By Carol Ballard Warren/Frederick County Report Even though it doesn’t feel like it, spring is here, and early blossoms are out everywhere, especially at Blandy Experimental Farm and State Arboretum in Boyce, and they’re embracing spring with several programs designed to give folks a deeper appreciation of nature. “Blandy is a site for advancing understanding of the natural world through research, education and public outreach,” they say, and if the lineup of everything offered there is any indication, that’s exactly what they do. So many activities are listed on their website that anyone is sure to find something interesting. Blandy’s Public Relations Coordinator, Tim J. Farmer says, “Our biggest event is Mother’s Day weekend. It’s the

most important fundraiser of the year.” All are invited all to this special event. The Mother’s Day plant sale is always a family event and is called “Virginia’s best garden party.” It returns for the 29th season as Garden Fair, and kicks off Mother’s Day Weekend, on May 12-13, from 9 a.m. to 4:30 p.m. on both days. “For a lot of people, this is a Mother’s Day tradition. People bring their kids and say their first experience of the event was with their mom,” Farmer said. Besides the wealth of trees available – ‘Boxwood to Bonsai,’ according to Farmer – there will be more than 80 booths with vendors selling flowers, heirloom vegetables, and native plants. Vendors come from surrounding states like West Virginia, Pennsylvania and Maryland, but there are

The usual count of visitors that weekend is 5,000 to 6,000 over the two days. “You would have to travel far to get to all of them, but they’re all in one place here,” said Farmer. The event is held outdoors, rain or shine, and includes children’s activities, garden art, and food.

Discovering Warren County: River & Peak Outfitters – Hiking, Camping, and Paddling Central

By Ken Thurman Warren/Frederick County Report I met with John and Kristen Simms at their new store on 7 South Street, Front Royal, VA location after their March 23rd, 2018 grand opening. The couple have been together since 2011 and are lifelong avid hikers, campers, and water sports enthusiasts. The Simms pride themselves on providing everything you need to make your visit to the Shenandoah Valley outdoors a memorable experience. The Simms arrived in Front Royal in 2016 after hiking and camping in places like Yosemite, the Red Wood Forest, Lake Havasu, and the Grand Canyon and kayaking multiple locations.

Meeting them, I could feel the excitement in their voices (their enthusiasm is infectious) as they talked about renovating their building (cool by the way) and providing competitively priced quality equipment. The décor catches your attention, from the exposed beams to the newly finished hardwood floors, to the stone fireplace and the racks of goodies to tempt any hiker, camper, and/or kayaker and don’t forget fishing lures. I was surprised by the amount of space that the two buildings have, and the variety of equipment choices provided. Plus, they are responsive to requests from patrons. The historic building dates to its use as a 1940s Skyline Drive gift shop. Their strategic location makes them accessible by anyone going to or coming from the

Skyline Drive, Shenandoah River State Park or the George Washington National Forest. Of course, they are also dog friendly. The duo, members of the Appalachian Trail Community, strive to feature local and Virginia made products and to be an affordable resource for locals, visitors, and through hikers. They have partnered with Adventure Enablers for their upcoming events and can even provide area maps and guide books for the Shenandoah National Park and George Washington National Forest. Summer camp Program Director Steve Carroll manages the activities at the camps and has praise for all the fun that the kids enjoy while learning about the world around us. “The older kids investigate, identify and collect field data for mini-research projects,” he said. “Also, they get to interact with scientists and college students who come in and do small projects or demonstrations, so kids get to see what older scientists are doing. It’s hands-on,” he added. Younger campers do crafts, games and activities with a theme. “Animals use all their senses to survive in nature-and so will we! Explore nature using all five senses as we search for mammals, birds, insects, and more. We’ll uncover clues ranging from tracks in the mud to calls in the treetops to evidence of insects feeding on plants. Get out your mag-

