Supervisors approve new budget with one cent tax hike Increase is to fund school resource officers in effort to protect students from gun violence
By Timothy Ratigan Warren/Frederick County Report At the Warren County Board of Supervisors regularly scheduled meeting, county residents found out that they will be receiving higher tax bills. The board chose to raise real estate taxes by 1 cent per $100 assessed value. Supervisors have raised the real estate tax rate for a total of five consecutive years. The rate currently stands at .66 per $100 of assessed value. To put it in perspective, a tax bill on a $200,000 house is around $1,300. Real estate taxes weren’t the only tax that will affect taxpayers of Warren County. Also looped into the budget is a .10 machinery and tools tax increase, which will now stand at $2.05. In addition to the county’s increas-
es, some county residents will also see their sanitary district per lot rates increased. The following districts will see increases: Cedarville Heights Sanitary District residents will see a per-lot rate increase from $50 to $75. The High Knob Sanitary District residents will see their rates increase from $383 to $393 for each unimproved lot and improved lots will go from $620 to $635. Rates in the Shenandoah Farms Sanitary District will increase from $250 for each unimproved lot to $260. They will also see an increase in $285 to $295 for each improved lot. County Administrator Doug Stanley pointed to a major factor in the budget shortfall of about $570,399 for anticipated revenue from Dominion Power corporate taxes. The loss was a result of a new Dominion assessment that included some tax breaks for pollution control equipment. One of the major expenses that contributed to the shortfall and caused the need for an increase was the $147,273 Sheriff ’s Office Career Development program and funding for the four new school Resource Officers. Discovering Warren County: The Salvation Army’s 11th annual dinner
By Ken Thurman Warren/Frederick County Report Friday, April 6, from 6:00 p.m. to 9:00 p.m., marked the 11th annual fundraising dinner and awards ceremony for the Front Royal Salvation Army Corps at the Shenandoah Valley Golf Club. The lively night featured music, silent and Chinese auctions, awards, a guest speaker, trivial pursuit and, of course, a fabulous dinner. The crowd of over 100 was treated to music by Roger and Carol Tomhave & Friends and hors d’oeuvers courtesy of Jack Evans Chevrolet as the evening kicked off, followed by the Randolph Macon Academy (RMA) cadets opening flag ceremony accompanied by Judy and Becky Lee with their rendition of the National Anthem and “God Bless America.” Dignitaries in attendance included Mayor Hollis Tharpe, Vice Mayor Eugene Tewalt, Warren County Board of Supervisors Chairman Tony Carter, and Supervisors Tom Sayre and Linda Glavis. Introductions included the Front Royal Salvation Army Corps Advisory Board members including Chairman Ken Thurman, Vice Chairman Celeste Brooks, and members Ann Crim, Juanita Woodward, Reverend Al Woods, Kim Emerson, and Tom Benjamin. Lt. Matthew Tidman gave a short synopsis of the weekly programs, social service programs, seasonal activities, and community care ministries before introducing our guest speaker this year.

Lt.’s Matthew and Laura Tidman presented awards in recognition of the Christmas kettle campaign red kettle bell ringing groups with first place going to the Front Royal Kiwanis Club for raising $4,587.68, second place going to the Front Royal Rotary Club for raising $3,061.97, and third place going to the New Hope Bible Church for their contribution of $851.11. Recognition was also given to the Red Kettle club members – those who donate $1,000 or more each year to the Salvation Army. It is right to do the one cent and I think most people of conscience would agree to that.” Fork District Supervisor Archie Fox added his comments to the discussion, as well. “I was prepared not to vote for any tax increase all through the budget session until the Florida Shooting. We need to give the sheriff ’s department the support they need and to give the school board the support they need to protect our children. I think it is the right thing to do and it justifies the tax increase,” said Fox. Shenandoah District Supervisor Tom Sayre gave his opinion, “I have never voted for a real estate tax increase when I was on town Council or on this board until today. I am voting for this because our staff did go through and it was zero. I hate to see what is happening in our schools. When I was younger or when I went to elementary school there was no fences, anybody could walk in at any time during the day; they could walk up and down the hallways. And now there is a big fence around that same school, there is a buzzer at the door. You can’t get in. Our society has changed for the worse, and that is sad, but reality is that I know that our staff has done everything they can, and I think this is a necessary budget item that we are going to have bite the bullet on.” Chairman of the Board Tony Carter also added his statement. “Up until the budget tonight, it has been rough, especially for Mr. Sayre. He has never voted for an increase before and he has struggled with it. I appreciate his words. We gave the staff [the goal] to come in at zero and the staff did, and this is a last-minute item.” The vote was taken, and it passed on a 5-0 vote with Supervisor Sayre volunteering to cast the first vote. Sayre cast his vote with a clear “Aye” the first yes vote from him on a tax increase in his political career. – tim@areaguides.com

