and visitors alike to bring leashed dogs to the Historic Downtown Commons area of Front Royal at the intersection of East Main and Chester Streets, not to mention a lawn chair and perhaps umbrella for comfort and some additional shade or weather proofing. “It got pretty hot in the noonday sun last May - and it got pretty crowded in the shade of the downtown trees. So, umbrellas are a good idea in case you can’t find a shady spot, Barr said like the experienced event organizer he has become. So, back to my original question about a Brit native and military vet finding himself in the midst of all this American Memorial organiz-
ing? Well, there was the long stint toward retirement in D.C. working in government public relations after a career in journalism that spanned Canada to Hawaii and Pacific points beyond; a natural retirement move west into Virginia, initially named for England’s “Virgin Queen and geographically reminiscent of England, only with better weather. And, Malcolm reminded me that to his understanding, Memorial Day focuses on wars fought by the American nation, most prominently from the days of the Civil War through World Wars I and II, Korea, Vietnam, Iraq and Afghanistan (with a minimal focus on 1812 and Grenada). So, since the American Revolution was fought to establish that nation, to his

“I’m going camping.” – Ralph Rinaldi, in reaction to his defeat in the Republican Canvass of April 23.

Sayre edges Rinaldi for Shenandoah District nomination Former Front Royal councilman’s move into county politics on track By Roger Bianchini Warren County Report In what we can only report as unofficial numbers, Tom Sayre edged Ralph Rinaldi by 25 votes, 223-198 for the Warren County Republican
Committee nomination to run for Shenandoah District supervisor in the November election. Three-term incumbent Richard Traczyk has announced his retirement at the end of his current term, which expires at the end of the year.

Sayre’s victory in an April 23 Republican Committee Canvass open to all registered Shenandoah District voters came despite a great deal of internal opposition within the county Republican Committee. Both incumbent Republican Traczyk and his predecessor Ben Weddle published letters endorsing Rinaldi in this and other papers in the weeks prior to the Republican Party canvass. Traczyk also endorsed Rinaldi in a recorded “robo-call” that went out in the days prior to the county Republican Canvass – though how effective that might have been, since I got one and I don’t live in the Shenandoah District, might be in question. Sayre put his political machine into motion early in the run up to the April 23 Party showdown. “Sayre for Supervisor” signs began appearing throughout the district in early February by some accounts, about a month after he began fundraising efforts he verified to us verbally were in motion not long after his second town council term expired at the end of 2015. Sayre did not run for re-election to a third term on the Front Royal Town

with this reporter, it was perhaps the worst kept secret throughout 2014, that Sayre was planning this county run if Traczyk did, in fact, announce his retirement from county politics. This was the first run for public elected office by Rinaldi, a retired concrete construction contractor. After announcing his run for the Republican nomination in a January 30 press release, Rinaldi’s campaign didn’t really kick in until about five or six weeks before the canvass. Rinaldi has served as an officer on the Shenandoah Farms Property Owner’s Association and was appointed by Traczyk to the Shenandoah District seat on the county planning commission last year. After verifying that he had lost a close Party nominating run the evening of April 23, Rinaldi said only, “I’m going camping.” We could not reach Sayre for comment on his win prior to publication. (Full disclosure: This writer’s parents and Rinaldi’s parents were close friends. Growing up in Alexandria, Virginia, Ralph’s younger brother Paul was this writer’s best friend through much of Catholic grammar school until we went to different high schools at about the age of 16. I lost touch with the Rinaldi family upon leaving Alexandria for college in 1967.) – rogerb@warrencountyreport.com

