By Carol Ballard Warren/Frederick County Report Over the years, as society moves to a less agrarian lifestyle, there are still folks who refuse to give up an earthbased sustainable, independent way of life, or who try to find a way to return to it; or who are happy just to reap
benefits from that effort. For one thing, with all the research and information regarding organic food, even those who cannot grow and harvest their own food are still concerned with what they eat. “People care about where their food is coming from,” said Warren County resident Amy Fewell, founder

of Homesteaders of America, author, herbalist, and self-described homesteading wife and mama. Amy noted that the homestead/ farm movement is pretty big right now and there has been lots of talk among homesteader-leaning folks about how modern homesteading is different than in the 1800s, and, as a reflection of this, how people are working to find the best of both worlds in homesteading, using old and new methods. There are some who want to take homesteading to a less complicated, noisy and technology-filled time. “We have one speaker who does live off the grid, in a very simple life,” she said. Most are not as devoted to that simple life, but find a few ways to grow their own food, for example, maybe practice common-sense health solutions and find out the benefits of herbs, and other alternatives to total dependence on the grid. But whatever the level of homesteading people get into, she and other like-minded folks who want a sustainable lifestyle have grouped to form an online presence on a website called “Homesteaders of America” and have banded together to create an annual Homesteaders of America Conference event. The second annual gathering will take place in Front Royal at the
Warren County Fairgrounds for the weekend of October 12-13. Speakers, farmers, participants, and visitors will come from all over the U.S., to meet each other, learn, and teach about their experiences and skills. Judging by the numbers last year, it has grown, “Last year was our first year and there were 1,500 people there. We’re looking for 2,000 this year,” Amy said. In 2017, the event was held at Fauquier Fairgrounds: space was limited, and ticket sales were capped at 1,500. She said this year they’ve opened it to the public because there’s much more room at the Warren County Fairgrounds and there is no cap on tickets. Organizers are encouraging people to buy online early, though, so they will be sure to get tickets; tickets will also be available at the door. Online, tickets can be found at https://goo.gl/6F3n9r. Amy and her family are dedicated to doing as much homesteading as possible on their half-acre, where she has a kitchen garden and makes a home for chickens, rabbits and ducks. “What we can’t grow, we get from
farmers’ markets,” she said about how their harvest is supplemented. Homesteaders of America promises that folks will learn homesteading skills from real people at one or more of the many classes and demonstrations offered. Warren’s Board of Supervisors give vehicle tax breaks to Veterans and family members By Timothy Ratigan Warren/Frederick County Report On September 18 the Warren County Board of Supervisors held their second meeting of the month, and during the first public hearing of the meeting, a motion was passed to ordain a section of the Warren County Code to add certain full and partial vehicles license tax exemptions. Warren County Attorney Dan Whitten introduced the first public hearing with a statement about tax exemptions and information about bringing some Veterans’ vehicle taxes into line with Virginia law. An amendment would clarify the County Code to be in line with State Law. He said, “Pursuant to the state code that vehicle licenses imposed by the County cannot be greater than the annual fee imposed by the state for trailers. Pursuant to the state code there is no annual fee for Disabled Veterans’ plates, Prisoner of War plates and Purple Heart recipient plates or Congressional Medal of Honor plates for the individual and/or the surviving spouse of the individual. Furthermore, the State also states that the active members of the Virginia Guard would pay half of the prescribed state fee. The public hearing was opened and closed with no speakers. The motion to pass was made and seconded. A vote was taken, and it passed on a 5-0 vote with all supervisors voting in favor of the measure. Also, during the meeting, North River Supervisor Daniel Murray took time to remember Warren County resident Roberta Grove who passed away on Monday that week. “We lost Ms. Roberta Grove from Station 10. She was one of the original charter members,” he said. Warren County Administrator Doug Stanley reported to the board during the staff reports portion of the meeting. In his opening remarks Stanley thanked the Fire and Rescue and County employees for their readiness to prepare for the recent forecasted hurricane. “First of all, I want to thank Rick Farrell and other members on the Warren County Fire and Rescue staff for their efforts to get us prepared for Hurricane Florence. Luckily, we were able to dodge most of that bullet although our river is rising. We really got lucky, because with that first forecast of 15 to 30 inches, we would’ve been in for a lot more work,” he said. Stanley also remembered Warren County resident Roberta Grove. “I want to echo Supervisor Murray’s comments about Roberta Grove. Nobody worked harder to get North River Fire and Rescue established for the north end of the county than she did. She certainly put her heart and soul and 20 years of sweat equity into seeing that fire station being a success,” he said.

