By Ken Thurman Warren/Frederick County Report The Salvation Army Front Royal Corps kicked off the 2020 Kettle Campaign Friday November 13th at the Rural King location in Front Royal. This year the Salvation Army has received a surprise gift from the Jeane Dixon Children to Children Foundation. The Foundation has offered to match kettle donations up to $50,000! That means that every dollar donated this season is worth $2.00! This could mean a lot for our community and all the services that the Army provides. I spoke with Lt. Fadler at length about his vision for the Salvation Army not only in Front Royal and Warren County but for the Corps efforts in Rappahannock County, Page County and the city of Strasburg. He envisions

the Salvation Army as a place to come if you are in need and a community resource. If the Salvation Army cannot help you, he wants to be able to point individuals in the direction they need to find help. His dynamic nature can already be seen in improvements to the Family (Thrift) Stores look and feel plus reductions in operating costs of the store. He has already, with the help of his Advisory Board, begun reaching out to other community organizations like the Ministerial Association, the Blue Ridge Housing Community, Loaves and Fishes, CCAP, and Community Garden to cooperate with day to day needs like food and clothing. The Lieutenant also provided another surprise, this time from the Salvation Army National organization. National has provided significant funds to help those in need of rental

He discussed the impact the pandemic has had on area individuals and donations like the recent back to school drive for supplies and how people are not shopping as much. We also discussed the annual Thanksgiving dinner where he hopes to feed nearly 300 people in need. The annual dinner will be held from 4-6 pm on Wednesday November 25th. The dinner will be served carry out style to be compliant with Covid-19 safety precautions. Plans are already underway for the annual Angel Tree program. Angel Tree helps provide Christmas to children who might not otherwise experience Christmas and reminds them that they are special if for only one day of the year. The trees feature names of individual children with tags that you take to try and fulfill their Christmas wishes. He pointed out that these children did not create the situation they are in. This year the program will help 100 children and the donation response has been great. My hat’s off to all those that have come forward to help the children and a special thanks to Doug Parsons and the folks at the Warren County Economic Development Authority (WCEDA) for providing a facility to store and distribute the presents. How can you help the Salvation Army as they continue to “Do the Most Good” in the community? You can shop at the Family Store, donate cash/checks directly or online, and most importantly volunteer your time. Volunteers are always needed for bell ringing during Kettle season and for sorting/distributing Angel Tree gifts. They are desperately looking for a centralized warehouse space in Front

Royal to act as a collection and distribution center for Angel Tree and Christmas food boxes. Money raised and donations collected by the Salvation Army stay in the community and help support a wide range of programs including: their free food table, Angel Tree, Christmas food boxes, Christmas assistance, Thanksgiving dinner, Club 316, Disaster Relief, Camp Happy Land, the Family Store, Community Care Ministries, Women’s Ministry, the Winter Outerwear program, and Family Services programs in addition to their Thanksgiving and Christmas programs. For those who do not know, the Salvation Army is also a Christian based church with services every Sunday at 11:00 am. I have attended several services led by Michael and I can say without hesitation that they are inspiring. For more information or if you find yourself or loved ones in need of food, clothing financial services a place for fellowship, support and a sense of belonging to the community, you can stop by the Family Store at 296 South Street which is open Monday – Saturday or visit the Corps Community Center

nonexistent because of COVID-19. Opening virtually on November 28 or more commonly known as Small Business Saturday, the Made in Winchester: Love Local Holiday shop will feature seven small businesses, each unique in their own industries.

Alma Apothecary, Brag Swag, Kimball’s Cookies, White Shadow Pottery, Scruples Coffee, Walking Wind Farm and Florist and Mouse Loves Pig came together and found a more modern way to offer their handmade goods this holiday season, while pivoting through the pandemic. “This pandemic is unlike anything we’ve ever seen,” said Milissa Marshall, owner of Brag Swag. “But one thing still remains, people want to support [and] shop locally owned small businesses.” With the resurgence of COVID-19 cases spreading across the country and in Virginia, many small businesses are facing a difficult road ahead. As a small business owner who relies heavily on in-person events, Lauren Valentine, owner of Alma Apothecary said it made sense to pivot to a virtual event,

especially as case numbers increase. Marshall agreed, adding that people love to support their locally owned businesses, as well as communities and that the timing was “just right” for the Facebook event. Marshall said aside from some Facebook marketing, the group has been heavily relying on word of mouth advertising. “We’ve been sharing the event with our friends on Facebook and encouraging them to spread the word as much as they can.” After all, the more the merrier.

