Front Royal survey participants satisfied with quality of life Most Front Royal residents who responded to the “Citizen Survey” held in May consider the overall quality of life in the town to be “good”. Town manager Steven Burke reported the results to members of the Front Royal Town Council at its latest work session, and said that citizens also liked the quality of town services. “Those who participated had definite opinions and wanted their opinions heard,” said Burke. But the number of respondents was pretty low considering how many people live in the town. Only 120 out of close to 15,000 residents filled out the survey. “We’d like to get the word out about the survey. It’s not super well represented when we have more than 10,000 people,” said Mayor Timothy Darr. Also, many of those who responded didn’t have a clear idea of which governing body was responsible for providing which services. Burke said if it is made an annual event, he’d like to see people made more aware of it. Councilman Eugene Tewalt put a positive spin on it and commented that maybe fewer participants meant that a lot of people were satisfied with things the way they are. “That’s how I looked at it,” said Mayor Darr. The questions for the survey were grouped into five categories: Quality of Life, Town Characteristics, Community Connection, Service Ratings, and Town Performance. On average, survey participants responded with a rating to 96 percent of the questions. The highest positive response was to the rating of “Your neighborhood as a place to live” which received 97 “excellent” and “good” responses. The least positive response was to the rating of “Place to Work” which received 77 “fair” and “poor” responses.
Question: What are you most proud about Front Royal? Some of the Answers: • The efforts put forth in beautifying Main Street. It is what we base our first impression on. • The walking paths. The fact that the small business owners are trying to do something. They may or may not get there, but they are trying. • Climate, main street, dog park, river forks, cleanness • The history of the area and the great views. • Shenandoah National Park • Real estate values • Our Police Force, the appearance as you come into town, the friendliness of the people, our Fire Departments. • I like the fact that I can go to almost all convenience stores and retail stores and they are American speak English. • Main St., the Gazebo gatherings and other community activities - give
a great sense of community. • That you can raise your children almost carefree. • The scenery for sure, however I do want to make a shout out to the Front Royal Police Department. These men and women are the finest officers I’ve ever came across. • Having a safe community where I can go on walks alone, with my dog, or with my son without fear or con-
cern.

We have a decent Main St. that would benefit so much by a conversion to walking mall set up. We have so many reasons for people to come visit but nothing to keep them in the town itself in order to contribute their money to the economy. Piss poor “antique” shops won’t make our downtown great. More out of
the box stores like “Gathered” and “Happy Creek Coffee and Tea” are what breathes air to a town that really needs it at times. More programs to bring like minds together young and old to maybe combat the problems this town faces on a narcotics front. More art, music, building, etc., and maybe some sort of mandated recycling. • I hope the town works with business owners in a more proactive way. The image of Front Royal needs to be worked on-not to tourists-but to locals in neighboring towns/counties.
A lot of times people say to me they won’t go to Front Royal to eat or shop because it is ‘trashy’ or is drug ridden. The image of the town could be worked on, and perhaps local business would benefit. • The overall condition of the town does not do well to reflect the pride the citizens have or should have in their community. The government building and areas the Town is responsible for are a credit to the community; however the town shops and private properties are generally run down, and not well maintained.

For example, it is nearly impossible (and dangerous for life) to cross Route 340 in the area between Criser Rd. and South St. I hope something will be done to prevent new casualties in the town. • Heroin epidemic • Jobs/salaries. I work for a school district in Northern Virginia and applied for a job with Warren Co. Schools. The pay was HALF of my salary. I do understand that the cost
of living is less in Warren County, however not by half! • Nothing. It’s all pretty good. • There still seems to be heavy racism. Although I am white, I see racism almost daily - mostly done unto others. When I lived in Sterling and Ashburn I rarely saw racism. When I moved to FR back in 2004 I was kind of stunned with how much racism was present. That’s probably the only negative. Town Council to support creation of “Avtex Enterprise Zone” By Tim Ratigan Warren County Report
After years of planning and cleaning and negotiating and waiting the Avtex Site has taken another step forward in becoming a new powerhouse for economic development for Front Royal and Warren County. For years citizens have waited for some action to be taken on the future progress of this site. The story broke on the Warren County Economic Development Authority’s website over two
weeks ago that a development deal with ITFederal would bring over 600 well-paying jobs to the area and the good news is that these jobs will be here to stay! Congressman Bob Goodlatte announced June 12 that ITFederal will invest $40,000,000 and build a 67,000 square foot mixed use facility housing a data center and retail space and will create upward of 600 jobs over the life of the 3-phase project. The first phase is expected to begin in third quarter of 2015, with the final
phase to be completed around September 2018. “I am happy to have supported the efforts leading up to this announcement and commend Front Royal and Warren County officials for their hard work to ensure it came to fruition,” said Congressman Goodlatte. “I’m especially happy that the Front Royal-Warren County Economic Development Authority was able to so quickly attract the first new business to the former Avtex site.” With the project’s looming start date right around the corner, the Front Royal Town Council in a work
session following the regular council meeting agreed to move forward and seek an adoption of a resolution that would support an application by the Warren County EDA to create an Avtex Enterprise Zone. The enterprise designation would require that an application be submitted to the state of Virginia, according to Economic Development Authority Director Jennifer McDonald. If the resolution is passed by the town council it would then have to be approved by the state of Virginia. Front Royal Town Manager Steve Burke informed the council that in
previous situations the requirements for companies and potential businesses entering an enterprise zone would receive Business Professional and Occupational License (BPOL) tax rebates for a period of five years, a 50% waiver of the town’s usual water/sewer connection fee and a five year reduction of personal property machinery and tools tax. “We should consider establishing some form of escrow for a period of some time to ensure that they simply don’t just come in and then turn the property over to someone else without some benefit to the town of the reduced

