Understanding that Lyme bacteria (spirochetes) can create a shield called biofilm to protect themselves, these bacteria are shielded from many medications. A second try for solar power. Are our low electric rates in jeopardy? By Timothy P. Ratigan Warren & Frederick County Report Front Royal is famous for its proximity to the Shenandoah National Park, for its fall foliage, dramatic town council meetings and work sessions. Oh, and let’s not forget, Front Royal is also famous for having the lowest electric rates for residences in the state of Virginia. It may be hard to believe that al-

most five years ago this newspaper reported the story about confidential information being leaked to a rival newspaper regarding the proposed solar farm at the Avtex site. Some residents still remember the players of this local town scandal. They were former councilmen Chris Holloway, Carson Lauder, and Tom Sayre. At the end of this scandal we would see a town manager relieved of his duties, two councilmen voted

out of council, and a third running around a conference table to avoid being served with official court papers. And who can forget thenCouncilman Hollis Tharpe demanding the arrest of the court server? Many thought after the fallout of that scandal that Front Royal had seen its dream of owning a Solar Farm fade into the sunset. Now, five years later and with a new Council and town manager, the prospect of owning a

Solar Farm is at the forefront again. On July 13, the Front Royal Town Council voted to affirm by a 5-0 vote on its first reading, an ordinance to approve and execute a power sales contract with American Municipal Power, Inc. (AMP), as well as an Interconnection Agreement with AMP and Solar Project Lease Agreement with AMP for the Solar Phase II Project at 3,000 kilowatts. Council was also requested to consider granting

the Solar Project Lease Agreement with AMP for a term of five years, with the option of renewal for additional five year terms. Joseph Waltz, Director of Energy Resources for Front Royal, made his presentation to the council at a work session previous to the July 13th meeting. He informed the council that AMP presented its list of communities in the running for hosting one of its solar facilities and that

I found one in McKinsey and Company, a global firm with more than 9,000 consultants, nearly 2,000 research and information professionals, and with offices in more than 60 countries. And 35 percent of their client base is in the Americas. They have released several reports on fossil fuels and renewable energy comparisons.

One report was done in April 2014 and it reported, “The economics of solar power are improving. It is a far more cost-competitive power source today than it was in the mid-2000s, when installations and manufacturing were taking off with subsidies were generous, and investors were piling in. Consumption continued rising even as the MAC Global Solar Energy Index fell by 50 percent between 2011 and the end of 2013, a period when dozens of solar companies went bankrupt, shut down, or changed hands at fire-sale prices. “Financing, customer acquisition, regulatory incentives, and approvals collectively represent about half the expense of installing residential systems in the United States. Our research suggests that as they become cheaper, the overall costs to consumers are poised to fall to $2.30 by 2015 and to $1.60 by 2020. These cost reductions will put solar within striking distance, in economic terms, of new construction for traditional power-generation technologies, such as coal, natural gas, and nuclear energy. That’s true not just for residential and commercial segments, where it is already cost competitive in many (though not all) geographies, but also, eventually, for industrial and wholesale markets.� But is there a source that proves that solar power is more expensive than traditional fossil fueled fired power plants? I looked and found that solar power generating is on the rise and the cost is falling. However, it will still have a long way to go if it hopes to outpace or take the place of coal or natural gas powered plants. What does this mean for Front Royal and its continuing battle for solar energy? And will this jeopardize Front Royal’s reputation of having the lowest electric rates in the Virginia? According to Waltz, the town currently pays about $71 to generate a megawatt of power. That would go up to approximately $82 with the solar project and eventually drop off at

