By Carol Ballard Warren & Frederick County Report There are no old timers playing checkers in the corner at Mountain Springs Market out on Rt. 619 or even a pickle barrel, but the smell of fresh-baked doughnuts and sizzling ingredients for the specialty Philly cheese steaks more than compensate for them. And the Country-themed tasteful barrels with polished tops decorated with old-fashioned candle-lamps and festive holiday decorations create a warm and welcoming atmosphere. Paintings by a local

artist called JBs Creations, and wood designs by Rick Anderson are displayed on counters and in a cozy corner where Santa Claus is scheduled to appear. The store is the result of efforts by Chris and Rachael and their family, who have made a new place for folks to come in just outside of Front Royal and get homemade breakfasts, lunches and dinners, as well as convenience-store items. “We’re a mom and pop general store, and we feel that the county needs a place to come that feels like home-with a family atmosphere-

They’ve refurbished the building that stands at the same location that has been there with several other owners since the 1960s. Theirs is one of the remaining small stores to be found out in the county these days. And the couple has local roots, and are familiar with Warren County. Rachael is from Bentonville, and Chris was originally from Winchester, but has been living here for 12 years. How they got the idea to start their own store was the outcome of what they could have seen as a negative event. Chris had food service experience at the Taste of Philly restaurant in Winchester at the Apple Blossom

At the time, he was a carpenter during the day and worked at the restaurant in the evenings and on weekends. Chris said that after an injury and subsequent back surgery, “My carpentry days were done, and we had to figure out which way to go next. We felt that God had a plan to do this.” “It was a big step, we prayed that if this was to happen, it would work out. It’s not about money, but about family,” Rachael added. So, after everything looked like it was working out and was going in that direction, they moved into the apartment (below the store) in June, and hoped to be open by the first of August. However, some unfinished electrical work and upgrades to the parking lot needed to be done before they could finally open. “Our concept behind this is to make an inviting, home-like kind of feeling. A lot of people come in because they have seen Facebook posts. We say, come on in, have a seat at our country table, have a meal with us,” said Chris. So far, the response has been good and they’ve had help from Rachael’s parents, Cathy and Kelly and her younger sister Hannah. Their two daughters Breannah and Alyssa, volunteer on Saturdays, and add
their own creative touches for the holidays. At Halloween, they offered popcorn and candy to visitors and for Christmas they will be dressed in elf outfits and serving homemade hot chocolate and cookies. “People say, we’re so glad, so glad that you are here,” Rachael said. One of their neighbors commented on Facebook. “Beautiful inside... I grew up right across the road and this by far is the most welcoming I have ever seen it,”
she said. Business is good, they say. “The food service is doing great. When we first started, we had dinner specials, which were not doing so great, then people started ordering the cheese steaks, but we only did them on Tuesdays and Thursdays,” said Chris. Now three kinds of cheese steaks are on the daily menu. One of those is the Country Boy Philly. Along with the usual ingredi-

Prices for most items are only a little higher than grocery stores, and the hot food is very reasonably priced. What really makes it stand out is their menu for every meal. “Many people are happy the store is open again. The burgers are great, and it’s an opportunity for people to have a home-cooked meal that doesn’t break the pocket book,” he said. Samples of the fresh, homemade food they offer look like this: Potato and chicken salad and macaroni and cheese-served all day Chili and beef stew are served on Wednesdays and Fridays, but this could change when colder weather comes and they may offer soup more often throughout the winter. Pay TV provider ethics? EDITOR: There has existed for years a problem with TV channel providers adding channels and services that customers have not asked for. I recently had a problem with DirecTV adding channels and a protection plan that I told them I did not want. I did not pay! They skirt the law by the fine print in the billing. These practices are no doubt unethical. Most consumers do not go over the monthly bill with a fine tooth comb and detect the subtle way the providers stick it to the customers. Others just get tired dealing with providers and pay the bill. Some just think that the rates have gone up. The TV channel providers profit from these unethical practices and will not police themselves. The vast majority of Virginians use TV channel providers and consider it a necessity. I hate to add layers of rules and regulations but consumer protection will not happen without legislation that changes unethical practices to change them to illegal actions. Sizable penalties must be part of that legislation. The problem has existed for too long!! Legislators take notice!! Harry Reed Front Royal

Several kinds of homemade brick oven pizza are made fresh. Dinner specials are from Monday through Friday. These change every night and are available from 4 p.m. until they’re sold out or the store closes. They also have fresh fruit on hand and yogurt for a lighter breakfast or snack. Right now, a freezer holds several kinds of ice cream bars, and in the spring, they’ll bring in hand-dipped ice cream. Also, in warmer weather, they will be renting river tubes, and supplying fishing gear like bait and tackle. They also sell jams, jellies, pie fillings and apple candy in several flavors that are supplied by two local vendors. They’re looking forward to the delivery of ice machine and ATM very soon. “We carry most things so people won’t have to drive to town for everything,” said Chris. Often, people who come in looking for something else they need or want, and don’t know about the food, are enticed to stay because of it. “Once they find that, they’re in three-to-four times a week,” Chris said. They decided to sell Christmas trees, they said, because it’s hard to go anywhere and find trees for less than $50-60 each. Spruce, Douglas and Fraser Fir trees are stacked outside in the parking lot, and start at $25. “Our most expensive is $35,” Chris added. And to add to the holiday spirit and keep company with the Christmas trees, they will have Santa Claus settled in a cozy corner waiting for kids to come in and tell him what their wishes are for Christmas, and an opportunity to have their picture taken with him. He will be there from noon to 3:00 p.m. on Sundays, December 10 and 17. A picture of him and happy kids,

History of the Marlow Heights Baptist Church bell

“Since the conception of the company in 1856, McShane bell foundry has been producing America’s finest Church Bells, Ring Peal, Chimes and Carillons the world has ever heard. “ I recently toured the facilities in Baltimore and when I gave them the year the bell was made they were able to select a ledger off the shelf and they had recorded the statistics of the bell , who it was sold to, how it was shipped (rail to the depot in Riverton), and how much it cost. The bronze bell was sold to the Riverton Baptist Church for the charge of .04 a pound. The bell weight without any hardware, is 250 lbs. Or the whopping sum of $10.00 [that’s $2879.00 in today’s dollars]. There is no record of the cost of shipping or any hardware shipped with the bell