Marshall said even though things may look different this year, she’s encouraged by everyone’s holiday spirit. “We’re seeing businesses ban together like never before. Douglas Stanley has been recruited as Prince Edward County’s new administrator

Former Warren County Administrator Douglas P. Stanley is the new Prince Edward County Administrator as of Nov. 16.

By Tom Sayre Warren/Frederick County Report Last August 11, life was good for Douglas P. Stanley, as previously reported by the former Warren County Administrator, who had been vetted and chosen unanimously after a national

search along with other candidates through a consulting firm, by the Lynchburg City Council as their up and coming new City Manager. “Lynchburg is known throughout the Commonwealth for its history of great governance. I look forward to continuing that standard that has been set by

my predecessors,” Stanley said at that time. “We are extremely excited, not only about moving to this community, but about becoming part of this community.” It appeared to be the perfect fit. Lynchburg Mayor MaryJane Dolan indicated that she and council were aware of the embezzlement allegations that centered around missing money at the Industrial Development Authority of Front Royal and Warren County also known as the Economic Development Authority (EDA). “During Council’s vetting process for our new city manager we became aware of the fact that Mr. Stanley was charged with one misdemeanor count of nonfeasance and two misdemeanor counts of misfeasance for lack of oversight of the Front Royal Warren County Economic Development Authority. After further analysis by the court the charges were dismissed on the grounds that the EDA is a separate unit of local government and that Mr. Stanley’s role of county administrator had no supervisory authority over the EDA executive director,” Dolan said in part at a city council meeting later that night. “Council considered the situation very carefully and we are convinced that in addition to lacking legal responsibility for oversight, Mr. Stanley had no connection to any wrongdoing, even indirectly and we are confident that he has satisfied all his management responsibilities with integrity,” Mayor Dolan said.

It was Stanley’s decades of experience in county government that made him attractive to Lynchburg Ward III Councilman Jeff S. Helgeson, who spoke to Mari White and Brian Weigand on the popular Morningline program on Lynchburg radio station WLNI. “We’ve got a big city. We’ve got a big city budget. We need somebody with good executive experience, a good leader, somebody who’s going to trust citizens, not someone who’s going to just keep pushing for more laws and things that will curtail citizens, someone who isn’t just going to react and push to raise fees and taxes but someone who will trim the fat of budgets, and added that people in the counties are typically a lot more fiscally responsible. A lot of these folks believe in individual responsibility rather than the government telling them what to do,” Helgeson said. When two particular emails popped up on social media, one was found to be a fraudulent, fake email but the second one was an authentic email dated in 2014 which Stanley had previously issued a public apology for in April of 2019. But the honeymoon was over and by August 21, just 10 days later, Stanley wrote a resignation letter to Mayor Dolan saying, “There has been considerable turmoil generated in the Lynchburg community surrounding the release and circulation of several emails claimed to have been sent by me in my capacity as County Administrator in Warren Coun-

ty. As you know by verified information I have presented, one of those emails is a fabrication and was never sent and the other, while taken out of context, included inappropriate and vulgar language for which I have previously publicly apologized and addressed in Warren County.” Stanley said he was sorry for the unwanted attention and withdrew from the position and was regretful that the emails had cast a shadow on his 25 years of service. Stanley wanted the city council to, “Please know that my family was excited for the opportunity to move to Lynchburg and I looked forward to the challenge of managing the City.” “The Next Chapter in Life Brings” On Thursday, October 22, the Prince Edward County Board of Supervisors appointed Stanley as their new county administrator and clerk to the board, effective November 16. The county’s press release stated that Stanley has more than 25 years of local government experience, including 20 years as the County Administrator and Clerk in Warren County. They released this statement about the hire. “The county received many, wellqualified applicants from across Virginia. Mr. Stanley’s experience set him apart from a diverse field of candidates,” commented Board of Supervisors Chair, Jerry R. Townsend. “The Board of Supervisors voted unanimously to appoint Mr. Stanley and has tremendous confidence

that his background, skills, and obvious dedication will help us move Prince Edward County forward and enable us to execute the County’s strategic plan.� During his time as county administrator in Warren, Stanley worked with the board of supervisors to maintain one of the lowest real estate rates in the region, while addressing capital needs deficiencies. He worked with the county’s financial advisor to improve the county’s credit rating from unrated to a strong investment grade. During his tenure over $1.25 billion in new investment and over 2,500 jobs were added to the local economy. Prior to serving as county administrator, Stanley was the zoning administrator and subsequently, planning director, for Warren County. He served as board chairman on the Rappahannock Shenandoah Warren Regional Jail Authority from 2012-2020. Stanley holds a Bachelor of Arts in Geography degree from Mary Washington College, as well as a master’s