nifying glass, tune up your senses, and prepare to unravel nature’s mysteries!” says Blandy’s website. Camps coming up in July are: Phenomenal plants and their Animals - July 9-13, from 9 a.m. – noon for rising 2nd-4th graders. EcoExplorers - July 16-20, from 9 a.m.-noon for rising 5th-8th graders. Since Blandy is a field research station where scientists study nature, EcoExplorers work in pairs to ask a question about the natural world, then work with the leaders and scientists to collect and analyze data to answer their questions. They present results to campers, parents, and Blandy staff on the last day. The 172-acre Orland E. White Arboretum has over 5,000 living trees, and the diverse collection is highlighted by over 200 kinds of conifers, 162 types of boxwood, a 300-tree ginkgo grove, a cedar of Lebanon allee, an herb garden, and the Virginia Native Plant Trail. To explore the Arboretum and grounds, there is a 2.4 mile lightly trafficked loop trail that features beautiful wild flowers and is good for all skill levels. The trail offers activity options and is accessible year-round. Dogs must be kept on leash, and the trail is kid friendly. It includes: Birding Hiking horseback riding nature trips scenic driving trail running walking forest views wild flowers wildlife Blandy’s arboretum has 10.9 miles of trails to walk, run, ride horses, or drive and there are many labeled plants and trees. It’s a wonderful place to eat, to wander, take the kids, have lunch, and just enjoy being outside in nature. David Santmyers said, “I had to fight my own housefire due to lack of funding for the fire department.” By Carol Ballard Warren/Frederick County Report On Easter Sunday, at about 3:20 p.m., David Santmyers and his family were having dinner at his nearby parents’ home when a fire broke out at his home at 3470 Mountain Road in Warren County. The back part of his home had fire through the roof, but he managed to find his little dog who had been left at home. “I had to crawl in there and get her. I found her where she lays down at night. I thought she did that because it might be her last time,” he said. He added that he also managed to save a few sentimental things. Fire and Rescue responded at 3:27 from #2 Rivermont Fire Station with one driver. At 3:41 p.m. a second driver-only tanker arrived from the #8 Fortsmouth Station. A neighbor, fellow firefighter Cpt. Raymond Cross, came quickly to help,

but after they pulled the hose, there was only 20 minutes’ worth of water and it wasn’t enough to stop the fire from gutting the home. “I had to fight my own housefire due to lack of funding for the fire department,” Santmyers said. The reason for lack of water is that there were no hydrants out there (common out in the county) so the tanker would have had to be filled from a pond or river, and that requires more time and more staff than two to do everything involved with that process. Front Royal’s Fire Chief Richard Mabie, when contacted, said, “I believe David Santmyers knew how much his situation could have been better because he has experience as a firefighter himself. A lot of factors came into play.” After the two engines responded, neighbors, who he called good citizens, and friends, pitched in to help him fight it, sustaining burns on their

hands. And, even though there’s a county rule that says paid staff are not allowed to volunteer, his neighbor and sheriff ’s deputies risked their jobs to help.

“People came because it’s my home and they are my friends,” he said. Santmyers said the cause of the fire is unknown but is believed to have started at the back of the house.

He vented his frustration at the lack of support for the fire department and directed it toward Warren County’s Supervisors and County Administrator Douglas Stanley.

“The County could look at spending less on walking trails and dog parks. People don’t realize how vulnerable they are,” he said, referencing his belief that money could be better allocated to fire and rescue services.

Santmyers, who is Front Royal Fire Department’s past president and a 30year volunteer, is certain that the lack of funding for the fire department allowed the fire to do much more damage than it should have.

He said that it’s always been difficult for Chief Mabie to get funding, and every year he asks for more paid staff in front of Warren County’s Board of Supervisors. “Chief Mabie is a great man, but can

only get done with what he’s given,” said Santmyers. He said he praises Mabie for fighting tooth and nail for the department (and people in the county who need the services). Santmyers noted that advanced life support is out of service if the medic is at a fire and someone else has a heart attack, but that is not the fault of fire and rescue personnel. He gave an example of a precarious situation. “If there’s a fire, a car wreck or life support is needed, and there’s only one driver and one other person, it’s dangerous, and the County is making it more likely for them to get hurt or die,” he charged. He mentioned that officials want to attract new businesses and support growth in the county, but his question is, “How can you sleep at night when you don’t have a fire department to support in an emergency? What are you thinking about?” Repeating the message, he said, “The County needs staffing!”

He is not faulting the volunteers, and pointed out that they have families, full time jobs and busy lives, and can do only what they have time to do. “It’s hard to be dedicated in this day and time. Why do people volunteer? Santmyers answered, “If you start out when you’re young like I did, it’s in your heart and something I’ve always done. Now in the county, there are eight full-time career-staff medics available 24/7 at the Front Royal, Linden and North Warren stations. Mabie said they try to have no less than two people available every day, and many days there are three. “We know we have staffing problems. This is not anything new, but don’t know how to correct the problem other than asking for FEMA grants. We have set money aside for a part-time recruiting officer to get more volunteers and are trying to get more,” he said. “I’ve been here long enough to see that everyone wants a piece of the pie, schools, sheriff ’s department, etc., and it all becomes big money. I was at the budget meeting last night (Warren County Board of Supervisors 4/10/18) and heard people complaining about a one-cent tax increase,” he added. He also said that they have been actively working to get federal grants (FEMA) for the last 8-10 years, but it’s highly competitive. Other states are asking for far more grants for staff and he believes that asking for eight is not too much. But on the positive side, they received enough money to get the $500,000 LifePak 15 monitor and defibrillator equipment to put on all ambulances which provides advanced life support for people with heart issues. Also, Front Royal and North Warren stations have specialty equipment like ladders, saying, “With the way Warren County is growing, we now have multi-story new hotels.” When asked if he receives a lot of complaints from residents, Mabie said he doesn’t get many, adding that 75 percent of their workload is emer-