$76. However, by 2040, the cost of a megawatt would go back up to about $101 factoring in replacement costs for panels and inverters. Waltz said that it is important to remember that inverters are a 10year replacement item and panels are 20-25. He also went on to say that keeping all the power “behind the meter� would go a long way toward keeping the town’s cost down by cutting transmission cost and reducing the reliance on the outside market. Waltz also pointed out that transmission costs make up about $15 of the current $71 cost per megawatt and said that power providers actually encourage municipalities that generate power to stay “behind the meter� because it reduces their burden. In April of 2014, AMP recommended the town build an array with a 2,500-megawatt capacity. Then in October, it bumped up that recommendation to 4,460 megawatts. However, they advised council that a 3,000-megawatt facility would be best. “My recommendation is a safe bet, in my opinion,� Waltz said. Waltz also let the council know that the town was under the gun and that AMP would like the town to make a decision on the project and its associated sales contracted by July 31. The next step would be a lease agreement on the land. Councilman Eugene R. Tewalt expressed concerns about the maintenance of the property. Waltz replied to Tewalt’s concerns that 15 acres to mow is a lot to maintain. He also added that the town would be responsible for brushing off the panels during snowstorms as well. So the question is on some people’s minds. Is it worth it? Will it raise the cost of electric rates in Front Royal? And will we finally succeed in getting a solar farm of our own? Fireman’s relish makes it annual (hot) return to Warren County By Teresa Brumback Warren & Frederick County Report

Relish the moment before it’s gone. The pints of the famous homemade yellow relish sold out on July 17, the eve before the last day of the annual carnival held by the Front Royal Fire and Rescue Volunteer Fire Department July 8-18. The relish is a more than 50-yearold mainstay for the Fire Department, its chief fundraiser next to bingo, pulling in about half the carnival’s proceeds which were $32,000 last year, according to Fire Department President Joe Starcher, who

didn’t have the figures for this year’s relish sales. While carnival ride sales were down, attendance at the Cook Building was way up where firefighters and rescue personnel slammed up hot dogs and hamburgers with or without relish, along with pints of the tangy stuff at $4 each. He balks at a plea to share the department’s age-old recipe. “Blah! I couldn’t tell you, no, because people come from all over to get it” as far away as Pennsylvania and Ohio, he says. The relish is the department’s pride and joy, and Starcher shudders to think what the carnival would be without it. “Relish is our main thing

at the carnival,” he says, with most people wanting it piled atop hot dogs and others wanting it on hamburgers. A few put it on French fries. He takes about six pints home for himself, keeps it in the fridge and uses it year round. “It gets better as it ages,” he claims. The recipe started, he explains “by a bunch of firemen who sat around and threw stuff together.” They use sterile cement mixers that have never been used for cement to mix up the ingredients, namely cabbage, onion, mustard, cayenne, black pepper, salt, vinegar and horserad-

ish. They made 420 gallons this year. Three batches are made with two commercial grinders. You added this and that; let it churn and pour it into a sterile barrel and let it ferment for 30 days. Then we pint it up and sell it,” he explains. The relish making involves 20-30 firefighter and rescue volunteers over two days of work. Each batch is different and tasted for quality and the level of heat. “It was a little warm but we sold out. Everybody loves it,” Starcher says. The carnival and relish are re-

sponsible for 30 percent of the department’s proceeds with 70 percent from bingo. It relies on these proceeds to fund its operations and equipment and pay some paid staff. Half of its budget is mostly derived from county fire and rescue with a small portion from the town. The other half “is what we raise,” he says. Equipment is expensive. “If we blow a motor it’s $15,000 to $20,000. Tires are $2,000 to $3,000 apiece.” The relish is an annual phenomenon. Each year it tastes a little different. Some years it’s hotter than others, just like with the weather.

On Monday, July 13, the Front Royal Town Council met with a full agenda ahead of them. Mayor Timothy Darr called the meeting to order and led the council and residents in the Pledge of Allegiance and then held a moment of silence. This brochure is available at the planning office and online. It provides an explanation of the various code violations and the process to resolve them. He also informed the citizens that the “Gazebo” music events will continue on through the month of July. He mentioned that the Gazebo will be offering “Eighties” movie nights starting at 8:00 p.m. These movie events will start on the 6th of August and continue every Thursday through September 24th. Those displace the smaller businesses that give the character to our community.” Laird also asked, “Is the goal to bring these businesses into Front Royal to displace the smaller businesses? For every dollar given to those businesses in the Enterprise Zones will a dollar be given to improve our downtown businesses? When we add all the incentives together are we really saving money or are we just moving money around that then harms the local economy and the smaller businesses?” He closed his comments by requesting that the connector road be completed before discussing or planning for these types of incentives. “If you don’t build that connector road you are going to cut off the downtown from the other side of town. People will just go up Shenandoah Ave and will not go to the downtown area where you are seeking to revitalize,” he said. Councilman Egger expressed concerns as well. “My main concern is that the town might not be adequately protected. There might be situations that arise where a business might come in and reap some of the benefits of the incentives and then the town would be left without reaping any long term benefits if that business were to leave after five years,” she said. She requested assistance from the Town Attorney Doug Napier, but was still unsure whether the town would have the protections it needed if offered the incentives laid out in the Enterprise Zone. “We need to make sure we are prudent as we go forward with this. Not to seem unfriendly to businesses, but we need to be prudent to take care of the town and all the taxpayers that we represent,” she said. Hrbek agreed with Craig’s state-