degree in Urban and Regional Planning from Virginia Commonwealth University. After our inexperienced board on top of personnel hiring interviewed him, I stated to the board that my resignation would be handed in next week if he was not hired, and meant every word of it,� Wilck said over the phone, adding, “We have eight people on our board which is a miserable number, it should be an odd number, and the situation is the people that we have, no one has ever recruited an executive in their life. So they are inexperienced, they do not know anything about it. I am the only one with any executive recruiting experience – I have 35 years of Fortune 500 companies, some of the biggest banks in the country, and I have recruited people from South America to as far north as Idaho.� Wilck opined that, “This guy is one of the top 5% county administrators in Virginia and I talked to a lot of people and there is no question that I believe Stanley will change the county for the better. When I recruit, I talk to a lot of people and by talking to a lot of people I have a rough idea of what is in Virginia. “One of our problems is economic development, and on his resume during the time he was in Warren County they brought in over a billion dollars of economic development and 2,500 jobs. ‘Secret $6.5M sexual harassment’ claim refuted by ex-EDA officials By Tom Sayre Warren/Frederick County Report

On Thursday, November 12, former Front Royal-Warren County Economic Development Authority (EDA) Executive Director Jennifer Rae McDonald testified regarding her bankruptcy filing with MoveOn8 LLC and her personal Chapter 7 Bankruptcy case and she dropped a bombshell, claiming that she had entered into a $6.5 million sexual harassment settlement agreement with the “Industrial Development Authority of the Town of Front Royal and the County of Warren,” the formal name of the EDA. McDonald was asked some preliminary questions such as what was your salary when you were employed at the IDA? She answered, “$115,000.” Adding “that was in 2018. So when I started in 2008, it was at $90,000.” McDonald stated she last worked at the EDA in December of 2018. She was asked “And the money for gambling, if we looked at your bank statements, we would see withdrawals from the casino?” McDonald answered, “Yes sir.” McDonald was asked for bank statements and to clarify what bank accounts she had over the last five years – from October 2015 to October 2020. McDonald answered, “United Bank and Union Bank (which is now Atlantic Union).” Further, McDonald was asked to provide documentation of the gambling losses over that period of time.

When we asked McDonald, who is the person that allegedly sexually harassed her, McDonald answered, “I assert my right pursuant to the 5th Amendment to the United States Constitution.” We asked McDonald about an alleged credit line payment from the Afton Inn in the amount of $10,000 dollars paid to Lee E. Berlik to defend her in Thomas H. Sayre’s successful Warren County General District Court defamation case against McDonald, and she answered, “I assert my right pursuant to the 5th Amendment to the United States Constitution.” When asked if she further paid any other money to Lee E. Berlik, McDonald answered, “I assert my right pursuant to the 5th Amendment to the United States Constitution.”

Other Property Issues

McDonald said DaBoyz LLC existed from 2016 to 2018. McDonald was also questioned about property located at 2951 Rileyville Road in Page County, and asked if it was eventually acquired by DaBoyz and then transferred to MoveOn8 by a Deed of Gift for no consideration, to which McDonald answered, “Yes sir.” Question, “[Former Warren County Sheriff Daniel] McEathron was a 50% owner of DaBoyz, is that correct?” McDonald answered, “Yes Mr. McEathron was 50%.” Question, “He consented to that transfer and consented to not receiving any consideration?” McDonald answered, “That’s correct.” To a question that her deed of Trust

on her personal residence at 158 Faith Way property with SunTrust was paid off in 2015, what funds did you use to pay off that Deed of Trust? McDonald answered, “I assert my right pursuant to the 5th Amendment to the United States Constitution.” William Sealock

William Sealock, a current town council member and a former EDA board member who McDonald named as a person with knowledge of the settlement agreement was asked on the phone if there was a personnel committee that reviewed McDonald’s alleged allegations. He said, “There were no committees that I know of. There were none established.” When quired about McDonald’s alleged $6.5 million sexual

harassment settlement, Sealock stated without any hesitation that “I am not aware of any settlement, especially none of that kind.” Enter William “Billy” Biggs William “Billy” Biggs served on the EDA board from 1998 until 2018, including a lengthy stint as the board Treasurer. When we directly asked Biggs about his knowledge of any sexual harassment settlement agreement with McDonald, Biggs stated, “None at all, none at all. Great day in the morning. You know, Tom, she is almost just like a pathological liar. I mean you can’t hardly believe anything she says that I can see. “I feel bad Tom that I am the one that really helped get her that job, and that just irritates me to no end. She has been

Great day in the morning.� When we asked Biggs to clarify whether he called her a sneak or a snake? Biggs stated, “Well both of them, a sneaking snake. That is exactly right. What else would you call her? She has been bad enough to you Tom, you think about that?� Biggs explains, “It never ends with her.� Adding “How come she isn’t in jail?

