Word has spread that some of the best can be found at the Talk of the Mountain Seafood located in the food area of the Liberty Gas Station at 507 North Royal Ave in Front Royal. Owner Bryant Green says, “They are the Number One halfpound crab cake in Virginia!” The

home-made secret recipe takes it to a whole other level.” And folks who have tasted them agree. One satisfied customer described the food as, “the best fresh seafood I’ve eaten anywhere around here...super delicious.” Green has been cooking for the last nearly 30 years, beginning when he was very young by cutting and cooking fries at Five guys in Arlington. Facebook page, describing in his own words some of the history behind his career in making and serving great food. “Well, after my mom’s passing in 1989 I continued on exploring the food industry in 1990, working for the original 5 Guys every summer coming out of the mountains of Markham, Virginia (Sage). Customers couldn’t wait for this little kid to come out of the mountains every summer to cook the best Boardwalk Fries ever. After assisting Mr. Mark Moseley to open up 5 Guys stores in Winchester and West Virginia I started thinking of my own ideas for my own business. “How did the name Talk of the Mountain Seafood come about? “We are one of the well-known families in the area, hard-working, very respectful and very athletic. My Dad passed in June 2014 and I was setting beside his graveside in our family cemetery full of tears because my superhero was gone. I said, “People are gonna be talking about my Dad and people are gon-

be critical of the location or unsure how great his food can be, he has this as his business motto, “You won’t know, if you don’t go.” He also explained why he decided to open up his roadside stands with crab cakes as the main attraction. When he and his wife Laurie were dating, they would drive to Maryland to get crab cakes. When he started out, with a table and canopy, he set up near wineries or breweries. The great food attracted other winery owners to invite him to come back and caused a lot of comment on Facebook. This is where Poonam Sijapati,

the previous occupant of the restaurant, who, with her husband, served Nepali/Indian food, found him when she was planning to move their business to Main Street and was looking for a replacement for the restaurant space in the back of the Liberty Gas Station.. She met him and tasted the food and, out of four possible choices, offered the space to him. “She went with her gut instinct and recruited me,” he said, adding, “she was a great recruiter!” She told him she didn’t want to see him on the side of the road, which she said with good will. “She was my angel,” he said.

Sadly, she passed away soon after moving with her husband Janardan with their Royal Spice Restaurant to Front Royal’s Main Street. He and his son are still there living out her and their dream. Talk of the Mountain has thrived in the new location. The food is delicious, and the prices are reasonable. Green describes the most requested item on the menu as a gluten free Jumbo crab cake. Also, he said, it’s fresh every day and never frozen. He said that people are getting to know they are there more and more and business is good, but

COUNT ONE: in the county of Warren, Joseph Adam Trejo did unlawfully and feloniously commit forcible sodomy by engaging in anal intercourse with a child less than 13 years of age, against the will of the complaining witness by force, threat or intimidation. COUNT TWO: did unlawfully and feloniously commit rape by having sexual intercourse with a child less than 13 years of age. Dates of the offenses were on or about January 1 through May 1, 2019. Anthony Wade Lockhart Jr. The Warren County, VA Circuit Court Grand Jury charges that on or about May 12, 2019, in the county of Warren, Anthony Wade Lockhart Jr., 26, of 1542 Mountain Rd., Front Royal, VA 22630, did unlawfully operate a motor vehicle while having a blood alcohol concentration of 0.08 percent or more by weight volume or 0.08 grams or per 210 liters of breath; or while under the influence of alcohol, a narcotic drug or other self-administered intoxicant or drug, or any combination of such drugs, to a degree which impaired his ability to drive or operate a motor vehicle safely, this being the third or subsequent violation within ten years. A Grand Jury Indictment is only a charge and not evidence of guilt. The defendants are entitled to a fair trial with the burden on the government to prove guilt beyond a reasonable doubt.

When will Americans stand up to the hypocrisy of the Democratic left? EDITOR: After every shooting, which every American should be appalled by, the leftists flood the media with calls to repeal the second amendment. They say we need tougher gun control; we need to ban all guns, and stop the sale of all guns. Their reason is to protect the children. These are the same people who have no problem with abortion or murdering children after they are born. Sadly here in Virginia we have a governor who believes in infanticide. Where is the outrage?