MILWAUKEE (AP) — Newspaper publishers across the U.S. already strapped by years of declining revenue say they’re dealing with an existential threat: Recently imposed tariffs on Canadian newsprint driving up their business costs. The tariffs are a response to a complaint to the U.S. Department of Commerce from a hedge fund-owned paper producer in Washington state, which argues that its Canadian competitors are taking advantage of government subsidies to sell their product at unfairly low prices. The tariffs, imposed in January and increased in March, are not permanent yet. But newspaper publishers are bracing for another blow to an industry that has shrunk with the loss of advertising revenue to the internet. Critics of the paper tariffs say the businesses that will ultimately be harmed are not Canadian paper producers, but U.S. newspapers that will have to cut staff and reduce publication days to afford higher prices of newsprint — the sheets newspapers are printed on. The newspaper industry employs just over 150,000 Americans, which is about 276,000, or 65 percent, fewer than two decades ago. “To get an unbudgeted increase of this magnitude will be for many publishers very, very serious to catastrophic,” said Tom Slaughter, the executive director of the Inland Press Association, which represents about 1,500 daily and non-daily newspapers in every state. A large metro newspaper can expect annual increases of about $3 million in printing costs, according to Paul Boyle, senior vice president for the News Media Alliance. While larger papers might be able to survive the increase, Boyle said smaller publications might not. “I’ve heard from small publishers who’ve said, ‘I’m worried about shutting my doors,’” he said. Boyle said his organization — formerly called the Newspaper Association of America — is compiling a survey from its member and nearly every publisher is exploring layoffs and scaling back news coverage. Steve Stewart, publisher of The State Journal in Frankfort, Kentucky,
told readers in a March 30 column that the newspaper they were reading cost 10 percent more to produce than a few weeks earlier and could cost as much as 40 percent more in a few months. He said this will result in fewer pages, higher subscription costs and less local content. The newsprint tariffs reflect President Donald Trump’s tough new approach to U.S. trade relations. Trump is engaged in a tense standoff with China over Beijing’s sharp-elbowed attempts to gain access to U.S. technology. He’s trying to renegotiate the North American Free Trade Agreement with Mexico and Canada. And his administration has wrangled with Canada directly over low-priced Canadian timber imports, Canadian barriers to U.S. dairy farmers, and now cheap Canadian newsprint. The International Trade Commission is expected to make a final determination on the tariffs in August or September. Canadian newsprint producers began paying an average of 6.53 percent more to export their products to the U.S. in January, when the Commerce Department concluded that would help offset the foreign paper mills’ advantage over American companies. In March, the department increased the cost by another 22 percent after its preliminary investigation concluded that one Canadian company, British Columbia-based Catalyst, was underselling the uncoated groundwood paper newspapers use by that much less. In response to the second increase, Catalyst said the tariff was “without merit” and that it “will continue to vigorously defend itself against an unwarranted and onerous U.S. trade action.” The North Pacific Paper Company, which New York hedge fund One Rock Capital Partners bought in 2016, petitioned for the tariffs, arguing that Canadian companies had an unfair advantage. NORPAC, which employs about 300 people, is the only U.S. paper producer making that argument. “While our company understands the concerns recently surfaced by some newspaper publishers, which also face a challenging marketplace, we strongly disagree with the notion that their industry requires lowpriced, subsidized newsprint from Canada to sustain their own business model,” Craig Annenberg, the CEO

