First mural of the year completed in Strasburg
In a continuation of their mural project, Staufferstadt Arts in collaboration with artist Erik T. Burke installed their first mural of the year in Strasburg, Virginia. The mural is located on the side of 238 E. King St. and was completed Saturday May 6th. Through the Staufferstadt Arts Artist Apprentice program, Burke was assisted in the painting by Alexa Haltermann, a Strasburg High School student. Erik describes the piece: “Aerial view of a river with it’s numerous tributaries intensifying in light and depth through a deep blue representative of both the Blue Mountains and the Union of this Civil War border town. A portrait of great grandparents with baby, painted in grey, borders the
blue and further connects to the idea of life as a powerful and peaceful wandering river full of obstacles, redirections, and a search for something bigger.” This is the first year of the Staufferstadt Arts Artist Apprentice program, which pairs art students from Strasburg High School with the artists who come here to paint murals. Staufferstadt Arts hopes to inspire the next generation of artists by giving them the opportunity to work alongside world class professional artists. Erik Burke (b. 1978) lives in Reno, NV and creates place-specific murals throughout the world. His latest work can be seen in Korea, Italy, Norway, and closer to home in Reno. His work has been published in the book ‘Street
Art; The Best Urban Art from Around the World’, ‘Outdoor Gallery’, The Huffington Post, Village Voice, and the New York Times. He enjoys time with his family and living where there are NO mosquitos. VA. The organization has already installed three murals in downtown Strasburg and plans to continue it’s work by installing three murals every year, eventually creating a collection of fine contemporary mural art and forming the basis of an exciting arts destination. Public art has been shown to be a key ingredient of revitalization efforts
in small towns and large cities alike and Staufferstadt Arts’ project dovetails perfectly with the current move towards reimagining the sleepy, rural town as a lively place where businesses can flourish, serving both the local population, and building a tourist industry that can supplement the town’s economy.

Senior Chief Petty Officer Thomas Bailey Winchester Native Serves at Sea Aboard Navy’s Largest Warship A Winchester, Virginia native and John Handley High School graduate, Senior Chief Petty Officer Thomas Bailey is serving on one of the world’s largest warships, the U.S. Navy aircraft carrier USS Dwight D. Eisenhower (CVN 69). Bailey works as an aviation boatswain’s mate (equipment) aboard the Norfolk-based ship, a Nimitz-class nuclear-powered aircraft carrier and one of only ten operational aircraft carriers in the Navy today. Aviation boatswain’s mates are the sailors responsible for maintaining and operating the support equipment for the embarked aircraft. “I like working with sailors and

Powerful catapults slingshot the aircraft off the bow of the ship, and those planes land upon their return to the aircraft carrier by snagging a steel cable with an arresting hook that protrudes from the rear of the aircraft. All of this makes Eisenhower a self-contained mobile airport and strike platform, often the first response to a global crisis because of an aircraft carrier’s ability to operate freely in international waters anywhere on the world’s oceans. “This was my first command back in 1993,” Bailey said. “Even after all these years it’s good to see that there is still that same sense of camaraderie.” Eisenhower was commissioned in 1977 and named after former president and Army general Dwight D.

New manager for Patsy Cline House Celebrating Patsy Cline Inc. announces the hiring of Teresa Wright of Stephens City as manager of the Patsy Cline Historic House. The house at 608 S. Kent St. is owned by the non-profit and is open to the public to honor and preserve the memory of the legendary singer who was born and raised in the Winchester area. The world-famous singer lived in the house from November 1948 to June 1957, the longest time period that she lived in any one place. Wright previously worked for the Shenandoah Valley Battlefields Foundation as development coordinator. She also was a manager of the Old Court House Civil War Museum in Winchester. Page 6 • Warren & Frederick County Report • Early June, 2017 FREDERICK, from 5 155th Anniversary of the Battles of Cross Keys and Port Republic, June 9-10 Cedar Creek and Belle Grove National Historical Park is pleased to announce a special event commemorating the 155th anniversary of the Battles of Cross Keys and Port Republic on June 9-10. This commemorative event will consist of a series of free special ranger programs and battlefield tours, living history encampments and demonstrations, an evening torchlight tour, a kids’ activity tent, and other activities. All of these programs and activities will explore and explain the two battles that ended Gen. Thomas “Stonewall” Jackson’s famous 1862 Shenandoah Valley Campaign. “These twin victories at Cross Keys and Port Republic marked the end of what many consider one of the most brilliant military campaigns in American history,” explains Eric Campbell, the park’s chief of interpretation. “The programs, events and tours of-
