By Carol Ballard Warren/Frederick County Report On March 9, a sunny early “spring” day, the auditorium of Warren County’s Health and Human Services building was full of people receiving the new J&J COVID-19
vaccine and some who were waiting for the requisite 15 minutes after getting the shot, to make sure there weren’t any negative aftereffects. Valley Health’s Operations Manager Carolyn Deavers was coordinating the event and happy to talk about the process and how it had
been progressing so far. “Everything is running smoothly,” she said. “It has been a team effort, including all the volunteers from Valley Health employees and the local community.” Deavers said that last Friday, at the first J&J vaccine clinic event, there were 980 people vaccinated and today 1,000 had been scheduled. She mentioned that at the first event for the Phizer and Moderna vaccines held in January, there were only enough for a few hundred folks. When asked for permission to speak to participants and those receiving the vaccination, she approached Cass and Phyllis Castleberry who were waiting for 15 minutes before they could leave, and they said they were willing to talk. When asked how they felt about the Johnson & Johnson one-shotonly vaccine, this was their response.
“We both feel happy we don’t have to come back,” Phyllis said. And Cass observed, “It’s a good
turnout.” They also said they probably wouldn’t do anything much differently after getting the vaccinations but said they hadn’t been able to see folks since June and were looking forward to being with their grandchildren. Both of them spoke about their general health, volunteering that Cass is 85 and Phyllis is 83. “We’re already conscious of our own health, pretty healthy overall, getting our regular checkups and taking the medicine we need, and we want to stay that way,” said Phyllis. And they mentioned how it makes them feel going forward. “It has made us more health conscious (in reference to feeling good about not infecting others in case they should contract the disease) and it’s reassuring to know that we’re dealing with the potential

problem,” Cass observed. After speaking to them, Deavers saw that another participant Shailesh Ligade, was waiting to be vaccinated by Appalachian School of Pharmacy student Ruth Mensah. He gave his permission to be photographed and spoke about how he was feeling. “I think they’re doing a great service,” he said. “We came a long way to be here.” He noted that he and
others with him had traveled from Fairfax to be able to get the newly released vaccine. Deavers said that the first time they administered this vaccine in Front Royal was the previous Friday after eligibility had been expanded to include all those who qualify under Phase 1b. Team member Tracey Ramey noted that things had gone very well. “People have been in and out,
waited the 15 minutes and have had no known issues,” she said. And, according to a media release, “The Lord Fairfax Health District has received 9,000 doses of the new Johnson & Johnson COVID-19 vaccine. These were first administered at Valley Health’s four community vaccine clinics in Winchester, Front Royal, Woodstock and Luray, Va. on Friday, March 5. The next scheduled vaccines are
on Monday, March 15 for first doses of the Pfizer vaccine and on Thursday, the 18th for second doses. Main Street and are hard at work renovating and constructing a new place to get it ready in time. He added that the new place will be able to accommodate about twice as many people per Covid-19 distance rules, and there will be more room for producing mead. “We’ve done well where we were,”

Ian said in an interview. “But there’s not a lot of foot traffic. We can also attract more business to the other businesses on Main Street.” Things have moved along for them in the last year. The three brothers are still partners, but they’ve hired Jake Fries who will be with them “as long as he’s willing to stick around,” said Ian with a laugh. And there are two new additions to

the family, with Ian’s baby daughter only three weeks old and another brother’s new son. But some of the familiar ele-
ments will remain. Wild world Designs artist Kate Fristoe’s mural with life-size bee wings will be coming with them. The wings function as a background for folks who take free photos so they can pretend to be big bees. And she has designed the bottle labels and new t-shirts. “She has done some awesome shirts for when we open,” said Ian. “We’ll bring back the hoodies we had later on.” And Ian proudly added that last year they entered the Savor Virginia wine competition with five or six of their flavors and all of them won awards--gold, silver and bronze. “We’ve released 18 flavors so far and will add more variety as we go on,” Ian said. Their father, who is a professional sign maker, was here for a while helping with all the new changes but he flew back home to Michigan last week. Ian talked about how the business has been progressing. “Fall was really good with many local people coming in and tourists who came to look at the leaves.” he said. “This community has a hardcore base of our local fans. We’ve planned out our tasting room to create a space where you and your friends and family (over 21 of course) can enjoy a nice glass of mead.” He also wanted to say that since the brothers came from a large family, they have created a familycentered place where everyone can come in, sit, relax and enjoy mead. So far, they haven’t had drinks for children but hope to add them as well as prepackaged food. Right

