Exterior renovations can enhance the appearance of a property and make it more enjoyable for homeowners. • Fire pit: A fire pit can be used for much of the year. In the spring and summer, the firepit is a great place to congregate to roast marshmallows or sip wine and gaze into the fire. In the fall, the fire pit can make for a cozy retreat. A fire pit that has a gas burner is low-maintenance, and the National Association of Landscape Professionals says that most can recoup about $4,000 of their $6,000 average price tag. • Softscaping: Hardscaping refers to structures like outdoor kitchens or decks. Softscaping involves the living elements of the landscape. Hiring a landscape designer to install trees, shrubs, natural edging, and rock elements can do wonders toward improving the look and value of a home. • Pool or water feature: In certain markets, particularly hot climates, a pool or another water feature is a must-have. However, in other areas where outdoor time is limited, a pool or water feature can actually lower the value of a home. Speaking with a real estate professional can give homeowners an idea of how a pool will fare in a given neighborhood. Outdoor improvements can improve the marketability of a home, as well as enhance its appearance and function.

Special GOP primary election set for 29th House District Firehouse primary to be held on August 8th from 9:00 a.m. to 4:00 p.m. By Tom Sayre Warren/Frederick County Report A Special GOP primary election has been set for the 29th House District to fill the seat of former Delegate Christopher E. Collins, R-Frederick County, who resigned from the House of Delegates effective June 28. The 29th House District includes the City of Winchester and parts of Frederick and Warren Counties. Collins, 49, is now a general district judge in Harrisonburg. Court records show he took office June 29 as a judge of the 26th Judicial District, according to the Virginia Lawyers Weekly. Collins fills the vacancy created from the retirement of Judge William Warner Eldridge IV, who served the general district courts in Harrisonburg, Winchester and Frederick County. Via a written resignation letter to House of Delegates Speaker Eileen Filler-Corn, D-41, Collins wrote in part that, “It has been my pleasure to serve the citizens of the 29th District in the House of Delegates and I look forward to continuing my service but in a different capacity.” Collins’s previous political experience includes serving as a delegate in the Virginia House of Delegates, District 29, from 2016-

2020, and as a member of the Frederick County Board of Supervisors from 2010-2015. As a result of his resignation, Allen Sibert, chairman of the 29th Legislative House District Committee (Legislative District Committee) and chairman of the Frederick County GOP, issued a call for a Legislative District Party Canvass to be held for the purpose of nominating a Republican candidate for the office of Delegate to be voted for in the special election on November 3. This event will be held at the Millwood Station banquet hall on Saturday, August 8 from 9:00 a.m. until 4:00 p.m. at 252 Costello Drive in Winchester. City Councilor Bill Wiley, RWard 1, and Richard Traczyk, former member of the Warren County Board of Supervisors, have both announced they will seek the Republican nomination to run for the 29th District seat. Others may follow. Instead of calling this a canvas, many people popularly refer to this as a “firehouse primary” and it is open to any registered voter that is party related in the 29th district. According to Sibert, on the subject of the best option of a primary, he said, “Mainly canvas because it is a better sampling of

the public vote.” “Every voter will sign a pledge to support Republican candidates in the fall,” he added. In order to vote in the special election, Sibert reiterated that people, “Will need photo identification and be a registered voter in the 29th District.” Sibert explained that they ordered a voter registration list from the State Board of Elections and will use an excel spreadsheet connected by internet using google docs. He firmly stated that, “The

voter cut off is on the list; either on it or not. No provisional ballots.” When queried what the Democrats are doing, Sibert said that he has, “heard not a word” what they are doing. He explained that Governor Northam issued an Order for a special election after Collins resigned and he “Did it in record time.” The time left on Collins’ unexpired term is one year, meaning whoever wins has to run in one year, Sibert added. Of course, COVID-19 adds

special challenges and with approximately 25 to 30 volunteers working during the day, Sibert explained that, “You can’t have over 50 people in the building. There will be a couple of people directing traffic; and five to seven stations where voters will be given a ballot.” Frederick County Board of Supervisor J. Douglas McCarty, R-Gainesboro District, said he believes, “this election is instrumental to the future of Virginia.”

