On the cover: O.J. Rudacille Gen. Mdse. John Baublitz of Carroll County, Md. built this store along the Gooney in 1884. Around 1910 the store was added onto and still looks much the same today as it did 100 years ago. Mr. Rene Cooper, a relative of Jean Cooper Lacombe operated the store until the time of the Depression at which time Oris Jackson Rudacille–also relatives of Jean on her mother’s side–and his wife Annice bought the store. They rented the store at that time to a Mr. Keene Updike until 1935. Once the Rudacilles took over the running of the store, they kept it open for the rest of their lives. O.J. or Buck, as he was known to the locals, died in 1966 and Annice died in 1975. Tom and Jean Lacombe bought the store in 1978 and Tom says they intend on keeping the historic old landmark serving Browntown for many more years. Today it is run as a country store and Christmas tree farm. O.J. Rudacille Gen. Mdse. is located at 5590 Bentonville Rd. in Browntown, Va. 540-636-2149.

SIXTH, from 2 There are delegate forms filed for individuals whom do not reside in VA. So that person cannot be registered to vote in VA either. Therefore, the only way that person could have been approved as a delegate is via filing a fraudulent registration as a voter in VA for someone that does not live in VA. Then filing the delegate request, forging the signature as well, for that out of State person. Once received the County/City Chair would review and confirm the person is a registered voter in VA and approve the person as a delegate. But the candidate, adamant in cheating, would send a “stand-in” to vote using that fraudulent registration at the convention. These are multiple crimes, including voter fraud. The Convention and rules committee as well as the Credentials committee were notified of this days ago. No action has been taken. I, Ed Justo, submitted evidence of these two crimes to the US Department of Justice. I am appalled,

shocked, and furious at the blatant violation of various laws, including voter fraud, as performed by a candidate. Upon review I could conclude that these alleged fraudulent filings relate to Cynthia Dunbar; since other candidates have not claimed knowing such delegates, or another delegate confirmed it was done by Dunbar at her demand. Because I have high moral standards, am honest, and have a personal ethics code I adhere to; I am forced not only report this but make it public. Virginia voters, regardless of party affiliation, deserve better than this. We all do as Americans. Our Party has a long history of guest credentials for non-delegates. There is no reason it cannot be done for the 6th District Convention. I refuse to send a message to delegates that we are not pro-child and profamily by excluding these individuals from the convention. 2.) Political campaigns must be allowed to campaign on the floor of the convention. I shouldn’t even have to demand this requirement. This is complete common sense and consistent with every convention I have ever seen in Virginia. 3.) A press area must be made available on the floor of the convention. Our conventions are elections for public office. We should encourage the press to attend, not drive them away. Our message needs to get out to the voters. The press is one way to do that. 4.) All delegations must be seated

and allowed to participate in the entire convention process. There is not a single instance in this convention process of an entire delegation committing a error that is fatal to their participation as voting delegates. Moreover, excluding a properly filed delegate from voting should only occur in truly extreme conditions. The notion that we would use minor clerical errors to disenfranchise entire localities is unacceptable and must not stand. 5.) A standing vote must be allowed for temporary chairman with outside observers from the Party to be allowed to oversee the process. There are two declared candidates for temporary chairman and this process needs to be above reproach. There must be no question that the temporary chair is elected in a fair manner or the entire convention process will be tainted. Due to the fact that 6th District Chairman Scott Sayre has appointed the committees that handle arrangements and rules prior to the election of a temporary chairman, I hereby request a public pledge from him that these requests will be agreed to and implemented by his committees. In addition, I caution any members of the credentials committee who might be considering the exclusion of entire delegations of voters. If you are inclined to do so, I strongly urge you to

April 14th, 2018 marked yet another successful “Taste for Books” at the Samuels Public Library. This year’s fund-raising theme “Coming Home”, allowed visitors to reminisce about home and our rich history here in Front Royal and Warren County. Food, beverages, fun, auctions, and games highlighted the evening’s festivities. Music from the Shenandoah Valley Minstrels (Civil War Era tunes) filled the air while patrons tasted a variety of historic and local treats, plus several Virginia wines and beers. I particularly liked the molasses cookies and mini-pecan pies. Of course, everyone was playing “Where’s Sammy” trying to find the various vacation spots Sammy had been in the area and turning their answers into the train station in hopes of winning

the grand prize. Naturally, everyone was issued a railroad ticket and game card along with a map of the rooms decorated in historical periods ranging from the 1700s to present day. 16 different tables presented by a variety of town and county companies and organizations dotted the landscape and provided visitors food and historical facts about the area. Historical photos, period booth displays and foods, combined with era costumes made the trip through history tasty and enjoyable. I had no idea of the level of activity supporting the suffrage movement (votes for women) in Virginia and Front Royal. Awards were given for best food (Henderson’s Automotive/ Henderson’s Towing and Recovery), best costume (Colonel James Wood Chapter Sons of the American Revolution), and best decorations (Commonwealth Assisted Living Front Royal). The silent auction featured

a bronze sculpture, a barrel of bourbon package, ski packages, a Virginia state park package, river trips, and gourmet packages just to name a few. Numerous area sponsors, guests and auction winners helped the library raise more than $20,000! The Samuels Public Library a 501(C)(3), prides itself on “Bringing People, Information, and Ideas Together to Enrich Lives and Build Community”. Nearly 175,000 people visit the library each year. The library provides books and movies, Internet connectivity and research, literacy programs, English lessons, GED courses, and more, free to the public. To that end, they’ve added a few new sports to those previously offered at their summer sports camp. “I’ve been running basketball camps for the last five years, and last year, I teamed up with Jeremy Minick to add volleyball and soccer,” said Joseph Walsh, basketball head coach. Last year they had three basketball camps with 15-20 middle and high school kids attending. Sally Nicholson, whose son attended last year, said, “The basketball camp was run professionally, and was a great