By 1949-50 the Riverton Baptist Church was defunct when Marlow Heights needed a bell for the soonto-be finished belfry. The trustees of the Riverton Church offered the bell to us “if we would take it down”. Millard Williams, Tom Overstreet, Sam Parsons, Warren Watson, and “others” took on the hazardous task of removing the bell from the cramped and deteriorating belfry in Riverton and installing it in our new belfry. According to local residences the building and foundation of the old church still stands; the foundation has been re-built on several time after floods. McShane Bell Foundry still has the original wooden template used to form the mold for the bell. The shape of the template determines the tone of the bell when struck. They have kept (and reused) the templates from the very beginning. My guide shared that they have their templates insured for 10 million dollars. After “pouring the mold” and “revealing” the rough bell it will take at least 50 hours to turn the pebbly ecru finish into the luster of a church bell.

Steady hands on equipment guided by keen eyes are key. The goal is to minimize the appearance of the pits in the metal - flaws created during casting - as well as swirls from buffing, while giving the bell an even glow. First comes a buffing with a coarse pad, then with a medium-grade pad, then fine. With a die grinder with a fine wheel, they will scrub around the lettering and between the raised lines that encircle the bell and provide a
small design. But it will take another four hours to polish the bell with a commercial compound that they will mix with water and doctor with what William Parker Sr. says are “secret ingredients”. They will wipe the polish with soft cloths and tissue, hand-rubbing to achieve the right luster. An airgun will blow off dust or tissue residue, giving the bell a bright shine. A clear enamel coat will deepen the color, providing a protective finish.

Discovering Warren County: The Salvation Army
By Ken Thurman Warren County Report The Front Royal Salvation Army kicked off their 2016 Red Kettle bell ringing campaign today at the new Rural King with a host of dignitaries in attendance, including County Supervisor Dan Murray and acting Town Manager John Waltz. The familiar program that is designed to raise money for the many programs and services the Salvation Army provides to our local community originated in December 1891. This year’s goal to raise $100,000 was given a jump start by Tony Tringale representing the Jeanne Dixon Children to Children foundation,
which put the first check in the kettle for $10,000. Tony stated that Jeanne had a soft place in her heart for the Salvation Army and the Warren County community. The Front Royal chapter of the Salvation Army has been a critical service provider for our community for over 50 years supporting Warren, Page and Rappahannock Counties, helping over 8,500 individuals in our community with food, clothes, and a wide variety of family services including: • a Women’s Ministry to provide support and encouragement to women through fellowship • the Free Food Table where individuals in need can stop by and pick up

Council defends supporting IT Federal, LLC The company’s construction progress has been delayed by the EPA, VDOT and DEQ
Councilwoman Bébhinn Egger defends her questions about the lack of information and delays concerning the construction of IT Federal, LLC. By Timothy Ratigan Warren & Frederick County Report At the Front Royal Town Council’s scheduled November 28 meeting, Councilman Bret Hrbek gave a vocal and impassioned defense of IT Federal’s progress and reasons for delays in the project. This was after Councilwoman Bébhinn Egger raised questions regarding the both the project and its director. In a statement released to the press after Hrbek’s comments, she defended her stance and reasons for raising her concerns. Hrbek referred to the recent past when the Council and Front Royal lost several opportunities for economic progress and was subsequently put into state and national spotlight afterwards. “Mr. Mayor, I just wanted to take a few moments to address something. It seems that in the past few weeks the owners of IT Federal, more specifically Curt Tran, have become highly offended by some hostility that is directed towards him and accusations directed at him to the point where he is ready to leave. Jennifer McDonald (Executive Director of the Warren County Economic Development Authority) was scheduled to speak during the council meeting. If she was not dealing with a family emergency right now she would probably be in front of us telling us this. She has been scrambling all week trying to appease him to keep him within the town. They (IT Federal, LLC) are ready to pull up roots and walk away. I find it to be incredibly disturbing that during the past ten years that this is a pattern that we’ve developed here in Front Royal,” said Hrbek. He then referenced several incidents where Front Royal, acting for the council, allowed several projects to get away, starting with Energies Answers back in 2008. He also mentioned the solar project that was shut down. He said that the solar project would have been the largest on the east coast and may even have brought Front Royal to the attention

that deal. Then we had the KRATOS project, a public-private partnership revitalization project, that would’ve
targeted the southern end of town. That would’ve been a catalyst for economic progress and change for that end of the town. That was killed because people either didn’t understand or weren’t willing to change. Now we have the IT Federal situation which was promised to have brought in 600 new jobs and a $40,000,000 investment. The EDA has done a lot of homework to secure and protect the town, EDA, and the county from any kind of problems,” Hrbek continued. He then outlined some of the concerns raised by citizens and one councilmember about the deal made with IT Federal, LLC. “One of the concerns has been about the deal that IT Federal got with the property, yet we have not talked about the fact that the EDA

We also haven’t talked about if IT Federal leaves we would lose $150,000 that would’ve gone to the Main Street extension on the west end. This is a vital piece of infrastructure that the town has needed and one of the things we were banking on for us to continue to see the rest of that development continue. There have been concerns on whether IT Federal is a legitimate company. Congressman Goodlatte has given his stamp of approval and I take him at his word when he said, ‘my stamp of approval was coming to the ground breaking.’
Hrbek mentioned a bidding war that took place between the Governor’s office and Congressman Bob Goodlatte’s office as to who would get credit for bringing IT Federal, LLC to Front Royal. “I would be willing to bet that the EPA (Environmental Protection Agency) under this administration deliberately delayed this project on purpose over being upset that the Governor didn’t get credit for bringing this project in. The permit is out ready to go. We’ve been delayed because of VDOT (Virginia Department of Transportation) and DEQ (Department of Environmental Quality). These are things that the town is certainly familiar with when dealing with Leach Run Parkway and

