Older animals find a haven at Gray Face Acres Senior Dog Rescue By Carol Ballard Warren/Frederick County Report A sad fact of life is that when animals get too old to be of use and either start to require more care or the situation becomes too difficult, some humans are quick to discard, abuse or

neglect them, although there are also legitimate reasons why they have to be given up. Georgia Dodson, who runs the organization called Gray Face Acres Senior Dog Rescue, (GFA) works very hard with the help of an all-volunteer team to do everything she can to give

older dogs a fighting chance to be adopted, fostered and cared for as they get near their end. She said that she became involved in rescuing the elderly animals when she adopted a poodle named Carla and met Debbie and Bob Gretz who founded the organization in 2016. Georgia related that when Debbie retired and volunteered with the SPCA, she realized there was a real need for a safe space for senior dogs and was so concerned that she brought many of them home. That became the impetus for establishing a rescue focused on older dogs. Since they owned a lot of land, Debbie based the rescue out of their home and focused her time on the animals who needed her, even though finding people who wanted them was difficult. When she sold her place last year Georgia stepped in to take over the work. She said that the core volunteers welcomed her and filled her in on the organization’s background, then she began to adopt older dogs from shelters. “The first dog I pulled was from a man who had Alzheimers, so I picked her up and brought her here where a veterinarian worked with her for a long time,” she said.

This endeavor eventually led her to take in two female dogs. They are named Miracle, a.k.a. Miri, and Lambchop a.k.a. Lamby, both of whom are currently being cared for at GFA and are basically in a hospice situation.

Miri was at the vet on the day of this interview, and Georgia gave a little of her history and present condition. “She’s very fragile, has two tickborne illnesses, is not spayed and has a hernia that can’t be repaired because

RESCUE, from 3 pies.” A dog can have up to two litters a year, and Georgia said Miri did that for her whole life until July 2020. “This is unacceptable,” she said. “They sell to other irresponsible people and then it becomes the community’s problem.” This issue was brought to the attention of Warren/Frederick County Report by Front Royal citizen and advocate for dogs, Carol Vorous. She talked about Miri and noted that she is the product of backyard breeders. “She was all used up, and they planned to simply discard her. This kind of thing takes place all over...the backyard breeders, the puppy mills, etc. who supply the numerous pet stores across this nation. One of those is in Winchester. Please help us bring awareness to this horrific abuse, neglect and cruelty to these innocent souls,” she said. She wonders why there’s not more oversight and laws that can be enforced to keep this from happening. Carol has given permission for people to contact her if they want to place an older dog with GFA and/or have her reach out to them. She said there’s a network of people who care about the older dogs and she can contact them as well. Call her at (540) 305-6236. Georgia continued by talking about the emotional aspect that comes with caring about the animals.

“I now have to make decision about death,” she said. “I want to be there for the dog so it’s not just about my feelings. It’s difficult and the sad but important part of the job is to foster the dog, warm it up and heal it up.” The four permanent and two foster dogs she has kept are through Gray Face Acres, and many others have been moved to help them with the work that they do there, and the organization is growing. To let people know about their work, they place information on Facebook and put the dogs on Petfinder. Dogs come from states like Kentucky, Pennsylvania, South Carolina, West Virginia, Missouri and Washington, D.C., but most are local. Since Sept 2019, they’ve pulled in 137 dogs, and a few days ago, they had the 96th adoption. She said 29 others more are in care and with adoptable fosters and hospice. “We try to help any dog, but mostly we don’t transport them, and we also have people who give dogs directly to us,” she said. The work has attracted others. Volunteers come onsite to help, girl scouts made blankets for the dogs in August of 2019 and they have a lot of following on Facebook. Folks at the shelter work with pet groomers in their area and have established a pet food pantry called “Hand Up.” There’s

an Amazon wish list where people can donate things, and they’ve organized a Food Drive and she saw in Paypal, that a donation from Australia had come in. “We’re always surprised how people want to adopt old and crusty dogs even though they’re old and need vet care, don’t have teeth and need a lot of dental care, and may not be spayed or neutered. We feel it’s our place to help them, and get them comfortable,” she said. “It’s been really cool get some really bad and difficult cases and we’ve been very successful in cases where dogs are just a mess. It’s hard for us, but the good outweighs the bad-to know we’re playing a good part in the world, to find and foster one until the end of the dog’s life.” “It doesn’t pay the bills, but I love it. We do our part, one dog at a time,” Georgia concluded. They’ve been organizing campaigns and fundraisers and just recently, a notice on Facebook offers a way for folks to help the Rescue and get photos of their pets. The studio of Lance and Lili Pet Photography is located in Ashburn, Va., and they have offered to do Holiday mini sessions for pups for friends, fans and followers. They will be holding them on Saturday, November 28 and Saturday, December 5.