weaknesses in their opponent, capitalize on mismatches, and make plays and decisions proven to win games. Think like a coach, by helping players to understand their sport from the perspective of coaching, giving players the knowledge “you (coaches) wish you would have learned years ago.” They say, “We train athletes to see sports for more than just the Xs and Os, and help build your character and develop your leadership by focusing on: Fundamentals-we focus on the fundamentals that drive performance and get results. Virtue and faith-we emphasize values and faith at every stage of athletic development, aiming to shape young men and women into leaders.” The camps are held in Front Royal at Christendom College, and most kids come from Front Royal, but they’d like to reach kids from all over the area, and surrounding counties. This year there are three or four coaches. The 4-5-year-old kids play soccer and the 18-year-olds play basketball and other sports. The camps will be held from June 11-22 and are held three hours a day, four days a week from Monday through Thursday. “We want campers to have the ability to see themselves in the life of sports beyond just playing—to see the virtue in it, and how it develops their character and their faith,” said Minick. The camps are being held at Christendom College to get the benefit of the collegiate atmosphere, and the great facility, with a great gym.

men’s team and now will be returning to the women’s team as head coach. Coach Joe has seen the transformative power of sports in his own life and believes that when they are pursued the right way, sports can be a vital part in a young person’s path to virtue. Basketball head coach Jeremy Minick is from Asheville, North Carolina, and his position is Guard. He won a Christendom College athletic scholarship and is head coach of the Christendom college men’s basketball team. He played 15-plus seasons of basketball from middle school through JV, varsity and collegiate levels. He started at PG every season he played and has attended Division I basketball camps and camps run by DI players and

coaches. Youth soccer head coach Sean O’Reilly is from Front Royal, and he plays Midfielder. Among his many accomplishments, he’s coached youth soccer professionally in England and the US for over five years; is certified by the English FA (Football Association), holding a Level 2 FA coaching license; and has competed in professional settings in five countries. Currently he coaches for FCBEscola Northern Virginia, an academy directed by FC Barcelona and modeled after the renowned La Masia Academy; famous for developing players like Messi, Xavi and Iniesta. Volleyball Head Coach Josh Petersen is from Golden, Colorado, and his

positions are Middle Blocker and Setter. As head coach, he led his college team to a top 20 finish in the USCAA the last two years. He also coached his high school team to a conference championship and their first ever state tournament appearance. He has coached at the club, high school and college level for over 13 seasons, and focuses heavily on the fundamentals of volleyball through intensive repetition. Petersen strives to instill a passion and love for the game in each player he coaches. Camp Leader Elisabeth Willson is from Fort Defiance, Virginia, and her basketball position is forward. She won a Christendom College Student achievement award and loves working with young men and women. She’s currently a teacher at Seton High School in Manassas. This year she will also be the assistant coach of Lady Crusader Basketball. Camp Leader Mary Minick is from Charlton, Massachusetts and she plays Guard. She won a Christendom College athletic scholarship and has played 12 years of basketball at middle school, JV, varsity and collegiate levels. Kathryn Lewis answers questions at Warren County GOP Forum

Kathryn Lewis rises to answer questions at the Warren County Republican Committee sponsored candidates forum in her bid for the Republican Nomination for Congress.

By Timothy Ratigan Warren/Frederick County Report Saturday afternoon, February 3, at the Warren County Government Center. Kathryn Lewis joined seven other candidates in participating in a Candidates Forum sponsored by the Warren County Republican Committee (WCRC). Lewis is seeking the Republican nomination for the 6th Congressional Seat currently held by Congressman Bob Goodlatte, who has announced that he will not be seeking another term. Kathryn Lewis will have to win the Republican nomination at a May 19th Convention in Harrisonburg, VA before going on to do battle in the general election in November of 2018. Kathryn began her question and answer period with an opening statement. She began, “I am the candidate who wants to bring prosperity and unity back. Not just in this district and not just throughout this beloved state, but throughout our entire country that we call home. I know in my heart I can make this district the best place to live, work, and raise a family. But we must elect a candidate like myself who truly cares about her people and will take the time to listen to your needs to make that happen. It is time that the 6th district has a woman in Washington representing them who believes in educating all of our children; developing a strong, skilled labor force, including training for vocational jobs; reforming our tax laws to help middle class and small businesses. I am the Candidate that will make Washington no longer forget about the hard working families of the 6th District. I believe in giving power back to the people by enforcing term limits, not only on myself if elected. Proposing legislation requiring all elected candidates

to hold to the same standards. It is beyond time for real change to happen and we can no longer have representatives in office who have served 20, 30, or even 40 years who have long forgotten about their people and no longer vote for your needs but for the needs of those of their special interests.” Q: What does it mean to be a political outsider and is it a positive or a negative for a Congress Person? A: “There are several benefits of being a political outsider. I do not have ties to outside special interests. That means I am able to be transparent and to be more accessible to the people in this district. Congress was created from our founding fathers to enable and to allow normal people just like me to be able to run for this office. It was not created for the wealthy and the elite but for the farmer and the normal working class person should be able to do this and that is why I am glad that we have political outsiders running for office and will serve you well by doing so.” Q: With Congress struggling to tackle key issues due to Partisanship, what makes you the best candidate to go to Washington and achieve conservative results?