Good God almighty, hmm. That woman is awful Tom, just awful. That is the only word for it, just awful.� “This thing with Jennifer, Tom it is

Termination looming: Valley Health CEO addresses Anthem standoff By Dan McDermott Warren/Frederick County Report One of the things new Valley Health President and CEO Mark Nantz said that he learned upon arriving in Winchester was that Valley Health had an Anthem contract problem. The local hospital chain has notified the major insurance provider that they intend to terminate their agreement at the end of this year. It’s a scene reminiscent of the periodic battles between cable tv companies and the stations and networks they pay for carriage of their programming. Usually the cable fights involve lots of public mudslinging but this standoff between the largest local medical company and a huge insurer of about 20% of their patients seems almost cordial by comparison. And of course the stakes are much higher. For some people in the area, Anthem is the only insurance option available and Valley Health owns the local major hospitals. One does hope that like most of the tv wars, this fight eventually ends with a deal. Nantz gave an update on the Anthem agreement at a Valley Health corporate meeting held via Zoom November 10, 2020. “We are in a four-year contract with Anthem that would automatically renew if neither party gave a notice of nonrenewal. We knew we had a problem with this contract in terms of it not meeting our cost of living increases for our employees, the cost of drugs going up and other things that are out of our control. So trying to be diligent, trying to avoid any sort of disruption in the community, we sent a proposal to Blue Cross in April,

2020 and we asked them to diligently work with us on a new contract as quickly as possible to avoid any disruption in service to our patients. “We did not receive a response to our proposal until August 20, 2020 and that response was a reduction in our reimbursement rates as opposed to a cost of living increase. At that point in time the date came upon us on September 1 that we had to either send a notice of nonrenewal to Anthem or we had to accept their terms as they were. We chose that we could not accept their terms as they were and here we are. Nantz pointed to some numbers that had been previously noted in the Zoom call. Valley Health is the largest private regional employer with more than 6,000 employees and a payroll approaching $500 million per year, according to the slide which also said that Valley Health spends $100 million with local businesses and has annual capital improvement spending of about $80 million. “It’s important to me to be able to give our people a raise. These people stood on the lines when they didn’t know how [COVID-19] was going to work and they’re still standing there when they don’t know how this thing is going to end and they didn’t get a raise last year. I couldn’t in good conscience at least try to negotiate with our largest commercial payer, which is highly profitable so that we could get an increase so that we could pay our employees a merit or a cost of living increase. This is about fairness. Nantz noted that Anthem is a forprofit corporation while Valley Health is not-for-profit. (For the full 2019, Anthem recorded net income of $4.8 billion af-

According to Nantz’s presentation Valley Health physicians are paid less than colleagues in other parts of the state, impacting retention and recruitment. Valley Health also says that Anthem makes unilateral changes to policies governing payment that have the effect of taking away some or all of any annual increases that had been agreed to in good faith. Nantz said that Anthem has adopted a tough negotiating strategy elsewhere. “If you Google ‘Anthem termination’ the headlines you will see are that whoever they were dealing with was the [most expensive] in whatever state they were in. It’s a playbook they use. They’re very good at it. I’ve been doing this 33 years. Only two times in my previous years have I been faced with a situation where I didn’t have any alternative but to terminate an agreement to get them to the table. In each of those times it was Anthem. Unfortunately we just couldn’t concede and give them what they wanted. Valley Health said that so far COVID-19 has resulted in a loss of $110 million in revenue while increasing costs by $16 million. After receiving $52 million in CARES Act federal funding, the total revenue loss related to the coronavirus so far has been $74 million. “We’re going to continue to provide high quality care. We’re going to continue to work diligently to try and get an agreement that is fair to all parties and keeps people in network and will continue to work to coordinate care with people if they do end up out of network. That is not our desire but at the end of the day unless we get a fair deal we won’t be able to continue to take Anthem patients. “We’ve refused to fight this in the court of public opinion and in the editorial pages because we don’t think that would be becoming of our organization or its leadership but we do have the support of our medical staff, our employees and our board. We did not take this on without thinking about the consequences,” Nantz said. In response, Anthem Director of Corporate Communications Scott Golden offered a general comment: “Anthem Blue Cross and Blue Shield is committed to improving lives and communities, and ensuring access to healthcare that is affordable. We remain committed to reaching an agreement that is in the best interest of healthcare consumers and that is what we are committed to doing. “We continue to actively negotiate with Valley Health in an effort to reach an agreement that would protect affordability for consumers and businesses. While we would like to keep Valley Health in our care provider network, we cannot agree to the rate increases they are currently asking for, which would make healthcare costs in the Winchester area some of the highest in Virginia. “We continue to work towards an agreement with Valley Health, and are hopeful a new contract can be agreed to

before the current one expires. It is important to note that Anthem consumers can continue to see their Valley Health providers as these negotiations continue.” Unless of course an agreement is not reached by December 31, 2020. “In that case Valley Health will no longer be in