Ex-EDA head defense may involve alleged, secret settlement Jennifer McDonald claims money she spent was from sexual harrassment agreement, pleads Fifth when pressed By Tom Sayre Warren/Frederick County Report On Friday, November 13, former Front Royal/Warren County Economic Development Director (EDA) Director Jennifer Rae McDonald had two completely separate bankruptcy hearings in one day - her Chapter 7 filing for MoveOn8 LLC, and her personal Chapter 7 bankruptcy hearing. MoveOn8 LLC Chapter 7 Bankruptcy filing First up was the MoveOn8 hearing and Stephen Scott, Chapter 7 trustee, substitute trustee handled the 341 Meeting, MoveOn8 filing. Attorney Stephen Metz represented McDonald. Attorneys appeared for Donald Poe, the town of Front Royal, the Industrial

Development Authority of Front Royal and Warren County (IDA), (another name for the EDA) and a Department of Justice trustee participated in the MoveOn8 hearing. Many other people were on the call listening and sometimes speaking during McDonald’s hearing, including Donald Bowling who leases the house owned by MoveOn8 at 1321 Happy Creek Road, Front Royal. Questioned by trustee Stephen Scott, McDonald testified that she was a member and co-manager of MoveOn8 LLC, 158 Faith Way, Front Royal, VA 22630. She said she was a co-member and co-manager with Donald F. Poe, and the percentage of ownership was 70% McDonald and 30% Poe. She set up the entity in September of 2018 for residential and real estate investment. McDonald testified that the lease on the house on Happy Creek Road had

expired, was currently on a month to month basis, and the rent was set at $1,200 a month and does not include any utilities. McDonald said the tenant was not current on the rent with the last paid rent payment being in March of 2019. McDonald said Donald Poe had gone to court and tried to evict the tenants but was unsuccessful. Scott asked McDonald for her attorney’s contact information in the eviction case so he could gather more pertinent information of the status of the eviction case.

County Sheriff Daniel McEathron and McDonald each had a 50 percentmember ownership of DaBoyz. McDonald said she had the intention of placing residential homes and a school on the property. McDonald said she incurred and paid for in full around $50,000 in expenses and services such as engineering fees and plans wherein such expenses, costs and purchases became a source of much questioning with an interesting take or twist from McDonald.

Question: “Who would have paid for that?” Answer: “MoveOn8 paid for that.” Question: “And where did it get its income other than from renting out the house to tenants at $1,200 a month?” Answer: “There was income that was available to MoveOn8.” Question: “What was the source of that income?” There is a long pause and Scott states, “Hello?”

Bob Stevens, the bankruptcy trustee handling McDonald’s personal bankruptcy filing, initially questioned McDonald. McDonald said she had never previously filed for bankruptcy. She said she owned a 2013 F-350 and 2008 Tundra – ½ interest with her husband, and just in her name - a 2011 Accord and 2016 Silverado. McDonald testified that she has an interest of 20% in Rugrats, 100% in DaBoyz, and 70% in MoveOn8. McDonald says she has no retirement plan, having cashed in $390,000 of her retirement money to pay her legal fees.

Donald Bowling spoke up near the end of the hearing and stated that he is one of the tenants at 1321 Happy Creek Road. Bowling said that McDonald stated approximately $400,000, a loan paid by Donald Poe to be a part of MoveOn8, was used for renovation to that property located on Happy Creek Road. Bowling disputed that and said he couldn’t see where she fixed up the property because when he moved into that house there wasn’t really a whole lot of renovation done. Bowling said the bathroom flooring in the house needed renovation and he fixed it because none of it was completed.  Bowling said that much of Odom’s furniture was left in the house with some other personal belongings. EDA, from 7 Not a part of McDonald’s bankruptcy filing is Thomas H. Sayre’s previously successful garnishment and collection of $8,167.74 on March 20, 2020 in the Warren County General District Court from his defamation award (which is a part of McDonald’s bankruptcy proceeding) in the total amount of $21,016.08. To our knowledge that is the only successful judgment to hold McDonald accountable and collect any money from her to date. McDonald’s alleged (and elusive) sexual harassment settlement As previously reported, McDonald says she is owed money from the EDA – $6.5 million for a sexual harassment agreement that no one can find, including McDonald. Trustee Bob Stevens asked McDonald, “Is that subject to a set-off in any way,” and McDonald answered, “Yes sir.” Department of Justice Attorney Webb King, went first and asked a number of questions of McDonald: Was the settlement with Warren County or the IDA? Answer, “IDA.” Question: In your testimony you stated it was originally for $6.5 million, but the schedule states ‘unknown?’ Why does the schedule state ‘unknown?’ After a long pause and some babbling around, McDonald answers, “Because there are evaluation issues of that agreement.” Question: “What are the evaluation issues?” Answer: McDonald asserted her 5th Amendment right. Question: “Let’s take a step back, is there a written document that sets out this settlement agreement between you and the IDA?” Answer: “Yes.”

