By Timothy Ratigan Warren & Frederick County Report On December 12, at 9:00 a.m., the Warren County Board of Supervisors held their last public meeting for the calendar year of 2017 at the Warren County Government Center. At the beginning of the meeting, Judge Ronald Lewis Napier swore in Happy Creek Supervisor Tony Carter and Fork District Supervisor Archie Fox for another term on the board, and the E. Wilson Morrison Elementary School Choir directed by Haley Wills was on hand to perform holiday music. County Administrator Douglas Stanley gave his report, reminding everyone that county offices would be closed at noon on December 22, and remain closed on December 25th, 26th, and 27th for the Christmas holiday. County offices will also be closed on January 1st and 2nd of 2018. He also reported that on December 25th, the county’s compactor sites will have open top containers available at each site for citizens needing to dispose of garbage, but no attendees will be on site. The county received a proposal for management and use of the Front Royal Golf Club property. The proposal was reviewed and ultimately rejected by the advisory committee and is currently being re-advertised with a few changes. The new deadline for submittal of proposals is January 18, 2018 at 2:00 p.m. It was also reported that the County

received a petition for the creation of a sanitary district for a portion of the Aspen Hill Farms subdivision. The proposal was the first application received by the County since the change in the state code that took effect on July 1, 2017 which requires Supervisors’ votes to establish such districts. In addition, following the receipt of a petition of 50 qualified voters (or 50 percent if there are fewer than 100 qualified voters in the proposed district), the board must survey the proposed district. The petition has been certified, and a survey has been mailed to all property owners to confirm sup-
port for the proposed district. Stanley was also pleased to announce that Joseph W. Petty has been hired as the new Zoning Officer and will begin work on January 3, 2018. Petty joins the county after nine years with the Crystal City Business Improvement District, most recently serving as vice president of programs. He has a Bachelor of Fine Arts degree from George Mason University. He previously worked for Warren County as a parks and recreation maintenance worker during his high school and college years. He will replace Charles Morrison, who has relocated to South America. Stanley also reported on the progress of several projects taking place in the County.

The Ressie Jeffries Elementary School roof/ addition/ parking lot project is 91 percent complete and the site work project is 99 percent complete. The county is waiting on the delivery of the bus and parent drop off/ pickup canopies in order to complete the project. The goal for the County is to have the project completed by March 1, 2018. The plans for the playground project, which county staff starting working on in September, have been completed. Phases I and II of the project should be completed during the winter of 2018. Stanley also reported that a county contractor has completed the paving of the parking lot and bus turnaround at the Thompson Kiss and Ride; they

hope to install a bus shelter; and want to work with neighboring subdivisions on funding playground equipment for the site. The county also has been working with the contractor of the Royal Farms construction site to accept fill material at Rockland Park. By using this fill material, two multi-purpose fields have been completed and seeded. Over the next month the county hopes to have two additional fields, storm water management facilities, and two gravel parking lots completed. It was also reported that the building committee of the Rivermont Fire Station recommended that the County proceed with a one-story option for the new fire house. County staff met with Company 2 leadership on October 6 to review the proposed plan and received a final go ahead from Company 2 membership with the proposal to construct a replacement station at the Airport Road site. Stanley also reported that the South Fork Bridge project is 98 percent complete. The contractor has completed the final paving throughout the project. Final pavement markings will be completed during the week of December 12. The signal subcontractor finished installing permanent signals at the State Route 55/340/522 intersection last week and is working to fin-

COUNTY, from 2 ish remaining signal incidental items into the week of December 11. The Virginia Department of Transportation (VDOT) will monitor the signal timing and adjust as necessary over the next few weeks to synchronize and fine-tune the system. The contractor is working on various incidental work and cleanup throughout the project. The Morgan Ford Bridge project is approximately 75 percent complete and remains on schedule for completion for June 2018. The bridge deck has been completed, and the temporary work bridge has been removed from the river. The initial layer of asphalt has been placed on each end of the new bridge. The contractor will continue to construct the bridge concrete railing over the next few months. County residents should be aware that all work and schedules are heavily dependent upon weather conditions. Stanley finished his report by announcing that two following commercial projects are continuing: The building permit for the Royal Farms convenience store project was released and picked up on December 1 and is scheduled for completion in the spring of 2018, and Marriott/Towne Place Suites is scheduled for a summer 2018 completion. A rather extensive consent agenda

Fire Chief Richard Mabie explained to the supervisors that Physio Control is having an end of year promotion and the County can trade two of the old Life Packs for 1 new Life Pack 15, along with other incentives, and the order must be signed by December 27 to avoid a price increase. The county is requesting $424,285 to replace the older units. If the order
is not signed by the 27th, it will cost $81,867 more (which would be the equivalent of paying for two units that the county would not get). The board voted 5-0 to approve a five-year lease agreement for the purchase of nine Life Pack 15s and 8 Life Pack 1000s at an annual payment of $91,616. Royal Cinemas gives back to the community
The Royal Cinemas movie theater is hosting free showings of Christmas Classics during the month of December.