A: “If we just continue to fight one another, Washington will continue to be at a standstill which to me has pretty much been my entire life. It has been that way for decades. Also, it amazes me that the general American population is not more upset about this. We must unite our country and get our country back the way it needs to be. We have to work every day to bring efficiency back to Washington without abandoning our conservative values. I agree with that. We need to define what that is even for the eight of us up here on the stage.” Q: Do you think there are any good federal regulations? A: “I think that there is one regulation that we can all agree on this. You may not know this but our money is regulated by size and weight and that is something that we can all agree on. However, on a serious note, article one section of our Constitution clearly states that Congress is to make all laws necessary and uniform throughout the United States. That is one federal regulation that we can all agree on. We need to be uniform to bring this country back again.” Q: Do you think you are prepared for the position you seek? Explain why as if it were a job interview? A: “My background is a little different from most. I too am a small business owner and with that comes a skill set that is very unique and my husband says that you have to be a special kind of crazy to be a business owner. My skills as a business owner will help ensure that I am qualified for this role because our government is a business and needs to be treated as such. If we are to achieve the necessary changes, we need more business owners that understand the needs of that process. My hard work and building relationships goes across all demographics and diverse areas of my community are my two strong points and is something that I am very proud to bring to you guys to help represent you in this district. I will never give up in making that a reality.” Q: Congress has proven itself completely unable to get anything done. Where will you look to compromise? A: This question goes back to my point made earlier in uniting this country and not just in this district and state but we have to unite this country again. Some key areas to compro-

mise without losing our conservative values and what (that) looks like for this district. It is your responsibility to tell us what that means to you. We need to know, and we want to know, what areas are important to you and where we can take that and work with you every day so that is accomplished for you without having to let go of our values. We cannot continue to fight each other every day and expect anything to get done. We have to figure out how to work together just like our President continues to try to do. Stop the fighting in D.C. I am tired of it and that is why I am running.” Q: Since the Sixth District is so large it will require many offices for constituent services, how much experience do you have in managing staff and offices? A: It is wonderful that I do have that experience as a business owner, the positive things that comes from that and also the negatives. You have to fire someone when they are not doing their job and I certainly think you have to do that when you are in DC. There are several people that probably should be fired who are not doing their jobs and if anyone else in this world was not doing their jobs in a normal work situation would have been fired a long time ago. It is important to surround yourself with mentors who can help you to continue to grow.” Q: Sexual assault cases are a major issue. What law, if any, do you think we need to introduce to make that all women and men are protected from such violence and what should we do to hold government officials accountable if they are found guilty of sexual assault or misconduct? A: I was the one who proposed this question so you know I am certainly not afraid to answer this question. We

have to do everything we can as elected officials to make sure that no harm is done to our sons and daughters in the future generations. If elected, we are in a position to set examples not just to adults, but to future generations. We do need more understanding and we do have rules and laws and that is great. But we have to do more and we have to stand up and say enough is enough and thank you to those great people that have and will continue to do so. And will continue to carry this fight forward and no elected person is above the law.” Q: Tell us about your career and how that experience will help you in congress and what it will add to help represent us? A: “It is important to know that my skill set, coming from a business prospective and being married to a blue collar man, being in a middle class family I understand the needs of this sixth district and who can absolutely relate to the real people of this district. I know what that means to live that life every single day. Those are the skills that are important. We have to have someone in D.C. representing us that actually understands the way you live.” This concludes the coverage for the slate of candidates who are seeking the Republican Nomination for the 6th Congressional District. By Timothy Ratigan Warren/Frederick County Report Saturday May 5, 2018 in Front Royal Virginia at the Warren County Community Center the Warren County Democratic Committee met to hold a forum for candidates who are seeking the nomination for the Democratic Candidate to run for Congress of the 6th Congressional District after Congressman Bob Goodlatte announced that he was not seeking another term. There are four candidates competing for the Democratic nomination. Charlotte Moore of Roanoke, Peter Volosin (also from Roanoke), Jenni-

fer Lewis of Waynesboro, and Sergio Coppola of Rockingham County. The first candidate this paper will feature will be Charlotte Moore. Moore began her question and answer period with an opening statement. “I’ve lived in South West Virginia for my entire life. I have two children. I am a Realtor and a small business owner.” Q: What policies would you propose to encourage economic development and well-paying jobs in the Valley? A: “Most of our small business owners contribute to tax revenue. We need education and we need the

minimum wage to start increasing so that families can provide for their own families. Everyone needs broadband (internet). We need to work really diligently to get broadband in every single area so that we all have the same opportunities. There are programs that we can put into individual regions, like the Gauntlet, which is like Shark Tank, that will provide an opportunity so that people who live in the region can see if they can give back to the community and contribute to jobs.” Q: Both colleges and trade education is becoming more critical to achieving economic success. Cost for both keep rising. What do you propose to help our young people gain access to affordable education and keep from saddling them from enormous debt? A: “Virginia Western Community College in Roanoke has a program called C-Cap, and they help middle class parents get a college education at the community college. I think that is a good idea. It is based on income. It is based on some other things too, as far as how the student does academically. This will help a lot of students to be able to get their foot into a bachelor’s degree or a master’s degree. I am also a huge believer in vocational education. I think… even employers can come to the local high schools to see what the students are taking as far as vocational training in the high schools and get them prepared and ready for the workforce, a job when they get out of high school if that is the course they want to take. That would really help vocational training and also finding jobs. So support for scholarships and more vocational schools and colleges to get people ready for the workforce.” Q: Access to affordable health care in rural areas is becoming more challenging as cost and insurance premiums keep rising. What steps would you take to help reduce cost and provide access for health insurance for more people? A: “We do need more affordable health care in rural areas and more doctors. I would recommend that we need to take a really hard look and critique of the Affordable Care Act. We need to make it more affordable to our citizens and make it more user friendly for our doctors so we can all take advantage of it. I don’t think anyone has really sat down and critique it.