Question: “And do you have a copy of that agreement?” Answer: “I do not have a copy of the original agreement, that was left in my office.” Question: Would the IDA have a copy of that agreement? Answer: “They should have a copy of that agreement.” Question: “Was this part of a court document or was it a settlement entered into out of court?” Answer: “It was entered into out of court.” Question: And what was the date of the settlement agreement? the bankruptcy matter but is her counsel in the other civil and criminal litigation and is counseling her. “Webb, this is Bob, while they are doing that, is there somebody on the line from the EDA?” Greg Harold, a current EDA board member and secretary, and son of the local bankruptcy attorney Douglas Harold, introduced himself and noted, “I have not seen an official copy of the agreement located in the office.”

At this point Cullen Seltzer, an attorney with Sands Anderson and representing the EDA in their civil case against McDonald and others, interjected that, “I was just listening to these examinations.” Adding, “I can represent to the court that we have investigated the existence of this agreement. It is our understanding and belief that no such agreement exists.” We interject and ask Seltzer “So does that mean you all have done a complete

search and you have found no such agreement?” Selter interestingly answers, “Mr. Sayre, this is Cullen Seltzer again, I can tell you that without getting into the particulars or the nature of the inquiry, we’ve made a number of inquiries appropriate to try to determine if any such agreement exists, and we have found that it does not. The whole reason I am answering Mr. Sayre as to complete inquiries, because complete is a little bit

in the eyes of the beholder, made with appropriate people who would know of the existence of the agreement. We answer ‘Okay.” William “Billy” Biggs, the former long-term EDA treasurer that McDonald identified as one who would have direct knowledge of the $6.5 million sexual harassment settlement agreement stated in an exclusive interview with this newspaper that, “No, I have no knowledge of that at all Tom. Good gracious.” He added, “You know, Tom, she is almost just like a pathological liar. I mean you can’t hardly believe anything she says that I can see.” Former EDA attorney Blair Mitchell weighs in

Blair Mitchell retired at the end of April, 2016 after serving as Warren County Attorney and attorney for the EDA for nine years. Mitchell served as attorney for various Virginia localities for almost 31 years. He was a member of the Virginia State Bar for nearly 40 years. Mitchell joined Warren County in January 2007 after serving more than six years as Front Royal’s Town Attorney. Further, he worked as an Assistant and Deputy Stafford County Attorney from 1984-1999. In an exclusive interview we asked Mitchell if he had ever heard of any sexual harassment issues with McDonald or had any knowledge of an agreement with her. “Only what I read in the newspapers, that’s it. It never came to me or through me,” he said. Mitchell did note that McDonald’s alleged date of entry of an agreement was August 28, 2016, four months after he retired, although he later added “I think something that big should have been percolating before I left.” The following is part of our interview with Mitchell. Question: Did anybody ever say anything to you about a sexual harassment with McDonald?

Mitchell said, “No, no.” Question: Would the entire EDA board have to vote on such an agreement? Answer: “Yes, a committee or any kind of committee for anything is not a final vote that would bind the EDA to anything. The EDA board would have to take a vote on something to bind them.” We wanted to verify that the EDA could go into closed session and discuss it, but ultimately, they would have to come out of closed session and vote transparently in the open approving of the sexual harassment settlement with McDonald and the amount. Mitchel agreed, and clarified that they would not necessarily have to identify what it was, essentially sexual harassment. They could have said a settlement with McDonald in the amount of …. After a pause we added, “given the amount” and Mitchell said, “Yes.” Quired that when we asked McDonald, who the person is that allegedly sexually harassed her, and McDonald answered, “I assert my right pursuant to the 5th Amendment to the United States Constitution.” Mitchell responded, “I don’t know how she could do that. To identify a person, she is not incriminating herself... and the 5th Amendment is for prohibition against self-incrimination.” Question: “Would something like the settlement agreement have to be in the EDA audit, listed as a liability?” Answer: “Yes, I would think so.” Question: “So definitely the entire EDA board would have had to approve of the settlement agreement to bind the EDA? Answer: “Yes, yes.” Mitchell said he was unaware of any sexual harassment, of any settlement, including any $6.5 million sexual harassment settlement. was formerly protected from the traffic noise and fumes and commercial views by the trees and the creek was accessible for wading, cooling off and enjoying its soothing beauty. Folks who gathered by the creek listened to detailed and scientific observations and suggestions for the future handling of the creek from three speakers at the event, Shenandoah Riverkeeper Mark Frondorf and two Tree Stewards representatives, Todd and Whitney Stafford. During the talk, their words were