pists, Emily Taslim and Brenton Colbert, all three employed by Music Therapy Community Services which provides music therapy for students in Winchester City and Frederick County Public Schools. The May 4th concert “Springing with Family” is at 6 p.m. in the Sanctuary of the Front Royal United Methodist Church at the intersection of Historic Downtown’s Royal Avenue and Main Street. Asked what makes Chimers special, Gillespie answered, “Chimers is an experience. It is so much more than a performance or concert. It is empowering for the Chimers to be able to own their participation. It is definitely something that you need to see to understand.” Emily and Brenton are assisting Gillispie in conducting and playing accompaniment music for the chimers. Gillispie, who also provides music therapy for special needs students in Warren County Public Schools, seeks to expose persons with disabilities to quality music and have them take ownership in performing quality music. The chimes, tuned square tubes with a clapper, similar to handbells, are fitting instruments for group music. In addition to the 14 members of Chimers are the shadows, those that prompt and/or assist the chimers to play on time, bell changers, and other musicians. Also assisting with musical support is a Sherando High School student, Victoria Allen, who is interested in pursuing music therapy as a career. Gillispie wants everyone to know that a lot of help goes into Skyline Chimers, “There are many volunteers...mostly parents, but some, just because they love chimers!” The plan is for Chimer’s to grow and prosper as a yearly activity in the Front Royal area. Last year, Gillespie was asked by Special Olympics to provide a music activity during the month of April. “I did a test run of a Chimers group and it went beautifully.” This year Gillespie felt confident enough to make Skyline Chimers its own entity. Currently, Front Royal United Methodist Church is allowing the group to use their four-octaves of tone chimes and Music Therapy Community Services also lets them use one two-octave box. Gillespie would like to eventually purchase tone chimes which cost from six to eight hundred dollars per set, and is interested in grant opportunities.

Blue Ridge Hospice volunteers honored at Winchester ceremony By Malcolm Barr, Sr. Warren County/Frederick County Report
Scores of volunteers who donate time and money to Blue Ridge Hos-
pice were saluted at a gala dinner in Winchester on April 23. The value of their collective endeavors: $728,482. Kelly Miller and Sue Jarvis, coordinators of volunteer services at the
not-for-profit hospice that serves the northern Shenandoah Valley, announced to an applauding audience of 250 volunteers and supporters the numbers that helped add up to that dollar value total.
For example, last year volunteers drove 93,366 miles to support hospice patients and staff; spent 2,700 bedside hours with patients and family members, providing companionship, caring and support; spent 22,440 hours working in Blue Ridge Hospice’s eight thrift stores in Winchester(2), Purcellville, Berryville, Front Royal, Stephens City, Strasburg, and Harrisonburg ; and 210 hours supporting community outreach and fund raising. In total, Miller and Jarvis, who emceed the annual event, said volunteers in 2014 worked 29,750 hours. “As a staff,” Miller said, “we are privileged to work closely with those (of you) who give so much to help others...whose daily deeds bring support to those who struggle, comfort to those who hurt, and joy to all whose lives they touch.” The “2015 Founder’s Award” recognizing a $30,000 grant to hospice’s In Patient Care Center, 333 West Cork Street, Winchester, went to Aaron and Jessica Blight, owners of Home Instead Senior Care franchises in Winchester and Martinsburg, WV. Karl Rosenbaum of Mount Jackson received the “Patient and Family Support Volunteer of the Year” award. Rosenbaum has worked for the hospice for 11 years “providing emotional support and companionship to the lonely...providing a listening ear to overwhelmed care givers... (and) holding the hands of patients who had no family present in their last hours.” Dorothy Gow of Upperville received the “Special Achievement Award” (given for volunteers whose work doesn’t quite fit into any other category). Gow was recognized for “taking a part in making our In Patient Care Center a warm, friendly, home-like setting” including “each week...coming in with a big box filled with small vases of flowers...” Gow leaves the vases in patients’ rooms
Two therapy dogs attend Blue Ridge dinner, one did not
By Malcolm Barr, Sr. WC/FC Report Among the 250 or so people who attended the Blue Ridge Hospice volunteers’ dinner were two therapy dogs, Willow and Sassy, who possibly received more attention than the major award winners. There was a third dog, Chelsea, who, if she could, would have RSVPed her regrets; that ill health caused her to decline. Unfortunately, Chelsea died just a few days following the dinner. She is mourned by all, patients and staff, and, of course, by owners Mary and Rick DeMott. She was eight years old. In addition to helping Blue Ridge Hospice patients, Chelsea also visited cancer patients at Winchester Medical Center and participated in area reading programs in schools and libraries. RIP, Chelsea, and thank you from the bottom of our hearts.
each week, then replaces the vases with fresh flowers each week of the year. The “Thrift Shop Volunteer of the Year” was Jan Yount of Winchester who has worked in the Featherbed Road thrift shop since 2005. The “Administrative Volunteer of the Year” who has worked in the office at the hospice since 2006 was Kristin Bruhn of Winchester whose schedule, Miller said, “was busy on the best of days and crazy on the worst!” Jarvis commented to the Warren MASTERS OF ALL THINGS County and Frederick County Report: “The fact is that we (staff ) get to work with the best possible people Find the right tools and supplies for your projects, plus expert, local advice. who willingly and lovingly give up FRONT ROYAL their time...we just couldn’t get along Ramsey True Value Hardware without our volunteers.”

