Vasquez rose to address the council and express her concerns regarding the proposed residential development out at Crooked Run Two. “I am here tonight to pose some questions and to suggest a possibility. If I am mistaken regarding my information or assumptions, I would welcome clarification. I ask these questions in the hopes that someone on council will address them and reach out to me in response,” she began.

“With that said, the demand for county growth outside the town limits appears to override the commitment to the needs of the town citizens and why would the council consider any proposal without first getting some answers

to some basic questions? As you are already aware, discussions regarding the provision of water and sewer service to the Crooked Run Two project leave more questions than answers.

“And it appears to have little community support in providing these expensive services to high density development outside the town limits without annexation.

My questions for this council regarding the sensible planning are the following: • Is there data by the regional planning commission on the latest projection on the water demand for this area through 2025 broken down by residential and commercial usage for both town and county?

dential and commercial growth forecasts based on available land?

• Since the citizens of the town will be paying for the construction of the extended services, has the council authorized a financial study to establish a return on investment or the break-even point at a minimum?

• Has any council member considered that if the supervisors ap-

proved the development before the town has done its due diligence, the supervisors may turn public opinion against it by suggesting that the town is restricting economic growth?” she asked.

Vasquez then continued, “Proceeding with this high-density project seems to be challenged by pitfalls and community resistance, financial reservations, and limited

natural resources. Notwithstanding this discussion, I have an idea I think would better serve our community moving forward.

“And this is a program that we can all agree makes sense with little reservation. There is a growing trend in the development of 55-plus retirement communities in the areas outside, but close to, the urban environments. Lake

Interim Mayor Matthew Tederick informed Vasquez that the town has been in the research phase regarding the town’s ability to provide water and sewer services out to the corridor.

During the mayor’s report, Tederick highlighted a new business in the community.

“I would like to introduce Kevin Rogers of Infotech Cellphone Repair on Main Street. It is not often that I do this, but I did want to spotlight Kevin Rogers. I wanted them to introduce themselves and also to share with the community on what they are planning to do,” he said.

Rogers reported to the council that he had recently conducted a test to bring children out of their homes to play games in a social environment.

He called this Game Day and according to Rogers, it had proved a big success in that it managed to pull in a large group of children to engage and play video games instead of being isolated in their homes. The success of this Game Day test inspired him to expand on his original idea by proposing a community gaming central location to provide an additional social environment for children who enjoy playing video games.

Interim Mayor Tederick extended an invitation to the members of the community for the grand opening on Thursday, September 19th which was the National Day of Gaming.

The Front Royal Town Council addressed and approved several other items during the council

meeting.

Holloway in a bid to build some additional town homes.

Prior to the vote, Councilman Latasha Thompson reminded the council, residents and members of the press that Councilman Holloway was not given any special treatment regarding his request. Holloway also addressed the council and members of the community that he was abstaining from the vote. He reminded the council that he had abstained from the vote on the issue in the past.

Tederick then reminded council and members of the community that even though Holloway is a member of the town council he is also a member of the Front Royal community and retains his right to be treated as a citizen of Front Royal.

The town council approved a motion to write off bad debts for

the third quarter of the fiscal year of 2019 and voted to write off $15,000 in bad utility debts that the town had been unable to collect on.

They hope that in future this number can be much lower than it has been.

Vice Mayor William Sealock addressed the members of the community, “We decided to report bad debt on a quarterly basis just as we do in the business world, and in the past, we were writing off hundreds of thousands of dollars. Hopefully now, we can move forward to improvement,” Sealock said.

At this point with no further business to be conducted Tederick adjourned the council members to a work session and a closed session.

Royal – Warren County Economic Development Authority (EDA). On Friday, Sept. 20, 2019, a Warren County special grand jury handed up 42 misdemeanor counts against 14 individuals.

The Grand Jury charged each of the following with two counts of misfeasance and one count of nonfeasance (Virginia Code Section 1-200) based on the individuals’ knowledge of and inaction of the EDA’s mismanagement of funds.