Leftists never however say how they will get guns out of the hands of criminals. Their only concern is taking guns out of the hands of responsible law abiding citizens. If they truly want to do something to stop gun violence maybe they should take a look at Chicago. That Democrat run city has the toughest gun laws in the Country. Let’s use Chicago as a test case and see how that works out. The leftist media very rarely reports the violence in Chicago’s inner city. Why is that? Could it be because the cities that have the most gun violence and gun deaths are all controlled by Democrats? Is there a relationship between intolerance and violence? in their place of business. They are also posting Gun Free Safe Zone signs. Those businesses and schools are putting their patrons and students at risk. The gun free safe zone is telling violence prone, in some cases mentally ill individuals; there is no one here with a gun to stop you. It is functionally hanging a bullseye on these locations. Let’s get to the real reason the Left wants to repeal the second amendment and take our guns. The truth is they want to transform America into a Socialist Country. The easiest way to accomplish this goal is to disarm the citizenry. Look at history. The socialists under Adolf Hitler did exactly this in Germany in the 1930’s. Disarming any potential opposition is one of the first things Socialists and Dictators do. Just think about what you would do if you intended to seize control. 2020. This year marks my 37th in education and my fifth year as the Superintendent of Schools in Warren County. Many are aware of the health challenges my wife, Debbie, has been going through these last several years. The stage that she is in now is accelerating my retirement plans so that we can enjoy more time together. While certainly not the exact path I would be choosing, it is the right thing to do and I have no doubt will be best for all concerned. Debbie and I came to Warren County in 1983. We started teaching in Rappahannock County but within a few years we were both teaching in Warren County and we stayed for the duration. It has been a privilege to grow here professionally and our community has been wonderful place to raise our two children. We made many dear friends while being a part of a caring and child centered school system that makes a difference in students’ lives every day. Warren County Schools are in a good place systemically and in great hands with the leadership we have at all levels. There is an ongoing effort to ensure we have the best people in place to do the best for our students. I leave knowing that our community supports our students and we will continue on the path of continuous improvement. I thank all of those that have been my mentors and all of those that I have worked with side by side. Our schools are filled with kind and competent individuals and I am so proud to have been a part of Warren County Public Schools. Children love to learn and love to play. Just inside the doors of the Shenandoah Valley Discovery Museum in Winchester, the evidence of the truth of this can be seen and heard by observing the many children excitedly moving from one exhibit to another, engaging with the materials at each one. There are so many areas for them to explore and learn on all four floors of the museum which is centrally and conveniently located at 19 W. Cork Street, a short walk across the street from the south entrance to the Old Town Mall. On the first floor, kids can dress in scrubs and physicians’ gear and climb into a real ambulance donated by Valley Health with a stretcher inside, safe medical equipment and baby dolls (possibly there to illustrate how real babies are often delivered on the way to the hospital sooner than expected!) This is in the same room where kids can crawl through tunnels representing a human body by way of an entrance that looks like big red lips and travel over inside ramps that lead up and across surrounding high walls, through tunnels representing the digestive tract and come out the other end to emerge onto the ground floor again. There’s also a room that has play apples showing how apples go from the orchard to a canning warehouse where buckets of pretend apples are carried

Alistair Bingham, who works at the museum is one of them and he’s been in his job as a visitor engagement specialist for more than two years. He enjoys helping children find out what is

happening in each area. In one spot, he demonstrated how a hand-held microscope, when placed over an object, displays the minute details on a computer screen. In another, he pointed to the real bees that collected around a plastic box outside a window coming for nutrients. “The local beekeepers have created a profound exhibit, beyond anything that is ever commonly seen! Bees flying in and out of a three-story building

in the middle of old town Winchester!” one enthusiastic visitor commented. “It’s lots of fun,” Bingham said. “I like playing with the kids.” He had come up on the rooftop that has amazing views of Winchester and was talking about some of the things available at the museum. He remarked on the high fence around the edges of the roof and said they were built especially so kids couldn’t fall off He says that right now, with school

just getting started, things are a little slower than usual. “There’s a lull in September, but there are school field trips held here every weekday after school has been in for a few weeks and it picks up more in October,” he said. “For Halloween, members of the staff dress up in costume and visitors also can come in costume.” One parent who was visiting from Washington DC said, “These are excellent exhibits in a small perfectly sized museum! This museum was perfect for our kids aged 2, 5 and 6! And it was not exhausting for their parents, like our visits to some of the larger children museums. The layout, on four relatively small floors, means that we can watch all of our kids at once while they each play with whatever they