Pine assault charge reduced, headed to trial in May Tanya Wyvonne Smoot
John Grove Potter III will face trial on reduced charges. By Roger Bianchini Warren County Report On April 21, a trial date of May 16, at 2:15 p.m. was set in the case of an alleged assault outside the Knotty Pine Restaurant that occurred the evening of Saturday, March 7. Thirty-year-old John Grover Potter III will face a reduced charge of Misdemeanor Assault & Battery. Potter was originally charged with Felony Malicious Wounding, which carries a minimum 5-year and maximum 20-year prison sentence. Defense attorney Marguerite Wood made no objection when the motion to reduce the charge was made by the prosecution during the brief April 21 hearing on the 10 a.m. docket in Warren County General
The Pine Lounge entrance from where the now legally-combative parties began their physical encounter of March 7. District Court. According to the initial police press release in the case, Potter’s alleged victim, Thomas Edward Showers, 44, told authorities he was patronizing the Knotty Pine Lounge when he was drug outside into the alleyway by a patron and held down while another patron, Potter, kicked him. However, Pine security video shown to this reporter, and we were told investigating officers, showed Potter leaving the Pine while talking on a cell phone shortly before the incident and brushing by Showers without any apparent interaction. After being reminded to pay his
bill by a restaurant staffer, the video shows Showers leave alone and of his own volition shortly after Potter’s departure. What happened after that outside was not captured on video and will be the topic of the trial scheduled for the May 16 afternoon docket of Warren County General District Court. The video shown this reporter also seemed to indicate, first Potter, then Showers re-entered the Pine lounge before both were asked to leave after it appeared apparent – blood on shirts we were told – some less-than-amicable interaction between the two had and might continue to occur.
After a 5 month joint investigation between the Warren County Department of Fire and Rescue Services and the Town of Front Royal Police Department; Fire Chief Richard E. Mabie and Police Chief Norman Shiflett are pleased to announce that an arrest has been made in a series of arson related incidents, which occurred at 339 and 341 Osage Street in Front Royal. The first 3 arson investigations occurred on November 29, 2014 and January 25 & 27, 2015 at 339 Osage Street located within the Town of Front Royal. The fires were quickly extinguished by the Department of Fire and Rescue Services and a joint investigation ensued with the Front Royal Police Department. The residence located at 339 Osage Street was unoccupied at the time of the fires. The fourth incident occurred on Friday, April 10, 2015 at 10:18pm when the Department of Fire and Rescue Services responded to 341 Osage Street for a reported fire at an apartment building. Firefighters arrived on scene to find fire visible from the doors and windows of the
ground floor apartment. Investigators from the Fire Marshal’s Office and Front Royal Police Criminal Investigations Division determined the fire was an act of arson and linked to the previous three fires at the adjoining property. The Frederick County Fire Marshal’s Office Canine Division also assisted in the fire investigation. All occupants of 341 Osage Street were interviewed and subsequently the female resident of that address was charged for her role in all four fire incidents. Tanya Wyvonne Smoot, 45, was arrested on 4 Class 2 Felony Arson of an Occupied Dwelling charges, which carries a punishment of between 5 years and life in prison for each charge. Both Chief Mabie and Chief Shiflett agreed that this is a prime example of the hard work and dedication of both agencies investigators to bring a close to these dangerous and serious crimes. Anyone with information regarding these four fire incidents are asked to contact Fire Marshal Gerry Maiatico at 540-636-3830 or Detective David Fogle at 540-635-2111.