There has to be things in there that we can really go forward on and reduce the cost.” Q: Clean air and clean water are a vital part of our health and economy to the Shenandoah Valley. What would you do to protect the environment? A: “What will I do to protect the environment? Almost anything. We need an EPA (Environment Protection Agency) and it is not just in this area; it is all over the world. Air just doesn’t stay in one country: it travels everywhere. We need renewable energies and we need to focus on keeping our waterways clean. No pipe lines and I’ve been fighting one in Roanoke right now it has been a real issue. I am totally for those who are opposing that pipeline. Eminent Domain laws changed in 2012 because Ken Cuccinelli said we can use pipelines for public use. Whether they are going to use those pipelines or not, it is still up in the air. We need to fight for our environment. We need to fight for our planet for the future generations and for our children. There are many, many things we can do that I try to do to keep our environment safe.” Q: Many people depend on Social Security and Medicare. We are told that these programs are at risk. What will you do to ensure that these programs remain funded and available for future generations? A: “Being the oldest member up here at this table I can tell you, we pay our entire lives for social security and Medicare because we have worked for it. It is an entitlement – it is not a benefit for us. We need to fight for it and I intend to fight for it. We need to make sure that everyone gets what they paid for.” Q: Gun violence is overwhelming our schools and our neighborhoods. What do you propose to do about this situation?” A: “It is not my agenda to take responsible gun owners’ guns. I don’t believe that anybody needs an assault rifle to go hunting or to go target practice. I would like to see the 1994 Legislation that bans Assault Rifle imports and manufacturer magazines that hold more than 10 rounds and add bump stocks. I think the crime rate went down and I would like to see that come back to reality. We also really need to reinforce the back-

ground checks. I read some article recently where at gun shows people bought weapons and were not given back ground checks. I also believe we need a really good data system where we put violent crimes into the system so violent offenders cannot buy guns. And it (should) go into the system immediately. Meaning that if someone commits a violent crime on Friday it should go into the system immediately so that person cannot go out on Saturday and buy a weapon and do more damage than they have already have. We need to protect our families, children and schools we need to put them over weapons.” Q: Our region has a shortage of affordable housing. What can Congress do to address this issue? A: “HUD (Department of Housing and Urban Development) have changed their rules over the last few years. Now investors can have first choice of the housing available that comes back onto the market. And to also allow first time house buyers to have the first thirty days to buy houses. HUD does not fund enough for these programs. When we get Section 8 vouchers for the locality, HUD does not provide enough funding to make up the difference for those Section 8 vouchers. So it makes it very, very difficult for homeowners to buy or even to rent. We need to work on HUD and we need to make sure that they get some better policies.” Q: What would be your highest priority upon election to congress and which committees would you prefer? A: “My first priority would be to keep every citizen in the United States and abroad safe. That includes health care, affordable education, Interstate 81 safe, gun safety and Alzheimer care. People who have to take care of their loved ones with Alzheimer’s can really be devastating for their future and for their loved ones. Broadband would also be a priority. Health Care, tariffs, and everything and of course environment. If I was on a committee I would like to be on the Environmental Committee.” This was last official question for the candidates. The moderator did ask one final question, “Will you support the candidate who wins the nomination if that candidate is not you?” Moore’s answer to that question was that yes, she would support the duly elected Democratic Candidate for Congress. Moore will continue to go to other counties and answer questions throughout the remainder of the primary season. Annual luncheon held to honor those dedicated to helping victims of domestic violence

Every volunteer received a starfish keychain that told a story illustrating how much their efforts matter to each person they deal with.

By Carol Ballard Warren/Frederick County Report “No act of kindness, no matter how small, is ever wasted,” said Aesop, ancient Greek storyteller, famous for his fables, And volunteering is an action that many people find very rewarding in

itself. But Phoenix Project honored their dedicated volunteers with more than kind words. On Tuesday, April 24th, the Phoenix Project held a luncheon to honor their volunteers in the fellowship hall at Front Royal’s United Methodist Church.

The organization’s stated mission is “Ensuring freedom from all forms of domestic violence through empowerment, education, and community,” and that is what volunteers and staff try to do every day. Phoenix Project has a total of 14 volunteers who work to help people in domestic violence situations. They offer the hope of safety and healing with counseling, a place to stay, accompaniment to court, obtaining protective orders, and in some cases, a trip far away from the abuse they’ve been experiencing in their home lives. “But we still have a lot of people saying they don’t know we are here,” Administrative Assistant and Volunteer Coordinator Melanie Stull said. Social Services refers people to them, but they can only take those who are in imminent danger. She said the numbers of people coming in for help are definitely growing, but added that with reaching more people, the bitter part is that more people need their services. “The number of clients coming for help varies, but some months are way more active. November, December and January were on the quiet side, but this April has been insanely crazy, it has doubled this month, and May is off to a fast start,” Melanie said. She didn’t speculate on why this is, but sadly, April is also “Child abuse Awareness Month.” They’ve helped house close to 300 people. Their clients sign a confidentiality agreement, to keep information that could hurt the efforts of the orga-