fered during this commemorative event will not only explain these two battles, but also provide an overview to the entire 1862 Valley Campaign, along with reflection and meaning to the sacrifices of the soldiers and civilians who experienced it.” The event will begin on Friday, June 9 at 6:30 p.m., with a National Park Service presentation, the “1862 Valley Campaign in a Box” (a 40-minute ranger program that provides an overview of the campaign), followed by a special Torchlight Tour, “The Eve of Battle,” starting at Port Republic’s “Green” at 7:30 p.m. Visitors will “step back in time” to the evening of June 8, 1862 and visit the camps of Union and Confederate soldiers on the evening prior to the Battle of Port Republic, which was fought on the following day (June 9, 1862). On Saturday, June 10, events will be offered on the Port Republic “Green” from 9:00 a.m. to 5:00 p.m. National Park Service ranger programs include the “1862 Valley Campaign in a Box” presentations, along with ranger-led car caravan tours of
each battlefield. Living history units will depict both Union and Confederate soldiers who fought in the Shenandoah Valley in 1862. They will set up typical Civil War encampments along the South River in Port Republic, along with offering drilling demonstrations on the town’s “Green” on Saturday, June 10. A kids’ activity tent will allow children to try on Civil War uniforms, drill with wooden rifles, conduct art activities, scavenger hunts and much more. The Port Republic Museum will also be open to the public throughout the event. This commemorative event is being co-sponsored by the National Park Service, the Shenandoah Valley Battlefields Foundation, the Port Republic Museum and the Town of Port Republic. Fun with Horses - Adaptive Recreational Day Camp Blue Ridge Center for Therapeutic Horsemanship (BRCTH) is offering week-long day camps the weeks of June 26 and July 10 at our facilities in Millwood. Throughout the day, a garden tool sharpening service will be offered and visitors may visit educational displays. There will be more than 20 additional garden and specialty vendors on site. The Belle Grove Museum Shop also has locally made items for sale. Great bargain purchases on gently used gardening and household items will take place in the “Second Hand Rose” area. Shenandoah Valley Equine Rescue Network rescues horses Rehabilitation for unwanted, abandoned, neglected, abused, malnourished animals

By Carol Ballard Warren & Frederick County Report Ben, an 18-year-old gelding, is a former reenactment horse who has just found a new home at the Shenandoah Valley Equine Rescue Network in Frederick County. “He had scarring due to a too-tight halter and had lost weight. We got him from Animal Control in Shenandoah County,” said Shenandoah Valley Equine Rescue Network President Georgia Rossiter. She said that he is a sweet boy that needed to be very calm and brave to be used in reenactments. “For horses that ride in the Cavalry, it’s a big deal. They have riders shooting while on their backs and have to race toward the other horses,” she added. He was found running at large for a
few weeks, which meant that no one was caring for him. Animal Control seized him and the owner released him. Other horses have suffered similar treatment and are thriving after being brought there, but Rossiter reports that the shelter needs donations of all kinds. Monetary donations for operating expenses, a tractor, feed, tack and other horse equipment like lunge whips, and lines are welcome. They’re also looking for a better place with more land because they’ve been at this place for five years, and are outgrowing it. She mentioned that four more horses were seized recently, but they can’t take them. Their capacity is 8 or 9 horses and they have six now, with three more coming in at the end of the week. Rescued horses have found a place to stay and be cared for at the Shenandoah Valley Equine Rescue Network site. The organization provides care and rehabilitation for unwanted, abandoned, neglected, abused and malnourished horses. They can use monetary donations, equipment and volunteers to keep the horses in good shape. must be quarantined for a week or two. So, if there’s a crisis where 18 horses need a place, for example, they would have to foster them or find other people who would take them. SVERN likes to get the “backyard” horses that no one wants. “We want to help people who have them, to educate or get money to help them find feed for the winter,’ she said. She added that they have already done that in some instances, providing hay and waterers so they don’t
freeze, and hopes to do that again. Another possibility is that folks will provide foster homes for some of the horses. “If people are willing, we can do that,” she said. They will also take goats, mules or donkeys. “It’s not our mission, but we will do what we can,” Rossiter said, and added that those animals get along well with horses. And, volunteers to help out with the upkeep of the Rescue are always welcome.
The new board has been busy finding ways to raise awareness of what they’re doing and participating in fundraising activities. They have a booth every week at the Clarke County Farmers Market in Berryville from 8 a.m. to noon on Saturday, to sell items and give out information. They are also at the Blue Fox BBQ booth and Blue Fox BBQ donates a portion of the proceeds to SVERN. Their sister organization, Save a Horse will be having a cowboy dance at the Gore Fire Hall on July 15. According to their mission statement, the organization, “is dedicated to providing care and rehabilitation for unwanted, abandoned, neglected, abused and malnourished horses.” They also want to educate the public in equine rescue and all aspects of horse ownership and care and to be a resource for the community. Here are some facts and details about the history of the organization. A brief timeline of the Rescue’s history shows that in 2010 SVERN was started by concerned citizens who recognized a need to provide assistance to neglected horses in the area, and in 2012, they established the board. Two years later, in 2014, they completed a “clean-up” of a local 1800’s bank barn and field, enhancing the capabilities of the rescue to provide care for horses.