Council freshman Egger steps up, answers council critic on Town’s 522/340 Corridor stance
By Malcolm Barr Sr. Warren County Report
A Front Royal citizen is continuing her one-woman campaign to get the town to bargain for a more advantageous revenue disbursement from commercial development in the 522/340 Corridor than the one recently proposed by Warren County. Clare Schmitt, making her third appearance before town council on April 27, appeared to gain some ground when freshman councilwoman Bebhinn Egger delivered a carefully phrased monologue answering all questions raised by Schmitt at a town council meeting just two weeks earlier. At the April 13 council session, Schmitt castigated the mayor and council majority on their latest proposal to solve a five-year impasse on revenue disbursement from the Corridor. She said she was so appalled by the way the majority voted “that I had to speak up.” But on April 27, Egger addressed Schmitt’s concerns by answering a series of questions point by point,
after some careful research of the initial Corridor agreement signed in early 1999. “I was not expecting to have all my questions answered in two weeks, as my questions required a lot of time, research and fact-finding, so I was shocked and thrilled when (Egger) went line by line and answered every single one of my questions...I was grinning ear to ear for the entire length (about 10 minutes) of her speech,” Schmitt said later. “She was open, transparent, and obviously has the future of the town at heart.” The impasse on the monetary share-out between town and county has been going on for five years and Schmitt is critical of what could be called the council’s pro-county bias. “I was very upset, specifically by the way Councilmen Funk and Connolly and Vice Mayor Tharpe, and even Mayor Darr, voted (Jan. 26). Then when the county did not accept the agreement, I wanted to...get some questions answered that I believe should have been answered before the council ever sent
the agreement over to the county,” Schmitt said. “The decisions they are making will have a huge effect on the town’s ability to thrive.” Enter Councilwoman Egger, then words of apparent support from Councilman Eugene Tewalt as well as Bret Hrbek. “I believe the three councilmen who spoke up (at the April 25 meeting) showed that they are working for the citizens of the town and I hope they follow up their words with actions. I think the silence on the right side of the podium (Funk, Connolly and Tharpe) was deafening. I thought that at least Councilman Tharpe (whose interim response to Schmitt’s questions the woman rejected) would speak up and set me straight if my perception was inaccurate. His silence made me think I was spot on with my assessment.” (Vacationing senior writer Roger Bianchini’s three-page, detailed report on a proposed new Corridor Agreement appeared in the late April edition of this newspaper “Town citizen blasts council on procounty corridor bias.”)