Samuels Public Library offers multiple programs to serve the community

Samuels Public Library Director Michelle Ross has brought the free online resource Tutor.com through the library just in time to help with distance learning and adult features like ACT/SAT, practice tests for the GED, HiSET and ASVAB exams as well as for the following graduate school exams: GRE, GMAT, LSAT, and MCAT. All that is required is a library card.

But based on reports from many parents and children, help with the struggle is welcome. And parents are very often not able to help, because with everything else they

have to deal with, it’s hard to know all the things that kids are learning now. Samuels Public Library Director Michelle Ross is offering the program called Tutor.com through the library just in time to offer help with this. The library pays for the service in order to provide it to patrons for free. The program has been in place at Samuels since the beginning of October, so it’s a new experience for everyone.

“We decided to come up with other ways to help students with distance as well as hybrid learning, she said. “It comes highly rated, and just recently we’ve heard from teachers. Their feedback is that they’re very excited to be doing this. Michelle herself has recently been welcomed to the library, but she has had years of experience in West Virginia. This program was in use at her most recent five-year position as the manager of the Kanawha County Public Library Sissonville Branch in Charleston, W.Va. She told the story of how she heard about it. “I personally didn’t have a need for it,

“Students can submit their essays, book reports, and even their college or scholarship application essays for live, on-demand writing help in an interactive, online classroom, or for review through Tutor.com’s Drop-Off Writing Review service. The latter option allows tutors to work asynchronously to provide thorough feedback to students with 12-hour turnaround. “ACT and SAT Essentials from The Princeton Review: Students preparing for college entrance exams can take practice ACT and SAT tests, receive a full score report that includes suggested areas for review, view video lessons on tested concepts, and use The Princeton Review’s practice drills to help reach their target scores. “Students preparing for an end-ofchapter test, final exam, or standardized test can use Tutor.com’s Practice Quizzes to assess their knowledge on over 100 areas in math, science, and social studies. Practice quizzes are also available for the ASVAB military entrance exam.” Also, videos are available. Students can access video lessons 24/7 for AP courses as well as subject-area lessons for math and English to review or learn new concepts. Ross wants people to know about the program and has given the library staff at Samuels instructions on getting the word out about this wealth of resources. “People at the front desk at the library have spoken to others about the program and referred to Michal Ashby, Youth Services Supervisor, who has heard a lot of positive responses from library patrons. “We have told so many people about the program so they can get help online with all the study guides and quizzes, and all the information on there,” Ashby said. “Every time we told parents; they were so

happy that we took this so seriously for them.” Library assistants Pattie McHugh and Kathy Jacob are active proponents of the program. Pattie offers an informational brochure and Kathy homeschools her children so she can relate to students and parents asking for extra help. “It’s really neat,” said Ashby. “Actual tutors are specialized and are lined up and ready to teach in so many subjects. We’re trying hard to make sure the community knows how many different things are on there. We’ve queried teachers to tell us what kind of subjects they need so we’re able to get it first for the students.” On Thursday, December 10th, from 4:30 to 5:00 p.m. Ashby will be featured in a virtual meeting room and will give more in-depth information and describe how Tutor.com can be a great help to students and job seekers. Based on one of those art programs, children are invited to create

their masterpieces, and bring them to the library to see who will win first, second, and third place prizes. All entries will be displayed in Samuels Library. Officer involved shooting investigation underway A Winchester resident is dead following an encounter with officers that occurred shortly after 7:00 a.m. on November 11,

2020. Winchester Police (WPD) were dispatched to the 2400 block of Massanutten Terrace for a report of a man damaging a neighbor’s car with a sledgehammer. When officers arrived on scene, the male, later identified as Eric Clark, 52, of Massanutten Terrace, exited his apartment with a rifle, firing several shots at them. A WPD officer with 12 years of service, who is not being named at this time, was able to return fire with his patrol rifle, striking the male. Clark was pronounced deceased at the scene. At the request of WPD Chief John Piper, the Virginia State Police were contacted to conduct the investigation. No officers were injured during the incident; however, a WPD vehicle was severely damaged. Pursuant to policy, three officers have been placed on administrative leave, with pay, pending the investigation. Any further media inquiries should be referred to the Virginia State Police and/or the Office of the Commonwealth’s Attorney for the City of Winchester.