North River District Supervisor Daniel Murray takes time during his report to remember Roberta Grove a County resident who passed away. Grove was instrumental in having the North River Fire Station # 10 built.
Stanley moved onto the rest of his report. “In reference to the Comprehensive Plan update, I know the board members have talked about it. I just want to thank Taryn Logan and the planning department staff for their efforts to put that together. I think we were very successful with our community survey and we are looking forward to
getting that vision process wrapped up. “We hoped to have been able to close that Warren County transfer station for the tipping floor September 12 through the 16th. Unfortunately, we had to postpone due to some concerns on mixed design for the concrete. They are going to be pouring a test pad and testing it prior to the testing. We
are hoping by the middle of October that we will be able to complete the work and we will be sure to notify all affected parties,” he said. Stanley also reported that the Warren County Sheriff ’s Office held an auction of surplus County property on September 12th. The auction included five vehicles and numerous amounts of miscellaneous property such as file cabinets and school desks, tool boxes and other items. The total proceeds of the sale were about $6,300. He also noted that the development review committee met and discussed several projects. One of the items was the site plan for the new chapel at Christendom College planned for the
near future. Other items discussed were: • the site plan for the commuters’ lot located at the Exxon Station in Linden. • a conditional use permit for a landscaping business on Luke’s Road. • Dominion Power proposed upgrades. The committee also discussed town projects. Conceptual plans have been discussed and asbestos removal has been completed for the Afton Inn project. Demolition permits have been approved and the west wing of the Afton Inn has since been demolished. The board was informed about the community block grant to be discussed by business owners on Main

Street. Stanley also talked about progress on the Wingate Reassessment project and told them that the real estate reassessment project is about 92 percent complete with only a handful of parcels remaining in the Browntown area wrapped up last week and a few remaining in the town limits. A report on the tourism committee was given and the committee will meet again October 10th. Subcommittees met separately on September 10th. Stanley also gave a report on the status of several projects around the County. These were: • The Rivermont Fire Station. It is progressing and the well has been drilled for the facility. The planning commission has scheduled a public hearing on the project on October 10th. • The Marlow/Silek revenue sharing project is almost complete and the County is waiting on final acceptance from Virginia Department of Transportation. • Morgan Ford Bridge sustained some damage from the June flooding and work has yet to be completed from that flooding. The Bridge was covered again from the excess rainfall in the area, so repair work has come to a halt until the County can complete repairs from flooding that has plagued the newly completed bridge. Next the Supervisors passed the consent agenda. On the agenda were these issues: 1. Amendment to a contract with H. B.
Henry Construction, LLC for snow removal services in the Lake Front Royal Sanitary District. 2. Extension of a contract with B&B Excavating for snow removal services in Shenandoah Farms Sanitary District. 3. Extension of a contract with Pearson’s Handyman Services for snow removal services in Shenandoah Farms Sanitary District. 4. Agreement between County and the Warren County School Board for maintenance of vehicles. 5. Request for a festival permit for the Shenandoah Valley Biketoberfest. 6. Request for a festival permit for Garden Brothers Circus. 7. Coyote Bounties – Animal Control – Willard Powell, Jr. for $50. In an unusual change of pace, Chairman of the Board of Supervisors Tony Carter re-opened the public presentations to allow for an additional speaker. County resident Morgan Snyder rose to address the Board. “I am here on behalf of Linden Heights Home Owner Association. I must give credit to the County since we have become a sanitary district. Our roads are much better, and finances seem to be doing really good. My question is, the money we used to receive and obtained to try to build up a surplus is now received by the County and now through their contact with Mr. Childress and are maintaining the roads and are doing an excellent job even giving us an accounting on
what they are spending on the roads. I would like to get an accounting of the remaining money that is set aside that is not spent and is collected by you,” he requested. Stanley supplied Snyder with an answer during the meeting by saying “The County about a year ago took over the maintenance operation. It has been a sanitary district for a longer period. Last year was the first full budget year that we have run it. The auditors will be here on Monday September 24th to finish up that audit. One of the reasons we don’t turn over numbers is because they have to be audited. We try to be able to do a sheet at the end of the year that says, ‘here is what the budget was.’ Here is what was actually spent and here is how much is left over and basically the remaining money stays in the fund for each independent sanitary district,’” he replied. Stanley assured him that the county would be able to provide Snyder a number by the end of the following week. Next on the agenda were the public hearings. An ordinance to amend and re-ordain a section of the Warren County Code to adjust the County Septage Receiving fee was brought forward by Stanley. The public hearing was opened and closed with no speakers from the public. North River Supervisor Daniel Murray made the motion and Fork Supervisor Archie Fox seconded the motion. This amendment