nization’s work to themselves. “We have the same respect for their information,” said Melanie. Melanie started her career at Phoenix Project in 2014 as a volunteer and it began when there was a call for volunteers and she attended the meeting to learn how to get involved. “Thirty people showed up, but only two stayed on,” she said. She was one of them and became the first official hotline volunteer. Eventually, she was hired as paid staff and will have been there two years in September. Melanie is thankful to the community for bringing donations like care packages that contain women and

children’s items. “They get bags with shampoo and other personal items, because, often, women and children have to leave suddenly, not taking much with them,” she said. People also donate gift cards and they advise that it’s better to give cards in smaller amount like $10, rather than larger. These can be distributed to people to buy essentials like milk or bread for the kids. Their clients are mostly women and children from families, but a few LGBT (lesbian, gay, bisexual, transgender) folks and men have also been clients, as well as some single people. “This will be an annual event to

Kathy also does daycare each month for their night group. Phoenix Project began providing services to those affected by domestic violence who are living in Front Royal / Warren County in May 2014. Services were made possible through a grant from the United Way Front Royal/Warren County. United Way Front Royal/Warren County continues to be the umbrella agency until the application for their own 501(c)3 is obtained. Phoenix Project is a member of the Virginia Sexual and Domestic Violence Action Alliance. They currently are receiving funding through the Virginia Department of Social Services and plan to apply for accreditation in the near future. Their goal is to provide victims a safe, nonjudgmental, confidential place to tell their stories and explore their options. Services are victimcentered, meaning that the victim guides the process.

They want to empower victims so that they are able to live a life safe from abuse. Since starting in May 2014, Phoenix Project has: received 1,518 Hotline calls, provided counseling to 468 adults and 209 children. provided emergency transportation to 31 domestic violence clients. and housed 248 clients for 1,360 nights. Warren County missing girl’s remains found It is with heavy hearts that the Warren County Sheriff ’s Office reports that human remains were found May 8th, 2018 at approximately 2pm, during a search in the Granny Smith Road area of Apple Mountain. The remains were identified by the Office of the Chief Medical Examiner as those of missing juvenile, Sarah Genari. Sheriff McEathron and the Sheriff ’s Office would like to give our deepest condolences to the family and friends of Sarah. The following agencies assisted the Warren County Sheriff ’s Office on May 8th, 2018; Dogs East, Fauquier County Sheriff ’s Office, Frederick County Sheriff ’s Office, Loudoun County Sheriff ’s Office, Prince William County Police Department, and the Virginia State Police. Stephens City man killed in Fauquier County crash Virginia State Police Trooper C.R. Scally is investigating a two-vehicle fatal crash in Fauquier County. The crash occurred May 1, 2018, at 6:20 p.m., on Interstate 66 at the 25 mile marker. A 2007 Honda Civic, traveling west on I-66. As the Honda changed from the right lane to the left lane, it struck the front of a 2013 Chevrolet Malibu that was traveling west in the left lane. The impact caused the Honda to run off the left side of the interstate, continue through the median, across the eastbound lanes and finally come to rest against an embankment. The Honda overturned several times as it crossed through the median and eastbound lanes of I-66. The driver of the Honda, Kelly D. Holzhauser, 47, of Stephens City, Va., died at the scene. He was wearing a seat belt. The driver of the Malibu, a 45-yearold West Virginia male, was not injured in the crash. He was wearing a seat belt. A 25-year-old male passenger in the Malibu was transported to

Winchester Police arrested Dameatric Malique Scott of Greencastle, Pennsylvania at approximately 2:20 a.m. for assault on a law enforcement officer, drunk in public, and obstruction of justice. Winchester Police were on foot patrol on North Braddock and Piccadilly Streets when they observed Scott in an argument with a female. When officers approached him, they observed obvious signs of impairment. He cursed at the officers and then resisted being taken into custody. During the attempt to maintain custody of Scott, an officer was assaulted, and another officer was injured. Both were treated and released by Winchester Medical Center.

At approximately 2 pm on April 25, 2018, Winchester Police (WPD) officers responded to the Douglas Community Learning Center on North Kent Street for a report of a breaking and entering. The report was made by other WPD officers who were onscene for training. The initial investigation led officers to discover that unknown suspects had removed several fire extinguishers from the walls and deployed them throughout the entire school. Paint was splattered and streaked in several areas. All of the rooms contained

damaged shelving and property. Burned remnants of material were found among several locations where small fires had been set. A damaged door was determined to be the point of entry into the school. A suspect has been positively identified and taken into custody. Authorities at Winchester Public Schools made the identification from surveillance video obtained at the scene. The 14-year old juvenile suspect was placed into custody during the afternoon of April 26. The juvenile is being charged with three felonies, including breaking and entering, destruction of property, and arson. A second suspect has been positively identified and taken into custody. Surveillance video obtained at the scene showed a 14-year-old female accompanying the male suspect who was taken into custody on Thursday. The juvenile is being charged with three felonies, including breaking and entering, destruction of property, and arson. Both suspects were being held at the Northwest Regional Juvenile Detention Center. The WPD is being assisted by the City’s Fire Marshals and Winchester Public Schools during the investigation. Officers made 28 total arrests. Of the 28 arrested, ten were charged with possession and/or distribution of heroin, six of which resulted in the overdose of others. The remaining 18 persons face charges ranging from probation violation to possession with intent to distribute crack cocaine. Please see the attached graphic for charge totals. VDOT To Hold Public Hearing Concerning Happy Creek Road Improvements