ment regarding the connector road from the Enterprise Zone to Main Street. “We need to move quickly on the connector road so we can have that Main Street downtown connection to this new development that we are hoping to materialize soon than later. This could be an extension of Main Street,” he said. The vote was taken and passed 4-1 with Egger voting against. Several Council Approval items were discussed and voted on as well. Next on the agenda was a Resolution for the declaration of a Front Royal Enterprise zone. The vote was taken for the resolution and passed 5-0. This was followed by Council authorization to advertise for a public hearing to receive public input on vacating a town right-of-way. This involves a 6,346 square foot portion of South Fork Drive public right-ofway located at the intersection of Kesler Road in the North Magisterial District of the Town. The Resolution passed on a 5-0 vote. The Council then voted on a request for a Budget amendment and acceptance of a bid for an Electric

The second budget amendment up for a vote was the amendment in the amount of $348,000 to accept a bid from LCW, Lantz Construction in Winchester for renovation construction for the Department of Energy Services warehouse building located at 1100 Manassas Avenue. That will accommodate office and warehouse

space. With no discussion from the Council a vote was taken and the Amendment passed with a 5-0 vote. The final item up before the council was the approval for the Main Street Canopy Lighting Project. Council was requested to approve a bid from Dan Hotek, President/Structural Engineer of Engineering Techniques in an amount not to exceed $6,000 for engineering services related to the Main Street Canopy Lighting Project. Councilman Eugene Tewalt asked for clarification on whether or not

the money used for the completion of the project was going to be donated back to the town in some fashion. Town Manager Burke replied that the town would be asking for donations from the downtown businesses for the project and would be hoping to receive as much as the town could donate/offer to offset the cost of the project. After discussion the vote was taken and passed with 5-0 vote. This was the final item to be brought before the council and the mayor adjourned the meeting.

Ledo’s: feeding a hungry north corridor for 7 years

Ledo’s Pizza is located in Warren County’s Crooked Run Shopping Center along US 522 north of Front Royal, flanked by Target as its anchor store By Teresa Brumback Warren & Frederick County Report Ledo’s may be the forgotten stepchild in Front Royal’s large, evergrowing family of pizza places. But that doesn’t seem to matter to Alan Mailley, who owns the franchise with his wife Annis. Not a crusty sort by any stretch, Mailley is a friendly, low-key guy who left the wholesale produce business to strike out on his own. He says he believes that his pizza reigns supreme, each pizza establishment has its own personality, its own spin on the traditional pie, and therefore all can be enjoyed on a regular basis whenever the urge sets in—even if that means several times a week. Tucked away in the Crooked Run Shopping Center along US 522 north of Front Royal, flanked by Target as its anchor store, Ledo hails as the only pizza parlor in Warren County north of the Twin Bridges over the Shenandoah River. Visibly shy of customers on many a weekday night, Ledo’s seems to lag behind the pack of popular eateries, delivery and/ or take-out places including Melting Pot, Pizza Hut, Fox’s Pizza Den, Anthony’s, Papa John’s, Dominos, Castiglia’s, and the latest, Little Caesar’s. At Melting Pot, the parking lot is jammed and customers must wait in lines to be seated on weekends. Mailley isn’t worried about what his pizza neighbors are doing. There are enough pizza lovers in the area to keep everyone humming, as he notes “I didn’t open to put anyone out of business.� He stands by his product and just wants people to know that Ledo’s is there. He calls it a family-style res-

