Front Royal folks came out for joyful Halloween Day

Front Royal folks have fun dancing at the gazebo to celebrate Halloween Day.

By Carol Ballard Warren/Frederick County Report Halloween, associated with death, spirits waking up to again to walk the earth, and anything that frightens and stirs folks to attempt scaring them away, was celebrated a different way on October 31 in downtown Front Royal. When contacted after Halloween Day, William Huck of C&C Frozen Treats, who co-organized the downtown event, was happy to share how it came about. “In 2020 we’ve lost a lot and the kids

have too,” he said. “I’m a kid at heart, so I spoke to the town and some Main Street merchants to get approval to do this.” He said the Jack O’ Lantern lighting that took place was a tradition that he brought from his Louisiana childhood and the community supported this by donating the many pumpkins scattered around the gazebo, as well as the hay bales that decorated the area. “Then the community came out and carved them,” he said. The costume contest was directed by Sue Lawrence, owner of “The White Picket Fence, her realty company that

fronts on Main Street across from the gazebo. She, dressed in a frilly oldfashioned dress, energetically gave out tickets and separated the groups according to age, who would win the prizes. The crowd loudly and happily took part. Huck said that Edwin at the Manor Lane Market of the 400 block of E. Main St., donated the butterflies and bumblebees that decorated the area. Costumes ranged from Zoltar, the fortune teller from the movie “Big” to The Three Musketeers and frolicking dinosaurs to families theme-dressed and pushing carts decorated and carrying children. The day was perfect weather-wise, with temperatures in the 70s and clear blue skies, adding to the festive feeling. The outsized LOVE sign was prominent near the gazebo and served as the

underlying theme of the day. Music was being played from the gazebo and folks danced to the sounds of “YMCA,” Macarena, and other creepy Halloween songs. The parade started at the gazebo and proceeded down Main Street, in an orderly and colorful way. Huck said that the community was where it needed to be, to celebrate “being stronger together.” When asked if there were any other community events coming up, he said they are planning to have a special Thanksgiving event downtown. “I’m a little eccentric,” he said. “Last year, we did a turkey egg hunt. The Easter bunny does not lay eggs, but the turkeys do. We hid 3,500 eggs around the gazebo on Main Street in the grassy area. “This year we’re holding it at 3:00

The independent bookstore idea turned out to be the perfect solution, and the story of how she found the location is a good one. “It worked out beautifully for me, because one of my daydreams was to open a bookstore, and it took all of my attention which really worked out well for my personal life,” Nan said.

John was interested in making the residential house next door into several little businesses and talked to the owner, but it was not big enough. “So in 1975, when I told John I wanted it (the masonry part of the current shop) for a book store, he said go ahead with that!” she said. When researching how to proceed with her dream in Front Royal, she learned that the low population of the area wouldn’t support an independent bookstore, and that the location, with very low foot traffic, and not near shopping centers or Main Street, was not ideal, but she persisted and found ways to make it a success. “I talked to the owner and then to a designer friend. I was advised to paint the shop barn red to stand out from the paler buildings nearby. That’s why it’s red now.” She ended up owning the business for 32 years. And the shop has done very well and is still going strong. One of the first things she did to make the business strong was to take space in expensive New York Times Book Review classified ads for a few years to attract mail order customers. The other was to advertise in

local newspapers and in all the counties around Front Royal. She thought that creating huge signs would attract new customers, so she put up some so big that one of them caused

a leak in the roof. Then when folks started to come in and see what the shop was like and experience its warm welcoming ambiance and friendly staff in person,

they spread its reputation locally and internationally by word of mouth. When reminiscing about the years she spent in the shop, Nan said, “One of the great things about the bookstore was the cat Huxley. He was such a treasure. He was nice to children, and ok with dogs. The dogs would be barking like crazy, but he was not the least bit concerned, and he would just stay where he was, always up on a shelf, chair or even a book, but he wasn’t nice to cats (I think he thought he was a dog). People who knew cats would say to me that he was quite unusual.” Nan remembers the shop as being a haven for people, and for many years it was a central part of the community and a destination for others traveling from out of the area. When going through past bookshop newsletters Nan said it was amazing to her how so many people loved the shop all the way from Canada to Florida and the number of

people who enjoyed spending time there. Although Nan Hathaway has stepped away from the book shop, she’s still connected to books, still doing a bit of book business and listing books for her contacts in Matthews County in southern Virginia. “It’s a nice way for me to be in the book business in a very slight manner and I really enjoy it,” she said. Nan also spoke warmly of Jean