my way through this stuff because I am new.” Wiley is the Business Development Manager for Howard Shockey & Sons, Inc. and an associate broker with OakCrest Commercial Real Estate. He was elected to the Common Council in 2014, voted vice-president in 2015 and president in 2018. Prior to being elected to city council, he served for five years on the Winchester Planning Commission and was chairman for the last three years. He graduated from George Mason University with a master’s in education and a Bachelor of Science in economics. In a phone conversation, Wiley explained that, “The reason why I am running is because of economics. I am passionate about our

community and am trying to get our place on the map.” He wanted to emphasize four things he is promoting: job opportunities; second Amendment rights; pro-life issues; and that the removal of Confederate statues is wrong. “Our district needs a place at the table,” he said. “We are always the last guys to be funded and that is not right. We are given scraps. We need more respect and opportunities. “Defunding our police is not the right move. Right now, the focus of our community should be on jobs, building and encouraging our local economy and everything works out great. We need businesses to pay for taxes – need to take care of building businesses, small businesses and big businesses.” Referring to Governor Northam and the COVID-19 pandemic, Wiley stated, “I think we should be able to manage our own area, we are keeping steady,” and emphasized that things are different in more populated, metropolitan areas. Currently, he said, “We receive policy, we don’t write policy. Now I have an opportunity to push policy. Write some policy to better our district.” Noting that it is a special one-year term, Wiley promised that he would run again if elected while acknowledging there is another redistricting in the next few years. Wiley said, when queried about his current opponent Mr. Traczyk, “I don’t know him real well,” and as to campaigning, he added, “I am going to be pro-active and I am not going to throw ‘slings and arrows.’” We received a phone call from Richard Traczyk that he was running and a press release was sent to The Warren/Frederick County Report issued on Monday, July 27, but we were unable to speak with him before publication. of Supervisors, and current resident of Frederick County announced his intention to run as a Republican for the Virginia 29th District House of Delegate’s seat recently vacated by Delegate Chris Collins. He served three terms on Warren’s County Board of Supervisors and was elected chairman in his final term. “I’m running for Delegate because we need someone in Richmond who will stand up for the citizens of the 29th District. We’ve had enough of Richmond’s liberal politics and it’s time to fight back on the unconstitutional overreach pursued by the Democrats who currently control the legislature,” said Traczyk. Traczyk says that when he stepped down from Warren’s Board of Supervisors in 2015, “I thought I was done with politics; but now I’m seeing more than ever that we need representatives who care more about the citizens than about themselves. Traczyk says he wants to go to Richmond to defend the Second Amendment against the onslaught of laws that have been passed recently by the general assembly. He points to the overwhelming number of Virginia localities declaring themselves Second Amendment sanctuaries as evidence of the fact that Virginia’s legislature is out of touch with the majority of the state. He also declares that he is pro-life and will push for laws that will once again make Virginia a great place to do business. “We stand at a cross-road of history and it’s time to choose the right path forward,” Traczyk said. If one wants to be a candidate, he or she needs to sign a registration form found on the Republican Party of Virginia (RPV) and the local Republican Committees’ websites. County Administrator Doug Stanley resigns with lots of memories After 25 years of service he is proud of major accomplishments in the community

Warren County Administrator Douglas Stanley has served the county for 25 years. He stands in front of some of the many successful projects he has been deeply involved in and is proud of. “I feel like I’ve made a difference here,” he said.

By Carol Ballard Warren/Frederick County Report Warren County Administrator Douglas P. Stanley’s 25 years of service to Warren County has come to an end.

Directing his comments to the Warren County Supervisors in the final moments of their July 21, 2020 meeting, former chairman of the board and North River Supervisor Daniel J. Murray, Jr., didn’t hold back in his praise of