taurant and take-out place with seating for 78 including 11 comfy booths. Catering is available with delivery and set-up options, but not personnel to serve the food. “Ledo’s is up there with the best. It’s a different pizza experience. I’ve eaten a lot of it since we opened in 2008, but I’m not tired of it. I find that amazing.� After working in his father’s produce business, Mailley was on his way home and stopped in to eat at a Ledo’s in Ranson, WV. He fell in love with the pizza and the rest is history. He canceled plans to open an Italian ice shop and instead plunged forward with plans for the pizza restaurants

in Front Royal. What sets Ledo’s pizza apart, according to Mailley, is the cheese, a smoked provolone, which is golden brown and gooey when it appears from the oven. It has a nice, chewy texture, and he points out, “There is no fake cheese,� he adds. The sauce, made partly inhouse, according to Mailley, is sweet and hearty. The crust is thin and crispy on the outside, tender inside. “We make our dough fresh,� he says, adding it’s assembled and hand-rolled every two hours. The recipe is a secret, of course but what makes the pizzas and its subs and Italian entrees stand out is that all the ingredients and toppings are fresh. You can have pizza here and somewhere else the next day. I just think ours is the best pizza but I like pizza altogether.� Owing to its motto, “Ledo pizza never cuts corners,� the pizzas are always square. Mailley maintains that mathematically it translates to more pizza per square inch. A personal size pizza is 8-inch at $6.39, or $9.49 for 14-inch, and $14.79 for an 18-inch. Toppings range from 75 cents to $1.75. Its signature thicksliced pepperoni is the best seller. Mailley’s favorite, the Hawaiian, has become my favorite pizza, too, with its diced smoked pink ham that is slightly charred on the edges, balanced by the sweetness of the pineapple and tomato sauce. A purist at heart, I have always enjoyed just a cheese pizza, but on occasion I’ve been known to dabble in toppings. The pizzas include a Pizza Margherita with fresh melted, all-natural mozzarella and tomato sauce, garnished with fresh basil and aged Parmesan. The “Veg-Out� features Ledo’s sauce topped lightly with goat cheese, spinach, tomatoes, onions, fresh basil and black olives. Also featured is

a gluten-free pizza, the menu noting that “it is not intended for customers with a severe allergy to gluten.� The diverse menu continues with appetizers, subs, soups, salads, Italian entrees, beer and wine, and “mocktails� including my personal favorite, a mango mint mania, with mango, fresh mint leaves and lemonade at just $2.79. Most people are full by the time dessert time rolls around, the franchisee explains, so Ledo’s has just two desserts: a Tower of Temptation with two brownies, two squares of vanilla ice cream and chocolate sauce for $6.49, and a dense carrot cake slice for $3.99. The menu changes from time to time. “We add and subtract items about every four months,� Mailley says. The regulars at Ledo’s include Pam Henry-Sievert, a devoted mother and wife and pizza afficianado from Bentonville. “The service is quick; the waitresses are pleasant and friendly, and you get a good bang for your buck. We take the family there, and my girls night out group, the Pink Flamingos, have been known to flock there.� In the DC area, Ledo’s is well-established, with Bob Beall having opened its flagship restaurant in 1955 in Adelphia, MD, to hungry University of Maryland crowds from College

Park nearby. Still a landmark for the university students and professors, Ledo’s has most of its 100-plus stores located in the Washington metro area, according to Mailley. Many of the establishment’s customers in and around Front Royal are the same people who have been going to Ledo’s other restaurants close to where they lived in Northern Virginia and elsewhere before moving to Front Royal, he notes. Mailley opened the Front Royal restaurant when a residential building boom was expected with a neighboring golf course north of the shopping center. However, when the economy fizzled out, that did not happen. “Obviously we expected more building out there� on 522, he says. “The economy as a whole disappoints me. It’s been slow to recover, but I don’t think about it.� He says he’s proud of the fact his business is doing fine and he has kept several employees, around five or six, since he opened. Mailley is too busy with putting in long work weeks of 60-plus hours and available on standby from his home in Inwood, WV. Recently, he managed to take a rare vacation with his wife, a two-day jaunt to Ocean City, MD, where not surprisingly, he found himself eating his favorite food: pizza. – brumback@areaguides.com