almost drowned out by the sounds of traffic and siren noises from Commerce Avenue, but people drove by honking in support. One man shouted out “2020!” as if that explained it all. Among other reasons that sparked the protest, Frondorf explained, was that people who understand how important the creek’s health is were appalled at the methods used to “clean up” the creek. CREEK, from 10 replacing it with rip-rap (large rocks) takes away the riparian buffer that Happy Creek has had up to that point. According to Wikipedia, “a riparian buffer or stream buffer is a vegetated area near a stream, usually forested, which helps shade and partially protect the stream from the impact of adjacent land uses. It plays a key role in increasing water quality in associated streams, rivers, and lakes, thus providing environmental benefits.” He said that they have no problem with rip rap being placed 60 feet next to the bridges to keep them clear of debris, but that it is not optimum for all of the banks, and one of the effects of removing shade trees and channelizing the water, is elevating the temperature of the water. “This is incredibly sad. Virginia stocked trout streams around the state and we have a trout stream here in beautiful Front Royal, but downstream, if we have bath water, the fish will die,” he said. “It’s depressing, but we are not going to be stopped. This is not just for ourselves or our kids, but for future generations and the town of Front Royal.” Front Royal Warren County Tree Stewards President Melody Hotek, who had invited us to the event, added to his statement. She noted that this method of clearing is a step backward for our area, and offered this quote below from an employee at the Virginia Department of Environmental Quality referencing

But the trees are gone that have taken years to grow, and their protection and beneficial presence is no longer there. Town Councilwoman Lori Cockrell when contacted said she met with Tree Steward David Means and Frondorf and also participated in a webinar the coalition conducted. She admitted that she doesn’t know what the next steps are, but said the experience was positive and she was impressed with the demeanor of all the representatives who spoke at the council’s November 23 meeting, saying that they were sharing information, not attacking and the attitude was, “Hey, let’s all work together.” “We have to get the plan approved again and we’ll have to look at,” she said. “We may have changes we’ll have to explore. We’re under the Consent Order to get it done by December 31, so we may have to get an extension.” The Leyboldt family lives across the street from the clear-cut area and are not happy with what has been done. Chris and Stephani told how they moved here 17 years ago, “to have a lot of kids and live in the country.” They’ve succeeded with the first goal and now have eight children, but their dream of a country view and environment has changed with the cutting. “We took walks every day, but without the trees it is too hot, the ducks and deer are gone. The kids played in the creek and now I have to drive them somewhere else,” Stephani said. “They took down our fort,” accused one of their children. They said the reasons they were giv-

Project (SEP) as part of a Consent Order, because “during heavy precipitation, the stream beds get big and the ongoing erosion gets into the stream beds.” Why the work is being done now, he said that, “We are following the parameters and timeline set by the State of Virginia.” As far as the issue of trees more than four inches across being cut, he explained it like this. “The town had hired a tree contractor to cut trees in the stream bed and on the banks at no more than four inches across, but many more than

that width were cut near the South Street Bridge. “The day we found out about it the company was fired. We had every intention to keep trees greater than four inches except the ones closer than 60 feet from the bridge,” he said. The stop work order was to prevent them from pulling out the stumps. But going forward, the stumps will be removed, the banks will be graded, paper will be applied, the banks will be

reseeded and and rip rap will be placed where required,” Tederick said. “Some will be five feet high on the banks and some will be 15.” He added that they had submitted an Erosion and Sediment plan on Monday and are waiting for it so their engineer can determine how much rip rap will be needed to finish the project. will be no land disturbance beyond the Prospect Street Bridge.” But the town can still clear brush and trees, he added. “In spring and summer, the banks can be planted above the rip rap and environmental groups will be invited to plant there,” he said. The Save Happy Creek Coalition representatives offered the following information. “Headquartered in Albany, New York, CHA Consulting is the engineering firm that developed the substandard plans leading to the county’s stop-work order. The plan originated in CHA’s Blacksburg office, 200 miles from Front Royal. We believe that CHA Consulting owes Warren County residents and our Town Council a refund and an apology for submitting such shoddy work. “In April, the Council hired CHA to conduct a $1.3 million study for a redundant waterline across the Shenandoah, a much needed back-up supply for the 522 corridor and especially the Dominion Energy plant (which supplies electricity to Northern Virginia, not Warren County). Depending on placement, the waterline could also open northern Warren County for development. “Hopefully CHA will do a better job on that study and state agencies will be more on the ball than they were with the Happy Creek permits. “Meanwhile, the Town’s Freedom of Information Officer will be happy to provide you with a copy of the CHA contract and competitors’ bid sheets. Then you can decide for yourself whether this was good stewardship