gency services and 25 percent is from accidental fires. “But knock on wood, I’m lucky I don’t hear many complaints,” he said. Mabie understands that adding career staff is a problem, with one position requiring about $70,000 for salary, benefits, and protective clothing, but the reality needs to be stated. “Personnel cost is a big expenditure and with volunteerism hurting, the only real answer to that is throwing money at it,” he stressed. Then repeated, “It’s time for the County to step up to the plate and provide staffing for safety coverage for the citizens of Warren County.” County Administrator Douglas Stanley expressed his sympathy for Santmyers saying, “I understand what a loss like that does to a family. I understand that. A response form Company’s #2 and #8 with a driver only was not the ideal response, but unfortunately it was a perfect storm of timing, with it being Easter Sunday.” He also added that there are 100 volunteers in the county, but only 10 responded, and he also noted that not as many volunteers are responding as before.

“It’s happening all over the country, and is not unique to our county,” Stanley said. To respond to accusations that the County is not doing enough to fund fire and rescue, he pointed to the improvements over the last 10 years, saying that the situation has improved from having only one station, #1 Front Royal, now there are five stations, #10 North Warren, #3 South Warren, #4 Linden, and #6 Shenandoah Farms that have two paid staff 24/7, including Front Royal, the earliest in 2005 and the latest last year. “Moving forward for Company #2 Rivermont with a $5.6 million renovation project in the works, we want to staff it 24/7 as well,” Stanley said. He added that funding for the department has gone up every year but one in the last ten years. The budget increase for fire and rescue has gone from $2,200,000 in 2010 to $4,6000,000 in 2018-2019. David Santmyers’ home was totaled on Easter Sunday. Santmyers is Front Royal Fire Department’s past president and a 30-year Warren County Fire and Rescue volunteer. He is certain that lack of funding for paid staff in the fire department allowed the fire to do much more damage than it should have.

opened the public hearing and the first person to speak was Front Royal resident and small business owner Greg Bodoh. “I am here to address the request submitted by Valley Health, number eight in your agenda packet. I would like to call the council’s attention to the impact statement that was submitted as part of this application. The document begins by quoting Front Royal’s

Code. This Code requires that the applicant identifies the project’s impact and ways at which that impact can be litigated. I think you would agree with me that the intent of this requirement is not to provide the applicant the opportunity to promote their project, or to sell or to spin or otherwise gloss over real issues associated with this plan. But to present the town with an authentic impact analysis and an effective mediation plan,” he said. Bodoh then asked for the council to draw its attention to section B of the application, dealing with the impact of the quality of life. “Any impact to the citizens of the Town of Front Royal or the surrounding area can only be seen as a positive improvement. Further down it reads, ‘the new facility will also allow for additional clinical service offerings.’” Bodoh continued, “Sounds great. No negative impact whatsoever. New services on the horizons. This is the impact statement submitted to you as mandated by the Town Code from Valley Health as a required component of the re-zoning application. This