For the past few years, a business in Front Royal has chosen to give back to the community in a unique way. What do they give to the community during the Christmas or Holiday Season? Royal Cinemas has given the gift of entertainment to the citizens of Front Royal for several years. During the year of 2017, Royal Cinemas has filled the month of December with a Charlotte Terry Bowman Charlotte Terry Bowman, 64, of Front Royal, VA, died on Saturday, December 16, 2017 in Strasburg, Va. A memorial service will be held on Saturday, December 30 at 2 pm at Greenfield of Strasburg, 14 Maynard Lane, Strasburg, VA 22657 conducted by Pastor David Duckworth. Charlotte was born July 29, 1953 in Warren County, VA, daughter of the late L. Keith Terry and Joanne L. Cather Terry. She worked in the health care field as a CNA/Med Tech for over thirty years, including Royal Haven in Front Royal and Westminster Canterbury in Winchester. She was married to the late Michael Bowman. Surviving are three sons, Christopher B. Robinson and Dale L. Deatonh of Front Royal and Kevin E. Rhodes, Jr. and wife Autumn of Bunker Hill, WV; three sisters: Karen Cary, Kathy Flenner and Rosalie Hollenbaugh, all of Front Royal; and one grandson, Camden Rhodes. Along with her parents and husband, Charlotte was preceded in death by a son, Robert L. “Bobby” Robinson. In lieu of flowers, memorial contributions may be made to Blue Ridge Hospice, 333 West Cork Street, Winchester, VA 22601. Arrangements are by Maddox Funeral Home, Inc. in Front Royal, VA.

On December 2nd and 3rd they had a viewing of the animated versions of Rudolph the Red Nosed Reindeer, The Grinch who Stole Christmas, and Santa Claus is Coming to Town. On December 9th and 10th they showed the Miracle on 34th Street; on December 16th and 17th they showed the Polar Express and on the 23rd and 24th, just before Christmas, they will show the all-time Christmas classic White Christmas. Royal Cinemas has made use of social media to get the news out on the latest showings. In the Comments section of a December 7, 2017 post on their Facebook page, it is clear that the word is getting around and the overall response is a positive one. In the first two hours of the reminder post going up about the free showings of Christmas Classics, Royal Cinema’s post had garnered over 136
positive reactions, 24 comments, and 11 shares. A similar post announcing the names of movies playing and time and dates showed 123 positive reactions, 73 comments, and 154 shares. Comments started to show up on the Facebook page titled “What’s up Front Royal” as well. Front Royal resident Kelly Walker offered, “One great thing about Front Royal this time of the year is Rick Novak and Royal Cinemas. Rick gifts us all this time of the year with Christmas movies that we get to see for free. My friends know that my all-time favorite movie is White Christmas and I have seen it at least 100 times, but the first time I ever saw it on the big screen was when Rick first started having these movies some years ago. I am going tomorrow morning to see it with a group of friends, but I couldn’t resist when I was downtown at the Studio for a paint party this afternoon popping in to watch a few minutes of this wonderful movie. I can’t wait to see the entire thing tomorrow. Thanks, Rick, for this wonderful gift.” On November 24th the Royal Cinemas Facebook page announced which Christmas Classic movies would be showing. The response from the community was impressive. With 124 positive reactions, 73 comments, and 157 shares of the post, the word was getting around social media quickly. As evidenced in the many comments on the post, social media works not only to get the word out but also to network with family and friends when planning which movie showing to attend. In fact, most of the comments were friends and family making plans to meet up for some quality time at the theater. Some comments were asking about the process for getting tickets
and if there was a cost. The movies are free and most people were able to walk in and pick up a ticket at the day of the showing. Royal Cinema received some very nice compliments and thank you comments from the community as well. AAA: Get emergency roadside kit/vehicle ready as snow approaches AAA calls on motorists to prepare their vehicles for snow and cold temperatures on their way to Virginia. Vehicles that have not been properly maintained or are missing the everimportant emergency roadside kit could leave drivers stuck, literally, out in the cold. “No one wants to be stranded in the cold by a vehicle breakdown and unprepared to handle the situation,” said AAA Public Affairs Manager, Martha Mitchell Meade. “Properly readying your vehicle for winter driving is essential for the safety of all passengers and will greatly decrease the chances of your being not only stranded, but
also unprepared for a roadside emergency.” Based on calls to AAA Emergency Roadside Assistance, the most common problems that arise this time of year are with dead batteries or improperly inflated tires, both of which can be aggravated by a sudden cold snap. AAA recommends that motorists use a simple checklist to determine their vehicle’s winter maintenance needs. Many of the items on the list can be inspected by a car owner in less than an hour, but others should be performed by a certified technician.