Then, in a letter to the council and Warren County Supervisors, the coalition set out these hopes for the future of the creek: • To adapt and develop an improved plan in line with current environmental practices to mitigate further damage to the Happy Creek stream bed and banks. • Support efforts to consult with environmental experts, federal agencies and local conservation organizations to assure the Town is following best practices for our waterways. “Benefits derived from vegetated riparian buffers, especially forested buffers, include water quality enhancement, stormwater and flood water management, stream bank and shoreline stabilization, water temperature modification, wildlife habitat protection, and absorption of airborne pollutants. These benefits can translate into increased quality of life and real savings for the community.” (excerpt from page 5 of the Riparian Buffers Guidance Manual published by the Virginia Department

of Conservation and Recreation) • Encourage limiting use of rocks (riprap) to bridge areas and not lining both banks as set out in the original plan. • The goal is to prevent channelizing the waterway, which increases velocity, water temperatures, and destruction of wildlife habitat. • We recommend leaving existing stumps in place to prevent erosion and generate re-growth and replanting native trees and shrubs along upper banks to absorb pollutants, control noise, and improve the quality of life for residents and pedestrians enjoying the Royal Shenandoah Greenway. • We also recommend that the “bench” remains intact. The bench is that flat area you see below street level formed naturally by the stream itself during flood periods. The bench allows excess water to spread out, forming puddles as it recedes, for absorption by tree roots and soil. • Eliminating this bench by stripping it bare and “sloping” it into a sharp angle lined with riprap will “channelize” Happy Creek into a water slide, increasing water velocity and volume that will destroy wildlife habitat and

increase damage to businesses and homes downstream. • We support installation of riprap only as needed within 100 feet of the creek’s bridges, interspersed with lowgrowing native shrubs and grasses. • The areas where roots have been removed should be stabilized and grasses recommended by the Department of Conservation and Recreation should be planted for two years while native trees and shrubs are re-established. “The Virginia Department of Wildlife Resources provided thoughtful and insightful comments regarding the Happy Creek project,” they said. “Unfortunately, signatories to the Consent Order and Supplemental Environmental Project (SEP) overlooked them entirely.” Members of the coalition look forward to “bringing all parties together to the SEP, along with the Urban Forestry Advisory Commission, Tree Stewards, and other concerned citizens to develop an overall plan for Happy Creek, taking into account public comment and standards-based code to prevent erosion and flooding from further development upstream while ensuring that Happy Creek maintains healthy water quality in a peaceful, natural

setting with habitat for birds, fish, and other wildlife.” This was echoed by Frondorf. “We’d like the Supplemental Environmental Project to be stopped, and all the signatories to come together and revise, take a fresh look at it and in a manner that is palatable for the stream and the residents of the town of Front Royal,” he said. The Happy Creek update from the environmental group Sustainability Matters was hopeful. “We’re delighted to share that, thanks to the educational efforts of the Save Happy Creek Coalition, the Front Royal Town Council has reconsidered plans to replace Happy Creek’s riparian buffer with turfgrass and large rocks. In consultation with the environmental community, they’re now exploring eco-friendly options to remedy the damage that was done. ENGLE’S ANGLE: “Red and Green” by Kevin S. Engle Casinos don’t like it when you count cards, particularly at the blackjack table. I’ve been doing it for years. But not aces and one-eyed jacks. I’m more interested in the holiday kind. Christmas cards. It’s that time of year. The time to write the annual Christmas letter, take the family photo and send out those holiday greetings. Last year we mailed 62 cards but only got 35 in return. How do I know? Because I’m a card counter. I even have an Excel spreadsheet to keep track of it all. Doesn’t everybody? Un huh. It’s color-coded. If we sent a card to you and you sent one to us, your name and address are in black. The ones in red are the people we sent a card to but who didn’t return the favor. Ones in green are the opposite. They sent one to us but we didn’t oblige. If you don’t count the local heating and air conditioning company who inspects our furnace, two names from last year’s list are in green. The first is our financial advisor. We’ve known this guy for years and he sends us a card every December. I always send him an email thanking him and wishing his family a Merry Christmas but we don’t send a card. Maybe we should. The second green name belongs to one of my wife’s cousins. We’d never exchanged cards before. Last year, right before the big day, we got one from her. We should’ve sent her one but didn’t. I get it. Some people just don’t send cards. We have a few of those on our list.