Front Royal and Warren County “Throw Hunger Under the Bus” The River 95.3 sponsors a week-long food drive with campers who accept food and monetary donations

By Timothy Ratigan Warren & Frederick County Report Every year during the Holiday Season something wonderful begins to happen. The citizens, and organizations come together to help the less fortunate in the communities of the Shenandoah Valley. Year after year citizens and organizations begin to look at their budgets and set aside both money and material goods to give to the less fortunate in Front Royal and Warren County. Most of what is collected and donated in our local communities generally stays in our local food pantries and other charitable organizations. One organization that deserves recognition is Front Royal’s own local radio station, The River 95.3. For the last eight consecutive years, The River 95.3 has hosted a weeklong event in the middle of November called Camping for Hunger or “Throw Hunger Under the Bus”. This event is designed to collect food and monetary donations for hunger and other needs in the Northern Shenandoah Valley. It also serves in a big
way to raise awareness to the growing problem of hunger in the local Front Royal and Warren County community. Staff members of The River 95.3 spent days and nights between November 14th and Saturday November 19th camping out in a stripped down school bus at the Royal Plaza Shopping Center in Front Royal. During this week-long camping event, The River 95.3 broadcast live from the site asking for the community’s support and donations for local C-CAP’s Food Pantry. Throughout the broadcast residents and representatives of different organizations stopped by the bus with donations and contributions all week. According to a statement from President and owner Andrew Shearer of The River 95.3, the annual Camping for Hunger food drive is part of the station’s ongoing commitment to make a difference in the community each year. “This year’s Camping for Hunger is truly due to a community-wide effort to care for each other. I can’t tell you the number of people who donated

this year because they were able to and in years past they may have been on assistance. That’s an amazing story. I couldn’t be more pleased with the efforts of The River 95.3 Staff and anyone who played a part of this year’s success,” said Shearer in a statement on The River 95.3 website. Donation totals this years exceeded expectations with almost 10 tons of food collected and over $7,000 in cash. According C-CAP’s Executive Director Pat Younk, this year’s Camping for Hunger proceeds will serve over 500 families from their food pantry and hundreds more will receive help with utility bills, rent and assistance and finding a safe place to sleep. During this event, it is common for the spirit of competition to get involved. Such was the case with the local Warren County and Front Royal governing organizations. County Administrator Doug Stanley challenged Front Royal Town Manager Steven Burke to a “collection contest” and the county collected several hundred pounds of food, soundly defeating Front Royal in their collection efforts. And as in the past, businesses and private citizens of the local community pitched in to help with the collection. Local businesses collected several thousand pounds through their employees and customers and even dipped into their profits and purchased food themselves. When sitting quietly in the parking lot unnoticed by the public, this reporter observed car after car pull up and drop off one or two bags of food. Some of them pulled up with vans and pickup trucks and pulled out boxes of food and got out of their cars to open trunks loaded with bags of food. Volunteers and Radio staff employ-
ees were always at the ready to assist with unloading the vehicles, and carried the food into the bus waiting to be filled. Not only are you treated to a concert filled with traditional Christmas songs and other songs of the season, you will also have an opportunity to donate to a worthy cause. On December 13, at 7:30 p.m., the American Legion Community Band will hold their 30th annual Christmas Concert in Front Royal at the Boggs Chapel on the Randolph Macon Academy campus. Each year since the founding of the Community Band there has been a Christmas concert and the songs of the Season have rung loudly throughout the community. The band made up of local members of the community come together after months of practice and put

Endowment awards $38,822 in grants to Warren County Public Schools The Warren County Educational Endowment awarded eight grants this week totaling $38,822 to the Warren County Public School System. Grants were awarded for the following projects: • Project Based Learning and Engineering Challenges/ Hands on Activities – Anita Painter/A. S. Rhodes Elementary School – $4,500 – The grant will be used to create an organized space for supplies, and purchase shelving units, engineering challenges and related materials to implement project based learning in all classrooms to use by all teachers and students. Students will take part in a public exhibition during a STEM Science/History Fair and teachers will be encouraged to use at least two project based learning or engineering challenges for the 2016-2017 school year. • First Robotics Competition for WCPS – Tom Breed/Warren County High and Middle Schools, Skyline High and Middle Schools – $14,314 – The grant will provide First Robotics kits and playing fields for WCHS, SHS, WCMS and SMS for competition years 2016 and 2017-2018. Wilson Morrison Elementary School– $682.65 – The project will provide pedometers for physical education classes. The program will encourage students to exercise with physical activity and interject technology and the use of mathematics in doing so. • Project-Based Learning – Megan McKee/ Hilda J. Barbour Elementary School - $2,000 – The grant will provide funding to support projectbased learning and encourage students to take a more active role in their learning by completing activities with the benefit of the purchased supplies. The project will allow the holding of a STEM night for families to come and participate in various project-based learning activities as well as view projects completed by various students at different grade levels. • Guitar Methods Class – Ben Lombardo/Skyline High School - $1,600 – The project will provide funding for a set of 14 Yamaha student classical guitars and accompanying materials. The project will fund a beginning guitar methods course that will offer students the opportunity to expand their musical ability, while also making music education more available to general students who are not enrolled in band or choir. • Project Lead-the-Way (PLTW) Gateway Program – Jane Baker/Sky-
line Middle School – $4,025.35 – The project is part one of a three step endeavor to introduce middle school students to PLTW STEM Gateway units to engage students in activities that build knowledge and skills in areas including computer science, engineering, and biomedical science. Students will develop essential skills such as problem solving, critical and creative thinking, communication, collaboration, and perseverance. These units will introduce students to high school PLTW course opportunities. • High School Makerspaces: Make, Build, Invent, Learn! – Sarah Putnam and Sarah Stelzl/Warren County High School and Skyline High School • $7,800 – The goal of this project is to establish a Makerspace at both high schools to empower to become inventors, designers, builders and creators. Students will be encouraged to be creative, to find solutions to problems and engineer ideas. The space will allow teachers and students in each high school to learn differently and offer an outlet for all students to experiment with materials and technologies that are not readily available in the classroom. • Project-Based Learning – Stephanie Wagner/Warren County Middle School – $3,900 – The goal of the grant is to create an ethos of innovation and design-thinking to provide an opportunity to create, tinker, fail, think critically, and, most importantly, have ownership of their projects. Park And Ride Expansion Opens In Warren County Commuters who use the Park and Ride lot on Route 647 (Dismal Hollow Road) in Warren County will have 62 additional spaces beginning Friday morning, December 9. The Virginia Department of Transportation has finished constructing an additional lot just east of the existing Park and Ride near Interstate 66 exit 13 (Linden). With this expansion, commuters have nearly 200 spaces along Route 647. The new 21,600-square-foot lot was built on existing VDOT property