Stanley. “You are losing so much institutional knowledge, you don’t even know,” he said. Directing his comments to Stanley, he said, “You are the corner stone, the best of the best. For people in the military this is used very sparingly, but you deserve it. He then gave them a message from himself and former Shenandoah District Supervisor Richard H. Traczyk. Which was, “It’s a shame you pay him back this way when you haven’t been on the board even one year.” Again addressing Stanley he said, “I wish you well and Godspeed.” In a post-supervisors meeting, Stanley talked about the process he’s going through right now as he serves out the month of July. “Ed Daley has been shadowing me. We’ve had meetings with several department heads, and I’m bringing him up to speed,” Stan-

ley said. “I’m appreciative that the board has let me fill out to the end of July, to complete the budget books and get some other projects completed.” Current Economic Development Authority Board of Directors Chairman Ed Daley will take over as interim county administrator effective August 3. When asked what lies ahead for him and his family, he said he has been looking to see what options and opportunities are available out there in local governments. “I’m 51 years old and feel I still have a few more years in the tank,” he said. “I’m looking for another community to make a difference in and I feel like I made a difference here.” As far as where exactly, so far, the plans are that he and his wife Jenny, son Whill and daughter Jenna, will be staying in Virginia. He and his family have been an integral part of Warren County. Jenny was named Teacher of the

Year this year at Warren County Middle School. Their son Whill would be entering seventh grade at Skyline Middle School and daughter Jenna just graduated from Skyline High School and plans to attend the University of Virginia. “The reality in my profession is they want you to live in the community,” he said. “But when we move, it depends on what the chapter ahead is for our family.” He noted that he is looking for local government management, and for Jenny, there are teaching opportunities available in every community. “But the downside is when you have kids, it impacts the entire family,” he added. He brought his experience of playing a year of high school soccer and four years as an all-state Rugby player at the University of Mary Washington to coach as his daughter’s recreation and travel teams and his son’s recreation

soccer team for the last 10 years. Moving forward, he said he had nothing but praise for the support he’s received from many local folks. “Over the years, town and county staff for the most part have maintained an excellent working relationship with each other,” he said. “If we needed something, the town was there to help and vice versa. There’s a symbiotic relationship between the town and county. What’s good for one is good for the other. When the county is able to improve the school system, it benefits the town.” Then he reflected, “Some people asked me, ‘what are you most proud of what you have worked on?’” He pointed to the wall in the government center’s conference room with photos of some of the building projects that he’s seen through to their completion. “I am proud that we have been able to make all of these improve-

ments and additions to our community while still maintaining one of the lowest real estate tax rates in the region,” he said. He mentioned that when he came here in the mid-1990s, he thought local people, especially Warren County High School students, felt that they were “less than” students in other localities, partially because of the condition of the schools. “I don’t think they took pride in their community and facilities. I do not get that feeling anymore,” he said. “When we were able to cut the ribbon on Skyline High School and the renovated junior high which became Warren County High School, that was a great moment that we were able to make happen. It took a lot of effort from a lot of people to do that.” Stanley said that the school upgrade process started in 2003. The board of supervisors were able to find the funding by passing a meals tax referendum and recruiting economic development. They earmarked money from the factories and industries and started to put it aside for school improvements, which he felt was an important milestone in local history – to have the ability to make that investment in infrastructure. He continued on talking about the schools’ progress and said that as county administrator he was involved in helping to put a plan together with then-Superintendent of Schools Pam McInnis. “Prior to our hire in Warren County, the relationship between supervisors, the school board and their respective staffs wasn’t always what it should have been,” he said. “Pam and I helped to fix that and worked hard to commit to improving education in the county.” In addition, he gave praise to others. “I’ve been extremely fortunate

to work with talented staff and I’d be remiss in not mentioning Bob (Robert) Childress, who I worked with for the last 10 years, and I have tremendous respect for all the employees who work hard every day to improve the life of citizens and the board members who put lot of time into the job and all cared very deeply about this community and the future. “It takes a village,” he said. Stanley also emphasized that he’s especially glad that he had the opportunity to be instrumental in helping people he’s worked with to advance in their careers. He said he’s proud that a lot of folks like Taryn Logan, who came right out of college; County Human Resources Director Jodi Saffelle, who started out as a receptionist; and General Services Director Brandy Rosser, who started as a part-time grant writer, have all been successful. “I love seeing employees start part-time and work their way to responsibility and full time,” he said. “My job as chief administrator of the county is to give people a chance to grow and better themselves.” “I’ve enjoyed being a part of the progress of the community in the last 25 years. It’s been a constant, steady push to make it better,” he said. “I have been fortunate and blessed to work with an outstanding and professional staff of talented individuals who work hard to improve the quality of life of our citizens on a daily basis,” Stanley concluded. In a phone interview, Happy Creek Supervisor Tony Carter, who worked closely with Stanley shared some of his thoughts. “During Stanley’s 25 years as county administrator, a lot of things have been accomplished, especially building programs. A lot of those things were needed and may take care of our building needs for the next 25-30 years, and they’ve been done with minimal finance and relatively low tax increases,” he said. “I wish him well.”