“That’s a start, but that’s not enough. On its own, since the scandal broke in March, the EDA has passed procedural reforms that have increased transparency and accountability,” Browne continued.

“We look forward to working with this committee and the reform committee in what we’ve done and adopt additional procedures that will prevent future embezzlement and mismanagement. Whatever form the EDA takes

in the future has to be effective by the county board and city council and our citizens and the media. Right now, the EDA board is the first site of oversight but not the only one. We welcome and encourage involvement whether from the town, county or citizens. Attend meetings, ask probing questions and make sure they are fully answered. Trust but verify. Reforming the EDA shouldn’t be the only goal of this committee. In chaos there is great opportunity. The town and county have the opportunity to bury old disagreements that hinder economic development and work together for a shared future. “We have the opportunity to speak with one voice and to present an irresistible opportunity for businesses looking for what is already here,” Browne concluded. He went on to say that this is a new EDA board that is active and looking to turn the EDA around. “We understand the importance of working with the town and county towards the same goal. That goal is to make our town and county better and stronger and safeguard taxpayers’ monies. We are here to work. The final comment at the end of the day, is, ‘We all want a strong economic development effort and procedures that protect citizens’ resources.’ We ask this joint committee to appoint a member of the EDA Board to the EDA Reform Committee so that we can work with them as well. We have a lot to offer the committee.” Browne then turned the presentation over to EDA Executive Director Doug Parsons, who said, “I would like to share with you some of the progress

we have made over the last few months with our internal operations and answer any questions that you might have. I know that our financial and fiscal policies are of paramount importance to everyone here tonight, so I want to start with that. We’ve revised our financial processes and we have developed financial best practices and we’ve fully transferred to the financial fiscal agency through the county and board of supervisors.” Parsons let the joint committee know that the EDA is planning on redirecting their efforts away from items such as workforce housing projects. Both Parsons and the EDA agreed such projects should be left to other organizations that are more suited to handling them. Parsons presented the committee with a list that was put together by EDA Administrative Assistant Gretchen Henderson. The list consisted of: EDA-owned properties; outstanding loans with balances and the payment schedules; an accounting of the new Front Royal Police Station loan and payments of that loan and interest; and an accounting of all the work performed and its cost. A list of EDA bank account balances totaling $1.87 million in cash assets was also provided. Parsons explained how the bills of the EDA are paid, “We code it, we get the signatures of two EDA board members, the chairman, the vice chairman and/or the treasurer. We have the bills to the county’s finance department by the fifth of each month. The county’s finance department enters these into their system and reviews them. Then, once they are approved by the county’s

finance department, they go to the board of supervisors for their review. Then, and only then, are checks cut and mailed out. The FRWCEDA will record deposits and keep track of all our finances and QuickBooks and we can then reconcile them with the Board of Supervisors. This will offer another layer of accountability,” he explained. Interim Mayor Matthew Tederick voiced his support, stating, “I just want to thank the EDA Board members. I think people sometimes forget that you are volunteering your time to serve your community. I, for one and the council, and I know the board of supervisors, we don’t look at this as a small task. Couple that with the turmoil that we find ourselves in, this ‘catastrophic event’ which was a very good choice of words. So, we understand, and we recognize what you are going through. No one wants to get this resolved quicker than you. I know the community cares deeply and the town council does as well. I am encouraged with what I am getting from the reform committee,” Tederick added. The overwhelming message that the EDA Board members wanted to get out was simply this, “The debacle was a word thrown out when referring to failed projects like IT Federal and Workforce Housing. And that those kinds of failures would not happen again.” Parsons emphasized that companies like IT Federal would have to work overtime to prove that a company can indeed live up to their promises, but also someone within the EDA would have to take the time and perform due diligence in investigating any company that wants to set up shop here in Warren County or Front Royal. Crooked Run West rezoning took center stage at county meeting

