Thanksgiving holidays are a tradition worldwide, but area folks are particularly thankful this year By Carol Ballard Warren/Frederick County Report A few years ago, a friend talked about how she enjoyed her family’s feasting and being social during Thanksgiving but wanted them to feel the real meaning of how much they had to be thankful for and what Thanksgiving Day is really about. So, on New Year’s Day, she asked everyone to write at least one thing they were thankful about on a piece of paper whenever they thought of it. Her family liked the idea and to

please her, they tried it whenever they thought of it. On Thanksgiving that year, the jar was so full, they were amazed. When they read all the thanks they had collected, it brought back the year’s events and reminded them of how many good things had happened. That gave me the idea to ask friends and family what they are thankful for this year, and here is what I got from folks of different ages and locations all across the country. And it looks like there are a lot of local folks who are very aware of how much they have to be thankful for and are eager to share their good news with others, so I asked if I could include them in this article. Here are some of the many replies. Even though it’s easy to take some of these for granted, the basics were high on people’s lists. CK said, “I am thankful for having a place to live, heat, electricity and loving family and friends.” AD-I’m thankful for many things. Family, friends, good doctors that care, music, entertainment, schools, chocolate, empathy and other things. GM-I am thankful that I have a warm place to live, that I have food to eat, and I have Jesus watching over me. Amen. Being thankful for family was way up on the list too. MJ offered this. “My list is longha ha. I’m thankful for my husband and my kids and the constant laughter and joy they bring to my life! PSO is, “Thankful for my husband for taking good care of me. I have trouble walking and getting around and breathing and he does all the cooking cleaning and shopping for me.” CS-I’m thankful for my Granddaughter who brings such joy to my life. LT-I am thankful for my children and my husband. And for God for allowing me to wake up another day to spend with my beautiful family. LAK-My new wife, my new house, newborn on the way, and most importantly my family who has helped me through everything to get where I am now. The following people had a lot to share. CCD said, “I’m thankful I wake up every morning on the up side of the grass, for my job and being able to still work, though its physically difficult and painful every day, for my fur baby and the joy she brings into my world, for my kids, though I don’t get to see them as often as I would like, for my awesome grandbaby (though she’s a step, she still has a huge piece of my heart and I call her mine) and for the fact that I live here in this beautiful little place called Front Royal. This is just a small list of what I’m thankful for.” AC was very thankful for a near

miss. He said, “I’m thankful that I survived a T-bone collision with minor injuries. One second later, or one foot closer to me and my driver door would have been impacted, and the results far more serious.... The impact was at my left front tire. MJ-As a 76-year-old woman, I’m thankful that I live in a country that’s free, that I can worship my choice. I’m thankful for health, family and to have the ability to work forty plus hours each week. As holidays grow near my blessings are more real than ever. Many offered advice along with their thanks. LC said, “I am thankful for family and friends and my health. As you get older, you realize THINGS do not make you happy. Only the people you love and care for you. Just a simple call checking on a friend or family member means more than any money or gift could bring. Reach out and check on family and friends to make sure they are OK, especially on a snowy day.” KL from California shared this, “I live in California and am thank-

ful that my home did not burn down but am so sad for the entire town of Paradise that was completely burned last week and the fires that are still active in southern California. So many people died, and hundreds are still missing. I am thankful that my family is safe. The air in Sacramento is thick smoke, extremely unhealthy, schools and businesses are closed. Appreciate that you can breathe without choking and that your eyes aren’t itchy!” A few folks summed up their thanks with a minimum of words. The first one has been 27 years, so I am truly thankful about that. Winchester Fire and Rescue Chief Allen Baldwin has resigned effective December 14, 2018 to pursue a new opportunity in Stafford County, VA as their Fire and Rescue Assistant Chief of Operations. Chief Baldwin will begin his appointment at Stafford County on December 17. “I have enjoyed my time in Winchester and it’s been an honor and privilege to serve the members of this great department over the past five years,” stated Chief Baldwin. “It is bitter sweet as I am excited about this new opportunity but will miss the great friends I have made and the people I have worked with. I look forward to watching the City’s department continue to grow and progress from the shores of the Po-

tomac.” Chief Baldwin was appointed as Winchester’s Fire and Rescue Chief in June 2013. “Chief Baldwin has been a caring leader and has made a lasting impact in the city,” stated City Manager Eden Freeman. “We wish him the best in his new position and know that Stafford County is getting a dedicated and experienced fire and rescue professional. He will be greatly missed.” Ms. Freeman anticipates appointing an Interim Chief prior to Chief Baldwin’s last day in Winchester and the recruitment process for selecting a permanent chief will be announced soon.