People always came up to us at meetings and asked him how he did what he did, especially dealing with the school board and he always gave credit to his staff.”

Interim Front Royal Town Manager Matthew Tederick prefaced his power punched report by stating “I really struggled with what to say tonight, whether I should or should not make these comments,” and continuing to say he lived by “several personal mottoes” including “always speak truth to power.”

By Tom Sayre Warren/Frederick County Report On July 27th the town council’s regular evening agenda appeared innocuous, but it didn’t take long for sparks to fly and accusations to take wind. First, before we get into the passionate events that occurred, there were two items on the consent agenda that passed unanimously without any discussion and almost went unnoticed because of the earlier scene that transpired. Item # 7A in a memorandum to council stated that the Public Works Department recommended

needed repairs to the bridge located on Stonewall Drive over Happy Creek Road. Council approved $169,668.73 for epoxy application and $44,700.27 for milling work, totaling $214,269, which was awarded to Burleigh Construction, out of Concord, Va. Item # 7B approved spending $493,232 in chemical purchases for the town’s water and wastewater treatment plants, previously reviewed and recommended by Robbie Taylor, Manager of Wastewater Treatment Plant, and Robert Boyer, Public Works Director. In all, without any heated arguments the council spent a grand total of

He spoke about defending our local police departments, stating, “It is time to put the nonsense behind us. There are a few bad apples in various law enforcement offices. You don’t throw the entire load of babies out with the bath water. You root out the few bad ones and then you go back and see how they turned bad, and then you retrain. It is as simple as that.” Further, Ratigan stated he is preparing for a future rally, and he gave one last recommendation to the council before sitting down, that if someone comes to speak before them and recommends defunding the police department to “Shout to those individuals, ‘Not in Front Royal!’” Next up to bat was Paul Gabbert, who quickly stated “Three minutes at this podium is an insult to all who come up here to speak. I have a lot to say tonight. So please give me and others who come to the podium tonight to express their frustrations, and give everyone the time they will need to do so.” Gabbert was quickly told by Mayor Eugene Tewalt that his time to speak would be limited. Gabbert snapped back, “Thank you Mr.

Gabbert then stated he was moving on down toward the end of his remarks “Since Mr. Sealock is shaking his head, ‘yes.’” Gabbert said that the entire council and interim town manager had “covered up and hid a sexual harassment complaint by a town employee against a now sitting town councilman,” as he raised his voice. Tederick stated “The quandary I find myself in, is on one hand I feel a strong calling to protect town citizens who have been unfairly attacked, and on the other hand, calling out a current mayor candidate and owner of a local business

by point, Tederick started defending the town’s operations as he sees them versus McCool’s statements. After responding to McCool’s charges for approximately 3 minutes, Mayor Tewalt tried to stop Tederick and wanted him to limit his time like other public speakers to “Three to four minutes.” Councilman Jacob Meza and Gary Gillispie immediately responded that they would like to hear Tederick’s comments. Tederick then continued to make his points. After another couple of minutes, Tewalt had had enough and wanted it to end. Latasha Thompson spoke up, “Can we vote on that?” Then the council sparred with the Mayor, and Ted-

erick eventually began anew and finished his “report.” Next up were the “Requests and Inquiries of Council Members.” Many of the members made blistering comments toward the mayor which the readers can watch themselves on the Town of Front Royal website. Meza also made a point that “Gabbert took a pot shot and then left,” later adding, Gabbert “Dropped a bomb and then walked out so we can’t address any of the things that he brought up.”