of NORPAC, said in a statement. The statement went on to say that “highquality journalism in communities across the country should not depend on unfairly traded inputs that cause material injury to a U.S. industry and American jobs.” The U.S. currently has five operating mills, including NORPAC. Three are in Washington state, with one of them partly owned by a Canadian company. Canada owns the remaining two in Georgia and Mississippi. Publishers say Canadian imports are not the reason for the decline of U.S.-based paper mills, but rather a 75 percent drop in newsprint consumption over the last two decades. That has led mills to switch to more profitable products such as the boxes Amazon uses for shipping, said Tony Smithson, vice president of printing operations at Bliss Communications, which owns multiple newspapers and radio stations in Wisconsin. The newsprint the company buys all comes from Canada. Smithson said that even if every paper mill in the U.S. operated at full capacity, they still would only be able to produce about 60 percent of the newsprint consumed in the country. He said that raises another concern:
A scarcity of available newsprint if Canadian producers decide to ship to other countries to avoid the new tariffs. “The hidden danger isn’t just in the price. ... The hidden danger is in availability,” he said. China, for example, doesn’t accept mixed-waste paper from the U.S. or elsewhere to produce recycled newsprint, so Chines publishers buy their product from Canada and Chinese demand is high, Boyle said. Before a final decision on tariffs is made, publishers can still make their case with the International Trade Commission, which has scheduled a hearing on July 17. them. She said that they find machines in places like yard sales, junk stores and Craigslist. Often people don’t want to take them when they move because they’re too heavy or don’t want the treadle or hand crank type. The machines are considered antiques if they’re 100 years or older and vintage if 50 years or more. Joan started collecting when her grandmother, who taught her to sew, left her three sewing machines, but since the couple was then in Europe, it was a problem. “I couldn’t go back to the farm to get hers,” said Joan. This left her with the desire to find others. In Europe they located two treadles, a Singer and an Opel (made by the German automobile manufacturing company with the same name) but they weren’t operational. They quickly got interested in refurbishing and preserving the machines that had old, non-functioning or missing parts. “William learned how to repair them and found old spare parts, needles, etc.” said Joan. He used them and other components to get them to operate. The couple moved to Warren County, she explained, “to have a big enough place to keep them!” Joan is exhibiting four of the machines at the Strasburg Museum on May 5, from 10 a.m. to 2 p.m. “I fell in love with the museum. It’s a labor of love,” she said in explanation. She will be demonstrating on her
Willcox & Gibbs (W&G) sewing machines. She said that the machines are unique because James Edward Allen Gibbs (1829–1902), inventor of the W&G was the only sewing machine inventor from Virginia. She also said that he was a contemporary of Isaac Merritt Singer and for a while, his sales were better than Singer’s. Gibbs patented his invention, the first chain stitch single-thread sewing machine, on June 2, 1857. He connected with New Yorker James Willcox, and became a principal partner in Willcox & Gibbs Sewing Machine Company. Willcox & Gibbs commercial sewing machines are still used in the 21st
century and this stitch is most often found in bags of pet food and can easily be pulled to open the bags because the stitch is not self-locking. If you look up the history of the sewing machine, like many early inventions, there are so many instances of cutthroat competition, idea theft, and in one case, four inventors patenting others’ ideas and forming companies to pool them, then forcing other manufacturers to obtain a license and pay exorbitant fees for each machine they produced. Gibbs’ partnership with James Willcox has a better outcome. On June 2, 1857 Gibbs was awarded a patent for the first twisted chain stitch single thread sewing machine.

After he and Willcox formed their company, they were very successful, but when the Civil War broke out in 1861, Gibbs returned to Virginia to serve his state. After the war, penniless and in ill health, he returned home to Rockbridge County. After a time, he borrowed a suit of clothes and walked the long road to New York City to see if his company had survived. Amazingly, after no contact with his partner for four years, he was welcomed with open arms and a happy surprise. “I’m glad you’re alive, and I’ve saved your profits for all those years,” said Willcox and gave him his share of $10,000. This was a fortune back then. Gibbs returned to Rockbridge
County a wealthy man with a continuing steady income from the company. He bought land and built a railroad station and the town of Raphine – a name that derives from the Greek word “raphis” meaning “to sew.” Raphine has survived, and is pretty small these days, but has a bank, a volunteer fire department and a grocery store. The machines that Joan is bringing to the museum are all Willcox & Gibbs. Pots #1 and #100 will be sold at auction to the highest bidder at 9:00 a.m., followed by sales of the remaining pots to the public at $25 each. Kyle Petty rides into Winchester and Shenandoah Valley NASCAR legend invites fans to meet him May 9 at Groves Harley-Davidson By Carol Ballard Warren/Frederick County Report Local NASCAR fans should mark Wednesday, May 9 on their calendars because the 24th anniversary Kyle Petty Charity Ride Across America, featuring 220 riders on 130 motorcycles, will roll into Winchester that day! Kyle Petty has personally welcomed all to come and visit with him and his entourage at Grove’s Winchester Harley-Davidson from 5 p.m. to 6:30 p.m. “Great people, in a great area,” was how he described local folks on April 11, in a phone interview. He had met many local fans on the 2011 tour that took them through Winchester. Petty, a former NASCAR driver and current NBC Sports racing analyst, will again lead the ride, which includes 220 riders, 130 cycles and the support crew. The motorcycle riders and crew will embark on the 1,200-mile route from Portland, Maine to Greensboro,

Campers can participate in arts and crafts, archery, swimming, boating, fishing, horseback riding, woodshop, and music and theatre all in a special NASCAR-themed program area in Randleman, North Carolina. “For one week, they’d have a chance to have fun,” Petty said, and added that the camp was built on 70,000 acres that his father Richard Petty donated so it’s right near where Kyle grew up. “During the summer for 28-30 weekends a year, I go over and do things like let the kids dunk me in the dunk tank, throw pie in my face, or go fishing with them,” he said.

Petty said they’ll be making “bucket list” stops along the way down south, including victory laps at New Hampshire Motor Speedway and Pocono Raceway, the hallowed grounds of Woodstock, tours of the Martin Guitar Factory, Harley-Davidson Factory and Petty Museum, a visit to Manheim Pennsylvania—the world’s largest auto auction, and more. And of course, they’ll stop for dinner at Grove’s Winchester Harley-Davidson on May 9. “We have to call ahead to arrange catering for breakfast together, though (it’s a big group)!” he commented. This is their 24th year for the tour, but it’s the first time they’ve come through Winchester since 2011, he said. “I was surprised at so many NASCAR fans in this area and the Shenandoah Valley. There was a big crowd at Groves last time,” Petty said. Spectators along the 2018 route are encouraged to attend any of the ride’s seven overnight stops or daily fuel stops to greet Petty and the riders, purchase memorabilia and make
donations. He said they’ll arrive in Winchester on May 9 and stay overnight, then leave on the 10th for Staunton after riding through Shenandoah National Park. Council approves Valley Health’s rezoning application