Mainly Target.” And, finally, CL summed it up with these words, “Yes, it’s wonderful when people know how lucky they are.” It has been said that the idea of being constantly thankful is basic to all major religions and belief systems because gratitude creates a path for more good things to come into your life. Communities and countries all over the world have celebrations based on giving thanks and some countries have adopted the usual American Thanksgiving menu and feast where Americans were stationed in the military or had a presence. Even without the little paper reminders that my friend’s family wrote down, the abundance of thanks from family and friends and the larger community has shown how much people are celebrating the good in their lives and want to communicate it to others. As for me, I was glad to read about all those good things in people’s lives and loved the photos and emojis people included with their posts. Councilman John Connolly wants resolution of EDA debt

Ratigan Warren/Frederick County Report The Warren County Economic Development Authority was in the spotlight on November 12 during the Front Royal Town Council’s first meeting of the month. During that meeting, held at the Warren County Government Center, outgoing Town Councilman John Connolly addressed the council and Mayor Hollis Tharpe and voiced concerns he has about money he believes the EDA owes the town. “I wanted to extend my thanks to Doug Napier for pulling together a resolution regarding the town’s finances with the EDA. This was something I was hopeful that we could bring forward on tonight’s agenda and discuss. It was not put on tonight’s agenda. Getting into tonight’s agenda would require a unanimous vote and I understand that we do not have a unanimous vote for that. The resolution is basically outlining a detailing of all of the back and forth of the EDA since May 2018. Most of it detailing back and forth back in August of 2018. “This is something that has

been spurred on and I think it is good to be open with the EDA regarding the ongoing discrepancies in what we found in the town paperwork and what we’ve found in the documentation of what the town owes the EDA and what the EDA has provided or failed to provide. I think it is of critical importance to go ahead and make a public statement by means of a vote from town council about everything that has been going on. It is something I understand that the rest of council wants some time to look over the resolution itself. Maybe suggest some changes that we could make to it here and there before moving forward to a vote,” he began. Connolly also said that he hopes the council will discuss the issue during the next work session and follow it up with a vote at the next regular Town Council meeting. This request came about after revelations about the EDA possibly overcharging the town of Front Royal of about $300,000. We reached out to the EDA’s executive director, Jennifer McDonald, for a comment. Although McDonald initially

did not comment, she later responded, “No, our numbers are way off from one another and we are working with them (the town) to figure it out,” she said. At the beginning of the meeting, the Town’s Energy Department Director David Jenkins was given time to recognize town employee Travis Petty, who has completed the training program to become a lineman. “It is an honor to be here before you this evening in order to highlight one of our team members who has graduated from our lineman training program,” Jenkins said. Before calling Petty up, Jenkins explained that in order to be certified as a lineman he or she must go through the vigorous four-year training program, which has nine different steps. In addition to attending specific training courses there is a required 8,000 hours on the job training requirement that must be completed. The first step is groundman school where the candidate is trained on the different safety aspects such as watching out for others and working on the ground and learning to

Mayor Eugene Tewalt requested a report from the town as to how many employees were sent to Martinsville during the period of flooding. It was reported that some of the work involved in assisting the Martinsville area was the restoration of power to areas that lost power because of flooding. They also re-sat power poles in and around the devastation in the area. The Front Royal employee/ volunteers were in the Martinsville area for four days. Both Mayor Hollis Tharpe and Vice Mayor Eugene Tewalt thanked the employee/volunteers for volunteering their time to assist in the restoration of power in the flood damaged area.