We’ve been mailing them a holiday greeting for years, and they rarely, if ever, send one back. So what do we do this year? Who gets chopped and who gets added? It’s a conversation my wife and I have every December. If you’re a former coworker and your name has been red for several years, you just might get chopped. I can’t stand it. It gets everywhere. You can usually tell which cards have it before even opening them. If there’s glitter on the inside, it’s typically on the envelope too. Those get opened over the garbage can. Secondly, if the only time we keep in touch is during the holidays, can you at least write a sentence or two telling us something? Like why you moved to Sweden to

raise yaks? Whatever. Don’t just sign your name. And finally, if you send a family photo, can you point out who’s who? Thanks. Dear Timmy, Mistletoe (genus Phoradendron) is a semiparasite plant that prefers to freeload on oak trees, but also appears on other hardwoods such as sycamores, black gums, maples, walnuts, and elms. Botanists classify mistletoe as a semi-parasite because, although it thrusts its roots into the host tree for water, it manufactures and uses its own chlorophyll. Most mistletoe seeds are spread by birds that eat the drupes (a fleshy fruit with thin skin and a central stone containing the seed, e.g., a plum, cherry, almond, or olive.) Depending on the species of mistletoe and the species of bird, the seeds are regurgitated from the crop, excreted in their droppings, or stuck to the bill, from which the bird wipes it onto a suitable branch. Once a mistletoe plant is established on its host, it usually is possible to save a valuable branch by pruning and judicious removal of the wood invaded by the haustorium (the mistletoe’s slender “straw”), if the infection is caught early enough. Some species of mistletoe can regenerate if the pruning leaves any of the haustorium alive in the wood. Pre-Christian cultures regarded the mistletoe’s white berries as symbols of male fertility. The Romans associated mistletoe with peace, love and understanding, and hung it over doorways to protect the household. In the Christian era, mistletoe in the Western world became associated with Christmas as a decoration under which lovers are expected to kiss. The tradition dictated that a man was allowed to kiss any woman standing underneath mistletoe, and that bad luck would befall any woman who refused the kiss. One variation on the tradition stated that with each kiss a berry was to be plucked from the mistletoe, and the kissing must stop after all the berries had been removed. (NOTE: Do not eat the berries. Most adults can eat a few berries without harm, but children and

pets are at risk of poisoning.) One of the earliest references to mistletoe traditions in popular music is the 1952 hit ‘I Saw Mommy Kissing Santa Claus’, which was originally sung by Jimmy Boyd and has been covered by many singers. More recent Christmas songs referring to mistletoe traditions include ‘Merry Christmas Everyone’ by Shakin’ Stevens (1991), ‘All I Want For Christmas Is You’ written and performed by Mariah Carey (1994) and ‘Mistletoe’ by Justin Bieber (2011). Valley Health, Anthem reach 3-year deal New contract ensures Anthem Blue

Cross and Blue Shield members continued in-network access to Valley Health caregivers and services After working for several months on a new contract, Valley Health and Anthem Blue Cross and Blue Shield today announced a new agreement that will keep Valley Health physicians and hospitals in Anthem’s provider networks. Details of the new agreement were not disclosed. “We are pleased to announce a new longterm agreement with Anthem that ensures in-network access to the physicians and caregivers our patients know and trust,” said Valley Health President and Chief Executive Officer Mark Nantz. “We recognize negotiations have been stressful for our patients and are pleased to bring this matter to a close.” Anthem is the largest health insurer in Virginia and it was essential that Valley Health reach an agreement to serve thousands of community members who rely on Anthem or other Blue Cross and Blue Shield affiliates for their health insurance. “We appreciate Anthem’s trust in Valley Health as their partner and their willingness to make the investment in high-quality healthcare for their members,” Nantz said. Shenandoah Valley Golf Club William Frederic Turner William Frederic Turner, known to all as Bill or Big Bill, passed away following an extended illness on November 20th, 2020 at the age of 65. Born in Washington, DC, Bill was raised in the Mount Vernon area of Fairfax County, growing up in the subdivisions of Hollin Hall and Kirkside. Attending Hargrave Military Academy and graduating from Patterson Preparatory School, Bill continued his education at Wesley College, Northern Virginia Community College and George Mason University. As a young man he worked for FEMA (Federal Emergency Management Agency) and as a courier for CBS where he had the opportunity to meet several renowned newscasters. For the bulk of his career, he worked as a construction lab technician and inspector for numerous public and private projects in the DC area, including job sites at the initial Metro stations, National and Dulles airports. In 2009 he moved to his parents’ vacation home on Blue Mountain in Front Royal, Virginia where he became active in Warren County’s Republican party. He is survived by his sister, Gretchen Turner Almstead of Manassas, VA, two nephews, cousins, neighbors and friends. A private graveside service will be conducted at a family cemetery in Nanticoke, MD where he summered at his beloved grandparents’ home throughout his boyhood.

