And Stephanie Myers, owner of the new shop on Front Royal’s Main Street for all things wedding-related, graciously agreed to talk about how it all came about, starting with their opening. “We got lucky and had a big

give kids a chance to celebrate. She mentioned some details about the future brides who found their ideal dress. “All of them came in and this was the first bridal shop they stopped in at. They fell in love with the first dress they tried on and bought it. It was surprising to me and exciting. I saw many happy tears this week,” she said. “One wedding is without a date, one is in March, two are in October, which is the busiest month for weddings, and one will be in December!”

She added that it’s important to her to give the full bridal experience with herself as the consultant, but she will be hiring another consultant in the next few months. And she has involved others already. “This is full-time, and business is family oriented,” she said. “My husband Steven who is an electrician, constructed the buildouts and dressing rooms, and my mom Beth Austin and daughters all helped very much.” How she conducts the steps toward a happy experience for the wedding participants comes from her desire to make it as good as possible. “Weddings are a big milestone, and that I’m a part of it brings me the most joy so far.” She said she has drawn a lot from her past experience. Stephanie said that she has developed interviewing skills which have come in handy allowing her to get to know someone on a personal level-to ask questions about what they might enjoy, the kinds of styles, and the kind of venue they want. “Many brides come in and don’t

know what they want. I interview them and find out how to match the bride’s personality with a dress. People are in different walks [and stages] of their lives when getting married, and are all going through different life events,” she observed. make an appointment for another time, and that people have been ok with that. When a bride finds the right dress, she asks them to have their picture taken at the flowery background of the photo wall, then asks them to tag the shop (on social media). “It’s a beautiful way to remember the experience in the bridal store,” she said, and added that the flowers were made by a local vendor. Stephanie also described how

she and her family came to locate here. A few years ago, she started a business by investing in a laser engraver to personalize items, then ran her engraving business online and in stores in downtown Fredericksburg. She quickly discovered that the biggest jobs came from clients planning weddings. “I looked to expand and decided to hold a resale event which started as a one-day wedding event where couples could rent a booth at a wedding venue to sell their

wedding dresses or décor,” she said. “This was so successful, even with people showing up who had come from seven different states to take part in it that I decided to open a permanent retail space to help brides shopping on a budget.” At that point she decided that there was too much competition in Fredericksburg and wanted to look for a small town where she “thought it would be nice to bring something local for them.” In that process, her research showed that there was no bridal store in Front Royal. While looking for a suitable storefront here, she says, “I fell in love with Front Royal. The people are so friendly.” She also thought locating on Main Street was important so people could shop locally, maybe have coffee, make a day of it, and enjoy themselves to add to the experience of organizing a wedding in her store. “Front Royal welcomed us with open arms,” she said. “There have been no problems with getting established. People went out of their way to help.” Stephanie also discovered that the local Chamber of Commerce had been talking about attracting a See BUSINESS, 4

wedding/bridal store to the town. She observed that it will be beneficial in bringing people from out of town which can help business in general. So the family decided to relocate. “We sold our house in Fredericksburg and moved to Wood-

stock on December 30,” she said. “I love the Valley and the view of the mountains. I watch how they change from day to day. One thing she said she really likes is getting used to living in a small town and that she and her two teen age daughters are excited to find out what kinds of things there are to do around the Valley. So what can people expect when

they come into the shop? Here’s a sample list of the many items and services at ReWed, that can be called a one-stop-shop. Stephanie went on to say that people can find the consignment policy on her website, as well as to make appointments for trying on dresses or for tuxedo fittings. There’s a strict check-in for the clothes items, she said, and added that she’s very selective. People must call and send a picture before bringing them in or to consign and items must be dry-cleaned, with no rips or tears. They must have been new in the last five years, but she will accept retro/vintage if timeless. “I have one from the 50s or 70s that is on trend right now. I welcome classics,” she said. In a side note, she talked about how the COVID-19 pandemic has had an interesting effect on weddings.