Since May 2019, multi-jurisdictional grand juries have handed up a total of 28 felony indictments against Jennifer R. McDonald, 42, of Front Royal, Va. McDonald

is a former EDA employee and has been charged with six felony counts of embezzlement of more than/equal to $500, six felony counts of embezzlement of more than/equal to $200, eight felony counts of obtaining money by false pretense of more than/equal to $200, two felony counts of obtaining money by false pretense of more than/equal to $500, and five felony counts of conducting an unlawful financial transaction.

McDonald was released on bond in July.

Thirteen of the individuals indicted Friday turned themselves in to state police Tuesday (Sept.

24) and went before the magistrate who released each one on a personal recognizance bond.

Whitten will meet with the magistrate and state police Wednesday (Sept. 25).

The investigation remains ongoing at this time.

As a member of the Judiciary Committee, I have watched as the Democrats have failed repeatedly to build a case for impeaching the President, from hearings about nonexistent Trump-Russian collusion to the flop that was the Mueller Report.

While the Speaker and her party are now focused on new rumors, phone transcripts, and third-party allegations involving the President, I remain focused on doing the job that I was elected to do by the citizens of the Sixth District. A good start on the necessary legislation to stem this deadly violence – gunstock limits, magazine capacity limits, background checks, mental stability evaluation and care, tighter control of private gun sales, etc. -- has already been passed in the House. Local photographer’s new gallery “steps outside the box” The grand opening of Turnmeyer Galleries will be held on October 5 at 300 South Street in Front Royal

By Carol Ballard Warren/Frederick County Report Well-known local photographer Scott Turnmeyer and his wife Pam have opened a new art gallery at 300 South Street in Front Royal and are eagerly waiting to host the gallery’s ribbon cutting and grand opening on October 5.

“Come and join us as we open our doors and celebrate our Grand Opening! We’ll be doing the ribbon cutting at 10 a.m. when the doors open and will be there all day. Enjoy light refreshments like Streit’s doughnuts in the morning and chips and cookies all day. Meet some of our artists and check out all of the beautiful artwork and photos,” they say.

And they add, “The event is free to everyone and everything is 10 percent off all day long.” The event will be hosted by the gallery and the Front Royal-Warren County Chamber of Commerce and Scott Turnmeyer Photography.

The owner had done a great job with renovations in the building that was formerly a neighborhood convenience store, but, “The building was literally under construction until this morning.” Pam said. “The dust just settled, literally.”

The couple was still in the middle of getting the gallery ready for business last week and they were in the process of setting up display tables and hanging artwork, including Scott’s photographs, and were eager to talk about all that they hope for in their new endeav-

They have lived in Warren County for three years, but Pam grew up in Front Royal and Scott is from Rappahannock County.

They have three children and are settled in here.

“We love it here. We wouldn’t be here if we didn’t,” said Scott, referring to opening the business in Front Royal. “We’re stepping out of the box by locating here instead of on Main Street. “And it’s different from the normal upscale art gallery in Northern Virginia.”

One different feature is the commissioned mural on their outside east-facing wall that was done by artist Jacqui Ris, who has done several murals in Front Royal and Warren County. It adds an attractive element to South Street and should attract visitors, not only to the gallery, but to the town. She will also have her spray paintings exhibited in the gallery.

There will also be sketches and wooden chainsaw sculptures which are unusual items for the standard art gallery.

Interim Mayor locks horns with council over water tap on fees Tederick said Town’s pricing has been a sore subject for him as a citizen for over a decade

Immediately following the September 9th, 2019 Front Royal Town Council meeting, members of the council adjourned to go into a work session to discuss current water and sewer tap fees and it wasn’t long before council members and Interim Mayor Matthew Tederick began an intense conversation about whether, as the interim mayor believed, the costs were too high.

On hand to provide both the council and members of the press with a presentation on the tap fees breakdown was the town’s public works director, Robert Boyer. In his presentation, he showed the council a chart that compared Front Royal’s tap fees with the surrounding tap fees of other locations like Culpeper, Strasburg, Woodstock, Winchester and Harrisonburg.