By Timothy Ratigan Warren/Frederick County Report On the Tuesday, September 3rd, 2019, the Warren County Board of Supervisors held their first meeting this month and during the public comment section of the meeting, county resident Gary Kushner rose to address them. “I hope everyone had a good weekend, but unfortunately it’s time for everyone to get back to work. I am here to speak about the Crooked Run West issue that is on the consent agenda. Having this item on the consent agenda is not appropriate in my opinion. There are factors that should be openly considered when deciding this issue. There must be some sort of collective board agreement on it for it be on the consent agenda. “What discussion or consideration has already occurred for there to be general agreement that this rezon-

ing application needs to be reviewed again by the planning commission (Warren County Planning Commission)? If there have been private talks between board members, the applicant, or county administrator or other staff, how would the public be aware of that? I was under the impression that transparency was a regular concept,” he argued.

“I can assure you that the citizens are very interested in their representatives’ positions on the matter and while I am a lone speaker today because this got scheduled rather quickly, I assure you that I represent the sentiment of many, many of our citizens. Just because the staff suggests that the application amended might warrant additional review doesn’t mean it should be rubber stamped. While I respect the people in the planning department and have previously acknowledged them from this podium, I personally feel that, due to the sensitivity surrounding this project, they may be a bit paranoid. “Neither the minimal amendment changes from the prior proposal nor changes in the state of Virginia rules

on proffers specifically indicates the need for another planning commission review. The planning commission previously reviewed this rezoning from commercial to residential in a conditional use permit request for a planned residential development in April. “They recommended this application be denied because it was inconsistent with the county’s comprehensive plan. “The Planning Commission commented that the area was best suited for long range commercial development and that that potential benefits

of the proposed residential development could best be realized in other areas of the town and county that were more suited for it, Kushner said. “The amended application deviates from the prior application basically in three ways. The number of planned residential units has been reduced from a 1,025 to 750, all of which would be apartments now. The Virginia Department of Transportation (VDOT) sharing for road improvements is

eliminated. Eliminating revenue sharing for a proffered acreage removal does not affect the previous reasoning for the planning commission recommendation for denying the application. The proposal is still for high density residential development in a commercially zoned area that has significant traffic challenges already. “This project has been hanging around like a flu for 14 days and is a source of significant concern and anxiety for the public. It needs to be resolved. Referring the application back

to the planning commission would just be kicking this rusty can down the road. If the truth be known, the applicant, the county administrator, and some members of the board were disappointed in the planning commission’s recommendation to deny the rezoning and this is nothing more than an attempt to get an opportunity to get a different opinion from the commission more aligned with their belief of what should happen in our community. It is well understood that the applicant’s project is only viable with the

availability of public water and sewer services. The town’s present policy is to only provide such services outside the town’s limits to commercial projects for the 340/522 Corridor,” Kushner concluded. The Crooked Run West agenda item was pulled later in the meeting for discussion. South River Supervisor Linda Glavis was one of the board members who commented on the item, saying that one of the primary reasons the planning commission voted against the rezoning was that the proposal does not follow the county’s comprehensive plan. Glavis also explained that there is property within the town limits that could be used for residential development and that the Crooked Run West property should remain commercial. “Our comprehensive plan hasn’t changed; it’s still not in accordance with our current comprehensive plan,” Glavis said. Happy Creek Supervisor Tony Carter added that with the proposed changes, he did not see how it could hurt to have the planning commission take another look at the rezoning application. “It would also give the opportunity for the public to have even more comment,” he said. mented that Crooked Run West had not completed putting the horse before the cart and was still running the cart before the horse. Murray emphasized that the project needs to have more clarity and that the proposal needs to be understood and that it must be black and white. There should be a meeting and then the board will move forward whichever way the supervisors decide to go. “We have enough commotion in this community with people being misinformed and not understanding and we don’t need to fan the fires. That’s what would happen if we did something and didn’t have all the facts and figures all right,” Murray said. Glavis then made a motion that the board advertise for a public hearing on the request and not send the application back to the planning staff. In Warren County alone, pharmacies distributed an average of 45 opioid pills per person, per year between 2006 and 2012. HIDTA, a program created by Con-