“It has changed how it looks and brides are looking for more budget-friendly options, going from huge affairs and fancy ball gowns to simple, small family intimate weddings. She said some people are eloping and having receptions later, and some are switching to outdoors with more in summer and fall and others more non-traditional. “I wanted to cater to that as well as to brides on a budget,” she said. County partners give new life to local veteran’s home Habitat for Humanity, Able Forces, and Lowe’s step up to help Patricia Jones

By Carol Ballard Warren/Frederick County Report Patricia Jones, U.S. Army veteran and business owner, who has supported many worthy causes that helped others over the years, has recently found herself in need of help. Her situation has come to the attention of the folks at Able Forces, the local veterans’ organization, Habitat for Humanity and the Front Royal Lowe’s, who have put plans in motion to help her with some necessary home repairs, but more donations are needed to give

them a boost in their efforts. Executive Director of the Warren County Habitat for Humanity Jessica Priest-Cahill told more of Patricia’s story in a phone conversation and referred to a media release for the following part of the story. “In 2018 she came home from work to find her home flooded due to a water leak. The leak caused extensive damage to her kitchen and living room and a bedroom and bathroom, which was only partially covered by insurance. “She has spent years trying to make repairs herself. But the

daunting amount of damage inflicted on her home and her health has left her struggling to deal with the repairs needed on her home. “She was having to wash dishes in the bathroom sink and there was more kitchen damage and electrical/construction issues,” Jessica said. She said that the plumbing leaks had affected drywall and the floors, and Patricia’s insurance contractor had gone in and removed most of the drywall but left some of the flooring that had been damaged by the water leak. “That could turn into mold and some had to be removed,” she said. Skip Rogers of Able Forces had been contacted by one of the case workers that was on Jones’s case to ask for help for Patricia. “He (Rogers) reached out to us and Lowe’s in Front Royal and asked for help to essentially put it back together,” said Jessica. According to Jessica, the partners have divided the tasks required to make Patricia’s home on Howellsville Road healthier for her, as well as to finish repairs that had been started by the insurance company’s contractors. Lowe’s donated almost all of the materials for the reconstruction, like paint and cabinets and Able Forces provided much of the manpower. “The Habitat for Humanity organization is using volunteers as much as they can and are trying to raise money for materials not already donated or covered,” she said.

Jessica added that this is not the usual repair program because they’re working with the two other groups. The Habitat for Humanity media release described Patricia’s story and situation. “Sometimes life seems like a test of how much one can endure. After serving her country in the US Army from 1983-1987, Patricia Jones owned her own construction business and worked as a construction site safety supervisor. “But the past few years have

certainly tested Patricia. In recent years she has lost a grandson and a son. She was in a motorcycle crash that left her with ongoing medical issues and debilitating pain.” On top of all that, she had to face a flooded home. So others stepped in to help her as soon as they found out about it. Patricia volunteered to add more about herself to the story, “As a motorcycle rider and business owner I have championed and supported many causes,” she said. “Always being the one to give

Devin passed last year leaving behind four young children. she said. “My sister and her family perished in the Pan Am 103 terrorist attack, and she was a decorated veteran. My oldest brother and his wife are retired from the U.S. Army and I have nephews and nieces who are currently serving.” Jessica weighed in, “If Jones is able to help, she will, as well as her family. She’s excited to help as much as she can,” she said. “We have the opportunity to demonstrate appreciation for her service and compassion. “Our motto is a ‘hand up, not a handout.’” Jessica went on to talk about what else is happening with the Habitat for Humanity organization locally. “I wanted to get the repair program better organized and to complete two-to-three houses a year, but with Covid (COVID-19 restrictions) and fewer volunteers, we couldn’t do that. There is a real need for low-income homeowners,” she said. She added that they are working with as many people as possible and have initiated some strategies to keep things moving in the right direction toward their goals. “We just started the Homebuyers Club and will provide people with information on other programs and offer educational/financial planning,” she said. “We’re doing a series of 12 classes on this for more outreach. We’re halfway through and will offer the series again this summer, with the dates to be announced.” She also talked about the challenges that they are faced with. “Many contact us for repairs,