passed on a 5-0 vote with all supervisors voting in favor of the motion. Warren County Planning Director Taryn Logan introduced the next public hearing to discuss a conditional use permit. The motion was for a modification request to a Conditional Use Permit for County resident Robert Lake for a commercial repair garage and singlefamily dwelling. The public hearing was opened and closed with no speakers. Again, Murray made the motion and Shenandoah Supervisor Tom Sayre seconded and the vote was taken and passed on a 5-0 vote with all supervisors voting in favor. The final public hearing concerned
an amendment request brought by Logan to amend a section of the Warren County Code to add certain definitions of By-Right Users, and Supplementary Regulations for Agricultural Zoning Districts. The definition added was Agri-Tourism. The public hearing was open and closed with no speakers. Supervisor Fox made the motion and North River Supervisor Murray seconded the motion. The vote was taken and passed on a 5-0 vote with all supervisors voting in favor. The next speaker was Ralph Waller, owner of Main Street Pawn. Waller got right to the point and accused Downes of using social media to bully and accuse Waller of selling unregis-
Dear Editor: The Virginia Beer Museum is a unique venue that has drawn thousands of guests to Front Royal over the past two years. The museum also offers a meeting place for our limited nightlife. Most importantly, it fits perfectly in our town’s stated vision for revitalization, inter alia, to support and provide space for arts, culture, theatre and public spaces, increase night activity and market history. The VBM has raised money for numerous charities, collaborated with the Virginia Historical Society, Colonial Williamsburg, and the French & Indian War Foundation by cosponsoring significant historical re-enactments and hosted many educational seminars. Rather than rely upon the mischaracterizations of the VBM by individuals that have never been inside, come visit. The museum is open to the public and admission is free. The VBM is merely requesting to use privately owned property to expand their cultural and philanthropistic goals instead of using the same space for parking. The issue pending before the Town Council is simple: Should the property adjacent to Nicolle’s Jewelry and Main Street Pawn Shop be exempt from off street parking requirements? Fortunately for those businesses, they are already exempt from having off street parking. Otherwise, neither could operate their businesses because they have no off-street parking. These owners and their customers are dependent on parking created and maintained by our tax dollars. Because the VBM is located in the same part of town designated for revitalization and the property owner pays the same tax rate as the adjacent property owners, we just want to be treated the same and not as second-class citizens burdened with off street parking requirements. The request is fair and a right guaranteed by the Equal Protection Clause of the 14th Amendment of the United States Constitution. In considering the comments of the four opposing speakers, one should ask, “Why now?” The two shop owners have operated downtown business for over twenty

I received an Honorable Discharge and I have lived in Front Royal from 1991 to the present date. I would like to thank the planning commission, town manager and planning and zoning for their help
years yet have never shown any interest in the town’s parking ordinances until now. Where was their outrage when our town was blessed with a new brew pub and corresponding parking demands? And not a single word from them about the resurrected Afton Inn being exempt from off street parking. Their complaints are disingenuous considering the parking needs of the museum are primarily after their businesses have closed. Even the Town’s own studies indicate that the parking surrounding the VBM is used only between 20% to 40% during the day. Ms. Inna Kolesni, and friends, are concerned about the fence. She has said the same. If there was no fence, there would be no protest. Ironically, the fence was constructed in substantial part due to Ms. Kolensni’s complaints about the VBM and her interference of the property rights of the owner. She does not own the property behind her shop nor does she have any constructive or prescriptive easements to cross the property. Significantly, the Town and County agreed when building permits were issued and the building inspector found the fence was built in compliance. One speaker even suggested that Ms. Kolesni be given one or two parking spaces. Considering that Dr. Cee Ann Davis has previously opined at a planning commission workshop session that one parking space could be worth $5,000, would that same speaker be willing to pay for it? Rather than dignify the name calling and inaccurate accusations by these “concerned citizens”, I will respectfully decline. Compromise is the best and cheapest lawyer. I hope the media will quote me correctly as they did not quote the commission members correctly in recent news. The commission members are made up of competent and literate professionals who volunteer to serve their community. Parking should be addressed as a whole and I don’t think parking should be tailored to any one individual business. I think downtown Front Royal is beautiful. I was born and raised here. I love walking Main Street and I love supporting the merchants. This is a perfect opportunity to address parking as a whole,” said Morris. Ayrshire Farm hosts annual Fall Harvest Days Festival in Upperville Local Sustainability Matters group to hold classes at the event on October 6-7 By Carol Ballard Warren/Frederick County Report A local group of like-minded people joined together last January to create the environmental conservation organization they named Sustainability Matters, and they have been invited this year for the first time, to educate and share information at the upcoming free Fall Harvest Days Festival, set to be held on Oct 6-7 at Ayrshire Farm in Upperville. “It’s the one time a year that Ayrshire, the 1,000-acre farm, and the only one in Virginia that is certified both organic and humane, opens to the public. This year is the first time they’ll have any conservation education activities as part of the event,” said Sustainability Matters’ Advisory Committee Chair Sari Carp. The Farm is set up to conserve ancient domestic animal breeds, mostly cows and sheep, and they’ve invited vendors from elsewhere that grow other types of heritage breed animals to the festival to showcase theirs. Heritage breeds are similar to heirloom vegetables in that they are domestic breeds in danger of fading out. “The heritage breeds raised at our farm are slow to mature, but their disease resistance is high. They can thrive on grass and their natural behaviors, such as mothering and reproductive responses are still instinctive. Additionally, heritage breeds are known for the high-quality and diverse flavors of their meats,” they say on their website. This family-friendly event will include heritage breed livestock exhibits.