gress, is designed to facilitate law enforcement coordination at the federal, state, local, and tribal level in areas designated as critical drug-trafficking regions. In addition to facilitating law enforcement cooperation, HIDTA aims to enhance the sharing of intelligence among law enforcement agencies, facilitate the design of effective enforcement strategies and operations, and support coordinated law enforcement strategies in order to reduce the supply of illegal drugs in the United States. Sens. Warner and Kaine have long advocated for increased federal funding to combat the opioid epidemic in Virginia. Last year, the Senators worked to successfully pass bipartisan legislation to help communities across Virginia by improving opioid treatment and recovery efforts and providing new tools for law enforcement. In 2016, Sens. Warner and Kaine also

Front Royal Warren County EDA Discusses Agency Policies, Makes Real Estate Decisions The Front Royal Warren County EDA called a special meeting on Tuesday, September 10, 2019. It passed motions to: 1) Accept a Letter of Intent and Asset Purchase Agreement for

Vice Chair Jeff Browne was voted alternate. 4) Approve a motion for the EDA to utilize the Interim County Attorney during the gap between when Dan Whitten leaves and a new EDA attorney hired, pending approval from the County Board of Supervisors. Committee Reports: Finance Committee: Director “Jorie” Martin shared the work they’ve done to analyze the various insurance policies the EDA has in place for various properties.

On-going negotiations with the Town of Front Royal were discussed regarding the construction of the Front Royal Police Department. The EDA is proud to partner with the town to provide a state-of-the-art facility to serve the needs of our growing community. Assets Management Committee: Director Greg Harold shared news of negotiations with a prospect for the 426 Baugh Drive property. The prospect has submitted a Letter Of Intent. Harold also shared with the board that he had a very productive meeting with the developers of Afton Inn. The developers and the EDA are looking forward to continuing negotiations to move the project forward. Harold indicated the committee has an immediate goal to physically inspect all real property assets and develop a winterization program to ensure that our assets are properly protected for the season change. The crash occurred August 24, 2019 at 4:27 p.m. at 3318 Fisherman’s Way. The preliminary investigation revealed that a Single Engine Cessna Seaplane attempted to land on the water when the plane contacted the water the floats caused the plane to go back up in the air. As the plane came back on the water it collided with an embankment on

the shoreline. The pilot, John J. Grieff, 64, of Brooksville, Fl., suffered minor injuries in the crash and was transported to Mary Washington Hospital. There was also an adult passenger that suffered minor injuries. No one on the ground was injured as a result of the crash. The FAA and NTSB were notified of the crash. The crash remains under investigation.

The elk cam is an excellent way to showcase some of Virginia’s most charismatic wildlife species. Elk, during the fall rut period, are highly social and stay in large harem groups out in open areas. This behavior makes them easy to view and watch. DGIF hopes the elk cam will provide some opportunity to see elk for those who are unable to visit the site, some education opportunities and a way for DGIF to promote some of their success. The Elk Cam will run annually from mid-August (calves and cows are expected to rejoin the herd) through November. Elk rut peaks between late September and early October and will have the greatest amount of all-day elk activity. Three viewing stations are now open and are located on Buchanan County IDA (Industrial Development Authority) property, which is located near Poplar Gap Community Park. Each station was built on a different area of the property overlooking individual “viewing zones,” roughly within 1-mile proximity. Virginia DGIF, in partnership with the Rocky Mountain Elk Foundation and the Kentucky Wildlife Resources Foundation, restored 75 elk from Kentucky to Buchanan County between 2012 and 2014. The population has remained close to where they were originally released on reclaimed surface mined lands and has grown to an estimated 250 elk. The selling of apple butter has become a major fundraiser for the club over the last 12 years. Shawquon uses golden delicious apples from the Loretta McDonald farm. Keep pets confined to your property or walk them on a leash. If one of your domestic animals is bitten or otherwise interacts with a wild animal, notify the local health department and animal control officer at once, and have the animal seen by a veterinarian. If you are bitten, scratched, or licked by any of these animals, seek medical attention immediately. Warren County Sheriff ’s Office was made aware of a threat made by a juvenile male on an online gaming system that threatened to do harm to students at Warren County Middle School. The call was received early this morning and the juvenile was quickly detained and interviewed by the Warren County Sheriff ’s Office prior to the start of the school. The investigation determined that the threat was made on Saturday, September 7th and was not reported until the early morning hours today. Because of the nature of the threat, and the fear it instilled in students who received a screen shot, there may be charges pending. Any threat to do harm to our schools is taken very seriously and investigated to the fullest. The Warren County Sheriff ’s Office encourages you to report any threat promptly. “See something, say something.”