but we’re limited because of funding. The limit on repairs right now is $5,000, but we’re looking to partner with USDA for repairing to go up to $25,000,” she said. “We never like to just say ‘No,’ so if we can’t help, we’ll try to find others who will help.” She said they do have some funding for grants, but always need more. They will start taking applications for regular repair applications in mid-March. She described how some particular situations are very difficult. “It’s especially hard with older folks who are maybe retired, on fixed incomes and don’t have extra money for repairs,” she said. “They might only need a few extra things like grab bars or equipment for showers or baths.” The “Brush with Kindness” program provides help with minor repairs. These can be exterior problems like loose boards, and

debris that people need help with, and are not high cost, but are labor intensive. Jessica added that they’re looking to coordinate with the town’s clean-up drive in the spring. “We’re always looking for more volunteers. You don’t necessarily have to use a hammer, and there are non-constructive jobs as well,” she said. Then Jessica referred back to Patricia’s situation and how the Jones project has been planned. She said that any volunteers who have construction experience will do the demo in the coming weekends (barring delays because of snow) and will remove all drywall and flooring before putting in the new drywall. Then the cabinets are set for installation in the first week in March. For minor electrical repairs, volunteers may not have the know-how to do those repairs. “It is a significant repair job,” she

said. Volunteers were scheduled to start work on Feb 20 to do the demo for the kitchen, then professional contractors like plumbers, electricians and construction workers would come in after that. owned by the county. “We have a broker who we’ve been working with for three years on the parcel at the McKay Springs corner lot for a fastfood establishment. Their offer price is substantially more than it has been appraised,” said Front Royal-Warren County Economic Development Authority Executive Director Douglas Parsons at the meeting. “This appears to be a very good deal and it can be an anchor tenant for the rest of the site. They can get a road in from Reliance Road into the site that could conceivably serve the rest of the site.” He said it will require new platting for the plot. The site is jointly owned by Warren County, the Front Royal/Warren County Economic Development Authority (EDA), and the Town of Front Royal. Shenandoah District Supervisor Walter Mabe asked, “Is the McKay Springs historical part not changed in any way shape or form? And he added that the only opposition he had heard was that people did not want that part disturbed. “It is going right on the corner and not getting into the chimney

On February 22, 2021 at approximately 6:41pm, members of the Warren County Sheriff ’s Office Special Problems and Drug Enforcement Unit attempted to stop a vehicle for

speeding on Stonewall Jackson Highway (Route 340). The suspect vehicle failed to yield leading to a pursuit that was terminated on Gooney Manor Loop. After the pursuit was termi-

nated, the suspect vehicle continued to drive recklessly, striking a Sheriff ’s Office vehicle. Due to the reckless and dangerous disregard for persons and property, the pursuit was then reinitiated continuing onto Bentonville Road, where the suspect lost control and wrecked at 7:02 pm. The driver fled the vehicle on foot and the passenger was apprehended at the scene. Warren County Sheriff ’s Office K9 Unit consisting of Master Deputy C. Anderson and Deputy M. Griffith, along with their

canine partners Rooster and Gator, apprehended the driver after a short track where the driver was found hiding in a nearby creek. The driver, Garland Turner Jr., age 28 was charged with Possession of Schedule I/II, felony eluding, felony hit and run, assault on a law enforcement officer, and driving suspended. The vehicle owner and passenger, Alicia Knott, age 21 was charged with Possession of Schedule I/II and obstruction of justice. No one was injured during the incident.

The Winchester Police Department (WPD) has arrested Patrick Brian Goodman, 31 of Winchester, Virginia and Shelby Lynn Cave, 37, of Bunker Hill, West Virginia following a comprehensive investigation conducted by the WPD Criminal Investigations Division into the recent robbery of a convenience store. On December 31, 2020, at approximately 1:00 a.m., the Winchester Police Department responded to 7-Eleven, located at 705 N. Loudoun St., for an armed robbery that just occurred. Responding officers immediately established a perimeter and used a K9 to attempt to locate the suspect, who was last observed fleeing the scene on foot. However, the suspect was not located on the night of the incident. It was determined that Goodman entered the store, approached the clerk, pulled out a

firearm, and demanded money, to which the clerk complied. Cave awaited in a getaway vehicle and drove the two away from the scene. A Glock BB-Gun, shattered into several pieces, was recovered by WPD detectives along N. Frederick Pike in Frederick County later in the investigation. The money has not been recovered. Goodman and Cave have been charged with Robbery, in violation of Virginia Code 18.258. Both were incarcerated at the Northwest Regional Adult Detention Center, on unrelated charges, at the time the warrants were served. They were being held without bond. The WPD appreciates the assistance received from many law enforcement agencies throughout the investigation and the information received from the public that helped identify the suspects.

