By Carol Ballard Warren County Report Just a very short walk off East Main Street, Front Royal, and around the corner on Church Street, is a gem of a store called “Gathered”. The shelves and walls in the threemonth-old shop are full of colorful, well-displayed and exquisite items, but it may not be evident at first that they hold only art work from local artists and crafts persons. “I wanted to create a niche in Front

some time learning the retail business from both sides as a manager of a small boutique as well as marketing her own beaded creations to the fashion industry in her home state. She met her fellow-artist and musician husband Drew at art school and came here with him because he is native to Front Royal. “I always wanted to live in the mountains and near the river and I actually feel like I’m coming home when driving up from Georgia,” she said. The name of the store came as an outgrowth of their mutual interests and close-held ideas. “My husband is an avid gardener and wild foods enthusiast. He’s always gathering food and bringing it into our home, and I like the idea of the warmth and gathering of people, ideas and creativity,” she said. In fact, recent artist gatherings at her studio have resulted in those artists’ work being included in the shop’s inventory, as well as hers and her parents. Cadyn’s meticulously crafted bead and stone jewelry, Deborah Mosch’s intricate wire jewelry and father Steven’s photography form a family core to the collection. In addition: the shelves and walls hold pottery from five local potters; handmade greeting and note cards; delicate hand-dyed scarves; locally-made soaps and oils; block-printed pillows; blank journals with hand-painted outlines of Virginia and surrounding states; and countless more fascinating recentlymade gift and collector pieces. There is free shipping on the textile accessories, jewelry, unframed prints, stationery, and locally-made soaps and oils. For those interested in the Old, vintage items like an ancient typewriter and old-fashioned quilts are scattered among the New. As to how the shop and its contents have been received, she said that it has been overwhelmingly positive. “More than I hoped for. People are excited to be able to support artists, and I’ve had a lot of feedback from visitors who are excited to find souvenirs that don’t typically look like souvenirs,” she noted. She believes it’s important to buy as close as possible to the one who made the art work, and pointed out that this is an area that needs as much attention as possible. “It’s so much easier to go to a Big Box store and buy something from someone far away,” she said seriously. She welcomes new work. Craftsmanship is a big priority for me. Attention to detail, and how well it’s constructed says a lot about how much you care about what you’re making,” she said thoughtfully. Teeing Off for the Virginia German Shepherd Rescue The VA German Shepherd Rescue (VGSR) will hold its 6th Annual Golf Tournament and Auction, Friday, October 4, at the Blue Ridge Shadows Golf Course, in Warren County (www.blueridgeshadows.com). Money raised from this event can help defray the costs of spaying/neutering, vaccinations, medical exams, heartworm testing/treatment and other medical necessities. Since its inception in 2001, the VA German Shepherd Rescue (VGSR) has placed 300-350 dogs a year in “forever” homes. Dedicated to the rescue, rehabilitation
and re-homing of the German Shepherd Dog. VGSR serves all of Virginia and the Metropolitan Washington, D.C. area. At any given time, we have more than 50 dogs in foster care, waiting to be adopted. Our mission is to place “good dogs in good homes.” Many of our volunteers provide much needed assistance to hardto-place elderly and special needs dogs. VGSR is an all-volunteer 501(C)(3) organization. We sometimes have to “rely on the kindness of strangers” from donations, adoption fees and fundraising activities. One hundred percent of all
money raised goes to taking care of our dogs. VGSR does not receive local, state or federal funding. How Can You Help?
We offer various levels of sponsorship (starting at $100), offering signs on the golf course. For businesses this is a great way of giving back to the community, while marketing to a wider (and perhaps new) customer base. Individual sponsors have the opportunity to pay tribute to special friends and family (canines in-