application fails to reveal that the Valley Health has decided not to include a new labor and delivery unit in this new hospital despite offering these services to this community for decades. “I assure you that closing this unit will have consequences for our community. This includes the ability to attract new businesses to this community, the ability to recruit new talent for the existing businesses such as my own. Especially the ability to address the needs of the less fortunate members of this community. A good place to start was to do a real impact study so you would be able to correctly identify the correct number of babies born in this area, the area served by this hospital. Valley Health has been vocal about the number 332 which is less than one baby born a day. The state of Virginia tells us that three to four times that number of babies are born to families in Warren County and surrounding counties that Valley Health defines as ‘Our Community.’ “Babies are not the problem. Valley Health has successfully framed the discussion around their own revenue issues rather than the needs of our own community. “They have a marketing and a customer retention issue that needs to be addressed. Families in our community lack confidence in our hospital and go elsewhere for care. But rather than use the new hospital as an opportunity to restore their faith in the hospital’s services and bring those customers back, Valley Health has instead decided to use this as an opportunity to improve their bottom line by dropping less profitable services. “I look at this re-zoning application and I see a lot of talent by town personnel and council members and yet town officials say that this time and place is not the time nor place to raise this issue. Infrastructure has been laid and proffers have been negotiated and we can’t tell Valley Health how to do their business,” he said. Bodoh pleaded with the Council, “Please, this may be our only chance to compel Valley Health to come to the table for a real, constructive discussion. We ask that you enforce town code and uphold the integrity of this re-zoning process. Reject this impact statement as inadequate and postpone this re-zoning request.” Bodoh continued with another plea directed at Valley Health. “While the citizens of Front Royal sincerely appreciate your investment in our community, come to the table for an honest discussion of impacts and possible solutions. Let’s work together to find a tangible solution that will not undermine our efforts to bring businesses to Front Royal. Tangible solutions for those less fortunate citizens of Front Royal that will be affected most by this decision,” he concluded. Also present to speak at the public hearing was Cathy Clowes, executive director of the Front Royal Pregnancy Center, a local nonprofit group created by concerned citizens in Front Royal to help with teenage and unwed pregnancy issues and with the less fortunate pregnant mothers and their unborn babies. “I am Cathy Clowes, director of the Front Royal Pregnancy Center. Our center has been serving pregnant women, mostly low income, since 1991. I am here to represent the residents of Front Royal who will mostly be impacted by the closing of the Labor and Delivery Department at the hospital. Our goal at the pregnancy center is to provide practical support so these women can have the opportunity to thrive. All of our support comes from individual support from the community as well as from some local churches and that indicates to me that the community wants them to get the care they need at the time of

bringing their child to birth – a critical time for both mom and baby,” she said. Clowes elaborated on the services her organization provides, “Since 2012, we have been a medical clinic offering pregnancy confirmation ultrasounds. We now see over 400 women a year and last year we performed over 132 ultra sounds. So we are very familiar with the faces of moms ... who are doing their best to bring their child into our community. They are often, for a short time, low income and therefore have trouble with transportation. The local department of social services has indicated that there are at least 126 moms on Medicaid and that is probably an undercount. “Our moms overcome obstacles to come to us. They are often young and low income and they often walk to our center, even in winter. “Last week, in anticipation of a snow storm a mom with a one-month old baby walked to our center for formula. “Less than 12 percent of our clients have a high school education and less than 5 percent have a college education. They are often working at entry level jobs and yet they come to parenting education and child rearing education classes and they work towards a healthy future for their children,” said Clowes.

During the course of the public hearing, council, members of the press, and public heard from many other members of the Front Royal pleading with the council members to either withhold the approval or postpone the final vote on the re-zoning process until another attempt could be made to negotiate with Valley Health regarding inclusion of the labor and delivery unit. The town council heard from former council member and current Shenandoah District Supervisor Tom Sayre who pleaded with the council to postpone and the final vote on the re-zoning until another attempt at negotiations with Valley Health could be done. “We are a group of citizens from a small town in Warren County, Virginia. We’ve been notified that our Labor and Delivery Center in our local hospital is moving to a city that is up to an hour away from the furthest points of the affected area. We are disturbed by the trend of closing rural labor and delivery units as we are seeing across America as reported by the Wall Street Journal and the Washington Post and many more. This is not what we want for our community. “A brand new 97.7 million dollar hospital is being built without a labor and delivery unit. This is most unfor-

At the April 9th meeting in the Warren County Government Center, the Front Royal Town Council met to hold a second reading and final vote on the rezoning application. This time, over a dozen residents rose to speak out against the closing of the labor and delivery unit. Signs and banners were seen throughout the audience and were allowed in the council chambers as long as they were not disruptive.

Mayor Hollis Tharpe got the speakers to hold their allotted speaking time to three minutes, which most of the speakers were able to adhere to. The comments and requests period took up the first hour of the meeting. During the discussion period prior to the vote, Vice Mayor Eugene Tewalt spoke in favor of keeping the labor and delivery unit and stated that he could not see a good or valid reason for closing it. “I was sitting here tonight thinking about Front Royal in general and

thinking about the population growth and I do think we need a birthing center in the hospital in Front Royal. I have a problem tonight and I don’t understand why Valley Health doesn’t consider the birthing center. They have taken it out of Page County and out of Shenandoah County. I have a problem due to the fact that I don’t think they are considering the actual results of what is going to happen in Front Royal without the birthing center. “I think you are going to find that a lot of people are going to move their businesses to other areas due to the fact that there is not a birthing center in Front Royal. “I am too old to have any more children, but my grandson was born there. I just don’t understand not having a birthing center in a town of 15,000 and adding the county, equals to about 30-35,000. I have mixed emotions on whether to vote on this even though we are bound by law to pass re-zoning. “With everything that has been said I would like to ask that Valley Health reconsider the birthing center.