One example of the price comparison is that the tap on fee with a ¾ inch pipe running into the meter for the town of Front Royal is $14,090. That same size meter would run $16,500 in Culpeper s $13,000 in Strasburg, but in the town of Woodstock would only be $7,000.

A tap on fee is a one-time service charge that has been created and established in order to recover a portion of the cost for the material and the labor that’s involved in tapping into the town’s water

The pricing is also based on the size of piping going from the house to the meter and that can run all the way from ¾ inch to a full 12 inches.

In the town of Front Royal, the cost of a tap on fee can range from $14,090 all the way up to $2,018,865.

Tederick started the ball rolling, saying, “I’m going to say something. I don’t usually do this, but I am going to do it. This has been a sore subject for me, and town water pricing or water pricing has been an issue for me as a private citizen. Not because I have done any developing in Warren County but philosophically from my perspective, I’ve been on this, I’ve seen it.

“We sit around, and we want to build workforce housing and we sit around, and we want to build housing and apartments for our teachers and for our firemen and for our police officers, right?

“And you wonder why we don’t have any projects going on in the town limits? It’s pure economics.

“When you have a house that is constructed or you have a reasonably priced apartment or whatever the case and these things are

priced at a usury level and 12, 14 or 15 percent goes to a tap fee, we’ve got to fix that. So, I have a few more weeks on council, and November 7th I’ll be off council and I hope that the comments come from the podium and beg you to fix this. If you want to have a look at economic development out in the corridor, we had a business on Main Street that paid a lot of money for a water closet. We all know about that, right?

“We have to take a holistic view from my perspective. On one hand we cry about not having enough commercial development or about not having enough affordable housing development, we need to take a good look at our policies because I am not certain we are being as business friendly as we pretend we are. We need to really look at this and do it in a timely manner and have a set goal,” Tederick said.

He asked Town Manager Joseph Waltz if tap fees were on the town’s long-range plan and Waltz stated that they weren’t, to which Tederick replied, “Well they should be.”

Vice Mayor William Sealock added, “I’m going to go with what the mayor said. When I joined the council the first thing I did was

sit with the builder’s association and the first thing I heard, the first thing out of the cracker jack box, was tap fees. And just doing the math you’re looking at 7-12 percent in building a house. And then when I hear that we put the fees in the coffers to offset costs I’m thinking, do you use that money to reduce your fees for infrastructure or whatever? I’m really struggling with that. That’s my concern,” Sealock added.

the cost. Years ago, that is what it was. And now it seems that it just kept going up and going up and it has gotten to the point to where if you want to do 10 homes in the area, you have to pay the $15,000, and that is not including the installation and it could even be $30,000 for your tap? It is ridiculous,” he said.

On the opposite side of the discussion, Councilman Eugene Tewalt explained, “What you have to understand is when we did the infrastructure that is where this money (tap fees) was going to.

Sealock at this point reminded Tewalt that the customers are paying a fee on a monthly basis with their water and sewer bill.

Tewalt responded by saying that the fee the customer pays is for the maintenance and upkeep for the water and sewer system.

Tederick than asked Director of Finance BJ Wilson if that was correct by asking if 100 percent of the fees that the customers pay goes solely to the maintenance of the systems. Wilson replied that a portion of the fees does indeed go to the debt service on the wastewater and water treatment plants.

Tewalt reminded the council that customers out in the Route 340/522 Corridor do not pay a penny for infrastructure that is in place and is being put in place to get the water to those customers and that is the primary reason they are double charged for water and sewage fees. He added that he didn’t think it was fair for citizens in town to have to pay for the infrastructure to get the water to the corridor and those customers get to pay the same as in-town customers pay to tap into the system.

Tederick interjected, “I can tell you from my perspective that there is a majority on council and a town manager at one point that did not want any growth in Warren County and wanted no growth in the Town of Front Royal.

“So what do you do? You jack up rates. So we are going to gouge people. That is my perspective and Eugene, I respectfully, and I do, respect your institutional knowledge and we can debate this for a long time and I just respectfully disagree as it relates to capital expense of buying a tap fee and paying off a debt. I don’t necessarily adhere to that,” he said.