Wayside distress Dear Patrons and Friends of Wayside Theatre in Middletown, VA., I was very distressed when Warner Crocker, former Artistic Director of Wayside Theatre in Middletown, VA, and very, very dear friend, informed me that he was resigning from his duties as Artistic Director for the last 14 years, in late June – and now, the theater is gone. I am afraid that Middletown, VA, has seen the demise of a wonderful and historic theatre that has survived for 52 years. I believe this could have been prevented if they had all worked together. Even the announcement of closing of the theatre was done with no dignity at all to the persons working there, originally, under the auspices of Warner Crocker. This is such an incredible loss to the Community, as well as, the region. I am a Professional Actress/Singer/ Spokeswoman. My first job, when I was in Graduate School at Catholic University in Washington, DC, was as a professional Actress in the Resident Company at Wayside Theatre for the entire summer, under the helm of Owen Phillips. I worked there for two summers. From that time to now, there have been a few Artistic Directors who have taken control of the theatre for several seasons; most of them were my friends. I am still working in the Business. I was very honored to come back to Wayside in STEEL MAGNOLIAS and
ALONG THESE LINES Conspiracy Theories Gone Wild By Nick Thomas Yet another government conspiracy has apparently surfaced. Following reports of last year’s python hunt in the Florida Everglades, details are being questioned by Python Truthers. The hunt, supposedly organized by the Florida Fish and Wildlife Conservation Commission to remove invasive Burmese pythons from the Everglades, reportedly drew over a thousand hunters equipped with a range of firearms. The mob descended on the Big Cypress National Preserve, some 50 miles southeast of Naples. But, according to the Python Truthers, there is no actual python hunt in Florida. In fact, the conspiracy goes even deeper, say the Truthers: there have never been any pythons in the swamps of Florida! That’s right, it’s all been an elaborate hoax according to James Kracy, a little known Florida college professor and head Python Truther. “If there really was a python problem in the Everglades,” says Kracy, “the government would attempt to fix it in their usual, bureaucratic, bungling way by creating an even bigger environmental nightmare – they’d probably have secretly bred a species of giant mutant mongoose and released hundreds in the region.” Kracy says the lack of NRA public support for an event that hosts a thousand gun-toting, beer drinking, hunters spraying the glades with a ton of bullets
ALL I REALLY NEED TO KNOW I LEARNED IN KINDERGARTEN, shortly after Warner (Artistic Director) and his amazingly talented wife, Thomasin Savaiano, (actress, teacher, and friend) moved to Middletown, VA, from Chicago to help bring new energy into the theatre and Community. I have worked with these two talented people off and on during those 14 amazing years they have been helping the theatre grow. When the Board decided to let Warner and Thomasin resign, I wondered if their friends and Patrons of Wayside Theatre know what I know. I thought I would share this with you. Warner worked without a salary for a good part of 2011 and 2012 when the theatre was running out of money. Thomasin was doing two jobs at times, but only getting paid for one, just so the theatre could stay
is also ominous. “So it just can’t be real,” stresses Kracy. “Besides, wouldn’t the Bravo Network have TV cameras throughout the swamps filming a reality show about the event?” Those dubious about Kracy’s claims refer to the many photos and videos published in the press lately, allegedly showing people catching pythons in the Everglades. But Kracy believes this illusion was created with some sophisticated photo-shopping and a cast of government paid actors probably working in collusion with ratings-hungry news organizations. Kracy thinks he has traced the plot’s origins back to 1979 when Miami movie theaters held numerous “Monty Python” film festivals. Rumors soon began circulating throughout south Florida about a Python invasion. In reality, Kracy believes the government was behind the stories and secretly began hatching an elaborate scheme designed to entice law abiding hunters down to Florida (some 24 years later) to confiscate their firearms when the would-be hunters set foot on the protected Florida wetlands. “The government is determined to take away our guns,” he says. Kracy claims other evidence supporting the python hunt hoax includes: • David Letterman never having broadcast a Top Ten list of the most annoying celebrities hunters could use as bait. • Lance Armstrong confirming that the hunt was real. • Any hunt for crawling reptiles would obviously have begun in Washington, D.C., not Florida. • There is, in fact, no such species as the Burmese
open and the cast and crew could be paid. I know for a fact that Warner has paid money out of his pocket for Scene Shop materials so that the theatre would have a set for the next show in the season. His staff was honored to work with him. I know this from personal experience there. When I was in STEEL MAGNOLIAS and THE NERD two seasons ago, I saw Warner and Thomasin try to keep the theatre going during the most dire circumstances I have ever seen. I am sure the Board owes Warner a lot of money. I just hope that he can at least be paid back in some way for everything he did for the theatre to allow it to survive these last few seasons. python; only the Myanmar Python. Dr. Kracy, who cites Eddie Murphy in the 1996 film “The Nutty Professor” as his academic mentor, says his theory was largely dismissed by the public. But he and fellow Python Truthers (sometimes also simply known as The Kracies) say it’s important for the truth to come out. Kracy is also suspicious that the python hunters had to pay a $25 registration fee, but were told by officials that they could potentially only win $1,500 for catching the most snakes or $1,000 for the longest. “The math just doesn’t add up,” explains Kracy. “1,000 hunters each paying a $25 fee? That’s a total of $25,000; but the entire prize money offered was only $2,500.” (On the other hand, conspiracy theory conspiracy theorists could argue this financial discrepancy was actually proof that the event really was government sponsored). Kracy says he is applying for a government grant to further study government conspiracies. By Roger Bianchini Warren County Report Another evening accident involving a single, southbound vehicle at the Morgan’s Ford Low-water Bridge in Warren County proved fatal to two of three occupants of a 1995 Honda Accord the evening of Aug. 3. Two, young men, Coty James Ferguson, 18, and Robert Allen Jeffries, 17, are dead. Authorities listed Ferguson as the driver. Jeffries, along with 49-year-old Tony William Hatfield, who survived the accident were passengers. According to the Virginia State Police, this most recent fatal accident at the bridge was reported at 11:08 p.m. Saturday evening. Initial Warren County rescue and law enforcement units were dispatched at 11:10 p.m. The southbound vehicle went off the bridge to the right, on the upstream side, overturning into the river. According to responders the overturned car was submerged except for part of the undercarriage and tires. It is a bridge that hovers about 18 inches above the Shenandoah River during normal flow. It appears the accident and deaths have reignited a volatile debate over the necessity of replacement of that 88year-old, crumbling, one-lane structure last repaired by VDOT in 2004. Our own modern-day isolationists – at least
of their own northside neighborhoods – launched a full-blown PR campaign of questionable factual content in the wake of the last fatality at the bridge just over 3 years ago (see our Nov. 14, 2012 story on VDOT public info meeting debate). That fatality was 21-year-old Jessica Lynn Barr of Stephen’s City, who died March 30, 2010, after her southbound car was swept off the bridge at night during a storm and flooding. It was later reported that as she responded to a call for help from a friend, Barr had been following GPS that gave no indication of the approaching river or bridge. Barr called 911 by cell phone telling emergency dispatch she believed she had driven into a pond in someone’s yard. She remained on the line with dispatch for some time before the air pocket in her car dissipated as she was swept to her death about 75 feet downstream. Shenandoah District Supervisor Richard Traczyk responded with distress and criticism of those he believes have slowed down the bridge’s replacement process. “It sickens me to have another tragedy on the Morgan’s Ford Bridge. I have been working with VDOT for years to have the bridge replaced. Funding has been set aside by state, federal and local agencies, design work is just about complete, and several public hearings

about the bridge have been held with overwhelming support for its replacement (a new one has just been announced). How many people need to die on that bridge before I can get full support for its replacement? “A number of opponents of replacement continue to throw up road blocks slowing progress with the argument that it’s a historical bridge … and that there are numerous environmental issues. To me this is all to stall or derail the replacement of this deadly bridge, which is falling apart and rated one of worst bridges in the Virginia transportation system … In my opinion, the death of those two young men could have been prevented with new bridge construction that would give us even minimum, modern safety standards.” Citizen help According to the Warren County Emergency Services press release on this double fatality, a passerby was the first responder at the scene of the Aug. 3 accident. The WCSO later identified five civilians at the scene, at least two of whom went into the water to help extricate the victims from their car. Those civilians were Justin Bates, Kaitlin Richards, Aaron Richards, Samantha Wright and Christopher Moreland, the latter a former volunteer firefighter
in Tom’s Brook. The passersby who went into the river first extracted Hatfield, the only occupant to survive. According to the press release, when pulled onto the bridge Hatfield was conscious and breathing despite “extreme respiratory distress.” A Warren County Sheriff ’s Office deputy then arrived and went in the water to help extract the other two occupants. Ferguson and Jeffries were listed in “cardiac and respiratory arrest” when pulled unconscious onto the bridge. One civilian and the deputy initiated CPR immediately before units from county fire and rescue arrived and took over emergency care of the victims. First emergency services responders were at the scene at 11:23 p.m., 13 minutes after being dispatched. All three victims were transported to Warren Memorial Hospital were the two fatalities were confirmed. Responding from Warren County Emergency Services were North Warren Company 10, medical; Shenandoah Farms Company 6, boat; Shenandoah Shores Company 5, special operations; and the county “chief 100.” With the potential of additional people in the water, units from several other jurisdictions were called for assistance, including Frederick County Company 12, medical; Frederick Coun-
ty Company 11, dive team; the Frederick County Sheriff ’s Office dive team; and Mount Weather medical. Virginia State Police Public Relations Officer Sgt. F.L. Tyler said a variety of potential contributing factors were under investigation, including but not limited to speed and alcohol. Trooper C.P. Maddox is handling the investigation. As to the potential of excessive speed or alcohol being contributing factors, Traczyk, in whose district the bridge lies, observed, “Even if speed and alcohol contributed to the fatalities, teens do foolish things growing up, as many of us have. But there is no reason they should have died the way they did. I am convinced guard rails and a modern bridge would have saved their lives. There may have been injuries but the car would not have gone into the river and ended their lives. “Again I ask, how many more people must die to stop the nonsense that is slowing down this replacement? I have contacted both state and federal officials trying to expedite the process, which has now stretched on for years. I pray we can get Morgan Ford Bridge replaced sooner than the now-planned date of 2016, so that no other citizens parish.”

