Discovering Warren County: Welcome Lt. Michael Fadler

By Ken Thurman Warren /Frederick County Report The Salvation Army Front Royal Corps recently welcomed its new leader, Lieutenant Michael Fadler to Front Royal. Departing Lieutenants Matthew and Laura Tidman will be missed but our new Lieutenant is determined to continue building upon the foundation laid by them. I spoke with Lt. Fadler at length about his vision for the Salvation Army not only in Front Royal and Warren County but for the Corps efforts in Rappahannock and Page Counties and the city of Strasburg. He envisions the Salvation Army as a place to come if you are in need as well as a community resource. If the Salvation Army cannot help you, he wants to be able to point individuals in the direction they need to find help. His dynamic nature can already be seen in improvements to the Family (Thrift) Store’s look and feel plus reductions in operating costs of the store. He has already, with the help of his Advisory Board, begun reach-

ing out to other community organizations like the Ministerial Association, the Blue Ridge Housing Community, Loaves and Fishes, CCAP, and Community Garden, not only to cooperate with day to day needs like food and clothing but to provide rental and utilities assistance especially in this time of the Covid-19 pandemic. He discussed the impact the pandemic has had on donations like the recent back to school drive for supplies and how people are not shopping as much. We also discussed the annual Thanksgiving dinner that feeds over 250 people in need and the upcoming Christmas campaign. Yes, plans are already underway for the annual Angel Tree and Kettle campaign. Angel Tree helps provide Christmas to children who might not otherwise experience Christmas and reminds them that they are special if for only one day of the year. The trees feature names of individual children with tags that you take to try and fulfill their Christmas wishes. He pointed out that these children did not create the situation they are in. This program starts in October

and runs through distribution in midDecember, so parents can have time to wrap the children’s presents. How can you help the Salvation Army as they continue to “Do the Most Good” in the community? You can shop at the Family Store, donate cash/ checks directly or online, and most importantly volunteer your time. Volunteers are always needed for bell ringing during Kettle season and for sorting/distributing Angel Tree gifts. They are desperately looking for a centralized warehouse space in Front Royal to act as a collection and distribution center for Angel Tree and Christmas food boxes. Money raised and donations collected by the Salvation Army stay in the

community and help support a wide range of programs including: • Their free food table • Angel Tree • Christmas food boxes • Christmas assistance • Thanksgiving dinner • Club 316 • Disaster Relief • Camp Happy Land • The Family Store • Community Care Ministries • Women’s Ministry The Winter Outerwear program • The Family Services programs. By Carol Ballard Warren/Frederick County Report In the process of searching for information on all Front Royal Town Council and mayoral candidates for the November 3 election, we found that three of the candidates running, Josh Ingram and Betty Showers for council and Mike McCool for mayor were discovered to have been endorsed by the B.E.E.R. Party. So, what is the B.E.E.R. Party? First of all, the acronym stands for:

Better government Encouraging cooperation Emphasizing non-partisan politics Responsible government Front Royal lawyer David Downes, who established the organization who also owns the Virginia Beer Museum on Chester Street, said this, “With early voting already begun and Election Day only days away, several people have asked me about who would best serve on Town Council. After eight years riddled with scandal and corruption controlled by Warren County Republican

Committee endorsed candidates, this election is more important than ever to change our local government.” And here is their tongue-incheek definition of the ideal candidate. “To best respond, the Warren County Beer Party recommends the ‘Two Beers and a Puppy Test.’ If a candidate will show up for a beer and can be trusted with caring for a puppy, he will show up for meetings and be responsible for our community,” Downes continued. This is their assessment of Josh Ingram. “Easy first choice. Josh has proven time and again that he is a responsible human being. College graduate, international traveler, a motorcycle enthusiast, history buff and extremely accomplished for his age. As a pilot, he trained to be responsible and attentive to detail. “Your puppy would be well cared for, bathed daily, taught new tricks and sad to leave Josh upon your return. Here are our interviews with the B.E.E.R. Party’s top two candidates for council. We caught up with the candidates and they were happy to add more details along with those ringing endorsements. Our first interview was with Josh Ingram, who said he has been here since

nate, has been through every conflict in U.S history, and came out stronger,” he observed. “You can walk down the street and say Hi to your neighbor. I see this as a destination place to get to old age, to look back and feel good.”

He was enthusiastic about more of his reasons and what has motivated him to run for council. “I am running as an Independent, but I’ve been endorsed by the B.E.E.R. Party’ that promotes non-partisan candidates for the town and county, and I agree with that. The whole point of non-partisan candidate is about what’s best for people,” he began. “I feel the driving issues behind problems we have are because of party politics.” He said he’s a registered Republican and a Conservative, “And I’m not hiding that,” he added. “But I’m not going to let party politics affect my decisions. At the local level, it shouldn’t be that way.” Ingram referenced his professional experience when he said, “I definitely have an unbiased approach like I do as a project manager.” When asked what he had heard from local people about their concerns, he said, “The main three questions people have asked me about while knocking on doors were: 1. About the town forming its own Economic Development Authority (EDA). 2. What the town is doing to pay for the new Front Royal Police Department. 3. What’s going on with tourism in the town. And in regard to the first issue, he said this, “My main thing and why I decided to run was when I saw how disenfranchised people were about the EDA and didn’t know what was going on. The