Flint Hill man charged with sexual battery On November 17, 2016, the Front Royal Police Department was contacted by the Tobacco Outlet in reference to an assault by a customer. The complainant advised that on the previous day a male subject inappropriately touched a female employee twice within a matter of moments. The suspect was positively identified as Howard Clayton Jones of Flint Hill, VA after further investigation into the incident. Jones was charged and subsequently arrested for a Class 1 Misdemeanor Sexual Battery. Anyone with further information is asked to contact Detective Landin J. Community comes together for successful Camping for Hunger food drive For the eighth consecutive year, The River 95.3/WZRV hosted ‘Camping for Hunger,’ to raise food, monetary donations and awareness of hunger in the northern Shenandoah Valley. Staff members spent days (and nights) between Monday, November 14th and Saturday, November 19th camping in a stripped-down school bus at the Royal Plaza Shopping Center in Front Royal. During the week-long campout, The River 95.3 broadcasts live asking for community support and donations for Front Royal/Warren County C-CAP’s food pantry. The annual Camping for Hunger food drive is part of the station’s ongoing commitment to make a difference in the community each year, per Royal Broadcasting’s president and owner Andrew Shearer. Donation totals this year exceeded expectations with almost 10 tons of food collected and over $7000 in cash donations. “This year’s Camping for Hunger success is truly due to a communitywide effort to care for each other. I can’t tell you the number of people who donated this year because they were able to and in year’s past they may have been on assistance. That’s an amazing story. I couldn’t be more pleased with the efforts of the River 95.3 staff and anyone who played a part in this year’s success,” says Shearer. According to Mr. Pat Younk, Executive Director of Front Royal/Warren County C-CAP, this year’s Camping for Hunger donation will serve over 500 families via their food pantry and hundreds more will receive help with utility bills, rent and assistance finding a safe place to sleep. The entire community came together including government organizations such as Warren County Administrator, Doug Stanley challenging Front Royal Town Manager Steve Burke to a “collection contest” where the County collected several hundred pounds of food and was declared the clear winner. Local businesses also jumped in collecting several thousand pounds through their employees, customers and even purchasing food themselves. “Day after day, people stopped by the bus, some with one or two cans, some with one or two bags and some with a trunkfull, all to help their neighbors. This is what I envisioned when I came up with the idea 8 years ago. It’s grown beyond my imagination each year and I’m proud to watch our community come together the way it does with this campaign year after year,” says Joe Woodall, Production Manager for The River 95.3/WZRV. Warren Coalition wants to keep folks off drugs The program sponsors activities and events to make kids and parents aware of addiction pitfalls

a five-year grant that will be used to partner with surrounding counties in the fight against drug use. She wants people to know the money is here now to get evidence-based strategies in place to reduce the number of people getting dependent. Page County’s Alliance for Community Action, Shenandoah County’s Family Youth Initiative and Frederick Clarke Shenandoah Counties and the City of Winchester’s CLEAN, Inc. (Community and Law Enforcement Against Narcotics), will all be involved in the effort. They have six months to come up with a plan to tackle issues people are dealing with concerning heroin and prescription drug use. She has spent a year collecting data about it, and shared some of her results. “We have a huge prescription drug problem here which is way bigger than heroin, and there are far more overdoses than heroin,” she said seriously, and added, “I watched prescription drugs become a problem in West Virginia and now I’m seeing it in Warren County.” Recently there has been more public awareness, and people are asking questions like: 1. How does this happen? 2. What does an addict look like? 3. And how can it be prevented?

been on heroin and now we have to focus on prescription drug abuse, and we will 100 percent,” she said. Shifflett gave some facts about our area. She said that 85 percent of people go from prescription drugs to heroin because it’s much cheaper and very available here because we’re close to places like Martinsburg, Washington D.C., Hagerstown and Baltimore. “Baltimore is basically the heroin capitol of the U.S.,” she said. She continued with more facts. Page County doesn’t have a heroin problem because it’s further away from the big cities, but there’s a huge prescription drug issue, and Warren County has both. Shenandoah County is further south and has a methamphetamine problem, as does Page County. And she said that we’re not seeing the problem in Warren as much as they do. “When I go to the jail, meth is usually from Southern Shenandoah,” Shifflett said. The ingredients for making meth are readily available in rural areas, and why it’s a bigger problem further from cities. She spent 10 years in West Virginia and has been in Warren County for almost seven, and now, besides her many other duties with the Coalition, spends two full days a week taking an education-based program to inmates at the Rappahannock Shenandoah Warren (RSW) Regional Jail here in Warren County. “I run a drug and alcohol program for both male and female inmates, and it’s been helpful working there, to learn from those suffering. We also talk about the nature of addiction, what breaks in the brain and what to guard against,” she said. When asked whether opiate addicts get help with “dope-sickness” (the term used to describe a state one is in during the physical withdrawals from drugs; most commonly opiates) in jail, she said, “I talked to the Superintendent at the jail and they detox people with medication who come in with addiction struggles. It’s funny, because the jail is very secure and people in jail who go in as addicts can’t get drugs there so they want to get transferred to another system where they can get them. Not all jails are as secure, so inmates are in jail but still using. That’s not the case here,” she answered. People who do want to get clean have given her some enlightening information. She told the story of someone who got sentenced who said they were angry at first about being arrested, but are clean now after being incarcerated. Shifflett said they told her, “I want to shake the hand of the judge and thank him. I couldn’t see what it felt like to be sober. I saw others who weren’t in jail, who had passed or had other problems, and were still out on the street.” Another inmate said, “This is the longest I’ve been sober since I was 12. I couldn’t do it on the street.” Shifflett said she knows judges are very busy, but wants them to know