connection fees. We are starting to talk about millions of dollars and it is a significant amount for the town to invest. It is a worthwhile investment and we do need to make sure that whatever firm comes in that we will continue to see them operate for a period of time to cover our investment. What it is intended to do is to help us pay down some of the debt service on the expected improvements or to put money aside for future improvements. Someone who is coming into the community and will be a lasting customer to the town eventually we will recover “some”
of that cost for our rates. Again we need to have some form of commitment for the recovery of that waved connection fee” EDA Director Jennifer McDonald added that there is a state code for enterprise zones that states that firms must stay in that enterprise zone for a certain amount of years (five years) and that they have to maintain the amount of jobs that is on their initial application and the amount of investment throughout that five years. When asked why some of the surrounding residential neighborhoods were included in the proposed enterprise zones, EDA Director Jennifer McDonald explained, “The reason those neighborhoods were included is you get scored by the area you are in. If you are in a low income [area], you get more points for the application. Urban Forestry Ordinance amendment draws supporters By Tim Ratigan Warren County Report
As a Front Royal citizen I have spent many Monday nights sitting in the audience at the town council meetings and have spoken in front of the council many times as well. However, on Monday June 22 I was there in a completely new capacity. I was there as a reporter covering the meeting and looking for a story for this newspaper. I never thought that trees would generate so much excitement. When you hear of reports that a large body of citizens have signed up to speak at a town council meeting or a board of supervisors meeting you might think that something bad is going to happen, such as a tax increase or a favorite town employee has been let go or a very unpopular vote is about to take place. Rarely do the positive votes get this much attention. Yet that is exactly what happened on Monday evening at the Town Council Meeting during the public comments section. A recent record twelve Front Royal and Warren County citizens stepped forward to speak in favor of passing Ordinance Amendment to Front Royal Town Code Chapter 156 “Urban Forestry” also referred to as the “Tree Ordinance.” Not since the fortune telling ordinance incident in 2014 has the Town Council meeting seen this much excitement. Despite the overwhelming citizen support for this ordinance, one Town Councilman cast a negative vote for the amendment. The first speaker, Vicki Althaus, set the tone for the rest of the speakers. Althaus actually resides in Warren
County and not within the town limits. This was a recurring event as the evening continued. Althaus stated, “As a very new person to this area, I just moved here one year ago from the Washington, D.C. area. One of the things that struck me about this area was all of the trees obviously, there [are] lots of them. It is really important to me that we do everything we can to preserve and protect them. Even in our efforts to help the economic prosperity of this area we take time to make sure that we don’t destroy trees that really add to not only the economics of the area but the wonderful living conditions out here. It strikes me when I go out to where Target is that developers have replaced trees that they took out, which to me is a good thing to do.” She went on to compare other areas of the town such as the Martins parking lot where there are fewer trees. The citizens who came after her continued on a similar train of thought. Sandra Wilson was spoke next, and she pointed out the benefits of having trees in Front Royal, especially for the tourists. She also cited the newly released 198 page encyclical released by Pope Francis the previous week. According to Wilson, the Pope used this Encyclical to stress the environmental and pollution crises the world faces. The encyclical was prepared by leading academics and scientists of all faiths. What really caught Sandra Wilson’s attention was at the ceremony of the release of this encyclical, Pope Francis planted a ceremonial tree. The name of the Papal Encyclical released this month is “Laudato Si’,” or “Praise Be to You”
and many in the media outlets hail this encyclical to be the Pope’s urgent call for sweeping change and swift action on climate change. You can bet that this reporter will be reading this new encyclical. The speakers that followed spoke along the same line of thought and one even went so far as to point out that the towns that go out of their way to protect and promote trees have a lower crime rate. The last speaker, Melody Hotek, President of the Front Royal Warren County Tree Stewards, said, “I think it is complete, forward thinking, it’s fair with rational time lines. The council has a big opportunity to make a big impact on the future of the town. The bottom line for all this is that this is about the quality of life here in Front Royal, this is about pride, and this is about economics. The quality of life is spelled out clearly in the tree ordinance with all the many different benefits that trees offer. The Tree Stewards are proud to have worked with the town for over 16 years and we have become ‘Tree City USA’ year after year and that is due in part to the volunteer efforts of the tree stewards. I am also proud that you the town have an urban committee and that you recognize that you do need to work with professionals on this topic. The last thing I would mention under economy is that there have been studies that point out that trees equal less crime. And so you have less crime and a beautiful place to live and developers are doing their job in putting trees back into the community. I would like to urge you to pass this ordinance in giving us some

guidelines and goals for the town of Front Royal.” This amendment is over five years in the making and Front Royal really has been awarded “Tree City USA” year after year. You can view the signs advertising this fact on the way in and out of town. One such sign is on the historic John Marshall Highway. Later on that evening when it came to vote on the Amendment to the “Tree Ordinance” only one Councilmember showed opposition to the amendment and eventually voted against it. Councilman Daryl Funk explained the reason for his “no” vote for this Amendment to the Urban Forestry Ordinance. “Certainly I support most of what’s in these ordinance revisions and I actually agree with most of the comments made tonight and in answer to Mr. Hoteck’s daughter’s questions

I do believe in trees. My vote tonight is not of lack of support of our Tree Stewards or our Urban Forestry Advisory Committee. I remember as a kid the tree we called the “Royal Oak” located behind the town’s administrative building… and my dad always said that this was the tree that Front Royal was named after. To me it was very depressing to see it die, and now we have a beautiful tree that is there and it is well taken care of and I think we have done wonderful things to our ordinance and certainly I support a lot of revisions pointed out tonight. That being said, there are things that I cannot support and therefore I cannot vote for the ordinance revisions and that is not a vote against the rest of the ordinance or against the spirit thereof.” The final Vote was 5 to 1 with Councilman Funk voting in the negative.