Then came the “Report of the Mayor” Tewalt responded in a calm voice and said “I try to do a good job, and I have done a pretty good job.” He

stated he doesn’t understand why he doesn’t get the respect from his council and he hopes the public watches the videos and sees what is happening. Tewalt believes the council is not listening to him and

By Carol Ballard Warren/Frederick County Report Warren County Supervisors had a more than a full agenda at their lone July 2020 meeting where they hashed old and new issues and at the end of the meeting, listened to and engaged in a contentious back and forth between Supervisors Delores Oates and Happy Creek Supervisor Tony Carter. This matter was a proposed “reservations of rights” agreement between the town, county and the Front Royal-Warren County Economic Development Authority. In it, the town will make a one-time $10,528 payment toward interest on the FRPD construction loan. The agreement, which resulted from negotiations between supervisors Delores Oates and Cheryl Cullers and Town Council members Lori Cockrell and Chris Holloway, is a simplified version of a reservation of rights the town already had approved. Ed Daley, EDA chairman and incoming interim county admin-

istrator, told them that the town has not approved the revised agreement. Oates commented that the town would approve it when it is adopted by the county. The proposed payment represents half of one month’s interest on the loan, as the town claims it was promised a 1.5 percent interest rate. The EDA has been paying three percent interest. The disputed interest rate is part of the town’s $20 million lawsuit against the EDA claiming huge monetary losses as a result of an alleged embezzlement scheme that happened during the authority’s former administration. The board voted 4-1 to table action on the Reservation of Rights Agreement with Oates casting the negative vote. After Carter questioned the process that a proposed agreement concerning payments for the Front Royal Police Department’s headquarters had been obtained, and he and Oates heatedly exchanged words, the board tabled the matter to be discussed

in future meetings. Other issues left for future discussion and action were a vote on allocation of the $2.1 million County share of federal CARES Act Coronavirus relief funding because of Deputy Emergency Management Coordinator Rick Farrall’s absence and the approval of minutes of previous three regular meetings, three special meetings, and a May work session. However, other relevant issues were brought to the supervisors and those in attendance as part of the evening’s informative presentations and discussions. At the July 21 Warren County Board of Supervisors meeting Sheriff Butler decorated Deputies Christopher Anderson and Chad Ruckman with lifesaving medals, pointing out how important that was. The two recipients were among the many he gave honoring outstanding efforts by the Warren County Sheriff’s Department’s deputies and staff.

• Heard a report from Planning Director Taryn Logan on the COVID-19 (Coronavirus) expenditures for Warren County. • Heard reports from board members, county administrator and county attorney. Toward the end of the meeting, it was mentioned that County Administrator Doug Stanley would be departing after his “Involuntary Separation Agreement” with the current board. He will be leaving behind the county administrator’s positions he has held for the last 20 years and the 25 years’ total he has spent in the county government. And the 51-year-old Stanley himself said earlier in the meeting, “I’ve spent half my life serving the Front Royal and Warren County community, with about 22 meetings a year for a total of 550 meetings. Royal Cinemas owner Rick Novak also acknowledged Stanley’s decades of service. “What we’ve accomplished in this county in that time period, through some of your efforts and a lot of other people’s efforts, is amazing,” Novak began and briefly reminisced about the good they accomplished even with the Economic Development Authority before the scandal erupted involving former Executive Director Jennifer McDonald and said Warren County had been the envy of the state for many years for all the things that were accomplished here. Speaking to Stanley, he said, “And Doug, you were a huge part of that. There are things this board will never know, the places in this community you have touched as a Rotarian, and you will be missed.”

Former Supervisor Chairman Daniel Murray came up to the podium to say goodbye to Stanley as well and spoke directly to the board members. “Mr. Chairman, I come before you, your board and staff with a heavy heart. We are losing so much institutional knowledge and you don’t realize what we’re losing,” he said. Murray then asked if he could approach the county administrator who was sitting at the dais, and it was granted by Chairman Walter Mabe. Murray continued speaking to Stanley close up. “I want to thank you for everything you’ve done for this community. You are a cornerstone that’s not appreciated. Doug, I found you to be amongst the best of the best,” he said, noting that this was a phrase heard, but not often, in the military to describe outstanding people. Another county citizen, Alan Wimer, who identified himself as someone who had served Warren County and had been a resident for 70 years added his farewell to Stanley also. He said, “I love this county. What we have here--he’s a big part of what we have today--and it’s through the efforts of that guy sitting there (Stanley). “To you, Doug Stanley, ‘the best of the best,’ we love you and you’ll get through this.’ Many Warren County people believe like I do,” he concluded.

