R-MA officially inaugurates Forsyth as 10th president The Board of Trustees, alumni, faculty, staff and students of RandolphMacon Academy inaugurated Major General Maurice H. Forsyth, U.S. Air Force Retired, as the Academy’s 10th president on September 26, 2013.

The ceremony took place at 2:30 p.m. in Boggs Chapel on the R-MA campus. The guest speaker was a man with some experience in such matters as presiding over an educational institution, Shenandoah University President Tracy Fitzsimmons, Ph.D. This year Forsyth succeeds Maj. General Henry Hobgood as president following Hobgood’s retirement after 16 years at the helm of the academy. Forsyth took over on July 1, with a one-week overlapping transition

period to Hobgood’s official retirement.

Fitzsimmons called Forsyth “a tremendous choice” to become R-MA’s new president. “He has a good heart … he is patriotic – but he is not afraid to ask the hard questions to make to make us and our country better,” she noted.

The Shenandoah president concluded calling R-MA “a gem of an institution” with a man of “vision” integrity and heart assuming the next generation of leadership at the Academy.

However, before relinquishing the stage she drew gales of laughter (at least from the adults in attendance) when she noted her birthing of twin

boys.

“God blesses us with children – but I’ll tell you boys one thing,” she singled out the male cadets, “God did NOT mean for you to come in pairs.”

Forsyth began by thanking all involved, from Fitzsimmons for her kind, perceptive and sensitive introduction, academy staff, guest organist Randall Williams (we concur – GOOD SHOW, Randall) and the Vocal Quartet that did honor to the National Anthem, his parents, wife Tamara and his son Riley. The general then gave a particular nod to the school’s cadets before taking a historical perspective on his coming to leadership of the Academy.

Forsyth continued to recount the academy’s history dating to Sept. 6, 1892. “From the earliest days of its existence, this place - this institution - was different, was special, was blessed.”

He then sought another source, The Bible and Gospel according to Matthew, continuing, “ ‘A city that is set on a hill cannot be hid …’ In my mind Randolph-Macon Academy IS really that city on the hill, in the truest sense of the word. A community built on solid ground, held together by the collective good, sustained by the hard work of those willing to unselfishly serve others, and the daily promise of a prosperous future …

“Col. John Boggs, the man for whom this beautiful Chapel is named, articulated the same beliefs that I have when he said, ‘The deep

seated ideal of Randolph-Macon Academy is the growth, under helpful wholesome influences, of boys [and girls], committed to our care, into well rounded young men [and women]. A thorough mental training is not enough. Of equal importance is the development of real character. To this end, every activity of the school is directed in order that those boys [and girls], who come from year to year under its teachings, may not only learn to think logically, and clearly, but may also have instilled in them the courage, to live life honestly and fearlessly.’

“So it was in the beginning, so it is now. With the past as our guide, the present is our future,” Forsyth stated, concluding, “Amen.”

And so with all the pomp and circumstance begetting the occasion begins the tenure of Major General Maurice H. Forsyth, Air Force Retired, at the helm of Randolph-Macon Academy. (Some remarks from prepared text)

Illegal drugs bad, and getting worse in Front Royal National anti-drug campaign opens Oct. 17, locally at “the Bing�

By Malcolm Barr, Sr. Warren County Report There’s a veritable flood of heroin, Ecstasy, and prescription drugs pouring into Front Royal, and the situation is going to get worse.

This is the forecast of Christa D. Shifflett, executive director of the Warren Coalition, which supports a safe, healthy and drug-free Warren County.

Shifflett, at a Front Royal Rotary Club luncheon, gave what one former mayor of Front Royal, John Marlow, described as a “scary�

speech that warned parents to “talk to your kids�, “keep your eye on parties,� and to look out for themselves, locking cars, securing homes, and watching out in parking lots and while pumping gas. “Remove the keys from your car and keep them with you,� she urged.

To the business community, she warned of stakeouts by drug peddlers and addicts of restaurants and stores who already are robbing employees charged with taking overnight deposits to the banks.

To make matters worse, a new

Russian drug called “Krokodile� is in the area. This one rots the skin and notches a 90% death rate among addicts.