Samuels Public Library Receives Grants from local Elks Club

The Virginia Department of Transportation will hold a public hearing concerning improvements to Route 624 (Happy Creek Road) in Warren County. The meeting will take place from 4 to 6 p.m., Tuesday, May 22, 2018 at Warren County Middle School, 522 Heritage Drive, Front Royal, VA 22630. The Route 624 (Happy Creek Road) project provides safety improvements from the Town of Front Royal Eastern Corporate limits to Route 645 (Manassas Run Road). Route 624 is a two-lane road with 10-foot wide travel lanes. Work includes widening the lanes to 11 feet, reducing fixed object hazards, increasing intersection capacity and improving drainage. On a portion of Route 624 is a wooded area with a curve, which currently limits drivers’ sight views. This area will be cleared and the curve reduced to improve visibility. In the middle of the project is an atgrade crossing for the Norfolk Southern Railroad. Trains at this crossing serve the Virginia Inland Port, which is located north of Front Royal. Route 624 has a curve at the crossing, which will be reduced with a slight roadway realignment. Reflective signs and chevrons will be posted to help drivers see the road particularly during night and low light conditions. Turn lanes will be constructed on Route 624 at Route 647 (Dismal Hollow Road) and Route 645 (Manassas Run Road). In 2016 Route 624 had an average daily traffic count of 4100 vehicles per day. By the design year of 2043 the estimated average daily traffic volume is 5800 vehicles per day. The total estimated cost for this project is $10.5 million, including $1.3 million for preliminary engineering, $569,234 for right of way and $8.6 million for construction. Citizens can come in during the meeting hours and discuss the project on a one-on-one basis with VDOT officials and designers. On Sunday morning at 9 a.m., there will be a 5K Trail Run/Walk to kick off the Delaplane Strawberry Festival that day. The race/walk fee is $25 per participant in advance (until May 20) and $30 after that up until the time of the race, and includes admission for all occupants of the car to the festival for the day. The per-day cost of the festival is $25 per car at the gate, or $20 in advance (purchase from the website www.delaplanestrawberryfestival.com or stop by Gentle Harvest at 8372 W Main St in Marshall). All of the activities (except pony rides) and events are included in the per-car fee and includes access to Sky Meadows State Park and the Appalachian Trail. The festival, held annually on the Saturday and Sunday of Memorial Day weekend, is sponsored by Emmanuel Episcopal Church in Delaplane and all proceeds go to support the ministries of Emmanuel Episcopal Church and their outreach programs including grants to numerous local, national, and international non-profit organizations.

R-MA Drill Team Claims State Championship! Competing in six team events and one solo event, the Randolph-Macon Academy Air Force Junior ROTC VA091 unit took home the State Championship title from the 13th Virginia Air Force Junior ROTC Drill Championship on April 28, 2018. The team’s goal at the start of the year was to finish in the top five among the 21 competing schools, but as the competition drew near, the team’s coach, TSgt Tina Laing, USAF, Retired, knew that they had a chance at much more. “Corps Commander Victoria Voellm ‘18 is my gut-checker, and we kept going through each event together. We kept reaching the same conclusion that each team was capable of finishing in the top five at States,” she said. Logic told her that if that happened, the State Championship title could be theirs. The teams did not fail her. The Color Guard finished fourth, and every other team finished in the top three: the Inspection Team and Unarmed Regulation both won first place; Armed Exhibition and Unarmed Exhibition both

Safari Park, a ZAA accredited facility, welcomed its third baby Southern white rhinoceros on March 13th. The healthy baby boy was born after a 16-month pregnancy to “Samira” a 9 year-old female imported by the Safari Park in 2011. The father, “Leroy” is a 16 year-old male which came to the Park in 2013 from the Center for Conservation of Tropical Ungulates (CCTU), a breeding sanctuary in Florida. Wild rhinos are facing the worst poaching streak in history, leaving less than 20,000 Southern white rhinos left in the wild. Virginia Safari Park imported four female white rhinos from South Africa to help protect rhinos from being poached in that country. Despite their name, white rhinos are actually grey in color, with two horns on the bridge of their head. Some

cultures falsely believe rhino horns, which are made of keratin like our fingernails, can cure diseases. This leaves wild rhinos severely endangered and without continued conservation efforts, it is estimated the wild populations will be extinct in less than 20 years. “Many of the rhinos within the same original territory as the females here at Virginia Safari Park have since been poached for their horns.” said Eric Mogensen, Corporate Director and CEO of Virginia Safari Park. “It is important for the long-term survival of the species, and for our conservation programs in general, to set up additional breeding groups to assist with this cause.” The baby, named “Sebastian” by staff, is gaining weight at a rate of

around 10 pounds per day. He is full of energy and, although baby rhinos are born without horns, he can be seen playfully butting his mother. Baby rhino calves are born weighing between 80- 140 pounds. Fully grown females like mother, Samira, weigh roughly 3,000 to 4,000 pounds, while adult males like, Leroy, weigh up to 5,000 pounds. “Sebastian is our third rhino calf born at Virginia Safari Park and the fourth to our company as a whole, so we are very happy to see our herd of rhinos continue to grow,” said, Collections Manager, Sarah Friedel. “Another female from our herd is also pregnant and due to give birth soon, so we have a lot to look forward to.” Virginia Safari Park & Preservation Center is a 180 acre drive-thru