council had done a 180 degree, first saying they wouldn’t pay for the police department and then saying they would but then blamed the supervisors. (Warren County Supervisors are partners with the town in the EDA.) “What they’re doing now they could have been doing a year ago. How could you see that as anything but negative?” he added. He also said that he doesn’t agree with the idea of the town creating a new EDA, and why is because, “the cost has been $100,000 a yearand that’s tough enough to swallowhow many people does that put on the payroll?” Continuing with that issue, he noted that the estimate by the town is that the cost will be $500,000 yearly, then asked how the town can justify that when they’ve basically eliminated money for tourism. “How do you right size a budget by adding to it?” he asked. On the issue of the alleged embezzlement and misappropriation of EDA funds by former director Jennifer McDonald, he said that he had heard that officials in charge of watching the EDA financial workings, had “just taken her word” for financial actions. “In my job as a full-time project manager, ‘you don’t take the word of anyone,’” he exclaimed. One of Ingram’s goals is to get us out of the ‘EDA hole’ and to work with the new staff to have an unbi-

ased approach. He also believes the county supervisors have made strides but thinks the town hasn’t come up to the plate to work with them, and not all the money has been recovered. Another thing he wants to accomplish is to put a halt to what he calls the town’s ‘frivolous lawsuits “which is costing thousands of dollars.” Possible solutions he is proposing are: • Liquidating the EDA’s 20-30 properties, which could allow the town to do some rejuvenation and hopefully recover the funds. • Getting all involved parties in one

room, sit down and agree that none of us have $26 million, and let everyone have a say in what to do next. • And importantly, “keep everything in livestream, not off the record, then put it in the official record, “he said. Ingram continued, noting that one of the points made at the recent Chamber’s Candidates Forum on Sept. 30 at the County Government Center was the need for someone to be a liaison between the Town and County. “The town needs to roll their sleeves up and say, ‘We know what happened and what can we do about it?’” he advised.

“If I’m elected, I have to look at who I’m working with. If several are like-minded, we’ll be in good shape, if only one is, there might not be much movement. It’s dependent on each of the councilmembers’ attitudes. I’m going in with a positive attitude and I have fresh ideas, but I’m willing to learn from others with more experience.” And he added that the resounding theme he’s been seeing from most folks ‘is that they don’t know what’s going on and they want more transparency,’ that the average voters want a voice. If armed with correct information, most voters will make an informed vote and with it, make their voice heard. “I believe the local vote is more important to everyday life than the National,” he said. “I pledge that after every meeting, I’ll look through the decisions that were made, how I voted and why.” Another important point he wants to make is that he has nothing to gain, no chip on his shoulder, and just wants the town to be better. “I moved here because I liked the area. I could have lived anywhere,” he said in conclusion. Betty Showers Betty Showers has earned the other town council candidate sponsorship from the B.E.E.R. Party. This is what they said about her. She is originally from McLean, Va. and she has lived in Front Royal since 1982. Showers opened her Front Royal’s Florist business in 1992 and then in 2005 bought Fussell Florist and combined the businesses, making that 28 years she has owned businesses in the town. Town of Front Royal (finally) secures Police Department loan

As Sergeant Joe Friday famously said in the 1950’s and 60’s TV series Dragnet, “Just the facts, ma’am,” it would be nice if the answer given by local politicians was exactly what happened or what is directly proposed, without embellishment or exaggeration. The Town of Front Royal announced October 5 the terms of a loan it has secured with United Bank to pay for the police station it has occupied since the summer of 2019. As we reported in our previous issue, the deal is an especially good one:

Security for the loan is a first priority lien and security interest in a Deed of Trust on the Front Royal Police Department property and building located at Monroe Avenue and Kendrick Lane consisting of 5.24 acres, more or less. There are no additional liens or encumbrances and no other hidden fees. In 10 years, the town will need to close on another loan or float a bond to pay the remaining unpaid balance due in full at the end of the said 10-year period. According to a press release by the town, the agreement between the town and United Bank is “Based on a tax-exempt fixed rate of 1.87%, the loan saves Front Royal citizens over one million dollars from what the previous Town Council nearly settled on. Additionally, the loan has no origination cost or fees, saving the Town taxpayers another $400,000 to $800,000.” Matthew Tederick, Front Royal’s Interim Town Manager stated, “For nearly two years, the Town has repeatedly taken the position that it would pay the costs associated with the construction of the Police Department Headquarters lawfully approved by Town Council. This was explained to the EDA and the County Board of Supervisors countless times. Working through this process has been difficult and the Town has been flying blind, without any real reliable guidance. In the wake of Jennifer McDonald’s alleged embezzlement and theft, the EDA has not had an official