Winter Car Care Checklist Battery and Charging System – Have the battery and charging system tested by a trained technician. A fully charged battery in good condition is required to start an engine in cold weather. AAA members can request a visit from a AAA Mobile Battery Service technician who will test their battery and replace it on-site, if necessary. Battery Cables and Terminals – Make sure the battery terminals and cable ends are free from corrosion, and the connections are tight. Tire Pressure – Check tire inflation pressure more frequently in fall and winter. As the temperature drops, so will tire pressures – typically by one PSI for every 10 degrees Fahrenheit. The proper tire pressure levels can be found in the owner’s manual or on a sticker typically located on the driver’s side door jamb and don’t forget the spare. Tire Type and Tread – Replace any tire that has less than 3/32-inches of tread. Uneven tire wear can indicate alignment, wheel balance or suspension problems that must be addressed to prevent further tire damage. Allseason tires work well in light to moderate snow conditions, provided they have adequate tread depth. Coolant Levels – Check the coolant level in the overflow tank when the engine is cold. If the level is low, add a 50/50 solution of coolant and water to maintain the necessary antifreeze capability. Test the antifreeze protection level with a tester available at most auto parts stores. Wiper Blades – The blades should completely clear the glass with each swipe. Replace any blade that leaves streaks or misses spots. Consider installing winter wiper blades that wrap the blade frame in a rubber boot to reduce ice and snow buildup that may prevent good contact between the blade and the glass. Washer Fluid – Fill the windshield washer fluid reservoir with a winter cleaning solution which contains antifreeze components to prevent freezing. Drive Belts – Inspect the underside of accessory drive belts for cracks or fraying. Many newer multi-rib “serpentine” belts are made of materials that do not show obvious signs of wear; replace these belts at 60,000mile intervals or as recommended by the vehicle manufacturer. Engine Hoses – Inspect cooling system hoses for leaks, cracks or loose clamps. Also, squeeze the hoses and replace any that are brittle or feel spongy. Lights – Check the operation of all headlights, taillights, brake lights, turn signals, emergency flashers, and backup lights. Replace any burnt out bulbs so you can see and be seen in dark or winter weather conditions. Winter Emergency Road Kit Now is also a great time to assemble
an emergency kit equipped for winter weather to keep in your vehicles at all times. Selah Theatre Project presents “Glory Bea! A Shenandoah Christmas Story” Hard times in Depression Era Shenandoah Valley come with hope and love of family
Gloriana Beatrice Thorne is inconsolable when her father is snowed in at the Civilian Conservation Corps project to construct Skyline Drive, and can’t deliver on his promise to return on the Good News Train into Harrisonburg.

A Shenandoah Christmas Story,” written by Larry Dahlke and Rich Follett and presented by Selah Theatre Project, ran for two weeks in December in Front Royal and brought an intimate view into Shenandoah Valley’s past. In December in the Appalachian Mountains, trees are bare, the ground still has some covering of orange leaves from the recent fall, and there is a notable lack of color, but in this story, the characters bring light, color and hope into their lives with their strength and love of family. As the story unfolds, surrounded by stark beauty, the main characters, Gloriana Beatrice, played by Emily Fisher; Annie Thorne, played by Valencia Lombardi-Chisholm; and John Thorne, played by Zachary Robinson, struggle to resolve differences, endure a long separation and find comfort in their reunion just in time for Christmas. One of the first songs, beautifully performed by the musicians, includes the message that, “the Christmas gift doesn’t come from any store, and the Christmas spirit is waiting inside the church, where children and angels give a perfect sound.” This reflects the theme of the play. Christmas traditionally brings with it colorful lights, decorated homes and a possibility of cheer and families together, but the three members of the
Thorne family had been separated since the spring of 1933 because John, the family patriarch, was working with the Civilian Conservation Corps (CCC) project building the brand-new Skyline Drive in Shenandoah National Park. He was very reluctant to leave his daughter and pregnant wife alone for the long months in favor of a paycheck, but he felt he had no choice. About the 1930s Depression, one of the musicians asked the others if people were sad. “No, just broke,” was the answer. But being broke can cause all kinds of sadness, as the family discovered. Annie, not too happy about being left to take care of a farm by herself while pregnant, also mentioned how her family, who had farmed the land on the mountain for three generations, had been displaced by the project, which was a very bitter issue back then, and created a lot of “hard feelings.”