now, he said, it’s ok to bring food in from other restaurants. As far as a grand opening, that will have to wait until the Covid-19 restrictions have loosened considerably, but they continue with preparations to open on Saturday, March 20 if all goes as planned. And future plans include bringing live entertainment, selling honey and have mead on tap. Another thing the brothers do is to is giving back and helping the local community. In November and December last year they shaved off their usual beards and grew mustaches for “Movember” and even created a flavor called Creeper with a mustache on the label. Proceeds went
to help a family with a child who needed open-heart surgery and donations were given to the (Movember) campaign that raises awareness of men’s health issues, such as prostate and testicular cancer and men’s suicide. For the month of November on Facebook they set up a page to donate half of all sales of Creeper to help the fight. If people are curious about mead, it’s described on their website in the following way. “Mead has been quickly gaining
popularity. But what is it? At the core it is wine, fermented with honey instead of grapes or other sugars. Mead, like wine, can have many different characteristics. It can be: Sweet. Dry. Fruity. Floral. Tannic. Barrel aged. Spiced. Hopped. You name it. There’s pretty much a mead for anyone,” it says. “Honeybees are important to us,” Ian said. “It’s great to take what they make and make a fun and delicious drink out of it.” Adam said that he wasn’t generally a fan of wine, and preferred beer but added that, “I like mead because it’s a happy medium between wine and beer.” Mead is like cider—not beer and not wine, even though a meadery is
classified as a winery. He added that it’s a big challenge to educate people about mead, so he has given tastes to friends and a few others who were interested. When asked what brought them to Virginia, and why they decided to make mead Ian said that he came to Northern Virginia 16 years ago from Alaska as a journalist to work at WJLA in the Arlington bureau, and often came out to Winchester and Front Royal for business. He loved the area and always thought he would like to retire here. He met his wife Kari who grew up in Warren County where her grandfather
owns a farm and has been living here for about three years. They live near the farm and spend a good life planting apple trees and raising their children. As far as why they are making mead, that came about as a result of a business trip to Maine. brothers,” he said. “They wanted to start the brewery and it moved very quickly. “At first Adam wasn’t planning on moving here, but after visiting, he came here too with his family,” he said. “Adam and Isaac only recently moved to the area from Alaska, with the goal of joining forces to start the meadery. All three brothers are equal partners and are married with children. Ian said that they run the flavors by their wives for their opinions. He went on to say that he and his brothers are three of eight siblings who were raised in Alaska near Anchorage. They come from a creative background. Their dad is sign painter, and their mom designs and makes fabulous greeting cards, and they team up together to make 3-D signs. Their father, Isaac and Ian all make music and Ian was formerly in a band. He said that influence has extended to being creative in the flavors they use in the mead and they’re excited to be working together and eager to introduce people to something they’ve not had before. And so far the brothers like living in our area and have acclimated well to Virginia over the years. “This is as close to Alaska scenery as anywhere, but the weather is better here,” he said. He added that one local feature in particular was familiar. “Where we lived in Alaska, there was a star on a hill. When I saw the one here, it reminded me of Alaska.” “I love it here and am just excited to keep going in this community,”

By Mark Gunderman Jacob died on September 26, 1772 at the age of 46 years in or near Stephens City. His spouse died on August 21, 1812 and is probably buried at his side. Living on the frontier, the very earliest settlers had no professional stone workers to hire when their loved ones died. Gravestones tended to be of a lesser size and most often fashioned from softer types of stone such as limestone and slate, which were easier to quarry, cut and carve. Often times field stones and roughly carved rocks were employed with names and
dates scratched onto the stone. Jacob Traut has the oldest surviving gravestone in Stephens City and located in the Old Town Cemetery or the “German Reformed Church Cemetery” at the corner of Mulberry and Green Streets. The ideal situation during the Colonial period in the English colonies was to bury the dead in churchyards located in close proximity to church buildings. These two lots (76&77) were owned by town founder, Lewis Stephens. He allowed for the construction of the first German Reformed chapel on the northwest corner of Lot 76 (around 1780) and the burial of