Shank, her longtime “more than an employee” who she said she thinks of as a sister. Jean was a well-loved employee of the bookshop for 17 years and she has some great memories of her time there. She said she was originally employed to work at the register to check out books for visitors. As time went on, she learned to do the bookkeeping and spent a lot of time in an See BOOKSHOP, 8

upstairs office and not as much on the register, but she was charged to do “reconciliation” to count the day’s intake. She remembers when the evening’s cash came out even, not one penny over and not one penny under, she would shout downstairs, “We ‘pennied’ out yesterday!” But some of her favorite memories were when famous people came into the shop. “One of the most fascinating times was when Earl Hammer, author of ‘The Walton’s’ came in the shop,” she said. “I recognized him by his voice because he used to do the introduction to the show.” She said she was so excited that the told Nan and she put it in their

newsletter. Hammer got a copy and wrote to thank them. She added that the show was about a family who lived in the country near Charlottesville. Another time American television journalist Katie Couric’s husband, Jay Monahan, visited the shop. When she saw him dressed in a long yellow winter coat with red and black plaid and belted, she asked herself, “Who wears a coat like that?” Laura Virginia Hale, native Front Royal resident and author placed her books in the shop when they arrived. Nan’s newsletters were a source of current happenings in the shop and were cherished by many readers and fans of the store. She described their activities with humor and warm enthusiasm. One

Tammy Foster-Bolden is the current manager of the Bookshop and Nan calls her “a godsend.” She has been with the shop since before Nan retired and has continued to make a success of it. When interviewed, she was happy to talk about the time she has been there, including events and recent history. She mentioned that they shared their 45th anniversary news with “Discover Front Royal,” as well as the Town and Front Royal/Warren County Chamber of Commerce, and other independent businesses. “Nan taught me a lot about working with independent businesses and how really important it is to do that,” she said. “I love how people have been sup-

portive of each other,” she continued. “William Huck of C&C Treats came in here and bought books and I went there and bought an ice cream cake. The community support has been so helpful through all that (the closings due to the coronavirus).” She wanted to talk about the upcoming important compassionate program they are conducting for the second year through the holidays. They are again asking folks to donate and buy books as gifts for children who are in the Treatment Foster Care Program. To donate, people can buy new books and drop them off or they can buy books at the shop from their excellent selection. As an added kindness, the children and teenagers in

Jean remembers this as something they looked forward to. “It was not a chore at all,” she said. “It was fun to be able to get the work done and then go and celebrate!” One of the inside jokes was that the staff would refer to Nan (who was not a stern bossy type) as “She who must be obeyed.” The name originated in mythology and was made famous more recently by the main character in a British TV series who always referred to his wife that way. When the folks at the shop wrote on her gift certificate from them, to ‘She-who-must-be-obeyed from the peons,’ she told someone, “You know if it were true, they wouldn’t write it.”

foster care, can take the books with them when they leave the program. “Kids need something that is theirs,” Tammy said. The shop is a participant in “Front Royal Rocks,” a program that takes place in little towns all over the U.S. The group says, “Welcome to the #FrontRoyalRocks group! We are painting rocks to ‘hide’ around Front Royal with the sole purpose of spreading joy and brightening people’s day. This is a community-based group meant to inspire creativity in all ages and energize people to explore the beautiful area we live in. Folks can hashtag their city if they live in a surrounding area, for example, #Linden, #Marshall, etc.” Tammy talked a little about how the pandemic has affected the donations they’ve received as many are clearing out their homes while downsizing. “We have gotten lots of book donations, and it really does help for us to get them. They are free book stock. Also, the staff doesn’t buy used books anymore, but if people do bring used books, they can get store credit for them. She is often amazed at the quality of donations that are brought in. “One lady in her 80s brought in four boxes with some older children’s books that had beautifully hand-painted illustrations,” she said. And another thing they have done is to try to stay competitive with Amazon, a place where people can order almost anything, including books.