The family was looking forward to a new baby, to be born around Christmas, and to the father’s homecoming, but they had to go through a lot before that happened. His promise to be home by Christmas tests Glory Bea’s patience and understanding. Many in rural Appalachia in the 1930s didn’t have much in the way of cheer, food or gifts for the children, but the local pastor of Pineville and the school children were looking forward to and busy practicing for the Christmas Pageant. They only lacked a cedar tree for the centerpiece. The Reverend Hite, played by Jonathan Murphy, who is still mourning the death of his wife and son from “the fever,” is at first irritable and unwilling to give in to some of the requests of the parishioners, and requires some extraordinary efforts on the part of Annie, Glory Bea, and Orn’ry – the complaining, but persevering, comical singing mule, played by Richard Owen. They set out in deep snow to find a

perfect tree with three red birds, and unexpected miracles occur. The play ends with happy reunions and conflicts resolved. Emily Fisher, who plays Glory Bea, brings a strong presence to the production. She possesses a range of emotions and carries herself with ease and grace throughout, while singing and acting. Valencia Lombardi-Chisholm, who acts as her pregnant mom Annie, shows wonderful strength in acting and musical talent as she works to keep everything running during a hard summer and the following winter blizzard. Amber Shayeb plays the spunky schoolteacher Sarah, who pulls the
pageant together, along the way helping others in any way she can. Her students, Maddie Roby, Lindsey Phillips, Jason Short and Eli Kerns, perform with enthusiasm and amusement. The three musicians, Gabe, Mike and Zeke, performed by Jonathan Murphy, Richard Owen and Eleanor Welch (whose guitar, bass and violin music threaded its way through the entire production) added their opinions, emotions and commentary to its forward motion, and brought an intimate view into the lives of the characters. Director Rich Follett had nothing but praise for the cast. “I’m very proud of the cast, they did their best and worked hard, it was a great community effort,” he said. He talked a little about how the play came about. He said he felt immediately at home the first time he visited, and moved to the Valley in 1987. This gave him the idea to write about local history, especially about Shenandoah National Park and the CCC. He also gave local names like Crabill, Campbell, Orndorff, Eastep and Funkhauser to the characters. The play was performed at Wayside Theater in Middletown in 2011 and 2012, and Selah Theatre’s artistic director, LaTasha Do’zia Earley approached him to put it on here, he said. “I’d love to be asked to do this again next year, and hope it becomes a tradi-

tion. I’m very proud,” he concluded. The set and lighting were simple but effective, with three scenes on the stage at the same time including the Thorne home, Ms. Perkins’ classroom and the Pineville train station. The
Blue Ridge Mountains could be seen through the windows painted on the backdrop. The ending, although anticipated, is happy, bringing a joyful end to a gripping story.

He was born and raised in Canyon, Texas, but now lives in Stephens City with his parents, Don and Taren Council and is the victim of a tick-born disease called Lyme neuroborreliosis. He is being treated for Chronic Neu-
rological Lyme Syndrome which has caused a range of medical issues requiring expensive medicine, not covered by insurance. caused him to return to Virginia in late 2016 to live with his family. This is where he is currently receiving medical care from a team of doctors with extremely specialized treatment. His family says, “He has spent 36 weeks in hospitals and been treated by several dozen doctors, enduring a tortuous list of surgeries, procedures, biopsies, and treatments. Throughout, Jason has received various and at times competing diagnoses, including: Zika, Chikungunya, thyroid tumor, Rickettsia, malaria, suspected lymphoma, meningitis, multiple sclerosis, Lyme disease, and amyotrophic lateral sclerosis (ALS). Some proved to be false diagnoses, while others continue to be explored and treated.” But they say he still has an amazing attitude, and tells them, “At least I’m not depressed!” However, his family, including four siblings who are deeply involved in his recovery, have watched his situation deteriorate. “In July, our family was shaken by the dramatic downturn in Jason’s health. We witnessed him unable to walk without help, and unable to speak full sentences. His eyesight was waning, and unexpected noises would send him into seizures. He lost function in his left hand, and the twitch-