That’s not good when you’re growin’ grass, no matter what kind it is. Marijuana or the stuff in your yard. Ok, ok. Before the police show up at my door to bust me, I’d better come clean. I’m not really growing the grass you smoke. I’m growing the kind you mow. Every morning and afternoon, I’ve been out there with my hose, spraying water, back and forth, back and forth. My wife suggested I get a sprinkler. Good idea. And so last week, I did. I still haven’t used it yet. People tell me summer isn’t the best time to grow grass. I can see why, but my efforts are paying off. There are some spots where nothing is happening and I’ll have to try again in the fall, but so far so good. And we finally got some rain the past few days. I’m glad, because honestly, I was getting tired of walking my hose around the yard. I know why I’m doing this. Grass looks better than dirt around the house. But now I’ll have to fertilize it. And cut it.

Just what I need. More to do. Maybe I should grow that other kind? I could sell it and pay someone to mow the lawn. My wife says I need a hobby and she’s usually right. I’ll think about it when I’m toting the hose around. The VDACS says several Virginians have received packages containing seeds and the agency worries they may be invasive species, a serious problem in the Commonwealth. On Monday, July 20, 2020 at approximately 12:17 am, the Warren County Fire and Rescue Services responded to Mary’s Shady Lane approximately one mile from Happy Creek Road for a reported motor vehicle fire. Firefighters and Deputy’s from the Warren County Sheriff ’s Office arrived on the scene to find a passenger vehicle fully engulfed in flames and a fire spreading to a nearby field. Firefighters were able to quickly contain the blaze and determined that no occupants were in or around the vehicle. The cause of the fire was investigated by the Warren County Fire Marshal’s Office. Fire Investigators determined the fire was caused by an act of arson. Fire Investigators were joined by the Warren County Sheriff ’s Office in a joint investigation.

As a result of the investigation, Mr. Ethan N. Potter, 19, of Front Royal and Mr. Nicholas A. Wright, 21, of Front Royal were both arrested and charged in connection with the fire incident. Both Potter and Wright have been charged with a single felony count of §18.2-81. Burning or destroying personal property, standing grain, etc. Mr. Wright was also charged with a single misdemeanor count of §18.2-460. Obstructing justice; resisting arrest; fleeing from a law-enforcement officer. Both Potter and Wright appeared before a magistrate and were released on a secured bond. On Wednesday, July 22, 2020, Carlos F. Robinson, 21, of Front Royal, was charged and arrested for §18.2-63

Carnal knowledge of a child between thirteen and fifteen years of age. The incident occurred in the 400 Block of E. Criser Road in the month of June. The victim, a 14-year-old female, came forward in this matter after receiving medical attention. Detectives are continuing the investigation to determine if more potential victims would be willing to come forward. Mr. Robinson was arrested without incident and transported to the Rappahannock Shenandoah Warren (RSW) Regional Jail where he went before the magistrate and was ordered to be held without bond. A court date for this offense is set for August 13, 2020 at 9:00am in Warren County Juvenile and Domestic Relations Court. Further details regarding this matter cannot be released at this time due to the pending nature of the investigation. Shenandoah Downs To Run Its Fall Extended Meet Without Spectators Shenandoah Downs officials announced several changes to the fifth annual fall harness racing season in Woodstock which will still take place as scheduled from September 18 - October 17. Track officials previously announced that wagering would not be

available due to safety concerns. Additionally, the meet will now be run without spectators. “Given the current Covid-19 circumstances and restrictions, we felt the best way to proceed this year was to focus our energies on providing a safe meet for horsemen,” said Jeb Hannum, Executive Director of the Virginia Equine Alliance. “Shenandoah Downs is a unique meet. Fans not only support the meet in great numbers but create an exciting atmosphere by cheering for horses that win and even those that don’t win. I know they will be disappointed to hear but the decision was made with the safety of fans and participants in mind. We plan to be back to normal in 2021.” Even though they can’t attend in person, fans will still be able to enjoy the races via video streaming at www. shenandoahdowns.com. Post times have been adjusted as well. Both Friday and Saturday programs will start at 2 PM to remain consistent.