The Men of Asbury: ‘pitch perfect’ in the Valley By Vicki Rudacille Davison

While a cappella singing has been around since the 15th century, it has been popularized in the last couple of decades with TV shows such as “The Sing-Off ”, the musical “Perfect Harmony” and the musical comedy “Pitch Perfect”. Not to be outdone but Front Royal has its own a cappella group called “The Men of Asbury”. “The Men of Asbury is made of local high school seniors Collin Finnell, Ben and Max Bieryla along

with Collins’ dad Bobby. Occasionally Collin accompanies the group on the guitar and Ben with percussion. While these guys like all genres of music, their passion is contemporary Christian music and Southern Gospel like the Gaither Brothers. While the “Men of Asbury” is a relatively new group of performers, the group has known each other for several years. Collin forged a friendship with Ben and Max while attending Ressie Jeffries Elementary School. The three

boys became even closer friends while in Cub Scout Troop 118 and later on Troop 52. As their friendship deepened so did their desire for music. Each of the boys play multiple instruments so Collin’s dad, Bobby formed a band. Bobby provided vocals while Collin, Ben and Max played their various instruments. Bobby heard the boys sing one day and knew they had talent but had no success getting them to provide vocals until a church mission trip. After helping the folks of Oak Hill, WV with humanity projects, one of them asked the boys along with Bobby to lead in singing some hymns. Suddenly it became apparent to them that their voices harmonized well. Collin, Ben and Max feel their music connects them to one another but also to their audience. It is very obvious that they enjoy what they are doing and take great pride in sharing that joy. Unlike most youth their age,

they can be found performing for local nursing homes, churches and recently a Relay for Life event. When asked what makes them unique, they said “Music is who we are and even though it may not be cool to sing the music we have chosen, it is what gives us pleasure. We feel we give our audience hope and happiness.” Music is not only a huge part of their lives now but also in their future plans. This fall Collin will be attending Shenandoah University to major in music. Collin aspires to be involved in music ministry and teach guitar. Ben and Max will be attending the University of Hartford and Ben will major in Acoustical Engineering while Max plans to double major in Acoustical Engineering along with Musical Composition. Collin, the son of Bobby Finnell and Lorie Teates Finnell and grandson of Dorothy Finnell all of Front Royal, is a senior at Skyline High School. Col-

lin is a member of the Asbury United Methodist Church in Warren County and recently was awarded Eagle Scout in Troop 52. Twins Ben and Max, sons of Mike and Lynn Bieryla of Front Royal, are also seniors at Skyline High School. Ben and Max are members of the Front Royal United Methodist Church and recently were awarded Eagle Scouts in Troop 52 as well. The “Men of Asbury” are refreshing. On a recent performance at Hidden Springs Senior Living, a resident said, “Most young men your age are out riding around in cars not entertaining us old folks”. A visitor said “It warmed her heart to see young people doing such good things especially when the news often reflects the youth of today in a negative light”. If you get a chance to hear these men sing, I promise you will go away with a song in your heart and smile on your face.

During the school day it is serving a purpose,” he said. The Mayor added, “Our intent was that we are trying to standardize the public parking in town. What we have noticed is that a lot of our Day Trippers coming in from D.C. and Fairfax see that they have a standard for public parking that they can recognize. This is for the future, an FYI for you if you put parking signs in. People say that there is not parking but there is, they just don’t recognize the public parking areas with the current signs. We just wanted to share

Town and County officials met on July 16 at the Warren County Government Center with Supervisor Chairman Richard Traczyk. Also in attendance were County Administrator Doug Stanley, Supervisor Archie Fox, Front Royal Town Manager Steve Burke, Mayor Timothy Darr, and Economic Development Authority Director Jennifer McDonald. First on the agenda was the Standardization of Public Parking Signs. Town Manager Steve Burke informed the county officials that the town has started to install new public parking signs in an effort to direct residents and visitors to public parking areas. “These signs will be distinguishable

by a uniform design that the council has already approved. These signs are already going up around the Peyton Street (Town Parking) lot. The new standard sign will be used around the town directing travelers to the public parking areas. The reason this item was placed on the Liaison agenda is in case the county wanted to follow suit,” he said. County Administrator Doug Stanley pointed out that the county property within the town limits really doesn’t offer or have any public parking available. “Every parking lot we do have serves the specific facility it surrounds. Even now we have to run people off who are parking where they shouldn’t be. My only issue is if people start parking at the Youth Center it will take away spaces from

with the county so that in future if you do want to offer public parking in town limits you can use the standardized signs we have available.” The next item on the agenda was a report on Leach Run Parkway.