By Timothy Ratigan Warren/Frederick County Report On April 23, the Front Royal Town Council held their regularly scheduled meeting. One of the items on the agenda was the vote to approve a rezoning application for Valley Health to build a new hospital – minus an obstetrics and labor and birthing unit. Prior to the meeting, a small prayer vigil was held outside of the Warren County Government Center. The prayer vigil was held by members of the “Keep Births Local” group and members of the local Knights of Columbus Council from St. John the Baptist Catholic Church. The vigil attendees stood to the side of the front
doors and prayed the Rosary prior to the meeting. Following the Rosary, they quietly walked into the council chambers to attend the council meeting. During the public comments sections of the meeting, a large number of Front Royal residents spoke in favor of keeping the labor and delivery department at Warren Memorial Hospital. The first to speak was Michael Turner, a Front Royal resident and a member of the local Knights of Columbus (KOC). He began his comments by reading a letter from the Grand Knight of the Knights of Columbus, William Luckey. “Because the Knights of Columbus is a Pro Life and Pro Family organiza-

I would like to ask that you approve the resolution that is before you this evening asking Valley Health for an obstetrics unit. I would also like to ask, in addition, that you delay the vote until such time that Valley Health has had some conversations with the community. I am asking Valley Health to meet with the Knights of Columbus and other members of the community to see if we can reach some sort of compromise and we can have a win/ win situation for everybody.” Throughout the remainder of the public comments section, residents

The last speaker of the public comment section was Dr. Mary K. Clark, a Front Royal resident and executive director of Seton Home Studies School in Front Royal. She stated, “I am very familiar with all the large families in this community who are willing to

They are really concerned about their children that they are even teaching them at home. “What I want to tell you is that you really have to be sympathetic for these families. This town is really growing. All you have to do is drive up and down the streets on Sunday and see how packed the churches are. Some of the churches are having to add additional services. fore, be it resolved, that Front Royal Town Council continues to welcome Valley Health System and Warren Memorial Hospital into our community, but urges Valley Health and Warren Memorial Hospital to reconsider their decision to discontinue the labor and birthing center at both the existing and the new Warren Memorial Hospital, and Town Council looks forward to a partnership with Valley Health Systems and Warren Memorial Hospital doing all they can to benefit the women, mothers and babies in our community and all our citizens for many years into the future.” When the council moved to vote on the rezoning application for Valley Health, Councilman John Connolly was the first to speak. In his statement,
he made it clear that even while voting for the rezoning application he was still disturbed by the fact that Valley Health would move forward without a labor and birthing unit. He also made it clear that he was going to vote for the measure due to the fact that when he took his oath of office he swore to uphold Virginia law. Vice Mayor Eugene Tewalt and Councilman Bill Sealock also spoke about the need for a labor and birthing unit with each of them urging Valley Health to reconsider. Sixth District congressional candidate stands for vets’ health care