Tederick then asked the finance director how much one of the industries out in the corridor has to pay for the tap on fees.

Wilson said it was over $700,000.

Tederick went on, “Did 100 percent of that get applied to the debt? No, I know that because it is sitting in the reserves. I know it and I know the game. I know the game and I am here to tell you that I am ready for a vote on this when you guys are ready. I know I don’t vote but I will be happy to break a tie and it is going to lean (in favor of lowering the tap on fees) if I have to break a tie.”

Waltz cautioned the town not to take any actions on the tap fees until a cost analysis could be done.

Tederick immediately pushed Waltz by asking him how soon that could be done.

Waltz said that the town had been waiting for the last piece of the looping system in the corridor to be done. Now that it was done the town could move forward and the cost analysis would still take up to three months of due diligence.

Tederick bluntly replied, “That is not going to work for me, nope.”

Sealock added, “We need to build houses in this town. The drawback is these fees, and that is all I hear, every time I go anywhere that is all they talk about.”

Tederick stated that if it was up to him, he would like to see the tap fees lowered by at least $5,000 by the next meeting.

He also asked the director of public works for a cost breakdown on water closet fees for businesses in the area.

Samuels Library was transformed on Saturday, September 14 into Hobbitland, which is somewhere in the Middle Ages and Middle Earth. The fifth annual Samicon filled the library with, elves, tree sprites, princesses, hobbits, giant Ents, and medieval creatures, to celebrate the 111th birthday of Bilbo Baggins. The fierce-looking Ent, who roamed around the library premises, may have been trying to forget all the burning forests around the earth or hoping to find a way to put an end to them.

A giant cheer and a huge thank you go out to the library’s staff for creating a fun and eventful day for the community, which included activities the entire family could enjoy.

Some of the activities of interest were scavenger hunts and a Lord of the Rings Escape Room (for adults only!). In both the adult and youth/children scavenger hunts, participants were instructed to use the clues given to find all of the characters from Middle Earth which were hidden throughout their respective sections of the library.

One hidden character they had to find was described like this, “Here is a character who takes what he wants. Even a wizard should be afraid. He never bothered to learn to read, declaring that others should provide him with information. As you can imagine, nobody actually did this.

So he’s taken to learning through videos.”

There was a great atmosphere

of excitement from the crowd and a lot of fine entertainment. The Northern Virginia Academy of Ballet danced to music from Lord of the Rings, mock battles took place from Alvasari Wargaming with LARPing (Live Action Role Play) near the garden and Kevin Owens performed a magic show.

The costume contest took place in the white meeting room where crafters and artists had set up to display their work and works in progress. Judges were a scary clown, Harley Quinn, and a Storm Trooper.

The creatively costumed contestants were divided into two groups: those under 12, and 13 and above. They had to walk along lines on the floor and present themselves in front of the judges.

Several curtsied, some bowed, one did martial art-type moves and another flashed a sword and struck a pose of attack.

All were great to watch and presented themselves with grace.

She has been with OverDrive, the California-based company, since March 2019 and has traveled to over 15 states with her job with the bus, stopping at libraries all over, she said, to promote eresources. They also go to schools and engage students with the experience.

She is an enthusiastic teacher and has high praise for the organization. She describes them as a “B” (benefit) corporation that “strives to make the world better.”

According to Wikipedia, “In the United States, a benefit corporation is a type of for-profit corporate entity, authorized by 30 U.S. states and the District of Columbia that includes positive impact on society and the environment in addition to profit as its legally defined goals.”

She said their mission resonates with her and hopes to do this for as long as possible. Employees are supposed to complete eight hours of paid volunteer time along with their regular work, like working at animal shelters and sorting books for book fairs. In Cleveland, she said, volunteers worked at Metro parks fixing fences and doing other upkeep.

She said that during the winter months, when the bus stays in California, she will be working on making the tour more successful.