So, if these functions are weakened or destroyed using drugs, consequences are heavy. It short circuits the ability to think and a person just responds to the need for the drug Shifflett continued with the description of a person who is afflicted with drug or alcohol craving. “They’re constantly on the prowl looking to get the drug to get through the day, and then when they get it, the cycle starts over again. People do insane stuff to get drugs,” she said, and asked, “Who slams their arm intentionally in a car door to be able to go to the hospital to get pain pills?” In her work at the jail, she hears a lot of stories about opiates because many who have the problem are there, and observed that many people in society view addicts as “bad” but don’t look at a person with diabetes as bad. Shifflett says that addiction is also an illness – a disorder that has a genetic component, and sees patterns in families.

that folks who have been sober for a while are so thankful. In rural counties, there are not a lot of supports for people struggling with addiction, she said, and there are waiting lists for those needing treatment. “When the mind wants to get clean, they need to get into treatment as soon as possible, so they can get clean,” she stressed. Some more facts that Shifflett related are: the Surgeon General reports that 21 million Americans are suffering from addiction one in 10 are adults, and only 10 percent get treatment there are many more people who are addicted than those who have cancer “But people with cancer can get treatment for it. It makes me stop and think about what a huge problem this is, not just for the person, but for their family and the greater community,” she said. Although drug arrests are down, fraud and shoplifting are up, and she believes people are doing those things to get drugs. There are deeper problems with someone being on a drug or needing to get them, she said. If someone is taking opiates, and “goes on the nod,” they cannot be present to meet the needs of whoever they are with, and if they are still using, but not high, they are not operating out of the frontal cortex of the brain. How important is the frontal brain? According to Wikipedia: The frontal lobe contains most of the dopamine-sensitive neurons in the cere-

“Many jail people say they come from families with addiction. Some of the flaws they have are related to how they deal with stress, and with choice systems. In her work, she teaches about each substance, how it affects the body, how long it takes to get out of the body, and its permanent effects. Sadly, memory issues associated with drugs may last a lifetime. Some long-term meth users develop Parkinsonian-type symptoms that never go away. “Meth breaks happy,” she tells inmates. What happens is that, when on the drug, the brain emits massive amounts of dopamine that is not absorbed. After a while, there’s no dopamine left in the person’s system, so the brain needs to heal, but the only way to do that is to completely stay off the drug for 18-24 months to get the brain back online and clean, to feel good again. “Try to imagine every day not being happy,” she said. So, they go back to meth, trying to get that “happy” back. Being unhappy for two years and operating under depression is very difficult, but if they take anything to activate dopamine, it causes a deficit and the cycle starts all over again, she said. Some inmates have told her that they’ve been using drugs for the last 15 years, but learned more about what drugs do to their bodies in her class than in all their years on the street. She invited Kevin McCaulley, who was a flight surgeon in the Marine Corps to come and speak at the jail. He told them that doctors aren’t given much information about addiction in medical school, so they prescribe drugs. He knew nothing about addiction, became addicted to pain pills, lost his license, and went to jail. At RSW, he showed videos that Shifflett said resonated with the inmates. One video showed what he
did to try to stay sober, and he described the system of supports he put into place. He said there were 12 things he did to maintain his sobriety. McCaulley gave the analogy of separate pieces of Swiss cheese with the holes in different places. The overlapping layers covered up holes in other layers and prevented relapses. He also talked to the inmates about how to get support in the community. “You need a plan who to call if you’re going to relapse and to tell any doctor who is treating you that you have a problem, so they don’t prescribe opiates,” he said. “I got this,” is not a plan,” he added. Other supports he advised were to attend 12-step groups like Narcotics and Alcoholics Anonymous, saying that the more support they have outside of jail, the better chance of success they will have. “You have a lifelong chronic addiction, so check your thought processes, work with someone to help with strategies to protect you. You can never let your guard down,” he told them. There are many triggers like smells, people and places that remind addicts of when they were using and can draw them back into the habit. “You can’t go to a bar and have a beer with your friends if you’re an alcoholic,” he said. And some say they can’t go back to be around their family if they all have the same kinds of behaviors or bring out negative habits in the user. “It’s scary, especially if this is the only family you have and you live here. Change is stressful – you need lots of support daily,” said Shifflett. Engle’s Angle: “Pink Pigs and Super-Sized Santas” By Kevin S. Engle Several Decembers ago, I decided to decorate outside for the holidays. I’d never done it before. Knowing full well the limit of my skills and intelligence for projects like these, not to mention my patience, I would take it slowly. We have two pine trees in the front yard. I’d start with those and see how that went. Putting lights on the house itself was beyond my talents. Before I could put up lights, I needed to buy lights. But how many? I didn’t have a clue. Outside extension cords as well. For the first two years, I didn’t use a timer. Having to go outside and unplug those lights each night got old, and cold, real fast. When I did get timers, I purchased two. The simple madefor-me model, and the more complex read-the-directions-tofigure-it-out kind. That one still confuses me. To put up the lights, I needed a ladder. To do the job without getting dizzy, I needed several ladders so that I wouldn’t have to keep moving it around the tree every ten seconds. I also didn’t realize you need to know which end of the lights to start with. That would be the ‘female’ receptor end. That way when you get to the bottom of the tree and need to plug the lights in to an extension cord, you can. I have to think that through every year. This project requires a degree in Electrical Engineering. Something I don’t have. And you don’t just throw the lights on the tree. How tightly are you supposed to wrap them around the tree? My wife and I always disagree about that one. “Don’t choke it,” she’ll say. Flash ahead to this December. Those pine trees that I could easily reach the top of that first year have gotten bigger. My ladder isn’t tall enough anymore. Now I’d need a high lift to do the job. And a basic fact of Christmas
tree lights is they burn out. Some of mine only lasted one season. They were guaranteed for three. I returned them a time or two to the manufacturer but had to pay for the shipping and that wasn’t cheap. I might as well buy new. I now have several strands where ½ the lights work and the other ½ doesn’t. Being the cheapo I am, you don’t throw those away. So, using two of those strands, and positioning them correctly, you can’t even tell when the sun goes down and the lights come on. My neighbor across the street said they look nice, and they must, because if they didn’t, she’d say so. She decorates one in her front yard as well and then leaves it lit for months. It looks good. In December. But not so much in February. I love Christmas trees. But not in February. And last year, another neighbor put up one of those inflatable Santas in his front yard. Ol’ Saint Nick must be twelve foot tall. He scared me the first time I saw him. I was driving around doing errands a couple days ago when I spotted two pink pigs on the roof of someone’s house. I’m not sure what pink pigs have to do with Christmas, but ok, whatever. Pink pigs and Super-Sized Santas. ‘Tis the season.