The Economic Development Authority (EDA) is spearheading the design and construction of the long planned 1.3 mile divided roadway that will connect Route 55 East with Happy Creek Road. The road will connect the proposed Swan Farm Development, Valley Health’s proposed hospital site, and the proposed second Warren County middle school. Stanley reported that bids for the construction of Leach Run Parkway were received on June 18th and the EDA received a total of five bids. Based on the fact that the low bid was 60 percent over the $8 million construction budget, the EDA will need to evaluate options to proceed with the project. The low bid was submitted by Branch Highways, Inc. “So obviously we have a pretty significant gap we have to overcome,” Stanley said. EDA and County staff have met with the engineer to identify potential value engineering items and reduce the project scope to bring the project closer to budget. Some items

that are being discussed for removal from the project include: street lighting; landscaping; storm water management and reduction in the number of travel lanes from four to two for a portion of the project. “Maybe we can grade for four lanes and construct two and then come back later and construct the other two. Maybe we can look at putting in four lanes at the first intersection and the heaviest sections of traffic and leave the less traveled sections such as the future hospital and residential sections to two lanes. Put in four lanes for the middle school.� Stanley said. With the project bid coming in over budget the County has talked with Virginia Department of Transportation (VDOT) about the potential of applying for additional revenue sharing and it would be a dollar for dollar match. “Yes we can do that and the deadline would be this October with a funding award in June 2016. However the difficulty with that is that the ‘revenue-sharing pie’ is shrinking. We wouldn’t know what the number would be until after the next legislation session. And the funding wouldn’t be approved until June 2016. You would have to make decisions now by guessing what you might get revenue sharing from.� Stanley explained, and continued, “The good thing is that this is a project that they have already funded and we can make the argument that we need additional funds to complete the project.� The Mayor expressed concerns on whether the project would be funded if they went ahead and did the proj-

Stanley also pointed out that in order to proceed with the project, the Town/County may be looking at having the EDA continue to carry the debt service for the acquisition of the rights-of-way and easements for the project separate from the $12 million project budget (50 percent local/50 percent revenue sharing). The amount will be reduced as the County purchases the proposed middle school site for just over $1.5 million. Stanley also said that the potential completion date of the project would be the fall of 2016 with the worst case being completed in the spring of 2017, and the opening of the new middle school being scheduled for the fall of 2017. Some of the other items up for discussion were the Waste Water Treatment Plant Construction update. As of June 9th the project was into 77 days with 7.9 percent of the work completed.

Building Inspection Software The County and Town are working with EnerGov on the data migration that will allow the historic information to be utilized in the future and not lost. The expected date for the system to go live is in September 2015. 13th Street Improvements Installation of the new mailboxes and restricted parking signs has been completed. The expenses for the project being: Concrete $600, Stone $25, Mailboxes $672.15, Signage $616.20, with a total for the project being $1973.35. The construction activity is completed. The Development Review Committee reported that they met on May 27th. The committee discussed several projects in the county, including the proposed agricultural events center on Strasburg Road; an expansion of the Toray Plant; renovations for the Rockland Community Center; an expansion of Shenandoah Valley Moving and Storage; and the Holtzman property in Linden. Jennifer McDonald of the EDA gave an update of the McKay Springs property issue. Since late 2012 the EDA has been working with the town and county on marketing the McKay Springs property. The EDA has advertised McKay Springs in the IEDC newsletter, Doing Business magazine, Facebook page, EDA website and in flyers handed out at conferences Jennifer McDonald attended. Since the marketing efforts started, the EDA has received 24 inquiries on the site, from gas stations, a bank, a retail center, an office building, a fast food chain, a solar panel area, a recycling center, and several other smaller businesses. ers of the site will be fitting a building that meets the size requirements some of the companies need on the available land; access to the site with the expansion of the median on Reliance Road; the property located to the west of the site and the one-acre historical area on the site. A possible resolution would be to ask the neighboring property owner if they would be willing to sell their property if the EDA received a viable offer for the property, or someone willing to buy it and to get a firm asking price from the owner. Next on the agenda was a report on the Catlett Mountain Landfill Improvements. The county has requested approval from the town to develop the site for recreational use. The county prepared a draft concept plan and cost estimate for the former Catlett Mountain Landfill site to develop a portion of the site in a recreational area. The concept plan was designed to work around the capped waste areas of the site and includes the following amenities: hiking trails (unpaved,