Virginia State Police report no charges in officer involved shooting On December 1, 2020, the Winchester Police Department (WPD) was notified by the Virginia State Police and Commonwealth’s Attorney Marc Abrams that no charges would be sought in the officer involved shooting on Massanutten Terrace on November 11th that resulted in the death of 52-year-old Winchester resident Eric Clark. BRIEFS, from 19 Virginia State Police (VSP) Bureau of Criminal Investigation was asked to investigate the incident. The VSP presented their comprehensive findings to Mr. Abrams, who issued the attached statement justifying the actions of Corporal S. O’Connor. Chief Piper commended the professionalism and bravery demonstrated by his officers, stating that “If it were not for the actions taken by the men and women of the WPD, other lives may have been lost that day. No one enters the law enforcement profession wanting to take a life; however, when circumstances exist which require the use of deadly force to protect officers or citizens, then our community should feel comfort knowing our officers are well trained, properly equipped, and prepared.” Now that the investigation has been completed, the WPD will conduct an administrative review of the incident. Previously, Winchester had released the following: “A Winchester resident is dead following an encounter with officers that occurred shortly after 7:00 a.m. on November 11, 2020. Winchester Police (WPD) were dispatched to the 2400 block of Massanut-

ten Terrace for a report of a man damaging a neighbor’s car with a sledgehammer. When officers arrived on scene, the male, later identified as Eric Clark, 52, of Massanutten Terrace, exited his apartment with a rifle, firing several shots at them. A WPD officer with 12 years of service, who is not being named at this time, was able to return fire with his patrol rifle, striking the male. Clark was pronounced deceased at the scene.”

In a small bowl, combine the flour, confectioners’ sugar, cocoa and baking soda. Cut in butter until mixture resembles coarse crumbs. Press in the bottom of an ungreased 13-inch x 9-inch baking dish. Bake at 350 F for 12 to 15 minutes or until set. 2. In a large bowl, beat cream cheese until fluffy. Add the milk, eggs and vanilla; beat until smooth. Stir in 3⁄4 cup toffee bits. Pour over crust. On November 19, 2020, Winchester Police Chief John Piper held a press conference, alongside Deputy Commonwealth’s Attorney Heather Hovermale, in the Community Room of the Timbrook Public Safety Center to announce indictments in the homicide of Lorenzo Coles Wheeler. On June 30, 2020, at 10:38 p.m., the Winchester Police Department (WPD) responded to the 300 block of N. Kent St. for a male laying in the roadway. When officers arrived on scene, they found Mr. Wheeler, 30, of Winchester, in the roadway near his rental vehicle, a 2019 Hyundai passenger car. He was suffering from a gunshot wound to his torso. In addition, the teenager and young boy were not wearing appropriate safety restraints. “Speed and lack of personal safety restraints continue to cost Virginians their lives,” said Colonel Gary T. Settle, Virginia State Police Superintendent. “As we continue through the holiday season, I am pleading with Virginians of all ages to respect and comply with all traffic safety laws. Virginia State Police and your loved ones want you to arrive at your destination safely.” In total, during the five-day period which began at 12:01 a.m. Nov. 25, 2020 and concluded at midnight Nov. 29, 2020, 10 people lost their lives in eight traffic crashes in Virginia. The fatal crashes occurred in the cities of Lynchburg, Newport News and Richmond and the counties of Frederick, Pittsylvania, Rockingham and Shenandoah. Of those crashes, one was alcohol related, four were speed related and one involved a pedestrian. This is an increase from 2019 when there were eight traffic fatalities during the fiveday Thanksgiving statistical counting period. There were 12 traffic fatalities during the same period in 2018. * In an effort to prevent traffic deaths and injuries during the Thanksgiving holiday, the Virginia State Police participated in Operation C.A.R.E. - Crash Awareness and Reduction Effort. Operation CARE is an annual, state-sponsored, national program during which state police increases its visibility and traffic enforcement efforts during the five-day statistical counting period. The 2020 Thanksgiving Holiday C.A.R.E. initiative resulted in troopers citing 4,930 speeders and 1,706 reckless drivers statewide. Virginia troopers charged 67 drivers

for driving under the influence of alcohol and/or drugs, and cited 498 drivers for failing to buckle up themselves and/or juvenile passengers. State police responded to 733 traffic crashes across the Commonwealth, with 117 of those resulting in injuries. State police also assisted 1,609 disabled/stranded motorists during the Thanksgiving weekend. Funds generated from summonses issued by Virginia State Police go directly to court fees and the state’s Literary Fund, which benefits public school construction, technology funding and teacher retirement. *Source: Virginia Highway Safety Office, Virginia Department of Motor Vehicles Fatal Crash in Shenandoah County Virginia State Police responded Sunday, Nov. 29, at 5:20 p.m. to a report of a traffic crash in the town of Mount Jackson. A 2019 Jeep Renegade was traveling south on Rt. 11 when it ran off the left side of the roadway and collided with a curb, guardrail, fence, and power pole before coming to rest in the 5500 block of Main Street/Route 11. The driver of the Jeep, a 30-year-old male of Shenandoah County, Va., suffered lifethreatening injuries. The male was transported to Shenandoah Memorial Hospital but succumbed to his injuries. His remains were transported to the Office of Chief Medical Examiner for an examination and autopsy. There were no other occupants in the Jeep. Fatal Crash in Rockingham County Virginia State Police Trooper C. White is