The folks at the farm donate a lot of their sustainable farming products and sell to Hunter’s Head restaurants and Gentle Harvest in Marshall, but they don’t sell directly from the farm and are open only one weekend in fall for this festival. Carp calls Ayrshire the ‘biggest name in sustainable farming in Virginia.’ The farm is about 30-40 minutes from the Winchester/Front Royal area, an easy drive for local people who want to attend the informative, fun and free annual festival. A full schedule of events is listed at the end of this article. The Sustainable Farming group has organized members to attend the festival and bring a few of their programs and areas of expertise with them. “We’ve already done 35 events and have plans for 40 more in the in future. We didn’t expect it to take off like it did,” said Carp. They’ve already taken their classes

to the Virginia State Arboretum Blandy Experimental Farm near White Post, several area libraries, George Mason University, water conservation districts and are aiming to come to Samuels Public Library in Front Royal in the near future. Their original area included Clarke County down to Harrisonburg, but has expanded to Warren, Shenandoah, Frederick, Loudoun, and northern Virginia counties. Their conservation education portion at Ayrshire Farm will have two components: The first will be short talks of about 15 minutes, including demos. Topics at these talks from the Sustainability Matters presenters include: • Feed your Pollinators: Planting Natives--by Sari Carp who will give one class each day. At the food-based festival, feeding various elements of the food chain will be presented. The first talk shows how important it is to feed caterpillars, not butterflies. The butterflies are happy with butterfly bushes, and they are essential pollinators, but future generations will be lost if the caterpillars are not fed. “Caterpillars are like kids, they’re fussier about their food than the parents,” said Carp. They need native plants and can only eat one or two types of plants. For example, Monarch butterflies will only eat Milkweed. They will starve if all Milkweed is gone. • Feed your Worms: Vermicomposting--by Lora Steiner who will bring samples of worms and a worm bin. Attendees can also play with the worms! She will also show how-to grow them outside or even in the house. • Feed Yourself: Wild Edibles--by Paula Brownlee who will talk about highly nutritious wild edibles, including those that people think of as weeds. There will also be giveaways and raffles associated with the talks, like native plants from Hill House Nursery at the pollinators talk, and a worm bin being raffled off at the worms talk. The second component of is their Conservation Education Corner, which will be located near the barn. Organizations representing different

The organizations are: Land Trust of Virginia; Blue Ridge Wildlife Center; Piedmont Environmental Council; Virginia Department of Forestry; American Chestnut Foundation; John Marshall Soil & Water Conservation District, and Sustainability Matters. The Sustainability Matters group have carried out monthly community plant, seed and produce swaps
in Woodstock since April of this year, and this has proved to be a successful way for people to meet and socialize as well. “People come back and stick around and talk. It’s good to have that network and to share,” said Carp. Warren County Supervisor targets EDA director in lawsuit Thomas H. Sayre instigates legal action against Jennifer McDonald for defamation of character By Timothy Ratigan Warren/Frederick County Report Warren County resident and Shenandoah District Supervisor Thomas H. Sayre has filed a Defamation of Character lawsuit against Front Royal/Warren County’s Economic Development Authority Director Jennifer McDonald. In the suit, Sayre implies that McDonald planted his phone number at the scene of a crime at her house and then told a reporter from the online news service Royal Examiner that she believed Sayre committed the crime. The suit states, “Unbeknownst to Tom at the time, on June 15, 2017 around 9:00 p.m. the Defendant, or someone on her behalf threw a ‘large landscape stone’ through her own front door window. The Defendant then called the Sheriff ’s department to file a report about the crime as if someone had trespassed, destroyed property and attempted to harass her.” Sayre continues to speculate in the suit and states, “As part of the contrived crime, the Defendant created a note that she intentionally left in her front yard. Upon information and belief, the note contained a list of crimes that the Defendant wanted the police to believe were intended to be committed against her in the future. In addition, the note contained two phone numbers, one of which was Sayre’s. “The Defendant, however, made a mistake in attempting to frame Tom; just hours before she committed the crime against herself she conveyed the story of ‘what happened’ to Roger Bianchini, the Royal Examiner’s reporter. When Bianchini spoke to the Defendant on the afternoon of June 15, she told him the story of what she alleged happened at her house, including the part about the note that was left behind and the details including the phone numbers listed,” the suit states. According to the suit, the Defendant confirmed to Bianchini in this discussion that one of the numbers listed was that of Tom and that she believed that Tom was involved in the