Contractors have been working for the past year on a new bridge for northbound and southbound Route 11 between Strasburg and Middletown. Samuels Library was the recipient of a generous monetary donation which allowed the Children’s Play Area to be renovated. Joyce Jenkins-Wimmer made the donation in memory of her late husband, John S. Wimmer. The play area has been renovated with a continuation of the outdoor, natural theme of the Children’s department. Four trees depicting the four seasons decorate the freshly painted walls. Three-dimensional trees provide a hideaway for plush squirrels, while white, puff y clouds complete the woodland, open-air theme. A deer is one of the featured animals pictured on the wall, in remembrance of Mr. Wimmer, who loved to see deer in the yard of his home. “We’ve added new shelving for our board book collection, and we’ve reupholstered the benches in the play area,” noted Michal Ashby, Youth Services Supervisor. “Mrs. Jenkins-Wimmer’s generous donation has been instrumental in transforming this area into a beautiful space to which children, parents, and grandparents are drawn.” The Friends of Samuels Library has also made a donation that was used to purchase furnishings and new toys for the Children’s Play Area. Samuels Public Library is a community resource which enhances the quality of life for residents of Warren County/Front Royal by fulfilling their personal, occupational and recreational needs through services, programs, and a collection of materials that is current, balanced and responsive to those needs. Mortality Compost Screen Available to Area Livestock Producers and Composters Managing large animal mortality has increasingly become a greater challenge for farmers. In decades past, most livestock mortality went to local renderers. However, recent regulations have largely eliminated this option. Many farmers turned to composting to manage their mortality. Composting is a proven technology for safely disposing of livestock mortality. One limitation when composting large animals like cattle and horses is that the bones often remain at the end of the composting process. Many farmers do not want to spread the compost because of the unsightly appearance of the bones and the fear that the bones might puncture tires. Virginia Cooperative Extension received a grant from the USDA Natural Resources Conservation Service to purchase an Allu Bucket Grinder to remove these bones from large animal mortality compost. The long term goal of this grant is that this machine will become self-supporting. Additional allowed uses of this Allu Bucket Grinder (with prior approval through Virginia Cooperative Extension) include screening compost or screening/grinding any food processing byproducts. This Allu Bucket Grinder is available for rent for screening bones from large animal mortality compost and for processing other types of compost. This machine will attach to a skid steer and is equipped with a skid steer quick attach mount plate. Grant funds were

The Colonel John S. Mosby Camp of the Sons of Confederate Veterans honored three of its members, April 29th, at the Hidden Springs Senior Living community in Bentonville. Camp Commander Bruce Colton presented SCV Certificates of Appreciation and years of service medals, 50 and 40 years of service respectively, to the Honorable Judge John Ewell and to Benjamin Lacy. Past Treasurer and past Adjutant John Wertz, in absentia, also received the Certificate and a medal for 40 years of service. All were

cited by past commander Richard Hoover for years of faithful service which included the holding of positions of high responsibility. Each had helped to perpetuate the memory of the Confederate soldier for generations to come and contributed to the camp’s core activities: cleaning up the cemeteries of our forbears, repairing their grave markers, guarding the public monuments dedicated to them and raising funds both for these purposes and for contributing to worthy community projects and charities.

Stewart: Hi Anne. Could you tell us a little bit of what you do for Front Royal. Anne: Sure Stewart. I have 3 fulltime employees and hopefully 3 seasonal employees within the Public Works Department. We are responsible for all of the enhancement mainte-

nance in the Town. This includes planting and watering the landscape spots throughout the town, the tree planting and care, planting and watering the 43 hanging baskets on the streets, mowing and watering, liaison with the Tree Stewards, the Beautification Committee of Front Royal and UFAC. We also help with snow removal, keep the street trees trimmed for vehicular and pedestrian traffic, tree removal, and tractor mowing. Stewart: That is quite a lot of work to keep Front Royal looking good. What have been some of your tree projects? Anne: We have been involved in both the Main Street Tree Removal and Replacement program, and the North Royal Tree Replacement. Main Street was a 4 phase project includ-

ing the two raised brick beds on the corner of Chester Street and E. Main Street. There are additional trees to be replaced on N. Royal, but that will come in time. We have also removed the Ash Trees killed by the Emerald Ash Borer that were planted years ago by the Beautification Committee and are in the process of replacing them. Leach Run Parkway trees will be under our care soon and I anticipate that there will be replacements and removals. There are over 300 trees planted on the parkway. Stewart: Wow! That is TREE-mendous! Service Dogs and Warren also misled customers and charitable donors about certain aspects of the business’s payment structure, and lied about Warren having served in the armed forces. “This suit alleges not just dishonest and unlawful business practices, but a recklessness that could have endangered the lives of customers who relied on the claims made by Service Dogs and its owner,” said Attorney General Mark Herring. “Our investigation shows that, in many instances, Service Dogs was simply selling a $25,000 pet, leaving customers with a huge bill and no protection against a potentially life-threatening blood sugar situation. Customers have a right to rely on the accuracy of a business’s claims, especially when it involves a person’s health and well-being. We will continue to hold businesses to the highest standards and take action whenever necessary to protect Virginia consumers.” The lawsuit alleges that Service Dogs by Warren Retrievers and Mr. Warren