By Roger Bianchini Warren County Report Some chest thumping and rejection of a town request to sit down with a third-party “facilitator” to discuss conflicting views on 522 North Corridor revenues and expenditures was the Warren County Board of Supervisors initial public reply to the Town of Front Royal’s authorization of $100,000 in contracted legal services to ascertain its financial and legal position regarding the corridor. And it didn’t take long to begin. About one minute into the Aug. 6 morning meeting, Happy Creek Supervisor Tony Carter suggested dropping discussion of the town request for both bodies to meet with a facilitator provided by the Commission on Local Government from the agenda. By 95 seconds in (see related story) Carter’s suggestion was adopted unanimously and without question by the full county board. Deleted from the work session agenda was discussion of the offer proposed to the county in a July 25 letter from Town Manager Steve Burke, au-

thorized by council within a week of the July town-county liaison meeting. “This letter follows discussion at the July 18 Liaison Meeting concerning the Route 340/522 Corridor. Recognizing the various discussions between the Town and County in the past regarding the revenue challenges faced by both parties, the Town would propose that the Town and County meet to discuss the challenges and opportunities in the Corridor in a setting overseen by a facilitator … Please let me know if the County Board of Supervisors are willing to meet with the Town in such a meeting to advance a positive resolution to the struggles in the Corridor,” the town manager concluded. The short answer was NO. The longer answer came from Richard Traczyk and Tony Carter – with a little background cheering from colleagues – during the “Board Reports” portion of the meeting a short time later. Traczyk read a statement he had forwarded to the local media for publication (see our “Early Aug.” edition for full transcript). If we may summarize, Traczyk stated a belief that coupled with the town’s remaining annual PILOT (Payment In Lieu Of Taxes) fee revenues estimated at $373,000 and county assumption of various departmental and outside agency funding from fire & rescue, parks & rec, to library and EDA, the latter two and most recent assumptions totaling around $125,000, the county had fairly compensated the town financially for its utility infrastructure investment in the 522 Corridor. He also said county revenue from the corridor benefitted the entire county, while town revenue went to the exclusive benefit of town residents (at 14,000 about 2/5s of county population). Traczyk called annexation an easy out for a town government seeking ways to increase revenues in the face of escalating infrastructure expenses without raising taxes, a non-revenue increasing path that has continued through a number of town re-election cycles. “The Town’s answer is simply to annex the Route 340/522 Corridor.” Traczyk concluded. Then Carter was back in the “batter’s box” where he continued to batter the
town he represented as vice mayor in 1998 when the 522 North Corridor Voluntary Settlement Agreement was hashed out and signed onto by the town and county. If Carter was willing to do no more than assure the county that the town wasn’t pondering annexation “all the way to the Clarke County line” in 1998; by 2013 and on the other side of the municipal fence, his opinion is that even pondering a town incursion to any distance on county commercial or industrial land is unthinkable, unacceptable or worse. That latter possibility – worse – may have been reflected in Carter’s choice of ties for the meeting, that choice being a rather stylish portrayal of the Three Stooges forwarding a “see no evil, hear no evil, speak no evil” philosophy. In general, Carter agreed with Traczyk that the county has done more than its fair share in compensating the town what he estimated to be a total of $1.38-million in either assumed expenses or additional revenue to the town from the corridor agreement. Included in that compensation, Carter cited: · $600,000 in annual savings from the county assuming “their total responsibility for county-wide services” – parks & rec; fire & rescue; airport; and animal control; · $127,000 in annual EDA and public library funding it assumed from the town this year; · $370,000 in remaining annual PILOT fee revenues; · $250,000 in total annual taxes generated by commercial property on a strip of land on the west side of Route 522 North to the I-66 interchange that the county agreed to boundary adjust into the town limits. However, Carter added that the council he had been a part of had not anticipated the 2009 court ruling that the meals tax component of the agreed-upon PILOT fee revenue to the town would be declared invalid. “The question has been put forth to me (I think I did that), that if I had known then that the town would not receive the meals tax, would I have still supported the agreement?” Carter asked rhetorically, adding that after
some thought the answer was, “without a doubt, yes.” The reasons, Carter stated, were: · the above cited totals of an estimated $640,000 in new revenue to the town and $740,000 in deferred expenses taken over by the county for a net gain of $1.38 million to the town annually; · a belief the town would have lost an annexation fight over the then largely undeveloped corridor in 1998. Why talk now? Three questions come immediately to mind from Carter’s detailed rationale: · In retrospect, why as a town official in 1998 would he have supported an agreement in which the town would eventually lose 80-percent of its expected corridor PILOT fee revenues (the estimated $700,000 value of the lost meals tax revenue in 2008-9)? · If the $600,000 costs assumed by the county in 1998 for services such as fire & rescue, parks & rec, animal control were, indeed, “county-wide services” that Carter himself called “their (the county’s) total responsibility” shouldn’t those costs have been assumed by the county regardless of the corridor agreement to remove a double-taxation burden town citizens had been carrying for years? · Other than the estimated $127,000 in EDA and library funding, again for countywide services, that the county took over in the past year, how has the county compensated the town for the agreed-upon and lost $700,000 in annual meals tax revenue totaling $2.1 million over the past four years? (as Carter did, we will note that revenue was lost on the legal argument that corridor business do NOT pay meals taxes, their customer’s do. It was a decision that appears to have been lost due to the wording of the town’s contracts with its corridor utility customers) · Oh hell, let’s make it four – what is the county’s annual commercial and industrial tax revenue from the 522 Corridor enabled by town central water-sewer hook ups? “If the town presses forward with annexation … it will cost each side

And if the notion of a double-taxation burden on town citizens had eluded him earlier in his financial analysis, it suddenly took hold as the former town and current county official concluded his remarks. “The rest of us will be the losers, with the biggest losers being the county resident who live in town. So, can’t imagine why you and your board might want to sit down with the town council and a third-party mediator in an attempt to head off more of this Dan Akroyd-Jane Curtain SNL back and forth. Oh, I forgot – it’s a Three Stooges routine. Can I be Curly? Woo, woo, woo – nayt, nayt (don’t bother, I’ve got my hand up to block the eye poke). OWW!!! – Whadaya mean, hittin’ below the belt?!!? Does anybody have any idea what he is talking about? Sayre ‘history lesson’ obscures town request to mediate, not fight over corridor 25 request from the town to the county for a joint sit down with a neutral facilitator, discussion of which had been removed from the board’s work session agenda about 90 seconds into that day’s 9 a.m. supervisor’s meeting. However arriving at 9:45 a.m., Sayre may not have been aware of the deletion, if he was even aware discussion of the town request had been on the supervisor’s agenda in the first place. In subsequent remarks, Sayre never mentioned the work session item or its possible reinstatement onto the board agenda.