crime. Sayre alleges that McDonald’s clear intent in speaking with Bianchini was to make this false claim framing Sayre for the fictitious crime. The suit alleges that while he was not immediately aware of what the Defendant had done, in the weeks after June 15, he noticed that certain people were beginning to treat him differently, including Greg Drescher, who was then chairman of the board of the EDA. The suit goes forward with the allegation that on August 1, 2017, Warren County Sheriff Daniel McEathron told a friend of Sayre’s to “stay away from Tom Sayre because he is trouble.” Sayre’s friend repeated the statement to him, but Sayre had no idea why such a statement would be made. Sayre was then questioned by a Front Royal Police Captain in relation to the matter and the people involved, which Sayre answered, but still without knowledge of what had transpired. The suit states further that on or around August 4th, 2017, Sayre received a call from Kenneth Pullen an investigator hired by the Defendant to “look into” the June 15th incident and another suspicious incident that occurred at the EDA Office. Sayre says that although he was being questioned as if he was a suspect with no idea why, he answered all questions.

In late August, Sayre received a call from reporter Norma Jean Shaw of the Royal Examiner who explained to him that his phone number was found on a note in the Defendant’s yard and she believed that Sayre was being implicated in the crime. According to the suit, she told Sayre, “you need to protect yourself ” as it seemed he was likely to be formally charged with a crime. The implications of this were hugely concerning to Sayre, according to the suit. In addition to the reputational harm that Sayre had already suffered, he was concerned that if he was indicted and/or convicted for these crimes he could lose his law license, be unemployable, be removed from his elected position on the Warren County Board of Supervisors and he and his family would suffer immensely. Sayre claims in the suit that he has

lost significant sleep, has suffered acute anxiety, could not focus at work and even sought counseling from his priest and has spent countless hours trying to clear his name and repair the damage to his reputation. The suit goes on to say that before Sayre could be charged with commission of the crime he was being accused of, the police discovered that the Defendant had reported the crime to Bianchini hours before it actually occurred. Instead of Sayre being charged it was the Defendant who was charged on June 13, 2018 with the crime of filing a false police report. Sayre is seeking damages up to $25,000 citing the following: • Compensatory damages as determined by tier of fact
• Punitive damages as determined by tier of fact • Pre- and post-judgement interest at the judgement rate • Attorney fees, expert fees and costs in an amount to be determined by the Court • Such other and further relief as this Honorable Court deems proper A hearing is set for the General District Court in Warren County on November 16th, 2018 at 9:00 a.m. McDonald is also scheduled to appear in in the same court at 2:00 p.m. October 31st on a charge of filing a false police report related to the rock throwing incident. Historic Marhshall property donated to Warren County The County of Warren is pleased to announce the donation of 10.6436 acres of property from Tannis Warren and Patricia Bonner in the Happy Creek area of Warren County. This property is the site of the former Happy Creek Manor which was the home of James Markham Marshall, brother of the fourth United States Supreme Court Chief Justice John Marshall. James Markham Marshall was born in Fauquier County; he was the son of the land surveyor and Revolutionary War Colonel Thomas Marshall and younger brother of U.S. Supreme Court Chief Justice John Marshall. He was educated at home, and in 1779, at the age of 15, Marshall joined the Continental Army as a private, and that year became a captain in the 1st Virginia Regiment. During the French Revolution, Marshall was in France as the commercial agent of New York City, Boston, and Charleston. He was also employed by President George Washington as the agent of the United States to negotiate for the release of the Marquis de Lafayette, who was then a prisoner in Austria. While in England, Marshall negotiated for the purchase of the Lord Fairfax estates in Virginia, and he and his brother John received all the lands in “Leeds Manor”, which included much of what is now Warren and Clarke counties. Marshall returned to Virginia in 1795, and soon afterward in April, married Hester, daughter of

Robert Morris, Patriot and financier of the American Revolution. Marshall studied law and practiced in Winchester, becoming eminent in his profession. He was a strong Federalist and was one of the “Midnight Judges” appointed by President John Adams at the end of his administration. Tannis Warren and Patty Bonner transferred the property following the wishes of their late parents, Keith and Ruth Monnington. The Monningtons were charter members of the Warren Heritage Society and wanted the story of the Marshall family, along with the beautiful vista where their home once

In 1803, Marshall built Happy Creek Manor in Warren County where he and succeeding generations resided until the home burned on Christmas Day 1921. Marshall and his descendants led lives dedicated to public service, helping to build the institutions that are integral to the Warren County community today. Members of the family served Warren County as Clerk of Court, District Court Judge, Superintendent of Schools, Sheriff, and Trustee of Randolph Macon Academy. They helped to found Calvary Episcopal Church and Warren Memorial Hospital, donated land to build the Manassas Gap Railroad through Front Royal, and, although initially voting against secession, organized a cavalry unit during the Civil War.