High schools and middle schools in the area already have established student/teacher organizations to support a national campaign against drugs and alcohol called “Above the Influence.� Locally, that will kick off at the Bing Crosby stadium on Oct. 17, 6 p.m. to 7:30 p.m.

While warning of well-known dangers of taking heroin, Shifflett advised parents to keep attuned to their kids’ conversations, particularly when “Molly� is mentioned.

Among the 16-24 age group, “Molly� is the pseudonym for “Ecstasy�.

Things to watch out for among kids - jaw clenching, sweats, hypothermia, and heart issues. “Ecstasy� is being aggressively sold on the streets, she said.

Town seeking state authorization for â&#x20AC;&#x2DC;bear managementâ&#x20AC;&#x2122; Council requesting expansion of wildlife that can be hunted, trapped in town

By Roger Bianchini Warren County Report Settle down, you trigger-happy hordes â&#x20AC;&#x201C; any future expansion of the wildlife management list to be hunted or trapped inside the town limits is not likely to be the carte blanche â&#x20AC;&#x153;anyone can do itâ&#x20AC;? Wild West Show some originally envisioned.

As happened with resolution of the townâ&#x20AC;&#x2122;s â&#x20AC;&#x153;deer problemâ&#x20AC;?, any bear or other varmint solution will likely be conducted under strict parameters and ONLY by individuals or groups authorized by the town to do so.

And, any final bear solution, as with deer, will be subject to state authorization by the Department of Game and Inland Fisheries. Currently the state will not relocate bears due to a statewide overpopulation problem

and does not allow them to be killed as a means of in-town wildlife management.

Following recent complaints about bears in town, several councilmen, including Vice-Mayor Shae Parker, Bret Hrbek and Daryl Funk, indicated they believe the townâ&#x20AC;&#x2122;s bear situation to be â&#x20AC;&#x153;very dangerousâ&#x20AC;? and an â&#x20AC;&#x153;emergencyâ&#x20AC;? situation.

Consequently, Vice-Mayor Parker asked Town Attorney Doug Napier if the town could forgo a second reading that would not occur till the next scheduled meeting of Oct. 21, by declaring the situation an emergency.

Sure, why not â&#x20AC;&#x201C; or something to that effect, Napier replied.

Consequently, the expansion of the townâ&#x20AC;&#x2122;s Wildlife Management Ordinance goes into effect immediately, at least as far as seeking state authorization for that expansion to include bear and other designated wildlife, including it was suggested groundhogs.

And while we do not dismiss the potential of trouble from the proximity of large wild animals to humans, particularly children, past experience with the bear issue locally would appear to indicate, not only an increase in the bear population, but a human â&#x20AC;&#x153;causeâ&#x20AC;? at the root of much of the intown bear â&#x20AC;&#x153;effectâ&#x20AC;?.

As we agreed with Keys in a post-meeting conversation â&#x20AC;&#x153;a little common sense goes a long wayâ&#x20AC;? in dealing with any wildlife, particularly bears and their astonishing sense of smell and fondness for the odor of food sources provided by humans, including dog, cat and bird food left outdoors. â&#x20AC;&#x153;Iâ&#x20AC;&#x2122;m an avid hunter, Iâ&#x20AC;&#x2122;m not a bear hunter, but to me part of the problem we have with these large bruins or the small ones too, is weâ&#x20AC;&#x2122;re running a buffet out there every night, and itâ&#x20AC;&#x2122;s getting dangerous,â&#x20AC;? Keys told council. â&#x20AC;&#x153;I was sitting outside my garage around three oâ&#x20AC;&#x2122;clock the other afternoon and here comes a bear walking right down between my neighborsâ&#x20AC;&#x2122; houses.â&#x20AC;?

Keys pointed to the presence of children playing outside at that time of day and then suggested a tightening of town codes involving trash disposal and pick up.

He said he believed â&#x20AC;&#x153;7 p.m. the evening before pickupâ&#x20AC;? guidelines werenâ&#x20AC;&#x2122;t being followed and that trash containers were being placed out â&#x20AC;&#x153;at all hours of the day and night â&#x20AC;&#x201C; and itâ&#x20AC;&#x2122;s a buffet for the bears.â&#x20AC;?