And 25 percent of that electricity is generated through renewable energy such as wind, hydro and some solar.” Speaking about his reasons for running for the Board of Supervisors Shae concentrated on fiscal responsibility, economic and smart growth, raising teachers’ salaries, improving the school system as a whole, and not solely relying on the “bricks and mortar” aspects of the school system. “The Government needs to ask the people first before spending money, not going and borrowing the money first and then tell the citizens, ‘Well
we came up a little short this year and it is time for a tax increase.’ We need to get the citizens more involved in the process.” Shae also touched on economic development as well or more specifically on something that he terms as “Smart Growth”. “In attracting industry and business to the community we can’t give them such a great tax break that is puts a larger burden on our citizens and our residents. Essentially I want smarter government and a more fiscally responsible government. Another thing I want from the Board of Supervisors is smarter growth. We have to be better “urban planners,” which is what we are. The counties are responsible for rural protections and the cities and towns are and

Our county has gotten into a mentality that they can be an urbanized county; we are still too rural for that to work in our community. The Corridor is a prime example of that. We have built a regional jail next to a youth facility, meaning the Warren County Fair Grounds. That is not smart growth. We also took a prime piece of industrial land and turned it over to a non-taxable purpose. Meanwhile we are putting shopping centers next to power plants next to golf courses that literally all adjoin each other and that is not intelligent and smart growth. We need to plan better. There is a place for industry, there is a place for businesses, and there is a place for residents, and there is a place for park lands. While they can be in the same generalized area they do not need to be side by side by side. While we can’t go back and fix our previous mistakes we made in the past we can be better planners in the future.” Shae continued to talk about government waste by making several
comparisons, “When you see a Board of Supervisors member with a coffee mug with a monogramed name on it you’ve wasted my tax dollars. When you are wearing a shirt with the county seal and your name monogramed on it you have wasted my tax dollars. When you’ve lost sight that you are willing to waste two dollars then where does it stop? I’ve experienced that when I was on the town council and it is rampant in our government.” “Our bureaucratic system that we live in where those who are responsible for spending our tax dollars [are] getting a handsome wage… a handsome pension – they lose sight of whose money they are spending. The largest employer in Warren County is Warren County. They employ more people than any other business in our community. We are paying our County Administrator $140,000 a year, renewing that contract and we can’t afford to give our teachers raises.” Shae also stressed the importance of improving customer service and

I have great concerns that we take the easy way out. It is easier to build a school than to reel in your spending habits, then say, â&#x20AC;&#x2DC;Where are we going to find the money for our employeesâ&#x20AC;&#x2122; raises?â&#x20AC;&#x2122; especially when we are part of the economic engine that drives our community.â&#x20AC;? April Moore, the Democratic State Senate Candidate for the 26th
District, was there as well to briefly lay out her campaign as well. She hails from Shenandoah County and stopping government corruption and protecting the environment was her motivating factor in running for office. This is her first attempt at running for office. â&#x20AC;&#x153;Who owns our government? Virginia ranks 47th among the 50 states in government integrity. That is not acceptable. Iâ&#x20AC;&#x2122;m running to unite the people to take back our power. If
elected I will: serve the people, not sacrifice them to serve big money; work for real ethics reform, so powerful interest canâ&#x20AC;&#x2122;t buy the peopleâ&#x20AC;&#x2122;s government; work for climate solutions, so our children and grandchildren will inherit a healthy future. These are the three issues that will most determine what kind of Virginia, America, and planet we will hand on to our children and grandchildren. I am running because the incumbent, Mark Obenshain, is on the wrong side of all these issues.â&#x20AC;? April Moore also pointed out that Senator Obenshain, as well as several other Republican and Democratic state Senators, had received donations from Dominion Power, and she vowed that she would not seek nor receive donations from corporations such as Dominion Power. April Moore was also able to speak to the members of the community who attended the meet and greet on Saturday morning covering a range of
issues from the environment to government corruption. Both candidates were present at the event until it broke up at around 12:00 noon. When you look at the Democratic Party of Warren County and their list of candidates it is obvious that the Democratic Committee is alive and well and ready push forward with their candidates and agenda. But they will face an uphill battle when facing incumbents in all the races that they have candidates running. However when you look at the past history of the heavily Democratic North River voting district race for the Board of Supervisor Seat you may come to the conclusion that it is incumbent Republican Dan Murray (who won by a very narrow margin in the last election) who will have an uphill battle, should Candidate Shae Parker take advantage of the heavily Democratic District and the vast resources of the Democratic Commit-
tee at his disposal. With the election still months away it is anyoneâ&#x20AC;&#x2122;s game, and a game worth playing.