“Just before the meeting I talked to Valley Health officials and they said that they may re-consider it at a later date. They even said that they would say that at tonight’s meeting, but they didn’t say it in front of the meeting here tonight. That disturbs me. With everything that has been said here tonight I would like to make an amended motion that we postpone the vote tonight until a resolution from this council outlining our concerns is passed. Given what was said tonight I would also like to check with the health department to see if there’s something we can do to get Valley Health to change their minds,” concluded Tewalt. Councilman John Connolly seconded the motion. A vote was taken on the amendment and it passed on a 5-0 vote with Meza abstaining from the vote due to his employment status with Valley Health. The final vote with the amendment in it was also taken and it passed on a 5-0 vote with Meza again abstaining from the vote. – tim@areaguides.com

Saturday afternoon at the Warren County Government Center, eight candidates seeking the Republican Nomination for the 6th Congressional Seat being vacated by Bob Goodlatte at the end of 2018, gathered to participate in a candidates’ forum to answer questions prepared by the Warren County Republican Committee. Candidate Mike Desjadon, a resident of the 6th Congressional District, began the question and answer period with an opening statement. “I live in Deerfield with my fiancé and our two dogs. I have spent the last 11 years working in the health industry. I am currently serving as a senior executive of one of the largest health care focus and research and consulting companies in the country. Working to make health care less expensive and a little bit more accessible. You can see from what I am going to say that we have a little bit of work to do. I am running because career politicians have forgotten that we put them there to do a job. They have gotten comfortable in their jobs sitting in Washington. For me, look no further than health care. We have had eight years to repeal and replace Obama Care. (Affordable Care Act) What do you have? You still have Obama Care. Healthcare costs are not coming down and it is not getting better. We need to do better, we can do better, and I know how to do better. In health care we do this all the time. I work with constituents, regardless of their party, and want Medicaid expansion because they get funded by that. If we can get folks around the table and get people to say, ‘if we can drop half the cost of that program maybe we can it little bit better and then pass it in individual states so that it doesn’t get bankrupted.’ That is one tangible example that I have worked on.

What law, if any, do you think we need to introduce to make sure that all women and men are protected from such violence and what should we do to hold government officials accountable if they are found guilty of sexual assault or misconduct? A: I think we have lost our moral compass as a country. We’ve forgotten our True North. It never ceases to amaze me the kinds of things that we can find a way to desensitize ourselves to. Whether or not it is what you see that is going on now with sexual assault and whether or not we see that in various types of crime. And me in the process I’m just the everyday American who watches this on TV and listens to it on the radio just like you all did. It sickens me. I deal with this as an employer. I have many people under me in the company I work for and this is an issue we deal with every single day. Each one is sickening. We need leaders that we can look to as a moral guide, as a moral compass. Q: Tell us about your career and how that experience will help you in Congress and what it will add to help represent us? A: I told you I have spent 11 years in the health care world. Seven of those years were spent here in the Valley. There are 55,000 people who work in health care in this district. We are all going to have to go to a hospital one way or another whether we like it or not. And none of us can afford it. If we don’t fix it we are all going to have that problem. Free Naloxone (Narcan) available at area Lord Fairfax Health Clinics (appointment required) Opioid abuse has severely affected Virginia, and the Lord Fairfax Health District wants to enable more community members to reverse overdoses and help save a life. Naloxone (also known as Narcan) is a fast-acting, safe and easy-to-administer nasal spray that can provide lifesaving temporary reversal of effects in opioid overdoses. A family member, bystander, first responder or medical provider can administer naloxone/Narcan and save a life. The U.S. Surgeon General recently issued a public health advisory to urge more Americans to carry naloxone. To help this effort, the Lord Fairfax Health District is expanding its program to distribute free naloxone to prevent fatal opioid overdoses. Individual community members can receive free Narcan by calling for an appointment at any of the following health departments. A brief training on how to administer Narcan properly will be provided at the appointment. Those who have completed the REVIVE! Program do not need additional training, but must bring proof