The next item on the agenda for the council meeting was a public hearing on an amendment to the Fiscal Year 2019 Budget that concerned a list of outstanding purchase orders that needed to be carried forward. This was a first reading and public hearing. Council was requested

to affirm on its first reading an amendment to the Fiscal Year 2019 Budget concerning a list of outstanding purchase orders that the finance department compiled. The list totaled $14,654,327 and was based on the final audit results and needed to be carried forward to the 2019 budget cycle

Ratigan Warren/Frederick County Report At 9:00 a.m. on November 7th, 2018 the Warren County Board of Supervisors held their regularly scheduled meeting at the Warren County Government Center. During the meeting, there was a special resolution adopted for William (Billy) Miller Biggs, during which they presented a plaque to his family members. The resolution read: “Resolution, from the Board of Supervisors of Warren County honoring William (Billy) Miller Biggs, whereas William M. Biggs was appointed by the Warren County Board of Supervisors to serve on the Warren County Economic Development Authority Board of Directors beginning March 1, 1988 and has been a thoughtful and conscientious contributor to the board. “Whereas Billy Biggs brought a wealth of institutional knowledge to the board of directors and served on the Avtex re-development committee working to promote the development of the Avtex site following its abrupt shut down in November of 1989. “Whereas Billy Biggs is also a member of the asset committee of the EDA, was instrumental in FRIENDS DON'T LET FRIENDS MOVE THEMSELVES... ...CALL MOVER DUDES 540-450-0770

helping complete the rural business loan program which helped over 50 businesses in Warren County get their start up or expansion funds. “Whereas Billy Biggs was dedicated to the enhancement of the infrastructure of Warren County and was directly involved in the recruitment of over 250 million dollars in investments and approximately 2,500 new jobs on the Route 340/522 Corridor. “Whereas the Warren County Board of Supervisors feels it is appropriate and fitting to honor and recognize Billy Biggs for his service to the Warren County Community. “Now therefore be it resolved that the Warren County Board of Supervisors holds William Miller Biggs in high esteem as a person who has repeatedly demonstrated his commitment to Warren County and be it finally resolved that the Warren County Board of Supervisors extends to William Miller Biggs its deep personal appreciation and sincere gratitude

for his dedication and efforts on behalf of the community to the benefits to all of its citizens to be adopted this day November 7th, 2018.” South River Supervisor Linda Glavis made the motion to adopt the resolution and Shenandoah District Supervisor Thomas H. Sayre seconded the motion, which passed on a 5-0 vote. Sayre made a brief statement that Biggs lived in his district and was a help to him by giving him advice during the election. Although Biggs was unable to attend the board’s meeting, family members were on hand to accept the plaque on his behalf. The next item on the agenda was a report from the Virginia Department of Transportation given by VDOT representative Ed Carter. Carter reported that his department was just finishing up some cleanup from October flooding, are about to start work on the late fall mowing, and have completed their dry runs in preparation for

should be completed. Carter said the south entrance of Morgan Ford Bridge has temporary repairs completed and they are currently considering some permanent solutions for that section of the bridge. Some residents’ complaints about Route 55 have been addressed. Carter reported that speed de-

tection and monitoring devices have been placed going both ways at the entrance to the High Knob Subdivision. He mentioned that there have been speeding issues around the subdivision entrance and that those results have been sent to the Warren County Sheriff ’s Office, who turned them over to the Sheriff ’s patrol division. Carter

said he met with the High Knob Home Owners’ Association to go over the presentation that was given at the previous Warren County Board of Supervisors meeting, when the complaints were made about the lack of speed limit signage on Rte. 55 near the entrance. Carter’s report listed the repairs VDOT has made on the

roads leading into the old Fishnet Property, which were the result of damage to the roads caused by heavy construction vehicles. He stressed that no permanent repairs will take place in that area until after the heavy construction vehicles have stopped running on them. Board Chairman Tony Carter pressed County Administrator Doug Stanley about the kind of work that is taking place on the former Fishnet property, which is now owned by the County. Stanley replied that work was continuing on the athletic fields and probably would last for the next 10 years or so. South River Supervisor Linda Glavis thanked Carter for considering the placement of rumble strips along Route 340. Carter informed the board that he had recently gotten a call from a truck driver who was actually complaining about the newly placed rumble strips. Board Chairman Tony Carter made the point of saying that the ribbon cutting ceremony for the new Morgan Ford Bridge would probably be pushed back until sometime in the spring and Carter agreed. The Board passed an extensive consent agenda of 13 items. These were: • A request for the use of Warren