World War II Memorial Garden proposed for Front Royal Council members in favor, but location to be determined By Carol Ballard Warren County Report Compassionate students from Tammy Coffman’s sixth and seventh grade literature class in the Front Royal Christian School, presented their ideas for a memorial garden to remember victims and heroes of the World War II Holocaust at Front Royal’s Town Council work session on June 15. Emma Arbuckle, spokesperson for the class, addressed the council and related how reading Anne Frank’s diary affected them. She kept a diary during the years she, her family and others were hiding from the Nazis during World War II. “She was about our age when she wrote the story, and we wanted to do something to honor not just the
heroes of World War II, but also the victims. We’d like to keep the world from having something like World War II again, so a power doesn’t rise and kill lots of people,” Emma said. “This is such a special group of kids and I will miss them this next year. Some of them were crying at the museum,” said Coffman. Two student-created designs were presented, one with a circular pattern by Mairon Davies and the other in the shape of a six-pointed star by Eric Watts. We would like to have podiums in the spikes of the star with World WWII information and a circle in the middle for meditation, with benches, flowers like Lily of the Valley and a tree. “The designs can be flexible, and we’d like the council to decide which design will be used,” several presenters repeated. Both designs would include plaques and for names and dates,
and flags of countries whose citizens were involved in some way. They’d like to help with the cost and suggested having car washes, bake sales and asking for donations. The students would like this to become something that future middle school kids in their school will take care of, and help maintain it. They’d like to invite the public to help too. They suggested the town-owned Bowman Park located on Luray Ave. between Sherwood and Oak Streets, as a possible location. After the meeting, their teacher heard from Parks & Recreation Director Daniel P. Lenz. He’d heard about the park and suggested using the area behind the Raymond E. Santmyers Youth Center for it. Tammy Coffman explained how the idea came about. “After we read the book, the students felt connected, and were very moved by it, and then we visited the Holocaust Museum in Washington
D.C. The graphic nature of it was very shocking, but all of them thought it was necessary to see it, even though it was hard to do. “It was an eye-opener. They knew it had been bad, but not how bad, so it inspired them and made them more passionate. They had no idea how many lives were lost, and how it came to be so quickly. They were also shocked at how quickly Hitler rose to power and brainwashed people,” she said. After the museum trip, the students wrote some papers about other heroes from that time, and Corrie Ten Boom was one of them. She was the Dutch Christian wom-
an whose family hid the Franks and others in the empty rooms over their business and helped many other Jews escape the Nazi Holocaust during World War II. She was imprisoned for her actions, and her sister Betsie died in Ravensbrück concentration camp in Germany. They quoted Anne Frank’s father during the presentation. “To build a future, you have to know the past,” said Otto Frank. The students agreed that they don’t want history to repeat itself, and realized that there have to be people who will stand up and fight the majority to help the minority. They learned about the kinds of things that were

Here is a short list of some of the heroes of many nationalities connected with the holocaust, who often became victims when they tried to help. Some are famous, and others are not as well-known: Oskar Schindler is credited with saving the lives of 1,200 Jews during the Holocaust by employing them in his enamelware and ammunitions factories; Father Giuseppe Girotti helped refugees escape in Turin, Italy, was informed upon, and perished in Dachau concentration camp in 1945; Father Hugh Oâ&#x20AC;&#x2122;Flaherty, an Irish Catholic priest who saved about 4,000 Allied soldiers and Jews in Rome during World War II. He used his status as a priest and his protection by the Vatican to conceal 4,000 escapees. He survived an assassination attempt and died in 1963; Chiune Sugihara, a Japanese diplomat who served as Vice-Consul for the Empire of Japan in Lithuania. During World War II, he helped several thousand Jews leave the country by issuing transit visas to Jewish refugees so that they could travel to Japan, had his career destroyed and was exiled to Russia; Ho Feng-Shan was a Chinese diplomat in Vienna who risked his own life and career during World War II to