Now that summer heat is finally loosening its grip on the Valley, it is time to plan for flu season. Getting a flu shot every year is the single best way to prevent the flu. “It’s important to get the flu shot every year,” says Lord Fairfax Health District Director Dr. Colin Greene. “Flu causes between 12,000 and 79,000 deaths each year in the United States. Those at highest risk for complications include people over 50 and under six years of age, women who are pregnant or may become pregnant during the flu season, anyone with chronic medical conditions or suppressed immune systems, residents of long-term care facilities and people of Native American ancestry.” Dr. Greene added, “Flu viruses are constantly changing, so each year’s flu vaccine is designed to keep up with the changing viruses. Because of this, an annual flu shot is essential to protect your health, and the health of those around you.” Everyone aged 6 months and older who does not have a medical reason not to get the flu vaccine should receive the flu shot. This is especially true for members of high-risk groups, or those who care for and live with them. For example, babies under six months of age are too young to get vaccinated, therefore it’s vital to immunize those who come in contact with the very young. Flu season typically runs from the fall through the winter and early spring months. Immunity to the influenza virus develops about two weeks after vaccination and lasts for six months or more. Sure Mark. Climate change, also called global warming, refers to the rise in average surface temperatures on Earth. An overwhelming scientific consensus maintains that climate change is due primarily to the human use of fossil fuels, which releases carbon dioxide and other greenhouse gases into the air. The gases trap heat within the atmosphere, which can have a range of effects on ecosystems, including rising sea levels,

severe weather events, and droughts that render landscapes more susceptible to wildfires. Trees help fight climate change by sucking up (through Photosynthesis) the heat trapping carbon dioxide from the atmosphere. Photosynthesis is a process used by trees and other organisms to convert light energy into chemical energy that can later be released to fuel the organisms’ activities. This chemical energy is stored in carbohydrate molecules, such as sugars, which are synthesized from carbon dioxide and water – hence the name photosynthesis, from the Greek phōs, “light”, and synthesis, “putting together”. Oxygen is also released as a waste product.

The amount of carbon dioxide sucked up, and oxygen produced, by one tree depends on several factors, including the species of tree, its age, its health, and the tree’s surroundings. A tree produces a different amount of oxygen in summer compared to winter. A general calculation finds that one acre of trees annually consumes the amount of carbon dioxide equivalent to that produced by driving an average car for 26,000 miles. The commonly seen practice of holding a fist in front of a cough does no good, and actually leaves germs on the person’s hand that spread by touching. Clean your hands. Washing your

hands often will help protect you from germs. Soap and water are best, but if they are not available, use an alcoholbased hand rub. Avoid touching your eyes, nose or mouth. Germs on surfaces can be picked up and spread when you touch your eyes, nose, or mouth. It helps to clean and disinfect surfaces at home, school and work – especially if someone is sick. Support your general health. Reduce stress, get enough sleep, exercise, eat nutritious foods, and drink plenty of fluids. A healthy body is better able to resist illness. Winchester Police Department announces newly-formatted Citizen Academy The Winchester Police Department will offer a one-day Citizen Academy on Saturday, November 16, 2019. The new, condensed format is an alternative to the full-length program that traditionally occurs each Tuesday evening from September to November.