By Timothy Ratigan Warren/Frederick County Report On Saturday February 3rd, Chaz Haywood, a candidate for Congress seeking the Republican nomination for the Sixth Congressional seat made himself available to answer questions put forth by the Warren County Republican Committee. Haywood was joined by seven other candidates attending the forum sponsored by the Committee. The candidates are set to attend a Sixth District Convention in Harrisonburg on May 19 in order to choose a new Republican candidate to run in the upcoming November elections. The winner will compete against the Democratic candidate in the election in November and will replace Congressman Bob Goodlatte, who is not seeking re-election. Haywood began the question and answer period with an opening statement. “It is good to be back here in Front Royal; I have been here numerous times in the past working for Congressman Goodlatte and George Allen. [A few] things about me: 1. Number one, I am a believer. My faith is an important part of who I am, and I try to make sure that my faith is shown. Because that helps with the relationships in helping getting things done. 2. Number two, I am a father, I have three wonderful daughters. I am concerned about the education system. My middle daughter is at James Madison University and is looking at a job in social work making thirty thousand dollars a year and her four years in col-
lege will probably cost her one hundred thousand dollars. So, we do really need to pay attention to education and why we are pushing kids into a fouryear degree when we need to be paying attention to technical schools because we need that great labor force. 3. Number three, I am veteran. I proudly served nine years with the 29th Infantry Division as an infantry officer. It was a great time of service. I am glad that people are talking about health care for veterans. That is one of the reasons I got in and you’ve heard me talk about this from the beginning. It is important. We made promises to veterans that we are not keeping. I don’t believe in Universal Health Care, but I do believe in veterans not having to travel an hour or two to get to their appointments. I am also a Legionnaire and we spend time in making sure that our brothers in arms are able to get their health care and it shouldn’t be like that. 4. Finally, I am a public servant and we will talk more about that. I believe in efficiency in government. I believe in an effective government, and an accessible government. As a Clerk of the Circuit Court in Rockingham County and the City of Harrisonburg, Virginia ...we do a lot about making government accessible and getting the government out of what the private sector can do. Q What does it mean to be a political outsider and is it a positive or a negative for a Congressperson? A You have to pay attention to what is outside politics. I think that is what we are talking about. You have to pay attention to the voices on the ground from your district and across
the country from our agricultural side to our Veterans to our businesses and economic development with our local governments. That is the outside that we are required to represent if we are elected and get real work done. What I would do is make sure we are making government more effective and more efficient and just more accessible to people because that is what it is really about. A At the end of the day we have to make sure we get things done. Because that’s what we were sent to D.C. to do. When we have communication not occurring we need to look to the individuals who know what it takes to find common ground to get things done. Because what happens right now is that we have a lot of egos in D.C. A lot of times those egos are getting in the way. We have a lot of folks that are getting stuck in one of two things. When I used to coach baseball for a few years I used to tell the kids, “I wouldn’t say hit a home run, I would say let’s get on first base.” That allows us to get things done. That gives jobs to the community, that adds to better education, that adds to better care for veterans and such. Q Do you think there are any good federal regulations? A Clearly, we have a lot of Federal regulations that hurt businesses, but we also have a lot that protect us. I think one of the best things that happened recently was when President Trump, in his State of the Union Address, said, “For every one new regulation we create, we get rid of two.” And I think that is a great solution. Q Do you think you are prepared for the position you seek? Explain why as if it were a job interview. A When I entered this race I entered because people were talking about things that are not related to the 6th district. I entered the race because I knew from my background, my dad was a logger, my mom is from a little village from Alaska. I worked my way through college with the GI bill and I was a cobbler for six years. I worked all those jobs. I baled hay during the summer. I was fortunate enough to work for Congressman Goodlatte and George Allen and I was fortunate enough to be the Chairman of the Republican of Harrisonburg, and vice chairman of the 6th District Committee. I’ve been clerk of the court for the last ten years. I’ve been president of the Clerks of Virginia. I know how to collaborate and get things done. Q Congress has proven itself completely unable to get anything done. Where will you look to compromise? A I think we have to be careful when we say completely or not getting anything done. Because folks, I was at a hospital diner with a bunch of local
government folks and business owners for breakfast. The owner of that diner said that there is more money coming into his employees’ paychecks and that business is better than ever. I can tell you from the deed room from the 7th District Courthouse of the Commonwealth of Virginia you will have realtors tell you from all over the 6th District that it is hard to sell a house because there are not a whole lot of houses out there right now. People at all levels are buying houses so the economy is certainly working much better and certainly Donald Trump has led that effort but is because he
has had this congress that it is working well. Q Since the Sixth District is so large it will require many offices for constituent services, how much experience do you have in managing staff and offices? A D.C. has a huge part in it. We have the ground part of it with constituent services and resources in place in regard to the outreaches with hearing people and reaching out to people and hearing what matters. But the other side certainly is from a team side in getting that up to D.C. to make sure that as your congressman I am voting

Discovering Warren County: Another successful year for the HSWC!
By Ken Thurman Warren/Frederick County Report Jennifer Condon, secretary of the Humane Society of Warren County, led off the awards ceremony and dinner at the Holiday Inn complex where she introduced Alyssa Ellison, the new director for the HSWC. I had a chance to talk to Alyssa after the dinner at the animal shelter along with previous board president Amy Thurman and asked them about their vision for the future of the shelter. Alyssa comes to us with a 10year running background in working with animals from kennel work, as humane agent, veterinary assistance, and canine shelter manager to animal control as a deputy sheriff in Spotsylvania for five years.
She shared with me her visions for the future of the HSWC. She hopes to: continue the shelters No-Kill status; raise the current 93 percent cat survival rate; expand the trap neuter and release (TNR) program; create a volunteer transport team “Taxi for Tales” and even buy a van to create a mobile spay-neuter capability. She also wants to create portal cages that have an opening between cages that lets cats have more room to roam and provide Kuranda beds for the dogs. The dinner was held to thank a wide range of sponsors including: the Petco Foundation; the Wizards – which is now EXIT Premier Realty; Powell’s Plumbing; Ellen Aders State Farm; City National Bank; Jean’s Jewelers; the Fraternal Order of Police, and many more. Nine fund raising events that raised $78,517 in 2017 were announced and individual donors who gave over $1,000 (the Save the Paws Alliance) were also thanked. These included: Linda Cook; the Elizabeth C. Clark Foundation; Anna Haines; Torrie Harper; Ken and Amy Thurman and more. The HSWC also applied for and received grants totaling $45,195 including a major grant from the Petco Foundation. The HSWC ambitious schedule for 2018 includes:
Barks & Bags- a women’s luncheon on April 27th a booth at the Wine and Craft Festival May 19th Waggin for Dragons (Dragon Boat Races) August 11th Tales-and-Ales, which is a night of food, fun, and games for October 6th. The shelter itself is run by two teams with a small staff and a larger group of volunteers that work primarily as two teams: Feline (cats) and Canine (dogs). The feline team achieved a live release rate of 93 percent and the canine team achieved a 96.9 percent live release rate in 2017. Just a few short years ago this high release rate was impossible, now they consistently improve upon their live release rates. Their efforts combined with those of three veterinarians, Doctors Amy Wright, Kristen Pence, and Sue Hirsch, 40-plus foster families that cared for over 300 homeless animals, and 194 volunteers that provided over 3,650 hours of service plus a host of adoption partners. Presidential Service Awards were given for hours of service to Virginia McKinnon for nearly 500 volunteer hours and many others for between 100 and 250 hours. Their combined efforts produced an overall live release rate of 95 percent, helping 721
cats, 660 dogs, 75 other animals, 190-plus community cats with TNR, and helping 430-plus families retain their pets through Hand in Paw. A final award, the 2017 Community Partnership Award, was given to Janet Harshman for helping provide volunteers for all HSWC fundraisers, donating more than 110 hours of volunteer time and for maintaining the 34 HSWC Animal Bank locations. The dinner ended with the election of three new board members.