Penny Stone, of Stoneworks, provided spray-paint tattoos and face painting. Khloe Lewis watches as hers is applied and waits for it to set.

Judges at Samuels Library’s Samicon included a clown, Harley Quinn, and even a Storm Trooper.

Also, her volunteer work will be sorting books for the Cleveland book bank.

“I love the company’s mission about volunteering. It aligns with my feelings,” she said.

For the kids’ book bank, they distributed two million free books, and 100,000 in Cleveland alone.

“I love Libby and OverDrive.

They stand for spreading reading happiness.”

ren County, completing nearly 20 projects in the local community during the course of the Day. Well over 11,500 volunteer hours were logged during the event.

One shining example of a project undertaken during this year’s Day of Caring included the repair of an outside staircase at St. Luke Community Clinic. 84 Lumber (Front Royal) donated all the materials for the repair, and Gibson Home Services, LLC spent the entire day completing the repair.

Second Public Meeting On Chronic Wasting Disease To Be Held In Culpeper County The Virginia Department of Game and Inland Fisheries (DGIF) confirmed Chronic Wasting Disease (CWD) for the first time in Culpeper County in February 2019. Due to the increased response and support from the first meeting, the Department will hold a second public meeting on October 9, from 7:00 –9:00 P.M., at Eastern View High School located at 16332 Cyclone Way, Culpeper, VA. In response to the recent detection of CWD in Culpeper County, DGIF has created a Disease Management Area (DMA2) that includes Culpeper, Madison, and Orange counties and variety of regulatory changes have been enacted within DMA2 to minimize the spread of the disease. Deer feeding is now prohibited year round in DMA2 and whole car-

casses (and certain carcass parts) cannot be exported from DMA2.

Hunters that are successful in DMA2 on November 16, 2019, are required to submit their deer for CWD testing but hunters that harvest deer in DMA2 at any other time of the season are encouraged to submit their deer for voluntary CWD testing. In addition, Earn A Buck is now in effect on private lands in Culpeper County.

These regulatory changes, in addition to other aspects of CWD management strategies enacted in DMA2, will be discussed at the public meeting on October 9.

CWD has been detected in twenty-six states and three Canadian provinces. In Virginia, a total of sixty-eight deer have tested positive since 2009. This incurable disease, found in deer, elk, and moose in North America, is a slow and progressive neurologic disease that ultimately results in death of the animal. The diseasecausing agent is spread through the urine, feces, and saliva of infected animals. Noticeable symptoms, though they may not appear

in animals for over a year and a half, include staggering, abnormal posture, lowered head, drooling, confusion, and marked weight loss.

There is no evidence that CWD can be transmitted naturally to humans, livestock, or pets, but the Centers for Disease Control and Prevention advise hunters to test all deer harvested from known CWD-positive areas and to not consume any animals that test positive for the disease.

$3.7 Million Investment in Frederick County Governor Ralph Northam announced Sept. 24 that Blue Ridge Industries, Inc. (BRI), a custom plastic injection molder and assembler of plastic parts, will invest $3.7 million to expand its manufacturing facility in Frederick County. You are correct Bud, the earth’s climate has been changing for thousands of years. And for thousands of years there were no cars, planes, or factories accelerating the greenhouse gases which are heating up the planet.

One aspect of global warming is increased incidences of extreme weather, such as droughts, ice storms and systems that produce high winds.

These extreme events damage trees.

Another of the causes (and effects) of global warming is air quality. Summer air pollution is often severe, and in many areas this produces acid rain.

Soils with high amounts of acid provide poor growing conditions for trees and plants. Additionally, the longer summers and shorter winters produce more insects and give them a longer time to attack trees.

One tree, the Sugar Maple, is a unique species that thrives in narrow ranges. It takes 40 to 50 years before a maple tree is large enough to produce enough sap for sugaring. Sap flows between late February and early March, depending on location and weather. Good sap flows depend on freeze-thaw periods that occur in late

winter. Ideal temperatures for sap production are 25 degrees Fahrenheit at night and temperatures of at least 40 degrees Fahrenheit in the day time.