audit for two years now. It is simply impossible without audited financials for the Town to accept the accuracy of any figures or invoices related to the Police Department Headquarters, Leach Run Parkway or any projects that were handled by the EDA while Jennifer McDonald was Executive Director. “The loan amount of $8,483,001.15 consists of the actual costs incurred during the construction of the Police Department and October’s principal and interest payment for the EDA’s loan, which will be added to the debt the EDA owes the Town. The bottom line is that the Town has received fantastic terms, saving the Town taxpayers well over $1 million, and has resolved an issue that has been plaguing the community for almost two years and been made the subject of two separate lawsuits.” Tederick concluded, “A tremendous amount of credit belongs to the current Front Royal Town Council. For well over a year they stood firm for the taxpayers of Front Royal, demanding not only justice for those who stole taxpayer dollars but refused to pay unauthorized EDA expenditures. Lastly, on behalf of the Front Royal Town Council I would like to thank United Bank who spent countless hours working with the Town and ultimately demonstrating great flexibility in these fantastic loan terms.” Councilman Chris Holloway stated he “wished it could have been done a lot sooner” and added he was glad that we were able to “pull this off.” Councilman Gary Gillispie said he was relieved to “get this monkey off of our back,” em-

phasizing it is “a great rate for this loan that will be acceptable to our citizens.” Councilman Lori Cottrell commented that “I am relieved that the issue with respect to the Front Royal Police Department has been resolved. And I am thankful that it appears this will save the town taxpayers a considerable amount of money over the long term. More importantly, this removes an obstacle to resolving the current litigation between the town and the EDA. I am hopeful that we can now work together to resolve our differences and move forward and refocus our efforts towards bringing those who have committed the crimes to justice.” Councilman William Sealock stated he was “Sorry this didn’t happen sooner.” Adding in part, “what is even better, there are no secondary liens on this. There are no fees and no pre-

payment penalties. So, you are talking 3, 4, $500,000 right here on this piece of paper,” referring to tax savings for the constituents. Tederick responded in part, “Council was being pressured to refinance the principle and interest at 3.25%, and we were able to get 1.87%, that is about 1 million dollars savings to the citizens. As well as the origination fees, it is not uncommon for a loan like this to have anywhere from a ½ point to 1-point origination fee, that is $400,000 to $800,000” in savings. Later in the hall, Tederick was asked about the approximately $500,000 that the town owes the EDA in interest payments on the loan, Tederick said, “I think it is clear the EDA owes the town money. Tomorrow our attorney is literally going to contact the EDA attorney and say, ‘let’s start having discussions on

reconciling what we owe you, you owe us.” The EDA has been two years without an audit. “No audit in two years, and when they give us an invoice with no supporting documentation. It is always coming.” Like a dog with a bone, Tederick referenced the council’s insistence on the New Market Tax Credit interest loan rate of 1.5%. Tederick said, “The EDA went out and got unapproved loans” for the town council. Further explaining, “So we need to reconcile that, and I wouldn’t be surprised if within 45 days we can have this reconciled.” Employee awards At their September 28 regular meeting, the Front Royal Town Council recognized Kayla Thomas with the Finance Department who did an excellent job

collecting the meals and lodging taxes, collecting 99% of the budgeted meals tax revenue. Front Royal Police Officer Andrew Haywood received an award for serving the community in ways that sometimes go unnoticed. A letter was read that stated in part, “It is the small kindness that makes a community.” CARES Act Round Two I had a chance to meet up with Dr. Edwin Daley, interim Warren County Administrator, who stated that the “CARES Act round two begins next Tuesday and number one, it expands the availability in businesses up to 6 million from what had been a cap of 2 million. Then number two it includes non-profits within the town and the county. Both will be eligible, prior to that it was just

the county non-profits. Then the third change is that utility money for families will also include the town.” Later adding “A fourth change is that it now includes businesses that don’t have a business license.” Applications are over at the Warren County/Front Royal Chamber of Commerce. CARES Act grant money is all federal money. Regarding Round One of the CARES Act money, Daley clarified that “We gave an allocation to the town and the town wanted to do it themselves, so for Round One the town did their own distribution and they did not include family utilities and they did not include the non-profits.” Adding the town has “finished what they are doing for businesses. Three Town Council candidates are ready for November 3 Darryl Merchant, Joe McFadden and current Mayor Eugene Tewalt speak out on local issues

Darryl Merchant says he wants to do what is best for the town and all its citizens.

By Carol Ballard Warren/Frederick County Report Town Council candidates, Darryl Merchant, Joseph McFadden, and current Mayor Eugene R. Tewalt have all volunteered to speak on their reasons for running for front Royal Town Council, and all are asking for voters to choose them on the merits and experiences that they believe will make them the best choice for the town. Here are their voices. Darryl Merchant The first candidate we spoke to was Darryl Merchant. Darryl Merchant is a lifelong local resident, was born and raised in Front Royal, and is a 1974 graduate of Warren County High School. Some of his ancestors were early settlers on the Blue Ridge and lived on what is now Skyline Drive.