County Court House lawn by the Little Chapel Baptist Church. • A request for the use of the Warren County Court House lawn by the American Legion for November 11th, 2018. • A request for additional appropriation of $512,326 in funding from various sources to the Warren County Public Schools. • A request to adopt the 2019 Parks and Recreations fee schedule. • A request for a resolution approving the 2018 Northern Shenandoah Valley Regional Hazard Mitigation Plan. • A request for amendments to Front Royal/Warren County Airport Commission bylaws for a road naming to “Long Winding Road.” • A request for a conditional use permit to change the name of a business from Shore Stop to Family Shores Store, LLC. Also on the consent agenda were four requests to advertise for public hearings and requests for six disbursements of $50 each for coyote bounties. There was one public hearing dealing with the sale of property owned by the county. That first reading was voted on and passed by a 5-0 vote. Health officials are not aware of any other cases of hepatitis A among patrons or staff at this time. Individuals who ate fresh food (not prepackaged) from the deli at Apple Mountain Exxon in Linden from November 11 through November 20, and have not been immunized against hepatitis A, may still benefit from vaccine or immune globulin to prevent hepatitis A if received within two weeks of exposure. Those who ate fresh food from the deli (not prepackaged) on those dates should contact their health care provider for vaccination or treatment within two weeks of the date of their suspected exposure. Hepatitis A is an inflammation of the liver caused by the hepatitis A virus. The classic symptom of hepatitis A is jaundice, which is a

Snapchat threats lead to teen’s arrest The Warren County Sheriff ’s Office received a complaint at 10:10 pm November 19th from a Warren County High School student of a potential school threat. There had been a threat that an individual was going to shoot up Warren County High School. The threat was circulating on the social messaging app Snapchat. Early in the investigation of the incident, it was determined that Nick Moon, 18, of 310 Locust Dale Rd fabricated the rumor on social media. Moon is a senior at Warren County High School. Moon was charged with the following: §18.2-60 Any person who communicates a threat, in a writing, including an electronically transmitted communication producing a visual or electronic message, to kill or do bodily harm, (i) on the grounds or premises of any elementary, middle or secondary school property, (ii) at any elementary, middle or secondary school-sponsored event or (iii) on a school bus to any person or persons, regardless of whether See BRIEFS, 18

Lake Front Royal vehicle arson During the early morning hours of Friday, November 16, 2018 the Department of Fire and Rescue Services responded to a reported vehicle fire at the entrance to the Lake Front Royal Community. Firefighters and Sheriff ’s Office Deputies arrived on the scene at the Lake Front Royal access turnaround and found a 1994 Ford Taurus passenger car fullyengulfed in flames. It appeared the vehicle was crashed into a fence and became stuck. The fire was quickly extinguished and it was determined no one was in or around the vehicle. The Warren County Fire Marshal’s Office was called to the scene and determined the fire originated within the passenger compartment of the vehicle and was a result of an act of arson. The vehicle was later reported stolen from the community parking area of the Lake Front Royal Community. Investigators from the Fire Marshal’s Office and Warren County Sheriffs Criminal Investigations Division are currently investigating these incidents in a joint investigation effort. Investigators are seeking information in relation to the stolen vehicle and arson incident. Anyone with information

Former city resident indicted on 1975 rape charge On November 13, 2018, Venkata Yeleti, a 76-year-old Temple, Texas resident, was arrested at his home as a result of grand jury indictments obtained in Winchester Circuit Court the same date for two counts of rape. The incidents, which occurred at Yeleti’s former home on Taft Circle in Winchester between 1975 and 1977, were reported to Winchester Police on September 14, 2018. The 53-year-old female