more. Council members at the work session appeared to be open to the proposal, but so far, nothing has been decided. â&#x20AC;&#x153;I think itâ&#x20AC;&#x2122;s a great idea,â&#x20AC;? Mayor Timothy Darr said. Councilman Tewalt commented that he had seen a Holocaust Memorial similar to one of the designs when he was in Europe, and asked questions about who would build it, do the digging and pay for it. Front Royalâ&#x20AC;&#x2122;s Town Manager Steven Burke said that the proposed memorial would be about a 50 foot diameter circle, and thought the best location, at the time of the meeting, was Bowman Park. He mentioned that the council would probably have to talk with the County to use the park. Darr thanked the students, and talked about a time frame. â&#x20AC;&#x153;Maybe it would be sometime in the fall,â&#x20AC;? he said. Anne Frank herself kept up her spirits by affirming the positive. â&#x20AC;&#x153;I donâ&#x20AC;&#x2122;t think about all the misery, but about the beauty that still remains,â&#x20AC;? she said. And building a memorial park to remember her and all the others would be another way to create even more beauty that will remain. Tamara Coffman included names of students that were unable to attend but helped with this project. Warren County cuts ribbon on Rockland Park facilities By Roger Bianchini Warren County Report
On June 2, Warren County opened Phase One of Rockland Park project at former Fishnet property. Current and past public officials marked the event recalling the process and hopes for full development of the northside county recreational facility. â&#x20AC;&#x153;What a great day for the County Parks and Recreation Department, a great day for the Front Royal-Warren County community and a great day for the young and the young at heart, County Administrator Doug Stanley told those present. â&#x20AC;&#x153;Today we officially open Phase I of Rockland Park. Phase I includes the play area behind me, portions of the William E. Carson Trail, the Rotary and Edward Jones Shelters, the access road and parking lots and the disc golf course. â&#x20AC;&#x153;Rockland Park today becomes a reality today because of the foresight of current and previous members of the Board of Supervisors. Think back to 2004 â&#x20AC;&#x201C; Warren County had just seen a number of large tracts of land lost forever to development â&#x20AC;&#x201C; properties like Freezeland Orchard, Harmony Hollow Orchard, Pickrell Farm, Bierer Farm and others. Fishnet Ministries was at a point where they needed to sell off the 219 acre balance of the property at this site. They had a surveyor divide up the property and prepare to put it on the market. The Board ultimately purchased the property for a number of reasons: â&#x20AC;˘ Potential park site
â&#x20AC;˘ Potential school site â&#x20AC;˘ The Fishnet property represents one of the few remaining properties over 200 acres with reasonable access to public water and sewer service and frontage on the Shenandoah River. â&#x20AC;&#x153;Action was needed to acquire the property before it was broken up and we were ultimately able to spread the $3.5 million purchase price over a 5-
year lease purchase arrangement. â&#x20AC;&#x153;When the County completed its Parks and Recreation Master Plan in 2007, the Fishnet site was recommended to be developed as a district and regional park with a focus on athletics, community center and special events/activities. â&#x20AC;&#x153;Due to the size and estimated cost of development, we made the con-

Avtex redevelopment With the 150-acre Royal Phoenix Business Park portion of the 467-acre former EPA Superfund pollution site now released for marketing and development under specific guidelines, issues raised were the planned northsouth connector road and other access to the site; as well as how much water and electric service the town could make available to development on the site. Town Manager Steve Burke explained that water availability was a multi-faceted proposition, including not only how much water the town had available, but other anticipated needs and the size of water lines running to the property in that area of town. Burke noted that while the townâ&#x20AC;&#x2122;s upgraded water plant could produce more, it was only permitted to draw 4-million gallons of water per day from the Shenandoah River. The town currently draws two-anda-quarter million gallons per day. Mayor Darr pointed out that the town had other options on sources of water, the north-side McKay Springs seeming to be at the top of that list. â&#x20AC;&#x153;So, what Iâ&#x20AC;&#x2122;m hearing is to apply on a case by case basis,â&#x20AC;? EDA Director Jennifer McDonald said. The inability to come up with a concrete number on water or electric utility availability caused one EDA Board member, Bill Sealock, to bristle somewhat. He noted that the EDA was engaged with a potential Royal Phoenix Business Park client that would be â&#x20AC;&#x153;a large electric userâ&#x20AC;?. So, more detail on utility capacities and availability will be an important part of further negotiations and marketing of the Royal Phoenix Business Park as a destination for that company, Sealock noted. While Burke assured the assembly that the town had enough capacity for most types of installations, he added, â&#x20AC;&#x153;If you have a potential highuser we need to get together and talk about it.â&#x20AC;?