In the Parlor is a 12foot Norway Spruce Christmas tree donated by John and Judith Tole of Evergreen Christmas Tree Farm in Woodville, Virginia. The Valley Garden Club has added smaller trees to further decorate the room. The Colonial Garden Club bedecked the
Master Bedroom with gowns and their Christmas tree with gems. The tree and decorations in the Nursery are angelic thanks to the Middletown Garden Club. In the Library, the Warren County Garden Club placed Christmas trees and decorations that feature vintage photographs and items. In the Day Sitting Room, the Shenandoah Garden Club chose the lemons and limes to adorn their tree and as an accent color to the beautiful blue room. The tree in the Office sparkles with crystal arranged by the Winchester/ Clarke County Garden Club. VIRGINIA Fauquier County Fire Rescue Appoints Assistant Chief Warrenton VA – Chief Darren Stevens is pleased to announce the appointment of Mark Ciarrocca, as the Assistant Chief of the Fauquier County Department of Fire, Rescue and Emergency Management. Chief Ciarrocca will be leaving his position of Battalion Chief with the City of Fairfax Fire Department to begin his employment with Fauquier County on December 19, 2016. “Chief Ciarrocca was the unanimous choice of the selection committee” indicated Stevens. Of the initial forty-eight applicants for the position, eleven were invited to complete a written exercise. Six of those candidates were interviewed by the committee a few weeks ago. “I am honored to have been selected to serve the citizens and visitors of Fauquier County as the Assistant Chief of the Department of Fire, Rescue and Emergency Management. I look forward to using my knowledge, skills and abilities developed over the course of my career to assist the Department in meeting the challenges facing the combination fire service in the County” said Ciarrocca. Assistant Chief Mark Ciarrocca started his fire service career in 1981 as a volunteer firefighter and emergency medical technician in his hometown of Mechanicsburg, PA. While attending the University of Maryland, Chief Ciarrocca continued his fire service career, volunteering in College Park, MD. In 1988, he transitioned to the career fire service in the City of Fairfax Fire Department. Chief Ciarrocca spent more than 28 years with the City of Fairfax Fire Department rising through the ranks to battalion chief with over 14 years of experience as a command level officer. Additionally, he has prior experience in fire prevention and investigations, having served as an Assistant Fire Marshal. Chief Ciarrocca has an extensive background managing emergency
response personnel in a combination all hazards department that includes implementing effective incident command, providing career development opportunities for responders, developing policy and procedures, managing occupational safety and health programs, and developing promotional and selection processes. He is a strong advocate of firefighter safety and works to reduce risk through proactive measures with a focus on safe and efficient fire ground operations, cancer prevention, and physical and mental well-being. Chief Ciarrocca holds a Bachelor of Science Degree in Industrial Technology / Fire Protection from the University of Maryland and received the designation of Certified Public Manager from the George Washing-

RSW Regional Jail Celebrates 1st Retirement

Barbara C. Stickley retired from her position as a Correctional Officer effective November 30, 2016 with 20 years of outstanding dedication, loyalty, and service to the Shenandoah County Sheriff ’s Office where she started employment on November 13, 1996 and the Rappahannock Shenandoah and Warren Regional Jail. Staff gathered with Mrs. Stickley and her family to celebrate her retirement on Wednesday where she was presented with a display case that included her badge from Shenandoah County, along with hers from the RSW Regional Jail. According to Superintendent Bill Wilson, “During her career, the field of corrections has changed remarkably. Barbara was able to adapt from working in jail with
indirect supervision and a rated capacity of 55 inmates to one with direct supervision and a rated capacity of 375. During her tenure here at RSW, Barbara had the respect of both staff and inmates. She always had a pleasant smile and a sweet southern drawl, but she was firm, fair and consistent when it came to enforcing the rules.” On behalf of the Jail Authority Board, Doug Stanley, Warren County Administrator and RSW Regional Jail Authority Chairman, thanked Ms. Stickley for her dedication and service to Shenandoah County and the RSW Regional Jail, “I have heard many positive comments about Officer Stickley’s attitude and ability to get along with those that she worked with. She set a great example for the organization. We wish her a long and happy retirement.”