Brian Maurice Scott Three shot on N Kent Street Brian Maurice Scott, 34, of Winchester, turned himself in to police just after noon on Wednesday, April 18, 2018. Scott was wanted in connection to a shooting that occurred in the 400 block of North Kent Street Sunday April 15 around 2:43 a.m. Officers arrived on scene and identified three males who each suffered gunshot wounds. They were transported to the Winchester Medical Center by Winchester Fire and Rescue units. Their injuries were described as serious. Scott is being charged with possession of a firearm by a felon, discharging
a firearm in public, aggravated malicious wounding, and probation violation. He is being held at the Northwest Regional Adult Detention Center. The Winchester Police Department would like to thank the Frederick County Sheriff ’s Office, Virginia State Police, Federal Bureau of Investigation’s Violent Crimes Task Force, and the United States Marshal’s Service for their assistance. Numerous tips were also received from the community, and the Police Department is very appreciative of this support. The investigation of the incident is still ongoing. County Fire and Rescue Units were dispatched for a reported house fire at 622 Brandy Road of the Apple Mountain West subdivision in Linden. Fire was reported via 911 by the occupant as being on the rear deck of the house. Fire and Rescue units arrived on the scene to find a single story with basement, single family home with fire consuming the rear deck, throughout the first floor and through the roof. Firefighters quickly verified that
the occupant had escaped on his own and then began extinguishing the fire. It took firefighters from six county companies approximately 30 minutes to bring the fire under control, but firefighters remained on the scene for several hours ensuring the fire and hot spots were fully extinguished. Rappahannock Electric Coop. responded and secured the electric power to the residence. The fire is being investigated by