Thus, Stephen’s family members and the town’s earliest settlers and residents were buried there before he formally transferred ownership of those two lots to a group of trustees who were citizens of the town in 1799. The Stone House Foundation is aware there were earlier burials (including Peter Stephens himself ) but these stones were either uninscribed or are now lost to time. Jacob Traut, Sr., a shoemaker by trade, was born 19 January, 1726 in Germantown, Philadelphia, PA and later acquired substantial property there. Jacob was the first-born son of Johann Balthazar Traut, Sr., who had arrived in Germantown in August 1719 with the Elder Peter Becker group of 20 early Church of the Brethren members. Jacob inherited land after his father’s death in 1750. Jacob suffered a financial reversal, lost his property in Germantown in a Sheriff ’s tax sale on 26 Sep 1767 and he and his wife Barbara and family relocated in the spring of 1768 southwest to the general vicinity of current-day Stephens City, VA. Jacob had seven sons, three became wheelwrights who probably learned their wagon making skills in Stephensburg (now Stephens City) as they came of age. The sons opened shops on Queen Street in Strasburg and a large wagon works on Chester Street in Front Royal. Jacob Traut’s gravestone inscription cannot be read very easily anymore. It was transcribed by Mr. Robert G. VanMeter (Works Progress Administration of Virginia Historical Inventory) in August of 1936. His transcription reads:

If the margin of provisional ballots cast will not determine the outcome of the election they will not be counted and will be considered null and void. Jerome “Jay” Butler Jay Butler, 65, a resident of Front Royal since 2005, is running for the nomination to be Happy Creek Supervisor. Butler is a 1978 alum of West Point and spent 32 years total in the U.S. Army, 20 years active and 12 years in the reserves. He retired from the reserves at age 55. Butler said he is currently a member of St. John the Baptist Church and the Knights of Columbus in Front Royal. Butler said he was a U.S. Army aviator for the first 20 years and then a Staff Officer for 10 years and 2 years as a Battalion Commander. Jay still flies privately out of the Winchester airport. In the army, Butler flew Cobras and Apache attack helicopters. “You are either a shooter or a target,” Butler said. “I was a shooter.” While Butler did not see active combat as a helicopter pilot, he would have gladly gone if needed. While in the reserves as a Staff Officer he was on the ground in 1995 and 1996 overseas in Europe supporting Bosnia, and then later in
2010 in Iraqi. One story Butler shared is about when he was just married to Julia Butler, and within the month he was called up to serve overseas to support Bosnia. His wife initially cried that she was not able to be with her husband. Butler was able to arrange living quarters for his wife to live with him based in Germany. She got pregnant one month after their marriage and she was able to spend the first six months of her pregnancy with her husband and then was flown back to the states to have their baby girl, Emma because they did not allow a woman to fly internationally after six months of pregnancy. Currently Butler states he is employed by a company called Novaces, based out of New Orleans and thereby is a program management contractor for Navy Medicine in Falls Church. Butler said as an employee of Novaces he works in the headquarters for the Surgeon General of the Navy as a contractor for project management and process improvements. He is not a federal employee and is not subject to the Hatch Act. Working smarter, not harder Butler says he wants to use his talents to have a more efficient and effective government in a smart and good way. He wants to make sure that taxpayer money is not wasted; using what is there in an efficient and effective manner. With his background, Butler fully acknowledges hard work, however one av-

She also donates time over at Belle Grove Plantation and is on the board of the Front Royal Pregnancy Center. “She is the love of my life,” Butler stated.

Statewide risk-limiting audit of November 2020 elections has been completed Virginia Department of Elections coordinated the post-election task for the Presidential and US Senate runs By Tom Sayre Warren/Frederick County Report The Virginia Department of Elections (ELECT) issued a news release on February 15, that the Virginia State Board of Elections would coordinate a statewide post-election Risk Limiting Audit (RLA) of the November 2020 General Election for President and U.S. Senate. The audit was announced by Christopher Piper, Commissioner of the Department of Elections, at their January 12, 2021 State Board of Elections meeting. Pursuant to Va. Code Section 24.2-671.1, ELECT is required to coordinate an annual post-election RLA of ballot scanner machines used in the Commonwealth of Virginia. All of the 133 localities in the Commonwealth of Virginia participated in the audit. ELECT partnered with VotingWorks (https://voting.works/), a non-profit organization, which assisted with the statewide audit. Based on the vote totals and voter turnout, VotingWorks had project-
ed around 1,423 ballots would need to be retrieved by localities across the Commonwealth to provide for an accurate audit. “This statewide audit helps to support the idea that the integrity of the election process is always of the utmost importance. The Department is continually vigilant on matters related to the security and accuracy of the vote in Virginia,” said Christopher Piper, Virginia’s Commissioner of Elections. “The ability to meaningfully participate in our democracy is one of the most important rights we have as citizens, and the Department of Elections is dedicated to maintaining voter confidence in the democratic process.”