On Friday, December 15th, 2017 at approximately 6:30 pm, Front Royal Police Department responded to calls of a pedestrian struck by a motor vehicle at the intersection of South Street and Commerce Avenue. Upon arrival, the pedestrian, who has been identified as Calum A. Turner, 27 years old of Front Royal, was pronounced deceased at the scene. It was determined Turner was struck by a tractor trailer, which was located a short distance from the scene. The driver has been identified and is cooperating with authorities in the investigation. Warren County Sheriff ’s Office, Warren County Fire and Rescue, and the Front Royal Public Works Department assisted at the scene. Anyone who witnessed or has further information on the accident is encouraged to contact Officer Josh Noland with the Front Royal Police Department at (540) 635-2111.
Shenandoah National Park Announces Launch of Curriculum on Park Establishment
Park Superintendent Jennifer Flynn is pleased to announce the release of “The Spirit of the Mountain,” a new web-based interactive curriculum designed to tell the complex story of the Park’s establishment and its effect on the local region. “We are excited to offer this additional method for the public to understand the complex story of the Park’s establishment and to present this content in way that allows teachers across the country to use our story to teach important concepts in their Social Studies classes,” said Flynn. The curriculum aligns with state and national standards for history, government, civics, economics, and geography for middle and high school students. The program is also appropriate for the general public and will be used in a variety of Park programs. Warren County Fire and Rescue units were alerted for a structure fire at 9:24 pm Saturday night to the end of Shadows Drive in Blue Ridge Shadows subdivision. Fire was located through the subdivision into a farm owned by David Seekford of Headquarters Road of Stephens City. The fire was discovered by an off duty Sheriff ’s Office employee who lives on Shadows Drive. First fire units arrived 10 minutes later (had to return from medical call to station) to find a large two story balloon frame residence with fire and smoke showing from the second floor and roof. Fire also broke through the second floor windows in rear. Once water supply
was established, an aggressive attack was made on the fire. Soon after, the fire was brought under control with extensive overhaul. Firefighting efforts did protect and save most of the first floor. Owners said the structure has been used as a hunting lodge for many years. The structure was built in the 1900’s. The cause of this fire is under investigation by the Warren County Fire Marshal’s office and is being ruled accidental from an apparent electrical short in the rear wall assembly. Fire traveled up in the wall and out into the second floor storage room, until it entered the attic and out the windows, where the fire was
seen from the adjoining subdivision. The loss is estimated to be approximately $100,000. While there were no injuries to firefighter’s, they had to contend with long hose stretches and icy conditions as temps were in the mid 20’s. Shawn Williams, 19, from Front Royal, was charged

Bridge weight limit change As of Tuesday, December 12, 2017 the Virginia Department of Transportation (VDOT) has advised the Town of Front Royal that the weight limit is to be changed on the bridge located at Prospect Street and Commerce Avenue. The posted maximum weight limit on Prospect Street bridge has been changed from 10-Ton limit, to 5-Ton limit.
Former Rappahannock County Sheriff Gary T. Settle named State Police Superintendent Lt. Colonel Gary Settle serves as
the Director for the Virginia State Police Bureau of Criminal Investigation (BCI). He was appointed to the position in January 2017 from the position of BCI Deputy Director. Since his appointment to the Executive Staff and as the BCI Commander for the Culpeper Field Office, Settle has championed a collaborative, public safety commitment to helping combat Virginia’s opioid and methamphetamine epidemic. Settle began his law enforcement career in 1984 as a deputy with the Rappahannock County Sheriff ’s Office and two years later joined the Virginia State Police. Upon his election to sheriff in Rappahannock County in 1996, he introduced numerous progressive, policing practices for the agency and jail, as well as worked to diversify the agency’s ranks. In 2000, he returned to the Virginia State Police and served in numerous capacities over the years to include drug enforcement special agent, public information officer, and tactical team supervisor with assignments spanning the state police Culpeper and Wytheville divisions. Settle holds a master’s degree in Homeland Security and Defense from the Naval Postgraduate School in Monterey, Calif., and a Bachelor’s degree in Criminal Justice Administration. The Rappahannock County native also completed the University of Virginia National Criminal Justice Command College and the National Sheriff ’s Institute Executive Management Program in Colorado. streets to be upgraded to minimum State standards permitting their addition to the Virginia Department of Transportation’s (VDOT) Secondary Road System. Farmview Drive was re-constructed to provide an 18’ wide paved travel surface with 2’ stabilized shoulders. Roadway culverts and private entrance pipes were replaced and/or supplemented throughout the project, side ditches constructed
where necessary to improve drainage, and safety signage installed. The project was funded through VDOT’s Revenue Sharing Program with VDOT providing 50% of the eligible costs and Warren County and the Sanitary District covering the remaining costs. Since completion, the roadway has been accepted by VDOT for maintenance. Improving these types of streets and turning them over