In the introductory statement about his vision which offers information about himself he said, “Hello, my name is Darryl Merchant and I’m running for Town Council.â€? He states that his platform is simple: “Do what’s best for the town and all its citizens.â€? And he continues that, “The people of Front Royal deserve a fair and honest Town Council. If elected, I pledge to: • Conduct town business in transparent and open format. • Hire a town manager with professional and public service experience who serves the council and the people. • Establish a working relationship with the county. “Like it or not, we are joined at the hip.â€? • Pay our debts, including the newly constructed police station. • Create realistic budgets based on the needs of our community. ‘Right sizing’ the budget through firing staff, closing the tourism department, and freezing employee salaries is not acceptable. • Restore the tourism department and Front Royal Visitor Center. Tourism is essential to restaurants, shops and businesses. • Enforce the town codes and regulations fairly to all citizens, regardless of race, color or social status. I would support a property maintenance and rental inspection program that would require slumlords, trashy motels, and owners of dilapidated structures to clean up their properties. People deserve housing that is safe and affordable. • Make transportation issues a pri-

ority, focusing on Happy Creek Road from Vaught Estates to Leach Run Parkway; West Main Extended from Kerfoot Ave. to Kendrick Lane through Royal Phoenix, including sidewalk improvements along West Main from Randolph Macon Academy to the soccer complex. “And the redesign of many of our congested intersections to provide left turns across lanes without backing up traffic.â€? • Develop hiking and biking trails and improve handicap accessibility and walk-ability of existing trails and sidewalks, including a systematic maintenance program for sidewalks, streets, and utility infrastructure.

• Fully support our police department and encourage the creation of a community coalition to address the opioid crisis. • Shop local. I support all our local businesses, whether located on Main Street or otherwise. Downtown parking issues need to be addressed. Currently, he is retired from the town’s planning department and is a self-employed consultant, part of which includes consultation for the planning department. ing opportunity to serve our community and one which I think makes me uniquely qualified to serve as a Town Councilman. I have years of experience working with town staff as a commissioner, currently serving as the vice-chairman. I have worked on the Capital Investment Plan, the blueprint for the direction this town should take over the next 10 years. “Last June, I opened a gym on Jackson Street called BattleGrounds Fitness. It was a huge personal risk, but I felt ready to invest more of myself into Front Royal. I have hit hurdles in the process which echoed the experiences others had told me about. “I want to help reduce barriers to success for small business owners. It is a big part of why I’m running for Town Council. “Most redundancy and waste aren’t done maliciously. Usually, it’s just a result of staff turnover, technology modernization or the layering in of solutions for systematic issues, while ignoring root causes. “In Front Royal, however, we have experienced the opposite with a national scandal in the (alleged) EDA embezzlement case, where we had multiple layers of negligence. “If they were not complicit in the events that transpired, they were asleep at the wheel. “I’ll be coming to this position looking for ways to cut costs, reduce spending and lower taxes; all while not reducing the quality of life for town residents or employees. We need to examine all of our processes and programs, use a critical eye, and seek to reduce the footprint of government. “And the best way to do that, in my experience as someone with nearly 12 years of process improvement and project management experience in the Federal Government, is to examine how processes are executed. In most cases it’s a process improvement focused on finding a root cause that will yield the best long-term results. “The Planning Commission has already identified the most critical needs of our community for the next 10 years. As the county seat, Front Royal should be leading the county to ensure that this plan is executed properly. I’ll see to it that they do. “‘EVER FORWARD!’ That’s the motto of the 116th Infantry Regiment, the unit I joined upon returning to military service last year. It spoke to me. And during this time of looking at what is really happening in Front

Royal, I feel that it stands out as not only a motto, but a road map for our future. “My vision, at its core, is an optimistic one. I want to help move this town forward. I want to work in cooperation with those who are willing. I want to bring those who aren’t to the table. I plan to help us get up and get going. And we are in danger of missing our opportunity! “I am against crony politicking

interests, not those of any special interest groups or good old boy networks. Eugene R. Tewalt And last, but definitely not least, running for Town Council is our current mayor, Eugene R. Tewalt. We caught up with him last Sunday

and he gave us his current information and past experience, as well as his reasons for moving from the mayor position and finding a seat on the council. Most people are familiar with Tewalt, who has lived in Front Royal since 1974 and has been serving the community since then, first as public works director for 25 years. “During the tenure of those years, I was responsible for installing 40% of the water, sewer and streets,” he said.

This has given him familiarity with the town’s infrastructure. When asked why he wants to run for council again after serving as mayor, he said he had four good reasons. “The first one is that I don’t have a vote. I only vote if there’s a tie, then you lose both sides when you break a tie, since it’s a controversial issue. The second reason deals with the frustration of not having his voice heard on the issues.