Shenandoah Valley Electric Cooperative Warns Of Payment Scam Shenandoah Valley Electric Cooperative (SVEC) member-owners have recently been targeted with deliberate deception to extort money from member-owners by telephone. This week, a num-

ber of member-owners have been convinced to submit a substantial amount of money to the phone scammers. In this instance, the scammers extort money through a fraudulent call to electricity consumers demanding payment and threatening disconnection if payment is not made immediately. Some scammers have claimed that they are, “acting on behalf of the co-op,” which they are not. SVEC employees will never call asking for payment over the phone. Another indication that it might be scammers on the line is that they ask for a certain type of payment – perhaps insisting you provide them with one or more debit cards. “First and foremost, we want our member-owners to know that no representative of the cooperative will ever mention a specific credit card or payment method, and our employees will only communicate about potential termination of electric service with member-owners through a mailed notification, not through a phone call asking the member to pay for their service by credit card,” SVEC President and CEO Michael W. Hastings said. “Unfortunately, a couple member-owners of SVEC have fallen victim to this crime. The local authorities have been notified and will follow up as necessary. J.D. Jones is investigating a twovehicle fatal crash in Culpeper County. The crash occurred Nov. 8, 2018 at 4:45 a.m. on Route 229 at the intersection with Route 611. A 2017 Toyota Camry was eastbound on Route 611 when it pulled out onto Route 229 and into the path of a northbound tractor-trailer. The tractor-trailer was unable to avoid the Camry and the two vehicles collided. The driver of the Camry, Paul B. Marshall, 55, of Rixeyville, Va., died at the scene. The driver of the tractor-trailer was not injured in the crash. The crash remains under investigation.

Fatal Clarke County Crash Virginia State Police Trooper J.W. Bennett is investigating a single-vehicle fatal crash in Clarke County. The crash occurred Nov. 11, 2018 at 8:35 a.m. on Route 340, just over a mile north of Route 7. A 2015 Toyota Corolla was traveling north on Route 340 when it crossed the center line, ran off the highway and struck a tree. The driver, Joseph L. Kittiver, 24, of Round Hill, Va., died at the scene. The crash remains under investigation.

Winchester Police to begin ‘Combat the Cat’ anti-theft awareness campaign The Winchester Police Department (WPD) will begin an awareness campaign titled “Combat the Cat – Lock it Tight or Risk the Swipe!” in order to educate residents about the risks of leaving vehicles unlocked and unattended. From January 1, 2018 to October 31, 2018, the WPD responded to 99 calls regarding thefts from motor vehicles. Items reported stolen ranged from purses to firearms. In some cases, vehicles were locked and assailants gained access to the valuables by breaking through car windows. Data compiled by the WPD shows that the incidents occurred more often in residential than business areas. An increased amount of theft from motor vehicle incidents occurred between West Boscawen, North Cameron, and Commercial Streets as well as areas between West Jubal Early Drive, Meadow Branch and Valley Avenues, and near John Handley High School. “A number of residents have unfortunately experienced theft from motor vehicles over the past year, so we came up with this awareness campaign to remind See BRIEFS, 24

Yes Gerry, all 50 states and 5 US Territories (Guam, American Samoa, US Virgin Islands, Northern Mariana Islands, and Puerto Rico) have an official tree. Texas designated the first state tree, the Pecan, in 1919. California has designated 2 official trees, the Giant Sequoia and the Coast Redwood. And Nevada also has two trees, the Singleleaf Pinyon and the Great Basin Bristlecone pine. As I’m sure you know,