On a normal year, the Shenandoah County Fair harness races would precede the Shenandoah Downs race season by two weeks. Four programs had traditionally been conducted during the Fair, which usually ends the Saturday of Labor Day weekend. One week ago, the Fair itself fell victim to the Covid pandemic and was cancelled

Summertime is a great time to fire up the grill and toss burgers on top to sizzle to flame-licked perfection. While beef, pork and bison tend to be the burger bases of choice, raw tuna is another “meat” that is both sturdy and fatty enough to stand up to burger formation and grilling without the addition of binders and starches. “Miso Tuna Burgers” from “Mastering the Grill” (Chronicle Books) by Andrew Schloss and David Joachim can be a perfect first foray into tuna burgers for grillmasters who want to try something different this summer. Miso Tuna Burgers Makes 4 servings 11⁄2 pounds tuna steak, hand chopped into small chunks 1 tablespoon miso paste 1⁄2 teaspoon prepared wasabi 1 teaspoon soy sauce 4 scallions, roots trimmed, cut into 1⁄2-inch pieces Oil for coating the grill grate 1 tablespoon mild-flavored oil, such as canola 4 hamburger buns, split (or sliced crusty bread)

1. Heat the grill as directed. 2. Chop the tuna finely enough so that when you press some between your fingers it clings to itself, but not so finely that it becomes mushy. 3. Remove the fish to a bowl and mix in the miso, wasabi, soy sauce, and scallions until well blended; do not overmix. Using a light touch, form into 4 patties no more than 1 inch thick. Refrigerate the burgers until the grill is ready. 4. Brush the grill grate and coat it with oil. Coat the burgers with the 1 tablespoon oil, put them on the grill, cover and cook for 6 minutes, flipping halfway through, for medium-rare; do not cover the grill after flipping. Add a minute per side for medium-done. 5. To toast the buns, put them cutsides down directly over the fire for the last minute of cooking. 6. If serving the burgers directly from the grill, place them on the buns. If the burgers will sit, even for a few minutes, keep the buns and burgers separate until just before eating. Chef’s tip: Garnish with pickled ginger or daikon, wasabi mayonnaise, or a drizzle of teriyaki sauce.

Child Advocacy Attorney Irina Khanin to Run in 2020 Special Election for House of Delegates Irina Khanin, a child advocacy attorney in Winchester, announced July 30 that she is running to represent the 29th District in the 2020 House of Delegates special election on November 3. The resignation of Delegate Chris Collins has left a vacancy in the 29th District, creating a rare House of Delegates race in a presidential election year. The 29th District includes the city of Winchester and parts of Frederick County and Warren County. Khanin previously ran for this seat in 2019. She serves on the Winchester Education Foundation and is the Winchester representative for the Northwestern Community Service Board, which provides mental health services throughout Northern Virginia. Upon announcing her candidacy, Khanin was endorsed by Wendy Gooditis, who represents the 10th District in the House of Delegates, and the International Brotherhood of Electrical Workers. Khanin, 50, who has lived in the 29th District for 5 years, says that the 29th District has not had a strong advocate for many years. “We live in one of the most beautiful districts in Virginia, full of remarkable and hard-working people, rich history, and amazing potential,” she argues. “But we have, in many ways, been left behind by the rest of our Commonwealth, and that needs to change.” In particular, Khanin points out the failings of infrastructure in HD29: “Our infrastructure has been neglected to the point that many of us lack dependable phone and internet service. On Wednesday, July 15, 2020 at approximately 9:20 pm, the Warren County Department of Fire and Rescue Services were dispatched to the 700 block of W 11th Street in Front Royal for a reported residential structure fire. Fire and Emergency Medical crews quickly arrived on the scene to find a two story duplex with significant fire

conditions on the rear of the structure with fire spreading to the adjoining unit. Firefighters were able to determine that all occupants of both residential units had self-evacuated and