Goodlatte: Federal Judge’s DACA Decision is Absurd House Judiciary Committee Chairman Bob Goodlatte (R-Va.) issued the following statement on a D.C. federal judge’s ruling ordering the Trump Administration to continue the Deferred Action for Childhood Arrivals
(DACA) program, which was unilaterally created in a memorandum by the Obama Administration, and accept new applicants: “For a federal judge to rule that the current administration cannot change a memo from the previous administration is absurd. The DACA program was unilaterally created by the Obama Administration in a memo penned by former Homeland Security Secretary Napolitano. Just as easily as it was issued, it can be rescinded – presidential policy is not set in stone and often changes from one administration to the next. Furthermore, this ruling is yet another example of the type of abuse one district court judge of limited territorial jurisdiction can engage in to prevent the implementation of federal policies nationwide. “More importantly, however, I have long argued that the Obama Administration abused its executive power in creating DACA and other programs benefiting unlawful immigrants. Superintendent Jennifer Flynn stated “The additional fees will enhance all aspects of the visitor experience in Shenandoah. Visitors will directly see improvements at our contact stations, on Skyline Drive, on trails, in our campgrounds and picnic areas and at our visitor centers. We are committed to providing a safe and rewarding experience for all visitors.”
National parks have experienced record breaking visitation, with more than 1.5 billion visitors in the last five years. Throughout the country, the combination of aging infrastructure and increased visitation affects park roads, bridges, buildings, campgrounds, water systems, bathrooms, and other facilities. Maintenance deferred on these facilities amounts to an $11.6 billion nationwide backlog. Entrance fees collected by the National Park Service totaled $199.9 million in Fiscal Year 2016. The NPS es-
timates that once fully implemented, the new fee structure will increase annual entrance fee revenue by about $60 million. Shenandoah National Park has had an entrance fee since 1939. The current rate of $25 per vehicle, $20 per motorcycle and $10 per person has been in effect since 2017. The park is one of 117 in the National Park System that charges an entrance fee. Young women will be able to learn about career opportunities in various fields, learn about the legislative process, develop their leadership skills, identify their strengths and interests, and practice effective communication with others to help inform their future educational and career goals. “As we embark on the fourth consecutive year we have held the 10th Congressional District Young Women Leadership Program, our goal is to build upon past success and continue to foster a mentorship program that brings young women together. Revolutionary War Soldier Grave Marking The grave of Revolutionary War Veteran Thomas Allen was recognized by the Colonel James Wood, II Chapter of the Sons of the American Revolution. Stephanie Kent, 4th Great Niece of Thomas Allen, watched as the Colonel James Wood, II Chapter President Dale Corey conducted the dedication. The ceremony was held in the Millar Family Cemetery on the grounds of Randolph Macon Academy in Front Royal and included a wreath laying, a memorial stone dedication, and a musket salute. The flag was presented by the RMA Honor Guard. In attendance were: Colonel Frank Link of Randolph Macon Academy, Deborah Corey representative of the Daughters of the American Revolution, Jim Heflin, Ann Simmons, and Patrick Corey. Compatriots in attendance were: Marc Robinson, Raleigh Watson, Larry Johnson, Rob Andrews, Paul Christiansen, and Jim Simmons. Route 675 In Shenandoah County Reopens The new Route 675 (Stoney Creek Road) bridge in Shenandoah County is open to traffic about one month ahead of schedule, removing a detour that has been in place for slightly more than a year. The new two-lane bridge along Route 675 over Stoney Creek replaces an 85-year-old single-lane structure. The location is about five miles north of Edinburg and about 0.3-mile south of Route 42 (Senedo Road) in the Columbia Furnace area. In January 2017, the Virginia Department of Transportation awarded a $1.3 million construction contract to Kanawha Stone Company Inc. of Nitro, West Virginia. The project has a contract completion date of May 18, 2018. VDOT crews will install a final surface treatment on the new bridge. This work is expected to take a single day during April or May 2018, and will require a brief flagging operation to control traffic. All work is weather permitting. Throckmorton Family Retires a Location and Welcomes a New Food Venture Throx Country Market has closed its doors and is reopening under new ownership as Smokey T’s Southern Kitchen. Formerly known as Throx Country Store, the store was originally opened in the 1960’s and then purchased by Pam Throckmorton in 2009. The name was changed to Throx Country Market in the fall of 2016. Known for its family recipe BBQ, deli sandwiches, house-made coleslaw and redskin potato salad, many families planned their holiday dinners around Throx catering menu of oysters, country hams, family recipe holiday dishes, and wonderful pies including house-made mincemeat a tradition of Pam’s family at Christmas. 18th Annual Front Royal National Day of Prayer Community Service Thursday, May 3rd at the Front Royal Gazebo at 6:30 pm This year’s National Day of Prayer service will include thoughts from Cynthia Dunbar, a strong believer in prayer and passionate about preserving the moral and ethical principles that our founding fathers declared were essential to the success of a free society. The 18th annual Front Royal community prayer service will be held at the Main Street Gazebo on Thursday, May 3rd at 6:30 pm. Special music will be provided by the band from the Servant’s Heart and Hands Outreach Ministry, an active mission-based
faith community, committed to “reflecting the character of Jesus Christ”. Their focus is “People with a passion, serving with compassion” through many local community projects.” The National Day of Prayer is a day designated by the United States Congress as a day when the nations people are asked to gather together to pray, especially for our country, its people and its leaders. The designation of the first Thursday of May to be the annual recurring date for the National Day of Prayer was established by Ronald Reagan in 1988. This prayer service is a Christian event in which pastors and lay leaders from local churches participate each year. Prayers are directed to the leaders of our local, state and national governments, the people of the local community, state and country. The Front Royal National Day of Prayer community service was first organized in 2001 by several local Christians. Led by Denni Giovinazzo, assisted by Cherie Ray and David Lingebach, they considered it essential that the diversified Christian community come together to pray, believing that there is much spiritual strength in the local churches gathering as a unified body. These services are only possible with the support, assistance and participation of many others in the community. The committee relies on volunteers and donated or borrowed equipment while footing the bill for advertising, printing, mailing, and other expenses, with their own personal funds. “It’s all well worth everything we give to it,” says Denni. “Only God can bring the kind of change our country needs. It’s up to those who believe in Him to come together to ask for His mercy and grace. And we consider it an honor to serve in this way.” The public is invited to this community service. The goal of the WCEE Board is to raise the total corpus to $1 million which would generate an estimated $50,000+ per year in grants to support public education in Warren County. Shenandoah National Park Hosts Wildflower Weekend Native spring wildflowers and children’s creativity will be celebrated during Shenandoah National Park’s 32nd annual Wildflower Weekend, May 5-6, 2018. Special hikes and programs will focus on the diversity and value of hundreds of species of flowering plants that are protected by the park. Visitors may also view the winning entries in the park’s annual “Youth Art in the Park” wildflower art contest. The top-winning works will be exhibited at Byrd Visitor Center (mile 51 on Skyline Drive) from May 5 - 12, and at Dickey Ridge Visitor Center (mile 4.6) from May 13 - 20. Winning artists will
be recognized in a ceremony at noon Saturday, May 6, at Byrd Visitor Center. Special features this year are a botanical art workshop by watercolor artist Betty Gatewood (Saturday only), and a citizen-science phenology project led by ranger Chrissy Cochran (both days). Both events start at Byrd Visitor Center. No art experience is necessary for the workshop, and all materials will be provided. Adults and children are welcome on all programs. New this year is a one-way, 1.5-mile hike on the Appalachian Trail from Skyland to Timber Hollow Overlook. A van will return drivers to their cars afterward. There will also be a new hike on the 4-mile Saddleback Mountain loop. Easier hikes include strolls at Franklin Cliffs and Crescent Rock overlooks. There will also be a bird walk, hikes to waterfalls and peaks, and hikes on other favorite wildflower trails. All programs are free and no reservations are needed. I’m taking Mom to the Mother’s Day Garden Fair at the Virginia State Arboretum located at 400 Blandy Farm Lane, Boyce, VA 22620 – www.blandy.virginia.edu – on Rt. 50 in Clarke County, 10 miles east of Winchester. The Garden Fair is held on both 12 and 13 May from 9AM-430PM Rain