ballots to confirm the accuracy of the Presidential election result in no way meets the legal requirement to run an audit to confirm the accuracy of ballot scanner machines. The GOP took the Governor to task for the statistical method used for RLAs wherein only a few ballots will be examined because of the margin in that election and notes that most localities will need to pull very few ballots (some may not need to pull any ballots).” The letter noted that each of the 133 localities in the Commonwealth is responsible for the acquisition, upkeep and maintenance of its own ballot scanner machines, selected from those systems certified by the state board. And it continues by stating that, “The audit design described in the Department’s communication may completely omit all scanners of a certain design and will certainly not provide a statistically reliable sample of ballots processed by each type of scanner in use nor the particular scanners in use in any given locality. “An appropriate RLA would assess the accuracy of the results pro-
duced by each localities’ scanners. Just as each locality separately certifies the abstract of votes for each election, each locality should separately assess the accuracy of its results in that election. “Such an audit design would provide confidence in the performance of the particular ballot scanner machines in use in participating localities. Additionally, it would be consistent with the requirements of the Code, which assigns the duty of performing the audits to the local electoral boards and general registrars. “According to the leaders’ letter, given the intense interest in election integrity following last November’s election, as well as the results in several elections being much closer than the presidential contest, it is critical that the Department implement an audit designed in accordance with the Code. Ensuring public confidence in Virginia’s election results demands nothing less.” According to a news release, “Virginians’ confidence in elections was shaken last November,” said Rich Anderson, chairman of the Republican Party of Virginia. “Ralph
Northam’s Department of Elections needs to take its duty to restore the voters’ faith seriously. “The Department’s inadequate plan for the Risk-Limiting Audit required by law won’t do the job. I applaud our Republican leaders in the General Assembly for calling the Department out on its failures in their letter today. “Virginia Democrats are doing everything they can to erode confidence in our elections. This poor substitute for a real audit lines up with the Democrat actions in the General Assembly to reject every Republican election bill and make permanent the illegally adopted temporary measures for last year’s election, such as ballot harvesting and elimination of the witness signature requirement.” The Warren County Board of Electors met in the Warren County Courthouse in Courtroom A on Thursday February 25 to conduct their audit. The event is sponsored by Valley Health for the week of March 20 to 27 By Carol Ballard Warren/Frederick County Report Traditionally, on the last Saturday in February, Valley Health, Shenandoah University, healthcare providers and students, wellness practitioners, and community nonprofits have gathered at Apple Blossom Mall in Winchester for
the annual Community Wellness Festival. But for the first time in over 25 years, Valley Health is taking the lead on a new, week-long Virtual Health Fair due to the COVID-19 restrictions on crowds and social distance. “Almost every day we’re getting more people who want to be
involved and more information. Our webpage has the full agenda and information on Covid-related health issues,” said Valley Health’s Public Relations Manager for Marketing & Communications, Carol Weare. This is being held for a week from Saturday March 20th to Saturday, March 27th. In a phone interview, Valley Health’s Michael Wade noted that he has been the chairperson of the Virtual Health Fair for a number
of years, but while the event will be virtual this year, there are some positives. “It’s been fun and an exciting challenge. We’re happy to do it virtual this year amid Covid-19. People can engage from across the region,” he said. “It gives us the chance to reach a broader scope. We’ve had some join from West Virginia too. Many may not have been able to come to the one-day event before. It’s convenient. People can log on from home and can
pick and choose what events they are interested in.” “We’ll miss the energy of interacting in person with the community, providers and exhibitors, but we’re excited about how many more people throughout our region will have an opportunity to log in and meet experts, ask questions, and learn over the course of the week,” he added. Fair has coordinated with Shenandoah University, with nursing professionals presenting sessions on diabetes and heart health education, and pharmacy students presenting live sessions as well as Zoom videos on heart health and diabetes. Health care professionals will answer questions, as well. Some will be available on Zoom and others are pre-taped. There is a long list of what will be happening over the week virtually. Virtual programs including morning fitness classes, “Ask the Health Professional,” and other programs and videos will be available on a variety of topics throughout the week. The daily fitness live web has links for those who want to participate. Some services will still be offered in-person, though. These are, among others: • Free heart and vascular screenings at seven regional locations. Ask Stewart “Miami Palm Trees” Dear Stewart, I just came back from Florida and heard that Miami is cutting down their Palm Trees. Why are they doing that?
the percentage of palm trees in the city to only one quarter of its total canopy by 2050. Currently, Arecaceae palms account for more than 55% of the city’s population of 48,900 trees. (General guidelines for species diversity state that no family should make up more than 30% of a city’s tree population.) While some Palm Trees will be removed, the greatest change will be achieved by planting new shade trees instead of palms over the next two decades. According to the urban forestry master plan that forms part of Miami Beach’s “Rising Above” initiative to combat the climate crisis, about 17 percent of the city’s 15.2 square-mile footprint has a tree canopy. The plan details the environmental benefits of planting shade trees, including species such as oak, ash, elm and sycamore, in place of palms. For example, a 16 inch trunk diameter live oak tree would remove 510lb of carbon dioxide, 20oz of harmful ozone, and intercept 725 gallons of
rainfall per year. By contrast, a native sabal palmetto palm of the same dimensions would absorb only 2.7lb of carbon dioxide, 1.7oz of ozone and 81 gallons of rainfall. Palms will remain an iconic part of Miami Beach’s landscape, as new shade trees make the city more walkable and help mitigate the effects of climate change. Fire & Rescue Training Center burns
On Tuesday, March 9, 2021 at approximately 4:43 pm, the Warren County Department of Fire and Rescue Services was dispatched for a reported trailer on fire at the Warren County Fire and Rescue Continuing Education and Training Center located on ESA Lane in Front Royal.
Firefighters arrived on the scene to find one of the modular training and education buildings with significant fire conditions through the roof of the building and beginning to spread to a nearby classroom building. Firefighters were able to quickly control the incident and prevent the fire from spreading to the adjacent classroom building. The Department of Fire and Rescue Services requested the assistance of the Fauquier County Fire Marshal’s Office to perform an independent and unbiased origin and cause investigation. This investigation determined the fire to be accidental in nature, a result of an electrical mal-