Patrick Farris, former Executive Director of the Warren Heritage Society, worked with the family and the County over the past several years to coordinate the transfer. Mr. Farris added, “The acquisition of the site of the Marshall family’s 18th century Happy Creek Estate by Warren County is of incalculable importance to the preservation of the community’s heritage and sense of its historic identity. So many aspects of Warren County’s past are to be found in the history of this site, including - but not limited to - the colonial settlement of the Shenandoah Valley, the American Revolution, the main east-west roadway connecting this area to the Tidewater region through Manassas Gap, the coming of the first railroad to Warren County, the American Civil War, and the agricultural and business patterns which dominated the Shenandoah Valley for hundreds of years. Tannis Warren and Patty Bonner, the daughters of Keith and Ruth Monnington - who acquired this land shortly after the Second World War - will forever be remembered for their vision and graciousness in donating this land, as will the descendants of the Marshall family who collectively have advocated for a generation for the preservation of this
very special place.” According to County Administrator Doug Stanley, the County intends to eventually use the property for passive recreational uses (trails) and to work with the Warren Heritage Society to interpret the rich history of the site and the Marshall family, which made such a lasting impact on the country and the County including the late Judge Elliot DeJarnette Marshall, great-grandson of James Markham Marshall, who served as Warren County Circuit Court Judge from November 6, 1946 to September 1, 1974. The site includes the ruins of the once beautiful Happy Creek Manor house and ruins of the associated icehouse and carriage house. Tony Carter, Chairman of the Board of Supervisors stated, “On behalf of current and future residents of Warren County, we thank Tannis Warren and Patricia Bonner for their donation of this historic property so that it may be protected from development and interpreted and enjoyed by future generations.”

Kernstown Battlefield Association events The Kernstown Battlefield Association will open on November 4 for a special day honoring our veterans, active duty military and first responders. Special tours will be given to our honored guests and their families by KBA docents. This year we will be joined by the Northern Shenandoah Valley Community Veterans Engagement Board. The board works with the Veterans Administration, local governments, businesses and other organizations that support our veteran community, to ensure that our veterans receive the complete package of resources available to them. Many of these individual organizations will
be represented at this event. Refreshments will be provided. We will be open 10 a.m. to 4 p.m. The KBA and Clan Adrenalin will host its second “backyard” Highland Games of the season on November 17. This low-key event is a perfect family outing. The games benefit prostate cancer research. The games start at 9 a.m. Refreshments will be for sale by Shaffer’s BBQ. Please bring your own chairs. The Kernstown Battlefield Association is located at 610 Battle Park Dr., Winchester, VA 22602. KBA docents give tours of the battlefield, the 1854 Pritchard House, the museum, and the artillery annex collections. The visitors’ center has a gift shop with many items for purchase. Tours can be arranged throughout the year by contacting the KBA at (202) 302-9129. The KBA takes checks and credit cards. For those in need, the KBA has two golf carts to drive visitors around the battlefield. All of KBA’s programs are by donation, unless otherwise noted. Couple charged after deputies discover possible meth lab on front porch On September 26, 2018 the Warren County Sheriff ’s Office responded to 1931 Drummer Hill Rd. in Warren County to conduct a welfare check of a child. When deputies arrived they observed a large amount of trash, items consistent with precursors for making methamphetamine and a possible methamphetamine lab on the front porch of the residence. Deputies then made contact with the residents later identified as Valerie Joyce Funk and Charles Joshua Corathers both who are 27 years old. Also inside of the residence was their 4 year old son.