Supervisors hold hearings on two sanitary districts Childress gave details on capital improvement plans for Shenandoah Farms and Lake Front Royal By Timothy Ratigan Warren & Frederick County Report At the May 16 Warren County Board of Supervisors meeting, the board heard proposals from Deputy County Administrator Bob Childress regarding Capital Improvement Plans (CIP) for Shenandoah Farms and Lake Front Royal Sanitary Districts. They also held public hearings on the two first readings of the proposed CIPs. When the public hearing was opened, Lake Front Royal advisory board Chair Charles Gornowich extended an open invitation to the members of the supervisors to attend the meetings held by the sanitary districts. He told the Board that he was hearing positive comments from residents after Lake Front Royal had been named a sanitary district, adding that some of them were former opponents of the formation of the sanitary district. Childress also discussed the Shenandoah Farms District First and reminded supervisors that in July 2010, through mutual agreement with the property owners of Shenandoah Farms Property Owners Board and the county of Warren, they assumed maintenance responsibility for the 42+ mile road system and two dams within the Shenandoah Farms Sanitary District (SFSD). The county initiated a Comprehensive Road and Drainage Study of the entire road system to inspect and evaluate the current infrastructure. It was determined that such a study was needed to help determine where deficiencies were and to provide valuable resource information such as traffic counts and drainage calculations for needed improvements. After much public input, the final road and drainage study was approved by the Board of Supervisors in October 2012. With the approval of the Road and Drainage Study, one of the primary goals was to establish an official CIP to help guide infrastructure improvements and upgrades throughout the district. The CIP was to serve as a road map for the future to maintain focus on where improvements should be made and to ensure the limited SFSD funds are spent as wisely as possible. The first CIP was developed and adopted in the spring of 2013, after carefully considering the study’s findings, public input, traffic patterns and counts, the history of ongoing problem maintenance areas, and the desires and direction of the current and previous boards. A list of goals was created during the development of the plan: to address any safety issues or hazards as soon as possible. to try and leverage as much funding as possible, primarily through VDOT’s revenue sharing program, to upgrade roadways so they could be turned over to the state for maintenance. This was to reduce the road-
way mileage that the county would have to maintain, thereby reducing the impact on the county’s budget. to attempt to focus improvements on the higher volume roadways and more densely populated areas to benefit as many residents as possible. address ongoing problem areas where routine maintenance replacement efforts do not address the issues. To achieve these goals, the county established a long term focused approach to the upgrading of roadways to turn over to VDOT. This included a prioritized “network” of some of the most highly traveled road ways with ongoing maintenance issues. Having this network in place gave the county something to work toward for the future. The CIP are reviewed and updated annually to ensure it they are current and meet the needs of the Shenandoah Farms Community. In the past year, the county completed the Fellows Drive, Phase III; Drummer Hill Road, Phase I; and Farms Riverview Road Rural Addition projects, and several others are under construction. Completed projects are removed from the plan as new priority projects are added. A proposed list of projects for Fiscal Year 2017/18 was distributed to the supervisors and includes a total of twenty projects with an estimated cost of $6,113,338. There are ten proposed Rural Addition projects which will be funded jointly through VDOT’s Revenue Sharing Program at 50 percent, with the County’s share at 25 percent and Shenandoah Farms Sanitary District’s at 25 percent. The ten other internal projects will be funded through the Sanitary District’s budget(s) and other sources. The Rural Addition/Revenue Sharing Projects include Tomahawk Way, Phase II at 0.25 mile, Farms View Road at 0.31 mile, Old Oak Lane, Phase IV at 0.44 mile, Young’s Drive, Phase II at .047 mile, Old Oak Lane, Phase V at 0.57 mile, Lake Drive, Phase I at 0.29 mile, Tulip Poplar Drive, Phase I at 0.19 mile, Thompson’s Mill Road at 0.10 mile, Western
Lane, Phase II at 0.58 mile and Venus Branch Road, Phase I at 0.28 mile. Next, Shenandoah Farms Property Owner board member and Chairman Ralph Rinaldi reported that Childress presented the SFSD Board with the CIP and that the Sanitary District Board has approved the plan. Rinaldi also extended an open invitation to the members of the supervisors to attend the meetings held by the sanitary districts. SFSD Vice Chairman Patrick Scully also spoke about the revenue sharing program during the public hearing. “Anytime you can trade a chicken for a buffalo, why wouldn’t you? That’s where we are, with 25 cents on the dollar at 75 cents on the dollar value. It is changing our community dramatically for the better. Over the next few years we hope to have an artery all the way through the subdivision. We’ve gotten school kids off Howellsville Road. We’ve been able to clear those bottle necks and create a much safer situation,” he said. After the public hearing closed, Shenandoah District Supervisor Tom Sayre moved to approve the first reading of the CIP for the SFSD. It was approved on a 4-0 vote. North River Supervisor Daniel Murray was absent from the meeting. The next public hearing on sanitary district improvement plans was about the newly created Lake Front Royal Sanitary District (LFRSD). Childress said that on January 1, 2017, the County of Warren assumed maintenance responsibilities for the approximately 6.5-mile road system and common areas within the Lake Front Royal Sanitary District. Supervisors then appointed a five-member advisory committee to represent, and provide valuable resident feedback for, the community. One of the primary goals of the advisory committee was to initiate a comprehensive road and drainage study of the entire road system to inspect and evaluate its infrastructure. Such a study was needed to determine the existing deficiencies and to provide valuable resource information such as traffic counts and drain-