On March 4, 2021, just after 2:00pm, a Norfolk Southern Railway Train with approximately 16 cars derailed in the Riverton Junction area of Depot Ave. It was confirmed there were no injuries at that time. Fire and Rescue units cleared the scene while Norfolk Southern began to mobilize clean up and repair efforts. At approximately 3:02 am on March 5, 2021, emergency personnel from the Front Royal Police Department and Warren County Fire and Rescue responded to the scene regarding a worker who was critically injured while assisting with the cleanup effort. Upon arrival, it was determined Willie Ezra Phillips, 36, of Lesage, West Virginia had suffered fatal injuries resulting from the accident. Upon request of Norfolk Southern Railway, detectives with the Front Royal Police Department initiated a death investigation. An investigator from the Northern District of the Office of the Chief Medical Examiner responded to the scene to assist. At this time, no foul play is suspected. Due to the ongoing nature of the investigation, no further details will be released.

March 2 fire ruled arson – occupant charged On Tuesday, March 2, 2021 at approximately 9:45 pm, the Front Royal Police Department responded to a re-
ported domestic situation located at 394 Cherrydale Avenue in the Town of Front Royal. Upon arrival, officers noted the residence was filled with smoke and quickly discovered a fire had been extinguished prior to their arrival. Officers requested assistance from the Warren County Department of Fire and Rescue Services, Warren County Fire Marshal’s Office and the Front Royal Police Criminal Investigations Division. An investigation by the Criminal Investigations Division and the Warren County Fire Marshal’s Office determined the fire was caused by an act of arson. As a result of the investigation, and after consultation with the Warren County Commonwealth’s Attorney Office, Briant Taylor, a 38-year-old resident of the home, has been charged in connection with the fire incident. Mr. Taylor has been charged with a single felony count in violation of Virginia Code §18.2-77-Burning or destroying a dwelling house. Mr. Taylor was transported to the Rappahannock, Shenandoah, Warren (RSW) Regional Jail where he was ordered to be held without bond. The court date set for this offense is March 18, 2021 at 9:00am in Warren County Juvenile and Domestic Relations District Court. No further details can be released in this matter due to the pending nature of this investigation. Anyone with additional informa-