REMEMBER THE 4WS Ask Stewart Hey Stewart, I was walking along the path by Happy Creek yesterday and noticed that a bunch of trees had been removed. It looks like the earth was scalped. What’s going on? – Unhappy Happy Creek Hiker The spot you are talking about in Front Royal is just north of the intersection of Commerce and South streets where the trail along Happy Creek is no longer secluded by the trees. The town said they are removing accumulated materials and vegetation to reduce potential backups and flooding, but it looks like the fix has caused more damage than the problem. I sure wish the town would have contacted the Front Royal/Warren County Tree Stewards for advice on this project. The mission of the Front Royal/Warren County Tree Steward program is to increase public awareness of the intrinsic value and beauty of trees, to learn and understand the needs of the community forest, to help the Town of Front Royal and the County of Warren in caring for our community’s publicly planted trees (especially young trees), to educate residents of the community about urban forestry, and to involve additional community members in creating and caring for community tree plantings. The Tree Stewards have volunteered thousands of hours to the beautification and care of the Happy Creek Arboretum. The year round volunteer work of the Tree Stewards is the reason that Front Royal has been designated a Tree City USA for the past 21 years. To see those trees being clear-cut, including a 2016 Arbor Day Tree planted by the mayor, is distressing. This path along Happy Creek is also a part

Warren Coalition Introduces HALO Read Program Families with children ages 0-5 are invited to attend the Warren Coalition’s Registration and Kick-Off Event for HALO Read (Helping All Little Ones Read) on Sunday, November 22, 2020, from 1:00 pm to 3:00 pm at the Lions Shelter #1 adjacent to Fantasy Land in Front Royal. Families will enjoy a fun-filled, socially distanced experience while registering for the program,

which helps children develop a life-long love of reading. HALO Read, an affiliate program of Dolly Parton’s Imagination Library, is open to all Warren County residents. Each month, the Imagination Library mails a high-quality, age-appropriate book to all registered children, addressed to them, at no cost to the child’s family. In Warren County, this program is administered by the Warren Coalition, in partnership with Warren County Public Schools and WHAT MATTERS, as the HALO Read program. The Coalition is responsible for registering children and raising the funds to cover the postage fees for the books. All participants in Sunday’s Kick-Off must observe social distancing guidelines as recommended by the CDC and required by Virginia Governor Ralph Northam, including masks for those ages five and up. Club of the Northern Shenandoah Valley, Rotary Club of Warren County and Rotary Club of Front Royal. The Rotary grant will sponsor 100 newborns through the entire five-year program, while also providing literacy materials to the Front Royal Light up Academy and Maisha Home for Children in Uganda. With the many mixed emotions existing today, the Shenandoah County Fair Association wants to preserve and continue our mission by making a commitment to bring some joy and smiles back into the hearts of our Valley. This holiday season, we are proud to offer a new and exciting opportunity that will be entertaining to the entire family while providing a safe and secure environment for all. Starting November 20 and continuing through New Year’s, the Shenandoah County Fairgrounds will host “Christmas in the Valley” featuring a 1½ mile drive thru trail of lighted Christmas scenes to be enjoyed from the safety of the family car. Also featured in the fun, will be carnival ride and games, great “Fair Food” and Saturday night entertainment. All activities will have proper safety practices being followed. In addition, each Friday and Saturday from Thanksgiving through Christmas we will also host a crafts village featuring vendors with holiday gifts, treats, Christmas décor, and more. In addition, local non-profit organizations will be decorating Christmas trees and offering them for sale to the public. There is no admission to the Village or Carnival. Shenandoah County Fair Association revives the 2020 Fair for 2021! The Shenandoah County Fair Association has released the new dates for the 2021 County Fair. The 9 day Fair will return once again, but with a 6 day Carnival. Opening Friday, August 26th and going through Saturday, September 4th. Cole Amusements will open with approx. 26 rides on Monday, August 30th. Motorsports will be featured over the first 5 days the 1st Friday Night playing host to Pick-Up Truck Drag Diesel Races. (Returning after a 2 year hiatus). Saturday will see the return of AMA Flat Track Motorcycle Racing (after a 1 year absence). Previous attendees called this event one of the more exhilarating events ever held in the Valley with Motorcycles reaching speeds well over 100 MPH! Sunday will feature the Annual Truck & Tractor Pull with Sarge and Sons Demolition Derbies rounding out Motorsports on Monday and Tuesday. Wednesday will be a free grandstand night letting kids be the focus while participating in the State of Virginia’s largest Pig Scramble. It is with a big smile on their face, that the Fair Board is happy to see two of three previous 2020 Concerts returning. (Concerts were a victim pf cancellation as well, due to the Covid 19 Pandemic). Jo Dee Messina will take the stage on Friday Night, September 3rd with Contemporary Christian Group Mercy Me (one of the fastest selling concerts in Fair History) returning to the Valley. They will perform on the Finale’ Saturday Night, Sept. 4th at 7:30 PM. Mercy Me, know as the one of the Nation’s top Christian Bands was most recently featured in the Movie “I Can Only Imagine” with the same title song becoming Number 1.