age calculations for needed improvements. The County awarded a contract to Racey Engineering, PLLC for the purpose of developing the study. Field work on the study is underway. Another goal was to establish official plans to guide infrastructure improvements and upgrades throughout the district. The CIP will be used as a roadmap for the future to maintain focus on where improvements should be made and to ensure the limited LFRSD funds are spent as wisely as possible. Childress reported that the first CIP has been developed based on the established Lake Front Rd. Rural Addition project. The CIP will be reviewed and revised/updated on an annual basis to ensure it is current and meets the needs of the community. He said that once the road and drainage study is completed later this year, it will provide invaluable input and direction on where funds need to be directed. A draft list of projects for the CIP was presented to the LFRSD Advisory Committee earlier this year for input and consideration. Childress stated that the county has utilized the group throughout the development process. The LFRSD Advisory Committee in turn has sought property owners’ feedback before finalizing a list of priority projects to include in the CIP. On April 17, they took official action to recommend approval of the draft CIP. The proposed FY 2017/18 Lake Front Royal Sanitary District CIP
contains a total of ten projects with an estimated cost of $1,398,500. Two proposed rural addition projects will be funded jointly through VDOT’s Revenue Sharing Program at 50 percent, the County’s 25 percent, and sanitary district budget’s 25 percent. The eight other internal projects will be funded through sanitary district budget, or other sources. The CIP as currently presented is not fully funded. However, included in the FY 2016/17 and 2017/18 budgets the district has approximately $200,000 available for its first priority; the Lake Front Rd. Rural Addition project. Other projects will be addressed as future budgets and revenues allow. A list of FY 2017/18 Lake Front Royal Sanitary District CIP projects includes: 1. Lake Front Rd. Rural Addition/ Revenue Sharing project at 014 mile. 2. intersection control signage; roadway warning signage 3. Creek Rd., Phase I Rural Addition/Revenue Sharing project at 0.80 mile. 4. a community entrance sign. 5. a community parking lot. 6. pavement reconstruction/rehab. 7. drainage culverts. 8. cul-de-sacs at dead end roads and guardrail projects. When the public hearing was closed on the first reading, the vote was 4-0. Front Royal loses bragging rights to Virginia’s lowest electric rates Councilman says power transfer charges are going up across the market By Timothy Ratigan Warren & Frederick County Report Well it had to happen at some point. For the past five years, the town of Front Royal had bragging rights to the lowest electric rates in the state of Virginia, but during the busy, but short council meeting on May 22, Councilman John Connolly let it slip that Front Royal no longer held the bragging rights to the State’s lowest electric rates.
The council was requested to affirm on its first reading an ordinance to amend Front Royal’s code to increase existing electric utility base rates for residential and commercial customers. For the last five years, Front Royal’s lowest electric rates in the state had been used by town council and mayoral candidates as a strong selling point for past strong leadership, but that is about to change. During the first reading of the third public hearing, no one rose to speak,

but one councilman addressed the issue directly. Connolly was the only member who spoke about the increase in the rates. “This is a result of a long series of studies and we’ve known that this train has been coming for a long time and fortunately Joe (Acting Town Manager Joe Waltz) has been very diligent in trying to stay ahead of it for the town. We are really lucky that we have been able to offer one of the lowest electric rates in the Commonwealth of Virginia for the past five years. A lot of that has to do with the hard work that Joe put in as the head of the electric department. We are really grateful for that. Unfortunately, the power transfer charges are going up, they are going up across the market. It is a reality that most municipalities are going to have to raise their rates now. We are raising right now trying to minimize the impact on your average household and because of that I will be voting in favor of this,” Connolly said. Silent on the issue was veteran council member Eugene Tewalt who served on council as mayor and councilmember during those years when the Front Royal Town Council worked to lower the electric rates for its customers. The vote taken on the first reading passed on a 6-0 vote. The change will call for an increase in the rates per customer per billing cycle for residential customers from $6.20 to $7 and for commercial customers from $6.40 to $7.16 per billing cycle.