Keys noted the availability of chaining mechanism for town trash

containers, â&#x20AC;&#x153;I wonâ&#x20AC;&#x2122;t say makes it bear proof but it is bear resistant â&#x20AC;&#x201C; and it works.â&#x20AC;?

Keys suggested amending town codes to restrict outdoor placement of trash cans to the morning of pick ups and mandating that those containers be secured against easy access by bears â&#x20AC;&#x201C; â&#x20AC;&#x153;and you make the fines sufficient to get peopleâ&#x20AC;&#x2122;s attention â&#x20AC;&#x201C; then youâ&#x20AC;&#x2122;ll see a lot fewer bears running around our neighborhoods.â&#x20AC;? â&#x20AC;&#x153;Pointâ&#x20AC;&#x2122;s well taken, sir,â&#x20AC;? Mayor Tim Darr said in response to Keysâ&#x20AC;&#x2122; observations.

So, maybe rather than simply declare an open season on the areaâ&#x20AC;&#x2122;s bear population, we should lobby state authorization for a hunt, trap and relocate program. And if the state will still not implement such a program for bear, perhaps one for the townâ&#x20AC;&#x2122;s human population that fails to follow basic and well-publicized guidelines to help minimize access to the food sources that attract bears over great distances could gain state approval.

In addition to the bear-proof trash containers referenced by Keys, state officials have suggested no food sources be left outside, including pet and birds â&#x20AC;&#x201C; just saying, a little common sense does go a long way in solving some problems â&#x20AC;Ś

Pennoni was approved by the Town of Front Royal, Warren County and the Front Royal-Warren County Economic Development Authority to kick the project into gear after 25 or more years of discussion about construction of an eastern bypass.

Asked about the incident on Sept.

25, Sayre initially replied by e-mail, “Whoever told you that I was contemplating any action was completely wrong. Everything was resolved amicably,” later adding, “I have not said I am considering anything for damages.”

McDonald confirmed that she had been one of several recipients of the Mislowsky e-mail, along with Town Manager Steve Burke with a “cc” to Kevin Shreiner, the latter a Pennoni employee, we are guessing without further confirmation, the Pennoni staffer who dealt directly with Sayre about the survey work.

Asked about her perception of the incident described by Mislowsky, the EDA’s executive director said, “There are apparently two different interpretations of the situation. I certainly hope, as Mr. Sayre told you and as I have heard from Pennoni officials, the situation was resolved amicably.

But the EDA could not ignore the original perception of Pennoni staff as described by Mr. Mislowsky in his e-mail, concerning the content of the conversation.

“The EDA just wants this project to move forward with the least amount of friction with property owners as possible. This is a good infrastructure project for the community and we want to see it to as rapid and successful a conclusion as possible.”

Specific situation Sayre’s property lies at ground zero of two major planned connector roads. One is the above-discussed north-south Leach’s Run Parkway that runs from John Marshall Highway to a projected point on Shenandoah Shores Road north of Sayre’s property. The other is an east-west

connector road between Shenandoah Shores Road and Eighth Street running past Bing Crosby Stadium into downtown Front Royal. Initial design plans for the east-west connector road placed it adjacent to the north side of Sayre’s property.

That east-west connector is proposed as a transportation proffer for the Front Royal Limited Partnership development of as many as 818 units on 604 acres of current county land recently approved by the town and county for a boundary adjustment into the town limits. That citizenrequested (David Vazzana of FRLP) boundary adjustment is pending approval by the state Commission on Local Government.

That FRLP property lies just west of Sayre’s property, which we understand the Sayres purchased from the Morrison family in the late 1990s, about a decade after the Vazzana family purchased its surrounding properties, also from the Morrisons.

While Sayre stresses an amicable resolution to the recent Pennoni surveying, it would appear that end wasn’t reached before some terse back and forth and a Sayre lecture to Pennoni staff on his negative perspective on planned development and possible rezonings in the area.

“Mr. Sayre went on about how much he disagreed with the zoning and development in the area of the new road. He reiterated that we were wrong to be on his property and finally provided a history of the project,” Mislowsky’s Sept. 18 e-mail states.

residential or mixed development on both 604 acres and another 150 acres already within the Town of Front Royal off Happy Creek Road to the east of Shenandoah Shores Road, Valley Health has plans to eventually move its Front Royal hospital campus to property accessible by the proposed Leach’s Run Parkway. That Valley Health project is slated to occur between John Marshall Highway and Happy Creek Road and is contingent on development of the parkway.