According to Warren County Administrator Doug Stanley, “The VDOT Revenue Sharing Program allows the County to administer these types of projects at a much lower cost. Since we don’t have all the overhead costs that VDOT does, we can complete them much more cost effectively. Deputy County Administrator Robert “Bob” Childress, who manages the Shenandoah Farms Sanitary District for the County, developed and provided daily oversight of construction on the project. Bob’s background and experience in road maintenance and construction with VDOT prior to his employment with the County have proved to be invaluable as we seek to make significant improvements to the infrastructure of the Sanitary District.” According to Childress, “The project was completed well within budget. The originally approved VDOT Revenue Sharing funding estimate for the project totaled $312,000. While not all-final billing has been processed, it appears the project has been successfully completed for approximately $150,000. The substantial underrun of cost is primarily attributed to the avoidance of existing fiber optic telephone cable and thus a much shorter construction time frame. The original project design and estimate included significant adjustments to this telephone cable. The Sanitary District’s 25% share of the final cost will be approximately $37,500. Work began in

late October and was completed in late November. The road and drainage work were completed by General Excavation, Inc. of Warrenton, with the asphalt surface being placed by Carroll Construction Company, Inc. of Winchester. We were very blessed to experience good weather this fall and to have had knowledgeable contractors on our team which allowed us to complete the project within our tight construction schedule”. Stanley added that “Several other Rural Addition projects within the District are currently in various stages of planning and development. The remaining 0.20 mile section of Tomahawk Way, an access roadway shared by the Shenandoah Farms and Blue Mountain Sanitary Districts, is currently in the design stage. We are hopeful of having this important project under construction during the summer/fall of 2018. The County has
also recently submitted an application to VDOT for Revenue Sharing funds for the Old Oak Lane Phase IV, and Youngs Drive, Phase II Rural Addition projects. of the residence. The recovered bullet appeared to be from a .40 caliber weapon. Deputies were checking with neighbors and found a bullet hole in the wall of the next door neighbor’s garage wall. Investigation revealed that the bullet that struck the victim’s residence had come from inside of the neighbor’s garage. Apparently the neighbor was shooting into a wooden tree stump inside of his garage with a .40 caliber pistol conducting ballistic tests. One of the rounds fired ricocheted off of the tree stump, went through the garage wall and into the victim’s residence. The neighbor, John Wiley, 26, was arrested for reckless handling of a firearm and unlawfully discharging a firearm within or at a dwelling house. Mr. Wiley was trans-