“I can’t talk about things as mayor and have to send the vice mayor to state my opinion in front of the council,” he said. Connected to that, is in his position as mayor he must sign documents and ordinances that he doesn’t agree with, and then he can’t talk about them. “When the council votes and presents the documents to me I have to sign them,” he complained. And the third reason he’s looking to run for a council seat is that he is held back from being an arbitrator or negotiating with other officials on important issues by members of the current council. “I enjoy that,” he said. “Usually the mayor is the forerunner of the community, but this council doesn’t want that.” The problems he faced with the council about dealing with the Front Royal/Warren County Economic Development Authority (EDA) was listed as his fourth reason. But he does believe he can work with the council members and as two of the seats occupied by Jacob A. Meza and William A. Sealock will be vacant, he hopes to fill one of them. When asked if he believes he has the support of the community in his effort to run for council, he talked about the experience he brings to the position. “I feel I do have the support. I was the town’s public works engineer for 25 years, have been a resident for 40 years and served on the town council and as mayor. This makes him a well-known candidate for the position on council, he believes. His service includes being elected to town council from 2000-2004, 20062008, 2016-2019 and as the mayor of Front Royal from 2008-2010. He was recently elected as mayor on November 4, 2019, to fill an unexpired term ending December 31, 2020. He added that he was born in Shenandoah County, but moved here when he was four years old, and has always lived locally, moving for a while to Strasburg, but then returning to Front Royal. “I like to work for the constituents,” he said. “When they come to me with a problem, I like to get it resolved. I want to serve.” When asked about the antagonism between the Warren County board of Supervisors and the town, he had a ready answer. “I believe I can be in a good position to resolve issues, but we can’t talk to them (supervisors) because they want to use attorneys,” he said. “We need to sit down with each other as individuals and get the lawyers after that. Also, he wants transparency, so people know what is happening. He believes that things went downhill with the county in 2017 with the EDA scandal and the alleged embezzlement and misappropriation of funds by then director Jennifer McDonald, when the supervisors became involved. But he says he sees a light at the end of the tunnel beyond the next

three to six months with the EDA and holds the hope that town and county will get together with each other, but he doesn’t agree that the town should create a new EDA. “We don’t need two,” he said. “With a small town, we’ll make war against each other. We need to work together.” He is running as an Independent candidate and noted that, “Most people don’t know that the town charter says candidates should run as nonpartisan and not for a national political party. I don’t want any ties to those organizations because it causes problems.” “The goal is to do what’s right,” he said. And finally, to the Front Royal voters, he said, “I’d like to be your next councilman and I appreciate the vote from our citizens. I’m always willing to talk to anybody about whatever they need to talk about.” Tewalt has lived in Front Royal since 1974. He retired from the Town of Front Royal after 25 years of serving as director of public works/engineer. The 2020 Walk for Life sends message that “Change Begins at Home”

By Tom Sayre Warren/Frederick County Report On a brisk sunny Saturday October 3rd morning the Front Royal Pregnancy Center held their annual “Walk for Life” starting near their headquarters, proceeding down Main Street to Chester, and Crescent and then heading directly back to the original location. There was a good crowd on hand to celebrate life and to raise money for the most vulnerable in the world. According to Events and Programs Manager Olivia McDonough, the fundraising goal was $60,000, and the total amount raised was $74,733.71 through sponsors and donations from businesses, churches, schools, organizations and individuals. The top walkers are as follows:

• Top Walker: Cora Snyder raised $4,390 • Top Youth Walker: Juliana Criste raised $4,157 • Top Team: Chelsea Academy raised a total of $21,861 dollars Kathy Clowes, executive director of the center, started the morning out by welcoming the large gathering with these words, “We are gathered here to celebrate that God is good! His creation is good, and He created us each in His image and likeness. We are all a family with a common Father. It is always a joy to see people from many different churches come together to support the most vulnerable lives in our community – the babies not yet

born – and their mothers and fathers. “Our theme this year is ‘Change Begins at Home.’ We want to highlight the fact that making a difference for the unborn – and their families – starts small. Every single act that you do to help has a direct impact on those who needed it most. You have proven this time and time again – especially this past year.” Clowes added in part, “When COVID-19 began, and clients were losing their jobs or cut hours, we reached out with a special appeal, and you sent help from home. Then, when we were low on toddler clothes, we reached out on social media, and you brought us the clothes our clients needed. “When the store shelves were low, our clients came to us for formula, diapers and clothes provided by you, our donors. You made it possible to change the frightening uncertainty of caring for their children to confidence in the community that cared for them.” Clowes added, “Sweeping legislation and major changes in the world should always be sought after – and prayed for. But in the meantime, there is always something that can be done for the most vulnerable. You are here to protect and care for them. “Since last year’s walk, the center has served close to 300 women. Some needed pregnancy tests and ultrasound services, others needed material support or simply a listening ear during a time of fear and isolation,” explained Clowes. “Our nurse is very skilled at measuring early pregnancies and playing briefly the heartbeat for the moms.