Virginia State Police Senior Trooper R. Riggs responded to a report of a plane crash in Frederick County. The crash occurred Wednesday, February 24, at 2:22 p.m. near the intersection of Back Mountain Road and Fishel Road. The preliminary investigation revealed that a Single Engine Cessna Aircraft suffered engine failure shortly after taking off from Winchester Regional Airport. The aircraft attempted to make an emergency landing in a field and im-

pacted the ground which caused it to overturn. The pilot, Jonathan D. Behnke, 42, of Mount Airy, MD, suffered minor injuries in the crash and was transported to Winchester Medical Center for treatment. No one on the ground was injured as a result of the crash. The FAA and NTSB were notified of the crash. The crash remains under investigation. – news@warrencountyreport.com

On Sunday Feb. 21st, the Frederick County Sheriff ’s Office was alerted to a pursuit, as officers of the Winchester Police Department were chasing a wanted subject com-

ing out of the city and headed eastbound on Route 7 (Berryville Pike). Communications between the two agencies were delayed, due to incompatibility issues with current

FCSO radios and Winchester’s newer systems, which hindered timely updates of location and conditions. By the time FCSO units were updated, the pursuit had traveled as far east as the Clarke County line on Route 7 and was now headed back westbound towards Winchester. FCSO units arrived in the area of

the I-81 northbound interchange at Berryville Pike and Valley Mill Road as the pursuit was passing the Sheetz location at Regency Lakes and Berryville Pike. WPD advised that the suspect was now traveling westbound in the eastbound lanes at oncoming traffic. Sgt. Steve Moore set up stationary at the I-81 intersection to prepare to deploy spike strips to disable the suspect’s vehicle. At this same time, Deputy Blake Armstrong and K-9 Deputy Tyler Renner, with partner Charo, were headed eastbound as the suspect came towards them from the Gateway Drive intersection and still traveling in the wrong direction. Both Deputies were slow-rolling, at approx. 15 mph, occupying the right and left travel lanes. The suspect was approaching and hugging the right side shoulder along the edge of recently plowed snow. At the last moment, instead of slowing and stopping, the suspect swerved to his right in an apparent attempt to get past the deputies. With innocent motorists still coming up behind, Deputy Armstrong steered his vehicle to the left and impacted the front of the suspect vehicle with the front of his cruiser and ended the pursuit. As a result of the initial impact between the suspect and Deputy Armstrong, the suspect

vehicle spun counter-clockwise and struck Deputy Renner’s cruiser in the front wheel and quarter panel before striking Deputy Armstrong’s cruiser again and coming to a final rest. From this point, other responding units and Winchester P.D. officers were able to get the suspect out of his vehicle and into custody without incident. Deputy Armstrong was transported to Winchester Medical Center for treatment of minor lacerations and observation due to the violent nature of the impact between the two vehicles. The suspect, identified as Nicholas VanDyke of the city, was also transported to WMC for check out under the supervision of the Winchester P.D. and is facing multiple charges including felony eluding. Sheriff Lenny Millholland is relieved that there were only minor injuries involved in the apprehension of this fleeing felon and proud of the response and efforts of his personnel. “Can you imagine if this person gets by us and then hits an innocent unsuspecting motorist head-on?” Sheriff Millholland stated Sunday afternoon, concluding “I truly hate that this suspect left us no choice. This could have been much worse. I am proud of our people and the job they do every day”.