On September 4, 2019 at approximately 7:27 p.m., Winchester Police Officer A. Davies encountered a gray Hyundai passenger vehicle on Parkway Street after it abruptly slowed and stopped upon seeing his police vehicle. The officer made contact with three individuals inside the vehicle. A K9 was called to the scene and positively alerted to the presence of narcotics. Fatal Crash in Warren County Virginia State Police Trooper K. Orr is investigating a single-vehicle fatal crash in Warren County. The crash occurred September 8, 2019 at 9:00 a.m. on Interstate 66 at the 14.2-mile marker. A 2017 Chevy Silverado was traveling east on I66 when the driver lost control, ran off the roadway right, struck a guard rail, went down an embankment, and struck a tree. The driver of the Chevy, Steven D. Johnson, 45, of Spotsylvania, Va., died at the scene as a result of his injuries. Johnson was not wearing a seat-belt. The crash remains under investigation. Virginia State Police Trooper D. Ayers is investigating a two-vehicle fatal crash in Frederick County. The crash occurred September 4, 2019 at 4:25 a.m. on Interstate 81 at the 324 Mile Marker. A 2001 Buick Century was traveling north on I81 in the right lane when the driver attempted to change lanes and collided with a 2002 Van Hool charter bus that was traveling north in the left lane. The impact caused the Buick to strike a guard rail on the south bound side of I81 and the charter bus the strike a guard rail on the right shoulder. The driver of the Buick, Ronald W. Dick, 41, of Martinsburg, WV., died at the scene as a result of his injuries. Dick was wearing a seat belt. The driver of the charter bus, a 39 year old male, of Brooklyn, NY., was not injured in the crash. 10 adult passengers and 1 juvenile passenger suffered minor injuries in the crash and were treated on scene. The crash remains under investigation. Virginia State Police was assisted by the VSP’s Division 2 Accident Reconstruction Team, the Berkley County Sheriff ’s Office, and, Frederick County Fire and EMS, and VDOT. A Mechanicsville, Md. man is behind bars for DUI and multiple other charges in three counties after he fled from law enforcement Friday (August 30, 2019). Virginia State Police have charged Jeremy M. Carr, 32, in Warren, Fauquier, and Prince William counties with three counts reckless See BRIEFS, 28

BRIEFS, from 27 driving, three felony counts of eluding police, three counts driving on a suspended license, three counts of unauthorized use of an automobile, three counts of DUI, and three counts wearing a mask to conceal identity. Also in Warren County, state police charged Carr with one felony count of hit-and-run, one count of failing to obey a traffic light, and one count of passing on a double-solid center line. In Prince William County, Carr was also charged with one count of passing on a double-solid center line. State police initiated the traffic stop at approximately 7:57 a.m. as a 2010 Ford F-250 was traveling west on Interstate 66 at the 37 mile marker in Prince William County. The violation was for speeding - as the F-250 was driving 93 mph in a posted 70 mph zone. The Ford continued west on I-66 and entered Fauquier County, reaching speeds of up to 100 mph. The Ford F-250 finally pulled over and stopped on Route 340 in Warren County. The driver, Carr, was taken into custody without further incident. During the course of the pursuit in Warren County, the Ford did strike another vehicle. No one in that vehicle was injured. No state police troopers were injured in the course of the pursuit.

The crew will be there for three weeks working to bring electricity to five communities for the first time. The initiative is entitled “United We Light: Project Bolivia” and is sponsored by the Virginia, Maryland & Delaware Association of Electric Cooperatives (VMDAEC) in conjunction with National Rural Electric Cooperative Association (NRECA) International and support from the National Rural Utilities Cooperative Finance Corp. The line workers will be divided into two teams for an estimated 12 days of work on 11 miles of power line. Their work includes: constructing primary and secondary lines; string, sag and tie in conductors on the structures; hang transformers and make connections; and provide hands-on training to local utility workers. In all, 52 households will be powered. “The main reason we’re going is to electrify villages and it’s going to change those people’s lives forever. And it will forever change the lives of the guys who are going,” said John Medved, director of safety and compliance at REC and team leader for the project.