The moms themselves are sharing that there is help and hope, and therefore the safety net is getting larger.” Lastly, Clowes gave a big shout out to the Knights of Columbus, John Carrell Jenkins Council #7771, for currently raising funds for a new high definition ultrasound machine since the older 2013 model is out of warranty and in need of replacement. Pastor Don Capps, with Cornerstone Christian Fellowship, gave an exuberant opening prayer for the walk. Many members of his congregation were also there to support the center. Jim Kelly stated, “It is a wonderful show of support for all of the pregnant moms in Front Royal, to let them know we are here to help them in any way they need assistance, and we will accompany them on their journey through their pregnancy.” Julia Butler stated “It was a wonderful day. It was fun to be upfront with the Padre Pio students – and I had a good time. It was exuberant and fun to see the joy in their faces.” Also commenting on the money raised by Chelsea Academy, “as Olivia said, that was a third of what our goal was.” Also attending the walk were Mary and Rose Herlihy, upbeat sisters and nurses at Winchester Medical Center, where they both work on the same floor (Cardiac Surgery). Rose stated, “It is nice to take another opportunity outside of our work and help people.” When asked if they enjoyed the walk, Rose added, “We did, yes. It was a beautiful day for it and a great turnout.” Michelle Castellan summed up what appeared to be the general feeling saying, “great crowd and good weather,” commenting that over $74,000 was raised! Francois Flippen added, “It is a very positive event.” Monica Ferri, who led a team which raised $1,985 agreed with their observations. “For a theme that ‘Change Begins at Home,’ we wanted to highlight the fact that no matter what is going on in the world, even the smallest of actions can make a huge difference in the lives of those who need help,” said Olivia McDonough. – tom@areaguides.com

The evolution of Beth Medved Waller’s real estate funded nonprofit projects Waller re-imagines client appreciation and community fundraising with the launch of the What Matters Real Estate Partners program Since the beginning of Waller’s real estate career, she has made it her intention to use the abundance that being a Realtor affords her to give back to those in need, both locally and globally. Waller started What Matters, her real-estate funded non-profit, in 2018 when she began to bring others into her non-profit initiatives. To date, Beth has focused on donating to programs that mattered to her heart. She has received support from her community to build a school in a remote village in Uganda called the Front Royal Light Up Academy as well as to create Open House, a community meeting and networking center, now sponsored by the Daily Grind and Royal Comfort Shoe Center. “I’ve always been passionate about giving back to what I care about sponsoring local blood drives, helping children in Uganda receive education, giving scholarships to local high school students, etc. and am so grateful for all the support I’ve received from people who may or may not be passionate about the same things. Now, in an effort to pay that support forward, I am focusing on creating replicable fundraising programs that help me support what matters to other’s hearts.” One of these programs is the What Matters Real Estate Partners concept. While Waller has always donated a large portion of her commissions to her own non-profit passions, she decided to commit to donating an additional 5% of her commission to the non-profit of her client’s choice. “I’ve always recognized that my non-profit work is made possible by my clients and community that have supported my real estate business the last decade and a half. During these trying times, I am more dedicated than ever to continue to support my local and global community both as a Realtor and as a non-profit fundraiser,” Waller said. Waller has inspired other Realtors to follow her lead and is currently working with Anne Fish, a Realtor in Teton County, WY, to also pioneer the 5% client giveback concept in her community, with the hope that

others will join them as well. Like many others, Waller has embraced these Covid times as an opportunity to reevaluate her own life, business and philanthropic efforts while seeking new ways to serve her clients and community with a greater impact aligned with these times. They like to eat a lot. The few times I’ve ridden a horse, he or she has taken every opportunity to stop and nibble on whatever he or she could find. And I’ve obliged. My wife tells me that’s my first mistake. “You’re in charge,” she says. Really? Let’s back up. Horse, much bigger than me. Enough said. The way this cowpoke sees it, a wellfed horse is a happy horse, and when I’m on a happy horse, that’s a whole lot better for me.

I don’t remember my first time riding one, but the story my dad used to tell goes something like this. We were in Colorado on vacation. I was probably four or five years old. My dad was on a horse, my brother was on a horse and I was on a horse. Why I was on a horse at that age I’m not sure. I’m thinking my parents didn’t have a lot of horse sense. At some point, my dad looked my way but couldn’t see me. He saw my horse, but no me. Apparently, my saddle wasn’t tight enough and had slid around to one side.

And that’s where I was, holding on and hanging on. Isn’t that what it means to ride side saddle? Almost twenty years ago, when I was a younger cowboy, my wife and I rode mules from the top of the Grand Canyon all the way to the bottom and then back up the next day. Before starting down, one of the guides said I looked like I knew what I was doing and had me ride near the back of the pack to help keep an eye on things. Are you kidding me? He was obviously not a good judge of my riding ability. Then again, what choice did he have? The group was mostly made of elderly grandmothers. The trip was fun, especially since I managed to stay on top of my mule the entire time. Talk about being sore though. Whoa! I don’t think being a cowboy is in my future. I’ll just watch them on TV. Garst, Commonwealth Attorney in Harrisonburg who was appointed to look into allegations of massive fraud centering around the Front Royal/Warren County Economic Development Authority: My office was appointed to prosecute potential crimes occurring in Warren County. I authorized one of my most skilled prosecutors who specializes in

white collar crimes, Michael Parker, to assist with the case. Our primary goal with prosecution is to assure a just outcome. Mr. Parker did an excellent job assessing the case and putting the evidence together. In doing so, it became apparent that federal prosecutors would be able to gain the best outcome. Accordingly, working with our federal partners, we referred the matter to the United States Attorney’s Office for the Western District of Virginia in late February of 2020. It was explained that my office cannot comment on the case further or jeopardize any potential federal prosecution. I want to assure the citizens of Warren County that my office is dedicated to seeing justice done. In light of an ongoing criminal action, I cannot provide any further information.