investigating a single-vehicle fatal crash in Rockingham County. The crash occurred on Saturday, November 28, 2020 at 11:55 p.m. along Route 865 (Dovesville Road) at 2.5 miles south of Route 824 (Bergton Road). A 2007 Chevy Silverado was traveling east on Rt. 865 when it was unable to maneuver a curve, ran off the left side of the roadway, and collided with a tree. The driver of the Chevy, a 16-year-old male, of Criders, Va., was transported to Sentara RMH Medical Center where he later succumbed to his injuries. The male was not wearing a seatbelt. Fatal Crash in Shenandoah County Virginia State Police Trooper M. Brill is investigating a single-vehicle fatal crash in Shenandoah County. The crash occurred Saturday, November 28, 2020 at 4:48 a.m. along Interstate 81 at the 274 mile-marker. A 2020 Ford Transit was traveling south on I-81 when it ran off the left side of the roadway and collided with a tree. The driver of the Ford, John R. Neese, 71, of New Market, Va., died at the scene as a result of his injuries. Neese was wearing a seatbelt. A medical emergency is being considered as a factor in the crash. Fatal Crash in Frederick County Virginia State Police Trooper D. Sewell is investigating a single-vehicle fatal crash in Frederick County. The crash occurred Friday, November 27, 2020 at 7:30 a.m. along Route 671 (Cedar Hill Road) at ½ of a mile west of Route 11 (Martinsburg Pike). A 2011 Chevrolet Impala was traveling east on Rt. 671 when it was unable to

maneuver a curve, crossed a double solid yellow centerline, ran off the left side of the roadway, and collided with a tree. The driver of the Chevrolet, Christopher R. Bowen, 32, of Clear Brook, Va., died at the scene as a result of his injuries. Bowen was wearing a seatbelt. Speed is being considered a factor in the crash. Officer-Involved Shooting in Culpeper County At the request of the Culpeper Sheriff ’s Office, the Virginia State Police Bureau of Criminal Investigations Culpeper Field Office Police Shooting Investigation Team is investigating an officer-involved shooting that occurred November 26, 2020. At approximately 2:09 PM Thursday, the Culpeper Sheriff ’s Office responded to a 911 call about a domestic with an armed male at the 13000 block of Brock Lane in the County of Culpeper. When law enforcement arrived on scene, the adult male, was sitting on the porch armed with a firearm. The law enforcement officers on scene attempted to negotiate with the subject for approximately 30 minutes in an effort to deescalate the situation. During that time frame, the adult male entered and exited the residence multiple times and produced additional firearms. The man, while still armed with a firearm, advanced in the direction of law enforcement personnel. A deputy fired and the man was struck. The man was transported to Culpeper UVA Medical Center with lifethreatening injuries. He later succumbed to his injuries. The adult male is identified as Ellis A. Frye Jr., 62, of Culpeper, Va. His remains will be transported to the Office of the Medical

Examiner for examination and autopsy. No law enforcement officers or other persons were injured during the incident. The investigation remains ongoing at this time. Fatal Crash in Shenandoah County Virginia State Police Trooper C. Bare is investigating a single-vehicle fatal crash in Shenandoah County. The crash occurred on Wednesday, November 25, 2020, at 11:06 a.m. along Interstate 81 at the 287 milemarker. A 2013 Kia Sorento was traveling southbound on I-81 when it ran off the left side of the roadway and overturned several times. The driver of the Kia, Brittany A. Toy, 31, of Jackson, Miss., suffered serious injuries and was transported to Winchester Medical Center for treatment. Toy was wearing a seatbelt. A passenger in the Kia, a 6-year-old male, of Kingsport, Tenn., was ejected from the vehicle and died at the scene as a result of his injuries. The male was not wearing a seatbelt but was in a booster seat. A second passenger in the Kia, Carmelita R. Samples, 50, of Kingsport, Tenn., suffered life-threatening injuries and was flown to INOVA Fairfax Hospital where she later succumbed to her injuries. Samples was not wearing a seatbelt. Additional passengers in the Kia, a 41-year-old male, and a 31-year-old female suffered serious injuries in the crash and were transported to Winchester Medical Center for treatment. The female was wearing a seatbelt. The male was not wearing a seatbelt. Toy was charged with reckless driving.

Bob was born October 3, 1960, in Rockville, Maryland son of Elenor Joan Wikfors of New York and the late Edwin Robert Wikfors. He worked as a limo driver, never met a stranger, and always willing to help a person in need. He will be greatly missed by his family and many friends.