ACLU sues DC Metro over rejection of First Amendment ad Lawsuit Also Challenges Transit Agency’s Rejection of Ads by PETA, Carafem, and Milo Yiannopoulos
The American Civil Liberties Union and its affiliates in the District of Columbia and Virginia has challenged the Washington area transit system’s advertising restrictions as violations of the First Amendment. The free speech lawsuit follows the rejection of ads from four groups that hail from across the political spectrum, images of which are here. The case was filed on behalf of the ACLU; women’s health care collective Carafem, specializing in family planning and abortion care; Milo Worldwide LLC, the company of conservative commentator and writer Milo Yiannopoulos; and animal rights non-profit People for the Ethical Treatment of Animals. The Washington Metropolitan Area Transit Authority rejected a series of ACLU ads displaying the text of the First Amendment in English, Spanish, and Arabic; a Carafem ad for medication abortions using what is described as the “10-Week-After Pill”; and several PETA ads suggesting that people “Go Vegan.” Ads for Yiannopoulos’ new book, “Dangerous,” were first accepted by WMATA, then removed from the transit system after riders complained. The lawsuit argues that parts of the agency’s ad policies violate the First Amendment by discriminating against particular ads and advertisers deemed controversial by WMATA officials. The policies were adopted in 2015 following controversy surrounding a set of anti-Muslim advertisements. The current guidelines ban ads “intended to influence members of the public regard-
ing an issue on which there are varying opinions,” ads that “support or oppose an industry position or industry goal without any direct commercial benefit to the advertiser,” and ads “intended to influence public policy,” among others. “It is clear from the wide range of viewpoints that WMATA rejected that its policies unconstitutionally deny advertising any speech that it perceives to be unpopular or controversial,” said ACLU-VA Legal Director Leslie Mehta. “This case highlights the consequences of the government’s attempt to suppress all controversial speech on public transit property,” said Arthur Spitzer, legal director of the ACLU-DC and lead counsel in the case. “The First Amendment protects the speech of everyone from discriminatory government censorship, whether you agree with the message or not.” One of the rejected PETA ads showed a pig with text below reading, “I’m ME, Not MEAT. See the Individual. Go Vegan.” The ads were rejected for violating several of WMATA’s guidelines. Another of the rejected ads was from Carafem, a nonprofit health care network that specializes in providing women access to birth control and medication abortion. The submitted ad featured a large image of a white pill and below it, the text “10-Week-After Pill” and “For abortion up to 10 weeks. $450. Fast. Private. carafem.org.” WMATA had previously run ads for Carafem and its services, but this time told Carafem that the ad would not be accepted because it was “controversial” and “issue-oriented.”
In late June, WMATA approved and posted ads promoting the release of Yiannopoulos’ book in trains and stations, only to pull them down a few days later after receiving complaints. The ads contained a photo of the author’s face and quotes about him from journalists. Yet the ads were rejected as too controversial. The ACLU’s advertising campaign was launched to remind the public about the rights that the First Amendment protects and to send the message that it applies to all Americans, regardless of what languages they speak. WMATA refused to accept the ACLU ad and did not provide a specific reason. At the same time, WMATA has accepted a wide variety of advertisements that do convey viewpoints on controversial issues. For example, while WMATA rejected PETA’s ad for a vegan diet, it accepted an ad from a restaurant showing a tasty dish and labeled “PORKADISE FOUND.” At the same time it tore down ads for Yiannopoulos’ book, it was running ads for a movie that showed four women ogling a male stripper. “The four plaintiffs in this case perfectly illustrate the indivisibility of the First Amendment,” said Lee Rowland, senior staff attorney with the ACLU. “In its zeal to avoid hosting offensive and hateful speech, the government has eliminated speech that makes us think, including the text of the First Amendment itself. The ACLU could not more strongly disagree with the values that Milo Yiannopoulos espouses, but we can’t allow the government to pick and
choose which viewpoints are acceptable.” The lawsuit asks the court to order the agency to accept and run the ads in its trains and stations and in and on its buses. The lawsuit also asks the court to declare four sections of WMATA guidelines unconstitutional because they violate free speech rights, are arbitrarily enforced, and are unconstitutionally vague. The plaintiffs’ lawyers also filed a motion
for Milo Worldwide LLC, seeking immediate relief from the court given the ongoing loss of revenue from book sales caused by the wrongful removal of advertisements for Mr. Yiannopoulos’ book. The lawsuit, ACLU et al. v. Washington Area Metropolitan Transit Authority, was filed in the U.S. District Court for the District of Columbia.

Virginia State Parks will offer free parking on Jan. 1, 2018, giving visitors the opportunity to enjoy special hikes or self-guided hikes on more than 500 miles of trails across 37 state parks. For added fun, Virginia State Parks
will hold the First Day Hikes Photo Contest [http://vspfdh2018.hscampaigns.com/] and the New Year Challenge [http://www.dcr.virginia.gov/ state-parks/other/1st-day-hikes]. Each contest has a $500 gift certificate as the top prize, as well as other prizes. Pocahontas State Park hosts a New Year’s Eve to New Year’s Day hike that begins Dec. 31 at 11 p.m. and ends with a New Year bonfire and a sparkling cider toast. On New Year’s Day, Pocahontas will offer five other hikes, including a stroller-friendly hike, an advanced hike, a First Day Run, an orienteering hike, as well as a hike for family and friends. Other parks with multiple hikes and difficulties include Bear Creek Lake, Holliday Lake and TwinLakes state parks. Some of the more unique hikes include Grayson Highlands State Park, with the possibility of seeing wild ponies. Guaranteed to be colder than other parks, hikers flock to the park for the challenge, the view of snowtopped mountains and the ponies. New River Trail State Park will feature a hike and bike on the new mountain biking trail. At False Cape State Park, hikers will take the Terragator, the beach transport vehicle, down the beach and then hike to the North Carolina border. First Ever Screaming Hairy Armadillo Pups Born at Smithsonian’s National Zoo

The Smithsonian’s National Zoo welcomed two screaming hairy armadillo pups Aug. 11. The pups are the first ever born at the Zoo. They are still spending all of their time in their nest, and their eyes have not opened yet, but the bony plates that cover their bodies like armor are already visible with very fine hairs. At their last weigh-in, the pups were 144 grams and 159 grams. It is still too early to determine if they are male or female.
The pups’ parents, Amber and Dylan Walter, were recommended to breed by the Association of Zoos and Aquariums’ Screaming Hairy Armadillo Species Survival Plan. These are the first pups for both parents. Visitors will be able to see the pups at the Zoo after they have grown larger and have acclimated to their enclosure. Screaming hairy armadillos are native to South America and are listed as a species of “least concern” by the International Union for Con-
servation of Nature. They get their name from the squealing noise they emit if they are threatened and the larger amount of hair they have compared to other armadillo species. At less than 2 pounds fully grown, the screaming hairy armadillo is the smallest of the three species of armadillos. The Zoo will provide updates on the pups through Facebook, Twitter and Instagram.