A new addition to this year’s lineup will be a Thursday Grandstand concert on September 2 featuring “The Marshall Tucker Band”! They perform a genre of music born of Southern Rock and Country that appeals to a wide variety of listeners. They even feature a Flute. Most Virginians who renewed their driver’s license or identification cards through the Department of Motor Vehicles’ (DMV) website or U.S. mail last time now have the option to renew again online or through the mail rather than making an appointment for in-person service. Most credentials are valid for either five or eight years. The new DMV service, instituted due to the effects of the pandemic, gives customers the opportunity to obtain a new two-year driver’s license or ID card by applying through its website, dmvNOW.com This service option postpones the requirement for eligible customers, regardless of age, to visit a DMV customer service center until it is time for their next renewal. When the two-year credential expires, customers will then visit DMV to renew and obtain a five-year or eight-year credential and have a new photograph taken. DMV is currently notifying customers eligible for the two-year renewal by their preferred contact methods. More than 50,000 customers have taken advantage of this service since September 15. Customers opting for the two-year renewal who had already made DMV appointments are urged to cancel the appointments so they are available for other customers needing in-person service. “We wanted to be creative to help our customers who are navigating the challenges of the pandemic,” said DMV Commissioner Richard D. Holcomb. “By providing this new online and mail-in two-year option, we are giving as many approximately a half million Virginians over the next 14 months the ability to skip a trip to the DMV. This frees up appointment space for other customers who must visit us in order to conduct their business.” The validity of DMV-issued credentials expiring during the health crisis has been extended under Governor Ralph Northam’s Executive Directive 7. The credentials of customers who have received extensions

are considered valid as long as the extension has not expired. Customers ineligible for this new twoyear renewal option include those who: • hold a limited duration license issued for one year or for a period of authorized stay in the U.S., • are required to register in accordance with Va. Code Chapter 9 or Title 9.1, or • have a school bus endorsement These customers are required to renew in person due to statutory requirements. A driver’s license renewal costs $4 per year, therefore, a two-year license will cost $8. A typical in-person license renewal, which is valid for either five or eight years, costs $20 or $32, respectively. An identification card (ID) renewal costs $2 per year which means if you are receiving an ID that is valid for two years from the expiration date on your prior ID, it costs $4. An eightyear ID renewal typically costs $16. Those who would like to renew their credential for five or eight years, or need a REAL ID compliant credential, must make an appointment at dmvNOW.com/appt for in-person service. Reminder: wildlife are wild animals, not pets The Department of Wildlife Resources

(DWR) wants to remind the public that if they encounter any wild animal acting tame or unafraid of humans, to please leave the animal alone. Recently, several individuals have been injured by a white-tailed deer that had become accustomed to people after being held illegally in captivity. Wild animals that lose their fear of humans can injure people or pets. Wild animals are meant to be wild, not pets. When wild animals are fed, held in captivity, or otherwise treated as pets, they become accustomed to people. This can lead to serious injuries to both people and domestic pets as the animal grows. White-tailed deer naturally become more aggressive during the fall breeding season, when they can cause serious and even life threatening injuries if held in captivity or provoked. DWR asks anyone who sees an approachable or sick wild animal to please report it to the wildlife conflict help line at 1-855-571-9003, 8:00AM-4:30PM. Concerned citizens often pick up animals that they think are orphaned. Most “orphans” that good-intentioned citizens “rescue” every spring should have been left alone. Wild animals rarely abandon their young, but they do leave them alone for long periods of time.