Heck, I didn’t know what a selfie was until someone explained it to me. “You take a picture of yourself? And you do this why? Oh, ok.” And now that I know what they are, I’m still not big into selfies. I already know what I look like. I see myself in the bathroom

mirror every morning. That’s good enough for me. And I won’t be getting a selfie stick anytime soon. I hope not anyway. Zoom calls? I’d never heard of those until last year, but now I’m a fan. My wife and I have shared Saturday night dinners with relatives in Texas and on Christmas Eve, we joined friends in several states to paint a picture of what was supposed to be a snow globe. Warning. My so called ‘artwork’ looked more like a blob than a snow globe. I’ve even met newfound relatives in California and Wisconsin without even leaving my house. Maybe someday I’ll actually get to see them in person? That’d be nice. Well, the other day, my wife and I were on another Zoom call. With each other. In our own house. Just the two of us. I was upstairs in my office. She was downstairs in hers. It seems like we might be taking this Zoom thing a little too far. No, we weren’t social distancing or quarantining from each other. Actually, there was a good reason for doing it. I wanted to see what the background looked like in her office during a Zoom call. I was going to be on another one that night with five high school friends. Guys I graduated with 40 years ago. She was moving the computer and other stuff around and I wanted to see how it looked before that call. Would the ceiling fan light be too bright? Would the glare emanating from my bald head blind anyone? If I forgot to brush my teeth, could you see food stuck in them? Important stuff like that. In a lot of TV interviews, people are often sitting in their home or office in front of a full bookcase. Many times, one of those books, prominently displayed, is one that person wrote. Talk about great advertising. Sometimes you can see the titles, other times not so well. How would my book, The Best of Engle’s Angle, look propped up behind me, next to the gas fireplace? That night, I held it up close to the screen so my friends could see it before placing it behind me. I thought it was funny. I think they did too. Now that I’ve conquered Zoom, what’s next? Just the other day, I suggested

Yes Carol, the rock salt used to melt ice and snow on the roads and walkways, typically sodium chloride, can have a devastating impact when it comes to the growth and overall health of trees and shrubs. Rock salt hurts trees in two different ways; when it comes in contact with the above-ground portion of the tree, and when it enters the soil. When salt is splashed onto the trunk, bark, and leaves of the tree it can cause salt burn and pull the water out of the needles, buds, and branches leading to dehydration and the exposure of tender developing tissue. When the road salt enters the

soil in high concentrations it will displace other nutrients in the soil and lead to the roots absorbing what is left, sodium and chloride. This will lead to nutrient deficiencies and can interfere with photosynthesis and chlorophyll production. In toxic levels, it will also cause leaf burn and dieback. In smaller concentration, rock salt will pull water out of the tree’s roots dehydrating the tree even more; also known as Chemical Drought. The obvious solution is to not use rock salt. If that is not an option here are 3 things you can do: 1. Install A Barrier between your yard and roads/walkways

that use salt. Try snow fencing or planting a barrier of salt-resistant trees such as: White Oak, Northern Red Oak, Paper Birch, Colorado Spruce/Blue Spruce, Juniper, or Mugo Pine. 2. Treat With Anti-Desiccants to form an invisible protective coating on leaves helping protect them from winter burn and rock salt damage. 3. Rinse Your Trees in the spring. engaged in the re-enactments. Very much involved with the registering of the thousands of reenactors has given me ear to their views and opinions. Too frequently some of those views and opinions were quite shocking and disturbing. At the time I dismissed it as misdirected harmless chatter, but after seeing what happened in Washington on January 6th, it urges me to speak out. To be perfectly clear, Cedar Creek Battlefield Foundation is in itself a wonderful undertaking and the re-enactment is a living history lesson. God bless the handful of individuals over 30 years ago with the gumption and foresight to purchase and save the property from the developer’s bulldozers establishing an important historical site and tribute to the almost 50,000 men and women who fought there in 1864. The majority of re-enactors are as patriotic and mainstream as most of us, and astonishingly dedicated to history and authenticity of what they present. It’s the handful of the others and collection of them in the same place that is alarming. If I were a wagering person, I’d bet good dollars on the fact that a few of the almost three thousand re-enactors from the last re-enactment were present and participated in the terror at the capital in January. Civil War events and re-enactments are especially ripe for such dangers since too many of these individuals are yet fighting the Civil War in their minds, (or the War of Yankee Aggression as they might put it). Some of us at the battlefield foundation, who hear these sentiments all too regularly, have a comic moniker for this type of individual. We call them “Lost Causers” after the Lost Cause narrative developed by many postwar Southerners. The Lost Cause initiative incidentally lead to many of the monuments currently being removed and name dedication changes transpiring from the last major militaristic insurrectionists in this country. God forbid one should discuss these removals or name changes around the CCBF or at a re-enactment. Or worse still, discuss any prohibition of the Confederate battle flag. The National Parks will not fly or display it because it’s offensive to some citizens, but it took almost two years and considerable intimidation by the NPS to force the Cedar Creek Battlefield Foundation to not boldly fly it daily in front of the HQ and on the prop-