Local law enforcement following national trend: body cameras for police
By Malcolm Barr, Sr. WC Report
In the wake of fatal shootings by police officers starting with the Ferguson, MO, incident and followed by others from New York to California, Warren County Sheriff ’s Department and Front Royal police are seeking body cameras for their personnel. At a Front Royal town council work session April 20, it was revealed that $75,000 was set aside in the annual budget, due to be voted on next month, for the new cameras for FRPD’s 28 officers. Police Chief Norman Shiflett and Captain Kevin Nicewarner confirmed that they had “winnowed down” the number of vendors under consideration to four. A spokesperson for the sheriff ’s department said body cameras
were being considered for the deputies. Vendor offers were already being studied. Shiflett said “a full integration of in-car and body cameras” for its 28 officers and the department’s 11 cars and one motorcycle would “provide accountability for both police officers and citizens” and was “a win-win situation.” Answering a question, Shiflett said during his 21 years with FRPD there had been no incidents of illegal shooting of unarmed civilians within FRPD. Nicewarner described the current in-car cameras as “somewhat antiquated” after 15 years service and indicated the introduction of body cameras would be a good time to replace them and thus provide the “integrated system” described by the chief.
The annual three-day gathering of auto enthusiasts known as “Doc’s Apple Blossom Meet” will take place on May 8-9-10, when Hudson, Essex and Terraplane owners assemble in Front Royal for the 52nd year. The 4H Educational Center, seven minutes south of town via Route 522, will be the site of a Friday afternoon potluck dinner, held at the Center’s outdoor pavilion. On Saturday the meet participants will drive their Hudson products to Winchester’s “Apple Blossom Meet” antique car show in Jim Barnett Park. Later that day they’ll meet once again at the 4H Center for an evening banquet. Finally, on Sunday morning from 8:00 AM to noon, the group will hold an all-
Hudson car show and flea market at the Skyline Caverns on Route 340, a mile south of Front Royal. The public is invited to attend and admission is free. “Doc’s Meet” was begun in 1964 by Front Royal resident D.C. “Doc” Daugherty, who named it after the Winchester “Apple Blossom” car show. It is currently sponsored by the Chesapeake Bay Chapter of the Hudson-Essex-Terraplane Club, a national group dedicated to preserving the automobiles built by the Hudson Motor Car Company of Detroit, Michigan. Hudsons were made from 1909 to 1957. More information is available on the CBC website, www.cbc.hetclub.org/ or from Jon Battle at (540) 364-1770.
South Fork Bridge rising – and we mean rising!
By Malcolm Barr, Sr. WC Report At a special meeting of the Warren County School Board on April 27, Arnold M. Williams Jr. was appointed to the board, succeeding Roy Boyles, vice chairman, who recently resigned. Williams will finish out Boyles’s unexpired term in the North River seat for the next eight months. Williams is the owner/operator of Culligan Water Treatment which serves Page, Fauquier, and Rappahannock counties, as well as Warren County, where the company has its headquarters in Front Royal. The board recently named Joanne Cherefko to succeed Boyles.
The massive iron beams forming the underlying support for the road structure of the South Fork Bridge into Front Royal continue to be put in place through the third and fourth weeks of April 2015 – and it seems apparent the new bridge will be considerably higher, perhaps 5 to 8 feet, at midpoint than the old structure. Project Love provides heat to deserving local family Aire Serv donated a Heat Pump to keep one family warm this winter and created a fund for two others
Tina and Ray Bramble, owners of Front Royal’s Aire Serv, were pleased to donate a Heat Pump as part of their “Project Love” to provide heat for the Lawson family.
Ed and Tammy Lawson pose in front of their defunct furnace that Aire Serv replaced with a Heat Pump By Carol Ballard Warren County Report Tina Bramble just happened to glance out of her office on one of the colder January days this year, and watched as an elderly woman walked with difficulty while carrying a heavy can of kerosene. Tina went out to see if she could help. The woman didn’t want help at first, but Tina volunteered to walk her home. Finally she agreed to accept a ride and explained to Tina that the fuel was for her kero-
sene heater. “She was heating her house with that, and it’s dangerous. It kind of broke my heart. I know situations like that are out there, but we don’t see it every day,” said Tina. That got Tina thinking about others who may need heat. She and her husband Ray, are owners of Aire Serv, a Front Royal HVAC (heating, ventilation, and air conditioning) company located at 223 N. Royal Ave, in Front Royal. So she got together with their
company’s staff to see if they could come up with an idea for a contest to help out people who were having difficulty with their heating bills. It was near Valentine’s Day so they thought of “love to warm the community” as a theme and decided to give away a free heat pump. This would serve to supply heat as well as air conditioning, and be more energy and cost-efficient over the long run. “We named it “Project Love”, and we want to do it every year, but earlier, so it can be installed around Valentine’s Day,” she said. They then reached out to the community through Facebook, and to their existing clients by email, and advertised in The Warren/Frederick County Report newspaper. They explained that they were looking for nominations from anyone who knew of deserving families, then the office staff worked together and eventually focused on three. Each family or individual was given the opportunity to ask for “Likes” on Facebook, and the Lawson family, Tracy, Ed and their 13-year old son Aaron won with over 900 votes in the form of “Likes”. “Our furnace was throwing out black soot, and aggravated our son Aaron’s asthma, and the oil heaters and electric space heaters we were using weren’t enough to heat our house.” said Tracy. Her husband’s sister, Denise Burke, saw the notice of the contest and told them about it. They filled in application, mailed it, and were chosen along with two other candidates. She went on Facebook and spent hours contacting friends to Like their page, and, in fairness and compassion, even went to the other candidates’ pages and Liked theirs, she said. Tracy told how representatives from Aire Serv came to their house, talked to them, and checked their
existing system. They added heating ducts, and installed a complete heating and air conditioning system, by early March. “I thought, ‘Omygosh, is that really happening?’”, Tracy recalled. She said she was overwhelmed and grateful, and commented on how nice and polite the installers were when they came to do the work. “There are good people out there, a wonderful, wonderful, wonderful group of people,” she said. Since the completion of the project, the weather hasn’t been as cold, or as long lasting, so they don’t know how it will affect their electric bill, but are hoping it will be more efficient. “There already has been a big improvement in the heating. Before, there were no heat ducts to our son’s room, and was only one piece of duct work in the whole house,” Tracy said. She added that it’s nice not having to fill up the oil tank now or put in four window air conditioning units this summer. The heat pump filters the air, so hopefully Aaron’s asthma will also be helped. Tina said it was very hard to choose which family to give the system to because all of them were deserving, and at the clients’ request, they set up a GoFundMe account to give the other two families new ones. “We’d like to supply the families that didn’t win, because we don’t want to forget them, so when it gets cold again, they will be taken care of. We’re not doing it to make money. If we get $6,000, that can cover the costs for both families, for the cost of heat pumps, installation, materials, and miscellaneous things like extra