And that exchange seemed to exemplify the necessity of either more of these types of joint, full board meetings or increased communications between staffs, particularly the EDA and town in cases where prospects and utility availability/usage is an issue. There were lighter moments, however, as during discussion of the western, north-south connector road linking Kendrick Lane to Kerfoot Avenue or Criser Road toward state Route 340 South. Councilman Tewalt reiterated his opposition that the town be stuck with infrastructure development costs that benefitted both the town and county. â&#x20AC;&#x153;If the plan is to have the town pay for it all, Iâ&#x20AC;&#x2122;ll second that,â&#x20AC;? Supervisor Carter quipped. Earlier when Mayor Darr and Carter where discussing the westside connector road accessing Royal Phoenix in the vicinity of Kerfootâ&#x20AC;&#x2122;s intersection with West Main Street near the Skatepark, Carter suggested taking the mayor over to skateboard at the county rec facility to peruse the situation. â&#x20AC;&#x153;I wonâ&#x20AC;&#x2122;t skateboard but I like to watch,â&#x20AC;? Darr replied, raising the specter of Jerzy Kosinski character
â&#x20AC;&#x153;Chauncey Gardnerâ&#x20AC;? of the novel and film â&#x20AC;&#x153;Being Thereâ&#x20AC;?. More seriously on the transportation side of the Royal Phoenix puzzle was the need for a viable north-side access. There was discussion of construction of bridge over the Shenandoah River. However, it was noted that at this point that would be a â&#x20AC;&#x153;bridge to nowhereâ&#x20AC;? with no major state or Interstate access on the west side of the river at this time. The originally-anticipated access straight to Kendrick Lane by way of North Shenandoah Avenue across the North and South Fork Bridges was essentially eliminated when the town council approved a Valley Health-Warren Memorial Hospital plan to narrow that thoroughfare with outcroppings and tree planting in order to reduce speeds along North Shenandoah by the hospital. And so the town, county and EDA stumble toward their collective futures, communicating sometimes, sometimes not; making sense sometimes, sometimes not.

A brother-in-law of mine recently taught an English as a Second Language class to native Chinese speakers. The students could already speak it. The class focused more on conversational English and slang. I should’ve signed up for his class. Some of the things I hear people say anymore don’t mean much to me, even though they’re supposedly communicating in my native tongue. “Selfie” had been around awhile before I’d even heard of it, let alone know what it was. “A what?” I asked the first time I heard someone say it. “It’s when you take a picture of yourself.” “Ohhhhhhhhhhhhh”. When I was growing up, if you really liked something, it was neat, or cool, or even far out. Today, it’s sick. Or dope. Or who knows what else. But, if you’re not feeling well, you know, you’re really sick, what do you say then? We like to shorten things too. Instead of “all day, every day”, it’s 24/7/365. A few years ago, I heard someone on TV use the expression “romcom”. I was confused. And then, to my credit, in a moment of unusual clarity and heightened awareness, I immediately knew what it was. She was referring to a particular type of move, a Romantic Comedy. A chick flick. You know, the kind of movie real guys aren’t supposed to like, or even admit to watching? “Nipslip”. I just heard this one recently. Being a heterosexual male, I should’ve figured it out on my own but had to look it up. And when I did, I just shook my head. A “Nipslip” is a nipple slip, as in a specific type of Wardrobe Malfunction. You know, when your clothes malfunction. Like when they’re not supposed to fall off but they do and a lot of people see it. Yeah, that happens to me all the time. I often tune in to the business channel CNBC during my lunch to get more confused about which stocks I should buy. The experts talk about things like “natgas” and “capX”. Natgas is Natural Gas. Not the kind I have, but the stuff you heat your home with. CapX? Those are Capital Expenditures. That’s when a company spends money on things like buildings and equipment. Like if you or I buy a house or a new refrigerator. I love baseball but even that’s confusing to me sometimes. I couldn’t tell you what all the new statistics mean or even some of the descriptions the announcers use. One guy for the Washington Nationals talks about “taters”, although he’s not referring to the kind you eat. No, that’s his word for when a batter “goes yard”, as in, hits a home run. Whatever. Me and the woman were shootin’ the breeze the other day. Talkin’ about gettin’ some new capX for our pad, but decided to wait a bit since we were a little light on dough. I grabbed the Sports section and headed for the can. Had some nasty natgas. She turned on the tube. Was watchin’ a romcom and texting her bestie. We went to that new place later for ribs. The food was sick. We came home and did the nasty. You got that? Me neither.