were unharmed. Firefighters worked to contain the blaze and prevent the fire from spreading to any additional structures. It took firefighters approximately 20 minutes to bring the

fire under control. The incident was investigated by the Warren County Fire Marshal’s Office which determined the fire was caused by improperly discarded smoking materials near the rear deck of the structure. The fire caused an estimated $150,000 in property damages and contents loss and displaced a total of eight people from the two residential units involved in the fire incident. Each family received assistance from the American Red Cross Disaster Response Program. “Improperly discarded smoking materials remains one of the top causes of fires in our community” stated Fire Chief Richard E. Mabie. “Every year, fires caused by cigarettes not properly extinguished causes significant damages and has the potential to lead

to injuries, and in some cases, even death,” stated the Chief. “Don’t toss those butts out your window, off your balcony, or into the nearest planter; put them out the right way!” Fire Marshal Gerry R. Maiatico stated “This unfortunate incident should serve as a reminder that cigarettes and smoking materials can be dangerous if not handled properly.” “Smokers should employ the “sink it or soak it” method when discarding smoking materials.” The Department of Fire and Rescue Services offers the following fire safety tips for discarding smoking materials: • “Sink it or soak it” – Sink the butt into sand or soak it with water. • Never dispose of cigarette butts in potted planting soil. The soil, when it gets too dry, can become highly flam-

mable. • Never flick cigarettes into mulch or shrubbery or onto the ground. • Dispose of smoking materials in a suitable ashtray or bucket with sand. Ensure designated outside smoking areas have an appropriate fireproof container, ashtray or bucket. • Completely douse butts and ashes with water before throwing them away, as they can smolder and cause a fire. • Empty butt containers on a regular basis. On 26 July 2020, the Colonel James Wood II Chapter of the Virginia Society Sons of the American Revolution presented Robbie Voorheis as it’s annual Eagle Scout Essay Contest winner. The Sons of the American Revolution (SAR) Eagle Scout Recognition and Scholarship Program recognizes outstanding Eagle Scouts. The program is open to all Eagle Scouts who are currently registered in an active unit and have not reached his 19th birthday during the year of application. There are three levels of competition in the SAR program. These are Chapter, State and National. The application includes a 500 word essay on a patriotic theme and a four generation genealogy

chart. Eagle Scout Voorheis was selected from 17 scouts in the competition. The presentation ceremony included a Color Guard presentation of the American, Virginia State, SAR and Chapter flags. He was presented with the SAR Chapter Eagle Scout Medal, SAR Eagle Scout Patch, Certificate of Recognition and a $100 check. The ceremony was held at the Wayside Inn, Middletown, Virginia. Present with Voorheis was his father, Mark Voorheis, 28 SAR compatriots and 3 members of the Daughters of the American Revolution. A Winchester woman, reported as missing by the Winchester Police Department on July 22nd, has be found dead in Frederick County and a subject has been arrested for her murder. Sarah Curran had been reported missing and “possibly in danger” by the Winchester P.D. on Wednesday July 22 at 1455 hours. That agency’s Community Response Team (CRT) was pro-actively working on locating Curran by interviewing associates

and following up on leads surrounding various “homeless camps” within the city limits. On the morning of July 23rd, while checking one of these camps, individuals present informed CRT they knew where to find Curran. The Winchester team responded to the area behind 706 Baker Lane, a known homeless campsite in the county, and discovered Sarah Curran’s body at approx. 0924 hours. Winchester authorities contacted the

New Beginnings Community Greetings

Frederick County Sheriff ’s Office, as the crime scene was determined to be within the county’s jurisdiction, and the sheriff ’s office took over the homicide investigation. Deputies from the Patrol Division and Investigators from the Criminal Investigations Division of FCSO responded to the scene where the area was secured and processed. The Medical Examiner’s Office will be performing an autopsy to attempt to isolate and identify the exact cause of death. Based on suspect interviews, witness statements and the evidence collected, 25 year old Larry Mullenax (no current address) was arrested and transported to the adult detention facility where he has been charged with 2nd Degree Murder in the death of Sarah Curran. No further details will be released at this time as follow-up interviews and processing continues. Inv. R.T. Swartz is leading the investigation.