Be mindful of the fact that the CCBF is a private non-profit cooperating with the National Parks like Belle Grove Mansion also, to present the Cedar Creek & Belle Grove National Historical Park to the public. There’s been an ongoing “cold war” going on between the Cedar Creek Battlefield Foundation board and the National Parks for several years now over the flag display and other things. It clearly demonstrates the questionable and perhaps unwittingly complicit mindset of some of the CCBF board. Clearly there also are some very fine, mainstream people on the board and in the organization dedicated to the publicly stated mission. Authorities today since 911 and the Capitol terrorism, urge us to say something if we see something. My opinion here is what I honestly see and have stupidly dismissed for years now, similar stupidity to how authorities thought there wasn’t much of a terrorist threat in January 6th in Washington. Washington’s birthday commemoration

On 22 February 2021, the Colonel James Wood II (CJWII) Chapter of the Virginia Society Sons of the American Revolution (SAR) participated in a commemoration to celebrate George Washington’s Birthday. George Washington was born at his family’s plantation on Popes Creek in Westmoreland County, Virginia, on 22 February 1732 to Augustine and Mary Ball Washington. For his birth date, there are two dates, February 22 1732 and 11 February 1731. Both dates are correct. At his birth, Great Britain and its empire used the Julian calendar developed in in 46 B.C. by Julius Ceaser. It had three too many leap days every 400 years and the year began 25 March. The Catholic Church corrected the error in the 1582, implementing the Gregorian Calendar, skipping 10 days and starting the year on 1 January. Great Britain and her colonies were not catholic and therefore, did not adopt the new calendar. In 1751, Britain joined the majority of countries in the world and adopted the Gregorian Calendar. This created the change from 11 to 22 February for Washington’s Birthday. An extraordinary figure in American history, Washington was an ordinary man. He possessed a wry sense of humor and, like his wife Martha, tried to resist the vanities of public life. An unenthusiastic political leader, Washington nevertheless recognized his unique and symbolic

role in keeping a fledgling nation together. He was keenly aware of setting unwritten rules of conduct for future presidents and struggled over what sort of image a president should project. He preferred one of dignity and humility. Upon leaving office, Washington returned to Mount Vernon and indulged his passion for the rural life as a member of the Virginia planter class. Washington died on 14 December 1799 of a severe respiratory ailment. He identified himself in his will as George Washington, of Mount Vernon, a citizen of the United States. The ceremony was conducted in Culpeper and emceed by Charles Jameson, President of the Culpeper Minutemen Chapter of the SAR. A combined color guard from the Culpeper Minutemen (CMM), Colonel James Wood II, Fairfax Resolves (FR), Thomas Jefferson (TJ), George Mason (GM) and Colonel William Grayson (CWG) SAR Chapters presented the colors. Excerpts from Washington’s farewell address were recited by various individuals and the presentation on George Washington by Tom Hamill. Participating from the CJWII Chapter were Sean Carrigan, Dale Corey, Thomas “Chip” Daniel and Dennis Parmerter. The Board is pleased to announce that the settlement has taken place and the building has been sold! This transaction came to fruition with the cooperation among

Council approves town EDA The Front Royal Town Council has announced plans to establish the Front Royal Economic Development Authority (FREDA) March 15, 2021 and will be naming Town Manager, Steven Hicks as the Executive Director. (Hicks, you may recall, is the town official who recently asked us to pay $3,200 to send us emails we were seeking for a story.) The Town is currently seeking applicants to serve as members of the Board of Directors until March 31, 2021. Last year the Virginia General Assembly authorized the formation of the FREDA. Crêpes are sweet or savory treats