If a wild animal has been injured or truly orphaned, do not take matters into your own hands. You may locate a permitted wildlife rehabilitator by calling the Virginia Department of Wildlife Resources’ toll-free wildlife conflict helpline at 1-855-571-9003, 8:00AM-4:30PM, Monday through Friday or using the DWR website to locate a permitted wildlife rehabilitator in your area: dwr.virginia.gov/wildlife/injured/rehabilitators/ It is illegal to raise any wild animal in captivity in Virginia. Permitted wildlife rehabilitators are authorized to hold and care for injured or orphaned wildlife on a short term basis before releasing them back to the wild. With even the best professional care possible, the survival rate of rehabilitated fawns and many other animals is very low. The best advice for someone who wants to help wildlife is to keep it wild. Once people interfere, we reduce the opportunity for animals to receive natural care and we increase the risk of harming our wildlife heritage. Few people can resist the combination of chocolate and nuts, and that’s what dessert lovers will get in this recipe for “Chocolate Crumble Pie,” which features toasted pecans along with amaretti cookies in the topping. Enjoy, courtesy of “Chocolate” (Love Food) by the editors at Parragon Books Ltd. Chocolate Crumble Pie Serves 8 Pie Dough Scant 11/4 cups all-purpose flour 1 teaspoon baking powder 1/2 cup unsalted butter, cut into small pieces 1/4 cup superfine sugar 1 egg yolk 1 to 2 teaspoons cold water Filling 2⁄3 cup heavy cream 2⁄3 cup milk 8 ounces semisweet chocolate, chopped 2 eggs Crumble Topping 1/2 cup packed brown sugar 3/4 cup toasted pecans 4 ounces semisweet chocolate

3 ounces amaretti cookies 1 teaspoon unsweetened cocoa To make the pie dough, sift the flour and baking powder into a large bowl, rub in the butter, and stir in the sugar, then add the egg and a little water to bring the dough together. Turn the dough out, and knead briefly. Wrap the dough in plastic wrap and let chill in the refrigerator for 30 minutes. Preheat the oven to 375 F. Roll out the pie dough and use to line a 9-inch loose-button tart pan. Prick the pastry shell with a fork. Line with parchment paper and fill with dried beans or baking beans. Bake in the oven for 15 minutes. Remove from the oven and take out the paper and beans. Reduce the oven temperature to 350 F. To make the filling, bring the cream and milk to a boil in a saucepan, immediately remove from the heat, and add the chocolate. Stir until melted and smooth. Beat the eggs and add to the chocolate mixture, mix thoroughly and pour into the shell. Bake for 15 minutes, remove from the oven, and let rest for 1 hour. When you are ready to serve the pie, place the topping ingredients in a food processor and pulse to chop. (If you do not have a processor, place the sugar in a large bowl, chop the nuts and chocolate with a large knife, and crush the cookies, then add to the bowl with the cocoa and mix well.) Sprinkle over the pie, then serve it in slices.

Governor Northam Announces Support for Legalizing Adult-Use Marijuana in Virginia Governor Ralph Northam announced Nov. 16 that he will introduce and support legislation to legalize marijuana in the Commonwealth of Virginia. The announcement comes as the Northam Administration prepares to release a report on the impact of legalizing adult-use marijuana, which was compiled with robust input from government officials, policy experts, healthcare professionals, and community leaders. “It’s time to legalize marijuana in Virginia,” said Governor Northam. “Our Commonwealth has an opportunity to be the first state in the South to take this step, and we will lead with a focus on equity, public health, and public safety. I look forward to working with the General Assembly to get this right.” The Northam Administration is working closely with lawmakers to finalize legislation in advance of the 2021 General Assembly session. Today, Governor Northam made clear that any legislation to legalize adult-use marijuana will need to address the following five principles. Social equity, racial equity, and economic equity. Marijuana prohibition has historically been based in discrimination, and the impact of criminalization laws have disproportionately harmed minority communities as result. A report of the Joint Legislative Audit and Review Commission (JLARC) issued today found that Black Virginians are arrested and convicted for marijuana use at more than three times the rate of white Virginians. Legislation should focus on undoing these harms by including initiatives such as social equity license programs, access to capital, community reinvestment, and sealing or expunging records of past marijuanarelated convictions. Public health. Legislation should include substance abuse prevention efforts in schools and communities. Protections for young people. As a pediatrician, Governor Northam will require any legislation include protections for Virginia’s

Shenandoah issues hiking safety tips Shenandoah National Park continues to experience an increase in emergency calls, prompting park officials to remind visitors of the need to plan their hiking trips and be prepared. This is especially important during the upcoming colder months when weather is more unpredictable and can be dangerous at higher elevations. Last weekend National Park Service rangers responded to several accidents with injuries and conducted a late-night search for an overdue group of hikers.