As the meeting began Happy Creek Supervisor Tony Carter told his colleagues, “I see on the work session we have some discussion on a letter sent over by the town on a mediator of some sort. I suggest we delete that – from the standpoint I don’t think we need to respond at this point, or respond just to say we’ll wait till we get our study in and they wait till they get their study in … At this point I don’t think we have anything to mediate.” Chairman Archie Fox agreed and the board unanimously approved the deletion without further comment.
Well, thank goodness it’s not just me!!! In the wake of his Aug. 6 appearance before the Warren County Board of Supervisors to convey a message regarding communications between the town and county governing bodies concerning the 522 North Corridor it appears I’m not the only one often at a loss as to the point of statements from Front Royal Town Councilman Tom Sayre. But on this day with tensions between the town and county governments escalating over conflicting perceptions of revenue-expenditure issues in the 522 North Corridor (see related story), clarity and comprehension were at a premium. This was particularly true in light of an official July

No, let’s have … Not to worry, Councilman Sayre to the rescue. Sayre rose to address the supervisors just over an hour after the board had deleted discussion of the very item – request for a joint, mediated meeting – we were later assured his colleagues had authorized Sayre to restate to the supervisors that day. Asked to the podium by Chairman Fox and asked to introduce himself for the record, Sayre began his crucial mission. “Thank you, Archie Fox. Tom Sayre, live in the Front Royal, Virginia,” Sayre began illustrating an initial grasp of where he was and to whom he was speaking, if not grammatical syntax surrounding his place of residence. Unfortunately it wasn’t just syntax,

Many of you all I know pretty well and we’ve been discussing this over the years,” Sayre began on point. “I’ve been on council now for about seven years (it certainly seems like more to some of us) and this has been on the backburner; it’s always there. And what I would like, if I could propose – and I do have the consensus of my council to be here to speak before you – that if we could meet in open session, have your board meet with our council in open session, have the press there, if you all would like to have a facilitator (Oh, I’ll DO IT!). It doesn’t mean it will be solved but I think what it could do would be to have the spread, if I may say, the power among the people (you have no idea how hard it is for me to listen to this particular councilman paraphrase the 1960s Black Panther mantra “Power to the People”) … A Continental Congress? “One of the reasons I proposed this (was I the only one wondering what “this” was – Black Panther community youth breakfast program or armed citizen patrols tracking the police, perhaps?) to my council yesterday in closed session, which I had asked that we could do this thing in open, is that we forget even back with the founding of our country – I’m doing this to try and persuade you all to do this – is that we had the Continental Congress and for 10 years they figured out, our founding fathers, that it didn’t work. And then they came back and did the Constitution because they found out that having things a little looser didn’t work, that foreign countries didn’t take us seriously. A Civil War?
then you go up and we have the Civil War and we have all these different things that we forget. Well, we have Front Royal 1836; the Front Royal Charter in I think 1788. We need to really figure out a way that the two bodies can work together without fighting over this issue. And I think it can be done. Anonymous accusations? “I’d be very disappointed to see us,
quote-unquote, end up in court. I know, people share things with me, I get it from your all’s perspective that’s what you all would like to see – us end up in court and things of that nature – but if we do meet in an open session I think it will be very beneficial … Sayre then estimated total expenses of over half a million dollars for each municipality in an annexation fight over the corridor cash cow, calling such a battle, “so unnecessary – So, hope that you all think about that.” Sayre concluded by noting he had FOIA’ed both his own municipality’s expenditures related to annexation (as an elected town official, can’t he just ask for it – and doesn’t council have to pre-approve those expenditures?), as well as the county’s. OK, whatever Well, I’m pretty confident that helped accentuate the town’s desire for pre-litigation discussion and reconsideration of the board’s earlier work-session agenda deletion. However, in the wake of Sayre’s rambling emissary statement, the board of supervisors failed to even revisit that earlier agenda deletion. Don’t know how they could have ignored that town plea to come to the table …

The Middletown town council appointed two new members on Monday night. Four individuals applied for the two seats vacated by the resignations of Trip Chewning and Donna Gray. Three of the candidates attended the meeting. Gil Barrington, who was on the council and resigned with then mayor Mark Brown and then Councilor John Blaisdel a few years ago, pleaded to be allowed a second chance to help his town. He has applied for every opening since he resigned, including his own seat. Jeff Pennington ran on a business platform. He wants to work to develop a business plan for Middletown that will bring small businesses back to town. There are currently a lot of B-2
(business) zonings on Main Street that are not being used. Mr. Pennington believes the key is “heritage tourism”, ie., promoting the National Park, Belle Grove and the Cedar Creek Battlefield. George “J.” Smith wants to be the “voice of the people.” He talks to a lot

of people in town and wants to use that information to serve the town. After voting, Messieurs Pennington and Smith were appointed to the council. After congratulating the two, Mayor Charles H. Harbaugh, IV, admonished everyone that for those seeking to be properly elected to council, they need to file to run by August 16th at 5 pm. Otherwise a candidate must run as a write in candidate. Mr. Smith, who also applied for a seat on the planning commission, withdrew his application. Without any discussion, former mayor Mark Brown

was appointed to the planning committee. Treasurer Carol Snyder reported that the town ended the last fiscal year in the black. Don Riffey, the superintendent of the public works department, explained that town residents will no longer be allowed to bring yard waste to the maintenance facility. If the waste is cut into four foot bundles, the town will pick them up. Otherwise all waste must go to the land fill. Mayor Harbaugh reported that the town raised $560 during the Route 11 Yard Crawl. The funds will go toward
the July 4th celebration. The council then went into executive session to discuss employees. Rumor has it that three town employees have left or are leaving. After the meeting, attendees were commenting on the fact that the flags are still not being put up outside of town hall on a regular basis. They said there is no problem with the flag pole as originally reported. They are just not being put up. The 5K race planned for September 7th to benefit the Wayside Theatre has been cancelled.

Waking from nightmare of inertia? Town Okays FRLP plan County vote on east-side annexation agreement anticipated Aug. 20

owned for 25 year or so by his family – business now identified as Front Royal Limited Partnership (FRLP) – is like that nightmare where you are running down a hallway with great urgency but not getting any closer to the far end.
Such at times has seemed the threeway negotiating process on Vazzana’s citizen-initiated annexation request to bring 604 acres of Agriculturallyzoned Warren County pasture land between Happy Creek Road and I-66 into the Front Royal Town limits. With much of the land either near developed town land or in close proximity to county land earmarked as Urban Development Areas prime for such proposed mixed, moderate-density residential-commercial development, Vazzana’s proposal was initially called a “win-win for everybody� by Warren County Supervisor Richard Traczyk early in the three-way review process. Eleven months later, with the most recent extension on deadlines from the Commission on Local Government fast approaching this month, the haggling and circular logic characterizing much of the intervening 11 months continues unabated – except that now council has agreed by a 5-1 Aug. 12 vote, Sayre dissenting, that it appears to be in its best interest to boundary adjust the property into town.
Doesn’t seem like that tough a call. Last year in the early stages of discussion, Warren County Attorney Blair Mitchell observed the boundary adjustment could bring Front Royal as much as $20-million in water and sewer tap fees it would not get were the property to be developed in the county with a privately-owned watersewer system; as well as eventually add $500,000 in annual town real estate tax revenue. FRLP has proffered a maximum mixed residential development of 818 units on the 604 acres. Original planning schematics included commercial and open space and park components. But those were removed from discussion when rezoning was removed from consideration as part of the boundary adjustment proposal at the insistence of town officials. The current proposal would simply bring the land into Front Royal under its existing Agricultural zoning, with the developer facing future rezoning and site plan approval processes before both the town planning commission
and council to hash out the majority of details on cash and related infrastructure proffers and development parameters.