In the short term the maple syrup collection period has been shortened by warmer temperatures. In the longer term, the effects of global warming may lead to a shift in forest composition and the maple-beech-birch range will begin migrating northward to cooler areas.

I don’t know all the things that should be done to fix global warming, but I do know that doing nothing is nuts.

Route 624 Closing October 8 for Roadway Work Part of Route 624 (Morgan Ford Road) in Warren County is scheduled to close Tuesday, October 8, for roadway work. Contractors will make extensive improvements to the southern approach to the Morgan Ford bridge over the Shenandoah River. This project is scheduled for completion in spring 2020.

Through traffic will follow one of these detours: Drivers south of the bridge will turn right on Route 643 (Howellsville Road), which changes to Route 603 and then to Route 638 in Clarke County. Drivers will then turn left on Route 17/50 (John Mosby Highway) and left on Route 624 (Red Gate Road/ Milldale Road) to reach the end of the detour.

Drivers north of the bridge will follow Route 624 (Milldale Road/ Red Gate Road) north and turn right on Route 17/50 (John Mosby Highway) in Clarke County. Drivers will then turn right on Route 638 (Howellsville Road), which changes to Route 603 and then Route 643, to reach the end of the detour.

The southern approach to the Morgan Ford bridge has been repeatedly damaged by high water since completion of the bridge replacement in May 2018. This rehabilitation will use metal sheet pilings and large stone to stabilize and strengthen the roadway and roadbed. The project is intended Open House Tues. Oct. 1, 11:30-1:30

R-MA Cadets Hold Tribute on 9/11 The cadets of the VA-091 Air Force Junior ROTC at RandolphMacon Academy decided that this year on Patriot Day, they would hold a ceremony to remember the events of September 11, 2001, and honor those who had lost their lives in the terrorist attacks.

Group Commander Taylor Wreath ‘20 gave a short speech that summarized the day’s events, acknowledging that most of the cadets gathered there had not

even been born at the time. In a disclosure that made the event more real to her fellow students, she said, “My own father was working in the Pentagon that day, in the same wing that was demolished by the plane. Luckily, he survived the attacks, but many can not say the same. Mothers, fathers, sons and daughters, brothers, sisters… family, were lost that day.”

After her speech, the R-MA acapella group “The Stingers” sang “Amazing Grace” as cadet representatives from each flight

Trio of $7,000 Co-Features Headline Saturday Action At Shenandoah Downs

Daily Sports, Al-Mar Reba Babe and R N Nate all scored wins in a trio of co-featured events Saturday at Shenandoah Downs as fall continued in Virginia’s Shenandoah Valley.

All three races had purses of $7,000.

Daily Sports led the entire way in an Open Mares Pace but had to fend off fast closing Swinging Jenny at the finish to win by one-half length.

The 4-year-old Sportswriter mare equaled her lifetime mark of 1:54 3/5 over the Woodstock half mile oval while earning her tenth career triumph. Driver John Wagner, who also owns the victor, and trainer Arlene Cameron, both had three wins on the Saturday card. Place At The Beach was third.

Gerald Longo’s Al-Mar Reba Babe won for the third time in four starts in the Open Trot. Runner-up Mighty Nick led through the first three markers while Longo’s trotter moved from fifth at the half to a nose back at the head of the stretch. The 7-year-old Sos Lunar Eclipse mare, who shipped in from Running Aces, crossed two the best in 1:59 4/5.

Lodi Bank Robber was third.

Track record holder, fan favorite and betting choice John’s Dream brought a four race win streak into the Open Handicap but Roger Hammer’s R N Nate was not the least bit intimidated. The 7-year-old Nuclear Breeze gelding was a head behind in third coming out of the final turn then battled with John’s Dream to the wire. In Friday’s feature, a $4500 conditioned pace, Corey Kreiser’s Cookies Empire collected her second straight win at Shenandoah, getting the best of Marvalous Marg by a length in 1:57 3/5. The winner took over from the runner-up at the quarter pole then maintained the top spot. The 3-year-old Pet Rock filly got her 15th career win from 38 starts. Trinitysfancyfilly rook third.