Virginia’s state tree is the Flowering dogwood, which also happens to be the official tree of Missouri. One state tree isn’t even originally native to that state. Hawaii’s official tree, the kukui (Aleurites moluccana) better known as the candlenut, was introduced from Polynesia. The nuts of this tree provided the ancient Hawaiians with light, oil, relishes, and medicine. In 2014, because of an initiative from a 4th grade class, Utah changed their state tree from the Colorado Blue Spruce to the Quaking Aspen. During debate on the bill, legislators argued that the aspen can be found in most regions of the state and makes up 10 percent of Utah’s forest cover,

compared with the 1 percent of the blue spruce. And the students said it makes sense for Utah’s symbolic tree not to be named after a neighboring state. The Pando aspen grove in central Utah is also considered to be among the Earth’s largest and oldest living organisms. Pando (Latin for “I Spread Out”) or The Trembling Giant is an enormous grove of Quaking Aspen that is an entire forest from a single organism. The Dog-Eat-Dog World I’m always amazed that the Washington types I consider to be such jerks are completely different when I run into them at a dog park. They’re actually pleasant to be around. Our canine kids certainly are a good influence. I find it interesting that President Donald Trump and his family don’t have any puppies, not even the ones that most politicians trot out for warm and fuzzy photo ops or campaign ads. But not Trump, maybe because he doesn’t do warm and fuzzy. Or perhaps it’s because he’s a major-league germaphobe and is worried about rabies. Come to think of it, though, given some of the personalities in his administration, that’s probably not it. There’s some question about whether Harry Truman actually said it or not, but it’s still worth noting: “If you want a friend in Washington, get a dog.” Donald Trump is no Harry Truman, to put it mildly. In addition, he clearly doesn’t care about having friends in Washington, or for that matter, anywhere beyond the rallies where crowds howl their approval nonstop, no matter how he foams at the mouth. He’s foaming a lot lately, growling constantly about how he can’t control the media packs no matter how he tries to intimidate them. Even pulling a White House pass from that hot dog Jim Acosta didn’t cause Acosta or anybody else to cower. And when he tried his alpha act in Paris, French President Emmanuel Macron, who previously had tried to

So, another trip overseas, another embarrassment. But finally President Trump was safely ensconced in his home kennel. Back in the day, he used to be quite the horndog, at least according to his PR. But these days, instead of sniffing whatevers, he tweets: “The problem is that Emmanuel suffers from a very low Approval Rating in France, 26%, and an unemployment rate of almost 10%. He was just trying to get onto another subject. By the way, there is no country more Nationalist than France, very proud people-and rightfully so!” Take that, Macron! Now the president can start taking a bite out of the high levels of his administration, dumping all those who have displeased him. We can expect more than two more years of this, as “Bulldog” Trump (many think he looks like one) wavers between snarling and whimpering as he hounds everyone who raises a leg against him. Why Trump Should Fear Joe Biden Joe Biden is a gaffe-prone 75-yearold Washington veteran -- who is exactly what Democrats need. The suburbs have turned against Republicans, but Donald Trump’s working-class base is still with him in a geographic and demographic stand-off that will -- absent a gamechanger -- define the 2020 election. The play for Democrats should be obvious: Make a serious appeal to Trump’s voters, take back the Blue Wall states of Wisconsin, Michigan and Pennsylvania, and win the presidency. In other words, go with Joe Biden or someone like him with a Midwestern or working-class sensibility (newly re-elected Sens. Sherrod Brown of Ohio and Amy Klobuchar of Minnesota come to mind). His gruff manner, Catholic faith, Irish ethnic background, unionfriendly politics and upbringing in Delaware via Pennsylvania make him as close as the contemporary national Democratic Party gets to a working-class match for the Great Lakes states that Trump stole from it in 2016. From this juncture, those states again look absolutely crucial. If the rest of the electoral map stays the same, Democrats need to win all three of Wisconsin, Michigan and Pennsylvania to take back the White House. Even if they pick off 2016 red states Arizona and Georgia, they still need Michigan or Pennsylvania to get over 270. Conversely, it’s hard to see where Trump goes and wins new territory to make up for the loss of Wisconsin,