County assurances However, a $12,500 per unit cash proffer to Warren County has been offered by the developer since the future decision-making processes would be removed from county’s hands. That the per-unit proffer to the county continues to be at issue was illustrated at a county supervisors work session on Aug. 6. After bemoaning the pace of the process over nearly a year, North River Supervisor Dan Murray said if he owned the land he would be so frustrated he would just want to sell it to get out from under the strain. “What’s your highest number, because I’d be comfortable with $13,000,” Murray then told Vazzana. “That’s it, Mr. Murray,” Vazzana replied tersely of the $12,500 number in the draft settlement agreement. Murray later said he would go with the majority if they were acceptable to the $12,500 number that FRLP points out is $4,000 to $8,000 more per unit than the county has ever gotten from earlier developments. It is, however, less than an impact model on service impact proffers the Warren County
staff has developed in recent years. With their own vote on the draft agreement pending on Aug. 20, a poll of the supervisors indicated a split on whether to accept the $12,500 offer. Asked how he would vote if it were a 2-2 tie on acceptance of the per unit amount, Murray winked and said, “Thirteen – I’ve got to ask, don’t I?” But was the council vote an indicator of light at the end of the tunnel, or should we say hallway? Public concerns Despite the urging of a trio of public informational meeting speakers that the town continue to move slowly or not at all in consideration of the request, council finally said yes to the pared-back draft agreement with no developmental assurances built into it. (actually her property should be pretty well insulated from direct contact with development by the expansive Dominion Power line ROW bordering her property). Former Front Royal Mayor and Councilman Stan Brooks admitted that as a retired town official he didn’t know how much time and study had gone into the process thus far. However, he urged council to ask a final question, “Does it make sense for the town?” Brooks also pointed to major concern over the path of a proposed eastwest connector road through the development from Shenandoah Shores Road into town. That path is forecast to bring new and existing traffic into Front Royal near the low-water bridge at Eighth Street, adjacent to both Bing Crosby Stadium and the site of the annual Fireman’s Carnival on opposite sides of Eighth Street. However, as has been pointed out by FRLP planning officials throughout, details of that transportation infrastructure will be hashed out in the rezoning and site plan approval processes to come. But Brooks warned council to see that adequate ROW acquisition had been accomplished before giving away the farm, both literally and figuratively, in this case of FRLP land currently being used as a rental dairy farm. “Make sure the financial obligations are understood; get the easements up front; and make sure you understand the logistical issues,” Brooks urged, pointedly adding, “As you know, most of these agreements aren’t worth much 10 years down the road.” The reference was to the escalating town-county tension over the 15-yearold Voluntary Settlement Agreement between Front Royal and Warren County on development and revenue splits from the 522 North CommercialIndustrial Corridor in Warren County. That development was enabled by the extension of town central water-sewer without annexation (see related stories). Confusion to the end While it appears progress is being

made, it continues to be at a price. This day it was ongoing misinformation on the logistics of what is at issue in the drafted FRLP Voluntary Settlement Agreement. “We have a second rezoning going on here,” Town Councilman Tom Sayre said of FRLP land (150 acres of FRLP land in town has already been rezoned by council for development of 300-plus units) in stating his support for further study. “I don’t think it is the proper time to vote. I think we should take it back to a work session or something …” “We’re not having a second rezoning here,” Councilman Bret Hrbek interrupted Sayre. Mayor Tim Darr agreed, and attempted to redirect the conversation to factual assertions about the coming vote. In the end it was Sayre alone, voting against the potential revenue gold mine to the town from land earmarked for at lest a decade, if not much longer, for future development due to its
proximity to existing development and central town utility infrastructure. Sayre’s family home property abuts the FRLP land to the east, off Shenandoah Shores Road. Sayre’s home is adjacent to early plans for the path of the E-W connector road. But Town Attorney Doug Napier said any potential conflict of interest for the councilman had not yet been reached in negotiating the non-rezoned boundary adjustment.

By Roger Bianchini Warren County Report A Democratic challenger to firstterm Republican 18th District Delegate Michael Webert has emerged. And while state-level Democratic challengers might not normally look to a traditionally rural and conservative Republican county like Warren for support, the 2013 election year could be different. At least thatâ&#x20AC;&#x2122;s what 22-year-old Colin Harris believes in his first political race. Is his assessment political naĂŻvetĂŠ or
astute political judgment? Time will tell â&#x20AC;&#x201C; just under five months to be precise. Some think Webert could be particularly vulnerable here in the wake of his still unexplained role in putting a 180-degree, backroom political spin on Town Charter changes submitted by the Front Royal Town Council for consideration by the Virginia General Assembly. That spin, done at the committee level before reaching the floor of the State House, changed the proposed move to even-year November elections, to odd-year cycles; and more

egregiously to most critics, codified partisan town nominations, rather than making the townâ&#x20AC;&#x2122;s traditionally non-partisan method of nomination by petition, the law. â&#x20AC;&#x153;I was very, very disappointed in Delegate Webert for his actions in amending the Front Royal Charter. It was plainly against the will of the citizens of Front Royal and their locally-elected representatives and thatâ&#x20AC;&#x2122;s not how government is supposed to be run,â&#x20AC;? Harris told us during a May visit to court preprimary, local Democratic support. â&#x20AC;&#x153;These town charters are supposed to be instruments of local control. And what we saw was the degeneration of it into a political football.â&#x20AC;? Webert remains mum â&#x20AC;&#x201C; at least to us and other media outlets we have perused â&#x20AC;&#x201C; about his role in the political â&#x20AC;&#x153;spin-doctoringâ&#x20AC;? of the Front Royal Town Charter changes that occurred under his sponsorship. But was the first-term, 18th District incumbent from Warrenton the architect or just a pawn in the out-of-sight, political end run pulled on the Town of Front Royal and its citizens in Richmond? From Harrisâ&#x20AC;&#x2122; view, it makes little difference â&#x20AC;&#x201C; â&#x20AC;&#x153;I wouldnâ&#x20AC;&#x2122;t speculate on that, either way is pretty damning.â&#x20AC;? While Webert has refused comment or even a response to our calls, one more experienced state Republican,

15th District Del. Todd Gilbert, has been a little more accessible. Gilbert handed sponsorship of the proposed Front Royal Charter changes over to Webert due to what he thought might be a conflict of interest. However, Gilbert told us he would not have sponsored the town charter changes because he disagreed in principal with at least the non-partisan portion. Gilbert, who just fought off an in-house Republican challenge, worried that codifying non-partisan municipal elections could disenfranchise local political committee members. But we remain confused on that point and Gilbert never made it clear to us how that could occur â&#x20AC;&#x201C; since, as we pointed out, town candidates are not forced to resign political affilia-
tions to seek town nomination by petition, and have even campaigned under partisan banners once nominated by non-partisan petition. We asked Colin Harris about his perspective on the issue. First we told him that our head count of Warren County Political Committee members totaled about 120 of the townâ&#x20AC;&#x2122;s 8,000 or so registered voters. â&#x20AC;&#x153;If you look at the analogous situation in Fauquier, the numbers may be even smaller than here. The Fauquier committee has maybe 30 members on the Democratic side, maybe 50 on the Republican side,â&#x20AC;? Harris began. â&#x20AC;&#x153;But the fact this is even an issue speaks to a broader problem that there are way too many politicians, certainly in Washington but even in Richmond,