The council also endorsed on its first reading a nearly $46 million spending plan for the 2017/18 fiscal year. Again, no one spoke during the public hearing, but several councilmembers and the mayor spoke about the budget process that they perceived. “I would just like to thank the staff for a very smooth budget process here. I felt really good about it. I know a lot of really hard work went into it,” Councilwoman Egger said. Connolly followed up and said, “I’m looking forward to next year’s budget. The council is already asking for an earlier budget. I thank you all for the hard work (speaking to the town staff ). This was as easy an informative process as anyone could ever hope for. I think that overall I am looking forward to seeing how this works in the future.”

Mayor Hollis Tharpe added a few words of thanks to the town staff as well. “I would like to add that this has been the smoothest budget presentation that I have experienced since I’ve came on council in 2000. Thank you very much B.J., (Town Finance Director B.J. Wilson) and anybody else associated with putting together this budget.” When the vote was taken on the first reading, it passed 6-0. Another public hearing was held on an ordinance to change the town code as it pertains to fees. The ordinance would increase the fee for after-hours shut-off calls for water service, and would change from $25 to $30. The increase would also apply to the collection of tires, with or without their rims. Most other fees throughout the environmental service area would remain unchanged. During the discussion period after the public hearing, Tewalt asked for the reason for the increases. Waltz replied that the fee increases are an attempt to recoup some of the cost to the town for processing the collection of such items as the tires. Again no one spoke at the public hearing and when the vote was taken on the first reading it, passed 6-0. As usual, all of these proposed changes to the town code will have to survive a second vote. By Timothy Ratigan Warren & Frederick County Report At the May 22 Front Royal Town Council meeting, Councilwoman Bebhinn Egger again questioned the sincerity of the reply she received from the EDA about the workforce housing project. “……. I sort of chuckled to myself over the weekend when I got the email and saw that they had prepared a press release packet that was about two inches thick in answer to the
questions I had asked recently. It was every piece of paper one could find with the words workforce housing on them. I had asked very specific questions and I was expecting answers to those questions. After looking through the packet, very few of the questions were answered. I think it is important to the council in the future to think about if this is an appropriate way for our questions to be answered,” she said. She brought this up again during the portion of the meeting dealing

She reminded the council that she had submitted a series of questions at the previous meeting for the Warren County Economic Development Authority’s Executive Director Jennifer McDonald to answer, and initially requested that the acting town manager submit the questions. Mayor Hollis Tharpe shut down that option, reminding Egger that the Workforce Housing project was not a town project and that any questions Egger wanted answered; she would have to submit by herself. Egger said, “I am not the only one with questions. Since the last meeting, I have been stopped on the streets and at the grocery store, people taking time to call me up and a lot
of our constituents asking a lot of the same questions. It is really important that we are getting our questions answered. And in the cover letter of the packet it states that if you have any further questions that they should be submitted to Jennifer McDonald and that she would be happy to answer them. So, last week I e-mailed her the questions since someone on this council suggested that I should do that. So, I will be doing that again with the majority of the questions that have not been answered. “I also wanted to point out something very important. Both the EDA and you, Mr. Mayor, have pointed out that this is not part of the town because our tax dollars are not being used for it. That lacks the bigger picture because we did vote on a special exception on this project. Come to find out that we voted on that without being given extremely important information. We were told that the land was being donated and if you remember I ended voting no on that special exception and I took that in account that they were receiving a donation of the land. That is huge, that is a really big asset.” She added that they were not given the information that there were “huge contingencies” on that donation and that there was a chance that the property would revert back to the property owners, and that the EDA board stated in writing that they were under no obligation to tell the town council that. “And I for one, do not accept that

We can all call her and talk to her. We have ridden this train before when members of council have made accusations about public speakers, about our staff members, about businesses. The question about the workforce housing project was a land use question. It was a planning development question. I fail to see… Miss Egger’s issues regarding how this was or was not funded. Why didn’t she ask any questions about that at that time? If we have questions we can walk into Jennifer’s office, which Jennifer has said we can do multiple times, instead firing off an e-mail and then making big scenes here in public when the TV cameras are on about someone’s performance. “On the whole, I don’t know if there are more questions that need to be asked about this or not but what I do know it that this has nothing to do with the agenda that is before us on

My understanding of the requests or inquiries of the council members is not so that we can use this time to soap box, or to go through our own personal vendettas or our personal allegations or drive our own personal agendas. “This place in our agenda is meant to take the place of the New Business section of the agenda for council. Their letter opened with this statement. “Over the past few months there has been discussion and some criticism regarding the EDA’s Workforce Housing Initiative. Samuels Library is losing its Director Nicki Lynch is retiring this August after career of 39 years