Krieser, who entered weekend action atop the trainer standings with four wins, added another four to his tally. The 25-year-old also scored Friday with Oneeyedpirate then on Saturday with App Hanover and Matter Of Lindy.

Arlene Cameron had a training triple on Saturday courtesy of Rissy’s All In, Willie Joe Hill and Daily Sports. John Wagner drove all three to victory.

For the two-day weekend, Shenandoah hosted 23 total races. The first of three “VHHA Own a Horse For a Day” promotions took place Saturday. Eight contestants each “owned” a horse in the $4,000 fourth race and kept the purse money their horse earned. Craig Likens, who “owned” Ideal Gemini, took home the winner’s share of $2,000. The remaining seven shared the $2,000 balance in descending order.

Engle’s Angle: “Shake, Rattle and Roll”

One that’s big enough to stand up in, but not much larger than that.

At this moment, you’re sitting down in the box.

And someone’s shaking it back and forth.

Sound fun?

Not if you’re prone to getting motion sickness like me.

I’m not in a box.

Technically, I’m in a restroom.

On a plane.

I’m more than 35,000 feet above Mother Earth, somewhere between Chicago and Columbus.

It’s awfully bumpy back here.

I’ve never liked airplane restrooms.

First of all, you can barely fit in them.

And secondly, my body doesn’t like to do what it’s supposed to when I’m being jostled about.

This time it cooperated.

That’s no surprise though, since I’ve had to pee for several hours.

Even though I went shortly before boarding, splitting that 20 ounce Coke with my wife at lunch probably wasn’t a good idea.

I’ve had to go ever since we took off.

So why didn’t I? Because I was stuck in a middle seat.

I’d have to ask the guy in the aisle to get up and for some reason, I didn’t want to bother him.

Dumb, I know, but when he got up to go, which surely he would soon, then I’d do the same.

Until then, I’d read a little and sleep a little.

That didn’t work too well.

And I couldn’t figure out how to change the channel on the seatback monitor in front of me.

I touched the screen but nothing happened.

I thought maybe you controlled it with your phone.

It wasn’t until the guy in the aisle seat lifted his right arm off MY armrest that I could see the push button controls.

Good. Now I could tune in to the Flight Tracker, to see where our plane was and get a better idea of how long it’d be until we were on the ground and I could sprint to the bathroom.

Aisle man had been listening to music.

Now he was asleep.

Fantastic.

I really didn’t want to bother him now.

Finally, more than three hours into the flight, he got up and walked to the back of the plane to do what I had to do.

I turned around and saw him and one other person waiting their turn.

I’ll just sit here another minute and wait.

Am I crazy?

What if more people get in line of me ahead of me, or the pilot turns on the seatbelt sign again and tells everyone to sit down?

When Aisle Man went into the box, I made my move.

There were two restrooms.

I was second in line.

My wait was short, thank goodness.

I ignored the shaking as best I could and focused on what I had to do.

Whew.

Have I learned anything from this?

Get the 12 ounce Coke next time.

Pay the extra money for an aisle seat.

Warren County Commissioner of the Revenue Office accredited Commissioner Sherry T. Sours has recently been honored at the

100th Annual Conference of the Commissioners of the Revenue Association by becoming one of the first localities in the Commonwealth to achieve office accreditation.

Accreditation is awarded only to offices which have met the rigorous standards set forth by the Commissioners’ Association. The twelve standards set forth by the Association include education requirements for the Commissioner and staff, customer service, personnel and ethics policies as well as assessment methodology.

Each office receiving accreditation has undergone an audit to ensure compliance and will be required to annually demonstrate they continue to meet these standards.

Virginia included in Hemp Crop Insurance Pilot Program U.S. Sens. Mark R. Warner and Tim Kaine (both D-VA), along with U.S. Reps. Morgan Griffith (R-VA), Don Beyer (D-VA), Ben Cline (R-VA), Elaine Luria (DVA), Denver Riggleman (R-VA), and Abigail Spanberger (D-VA) today secured Virginia’s inclusion in a pilot program by AgriLogic Consulting, a private company developing a Federal Yield-Based Industrial Hemp Crop Insurance Program on behalf of the U.S. De-

partment of Agriculture (USDA).