It’s about representing the interest of the people whose wellbeing you’ve been entrusted with,” Harris continued. “Those are my main issues – local control, pragmatism and a willingness to work with people across the aisle to get done what needs to be done, not serving partisan masters.”
A belief in the bipartisan function of government, rather than dysfunction created by drawing hardcore ideological lines in the sands – it is a refreshing perspective from either side of the political aisle. But again we wondered if a 22-year-old Harris, fresh out of college, jumping into the cutthroat arena of state politics, was reflecting a naïve idealism given the modern American political landscape. After pointing out his opponent wasn’t exactly crushing him in the ar-
eas of political experience (year-and-ahalf ) or age (11 years) Harris said, “I’ve been doing this a while and I’ve been involved in politics my entire adult life, as short as that might be. And what I’ve come to realize is that it’s not about

son opened with two comedies, it turns out its final show was a tragedy directed by and starring its board of directors. That final performance was
a show that left no one laughing – but was it inevitable? Whatever your perspective, now it
is all over but the crying – and there is likely to be plenty of that to go around from cast members and interns; to
patrons, supporters and professionals with ties to the theater; not to mention Middletown businesses likely to feel the crunch from lost theater traffic. Maybe the Middletown Council should have been a little more proactive in efforts to save the theater than they appear to have been over the past two years. On Aug. 7, five days before the second show of the season was scheduled to complete its run on Sunday, Aug. 11; less than five months after it was announced a $90,000 fundraising goal would be met (eventually surpassed) allowing new and innovative marketing and fundraising techniques to be undertaken to keep the theater afloat; and just five weeks after the sudden, perhaps forced June 28 resignation of its long-time artistic director Warner Crocker, Wayside Theatre has been officially closed for good by its Board of Directors. The decision, effective immediately and reported as a unanimous one – at least of those present or not resigned since June 28 – came at a suddenly-

Frederick County WAYSIDE, from 17 those board members apparently â&#x20AC;&#x153;actingâ&#x20AC;? without the advice of legal counsel found out by the next day, such a board vote to disband the foundation was not legal. So, at a meeting the next day board members present told actors, interns and staff that while the foundation might still legally exist, the theater, its scheduled performances, rehearsals and other activities did not. A slight reprieve occurred when Youth Summer Ensemble Acting Camp directors implored the board to allow a recital scheduled for Friday afternoon, Aug. 9, to go on as planned so the children could perform for their parents and others. Well, I guess the board didnâ&#x20AC;&#x2122;t have to pay those actors to show up. And Youth Ensemble Camp Director Leslie Putnam told us she and associate youth class director Ashley Promisel were both expecting two checks for that youth camp work, the first due the week the theater was shut down. â&#x20AC;&#x153;Iâ&#x20AC;&#x2122;m not expecting to see that money,â&#x20AC;? an emotional Putnam told us after the youth camp performances of Aug. 9. Explanation? After an unsuccessful week attempting to contact Board Chairman Brill, we got through on Aug. 15, publication day â&#x20AC;&#x201C; his phone bit the dust at an inopportune time, Brill apologized for a week of full-mailbox messages. STOP The PRESSES!!!! Good news, sort of, Leslie and other interns and staff! Brill told us that while a decision he called unfortunate, had been made to close immediately due to a $9,000 shortfall on a weekly payroll expanded from $6,000 to $10,000 by the arrival of a portion of the cast and director of the planned next show â&#x20AC;&#x153;I Love Youâ&#x20AC;?, ongoing fundraising had allowed him to write checks that day (Aug. 15) that to his knowledge, paid all cast, crew and interns through the week the theater closed, including those summer youth camp director salaries (if not, you let us know!). We asked Brill to respond to the opinion the decision and announcement, particularly to actors and staff, had been done somewhat callously. He replied that the inability to make payroll the week of Aug. 4, had forced the boardâ&#x20AC;&#x2122;s hand. â&#x20AC;&#x153;Ten days ago, Tuesday (Aug. 6), we thought we would have the money to make payroll that week. But that was partly due to a miscommunication with bookkeeping and the promise of a $10,000 donation we had been told would â&#x20AC;&#x153;come around Julyâ&#x20AC;? not arriving, and being defaulted on. We couldnâ&#x20AC;&#x2122;t in good faith ask those interns who get paid $120 a week â&#x20AC;&#x201C; I donâ&#x20AC;&#x2122;t know how they make even though we provide them housing â&#x20AC;&#x201C; and the others to continue to work, and maybe we can pay you later,â&#x20AC;? Brill said. He said a failure at the box office of
the theaterâ&#x20AC;&#x2122;s last three shows, â&#x20AC;&#x153;Boeing, Boeingâ&#x20AC;?, â&#x20AC;&#x153;Church Basement Ladiesâ&#x20AC;? and â&#x20AC;&#x153;Putnam County Spelling Bee,â&#x20AC;? had created a $45,000 shortfall that had proved fatal. He called them all good and entertaining shows that for some reason had failed to draw crowds (we saw 2 of the 3, â&#x20AC;&#x153;Boeingâ&#x20AC;? and â&#x20AC;&#x153;Spelling Beeâ&#x20AC;? and loved both â&#x20AC;&#x201C; Malcolm reviewed the third for us). Brill confirmed a total Wayside debt of a million dollars plus, split $540,000 to BB&T Bank and the remainder, about $460,000, to him personally. We asked in retrospect if he regretted those personal loans, facing the loss of a portion or all in bankruptcy. He said, no, he had grown up around the theater and done what he could to try to help Wayside survive a regional and national economy â&#x20AC;&#x153;that went crazyâ&#x20AC;? right at the time a $790,000 debt for renovations to the theater was taken on in 2007-08. Of the existing debt, BB&Tâ&#x20AC;&#x2122;s was taken out totally to support annual operational costs of the theater â&#x20AC;&#x201C;â&#x20AC;&#x153;Sixty thousand or so a year isnâ&#x20AC;&#x2122;t much but over 10 years it adds up,â&#x20AC;? he said

â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s been a very emotional time for all of us. Some are still adjusting to the new reality of it, I guess. While Wayside wonâ&#x20AC;&#x2122;t benefit from that investment now, other theater troupes may. So, hopefully that money will continue to do good for theater in the region. â&#x20AC;&#x153;It is disappointing â&#x20AC;&#x201C; there are so many fond memories here. Wayside board’s method, silence begs criticism Others offer hope, help and reflection on the end of a cultural era