“Front Royal is such a fabulous destination for hikers, canoers, rockclimbers, bikers, and almost every other type of outdoor enthusiast imaginable. Back To Nature Celebration Saturday, October 10, 2020 The Town of Front Royal is working with local organizations and businesses together to make THIS fall season, the BEST season Front Royal has ever experienced! This Saturday, October 10, the Town of Front Royal celebrates getting back to nature with canoe and nature lovers from all over the region. Second round of financial assistance using cares act funds Cares act Application window will re-open from October 13th to 26th, 2020 Warren County has appropriated a portion of the funds that the County has received under the CARES Act to the Front Royal and Warren County Chamber of Commerce (the “Chamber”) and will conduct a second round of financial assistance. There are two Chamber programs that are being funded by the County: a business and non-profit grant program, and a grant program to help individuals to pay

their utility bills. The second round business and non-profit grant program will provide $1,000,096 in funds to eligible local small businesses and local non-profit organizations. Including the first round, a total of $2,065,096 is available for distribution. Grants vary from $5,000 to $40,000 depending upon the size of the entity measured in accordance with its revenue. The grants do not need to be repaid. Businesses and non-profit organizations with annual revenues of less than $6 million dollars are eligible to apply. The utility program will provide case by case assistance to individuals who have been affected by COVID-19 and who are having difficulty paying their electricity, water, sewer, gas or propane bills. There is a total of $77,542 available under the second round program, and the grants do not need to be repaid. Both programs require that the entity or individual must have been adversely affected by COVID-19. The business program only applies to entities and individuals who are located within Warren County but outside of the Town of Front Royal. Businesses that are not required to have a business license may apply to this second round. The non-profit and utility programs apply to entities and individuals who are located within Warren County and includes the Town of Front Royal. The Chamber will resume receiving applications for CARES Act financial assistance to small businesses, nonprofit organizations, and individual utility assistance on Tuesday, October 13, 2020 at 9:00 AM. An online application can be completed and submitted at www.warrencountyva.net/ warren-county-cares, or a paper copy application can be picked up at the Warren County Government Center Administration Office or at the Chamber. All paper copy applications must be returned to the Chamber. The application window will close on Monday, October 26, 2020 at 5:00 PM. Sunflower Cottage Herb Farm and Backroom Brewery receive $250,000 USDA grant “It is with extreme gratitude and excitement that I am announcing Backroom Brewery has been selected to receive the USDA’s Value Added Producer Grant”, owner Billie Clifton. The $250,000 award is the highest dollar amount allowable under this grant which also awards smaller amounts. The grant at it’s highest level is extremely competitive and awarded

to very few across the country. Warren County Board Of Supervisors Issues Statement On Inter-Agency Relations The press conference held on September 23, 2020 announcing that the Town of Front Royal has secured permanent financing for the Front Royal Police Department building is great news for the citizens of our community! It closes a chapter on one aspect of the lawsuit the Town of Front Royal filed against the Front Royal-Warren County Economic Development Authority (EDA), and ends months of dispute between the EDA, the Town, and the County. It should be viewed as a path forward to a working relationship between the Town of Front Royal, Warren County and the EDA. As Warren County citizens, we were brokenhearted by the EDA scandal. The breach by those who were entrusted with our tax dollars and economic development is one that will take years to restore. Efforts taken by the Warren County Board of Supervisors to restore faith and oversight of

the new EDA Board of Directors are well documented. Both the Board of Supervisors and the EDA Board of Directors have worked diligently to clean up the mess and recover the stolen assets for taxpayers. The portrayal by some of the Town leadership that the County was unwilling to work with the Town to resolve the EDA issues could not be farther from the truth. The County has had every incentive to work with the Town to resolve the Police Station debt owed by the Town and has repeatedly approached the Town to work together on economic development issues critical to the success of our community. Town and County residents expect us to resolve our differences and focus on big issues affecting our community. Rampant drug overdoses and deaths in our community, families on the margins suffering from the economic effects of the COVID-19 pandemic, teachers struggling to educate our children remotely, first responders working double overtimes…these are the type of issues we should be working together to resolve. Our government needs to DO BETTER. We need to stop blaming one another and start focusing on what will better the lives of our citizens. The residents of our community deserve leaders who spend their tax dollars wisely. That includes streamlining our efforts to reduce duplication of the same services and waste of resources. People choose to adhere to a vegetarian or vegan diet for various reasons. Some people avoid animal products because of ethics, while others want to control their weight with low-calorie foods. Still others may have food allergies or intolerances that make a vegetable-based diet their best option. Cooking vegetarian or vegan can introduce a person to a wide variety of new foods and flavors. That’s why even people who eat meat like to periodically experiment with vegetarian or vegan foods. When the weather starts to cool, soups and stews become staples of many people’s diets. With this recipe for “Four Bean Chili” from “Vegan Cooking for Beginners” (Publications International, Ltd.) by the PIL editors, home cooks can experiment with a meatless chili that doesn’t skimp on flavor even if it isn’t brimming with beef, pork or lamb. Four Bean Chili Makes 8 to 10 servings 2 tablespoons olive oil 1 onion, finely chopped 2 medium carrots, chopped 1 red bell pepper, chopped 3 cloves garlic, minced 2 tablespoons tomato paste 2 tablespoons packed dark brown sugar 3 tablespoons chili powder 2 tablespoons ground cumin 1 tablespoon dried oregano 1 teaspoon salt 1 can (28 ounces) diced tomatoes 1 can (15 ounces) tomato sauce 1 can (15 ounces) small white beans, rinsed and drained 1 can (15 ounces) light kidney beans, rinsed and drained 1 can (15 ounces) dark kidney beans, rinsed and drained 1 can (15 ounces) pinto beans, rinsed and drained 1 cup vegetable broth 1 can (4 ounces) diced mild green chiles