Crêpe is the French word for “pancake.” Crêpes are delicate, batter-based and savory or sweet creations that can be eaten at various times of the day. Crêpes may be enjoyed at breakfast filled with fresh berries, or as a dessert bursting with a luscious cream. While French crêpes are widely known, various cultures have their own variation of this super-thin pancake, including the Bavarian region of Germany. Palatschinken and Pfannkuchen are German/Austrian crêpe varieties. German and Austrian crêpes are slightly thicker than French ones, but not nearly as thick as American pancakes. Enjoy this recipe for “Palatschinken (Crêpes),” courtesy of Little Vienna, an online recipe blog. Palatschinken (Crêpes) Yields 5 2 large eggs 1 cup milk (8 fl. oz, 240 ml) 1 cup all purpose flour (31/2 oz, 130 g) 1⁄4 teaspoon fine salt 1⁄4 teaspoon vanilla extract (optional, omit for savory fillings) Butter, ghee or neutral tasting oil for coating the pan Apricot jam for the filling Confectioner’s sugar for dusting Whisk the eggs using a

hand whisk in a medium bowl until lightly beaten. Add salt, vanilla extract (if used) and about 1⁄3 cup (80 ml) of the milk (just eyeball) and stir until combined. Add flour and whisk until you get a smooth batter. The batter should be thick and tough so you can barely whisk it. Add a little of the remaining milk if it is too hard to stir. Lumps have no chance in thick batters. Gradually add in the remaining milk while whisking. Heat an 8-inch (or larger) nonstick pan over medium heat. Add 1⁄2 teaspoon butter (or oil) and spread it carefully with a spatula to coat the bottom of the pan evenly. This is important; otherwise, the butter will disturb you when swirling the pan for distributing the batter. Pour 1⁄3 cup batter (for an 8-inch pan, more for larger pans) into the center of the pan and swirl to spread evenly. Once the bottom side is golden in color, flip it with a spatula and cook the other side for about 15 seconds. Invert onto a plate — the browned side should touch the plate, you should see the pale side. This way the nicelooking side will be outside when you roll it. Repeat with the remaining batter, adding 1⁄2 teaspoon of butter/oil for every crêpe. If the batter thickens over time, add a little milk. You can keep the ready ones warm on a plate in the oven at low temperature. Spread each Palatschinke with Apricot jam (or other filling) and roll it from one side to the other. Dust the Palatschinken with confectioner’s sugar and serve with a fork and spoon (the spoon serves as a knife). – news@warrencountyreport.com

The Town’s decision to move forward with its own independent EDA has more to do with the present and future rather than the past. “The Town has re-development and economic development needs now that Council does not believe the County’s EDA is in the position to perform. Small businesses have been impacted by the pandemic and are in need of recovery. In addition, there are many empty storefronts now and Council hopes we can prevent more in the coming years. Having FREDA will also make it easier and quicker to improve the quality of life and appearance of Front Royal by addressing blighted properties through various tools and resources available to EDA’s.

“The challenges facing the current County EDA are significant. For example, on September 25, 2019, the EDA agreed to enter into a Confession of Judgment with The First Bank and Trust. The Confession of Judgment and supporting documentation appear to indicate the following: • The sum for the judgment is $9,015,742 at an annual interest rate of 6% • The loan was a line of credit up to $17 million • Security for the loan in part stated, “Security agreement granting an interest in all of borrower’s accounts and government payments and programs including but not limited to all present and future payments now or hereafter appropriated and made or to be made by the Town of Front Royal, Virginia and/or the County of Warren, Virginia, to the borrower….”

“Based upon legal interpretation, this Confession of Judgment means all EDA assets not currently secured by another party are subject to the Confession of Judgment or in essence, property of The First Bank and Trust Company up to $9M. This Confession of Judgment impairs buying property for the County or the Town unless the bank allows it. If the EDA enters into a lease, lease revenues would go to The First Bank and Trust Company. Due to the low creditworthiness of the EDA, it cannot obtain bonds, loans or other type of financing without the County and/or Town’s direct involvement. Couple this Confession of Judgment with the EDA’s insolvency, on-going litigation, lack of three years of audits and low creditworthiness, it will be difficult for the EDA to function as a traditional EDA for many years in order to help our com-