charged $18,000 to $27,000 for a dog that could purportedly identify and alert individuals to life-threatening low and high blood sugar in individuals with diabetes. In reality, the dogs were often poorly trained, ill-behaved, and unequipped to help manage a lifethreatening situation, rendering them little more than incredibly expensive pets. An investigation of customer complaints showed that, instead of the well-trained service dog that was promised, Service Dogs often pro-

vided an untrained puppy that showed significant shortcomings such as an inability to properly walk on a leash, inappropriate chewing and destruction, inability to respond when called, jumping on people, fear of noises, and frequent barking or whining. Critically, dogs that were billed as a potential lifesaver failed to alert customers to dangerous high or low blood sugar. The complaint also alleges that Service Dogs encouraged customers to solicit charitable donations to cover the cost of their dog despite several

times not being properly registered to solicit charitable funds, and misled customers about a partnership with or endorsement from JDRF, formerly known as the Juvenile Diabetes Research Foundation. Finally, the suit alleges that Mr. Warren lied to customers and donors when he claimed to have served in the United States Marine Corps, to have trained dogs for the military, and to have received a medical discharge because of a diabetes diagnosis. In reality, Mr. Warren has never served in the United States Marine Corps or any other branch of the military. Attorney General Herring specifically contends that Service Dogs and Mr. Warren violated the Virginia Con-

sumer Protection Act and the Virginia Solicitation of Contributions law by, among other ways, deceiving consumers about: the testing and training dogs would undergo before being placed in a home with the diabetic person; the skills and abilities dogs would have when assisting a consumer or family member with diabetes; how the dogs could be paid for, and how long consumers would have to pay their balances; and why consumers—or those who donated on their behalf—could not receive refunds. In his lawsuit filed in Madison County Circuit Court, Attorney General Herring is seeking restitution on

behalf of affected consumers, civil penalties, attorneys’ fees, and asking the court to block Service Dogs by Warren Retrievers from further violations of the Consumer Protection Act and Solicitation of Contributions law. He is seeking civil penalties of up to $2,500 per willful violation of the Consumer Protection Act and $5,000 per violation of the Solicitation of Contributions law, with the exact number of violations to be determined during trial proceedings. In addition, Attorney General Herring is seeking an accounting from the company of all funds obtained through unlawful solicitations, and the establishment of a charitable trust so those funds can be provided to an appropriate charitable organization. During the course of investigating complaints against Service Dogs, Attorney General Herring had to ask a court to enforce a civil investigative demand compelling the company to produce information about its business. The company failed to fully comply with the civil investigative demand for nearly two years, resulting in approximately $90,000 in sanctions against Service Dogs and Warren. Consumers who believe they have been injured by Service Dogs should file a complaint with Attorney General Herring’s Consumer Protection Section as soon as possible. Engle “Someone’s been sitting in my seat,” K-Bear said. “Someone’s been listening to my radio,” K-Bear said. “Someone’s been using my mirrors,” K-Bear said. It’s true. That’s what K-Bear said. I should know. I’m K-Bear. In this story anyway. And that someone? No, it wasn’t Goldilocks. It was J-Bear, my wife. We’d swapped cars yesterday. I took hers to the dump to drop off the garbage and recycling and she took mine. Today, when K-Bear got in his car, everything was different. Like it always is when JBear drives it. My seat was moved all the way forward. I swear she sits on the hood when she drives. And the seat back was more reclined than I like it. The radio station was changed. And still on. And the mirrors? If I left them where they were, all I’d see would be blacktop. I’m just under six foot. My wife is five two. I prefer the driver’s side seat pushed all the way back, or close to it, so that I can stretch my legs. I like pretzels, but don’t want to feel like one when I’m driving. If she tried to drive where I position the seat, she’d have to stretch to reach the pedals. And still may not get there.

When it comes to music, I like listening to the songs of my youth when I’m behind the wheel. Back then it was called rock music. Today, those same songs are ‘classic rock’. She opts more for country. And that’s ok. I like country music too. But you don’t leave the radio on when you turn off the car. You just don’t do that. And I always have to adjust the mirrors where I need them. Both the driver side and rearview. Can’t she just put everything back the way it was? The way K-Bear likes it? Would that be so hard? I don’t think so. I know how the three bears felt even if it wasn’t my bed or my porridge. And what exactly is porridge? Oatmeal? K-Bear and J-Bear like oatmeal. And the next time my wife got behind the wheel, in her car? “Someone’s been sitting in my seat,” J-Bear said. “Someone’s been listening to my radio,” J-Bear said. “Someone’s been using my mirrors,” J-Bear said. The North-South Skirmish Association will hold its 137th National Competition May 18-20, 2018 at Fort Shenandoah near Winchester, Virginia. Member units compete in live-fire matches with original or authentic reproduction Civil War period muskets, carbines, breech loading rifles, revolvers, mortars and cannons. It is the largest Civil War event of its kind in the

United States. The N-SSA is the country’s oldest and largest Civil War shooting sports organization with over 3,200 individuals that make up its 200 member units. Each unit represents a Civil War regiment or unit and wears the uniform they wore over 150 years ago. N-SSA members come from all over the country to Fort Shenandoah each spring for this National competition that traditionally opens the year’s activities. Competitions, called “skirmishes”, will be held throughout the summer on a regional basis. At a skirmish, participating teams shoot at breakable targets in several timed events. The teams with the lowest cumulative times win medals or other awards. Women participate along with the men in all events. There are also competitions for authenticity of Civil War period dress, both military and civilian, as well as lectures on topics of interest.