walking paths); practice ball field (180 ft. by 110 ft.); picnic shelter and tot lot; mountain bike skills course and a parking lot to accommodate 30 cars. Next on the agenda were Warren County in-town projects. First up was the plan for the Warren County Government Center: the county has bids for contracting renovations to the Commissioner of Revenue and Treasurer’s office spaces. Another in-town project is the second middle school: bids were received on June 11th, and the low bid is within budget. The School Board Building Committee approved the bid award to Shockey at its meeting on June 17th. The facility should be ready to open for the 2017-2018 school year. Lantz Construction Winchester (LCW) is almost finished with the parking lot project for the Health and Human Services Complex, and is continuing with work on the interior renovation of the building. Intoxicated man with gun arrested at campground

On July 11, at approximately 02:58 a.m., the Warren County Sheriff ’s Office responded to 585 Koa Dr. Front Royal, after receiving a call concerning an intoxicated male shooting his firearm within the campground. The male was identified as 27 year old James C. Hall, II of Gloucester Road, Front Royal. Responding Deputies established a perimeter around Hall’s last known location and evacuated the remaining campers to a safer area within the campground. Night vision and thermal imaging equipment was used in an attempt to locate Hall. After several minutes of verbal commands, via a PA system, Hall exited a wooded area and was taken into custody without incident. A Glock .45 caliber semiautomatic handgun was located in Hall’s waistband. No one was injured during the incident. Hall was transported to the RSW Regional Jail and charged with being drunk in public, carrying a concealed weapon while being drunk in public, reckless handling of a firearm and willfully discharging a firearm in a place of public business. Hall was held on a $4,000 secured bond. The Warren County Sheriff ’s Office was assisted by the Front Royal Police Department during this incident. After researching several systems, the County chose HyperReach, a state-of-the-art mass emergency notification system designed specifically for public safety. â€œFrederick County is committed to providing fast and efficient emergency response to its community,â€? said LeeAnna Pyles, Director of Public Safety Communications. “We firmly believe that the new AlertFrederickCounty system will support our efforts and ultimately help us preserve the safety and well-being of our residents.â€? A final pathology report will provide more information, but his health had been in decline for the past few months. In February, an Xray detected a growth in Shombay’s abdomen. Due to his advanced age and the location of the tumor, veterinarians elected not to perform surgery but continued to closely monitor its growth. The median life expectancy for a cheetah in hu-

man care is 8-12 years old. Cheetah longevity in the wild is 6-8 years. Shombay arrived at SCBI in 2011 from Fossil Rim Wildlife Center. Born at the Columbus Zoo June 8, 2003, he was the last living cheetah produced via artificial insemination. Although presented with the opportunity to breed, Shombay never sired any offspring. Rather, he served as an ambassador for his species, illustrating the biology and behavior of cheetahs to SCBI scientists and researchers.

Showtimes: 622-9997 Matthew Michael On July 3, 2015 an unknown individual stole a 1987 Jeep Cherokee from the Riverton 7-Eleven Parking Lot. Surveillance images of the perpetrator were captured and released to the Front Royal Police Department. The vehicle was recovered, abandoned along I-81 in Martinsburg West Virginia. Members of the Front Royal Police Department’s Criminal Investigations Division were able to identify the subject as Matthew Michael of Hagerstown, Maryland. Michael was tracked by Front Royal Detectives to Martinsburg, West Virginia at the Martinsburg Mall on Friday where he was subsequently arrested by Martinsburg Police on warrants obtained relating to the vehicle theft. Michael remains in the custody of Martinsburg Police awaiting extradition to Virginia to face two Felony charges of Unauthorized Use of a Vehicle and Grand Larceny.