work on ducts or drains that may have to be done,” she said. She also emphasized that Aire Serv didn’t do the Lawson’s project by themselves. She said they reached out to Daikin, (a manufacturer of HVAC products and systems) who donated the heat pump. Aire Serv donated labor and miscellaneous related services, and American Services Group out of Winchester, supplied the duct work. The system comes with 12year warranty that Aire Serv will take care of. Tina said its part of her and her husband Ray’s personal philosophy to help the community. They are also members of the Warren Coalition and contributors to the United Way. “Were looking forward to doing this annually,” she concluded. And Tracy added, “I was extremely thrilled. I couldn’t believe it was happening, with no fine print. I mean, who gets all that for free?” Aire Serv is located at 223 N. Royal Ave, in Front Royal, Call 540-6319670 (toll free) or 703-551-2052.
Mayor Darr encourages “shopping local”
By Malcolm Barr, Sr. WC Report
A flyer produced by Front Royal Visitors’ Center promoting “shop local” displayed on the press table at a council work session April 20 perhaps also caught the eye of Mayor Tim Darr when members discussed a promotional television proposal from a Coral Gables, FL, studio. The out-of-town company promised nationwide advertising for the town for five minutes on the Fox network, plus a few other more nebulous networks with which it has “no direct affiliation” for a mere $19,800. Grumped Darr when council was given the proposal to discuss and act on: “I think we have local people who can do the same just as well.” Council members gave it the same lukewarm reception, and the five-minute video was deep-sixed when Councilman Eugene Tewalt fell in behind Darr’s and the tourist center’s exhortation to “shop local.”

The Town of Front Royal will be flushing fire hydrants throughout the community the weeks of April 27 – May 8, 2015 between the hours of 7:00am and 3:00pm. Hydrant flushing helps to keep water lines free of deposit buildup and to check the mechanical operation of fire hydrants. Bi-annual flushing is necessary to provide better water quality and fire protection. Daytime flushing allows crews to perform minor repairs to hydrants to provide continued operation. Customers may experience periods of lower water pressure and/or discoloration of their water during flushing. If you experience discolored water, run your cold-water tap until it clears. During periods of discoloration postpone washing clothes and limit your use of hot water until the cold water clears. Hydrant flushing will also result in possible water on the roadways. Motorists are asked to take extra precaution during this time. For more information please contact the Department of Environmental Services at (540) 635-7819. See BRIEFS, 30

Training for Trappers Slated A Basic Trapper Training Program will be conducted on Saturday, May 9, at 6730 Zepp Road, Maurertown, VA, from 7:45 a.m. until 6:00 p.m. This class is free, but you must pre-register; registration is limited to the first 40 applicants who sign up. Hot dogs will be provided for lunch or you can bring your own lunch. Because seating is limited, bringing a folding chair might be desirable. To register, go online at http://www.dgif. virginia.gov/hunting/education. Trapping exemplifies a longstanding tradition in the United States where, for centuries, people trapped wild animals as a means to provide food, revenue, and clothing materials for their families. As the U.S. economy shifted from agrarian to in-
dustrial to technology-based, participation in trapping, either as a part of the economy or routine recreational activity, steadily has declined. However, the need for trained trappers and their expertise still exists. Trapping still plays an important role in many communities. It remains an important source of income for many rural families. Although the demand for fur and hide today is substantially reduced from historic peaks, their use for clothing and raw material still exists in some parts of the world. Today trapping has become an important tool used to resolve an ever-increasing number of conflicts between people and wildlife. Complaints involving raccoons, groundhogs, squirrels, and skunks have increased dramatically in both rural and urban communities. Ad-
dressing these complaints using capture and removal methods requires special knowledge about the animal involved, its biology and behavioral habits, and appropriate techniques that can be used to address the problem while not harming pets or other wildlife. This is part of the job of the modern trapper. Over the last 50 years, the number of coyotes present in the greater Shenandoah Valley region has increased noticeably. However, most
wildlife experts believe the coyote population has peaked and further expansion should not be anticipated. Nevertheless, at current levels, coyotes undoubtedly will continue to inflict hardship on farmers, livestock producers, and perhaps the general citizenry. Although coyote predation on cattle or calves is rare, cases have occurred in the Shenandoah Valley. Producers of goats and sheep have learned to use guard animals to reduce depredation losses, but loss still