She talked about the flow of customers and visitors they experience. “We’ve been having a lot of out of town tourists escaping the city for the weekends lately. Some are yearly visitors and others find us through Trip Advisor and Google,” she said. “We get real busy in the fall. We’re always surprised at how many tourists come through here. These are often the types of people who read and likes the outdoors and solitude.” Nan Hathaway described this when she said, “The people who cannot come to the Shenandoah Valley

Local Republicans sweep; Democrats win statewide again

By Tom Sayre Warren/Frederick County Report The Front Royal town council races were won by Chris Holloway for Mayor, Councilman Lori Athey Cockrell and newcomers Joseph E. McFadden and E. Scott Lloyd and all were the top three vote getters. We plan to gather more information and interviews for the other local races for the November 14 Warren/Frederick County Report issue. Holloway had a message for the community. “I would like to thank all of the poll workers and volunteers that I had working for me throughout the campaign. I also thank all of the citizens who had the confidence to

vote for me.” Local Front Royal resident Timothy Ehlinger said it felt good to vote and was a relief to finally vote, and it was nice to make a difference. Ehlinger explained that, “Hopefully the right people will get in.” As to any potential rioting he added that, “I stand for law and order, and I pray that whichever side wins or loses they are a good winner or a good loser, and urge their followers to do the same.”

He expressed confusion about the title of “IDA of Front Royal and Warren County” By Tom Sayre Warren/Frederick County Report At the regular Front Royal Town Council meeting held on October 26, Paul Gabbert rose to speak during the “Receipt of Petitions and/or Correspondence from the Public.” Gabbert took a direct shot at Interim Town Manager, Matthew Tederick and called for his immediate dismissal. “I’d like to bring attention to the Council (inaudible words then) on a public notice in the Northern Virginia Daily concerning the request for rezoning of land in the Happy Creek area,” Gabbert began. “It stated the request was from the Front Royal IDA and the Warren County EDA. I didn’t know that Front Royal had an IDA. Maybe I’m wrong. Maybe someone can clarify for me, but I don’t think we have one.” He continued. “I don’t know, maybe the interim town manager thought he could slip that in without anybody noticing. But, someone did. I believe this was a deliberate attempt at trying to misguide and deceive the public for the personal satisfaction of the Interim Town Manager to see his dream in print. This was not written by anyone else, as every town employee knows there is no Front Royal IDA. “This was an outright lie to the citizens of Front Royal and all readers of the Northern Virginia Daily. Is this the type of behavior by the interim manager? Is this type of behavior okay with the Town Council? Or is this just going to be one more time Council will dig deeply into the pocket of mumbo jumbo excuses for one more careless act by the interim town manager? “This is a serious issue. This is a blatant attempt at deception. This misguided action by the interim town manager is grounds for immediate dismissal. “If Council chooses not to dismiss the interim town manager – you will be showing you accept deception and lies over the truth. It is Council’s decision on how they want to show the citizens of Front Royal that truth matters over lies and deception or lies and deception matters over truth. Thank you,” he said. Gabbert then moved to sit down in the back row of the seats. Is the council accepting “deception and lies over the truth” as Gabbert put it? Is this an “outright lie to the citizens of Front Royal?” As Mayor Eugene R. Tewalt put his glasses back on, he asked for any other speakers and hearing none, next called for the “Report of special committees or Town Officials and Interim Town Manager.” Gabbert became upset when Tederick responded to him by name. Interim Town Manager Matthew A. Tederick responded to Gabbert’s at-

tack by stating, “Thank you Mr. Mayor and members of council. I appreciated Mr. Gabbert’s false attacks. I think it is important to note the official name of the IDA, I believe it was correct in the public notice, but we will double check that and make sure that Mr. Gabbert gets his facts straight.” At the same time, the town’s legal attorney, Douglas Napier, was looking at his cell phone and appeared to be possibly researching the issue. Next Tederick tried to move on by saying, “As it relates to other issues, ...” Gabbert simultaneously rose from his seat with his voice raised in an an-

gry tone, interrupted Tederick, and tried to speak over him. Tederick then calmly repeated, “as it relates to other issues, as it relates to other issues, Mr. Mayor.” And without missing a beat, he later added, “I appreciate being able to speak Mr. Mayor.” Tewalt then deadpanned, “hold on. Mr. Gabbert.” Gabbert was upset with Tederick for saying his name and angrily shouted and pointed his finger toward the council and said that, [an official] “cannot call out any individual by name, or as an individual. All his comments will be taken to the council themself.”