Church burglaries Front Royal Police Department has made an arrest in relation to several church burglaries that occurred earlier this month. Chief Kerry Magalis advised William Roy Foster, 53, of Front Royal has been arrested and charged with several counts each of Breaking and Entering, Possession of Burglary Tools, Larceny, and Trespassing. Chief Magalis indicated William Foster was arrested following an in-depth investigation over the past several weeks conducted by the Front Royal Police Department’s Criminal Investigation Division. St. John’s Catholic Church, located at 120 W. Main Street had reported burglaries on both Wednesday, December 06, 2017 and Monday December 11, 2017. A bronze box was stolen during the December 06th burglary and a safe with an undisclosed amount of money was reported missing on the December 11th burglary. The First Baptist Church, located at 14 W. 1st Street, also reported a Burglary on the morning of December 11, 2017. Foster is currently being held at the RSW Regional Jail. Next of kin sought In the spirit of Christmas, the Frederick County Sheriff ’s Office is trying to locate family members for ashes that are in the property room of the Frederick County Sheriff ’s Office. According to Sheriff Lenny Millholland “it is sad that these people died in one way or another and they were cremated and placed in our property room in hopes that a family member would take them and give them a proper burial or just take them home.” Its about this time of year when the Sheriff ’s Office Chaplain Mark Ransom comes in to say a prayer for ashes in the urns. Deputy Robert Cooley, the evidence and property clerk tries every chance he can in hopes someone say’s that it was a family member and they would take the ashes. Unfortunately, we haven’t been very lucky in locating family members yet. The ashes are those of the following people. John Henry Wahanquist, 62 years of age, who died in 2003. Engle’s Angle: “All the Rules! Rules! Rules!” By Kevin S. Engle I love the holiday season. The music. The lights. The tree. And the cookies. Ahh, the cookies. But there’s one thing I don’t look forward to every December. That’s when my wife turns in to a real Grinch with all of her Rules! Rules! Rules! “Stay off my computer!” she’ll say. “And don’t look at my email! Or my phone!” She doesn’t want me seeing any popup ads for sites she’s visited or those emails with order confirmations and shipping info. “And no looking at the credit card bill when it comes! Got it?” Yeah, I got it, but you don’t have to be so Mean! Mean! Mean! I’m not even allowed out of the house at certain times. She was expecting a package delivery any day and I was forbidden from even seeing the box. Day 1 Me (upstairs in my office): “Here comes the FedEx truck!” The Grinch: “Don’t you dare look!” Me (just trying to be helpful): “I can bring it in if you’d like.” The Grinch: “I got it!” Me: “Are you sure?” The Grinch: “Yes I’m sure! Stay there!” Me: “Can I look out the window?” The Grinch: “No!” Two minutes later. The Grinch (down in the basement): “It’s for you!” Me: “What?” The Grinch: “It’s addressed to you.” Indeed, it was a Christmas gift. For her. It had come early. Luckily, the package didn’t say who it was from. Day 2 Me (in my office again): “Here comes the mailman! He’s pulling up the driveway.” The Grinch: “Don’t look!” Me: “Do you want me to get it?” The Grinch: “No!” Two minutes later. The Grinch: “It’s for both of us.” It was from one of her brothers. Day 3 Me (where else, but in my office): “It’s the UPS truck! Can I get it?” The Grinch: “No!” Me: “Are you sure? It’s really cold outside.” The Grinch: “I got it!” Two minutes later. The Grinch (in the basement): “Where are you?” Me: “In my office.” The Grinch: “Stay there until I say so! And no looking!” My present had finally arrived and now she had to hide it. On 9 December, during our first snowfall of the season, 20 people planted 20 trees in honor of the 20 year anniversary of the Front Royal/ Warren County Tree Stewards. A big thanks to the Warren County Parks & Recreation Department! The Director Dan Lenz (a founding mem-
ber of Tree Stewards), with the support of County Administrator Doug Stanley, provided the equipment (backhoe), operator (Wes), and utility inspector (Clark) to dig the holes for planting the trees. The inspector knew where all the underground plumbing pipes and utility electric lines were located, and the backhoe operator found only rocks and soil in the tree planting locations. The tree planting operation was led by David Means, and ably supported by Leslie, Vinnie, Ryan, Cheryl, Peg, Margaret, Peter, Melaney, Jessie, Deborah, Chris, Henry, Vicki, Joan, Bill, Kim, Melody, Richard, and Tricia.