Fatal crash in Shenandoah County Virginia State Police Trooper J. Good is investigating a single-vehicle fatal crash in Shenandoah County. The crash occurred on Tuesday, March 9, at 8:20 p.m. along Route 55 (John Marshall Hwy) 2 tenths of a mile west of Route 623 (Hockman Rd). A 2002 Chevrolet S10 was traveling Eastbound on Rt. 55 when it ran off the right side of the roadway and collided with an embankment. The driver of the Chevrolet, James W. McFall Jr., 59, of Lebanon Church, VA, suffered life-threatening injuries in the crash and was transported to

Winchester Medical Center. McFall later succumbed to his injuries. McFall was not wearing a seatbelt. The crash remains under investigation.
Maryland woman killed in headon collision An 84 year-old Cresaptown, Maryland woman died Thursday night as the result of a two-vehicle crash on Route 522 North in Frederick County. At approx. 9:28 pm, Fredrick County’s Emergency Communication Center began fielding calls about a vehicle traveling the wrong way on Route 522 (North Frederick Pike) in the area of Route 127 (Bloomery Pike) and dispatched deputies to look for the vehicle. As units were responding, another 9-1-1 call was received at 9:33 pm reporting a head-on collision on North Frederick Pike near Siler Road and Shane Lane. FCSO personnel, along with fire and rescue units from Gainesboro and Reynold’s Store,
arrived on scene of the crash and began rendering aid and diverting traffic around the crash scene. Witnesses confirmed the crash was the result of one of the vehicles traveling the wrong way, headed southbound in the northbound lanes, and the two colliding nearly head-on. According to witness statements, and later confirmed through onscene investigation, it was determined that a 2007 Ford Fusion, operated by Byrle Darlene Lease, was traveling South in the northbound lanes on Rt. 522 prior to hitting Joesph Waring of Paw Paw, West Virginia in his 2000 Dodge Durango. After impact, both vehicles continued in their original direction of travel for a short distance before coming to final rest on the right and left shoulders respectively. Waring’s SUV had a small fire break out in the engine compartment where he was assisted out by a passerby. Lease was entrapped behind the steering wheel with heavy damage to the left front of her vehicle and was pronounced deceased by EMS personnel. Waring was transported to the Winchester Medical Center with non-life threatening injuries including a possible broken leg. Lt. Warren Gosnell and Sgt. Eddie Roberts, of the Sheriff ’s Office Traffic Division, responded to the scene and were joined by Troopers D.R. Gray and D.R. Ayers of the Virginia State Police Crash Reconstruction Team in a joint investigation of the fatal crash. Members of the sheriff ’s office patrol division were assisted by
VDOT personnel in using Gainesboro Road to divert traffic around the crash scene which had 522 shutdown for approximately 3 hours.

Virginia’s preliminary crash data for 2020 shows there was an overall increase in highway fatalities 827 in 2019 to 847 in 2020. Speed related fatalities were no exception. In 2019 there were 349 speed related fatalities and 404 in 2020. NHTSA considers a crash speeding-related if the driver was charged with a speeding-related offense, or if the responding officer indicates that, the driver was driving too fast for conditions at the time or was exceeding the posted speed limit. High speed pursuit on Shenandoah Ave. On March 10, 2021 at approximately 9:40 PM, Warren County Sheriff ’s deputies observed a passenger car pass them at a high rate of speed on Shenandoah Avenue near Sheetz. Warren County Sheriff deputies activated their emergency
equipment to stop the vehicle but the vehicle failed to yield leading to a pursuit. The pursuit continued onto Happy Creek Road where the suspect vehicle almost hit numerous vehicles in the opposite lane of travel. The pursuit ended when the suspect vehicle crashed into a utility pole on Morgan Ford Road. The driver fled on foot and was detained by a nearby homeowner; Warren County Sheriff ’s Office deputies arrived and took the suspect into custody without further incident. The driver, Michael D. Jacobs, age 20 from Annapolis Maryland was charged with felony eluding, reckless driving and DUI/DUID. Michael D. Jacobs is being held at RSW Regional