Fatal ATV crash in Warren County
Virginia State Police are investigating a fatal crash that occurred on June 14, 2015, at approximately 9:46 p.m. in Warren County. Virginia State Police were notified of a single vehicle crash that occurred on Route 721 (Fellows Road), 3/10 of a mile west of Rt. 638 (Howellsville Road). At approximately 9:44 p.m. a deputy with the Warren County Sheriff ’s Office observed an ATV traveling southbound on Rt. 638. The deputy activated his emergency equipment in an attempt to catch up to the ATV which was being operated on the highway ahead of him. The ATV made a right turn onto Rt. 721 and the deputy lost sight of the ATV. At approximately 9:46 p.m. the deputy located the ATV which had crashed 3/10 of a mile west of the intersection. The ATV had entered a left hand curve and had
run off the right side of the roadway. After leaving the roadway the ATV struck a utility box and a utility pole and then overturned. The ATV operator was ejected in the crash and was not wearing a helmet. It is unknown if alcohol was a factor in the crash. The ATV was a 2014 Yamaha YFV450 and being operated by Cody Allen Loyd, age 19, of Front Royal. The deputy and a citizen performed CPR on Mr. Loyd, who was transported to Warren Memorial Hospital where he died as the result of injuries sustained in the crash. Trooper K. J. Orr investigated the crash and was assisted by the Virginia State Police Crash Reconstruction Team, Warren County Sheriff ’s Office and local fire and rescue units. – From a release
By Ken Thurman Warren County Report Reliving the glory days of railroads past the Virginia Museum of Transportation provided a thrill to riders and spectators alike when the Norfolk & Western Class J-611: The Spirit of Roanoke steamed into Front Royal on its Manassas to Front Royal and Back excursions last Saturday and Sunday. The four runs (two Saturday and two Sunday) covered 102 miles roundtrip. I spoke with Don LaFever from the Front Royal Visitors Center who was a passenger on the Sunday afternoon trip with his brother. An
excited LaFever talked glowingly about the trip and of seeing spectators at every crossing and along the entire route of the train. The tip he described will be a memory that will last a lifetime. The Class J611 is a type 4-8-4 locomotive with a top speed of 110 mph+ that tips the scales at 494,000 lbs. There were 14 such locomotives built for the Norfolk & Western Railway between 1941 and 1950 which provided service until 1969 traveling over three million miles during their tenure. A classic steam engine with simple lines, a bullet nose and a bright red stripe make the J one of the most beauti-
ful streamlined steam engines ever built. Number 611 rolled out of the Roanoke East End Shops on May 29, 1950 at a cost of $251,344. Myself, I couldn’t resist getting some photos like thousands of others who lined the tracks or in my case sat on a pontoon boat on the Shenandoah where the river comes together near the bridge the accompanying photo crosses. Casey Hollins Elected to National Communications Board
Casey Hollins, Rappahannock Electric Cooperative (REC) communications specialist, was elected to serve on the Certified Cooperative Communicators (CCC) Board of Directors. Hollins earned her CCC certification in 2010, and is one of approximately 214 certified cooperative communicators nationwide; seven work for electric cooperatives in Virginia. “Casey brings her trademark enthusiasm to the board, and we are pleased to have her join us as we look for ways to strengthen cooperative communication skills nationally,” said Jean Barber, CCC program administrator with the National Rural Electric Cooperative Association (NRECA). Hollins is a multiple Spotlight on Excellence award recipient, and was a key part of the REC team that was awarded the Edgar F. Chesnutt Award in 2013 for their crisis communications program. An employee of REC for six years, Hollins is a graduate of Hollins University and will begin her board term in June.
The board governs the national CCC program and is comprised of 10 members elected by their peers in the electric cooperative industry. Board members, serving twoyear terms, set policy and program guidelines. The CCC Program, created by the NRECA’s Council of Rural Electric Communicators, was established to improve the practice of communication and marketing in the electric cooperative industry. The program sets professional development goals, provides a body of knowledge and skills necessary to the practice of cooperative communication, and recognizes individuals who have demonstrated a professional level of excellence in cooperative communications. NRECA is the national service organization for more than 900 rural electric utilities that provide electricity to approximately 42 million consumers in 47 states and sell approximately twelve percent of all electric energy sold in the United States. Most NRECA members are consumer-owned, not-for-profit electric cooperatives. REC provides electric service to nearly 160,000 connections in parts of 22 Virginia counties. With its general office in Fredericksburg, Va., the Cooperative operates and maintains more than 16,000 miles of power lines through its service area, which ranges from the Blue Ridge Mountains to the tidal waters of the Chesapeake Bay. Page 26 • Warren & Frederick County Report • Early July, 2015 Alamo Drafthouse Cinema & Belle Grove Plantation to Host Special Screening of “Cold Mountain” On Wednesday, July 8, the Alamo Drafthouse Cinema will host an exclusive screening of the 2003 Academy Award nominated film, “Cold Mountain.” Proceeds from the event will benefit the preservation and education programs of Belle Grove Plantation, a non-profit historic site in Middletown, Virginia. The evening will begin at 5:30 p.m. with a champagne reception and hors d’oeuvres and silent auction in the theater lobby. The film will begin at 7:00 p.m. Shannon Moeck, Ranger in the Cedar Creek and Belle Grove National Historical Park, will introduce the film and present the historical context in which the story takes place. Never before shown at the Alamo Drafthouse, “Cold Mountain” is based on the novel by Charles Frazier and was directed by Anthony Minghella. It is the story of the struggle of Civil War soldier W. P. Inman (Jude Law) to return home, the challenges that his true love Ada Monroe (Nicole Kidman) faces on the home front, and the help provided by neighbor Ruby Thewes (Renée Zellweger). Zellweger won the Academy Award, Golden Globe, and Screen Actors Guild Award for her performance. The film also features Natalie