As council has prepared to vote on plans for Leach’s Run Parkway, and as we recall the FRLP road plan and boundary adjustment, Sayre has repeatedly sought and received town legal staff verification for his contention that he has no conflict of interest on those matters due to the fact multiple property owners are impacted by the various projects.

However, as far as Leach’s Run Parkway is concerned that status could change once plans for the road’s extension across Happy Creek Road from the south to an intersection with Shenandoah Shores Road begin.

We have been told some old design plans dating back to the early 1990s included one path that went directly through the spot where Sayre’s house now lies. Other designs take various chunks of his property. The most recent we have seen dating back several years reference an approximate five-acre right-of-way across part of Sayre’s 40-plus acre parcel.

So, perhaps it is little wonder Sayre may have initially become a tad excited, despite the amicable resolution, when he heard about a Pennoni survey crew on his property north of

Sayre said he had received no advance notice about the work on his property. However, both Pennoni and EDA officials say such notices are routinely mailed out to impacted property owners and should have included Sayre regarding the recent survey crew visit.

“I was not aware that a Pennoni crew would come onto my property and I later inquired why to Mr. Burke by phone,” Sayre commented of communications with the town manager over the incident.

Of the company’s conversation with Sayre, Mislowsky also wrote, “We explained that we were only recovering old iron pins that were set in 1991 for the new R/W (right of way), and that our work was merely a reconnaissance mission and that we would not return to his property.”

Hmmm, 1991 pins – wonder if that could explain the councilman’s initial excitement, if excited he was, not to mention the eventual amicable resolution?

It wouldn’t be surprising if those pins were part of that old engineering design laying a path directly thru the councilman’s house.

Well, not to worry Tom – they’re gone, at least for now – and the smart money is when those stakes eventually return, they won’t lead straight through a sitting town councilman’s house.

Town Council approves police department moves Temporary and permanent sites for FRPD authorized on Sept. 23

By Roger Bianchini Warren County Report Following a lengthy closed session after its regular meeting on Sept. 23, the Front Royal Town Council unanimously approved motions facilitating the purchase of property for a future town police headquarters, as well as allowing the town manager to pursue a lease with Warren County to allow a temporary move of FRPD into the old Warren County Sheriff ’s Office headquarters on Jackson Street. That building has been used for storage by the WCSO since its August 2012 move into the new Warren County Public Safety building overlooking Skyline High School on Vista Drive.

FRPD’s final destination will be in a new facility located on a 5.24-acre lot in the western-most portion of the old Avtex parking lot off the north side of Kendrick Lane between Monroe and Adams Avenues, abutting Royal Village. The property acquisition and development as the town police headquarters is dependent upon the property being approved for overnight sleeping by department personnel in emergency situations.

Long-term, overnight accommodations are prohibited in the Avtex redevelopment covenants due to the past industrial contamination of the site and future liability issues.

The town must submit the overnight waiver request to the EDA as property owner. The EDA must then submit the request for final approval by all seven Stakeholders in the property, including the Town of Front Royal (that one should be easy), the EDA, Warren County, cleanup overseer the Environmental Protection Agency (uh oh), clean-up partner and former site owner FMC, the Lord

Fairfax Soil and Water Conservancy and the Valley Conservation group.

EDA and town officials are hopeful the 160-acre Avtex-Royal Phoenix Business Park property will be entirely released for redevelopment within the next year, as has been the case over the past two of the now 23year federal cleanup and remediation project. Like EDA headquarters in the old Admin building off Kendrick Lane, the parking lot across the street was released earlier than the rest of the property since it was never part of the contaminated area of the sprawling 467-acre Avtex property.

The short-term move of FRPD was necessitated by the discovery of traces of asbestos between the ceiling and floor lying between the department’s main floor and basement where the Criminal Investigative Division (CID) was located. That discovery was made during HVAC work on Aug. 15. CID had already moved out of the basement of the FRPD building at the intersection of West

Main Street and Luray Avenue into the old Finance Department space in the Adelphia Building. That move occurred in June-July after mold was discovered in basement areas.