The Garden Fair is a huge plant and garden supply sale, with dozens of vendors of high quality annual, perennials, small trees, shrubs, boxwood, bonsai, (and food vendors!). In addition to the plant sale, free events include Arboretum tours, bird, walks mini-workshops, and children’s nature walks. The Front Royal Tree Stewards will have a booth at the Fair where you can talk to volunteers and sign up for the All About Trees class. The State Arboretum of Virginia (also known as the Orland E. White Arboretum) occupies the central 172 acres of Blandy Experimental Farm. An Arboretum is a botanical garden devoted to trees. Started in the 1930s, it now contains over 8,000 woody trees and shrubs from around the world. The collections include nearly half the world’s pine species, the Virginia Native Plant Trail, the Boxwood Memorial Garden, a spectacular grove of more than 300 Ginkgo trees, and the reference garden for the Southeast Region of the American Conifer Society. Engle’s Angle: “It’s All Green To Me” By Kevin S. Engle Have you ever been accused of something you didn’t do? Last year, my wife said I’d pulled some Black-eyed Susans out of our landscaping. Of course I denied it. I would never have intentionally done that. Intentionally? No. Unintentionally? Maybe. Ok, very possibly, but I didn’t do it. I don’t think so. To be honest, I often can’t tell what’s a weed and what isn’t. It’s all green to me. Every spring, my wife puts stuff in the ground and then I take it out. But not the same stuff. Hopefully. She’s the planter. I’m the weeder. Last spring, she was busier than ever. Why? Because our greenthumbed neighbor across the road kept giving us stuff. Stuff that she had planted over the years and now had too much of. Hosta, ferns and daffodils just to name a few. Every time Green Thumb looked out her window, and saw our sad landscaping, she knew we needed help. I came home one day and found three more plastic bags full of dirt and plants for my wife. I had to tell Green Thumb to cease and desist for the next week or so while my
wife was out of town. I certainly didn’t know where to put it. Last year, my wife took pity on me and helped with the weeding. And that was fine with me. Pulling weeds is not a fun job, and one that you can’t keep up with no matter how hard you try. I like to cut grass. The rules are simple and straightforward. Cut the grass. Don’t run over any rocks and sticks. Weeding is more complicated. A lot of weeds look like flowers to me. How am I supposed to know what’s good green versus bad green? I do know what a Blackeyed Susan is, when it’s blooming. When it’s not, well? I’m fairly certain I didn’t pull them. Would I bet money on it? Probably not. And that’s exactly why I shouldn’t be allowed to weed any more. Maybe I should pull out a few flowers. Intentionally. Hmmm. I’ll be banned from the landscaping beds forever. I can live with that. Friday, May 18 Today through Sunday North-South Skirmish Association’s National Competition at Fort Shenandoah, 480 Chalybeate Spring Road, Winchester. The North-South Skirmish Association will hold its 137th National Competition May 18-20, 2018 at Fort Shenandoah near Winchester, Virginia. Member units compete in live-fire matches with original or authentic reproduction Civil War period muskets, carbines, breech loading rifles, revolvers, mortars and cannons. It is the largest Civil War event of its kind in the United States. The N-SSA is the country’s oldest and largest Civil War shooting sports organization with over 3,200 individuals that make up its 200 member units. Each unit represents a Civil War regiment or unit and wears the uniform they wore over 150 years ago. N-SSA members come from all over the country to Fort Shenandoah each spring for this National competition that traditionally opens the year’s activities. Competitions, called “skirmishes”, will be held throughout the summer on a regional basis. At a skir-
mish, participating teams shoot at breakable targets in several timed events. The teams with the lowest cumulative times win medals or other awards. Women participate along with the men in all events. There are also competitions for authenticity of Civil War period dress, both military and civilian, as well as lectures on topics of interest.