Melody Hotek, secretary of the Friends of Samuels Public Library, volunteer Cindy Bowen and retiring library Director Nicky Lynch are enjoying their new book store in the Samuels Public Library lobby. By Carol Ballard Warren & Frederick County Report Nicki McGuire Lynch has a lifelong love of libraries and Warren County’s population has been fortunate to have her as Samuels Library director since the library was moved from Villa Avenue to 330 Criser Road. But after 39 years working in libraries, she says it’s time to retire. Her last official day is August 8, 2017, and she will be missed. Nicki has worked in Public Libraries since 1978, starting at the Louis T. Graves Memorial Public Library in Kennebunkport, Maine. “I was there for a summer as program director, and I really enjoyed it and found out how much fun it was to work in a library. You don’t get bored doing things like writing grants and helping people with computers. It’s a great job for anyone who wants to keep learning,” she said She started as Coordinator of Children’s Services in January 1981 at the old Samuels Library location on Villa Ave., and stayed until August 1988. She left for a few years and got a Master’s degree in Library Science, worked as director of Rappahannock County Library, then went to the Rockingham County Library and later to the Loudoun County system. She returned to Samuels Library in 2009 as Samuels Library’s director. Another benefit of working in the “old” Samuels Library the first time she was here is that it’s where she met her husband Dennis. He was working for WFTR and came to interview her about the children’s reading program. They’ve been together since then and live in a log house built in the 1800s on the site of a Civil War battle. She says she enjoys the shorter 30-minute commute to Front Royal, having had at least an hour’s ride to libraries in Northern Virginia and Rappahannock County. “I want to thank all the people who
made the library so nice, especially its wonderful hardworking staff, the volunteers, and library board members on both of the boards that represent Samuels Library and the Friends of Samuels Library,” she said. Her first degree was in art and print making, so she said she will be going back to her creative side when she retires, even though she has used her creativity in the library work, like her “Taste for Books” idea; following up with hard work to make the event fun and successful. She credits the staff here for much of the success. “They are really into participating. It’s so nice to see their enthusiasm. Some libraries don’t have that,” she said. Nicky is looking forward to relaxing, and along with getting back into her art work, she’ll have time for gardening, kayaking and hanging out with friends. She noted that now her weekends are spent catching up on errands, which doesn’t allow as much

Also, her friends are getting older and retiring, and she’ll spend more time with them, travel, and take some classes. She calls herself a “forever student” and has already spent a lot of time in college, because she enjoys learning new things, but still wants to learn more. One of her goals is to take Master Naturalist and Gardening classes. She has initiated some very valuable projects, and with the help of volunteers and donors, has succeeded in enriching the library experience for everyone in her time here. One of her latest ideas was designed to help the Friends of Samuels Library (FOSL) by creating an inhouse used book store. The Friends use their dues to provide needs outside the Library’s regular budget like obtaining special equipment, funding activities, and giving staff the recognition they deserve, but they can always use more funding. “There had to be a way that the Friends could make money. They
were only relying on membership dues. They liked the idea of the book store,” she said. Local architect Fred Andreae drew up plans to construct the book store and the project was approved by the Warren County Supervisors. “The county has been generous in many ways. They built the new library and fund us every year,” she said. “A generous donor, and former board member gave us the money to build the shop, but she wants to be anonymous,” said Nicky. So now, when used books in good condition are donated, if they don’t go into the library’s collection, or into the yearly book sales, the best books will be going directly into the bookstore for resale. The bookstore will be run completely by the Friends, but the hours the store will be open will depend solely on the number of volunteers available to work there. The bookstore, which has been built in the lobby, opened May 2nd with a full assortment of books, and for now will be open Tuesday
through Saturday from 11a.m. to 5 p.m. Nicky praised the multiple opportunities that the library gives to participants. She pointed out the varied and full calendar of events and activities for all ages of children. There’s a play area surrounded by a huge selection of books, an area with a sky light that has seating for young readers, and computers for reading online or playing educational games. When visiting the library, it’s gratifying to see so many children absorbed in looking for books, talking to the children’s librarian or volunteers, playing or learning how to check out in the kiosks. Nicky told a story about a little girl who is in the fifth grade now. She was asked what she wanted to do for her birthday, and she said she wanted to spend the whole day in Samuels library. “She sat and read, and played on the computers,” said Nicky. The idea for the Upchurch Garden, the children’s area outside in the front was also Nicky’s idea. A donor asked her if she had a wish list and gave her some amounts to pick from. She chose the $50,000 amount and said she’d love to have a children’s garden, so Samuels Library has a wonderful place for children to see different kinds of plants and herbs, a giant chess board, with chess pieces that also can be used for checkers. The younger kids move them around like toys, but older kids play the game. Michal Ashby, Head of Youth Services, conducts classes for almost every age group where they learn about international food and uses the garden and its herb plantings.