“We are thrilled to have been able to secure Virginia’s place in this critical pilot program,” said the members of Congress. “The Commonwealth has a long history of industrial hemp research and development and Virginia’s inclusion in this pilot program will allow producers to better protect their crops in the event of a natural disaster. Additionally, the data collected from our producers will help provide a stronger and more robust insurance product, benefitting growers, processors, consumers, and taxpayers across the U.S.” Last year, Congress approved the Agriculture Improvement Act of 2018, commonly known as the “Farm Bill,” which legalized and clearly defined hemp as an agricultural commodity, removing it from the federal list of controlled substances and making it eligible for crop insurance. According to recent VDACS data, there are now over 1,000 registered industrial hemp growers across the Commonwealth.

Crop insurance is often critical for farmers to guard against unforeseen disasters. AgriLogic has been working with hemp growers and processors across the country to gather data as it develops a Federal Yield-Based Industrial Hemp Crop Insurance Program on behalf of USDA. Drafts of this pilot program initially did not include Virginia, potentially giving growers in other states an unfair advantage in the new market.

Douglas Harold, Jr. Derrick Aldine Malone and Dakota Leigh Free were detained without incident and charged with Grand Larceny.

On September 18, 2019, the Front Royal Police Department responded to the 800 block of John Marshall Highway for a reported larceny of a motor vehicle. The victim alleged that his 2005 Mitsubishi Lancer was stolen from the parking lot of 7-Eleven after leaving his vehicle running while he went into the store. Witnesses were interviewed on scene who advised they had observed two subjects, one male and one female, get into the vehicle and drive off.

A description of the vehicle and suspects were given to surrounding jurisdictions while the investigation continued. Detectives retrieved video footage from the 7-Eleven and confirmed witness statements.

On September 22, 2019, Front Royal Police Department received information that the stolen vehicle was possibly parked at the Hamp-

ton Inn in Front Royal. When Officers arrived, the vehicle was located parked in the back lot of the hotel and confirmed to be the stolen vehicle from earlier in the week. The vehicle was towed to the Front Royal Police Department to be processed and stored. The suspects were positively identified as Derrick Aldine Malone and Dakota Leigh Free and both were detained without incident and charged with Grand Larceny for theft of the vehicle. Malone and Free are currently being held at the Rappahannock Shenandoah Warren Regional Jail without bond.

(VDACS) was not even notified of an opportunity to participate until after initial pilot states had already been selected.

Yesterday, the members sent a letter to AgriLogic, urging it to include Virginia in the hemp crop insurance program, which could begin as early as the 2020 growing season, if approved later this year by the Federal Crop Insurance Corporation (FCIC) Board of Directors. Today, AgriLogic announced that it will include Virginia in the plans it will submit to the USDA next week.

Sens. Warner and Kaine have been strong supporters of hemp as an agricultural commodity.

The Farm Bill included a provision sponsored by both Senators, that removed hemp from the list of controlled substances, allowing Virginia farmers to grow and sell the plant as a commodity for use in agriculture, textile, recycling, automotive, furniture, food, nutrition, beverage, paper, personal care, and construction products.

While Cedar Creek and Belle Grove National Historical Park was specifically established in 2002 to preserve and interpret the area’s cultural history, the Shenandoah Valley is rich in natural features, wildlife, and vegetation, including wildflowers. This hike will not only explore the natural side of the park, but also discuss and practice the basics of hiking and backpacking, along with the equipment usage techniques of these hobbies. Led by Ranger Rick Ashbacker and begin at the Claven Lane parking area (2262 Claven Lane, Middletown, Virginia), the back entrance to the park’s “Morning Attack Trails” trails system, which includes the 8th Vermont monument. Each walk will last approximately 90 minutes, over moderate terrain. Proper walking shoes and water are recommended.