News BRIEFS, from 33 The event resurrected an R-MA tradition of taking a day to celebrate the many cultures at the Academy— albeit with a different twist. This year’s event had been planned for weeks, with the original idea that it would be a fundraiser for the NHS. The morning of the dinner, Khan said that the NHS had decided to donate the funds raised to the victims of the Nepal earthquake that took place on the 25th. Inaugural “Flip Flop Kick Off” will promote alternative ways of thruhiking the Appalachian Trail The Appalachian Trail Conservancy (ATC) will host its inaugural Flip Flop Kick Off on Saturday and Sunday, May 2 and 3, at the ATC Visitor Center in Harpers Ferry, West Virginia. The event will celebrate those who attempt a “flip flop,” which is an alternative way of hiking the 2,185mile Appalachian Trail (A.T.) that allows hikers to begin or end their hike mid-Trail. With live music, games, prize giveaways and interactive hiking workshops, as well as an official flip flop hiker send off, the familyfriendly event offers an opportunity for the public to learn more about those who attempt the A.T. in its entirety. During the event on May 2, participants will have the opportunity to interact with hikers during workshops and panel discussions that cover a variety of topics, including long-distance hike planning, flip flop hike logistics, trail magic, and lessons learned while on the A.T. These workshops and panels will be held every hour. In the afternoon, Todd Coyle and friends will entertain the crowd with live music, and children

540-545-8933 Dear Stewart:
What do the terms “ever green” and “deciduous” mean? Aren’t all trees green? – George Dear George:
Ask Stewart
You humans seem to think you have to put trees into categories, I guess to make it easier to talk about them. So you call some “evergreens” because they don’t drop their leaves in the winter. Other trees do drop their foliage each winter and so you guys call these “deciduous”. Now I have to say I like the evergreens better in the winter because I
and adults alike can participate in hiking themed games and interactive Leave No Trace demonstrations. On May 3, join the ATC and this year’s class of flip flop hikers for a pancake breakfast at 7:30 a.m. before the official hiker send off at 9 a.m. “The Appalachian Trail Conservancy wants hikers to know that thru-hikes of the Appalachian Trail don’t have to start and end in Georgia or Maine,” said Laurie Potteiger, information services manager for the ATC. “More and more thru-hikers have found there are advantages to starting or ending somewhere in the middle, with Harpers Ferry an ideal location to begin what is known as a flip flop thru-hike.” “Because a flip flop thru-hike allows walkers to adopt a slower pace, a flip flopper can take more time to explore the communities along the Appalachian Trail, enjoying the offerings that special places like Harpers Ferry have to offer without quite as much pressure to ‘make miles’ before the snow flies,” Potteiger continued. The ATC encourages hikers to adopt a flip flop thru-hike because it helps disperse use and reduces the crowding that characterizes the peak of the northbound thru-hiker season.
This will be especially important after the movie “A Walk in the Woods,” starring Robert Redford and Nick Nolte, hits screens later this year. The movie is expected to inspire legions of more hikers to hit the Trail in future years. For more information about the Flip Flop Kick Off, including a complete schedule of events, visit www. appalachiantrail.org/flipflop. The ATC was founded in 1925 by volunteers and federal officials working to build a continuous footpath along the Appalachian Mountains. A unit of the National Park System, the A.T. ranges from Maine to Georgia and is approximately 2,185 miles in length. It is the longest hiking-only footpath in the world. The mission of the ATC is to preserve and manage the Appalachian Trail – ensuring that its vast natural beauty and priceless cultural heritage can be shared and enjoyed today, tomorrow, and for centuries to come. The Smithsonian at Little Washington: Excelsa Quartet with Kenneth Slowik On Sunday, May 3, 2015 at 3 p.m., as part of the 23rd season in the Smithsonian at Little Washington Series, renowned musician Kenneth Slowik, Artistic Director of the Smithsonian Chamber Music Society, will present a special program with the vibrant Excelsa Quartet. Excelsa Quartet was formed in January of 2009 at the New England Conservatory of Music in Boston. The quartet takes its name from “Picea excelsa,” a distinct species of Northern European spruce trees used to make the top panel of fine string instruments. In 2011, Excelsa Quartet won the ‘Prix du Jury “Jeunes Musiciens” et du Public’ at the Illzach 17th International Chamber Music Competition in France. The Quartet has had the honor of working with members of the St. Lawrence String Quartet, Guarneri Quartet, Left Bank Quartet, Cleveland Quartet, James Stern, See BRIEFS, 36