Trump didn’t win those three states by much, by about 80,000 votes collectively. More than anything, he depended on running against a Democratic candidate who was unacceptable to working-class whites. Right now, it looks like he needs a repeat performance by the Democrats, and he may well get one. The Democrats don’t usually do old and familiar, at least not when they win. The last three Democratic presidents, Jimmy Carter, Bill Clinton and Barack Obama, were freshfaced newcomers on the national scene. And then, there are the party’s new obsessions. Class has been trumped by race and gender, and as a white male Biden is 0-2. Inequality is now less of a motivator than intersectionality, economic privilege less of a concern than white privilege. This was a stumbling block for the class-obsessed Bernie Sanders last time, and would surely hamper Biden and Sherrod Brown in today’s even more fevered context. The Democrats are not set up to go with, in the derisive phrase, stale, pale and male. Perhaps they can find another Barack Obama-type candidate who lights up the base while having just enough draw for working-class whites. There also is more than one way to win back the Blue Wall -- higher black turnout could make the difference. But there’s a good chance that Democrats will get consumed by the hot-house dynamic of their nominating process, and select someone who, like those defeated progressive darlings of the midterms -- Beto O’Rourke, Stacey Abrams and Andrew Gillum -- is better suited to going down in a blaze of glory rather than winning over an increment of Trump voters. Engle’s Angle: “Third Time’s the Charm?”

By Kevin S. Engle There’s this restaurant we’ve been wanting to try. We’ve been there twice. No luck so far. The first time we went, a few years back, it was on a Sunday. They were open from 12-8. We arrived just a little past noon. Friends were in town for the weekend. We were going to have lunch and then they were headed home to Pennsylvania. When we got there, there was a sign on the door. They were closing soon. No food. Huh? Yeah, they were out of food. When’s the last time you’ve been to a restaurant that didn’t have any food? How about never? Sure, a place may run out of meat loaf on occasion, or that piece of chocolate cake you had your eye on for dessert is gone, but everything? And 30 minutes after they opened? I could be wrong, but if a restaurant doesn’t have any food, is it really a restaurant? I’m not sure what it is. Disappointed, and a bit surprised, we went elsewhere and found a place that did have food. The second time we went to this particular establishment was just last week. It was a Tuesday. We were meeting some neighbors for lunch. When we got there, it was dark in-

side. Not a good sign. And speaking of signs, there was another one on the door. Uh oh. This can’t be good. And it wasn’t. It listed their hours. Apparently, they’re closed on Tuesday. They’re not supposed to be. Not according to their website. Monday was the only day they’re not open. We weren’t there on Monday. We were there on Tuesday. Ok, what’s going on here? Is this place ever open? Disappointed, again, we found another restaurant that was open and had food. We’re going into town today. I suggested to my wife we try one more time. She doesn’t think we should. Hey, it’s Friday. They should be open. Will they have food? Hopefully. I’ve looked at their menu. I see things I like. What else could go wrong? Food poisoning? Wouldn’t that be something? I checked online to see if they’ve had any health inspection violations. Nothing serious. I think we should give it a try. I’m on a mission. I’m determined. I will eat at this restaurant. Stay tuned.

SVEC Up Front in Distributed Energy Initiatives As interest in distributed energy from renewable resources mounts, Shenandoah Valley Electric Cooperative (SVEC) continues working to increase its participation and be a leader in sustainable initiatives. The cooperative is progressing its studies to investigate the best practices for power from renewable sources, including leading the way on the regulatory and legislative fronts. “We’re working hard to find ways to make the use of solar power acceptable to all parties involved,” Vice President of Engineering and Operations Greg Rogers said. “A long-term equitable solution to issues related to distributed generation must be found and now seems to be the time.” Rogers points out that SVEC follows all applicable regulatory and legal requirements related to the incorporation of distributed resource facilities on the cooperative’s systems. He said, “As we see, more and more, distributed systems are popping up in the areas surrounding SVEC’s service territory. While we have a policy of not weighing in on the merits of each installation, we will work with any parties of interest wishing to properly interconnect to our system.” Rogers continued, “We’ve taken a number of steps to prepare for a potential increase in solar use, and definitely answer more queries from our member-owners, including an increase in net energy