1 ounce unsweetened baking chocolate, chopped 1 tablespoon cider vinegar. Heat oil in large saucepan over mediumhigh heat. Add onions, carrots and bell pepper; cook and stir 10 minutes or until vegetables are tender. Add garlic, tomato paste, brown sugar, chili powder, cumin, oregano and salt; cook and stir 1 minute. Stir in tomatoes, tomato sauce, beans, broth, chiles, and chocolate; bring to a boil. Reduce heat to medium; simmer 20 minutes, stirring occasionally. Stir in vinegar. Chili is even better served with cornbread. Make batter while the vegetables are cooking in step one and bake it while the chili is simmering. Cornbread Makes 12 servings 3 tablespoons boiling water 1 tablespoon ground flaxseed 11/4 cups all-purpose flour 3/4 cup yellow cornmeal 1⁄3 cup sugar 2 teaspoons baking powder 1 teaspoon salt 11/4 cups plain unsweetened almond or soymilk 1/4 cup vegetable oil Preheat oven to 400 F. Spray 8-inch square baking dish or pan with nonstick cooking spray. Combine boiling water and flaxseed in small bowl; let stand until cool. Combine flour, cornmeal, sugar, baking powder, and salt in large bowl; mix well. Whisk almond milk and oil in medium bowl until well blended. Add to flour mixture with flaxseed mixture; stir just until dry ingredients are moistened. Pour batter into prepared baking dish. Bake 25 minutes or until top is browned and toothpick inserted into center comes out clean.

BRIEFS, from 21 Assistant Chief Orndorff has been with the Winchester Fire and Rescue Department for over 20 years, most recently serving as the Deputy Chief with responsibility over health and safety, training, hiring, and budget development. He has a bachelor’s degree in Fire Service Administration from Waldorf University in Iowa. As a Paramedic, he has taught Paramedicine at Lord Fairfax Community College and helped manage the Virginia Fire Officers Academy. Chief Orndorff will continue to administer the Training, Health, and Safety program and other administrative functions. Assistant Chief Henschel has also been with the Winchester Fire and Rescue Department for over 20 years. He is a Paramedic and has most recently served as a Battalion Chief, responsible for fireground command and station oversight. He has a Master of Arts in Organizational Leadership and Fire and Rescue Executive Leadership from Waldorf University in Iowa; Executive Fire Officer Certification from the National Fire Academy;

and Master of Science in Emergency Services Management from Columbia Southern University in Alabama. Assistant Chief Henschel will be responsible for coordinating the operations of all station activities. “The citizens of the City of Winchester and the members of the Fire and Rescue Department are fortunate to have these new additions to the leadership team. outstanding indictments for violations of Virginia Code section §18.2-248 distribution of schedule I or II controlled substances. These indictments stemmed from previous drug distribution incidents that occurred within the Front Royal/Warren County area. Arrington, who is the subject of an ongoing investigation involving the distribution of cocaine and marijuana within the Town of Front Royal, was also found to be in possession of cocaine at the time of his arrest. Following Arrington’s arrest, agents with NWVRDTF obtained a search warrant for his residence in conjunction with the ongoing investigation into his drug distribution activities. A search of the property, located at 19 East Prospect Street in Front Royal, led to the seizure of approximately four ounces of cocaine, which has an approximate street value of $4,400.00. Additionally, over $35,000.00 in cash was also seized from the residence in

Following the search warrant, additional charges were placed against Arrington in connection with the evidence seized during the execution of the search warrant. These charges include one count of possession with intent to distribute cocaine (§18.2248(A)) and two counts of unlawful possession of a firearm while simultaneously possessing a controlled substance (§18.2-308.4(A)). Arrington was held without bond and is scheduled to appear in Warren County General District Court on September 29, 2020 at 10:00 am in relation to these offenses.

Man charged with forcible sodomy On Saturday, September 26, 2020,

Troy W. Stotts, 51, of Front Royal, was charged with § 18.2-95, Grand Larceny and § 18.2-67.1, Forcible Sodomy of a 36-year-old victim. These felony charges are in connection with an investigation that was conducted at 1122 North Royal Avenue at the Budget Inn. The victim in this case made allegations against the accused stating that he took advantage of her while sleeping and stole her cash. The victim was transported by detectives to Winchester Medical Center for further treatment in this case.