Manufacturing, selling, giving, distributing, or possessing with intent to manufacture, sell, give, or distribute a controlled substance or an imitation controlled substance Both Funk and Corathers are currently being held without bond at RSW Regional Jail. The Warren County Sheriff ’s Office would like to thank the Warren County Department of Social Services, the Northwestern Virginia Regional Drug Task Force and the Virginia State Police for their assistance in this investigation. On September 25, 2018, a report was made to the Front Royal Police Department of a sexual battery. A 25-year-old female reported that she was assaulted by James Hugh Porter, 58, in the area of Main and Water Street. The victim reported that the suspect had grabbed and groped her inappropriately in two separate places on her body without her permission. During the investigation, evidence was located that was consistent with her allegations. James Hugh Porter was arrested for misdemeanor sexual assault and an Emergency Protection Order was issued. Mr. Porter is scheduled for court on October 30, 2018 at 10:00am in Warren County General District Court. Mr. Porter, a registered sex offender, was additionally charged with violation of his probation and is being held at the RSW Regional Jail without bond. Bicyclist struck Front Royal Police responded to the intersection of N. Shenandoah Avenue and Quadrant Road Sept. 21 at approximately 7:45am for a report of a motor vehicle crash involving a cyclist. Units arrived on scene and identified the victim as Brandy Hudson of Winchester and the driver of the vehicle as John Moore of Front Royal. The preliminary investigation indicates that Moore was making a right turn onto the South Fork Bridge from the Quadrant Road when he struck the bicycle that was being operated by Hudson. Hudson was traveling southbound across the intersection of Quadrant Road when struck.

The State Arboretum of Virginia told me that their Ginkgo grove is the result of a scientific experiment. Dr. Orland E. White, Blandy Experimental Farm’s first Director, began collecting ginkgo seeds in 1929 from a single “mother tree” on the University of Virginia grounds in Charlottesville. After these seeds germinated, Dr. White’s students planted over 600 ginkgo saplings to determine the sex ratio of this tree. Most plants are both male and female, but like holly, persimmon, and other species, ginkgo
is dioecious, meaning a tree is usually male or female, but not both. Dr. White hypothesized the sex ratio would be 1:1. He did not live long enough to find out if he was right, but of the 301 trees that survived to maturity and for which gender could be determined, 157 were female and 144 were male. The Gingko tree has a history far outdating Blandy and even humanity. Gingko is the “living fossil,” and records trace its existence back 270 million years. Gingko canopies shaded the Jurassic era forests, casting shadows upon the dinosaurs. Ginkgo biloba, commonly known as ginkgo or gingko (both pronounced /���ŋko�/), also known as the maidenhair tree is the only living species in the division Ginkgophyta, all others being extinct. Virginia State Police Trooper J.W. Allen is investigating a two-vehicle fatal crash in Culpeper County. State police were called to the scene on Route 29, just south of Reva Road/ Route 633, at 4:50 a.m. Sunday (Sept. 23). A 2006 Audi A6 was traveling south on Route 29 when it sideswiped a 1994 Dodge Caravan that was also traveling south on Route 29. The impact caused the Audi to run off the right side of the highway, go through the grass and into the trees where it caught fire. The minivan ran off the left side of the highway and overturned in the median. The driver of the Audi, Rouzbeh Rastgarkafshgarkolaei, 27, of Charlottesville, Va., died at the scene. His remains were transported to the Office of the Medical Examiner in Manassas for examination and autopsy. The driver of the minivan, a 50-yearold Madison County man, suffered minor injuries in the crash and was treated at the scene. He was wearing a seat belt. The crash remains under investigation. Chris Peter, a history and civics teacher at Randolph-Macon Academy (R-MA) Middle School, has been named one of Washington Family Magazine’s Teachers of the Year for 2018. The awardees were listed in the September issue of the magazine, released on August 30th. Peter was nominated by R-MA Director of Communications Celeste Brooks. “When I was at the Middle School, I kept seeing the various projects Mr. Peter was using to get

Or I would be in the Innovation Lab and students would come in saying, ‘We need such-and-such for Mr. Peter’s class,’” she said. “Then in the spring, when I was interviewing some students for Teacher Appreciation Week, his name kept coming up as someone who truly cares.” In addition to what Brooks had witnessed, Peter had been recognized by the Academy earlier in the year as the 2017-18 Teacher of the Year for many of the same reasons, as his colleagues and supervisors were also aware of the care, dedication, and enthusiasm he brought to his classroom and the soccer field. “We opened the Middle School Innovation Lab last fall and invited our teachers to use it to broaden students’ experience across all courses,” R-MA President Brig Gen David C. Wesley, USAF, Retired, observed. “Chris Peter maximized that opportunity, so his students were excited about and invested in what they were learning. We are pleased that his efforts have been recognized by the editors at Washington Family Magazine, we’re proud of Chris -- he gives his best every day to reach every student, to make a difference in their education and in their lives.” Brooks commented in her nomination that Peter’s “lack of ego” was part of what made him so approachable to his students. The accreditation certifies that the Zoo has met or exceeded the AZA’s standards