By Roger Bianchini Warren County Report If as some assert, its Board of Directors treated the closing of Wayside Theatre after 52 years as a private, back-room maneuver performed with all the grace and dignity of a herd of stampeding rogue elephants – others were more inclined toward communication and compassion. In fact, some felt compelled to not only express their distress at Wayside’s closing, but act to help with the immediate impact upon young performers and theater interns devastated personally and professionally by the abrupt decision to end an over half-century-old cultural center. There was a hastily organized fundraiser to help finance trips home for more distantly-based interns working for about $120 a week - $120 they didn’t get the week of the theater’s closing. This effort was propelled forward by former Middletown Mayor
and antiques shop owner Mark Brown. Brown, with the reclusive “BK” and absent “JW”, contributed $300 toward the food and beverage bill for the younger Wayside staffers and interns at that Friday, Aug. 9, fundraiser and farewell party at the Irish Isle Restaurant and Pub several doors down from the theater. In addition to Brown, also present for that farewell show of affection – and financial help – were former Artistic Director Warner Crocker and wife, actress and past Youth Acting Camp Director Thomasin Savaiano; Wayside patron, LEO Award winner and Front Royal businessman Craig Laird; and our writer and former Wayside board member/LEO winner Malcolm Barr Sr., among others. As Brown’s straw hat was passed among Irish Isle patrons that evening, including a large group from Maryland distressed to hear about the theater’s demise, donations totaling $297 came in we were told. Informing them of those donations in Bridgett’s Pub, downstairs at the Isle, Brown implored those young theater people not to leave with a bad taste for Middletown in their mouths. Rather, he asked them to realize that
they were, indeed, appreciated by the great bulk of Middletown citizens and Wayside patrons found across the region. Their loss is all our loss, Brown told the interns, reflecting what we have heard from many over the past week. Included in those reactions were some from acting and theater professionals
tracing their own starts through Wayside Theatre. “Saw the news about Wayside yesterday – seems like such an unceremonious end for a special place like that, and I’m very sad to see it go,” said former (circa 2010) administrative intern Kelly Keys of Austin, Texas. Actress Ilona Dulaski’s letter on her perception of events leading up to this moment is printed elsewhere in this edition. This is a real blow to the community and it is just a shame a way wasn’t available to keep this from coming to be,” departed Director Crocker told us. where the money went, how decisions were made, what happens next to Middletown, and other issues. Below is a sampling of local comments: “This is one of the worst things that ever happened to Middletown.” – Gil Barrington, former
town council member and current member of the planning commission. “The closing of the Wayside Theatre is a definite negative for the local businesses: Italian Touch, Irish Isles, Why Not Antiques. Sure [the board] tried to keep it open, but once again they took steps without telling anyone what they were planning on doing. The board should have given the public some notice. The public would have stepped forward and saved the theatre. The theatre was a staple of this community for over 50 years. However, in the current economic times, I guess you have to do what you have to do to make ends meet. Other stable businesses also were lost in the economic downturn.” – Middletown resident and Police Chief Phil Breeden “I thought the theatre had enough money to continue running. State Champions from the 2013 Virginia State FFA Convention Frederick County Public Schools students did exceptionally well at the 2013 Virginia State FFA Convention and claimed a number of state championships. Three teams from Sherando High School earned state championships including the Senior Dairy Cattle Evaluation Team, the Junior Dairy Cattle Evaluation Team and the Milk Quality and Products Team. Randall Gray, Nicole Masiello, and Jesse Ferrell each won first place high individual awards in those competitions and the Sherando FFA Chapter was named a gold rated superior chapter. Robert E. Aylor Middle School’s FFA program also captured three state championships. Aylor’s Agriscience Mechanics Team, the Plant Science Team and the Small Animal Care Team all finished first in the state. In addition, Mitchell Skowbo was the first place high individual in the plant science and small animal care competitions. Frederick County Middle School student Katherine Thompson was the first place high individual in the Food and Fiber Contest while the Admiral Richard E. Byrd Middle School FFA was recognized as a gold rated superior chapter and a gold rated public relations chapter.

Belle Grove Plantation has named Kristen Laise to be its new Executive Director, replacing Elizabeth McClung who retires July 31, 2013 after serving at Belle Grove for nearly 17 years. Ms. Laise, a Winchester resident, comes to Belle Grove after serving as Executive Vice President at Heritage Preservation, a national non-profit organization that assists museums and libraries with the conservation of collections and historic structures. “I believe exemplary care of its collections, buildings, and grounds should continue to be a hallmark of Belle Grove,” Laise said in applying for the position. “Through my work at Heritage Preservation, I have learned that preservation and outreach need not been mutually exclusive—demonstrating Belle Grove’s outstanding care and interpretation of its historic properties and collections has the potential to attract visitors, donors, funders, community partners,” she added. Ms. Laise holds a Bachelor of Arts in History and Art History from Earlham College and Masters of Arts in Art History from the University of Wisconsin-Madison. In interviews with the search committee, Ms. Laise emphasized her enthusiasm for sharing the history and culture of Northern Shenandoah Valley with others. “Having decided to permanently settle in Winchester, I look forward to contributing my energy and talents to the community.” John Adamson, board chairman of Belle Grove and who chaired the committee to replace Elizabeth McClung noted that many favorable factors at Belle Grove attracted a large number of qualified applicants for the position of Executive Director. Among the factors Adamson cited are Belle Grove’s location in the Shenandoah Valley, its close association with the National Trust for Historic Preservation and its role as a key partner in the Cedar Creek and Belle Grove National Historical Park. “Kristen Laise is the best candidate from a pool of very good candidates” Adamson said “and we are very pleased that she has accepted the position with Belle Grove.”

James Wood High School Graduate to Lead Colonelsâ&#x20AC;&#x2122; Baseball Program
James Wood High School has named Brent Lockhart its new varsity baseball coach. Lockhart, who graduated from James Wood in 2003, succeeds Jared Mounts. Mounts resigned in June after leading the Colonels for 11 seasons. Lockhart is no stranger to the baseball program at James Wood. He played both baseball and football while a student at the school then went on to play baseball for two years at both Potomac State College and West Virginia University. Lockhart earned a Bachelor of Science degree in physical education and athletic coaching education at West Virginia University in May of 2008. He served as a volunteer junior varsity baseball coach at James Wood in 2008 and has been the schoolâ&#x20AC;&#x2122;s head junior varsity baseball coach since 2009. Lockhart says, â&#x20AC;&#x153;Iâ&#x20AC;&#x2122;m very excited to have the opportunity to serve as the varsity baseball coach at James Wood. Iâ&#x20AC;&#x2122;ve enjoyed working with the schoolâ&#x20AC;&#x2122;s student-athletes, their parents and schoolâ&#x20AC;&#x2122;s administration over the past five years. Pleasant Valley Road, Winchester, VA Date of Crime: Friday, July 19, 2013 Type of Crime: Attempt Armed Robbery On Friday, July 19, 2013 at approximately 21:00 hours, a female employee of the Hair Cuttery located at 2106 S. Pleasant Valley Road was walking to the BB&T Bank located at 2082 S. Pleasant Valley Road (just a few doors down) to make a night drop deposit. The female was approached by an unknown male who indicated he had a weapon and demanded the bank bag. The victim was able to call for help from two male bystanders who began walking toward the victim. The male suspect fled the area and was seen getting into the passenger side of a silver Nissan Altima 4 door vehicle bearing the first three on a VA tag of ‘KLP’. The vehicle was driven by an unknown white female with blonde hair and proceeded North on Pleasant Valley Road. The male suspect is described as a white male, approximately 25 – 30 yoa, approximately 6’, 220 lbs. and was wearing a black shirt, black mask and blue jeans. The victim reported on August 27, 2012, at approximately 1:30 a.m. she woke up to find an unknown subject standing inside of her bedroom. She stated she screamed and the subject exited her residence. At that point the victim turned on the lights, secured her bedroom door and called 911. The victim advised that nothing was taken from her home. Sept. 5, 1925 - July 21, 2013 (Managing editor’s note: I remember Meryl Christiansen cutting such a distinguished – and tall – figure around the county for so many years. At 5-9 and always looking up during our conversations, Meryl made me feel like a dwarf. And I always felt like he was a lot smarter than everyone he dealt with around here, including me, but tried not to let is show too much. I asked his family to help us, not only acknowledge his passing, but also honor a man who devoted so much energy to preserving the rare and beautiful physical environment of Warren County from potential intrusions, most notably in my expe-
rience from Gypsy Moths, but in so many other ways as well. This is how they recalled him.)
Dr. Meryl Naeve Christiansen was a plant physiologist dedicated to the betterment of our environment. Dr. Christiansen was born in Goose Lake, Iowa to Carl Christiansen and Louise Schroeder on Sept 25, 1925. Meryl’s first marriage to Maxine Gatlin in 1950, ended in her death in 1982. On June 13, 1983, Meryl married Sherre Duldt in Memphis, TN. Meryl Christiansen received an A.S. Agriculture, 1948, Arkansas Polytechnic Institute, a B.S. Agri-