Consumer Alert: home aquarium moss balls may be contaminated with invasive zebra mussels The Virginia Department of Wild-
life Resources (DWR) is warning anyone who has recently purchased live marimo moss balls that they may be contaminated with invasive zebra mussels. These moss balls are commonly sold for aquarium use under trade names such as “Betta Buddy” and “Mini Marimo Moss Balls.” This product was sold through physical pet stores and online retail outlets. Contaminated moss balls have been confirmed at several stores in Virginia. Marimo moss balls are a species of algae that forms a ball two to five inches in diameter and is commonly purchased to place in home aquariums to improve water quality and aesthetic appeal. Zebra mussels are small, D-shaped, thumbnail sized or smaller and have a white and black striped pattern. Even if no zebra mussels are visible on the moss balls, they could be contaminated by young individuals that are not visible
to the naked eye. Zebra mussel invasions have caused tremendous economic and ecological damage. Zebra mussel populations are extremely difficult to eradicate, and once established, require significant yearly maintenance costs to maintain infrastructure for power generation or water supply. Currently, there are no zebra mussel population in Virginia, but they are present in adjacent states such as West Virginia and Maryland. Additional information on zebra mussels can be found at the Department’s website at https://dwr.virginia.gov/ wildlife/zebra-mussels/. Consumers who have recently purchased marimo moss balls should dispose of them immediately by placing them in a plastic bag and freezing them overnight, boiling them or soaking them overnight in a bleach solution (one cup of bleach per gallon of water). The moss balls
should then be bagged and disposed of in the trash. Aquariums should be cleaned by first removing the fish, adding bleach, and then disposing of the water down the sink or toilet. Under no circumstance should moss balls, or any aquarium species, be released into the environment. Penalties for the unlawful act of releasing zebra mussels, which are known to be associated with these moss balls, may reach $25,000 and may include additional fines for in-
vestigation and eradication. Retailers are in the process of pulling the moss balls off the shelf. This product was imported from Ukraine to a distributor in California and then shipped nationwide. The distribution facility is under quarantine and all shipments have stopped, according to a news release from Montana Fish, Wildlife, and Parks. For the affected individuals, the fee was to be four dollars per day, or $23 annually. During the 2021 General Assembly, the legislature determined to extend the effective date of the new fee until July 1, 2022 in order to allow DWR to work with stakeholders to determine the best means for funding these recreational access sites while avoiding unintended consequences for outfitters, education providers, and those to whom the fee could pose an economic hardship. DWR anticipates assembling a group of interested stakeholders in the coming months, with a report of the group’s findings to be issued by December 1.

The investigations into the fatal shootings that occurred Friday (Feb. 26) in the Town of Stanley remains ongoing by the Virginia State Police Bureau of Criminal Investigation’s Culpeper Field Office. Town of Stanley Police Officer D.J. “Nick” Winum observed a 2002 Honda Civic that matched the description of a Be On the Lookout issued for a suspicious person with a gun. At approximately 3:15 p.m., Officer Winum activated his marked patrol vehicle’s emergency equipment to initiate a traffic stop. The Honda Civic pulled over in the 600 block of Judy Lane. Before the officer could exit his patrol vehicle, the driver, Dakota G. Richards, got out of his vehicle and began shooting at Officer Winum’s vehicle. Officer Winum succumbed to his injuries at the scene. Richards, 29, of Stanley, Va., fled into the nearby woods on foot. A handgun was recovered from Richards’ vehicle. Law enforcement personnel responded to the scene and assisted with tracking Richards. He was later located hiding out in a barn in the 700 block of Marksville Road. There, Richards made a threatening movement and was shot by Page County Sheriff ’s Deputies. Richards succumbed to his injuries at the scene.
A Smith & Wesson M&P-15 rifle was recovered in his possession. No additional law enforcement were injured. Once state police completes the officer-involved shooting, the criminal investigative files will be turned over to the Commonwealth’s Attorney for final review and adjudication. Feb 26 statement by Town of Stanley Police Chief Ryan Dean: It was with heavy hearts this evening that we must inform our community of the line of duty death of one of our own: Officer Dominic “Nick” J. Winum, 48. Since joining our department in 2016, he proudly served and protected the Stanley community. I know the Stanley and Page County community are keeping Nick and his family in their prayers during this most difficult and tragic time. Officer Winum was fatally shot this afternoon while attempting a traffic stop in the Town of Stanley. Thanks to the immediate response of his fellow Stanley Police Officers and the Luray Police Department, Page County Sheriff ’s Office, Warren County Sheriff ’s Office, and the Virginia State Police, the suspect shooter was tracked to and taken into custody in a field off Marksville Road. There is no additional threat to the community this evening.