The Winchester Police Department celebrated its 20th Citizen’s Police Academy Tuesday night, when 24 citizens graduated from the program. The academy provides local citizens with an inside look at law enforcement operations in the city. “It was eye opening to see what is happening in the Department and how police work with the community,” said Angela Hansen. The 10-week program included 13 sessions on topics like criminal investigations, 911 communications, officer safety and court procedures, among others. Participants had demonstrations from the K-9 unit, Animal Control, SWAT Team, firearms safety, and a tour of the jail. Graduates of this year’s academy included nonprofit leaders, business owners, retirees, and a Winchester city council member. The purpose is to educate citizens and develop positive relations between police and the community. “With all the recent images and stories in the news, I have to admit, I was starting to question police officers,” said Sue Lessman. “But interfacing with the officers and seeing the human side of the badge went a long way in dispelling my
fears,” she said. This year’s class also included several aspiring law enforcement officers, including a high school student. “This is definitely worth the investment in time,” said Jet Dayo. The Winchester resident said he wanted to learn the ins and outs of the police department so he can better communicate and educate his children about policing. The fall academy ran September 20 – November 22, 2016. Graduates are eligible to apply to become a member of the Volunteers in Policing Program. The VIP’s assist the Police Department with special activities and community events, including fingerprinting children, crime prevention, security, handicap parking enforcement, and directing traffic. Applications are currently being accepted for the 2017 Citizen’s Police Academy. The class is free, but space is limited, and you don’t need to be a city resident to attend. A total of 20 people from five location departments graduated from the 141st Law Enforcement Basic class. The Winchester Police Department had two graduates, Connor Molloy and Mark Fischer. The 19-week academy included everything from community policing to use of force training. Winchester Police Sgt. Adam Orndorff was chosen by the class to be the guest speaker. He stressed to the new officers the importance of be-
ing courageous and leading my example. The officers completed multiple written and skills tests during the academy. Officer Fischer received 2nd place for academics, which included testing on courses such as constitutional law, drug identification, and crime prevention. His scores placed him 3rd overall in the class with a combination of academic and skills testing, which included topics such as firearms, driving, and defensive tactics. Officers Fischer and Molloy will start a 12-week Field Training this weekend.

And while we have all been focusing on the intrigue involving the secretary of state, the newly elected chief executive has been filling out the top levels of his presidency with some genuine hard-liners who make it clear they have every intention of blowing things up. There’s Betsy DeVos, who is nominated to be education secretary. The problem is that she’s a virulent opponent of the traditional public-school system. None of her children got anywhere near one, and she’s made it clear that nobody’s children will if she has her way. Then there’s Tom Price, current congressman and soon-to-be health and human services secretary, assuming he survives Senate confirmation. Price is a third-generation doctor who has been one of his party’s most outspoken foes of Obamacare. Unfortunately, he also wants to dismantle Medicare and Medicaid. He’s a tea partyer through and through, which will put most of the constituencies that rely on HHS to administer their social programs into panic mode. And speaking of revenge, Trump, through Conway, is suggesting that if Hillary Clinton’s campaign persists in supporting the Green Party recount, then maybe he’ll have to revisit his on-again, off-again threat to prosecute her, even though the Justice Department, which would lead the investigation, is supposed to be independent. The Donfather also is getting revenge on all of us, using Sarah Palin as his weapon. His people have now floated her name to head the Veterans Affairs Department. It’s aimed at getting the hated media breathless over something absolutely ridiculous. And sure enough, we are. His vengeance game is getting ridiculously obvious. Donny the Avenger, who seems to be motivated by grudges, has been able to humiliate Mitt by making him grovel for the secretary of state job. And that was after he sent out his stalking horse Kellyanne Conway to say that making Mitt Romney his chief steward of foreign policy would be a “betrayal.” Newt Gingrich, a stalking something else, ridiculed Romney for “sucking up.” Their assignments from the boss seem to be in the rubbing-salt-into-Romney’s-wounds category. Of course, the wounds are the self-inflicted kind. Back when Mittens believed that Hillary Clinton had things sewn up, he seemed to calculate that he might satisfy his ambitions by currying favor with Hillary. So he showered Donald Trump with nasty insults, calling Trump “a phony and a fake,” as well as “a con man and a fraud.” Legendary House Speaker Sam Rayburn used to say, “Don’t get mad, get even.” Don Trump feels a need to get mad AND get even. Lucky Mitt. Actually, Trump has surrounded himself with people who believe in two eyes for an eye. Take Chris Christie: He was living large as an early Don Trump supporter. But that’s before Trump’s son-in-law and Donald-whisperer Jared Kushner chimed in. Kushner’s father was sent to prison. His prosecutor in New Jersey at the time