munity, specifically our Town. “The Front Royal Town Council is committed towards working in partnership with Warren County and its EDA. By no means should the Town’s initiative to focus on the Town’s re-development be construed as an unwillingness to work with the County. We just believe from a business perspective; formalizing FREDA is the only way the Town can focus on re-development with real results. The Town Council would consider joining the County’s EDA in the future once all of the following takes place with the County’s EDA: 1. It not only has produced missing audits, but previous and future audits need to be clean. 2. It is solvent. 3. The Confession of Judgment

is released. 4. All possible criminal investigations and civil litigation has been concluded. 5. The Town taxpayers have recovered all misappropriated, stolen or fraudulently obtained assets by the EDA or its employee(s). “As part of the Town’s FY22 Budget, the Town will be able to invest $100,000 without sacrificing services to start FREDA. Additionally, the Town anticipates receiving over $100,000 from the sale of real estate which will be reinvested into our Town. “In conclusion, considering the state of affairs with the County’s EDA and in consideration of the Town’s needs to expand its tax base through economic development and marketing, it is imperative that the Town move towards

Winchester Police relaunches ‘Fight the Fraud Inferno’ campaign The Winchester Police Department (WPD) has relaunched its “Fight the Fraud Inferno” campaign in order to educate residents about how to safeguard their personal information and protect their finances. First launched in 2018, the campaign proved a success, dropping fraud reports from 2018 to 2019 by 15 percent. After the campaign was initiated, WPD used its community outreach events to educate the community. These events were suspended in 2020 due to COVID-19, and the Department’s fraud reports increased 14 percent in 2020, with losses totaling over $400,000. “Many reports taken by our Department cannot be investigated

or when they are investigated, they lead to a dead end, because the suspects leading the scam often live outside the United States,” stated Detective Jason Hardt, who has joined in on campaign efforts as he investigates many of the incidents reported to the WPD. “It is frustrating not being able to provide justice for victims of fraud, especially when the losses have a detrimental impact on their quality of life.” The relaunch will include meetings with community leaders to elicit their involvement and educating community retailers. “We are seeing an increase in the amount of gift cards being purchased as a means to pay scammers,” stated Sgt. Adam Orndorff, who is leading the relaunch. “Prevention is the only way to reduce fraud in our community; therefore, we have created a tag line for this part of the campaign - ‘Gift Cards are for Gifts Only’.” The tag line has been developed on posters that the campaign team hopes to distribute to stores in the near future. Additionally, the team has created a video to bring attention to other types of fraud. Virginia State Parks names new manager for Shenandoah River, Seven Bends Veronica Flick has been named the new park manager of both Shenandoah River State Park in Bentonville and Seven Bends State Park in Woodstock. Flick is not new to the Virginia State Parks system, having previously served as park manager at Twin Lakes State Park and business manager at Natural Bridge State Park. “I am excited to welcome Veronica to this important leadership position at Shenandoah River and Seven Bends,” Shenandoah District Manager Nathan Younger said. “She brings great creativity, energy and vision to the role, and her fresh perspective will help with managing these two popular state parks that attract thousands of visitors each year.” As park manager, Flick will oversee staff, operations and expenditures providing for programs and services to ensure visitor expectations are met and the natural and cultural resources at both parks are protected for future generations. She says the plans for each park are a bit opposite in nature. “One park needs to build on the foundation the rangers have developed, while the other park needs to tend to the foundation,” Flick said. “Shenandoah River has been building and developing for years. We now need to move into the sustaining phase, where we continue to take care of what we have, while intentionally growing where needed.” Flick adds, “Seven Bends, on the other hand, is in a rapid growth period. The team there are great stewards of the park, and I plan to

be in a role to help them achieve goals.” She started her new duties on Jan. 10 and looks forward to being part of both communities. they encountered Donald Francis Hairston, 44, in an already agitated state. Within minutes of the deputies’ arrival, Hairston ran indoors and barricaded himself inside the residence. Despite the deputies’ attempts to communicate with Hairston in an effort to de-escalate the situation, Hairston exited the residence armed with a gun. He discharged the firearm and then pointed the firearm at the deputies. A deputy fired and struck Hairston, who succumbed to his injuries at the scene. Hairston’s remains will be transported to the Office of the Medical Examiner for examination and autopsy. No deputies or other persons were injured during the incident. The investigation remains ongoing at this time.