To which Tederick in a calm tone responded, while Gabbert continued speaking, “Thank you Mr. Gabbert, thank you so much, thank you so much Mr. Gabbert, I appreciate that,” and Gabbert angrily looking directly at Tederick said in part “you’re welcome” and added “you’re darn right.” Then Gabbert sat down and was not heard from again. The IDA of the Town of Front Royal and the County of Warren The official “Notice of Public Hearing” is as follows:

“The Front Royal Town Council will hold a public hearing on Monday, November 9, 2020 at 7:00 p.m. in the Warren County Government Center located at 220 N. Commerce Avenue, to consider a rezoning application submitted by the Industrial Development Authority of the Town of Front Royal and the County of Warren, also referred to as the Economic Development Authority, for the rezoning of approximately 62.7 acres of property identified as Tax Map 20A22, Section 1, Parcel 1B in its entirety, and all that portion of Tax Map 20A22, Section 1, Parcel 1 as located within the corporate

invited to attend this hearing to express their views.” In the Warren County Courthouse public tax records in the “County Exempt/Non-taxable Real Estate Tax Book,” if you look under Owner for the properties owned by the IDA they are mostly listed as “IND DEV AUTH OF TOWN OF FRONT ROYAL & COUNTY OF WARREN VIRGINIA.” Specifically under the address for the

the owner’s name as “Ind Dev Auth Of Front Royal & Warren County.” It was also later clarified that the published legal notice was properly prepared by the town’s legal staff, and not by Tederick. An online search of the EDA’s bylaws on their official website, under “About EDA,” it states in part “Article I. Purposes and Power. The Industrial Development Authority of the Town of Front Royal and the County of Warren, also known as the Economic Development Authority, Virginia shall fulfill all the purposes and intents of the Gener-

al Assembly of Virginia, as expressed in Title 15.2, Chapter 49, Code of Virginia, as amended. “Said Authority shall also fulfill all purposes and intents as set out in the ordinance made effective on 21st day of December, 1967 by the Town of Front Royal and the County of Warren, Virginia and any and all other matters as may hereinafter be provided ... The Industrial Development Authority of the Town of Front Royal and the County of Warren, Virginia shall have any and all powers that have been granted to it by Title 15.2, Chapter 49, Codes of Virginia, 1950, as amended ...” Tederick said by phone that, “It was clear from Gabbert’s comments that he was not interested in speaking the truth nor seeking the truth as he has previously done in Front Royal. His pattern has been solely to seek and attempt to destroy the town council and me.” Tederick added that, “I want to thank Mr. Gabbert because without his constant false criticism and foolish behavior we would never have the great successful candidates elected to the town council. class next month and have no idea what to write about. Help! – Unnamed student at Lord Fairfax Community College You could ask yourself “If a tree falls in a forest and no one is around to hear it, does it make a sound?” Such a philosophical thought experiment raises questions regarding observation and perception. Can something exist without being perceived by consciousness? – e.g. “is sound only sound if a person hears it?” The most immediate philosophical topic that the riddle introduces involves the existence of the tree (and the sound it produces) outside of human perception. If no one is around to see, hear, touch or smell the tree, how could it be said to exist? If that topic is already taken you could write about my favorite philosopher, Marcus Aurelius, a Roman emperor from 161 to 180 and a Stoic philosopher. He was the last of the rulers known as the Five Good Emperors (a term coined some 13 centu-

ries later by Niccolò Machiavelli), and the last emperor of the Pax Romana, an age of relative peace and stability for the Roman Empire. While on campaign between 170 and 180, Marcus wrote his Meditations in Greek as a source for his own guidance and selfimprovement. The most important lesson to take away from Meditations is that our minds have great power. We can choose how we perceive events and we can always choose to be virtuous. People will always do awful (or at least unpleasant) things and we are only responsible our own virtue. We can choose to be good even when we are surrounded by wrong. When another harms us, we can react with kindness, advising them of their errors if possible but being okay with it if they ignore this advice. When another angers us, we must immediately consider their point of view, remember that we have our own faults, and respond with positivity and