Baggies of birdseed, KKK fliers left on area driveways On Sunday morning April 8, 2018 at 0432 a Deputy with the Frederick County Sheriff ’s Office, was on patrol in the area of Flanagan Dr., the Deputy saw plastic ziplocked bags in several driveways. Upon checking it was determined that the baggies contained birdseed and several fliers referring to the KKK. A total of 22 clear ziplocked baggies were located on Flanagan Dr., Dewberry Dr. and Kinross Dr. It is believed the flyers were thrown out sometime after midnight. There have been numerous baggies located over the past couple months in Frederick County and other jurisdictions surrounding our county. Cullen announced April 6 the arrest of a Roanoke man accused of using social media to communicate threats against U.S. Congressman Bob Goodlatte. Congressman Goodlatte represents the Sixth Congressional District of Virginia in the United States House of Representatives and is the Chairman of the House Judiciary Committee. The United States Attorney’s Office charged Christopher Michael McGowan, 38, in a criminal complaint with one count of making a threatening communication through interstate commerce. “Federal law criminalizes threatening communications made through the internet or a telephone, and these types of threats are not protected by the First Amendment,” U.S. Attorney Cullen stated. “As this case indicates, our office will act swiftly to address threats of gun violence.” According to the criminal complaint and affidavit, on or about December 17, 2017, McGowan allegedly tweeted to United States Congress-

man Bob Goodlatte a series of messages threatening the Congressman. “I will do this in full belief I am defending the constitution of the United States. I am not making a joke. I will kill him. Should you believe my doing so would be illegal please arrest me so we can have this discussion in court BEFORE I actually do it. Thank you.” On December 18, 2017, officers with the Botetourt County Sheriff ’s Office visited McGowan at his home and interviewed him. During the in-

terview, McGowan admitted to sending the tweets the previous day, but stated he did not own firearms and did not intend on hurting Congressman Goodlatte or anyone else. In a subsequent series of tweets sent from McGowan to Congressman Goodlatte on April 1, 2018, however, McGowan stated the following: “I’m serious, @BobGoodlatte6 … you keep f**king with our constitution and challenging Mueller and the last you see will be my patriot ass behind a

The investigation of the case was conducted by the Federal Bureau of Investigation, the Roanoke City Police Department, the Botetourt County Sheriff ’s Office, and the United States Capitol Police. Assistant United States Attorney Jake Jacobsen will prosecute the case for the United States. A criminal complaint is only a charge and not evidence of guilt. The defendant is entitled to a fair trial with the burden on the government to prove guilt beyond a reasonable doubt.

Winchester Police still searching for armed robbery suspect

The Winchester Police Department is still searching for the suspect involved in an armed robbery that occurred at approximately 11:20 p.m. on March 1, 2018 at Café Plus on Berryville Avenue. The store clerk reported that the suspect entered the store and demanded that she give him money several times while brandishing a large butcher knife. Though the clerk denied his demands, the suspect was able to make off with an undisclosed amount of cash. The clerk was not injured. A K-9 track was initiated immediately following the incident, but was unable to locate the suspect. The suspect is described as a Hispanic male of short stature who speaks with an accent and little English. Shenandoah National Park Fire Managers plan to burn 33 acres of Big Meadows sometime between April 16 and May 31, 2018, weather permitting. A portion of Big Meadows (milepost 51), the open area across from Byrd Visitor Center, is burned each year for the purpose of maintaining the open vista by preventing encroachment by trees and shrubs. Prescribed burns are ignited by fire managers under a pre-determined set of conditions, including weather, fuel moisture and resource availability, in order to accomplish specific resource management objectives. Cedar Creek and Belle Grove National Historical Park Announces Star Gazing Parties Cedar Creek and Belle Grove National Historical Park invites visitor s to view and learn about the nighttime sky through three Star Gazing Parties scheduled throughout 2018. These special National Park Service events, held in partnership with the Shenandoah Astronomical Society (SAS) and the Shenandoah Valley Battlefields Foundation, are scheduled for Saturday, April 21st, Saturday, August 11th and Saturday, October 13th . As part of the National Park Service’s “Find Your Park” campaign, these programs encourage visitors to explore Cedar Creek and Belle Grove National Historical Park in a variety of ways and to discover the night sky in a quiet and peaceful setting. All three programs are free of charge and will be held at the Thoburn Redoubt property, located on Bowman’s Mill Road, in Warren County. This tract has been preserved by the Shenandoah Valley Battlefields Foundation and marks the location where the Battle of Cedar Creek began on October 19, 1864. The site will be marked by directional signage for each event. The Star Party on Saturday, April 21st will begin at 8:00 p.m. is scheduled to coincide with the Lyrid Meteor Shower. The Star Party on August 11th will start at 8:30 p.m. and is scheduled to coincide with the Perseid Meteor Shower, which results from debris stream associated with the comet Swift-Tuttle. The Star Party on October 13th will begin at 6:30 p.m. and will examine a variety of celestial features in the nighttime sky. Each program will include a short introduction by a park ranger, followed by an astronomical related program given by a member of the SAS. Visitors are welcomed to bring their own telescopes, or use the ones that will be provided by the Shenandoah Astronomical Society. Cedar Creek and Belle Grove National Historical Park offers a wide variety of ranger-conducted programs,