culture, 1950, University of Arkansas, a M.S. Plant Physiology, 1955 from University of Arkansas and a PhD, Plant Physiology, 1960, North Carolina State University. He served in WWII during the Rhineland and Pacific Campaigns and was awarded a Victory Ribbon, Good Conduct Medal, EAME Theatre Ribbon and One Bronze Service Star for the Philippine Liberation Ribbon. He served his country again in the Korean War from 1950-51. He is listed in many publications including Who’s Who in World Agriculture, Who’s Who in Science and Contemporary Notables. He was considered one of the most outstanding scientists in the world and a creative leader in the development of stress physiology on plants and the initiation of biotechnology programs that significantly impact and improve food production. In 1984, Dr. Christiansen received an award for Superior Service to the US Dept of Agriculture. He retired as Chairman of the Plant Physiology Institute from USDA-ARS, Beltsville, Maryland in 1986. At the time of his retirement, Dr. Christiansen had authored over 100 scientific publications and continued to speak on plant stress until 2008. He built a weekend retreat in Bentonville in the mid-1960s before retiring full-time to Front Royal in 1986. He remarked once, “If Heaven doesn’t look like the Shenandoah Valley, I’m not staying.” Through the urging of Danny Sealock, Christiansen and Sealock co-founded the Friends of the Shenandoah River in 1989, initially establishing a testing laboratory for water samples at Shenandoah University. The Friends became his great love connecting his science experience with his love of nature and the Shenandoah River. He accepted a position as Extension Horticulturist with the Warren County Extension Office, served on the Shenandoah River Scenic Commission, as Director of the Lord Fairfax Soil and Water Board, Member of the Board of Directors of the State Arboretum of Virginia, Blandy Farm and as the Warren County Gypsy Moth Coordinator. In 1991, he was honored as Warren County Conservationist of the Year. In 1992, Christiansen was honored by the State of Virginia for his leadership in developing the Friends of the Shenandoah River

Meryl and his wife raised world champion Afghan Hounds, his delight always evident by the latest award photo that he would proudly display for friends. His beloved 14year old afghan hound, Charmer, joined him a few days later in this next journey. Meryl was known for great loyalty to friends and an inspiring sense of humor who was an avid reader and storyteller who wrote fiction and non-fiction. Meryl is survived by his siblings, Dorey Christiansen of Kansas City, MO and Bonnie Battey of Antioch, CA. his wife, Sherre and his sisters-in-law, Memphis Holland and Tootsie Gatlin. Smedley’s widow files $5-million malpractice suit Delays, post-operative care cited in late revenue commissioner’s death By Roger Bianchini Warren County Report
Doris Smedley, widow of former Warren County Commissioner of the Revenue John H. Smedley, began expressing doubts to us about her husband’s initial diagnosis and postoperative care not long after his Aug. 25, 2012, death. In fact, in March when I first encountered Doris in an aisle of the Front Royal Martin’s following my own Dec. 31, 2012 heart attack, we discussed my more positive Valley Health experience and outcome. About four-and-a-half months later, on Friday, Aug. 2, Doris Smedley’s doubts about her husband’s care culminated with a $5-million malpractice lawsuit against Winchester Medical Center of the Valley Health system. Smedley was 64 when chest pain and general discomfort led him to drive himself to Winchester Medical Center on Aug. 20. According to the lawsuit, he was admitted to the WMC emergency room at 10:54 a.m. that day complaining of chest pain
and shortness of breath. The initial diagnosis was unstable angina, the lawsuit states. The following day heart surgery was recommended and that surgery occurred two days later. The lawsuit contends that Smedley’s death less than 12 hours after his heart surgery was caused by the failure of a specific registered nurse and other unidentified doctors, nurses and hospital staff, to perform certain tasks properly after
her husband’s surgery. Those tasks included assessment of Smedley’s condition; initiating medical or nursing actions in response to what the suit calls Smedley’s “declining” condition; timely and appropriate responses to Smedley’s vital signs and symptoms; and appropriate interpretation of test results or other information. Staff also failed to notify the attending doctor of “significant clinical signs and symptoms” shown
post-op by her husband, according to Mrs. Smedley’s complaint.
Valley Health’s policy is not to comment on pending litigation.

Circuit Court Grand Jury charges that: on or about April 25, 2013, in the County of Warren, Jeffrey Steven Long, 43, of 1331 Whitacre Rd., Booneville, NC, 27103, did unlawfully and feloniously drive or operate a motor vehicle while under the influence of alcohol, this being a third offense committed within five years of two prior offenses.

View Street, Front Royal, will host the Shenandoah Senior Networking Group from 9 a.m. to 10 a.m. Warren County Sheriff ’s Office Sgt. Sam Carr will discuss “Project Livesaver” and how it works to help victims of Alzheimer’s Disease and other related disorders. This meeting is open to anyone in business wanting to network with other businesses and organizations interested in the well-being of senior citizens. FREE refreshments and coffee will be offered.
The Southerlands in Front Royal will host a Free Luncheon on Sept. 4, noon to 1 p.m., with guest speaker Patrick Nolan, President of Warren Memorial Hospital. At this “Ask the Expert Luncheon” Nolan will share information in his field about the hospital and what private-sector providers like The Southerlands can do to better help their seniors who utilize services at the hospital. Well, some of my friends think I’m “nuts” but I hang out with a group in town called the Tree Stewards. Not only do they help take care of the town’s trees, but they have many opportunities for learning also. The best chance for anybody, young or old, to learn from them is in a class they call “All About Trees”. This

class teaches about the proper care of trees, from choosing the right tree to all the things you need to do for it, such as pruning and fertilizing. Hosted by the Front Royal/Warren County Tree Stewards, the course starts on Tuesday, September 10th, 7:00 to 9:00 pm at the Warren County Government Center on Commerce Ave. and continues on Tuesday evenings and five Saturday mornings through October 22nd. The course is taught by Tree Stewards and ISA Certified Arborists. Upon completion of the course, graduates are invited, but not obligated, to become Tree Steward Interns and, after completing 25 hours of volunteer service, are welcomed as fully Certified Tree Stewards.
The Front Royal/Warren County Tree Steward program began in 1997 with volunteers dedicated to improving the health of trees by providing educational programs, tree planting and care demonstrations, and tree maintenance throughout the community. The group now consists of over 30 active members with several interns working toward becoming certified tree stewards from our annual “All About Trees Class”. Each month Stewart will answer a question from our readers. Please forward it to “Stewart” in care of: frwctreestewards@comcast.net and we may publish it in a future issue.