Portman, Philip Seymour Hoffman, and Donald Sutherland in supporting roles. NAACP – Warren County Sheriff’s Office – Town of Front Royal Police Department The Committee on Race Relations of the Warren and Page Branch NAACP met with law enforcement and town officials on May 26, 2015 to discuss, as community leaders, how we can partner to continue and improve the dialogue between community organizations and law enforcement. Warren County Sheriff Daniel T. McEathron, Town of Front Royal Police Chief, Norman A. Shiflett and Vice Mayor Hollis Tharpe met with President Suetta Freeman and members of the Warren-Page Branch of the NAACP Board in a round table discussion and talked about the past, present and most importantly the future of our community in regards to race relations. Sheriff McEathron stated, “It is reassuring and comforting to know that all that participated are very familiar with each other and have many of the same interest and concerns when it comes to our community’s relationship with its law enforcement.” Chief Norman Shiflett said, “This was a great opportunity to meet with our local NAACP leaders to discuss concerns within our community. We are fortunate to have a good working relationship with the NAACP and we look forward to continuing these meetings so that we can maintain a healthy relationship”. Vehicles broken into On June 23, at approximately 12:18 pm, Warren County Sheriff ’s Office deputies responded to Morgan Ford Low Water Bridge for a report of a vehicle that had been broken into. While en route to the scene responding units were notified by E-911 dispatchers that the victim observed two black males leaving the scene in a black Honda Civic. Deputy Charles Brogan arrived at the scene to find three vehicles had been broken into and had items
missing. Sergeant Bob Mumaw and Deputy Brad Pugh checked the area north of Morgan Ford Low Water Bridge in search of the vehicle matching the description given by the victim. Deputy Pugh advised he had located a black Honda Civic matching the description at approximately 12:34 pm. Deputy Pugh stopped the vehicle approximately one mile north of Morgan Ford Low Water Bridge and detained both subjects. The investigation led to the arrest of Devon Michael Berryman, 21, of 468 Hill Street, Front Royal, and Cortez O’Quail Robinson, 20, of 247 Oak Heights Road, Front Royal. Both suspects were placed under arrest and were taken to the RSW Regional Jail. Devon Michael Berryman was charged with conspiracy to intentionally destroy, deface or damage property, two counts of petit larceny and two counts of entering without consent to commit crime. Berryman was released on a $1000 secured bond. Cortez O’Quail Robinson was charged with intent to destroy, deface or damage property, two counts of petit larceny and two counts of entering without consent to commit crime. Robinson is being held without bond. Rita has been a dynamic and fierce advocate working to provide top notch services and impact the community around her for over 20 years. Advocating for those in need is not what she does, it is the essence of who she is. Currently she serves as President of Phoenix Project’s Board of Directors. She was instrumental in assuring that services to victims of domestic violence were returned to Front Royal and Warren County. Not only does was she one of the first to fight the good fight, she has the ability to inspire other to come along beside her. Evening programs at Appalachian Trail Biennial Conference feature music, inspiration, and adventure. Experience live music, comedy and informative and inspirational presentations about the great outdoors during the Appalachian Trail Conservancy (ATC) Biennial Conference “Hiking Through History,” held at Shenandoah University in Winchester. Also on July 20, Mathew Kirk, who holds the current speed record for an unsupported thru-hike of the Appalachian Trail (A.T.), will talk about his accomplishment in “AT < 60–An Unsupported Thru-hike in Record
Time.” In addition, award-winning writer and habitual hiker Leonard Adkins will present “Pulaskis, Relos, and Hobnail Boots: A Pictorial History of Virginia’s Appalachian Trail.” Newgrass and bluegrass band Drymill Road will take the stage on July 21. Featuring upbeat banjo, perky mandolin and harmonizing vocals, this spirited music will take the audience down the tranquility of a back road or into the heart of a raucous party. Accidents on I-66
Thursday evening at 8:18pm, the Department of Fire and Rescue Services were dispatched for a motor vehicle accident on Interstate 66 at the 11 mile marker west bound. Fire and Rescue units from the Linden Station #4 arrived on the scene to find a flat-bed tractor trailer was traveling east bound and lost control due to wet road conditions from a recent rain and entered into the median strip. The tractor trailer then struck the guard rail protecting the west bound lanes and came to rest in an upright position. The driver of the tractor trailer was moved to the rear of the first arriving ambulance for medical evaluation and treatment of nonlife threatening injuries. As additional fire and rescue units began arriving on the scene to assist the ambulance crew and provide protection from the moving traffic, a secondary accident occurred involving a tractor trailer. A total of 5 additional patients were found as a result of the secondary accident with 1 needing transport to Winchester Trauma Center via medivac helicopter. One firefighter who was located in the ambulance when the unit was struck was treated for non-life threatening injuries and transport-
ed to the local hospital center for evaluation and was later released. Fire Chief Richard Mabie stated “this was a tragic situation on the interstate but could have been much worse; this could have easily resulted in multiple fatalities and line-of-duty deaths.” “Every day, emergency and public safety crews put their lives on the line to help motorists stranded along our roadway; it is an unfortunate and preventable situation when these personnel are killed or injured as they perform their jobs along our roads.” The Department wants to remind everyone that June is Move Over Awarness Month. The Virginia law requires all drivers to move over one lane, or slow down and use caution if changing lanes is not possible, when traveling past any vehicle with flashing red, blue or amber lights that is pulled to the side of the roadway. These laws should be practiced every day. In addition, if drivers see workers on the roadway wearing reflective vests, they should move over and give them some room to work.