which tell the park’s many stories related to the rich cultural history of the Shenandoah Valley and the American Civil War. These programs are offered regularly. Attendees will learn statistics on active shooter incidents, the effects of fear-induced stress on the mind and body, how to choose the correct response, and tips on how to prevent an incident from happening. “The response methodology taught can be utilized in any situation and is a simple, straight forward approach that is easy to understand,” stated Captain Douglas Watson of the Winchester Police Department, who will conduct the presentation. Northam said he rejected the bill because he believes employee wage and benefit decisions are best left to individual localities, pointing to differences in the cost of living and workforce factors. “The ability of local governments to make this choice should be supported, not limited,” the Democratic governor said. “Decisions regarding municipal contacts should be made by local leaders who fully understand local needs and the needs of their workforce.” HB 375 was one of eight bills Northam vetoed Monday. He also rejected: Senate Bill 521, which would require local voter registrars to investigate the list of registered voters whenever it exceeds the estimated number of people age 18 or older in a county or city. The sponsor, Republican Sen. Mark Obenshain of Rockingham County, called the measure “a critical election integrity bill.” But Northam said it would unduly burden election officials and that Virginia already has a process to ensure accurate voter registration rolls. HB 1167, which would require jury commissioners to collect information from people who are not qualified to serve on juries and present that information to voter registrars for list maintenance purposes. “There is no evidence or data that jury information is a reliable source for voter list maintenance,” Northam said. He said using this information “could endanger the registrations of eligible voters and prevent them from successfully casting a ballot.” HB 158, which would allow the General Assembly to alter legislative districts outside the constitutional process so they correspond with local voting precinct boundaries. Northam said this would allow members of the General Assembly to adjust districts at their own discretion, threatening Virginians’ rights to equal apportionment. HB 1568, which would assign certain functions of the Department of Small Business and Supplier Diversity to the Virginia Economic Development Partnership Authority. Northam said he believes this is an unnecessary move.

HB 1257, which states, “No locality shall adopt any ordinance, procedure, or policy that restricts the enforcement of federal immigration laws.” Northam said the legislation “would force local law enforcement agencies to use precious resources to perform functions that are the responsibility of federal immigration enforcement agencies. It also sends a chilling message to communities across Virginia that could have negative impacts on public safety.” HB 1270, which would forbid state participation in adopting regulations on carbon dioxide cap-and-trade programs. Northam said the bill would limit Virginia’s ability to tackle climate change and provide additional clean energy jobs. HB 1204, which would require Arlington County to assess two private country clubs there as land dedicated to open space rather than its current method of highest and best use. “This is a local dispute over a local government’s method of assessing land for property taxation,” Northam said. “As such, the solution to this dispute should be reached on the local level without the involvement of the state.” The General Assembly will reconvene for a one-day session on April 18 to consider the vetoes and recommendations issues by Northam. It takes a two-thirds majority in both the House and Senate to override a veto. Democrats hold enough seats in each chamber to prevent an override.

SU Hosts ‘Discoveries of a Triceratops and T. rex Dinosaur Hunter’ April 18 Noted paleontologist and Professor Emeritus John W. Happ, Ph.D., will present “Discoveries of a Triceratops and T. rex Dinosaur Hunter,” as the featured speaker at Shenandoah University’s annual Warrington Science Symposium on Wednesday, April 18, at 7 p.m. in Halpin Harrison Hall, Stimpson Auditorium, on main campus. The College of Arts & Sciences’ natural sciences and mathematics students will also present posters describing their research projects. Both events are free and open to the public. Expeditions to Montana’s badlands to study the chemistry of rock layers that formed when the dinosaurs disappeared led Dr. Happ to discover several exemplary skeletons of triceratops, the three-horned dinosaur. Happ and his undergraduate assistants collected bones and bone fragments, painstakingly reassembling them back at Shenandoah University. One triceratops skull showed that the dinosaur had survived a tyrannosaurus attack. Happ’s subsequent chemical analysis revealed that an outer bone layer covers triceratops horns. Further examination supports Happ’s hypothesis that this dinosaur’s horns also helped this large animal regulate its brain temperature. Happ taught chemistry at Shenandoah University for 35 years, retiring as professor emeritus in 2007. For many years he served as chair of the Division of Natural Sciences and Mathematics in the College of Arts and Sciences. Happ is the author of several scientific publications and two book chapters on dinosaurs. His research has been featured on the Discovery Channel and on television programs in Germany, Japan and the United Kingdom. Following Happ’s lecture, undergraduates in Shenandoah University’s science and mathematics programs will present the results of their research projects in an exhibition in the lobby outside Stimpson Auditorium. The students will be on hand to explain their work and answer questions.