Children in the “time for babies” program can go outside in nice weather, and the older students help with the gardens. Herbs were planted in the spring and boy scouts put in a wooden bridge and picnic table. Michal also oversees teen volunteers, 13 and older, who help in a variety of ways. They set up chairs for the children’s programs and Nicky says it’s a great way for students who are college bound to learn how to interact with people by working at the librarian’s desk. For example, she
gives them tips on presenting themselves well, like instructing them to look at someone when helping them. She said it’s good for preparing for job interviews and looks good on resumes, or college applications. “It’s neat to see kids volunteering. One parent told them he was glad they worked with his son, that it ‘helped him not to be a juvenile delinquent.’ The boy had been hanging out with a wrong crowd, he said. Nicky said the library has 60 volunteers who come in weekly and 100 others who come in for special events like book sales, and the master gardeners’ classes. Warren County’s

Also, the many new volunteers who have come in to teach ESL, General Education and Career classes in the computer lab do an important service by showing people how to use computers to apply for jobs. “A lot of people in their 50s and 60s who have avoided computers, now desperately need them. The group learns keyboarding and even how to create web pages,” Nicky said. She said the seniors have a “computer club” and can come back again if they don’t get it the first time. Some even come back and teach others. “It’s so good for them to be able to send emails to grandkids, with things like photos and recipes,” she said. Nicky especially mentioned the staff members who have made everything run smoothly and efficiently: Circulation Supervisor Cheryl Harrison; Operations Supervisor Eileen Grady; Kitti McKean, head of the Reference Department; Youth Department Supervisor Michal Ashby; and Jessica Sayers. “Without these folks and the entire staff, and both the Library Board and the Friends of Samuels Library Board members, and all the great volunteers, we wouldn’t have that wonderful Samuels Library,” she said. She is happy about how helpful the generous donors have been, and monetary support from the county supervisors, but she still has a wish list. They haven’t added new staffing since they opened, and she would like to see them open again on Sundays. The value of libraries can’t be measured. Investigators Unable to Determine Fire Cause Fire Investigators were unable to determine the cause of the April 29th blaze that destroyed the Strong Oaks Woodshop at 1868 North Royal Avenue. The fire was reported just after 10pm and quickly went to 3 alarms before the fire could be brought under control. Firefighters from all Warren County Stations were joined by crews from Strasburg, Marshall and Stephens City Fire Departments and spent 14 hours working to fully extinguish the blaze. Twelve Investigators from the Warren County Fire Marshal’s Office, Fredrick County Fire Marshal’s
Office, Fauquier County Fire Marshal’s Office, Front Royal Police Department, Warren County Sheriff ’s Office and the Bureau of Alcohol, Tobacco and Firearms spent more than 40 hours over the course of 3 days processing the incident scene. The incident investigation involved over 11,000 square feet of floor space, 7 damaged vehicles and involved interviewing 16 people. “This was a very complex fire investigation that required extensive manpower,” stated Fire Marshal Gerry Maiatico. “The assistance provided from these partnering agencies has proven extremely valuable for the success of the initial phase of the investigation.” The building, which was built in the late 1800’s was constructed using limestone/rock walls approximately 12” thick and heavy timber wood framing for the floor and ceiling supports. Ms. Cheatham holds Master’s degrees from Liberty University in Human Services Counseling and Business Administration and has more than 11 years of experience with the Virginia DSS. She began her DSS career in 2006 with the City of Franklin as an Employment Service Worker. During her career in Franklin, Ms. Cheatham also served as Social Worker, Senior Social Worker, Volunteer Domestic Violence Prevention Trainer, and Family Services Specialist Supervisor. In August 2016, she was hired by Warren County as the Assistant Director for the Department. “We are very excited about DeAnna being promoted to Director of the Warren County DSS. I have been extremely pleased by her growth over the past year as Assistant Director. Volunteers received 30-hours of training to enhance their own finan-