540-636-9875 and 540-683-1045 can hide under the leaves and those nasty hawks can’t see me so well. I also really like pine seed muffins, especially on Christmas morning. Another interesting thing is that evergreens do still drop their leaves-- just not usually in the fall. Some will hold onto them for two, three, or even five years. And it is a good way for humans to identify different varieties of pines. I also get a lot of questions from you people in August when the white pines turn yellow and start dropping their needles. In general, if you see the leaves or needles inside the tree turning yellow, there is probably nothing wrong. If foliage of an evergreen is dying at the tips of the branches, now that is sign of a problem, and should be checked out by an expert.
In the fall, many trees in our area have a time of rest. So they take all the sugars they produced during the summer, and take them down to the roots to store for the winter. And they stop sending much water to the stems and leaves, which makes the leaves drop off the plant. Rather smart since it’s hard for a tree to get much water through frozen soil. Then, without their leaves the tree hangs out all winter until spring when it sends nutrients and water back up the trunk, grows new leaves and stems, and goes back into sugar production. Look around at the trees in your yard and see this happening now. Nature is so amazing.

The Front Royal/Warren County Tree Steward program began in 1997 with volunteers dedicated to improving the health of trees by providing educational programs, tree planting and care demonstrations, and tree maintenance throughout the community. The group now consists of over 30 active members with several interns working toward becoming certified tree stewards from our annual “All About Trees Class”. Each month Stewart will answer a question from our readers. Please forward it to “Stewart” in care of: frwctreestewards@comcast.net and we may publish it in a future issue. VA patients experience National Parks For the past fifteen years, David Finn, VFW Post 1860 Surgeon, has arranged for the VFW to host patients from the Martinsburg VA Medical Center for four Thursdays in April and four Thursdays in October. In February of this year, VFW Post 1860 partnered with the Shenandoah National Park, the VaWWP, and the Martinsburg VAMC to expand the program that provides activities for the VA patients. Now, VA Patients arrive at VFW Post 1860 for a light breakfast as well as to meet with representatives from Shenandoah National Park to receive personal passes to the Skyline Drive. This will allow them to continue to have access to the National Parks. After breakfast, the VA patients head to Skyline Drive to experience nature, participate in hikes as well as learn about their surroundings from information sessions with Park Rangers. After the trip to Skyline Drive, the VA patients return to VFW Post 1860 for lunch and to socialize with VFW members and other volunteers. The food for the VA patients is
made possible by patrons of the post as well as donations and prepared by the club manager, Lesley Deavers. VTABS generously contributed $1000 to this cause as can be seen in the picture taken on the 16th of April. Carl Schmitt, VFW Post 1860 Commander, on behalf of VFW Post 1860, thanks VTABS for their generous contribution as well as the time of the volunteers who make these events possible. Virginia Cooperative Extension to Offer Two-day ServSafeTM Manager’s Course The Centers for Disease Control and Prevention estimate that each year 1 in 6 Americans get sick, 128,000 are hospitalized, and 3,000 die from food borne illness. The overall cost to the public is high, with the estimated economic cost of food borne illness approximately $77.7 billion dollars per year, or approximately $1,626 per food borne illness case. The top factors which contribute to food borne illness are inadequate cooking, improper holding temperatures, contaminated equipment, poor personal hygiene, and food from unsafe sources. Safe food handling and preparation by food handlers can dramatically reduce illness and health costs.
Diversions News Managers of food service operations such as hotels, restaurants, schools, nursing homes, child-care centers, hospitals, caterers, and clubs are encouraged to complete the twoday ServSafe™ Manager’s Training, which is a nationally accredited food safety certification program developed by the National Restaurant Association.