Obenshain continued, “I have been and will continue to be a strong advocate for common sense solutions for our pressing safety problems on I-81. This initiative demonstrates my commitment to the people of Virginia who live along this corridor that we must look both the needed safety improvements as well as ways to finance these improvements,” explained Obenshain. “There are real safety problems that need real solutions and I am looking forward to seeing whether this study will present those solutions.” SB971 states that the CTB shall complete its meetings by November 30, 2018 and shall submit their findings to the Governor and General Assembly by the first day of the 2019 General Assembly session. Governor Northam announced Kaya Windpainter as the winner of the license plate design contest. Kaya received a $1,000 prize, courtesy of AAA. Hey Bill, Most of my friends in the trees work hard to build their nests and store away food. While others like to take the easier path of poaching bird food and squatting in your home; and they can be quite persistent. Squirrels are members of the family Sciuridae, a family that includes small

or medium-size rodents. The squirrel family includes tree squirrels, ground squirrels, chipmunks, marmots (including woodchucks), flying squirrels, and prairie dogs amongst other rodents. Squirrels are indigenous to the Americas, Eurasia, and Africa, and were introduced by humans to Australia. The word "squirrel" first appears in 1327, and comes from the AngloNorman esquirel which is from the Old French escurel, the reflex of a Latin word sciurus. This Latin word was borrowed from the Ancient Greek word skiouros, which means shadow-tailed, referring to the bushy appendage possessed by many of its members. Squirrels cannot digest cellulose, so they must rely on foods rich in protein,

carbohydrates, and fats. In temperate regions, early spring is the hardest time of year for squirrels, because buried nuts begin to sprout and are no longer available for the squirrel to eat, and new food sources have not become available yet. During these times, squirrels rely heavily on the buds of trees. Unlike most mammals, Tree squirrels can descend a tree head-first. They do so by rotating their ankles 180 degrees so the hind paws are backward-pointing and can grip the tree bark. Engle’s Angle: “Who Ya Gonna Call?” By Kevin S. Engle My wife and I saw it as we were leaving the house. A dead deer. Across the road, in a neighbor’s driveway. Someone must have hit it with a car. When we got home a couple hours later, it was still there. About fifteen minutes after that, my wife got a text. From the neighbor. “Could we help her drag it out of the driveway?” Ah, sure. I wasn’t thrilled about moving a dead animal, but you know, help thy neighbor. I changed clothes and headed outside. By the time I got there, the situation had already been handled. There were three players involved. Number one. Neighbor with Dead Deer. Number two. Her neighbor. Gung Ho. A do-whatever-it-takesto-get-the-job-done kind of woman. I think Energizer got their idea for the bunny from watching her. And number three. Woman with Truck and Trailer. She lives up the road. The deer was already on the trailer. Partially covered with a blue tarp. Gung Ho was toting twelve ounces bottles of Coke. “Are you having a picnic?” I asked, trying to be funny. “It helps break up the blood,” she said matter-of-factly. I said the only intelligent thing that came to mind. “Oh.” And how does Gung Ho know this? Her job. Don’t ask. The four of us stood around chit chatting for a few minutes as Gung Ho and Neighbor with Dead Deer poured Coca Cola on the dried blood, washing it down the driveway.

“What are you going to do with the deer?” I asked Woman with Truck and Trailer. “Do you really want to know?” I thought I did. “Yes,” I replied hesitantly. “About 11:00 tonight, I’ll take it up the road where there aren’t any houses and dump it.” I nodded and wondered if she’d ever done the same thing with a body. Obviously, Gung Ho and Woman With Truck and Trailer are two you don’t want to mess with. Women who know how to get things done. Handle stuff. Remember the title song from the movie Ghostbusters? “If there’s something strange in your neighborhood Who you gonna call? (Ghostbusters) If there’s something weird And it don’t look good Who you gonna call? (Ghostbusters)” Later that day, I started humming it, with my own lyrics. “If you’ve got a dead deer, in your neighborhood, Who ya gonna call? (Deer Haulers). If you’ve got a problem And it don’t look good, Who ya gonna call? (Deer Haulers).” About twenty years ago, when living in a townhouse, we had squirrel issues. I had to live trap and move a few. It scared the crap out of me. I could just see it. I’m driving down the road, relocating an angry squirrel in the back of my car. And when angry squirrel got out of that cage and took a chunk out of me, it would not be pretty. It was obvious I wasn’t the right person for that job. Then or now. At least now, I know who to call. Our animal shelter is completely funded by our local community.