Salvation Army Front Royal Corps’ new lieutenant, Michael Fadler, will make a special announcement at the Corps’ annual Kettle Kick-Off, which will be held at 11:00 am on Friday, November 13, in front of Rural King. A turkey alternative for intimate Thanksgiving meals

Thanksgiving is steeped in traditions involving familiar foods. Thanksgiving may look a little different this year, and certain customs may need to be modified. If family celebrations are scaled back, perhaps a large turkey that can feed 10 or more will not be needed. Even if the size of the celebration may be reduced, flavor doesn’t have to shrink as well. Families can use this opportunity to try some new foods that can enhance this year’s Thanksgiving experience. This recipe for “Poulet au Vinaigre” from “Simple Soirées: Seasonal Menus for Sensational Dinner Parties” (Stewart, Tabori & Chang) by Peggy Knickerbocker takes about an hour to get on the table and it’s a flavorful dish that can be a succulent and special option for holiday meals. Poulet au Vinaigre Serves 6 to 8 12 chicken thighs (about 3 to 4 pounds), bone in Salt and freshly ground black pepper 4 tablespoons unsalted butter 2 tablespoons olive oil 6 shallots, minced 6 cloves garlic, minced 1/2 cup apple cider vinegar 11/2 cups dry white wine 1 tablespoon tomato paste 11/2 cups chicken stock, preferably homemade 1/2 cup chopped Italian parsley

Season the chicken generously with salt and pepper to taste. In a large, deep skillet (big enough to hold all chicken fairly close together; or use two skillets), melt 3 tablespoons of the butter in 1 tablespoon of the olive oil over mediumhigh heat. Brown the chicken for about 8 minutes, turning so both sides get nicely browned. Transfer the chicken to a deep, broad, ovenproof casserole that can go from the oven to the table. Remove the skillet from the heat and pour off most of the fat. Preheat the oven to 375 F. Place the skillet back over medium heat and add the remaining 1 tablespoon butter and 1 tablespoon olive oil. Add the shallots and garlic and cook for about 1 minute, or until they become translucent. Add the vinegar and wine, and stir up the crispy bits that have stuck to the bottom of the pan. Allow the liquids to cook down a bit, stirring occasionally, for about 8 minutes. Whisk in the tomato paste and let the sauce simmer and condense, about 5 minutes more. Then add the chicken stock, a little at a time. Keep stirring to mix well. Pour the sauce over the chicken. Bake for 35 to 45 minutes until the chicken is very tender, turning the chicken pieces halfway through, so that both sides are infused with the sauce. Remove one thigh and cut into it to make sure it is done and no red juices flow from the cut. Remove the casserole from the oven, sprinkle the parsley on top, and serve.

REC Cares: Cooperative Gives to Local Education Foundations Rappahannock Electric Cooperative (REC) has always been active with local school systems. From attending career days and giving electrical safety demos, to providing scholarships to students

and grants to educational programs, REC supports schools, teachers and students in a variety of ways. The COVID-19 pandemic has impacted every aspect of life, especially schools. Finding new ways to continue providing support, REC has donated resources and provided funding to different nonprofit groups across the Cooperative’s service area. Recently, REC made a $2,000 donation to both the Frederick County Educational Foundation and the Clarke County Education Foundation. The Frederick County Educational Foundation (FCEF) is a nonprofit organization that provides financial resources to Frederick County Public Schools, awarding classroom and STEM grants to fund innovative pro-

grams for the more than 13,000 students in the Frederick County Public School system. “As teachers worked through their reimagined COVID-19 classrooms, they were faced with expenses they paid out of their own pockets,” explained Brian Wolfe, REC’s senior public relations specialist, who helped coordinate the donation. “The FCEF’s grant will help teachers offset those expenses, and REC’s donation will directly support four Frederick County teachers.” Likewise, the Clarke County Education Foundation (CCEF) is a nonprofit organization dedicated to providing private support to Clarke County Schools to enhance its tax-supported programs.