cial management knowledge and develop their abilities to present information to individuals and groups. Training topics included budgeting, credit, banking, insurance, and debt management, as well as communications skills, group facilitation, community resources, and more. In return for the training, volunteers commit to serve in the program for at least 50 hours during the year following training. Extension Agent, Karen Poff, says of the training, ”Our volunteers make a huge difference in the lives of the people they work with, strengthening personal finances through individual and group sessions.” The program welcomes volunteers from all walks of life, whether or not they have previous experience or education. number of people who are endangering themselves by going onto the tracks of the railroad for purposes other than to cross at a legal crossing. The Warren County Sheriff ’s Office in conjunction with Norfolk Southern Police would like to remind everyone that trespassing on railroad property is forbidden by Virginia law. Trespassing on a railroad track is punishable of a Class 4 misdemeanor for the first offense, with the punishment enhanced for each subsequent violation up to a Class 1 misdemeanor (confinement in jail for not more that twelve months and a fine of not more than $2,500, either or both). Those who trespass after being forbidden to do so, either orally, in writing, or by signs, are subject to being charged with a Class 1 misdemeanor. The campaign is a national effort by police to increase seatbelt usage rates that runs from May 22nd thru June 4th. Front Royal Interim Police Chief Bruce Hite says that the protection of our citizens on the highway is the purpose of his agencies’ participation in this campaign. Wearing a seat belt is one of the most important steps in increasing survivability in a crash. Interim Chief Hite states, “It’s our greatest defense when involved in a traffic crash.” According to the National Highway Traffic Safety Administration, nearly 48% of the 35,092 people killed in traffic crashes in 2015 were unrestrained. According to Interim Chief Hite, drivers in the Front Royal area can expect to see extra officers on the street as well as checkpoints. This will further our effort to increase seat belt usage and decrease crashes involving severe injury and/ or death. In partnership with Shenandoah National Park, the Potomac Appalachian Trail Club (PATC) invites new hikers and experienced backpackers to learn new trail skills at PATC Trail Patrol’s “Beyond the Trailhead” event at Byrd Visitor Center (milepost 51 on Skyline Drive) from 9:30 am to 3:30 pm. I always considered myself to be a good speller. That is, until I started watching the National Spelling Bee on ESPN the last few years. I now know I’m in the minor leagues. If that. These kids are pros. It’s not just that I can’t spell words like “gesellschaft” and “Feldenkrais”, I’ve never even heard of them. I’m not sure they’re real words. I keep hearing all about fake news on TV. Why not fake words? Last year, do you know how many words I spelled correctly while watching the Finals? Z-e-r-o! The year before I did a lot better. I got one. Billiken. And I only knew that because it’s the mascot for the University of St. Louis. I saw their basketball team play on TV once and the word stuck in my head. The finalists in the National Spelling Bee spend tons of time studying vocabulary words. They read the dictionary. One of the contestants stated she’d read 200 novels during the previous twelve months. Two hundred! I’m not sure I’ve read that many books in my life! This year, there’s a five year old girl from Oklahoma who’ll be competing. Five years old! When I was that age, I’m not sure I could even spell my name. She won her regional contest by correctly spelling “Jnana”. It means ‘knowledge’ in Indian philosophy and religion. And that was after she’d already correctly handled easy words like Panglossian, Baedeker and sarsaparilla. Her winning trophy was almost as tall as her. So, no, I’m not in the same league as these kids. Not even close. But I’ll be watching again. And no matter how many times the pronouncer repeats the word, provides its language of origin, or uses it in a sentence, it won’t help me a bit. I’ll be lucky if I get any right. Remember the TV show Are You Smarter Than a 5th Grader? I didn’t watch it, but I know the answer to that question. I can’t even beat a second grader. Talk about embarrassing. And that’s one of those words I’m never sure about. Is there one ‘r’ or two? Two. I just looked it up. The author is currently reading the dictionary. CRIME OF THE WEEK Frederick County Crime of the Week – May 22, 2017 This week’s Crime of the Week involves a kidnapping and robbery at gunpoint that occurred on April 26, 2017. The two victims reported that while traveling on Route 340, a red Ford pickup truck stopped in front of them, a male got out and pointed a gun at them. The suspect then got in the back passenger side of the vehicle and demanded money. The suspect hit the driver in the back of the head and the two victims gave him all their money. The suspect then told them to turn on a dirt road and drive through a field onto the train tracks where the vehicle became stuck. The suspect then exited the vehicle on foot and ran. The suspect is described as a white male, in his 30’s, wearing a dark red or brown shirt and a baseball cap. Winchester City Crime of the Week - May 15, 2017 The Winchester Police Department is investigating vandalism to a business located in the 600 block of Jubal Early Drive that occurred between Monday, May 1st and Tuesday, May 2nd. Officers spoke with the owner of the business who stated a rock had been used to try to break out a window. Officers noted that the window was still inside the frame, but that there was a spider web pattern running through the window.