Born in Moscow in 1940, Anufriev endured many years as an underground “unofficial” artist in the Soviet Union due to the spiritual nature of his paintings and his views of life. As a member of the Odessa Group in the 1970’s, he challenged the Soviet art establishment despite harassment from state officials. Since coming to the United States in 1980, his motivation as an artist has not changed. “When I paint, I stand between the heavens and the earth, trying to make the invisible visible. I try to bring about a unification in my painting. Some might call it mysticism, the idea that we are all linked by our divine beginning. I think this unification is often expressed by beauty so I am always looking for beauty.” A vast majority of Alexander’s poetic, visionary works hang in museums and private collections throughout Europe, the United States, and the former Soviet Union. His artwork has been shown in both solo and group exhibits and has been featured in national and international publications. On Sunday, December 11, there will be an Artist Reception from 4:00 to 6:00 PM with Alexander Anufriev including an artist Q&A session. Admission to the reception and exhibit is free. The reception will be followed by a concert at 6:00 PM featuring Tanya Anisimova, an internationally renowned cellist and composer, who will perform her program “Cello The Magician,” featuring virtuosic and mystical solos from the Baroque and Romantic Eras as well as the performer’s own improvisations. To Kill a Pipeline One of the Obama administration’s core competencies is suspending pipeline projects with no cause. It will leave office with another notch in its belt, now that the Army Corps of Engineers has acted to block a final piece of the Dakota Access Pipeline. The 1,200-mile pipeline is designed to move oil from North Dakota to Illinois and will have to await completion in a Trump administration with a more rational attitude toward pipelines specifically and fossil fuels generally. The story of the Dakota Access Pipeline will be familiar to anyone who followed the controversy over the Keystone XL pipeline. As with Keystone, the builders of the pipeline have taken years to dutifully check every environmental and bureaucratic box, only to get stymied when protesters — this time a Native American tribe — made the project a hate totem for the left. The protests have been led by the Standing Rock Sioux tribe of North Dakota. The tribe alleges that the Dakota Access project will trample on culturally sensitive sites and taint its drinking water, without much in the way of supporting evidence. The dispute centers around the pipeline’s planned crossing of the Missouri River at Lake Oahe. This isn’t exactly virgin territory. Around the lake, the pipeline will run within 22 to 300 feet of the existing Northern Border Gas Pipeline, which has been in service since 1982 and hasn’t devastated the
light at the intersection of Gloucester Parkway. A 1997 Toyota sedan was traveling west on Gloucester Parkway and had the green light. The pickup truck struck the Toyota. The driver of the Toyota, Zabihullah Haiderian, 36, of Ashburn, Va., and four of his passengers suffered injuries ranging from minor to serious, and were transported to nearby hospitals for treatment. A fifth passenger, Maria Haiderian, 37, of Ashburn, Va., was transported to Fairfax Inova Hospital, where she died later Friday morning. The driver of the pickup truck, Nakia P. Wilkerson, 39, of Culpeper, Va., was transported to Lansdowne Hospital for treatment of non-life threatening injuries. She was charged for failing to obey a traffic light. The crash remains under investigation. Toyota Passengers: Naweed Noori, 26, was transported to a nearby hospital for treatment of minor injuries. He was wearing a seatbelt. Jamshed Noori, 27, was transported to Reston Hospital for treatment of serious injuries. She was wearing a seatbelt. Masha Haiderian, 5, was transported to Fairfax Inova Hospital for treatment of serious injuries. She was
Standing Rock tribe. The pipeline also tracks with an overhead utility line. A decision by a federal judge in September to reject a bid by the Standing Rock tribe to block the pipeline cataloged how deliberate the developers of Dakota Access have been about culturally sensitive sites. According to the opinion, the company found 149 potentially sensitive sites in its own surveying in North Dakota. It modified the route to avoid 140 of them and came up with a plan with the state of North Dakota to limit any effect on the other nine. Throughout most of this process, representatives of the Standing Rock tribe were notably absent. When the Army Corps invited them to a general meeting to discuss the pipeline in November 2015, five tribes attended, but not Standing Rock. In the spring of 2016, the Corps invited tribes to conduct their own cultural surveys at locations around the route. Three tribes participated; Standing Rock did not. The tribal surveys identified additional sites of concern, where Dakota Access duly agreed to take additional protective measures. There is no real defense, though, against protesters staging cable-TVready disturbances against a project and making it a cause celebre. For the overwhelming majority of its route, the Dakota Access pipeline requires no permitting, since it traverses private land. It’s the tiny percent that would affect waterways that made it subject to federal approval, and thus to political hostage-taking. For the left, Dakota Access is a symbol. In reality, it is simply a means of moving half a million barrels of crude oil a day from Point A to Point B, an activity that shouldn’t be considered dastardly or untoward. Warner Introduces Bill to Help Wells Fargo Victims Get Their Day in Court In Virginia, Wells Fargo employees opened 41,000 fraudulent accounts without customers’ knowledge U.S. Sen. Mark R. Warner (D-VA), a member of the Senate Banking Committee, introduced legislation to give Wells Fargo customers who were victims of a fraudulent account scheme their day in court. The bank was involved in a scandal this year after it was revealed that Wells Fargo employees secretly opened roughly 1.5 million bank accounts and issued 565,000 credit cards without customers’ consent. Wells Fargo is using the forced arbitration clauses it tucked away in the fine print of contracts customers signed when they opened legitimate accounts to block them from suing over the fraudulent accounts. “Wells Fargo should not be able to take advantage of arbitration
agreements customers signed when they opened legitimate accounts in order to avoid answering for the fakes ones bank employees created without customers’ knowledge,” said Sen. Warner. “Consumers who were defrauded by Wells Fargo in one of the most outrageous examples of misconduct since the financial crisis deserve their day in court.” The Justice for Victims of Fraud Act of 2016 will work hand-in-hand with a new oversight rule that the Consumer Financial Protection Bureau (CFPB) put out in May to strengthen protections for consumers. Whereas the CFPB proposal would apply only to contracts signed after the rule is final – this bill would allow victims of Wells Fargo’s fraud
to seek their day in court even if they signed contracts that included arbitration for their legitimate accounts in the past. The bill has been endorsed by The American Association for Justice, Consumers Union, the National Association of Consumer Advocates, the National Consumer Law Center (on behalf of its low income clients), Americans for Financial Reform, the Center for Responsible Lending, the National Association for the Advancement of Colored People (NAACP), Media Voices for Children, Allied Progress, the Woodstock Institute, the Franciscan Action Network, the Economic Policy Institute Center, California Reinvestment Coalition, Consumers for Auto
Reliability and Safety, National Consumers League, and Public Justice. Other bill sponsors are U.S. Sens. WARRENTON, VA—County officials and officers of Upperville Volunteer Fire and Rescue Company 5 announced today that the entities will consolidate to continue providing quality fire, paramedic, and emergency management services in the Upperville area. The consolidation is expected to be completed in early 2017. “There will be absolutely no decline in the quality or standard of services,” said Fauquier Fire and Rescue Chief Darren Stevens. “This is a voluntary consolidation to ensure that the Upperville area will be adequately served in the face of declining volunteerism and limited resources.” “The Upperville station has a wealth of history in the community,” noted Upperville Volunteer Chief Scott Williams. The original building was completed in 1957. For the next thirty years, the company provided primarily firefighting services to the community. In 1987, Company 5 started responding to non-transport emergency service assist calls. In 2002, the station obtained its basic life support ambulance transport license. In 2012, with longer work commutes and increased training requirements contributing to a decrease in volunteerism nationwide, Fauquier County began to supplement the volunteer staff with paid County firefighters and paramedics to provide 24/7 service. “The County is greatly appreciative of everything that Company 5 has done for the health, welfare and