BBB Warns Of Buying Flood Damaged Cars Following every major flood, scam artists try to pawn off flooded vehicles as standard secondhand cars. In the aftermath of Hurricane Florence, flood-damaged vehicles will be popping up at auto auctions, used car dealerships and in classified ads. Unsuspecting consumers, particularly those living in regions of the country unaffected by hurricanes or flooding, are led astray by fresh upholstery, new carpeting and bargain prices. Better Business Bureau (BBB) urges used car buyers to be cautious of unscrupulous businesses and individuals who may try to sell flood-damaged cars as standard secondhand cars, without revealing the vehicles’ history. BBB has the following tips for auto shoppers to determine if a used car is flood-damaged: Ask to see the title. Check the date and place of transfer to see if the car came from a flood-damaged state and if the title is stamped “salvage.” If you are still suspicious, purchase a vehicle history report of the vehicle, which should tell you if a car has ever been tagged as “salvage” or “flood damaged” in any state. Carefully check the dashboard. Examine all gauges to make sure they are accurate, and there are no signs of water. Look for indications that the dashboard may have been removed. Check the electronic components. Test the lights, windshield wipers, turn signals, cigarette lighter, radio, heater and air conditioner several times to make sure they work. Also, flex some wires under the dash to see if they bend or crack, since wet wires become brittle upon drying. Check the interior spaces. Look in the trunk, glove compartment, and beneath the seats and dash for signs of mud, rust or water damage. Check for open drainage holes in the bottom of the vehicle. Kiley Morgan Gonzalez, Defendant Fauquier County Elementary School Pto Officer Faces 90 Years On 7 Felony Pleas Fauquier County Commonwealth’s Attorney Jim Fisher announced today that former President of the Grace Miller Elementary School Parent Teacher Organization, Kiley Morgan Gonzalez, has pleaded guilty in a charge bargain agreement that will subject her to a possible 90 year prison term. Such a maximum term is unlikely, but possible given the plea terms. “We will certainly argue for a prison sentence,” Fisher said. Over a period of less than a year Gonzalez stole approximately $13,000.00 from the PTO and forged checks as well. “We generally see that judges and juries in Fauquier are pretty tough on these cases,” Fisher explained calling the action a “betrayal of trust” of the Community, he continued. Virginia Sentencing Guidelines set by the Commonwealth of Virginia’s sentencing commission will provide a range that is more of a historical average of similar sentences. Engle’s Angle: “Yellow Jell-O® and Blue Gatorade” By Kevin S. Engle When you get to 50, and I did five years ago, doctors recommend you have a particular medical procedure every so often. For me, that was last week. For this test, you don’t just show up and say, “I’m here, let’s do it.” Oh no, you start preparing for it seven days in advance by not eating certain foods. And the real work takes place the day before the test when you’re not allowed to eat at all. No real food that is. Only Jell-O®, popsicles and broth. My wife suggested I skip the broth. “It’s gross,” she said. I tried it anyway. You know, desperate times, desperate measures. Chicken broth. It was ok. A bit salty. Not something I’d want all the time. For dessert, yellow Jell-O®. Lemon flavored, but I like the sound of yellow Jell-O®. By 4PM, it was time to get down to business, if you know what I mean. My instructions strongly encouraged me to stay close to one particular room in the house. Why? I’d be going there often. Or should I say, I’d be going often. I mixed a bottle of magic potion with 64 ounces of blue Gatorade and started downing it. I typically don’t drink a lot of fluids. I would be today. Eight ounces every 15 minutes until it was gone. And the next few hours after that, oh, what a fun time that was.
And I wasn’t done. I had to get up at 3AM and drink 10 more ounces of another potion. That stuff was nasty. A couple hours later, my wife and I headed out for the hospital. We were supposed to allow more time to get there as I might need to stop along the way. Really? That’s what the instructions said. And speaking of my wife, she played a big role in this adventure. I’d asked her to be my ‘responsible party’. She agreed. Somewhat reluctantly. In that capacity, she had certain important duties, including: -driving me home -making sure I didn’t operate any appliances or certain equipment for the rest of the day -and preventing me from signing any legal documents or making important decisions She did drive me home. I remember that. And I didn’t injure myself or burn the house down, so I must’ve stayed away from the appliances and equipment. As far as the legal documents and important decisions, I’m not sure. I guess I’ll find out as time goes on. All in all, it wasn’t that bad. Not great, but not that bad. And I don’t have to do it again for 10 years. That’s good. And sometime in the near future, it’s her turn and I’ll be the responsible adult. For a change. The author won’t be having any yellow Jell-O® or blue Gatorade for a while. Member units compete in live-fire matches with original or authentic reproduction Civil War period muskets, carbines, breech loading rifles, revolvers, mortars and cannons. It is the largest Civil War event of its kind in the United States. N-SSA members come from all over the country to Fort Shenandoah each fall for this National Competition. Competitions, called “skirmishes”, where participating teams shoot at breakable targets in several timed events. The teams with the lowest cumulative times win medals or other awards. Women participate along with the men in all events. There are also competitions for authenticity of Civil War period dress, both military and civilian, as well as lectures on topics of interest.