metering. It remains important that our member-owners contact us if they are considering net metering, to ensure a safe interconnection. SVEC has also re-formulated an open position within the cooperative, now an energy program coordinator position, who will work to enhance the memberowners’ energy-diversified program experience.” In October, the cooperative issued a request for proposals regarding the installation of solar energy production facilities at its new Rockingham Complex. This summer, SVEC’s Board of Directors adopted a strategic plan that included increasing the cooperative’s efforts with solar and renewable energy sources as a priority. Virginia Announces New Educational Pathways for Early Childhood Teachers Virginia Early Childhood Foundation, Virginia colleges and universities lead effort to strengthen early educator workforce Governor Ralph Northam announced that for the first time in the Commonwealth, early childhood educators will have access to a seamless pathway for earning

marketable credentials in early childhood education. Now, due to regulatory changes made by the Board of Education and internal policy changes by participating community colleges and universities, early childhood educators can further their education efficiently through a streamlined pathway connecting credentials, associate’s degrees, and baccalaureate programs. Through agreements between Virginia’s community colleges and its four-year institutions, people seeking degrees in early childhood education will be able to take courses at community colleges—earning certificates or an associate’s degree—and then seamlessly transfer to a four-year institution for a bachelor’s degree if they wish. That was not previously possible in Virginia’s higher education system. “This new pathway will bolster our early childhood workforce in the short term by allowing students to acquire an associate’s degree in early childhood education that fully articulates into a bachelor’s degree,” said Governor Northam. “And by ensuring that early educators have the necessary skills to support the growth and learning of our youngest children, this effort will also have a positive impact on future generations of Virginians.” At a symposium held today, the Virginia Early Childhood Foundation, Virginia Commonwealth University, and Longwood University celebrated these efforts and continued discussions about improving the track to a career in early childhood education. “Teachers truly hold the future in their hands, and there is no more critical time in a student’s life than these first five years when about 90 percent of brain development occurs,” said Virginia’s First Lady Pamela Northam, who attended the event. “We are excited to celebrate this remarkable achievement of a higher education pathway that provides early educators with the tools they need to be their best.” With the support of Virginia’s School Readiness Committee and Secretary of Education Atif Qarni, and with leadership from the Virginia Early Childhood Foundation, a taskforce of key stakeholders and representatives of Virginia community colleges and universities has been working to overcome barriers to this career pathway. The pathway gives early educators access to more affordable coursework and credentials that

“stack” seamlessly from one certificate or degree to the next. Virginia’s higher education institutions have worked out an agreement to ensure that all credits transfer, and the timeline for graduating with a bachelor’s degree and teacher licensure is achievable within a 4-year period. Since many of these educators are working full time, this pathway makes it feasible for them to move along the continuum at their own pace and set credentialing goals that meet their needs, interests, and job responsibilities. “Research shows that the benefits of high-quality early education last a lifetime,” said Dr. Megan Healy, Chief Workforce Development Advisor to Governor Northam, also in attendance. “This newly created career pathway will improve experiences and outcomes for both our teachers and the students they serve.” “We commend the administration and elected officials who have demonstrated unwavering support in this landmark effort to create robust, career-building opportunities for teachers of very young children,” said Kathy Glazer, president of the Virginia Early Childhood Foundation. “Virginia early educators can now achieve credentials and mastery that reflect and support the teaching and learning excellence that all young children deserve.” James Madison University is now enrolling the inaugural cohort of students in the new program for the spring 2019 semester. Several other state universities are planning to enroll students in the 2019–2020 academic year. All certificate and degree programs in the partnership have been redesigned to focus on building the distinctive skills needed to support the optimal development of children from infancy through third grade. The symposium was attended by state leaders, regional early childhood representatives, funding organizations and teams of administrators, program developers, faculty, students, and early educators from Longwood, Virginia Commonwealth University, James Madison University, Old Dominion University and George Mason University, as well as Patrick Henry, John Tyler, Reynolds, Lord Fairfax, Tidewater, and Northern Virginia community colleges. Participants focused on improving ways to build competencies and enhance learning and working conditions for the early educator workforce in Virginia.