The move into its temporary digs across Jackson Street from the county jail is planned to be completed by November.

The town appears to be getting a better deal on the purchase of the long rectangular 5.24-acre lot – $38,680 or $7,000 per acre – compared to the cited rental agreement with the county at $4,000 per month.

The town will also incur the expense of relocating its computer network into the old WCSO building.

We asked Town Manager Steve Burke about the events leading up to the need to move the police department ahead of realization of a final destination to accommodate the department’s growth over recent years.

building being compromised due to penetrations to install HVAC duct work and the drop ceiling. Some of these penetrations into the plaster ceiling resulted in a portion of the ceiling separating from the ceiling joists and falling through the drop ceiling … The Town had the ceiling material tested, and it was determined that there is a small amount of asbestos in the plaster ceiling. The presence of the asbestos is hazardous

if it becomes friable.

“Due to the extent of the ceiling penetrations for the duct work and drop ceiling, there is the potential for other locations of the plaster ceiling to separating from the joists. As a result, the Town is working with Warren County to transfer our Police operations to the former Sheriff ’s Building on Jackson Street. We hope this move is completed by November,” Burke said.

After the tour, everyone gathered outside where Front Royalâ&#x20AC;&#x2DC;s Town Councilman Shea Parker and Warren County Board of Supervisors Chairman Archie Fox worked together on cutting the ribbon.

Parker held a big wooden pair of scissors that looked more ceremonial than functional, and Fox did the actual cutting with sharper shears. â&#x20AC;&#x153;The County has to do all the work, as usual,â&#x20AC;? joked Fox. â&#x20AC;&#x153;But the Town gives them the tools,â&#x20AC;? Parker shot back.

They agreed later that it was just in fun, and there was no real animosity between them.

Back from the brink – Taylor Longmire’s story WCHS senior rebounds from near fatal brain hemorrhage Taylor Longmire, beat the odds and was there on Sept. 25 to give her own account of a remarkable story of perseverance and recovery – and to look and listen to her, you’d never know anything out of the ordinary had ever happened to her.

“This is a good story – a celebration of life,” WMH Director of Rehab and Wellness Services Mary Presley said in introducing Taylor, her parents James and Terry, brother Jaden, granddad Carl, surgeon Dr. Kenneth C. Liu and rehab staff to media on Sept. 25.

By Roger Bianchini Warren County Report Having my own recent flirtation with the grim reaper deferred in part* due to the ministrations of Valley Health medical staff at both Warren Memorial Hospital and Winchester Medical Center, I was interested in the story of a local girl whose brush with the death came far too young.

And on Wednesday, Sept. 25, Taylor Longmire, her parents, surgeon and physical rehab personnel met at Warren Memorial’s Outpatient-Rehab Center on North Commerce Avenue in Front Royal to tell that story.

It is an emotional story, the retelling of which, for her father James, came with difficulty. That difficulty stems from being told, first that following a sudden collapse, his teenage daughter was not likely to survive; and then that she was likely to be severely incapacitated in the wake

of her unexpected survival of emergency brain surgery at the University of Virginia hospital.

Ten months ago, on Nov. 19, 2012, WCHS junior Taylor Longmire was also a Nursing Assistant student at Blue Ridge Technical Center doing her clinicals at Lynn Care Center. On duty at Lynn Care, she suddenly felt nauseous – “I had the worst headache of my life,” Taylor said of what was later discovered to be the onset of bleeding in her brain. It quickly became apparent that what she initially

thought was the flu was much more.

She soon had a seizure and lost consciousness. A CT scan in the Emergency Department of WMH showed a bleed in Taylor’s brain caused by an arteriovenous malformation, or AVM, Valley Health’s Carol Weare explained in first bringing Taylor’s story to us. Taylor was flown to UVA for emergency surgery. But her odds of survival were judged to be poor.

But perhaps drawing on the competitive spirit that drove her in Wildcat athletics, Taylor beat the odds.

After less than two weeks at UVA where she had been forecast to stay for at least a month, Taylor was transferred to inpatient rehab at Winchester Rehabilitation Center where she stayed for 10 days. In fact, her father recalled that Taylor would have been out of UVA even sooner, but that she had refused to eat “because everything tasted bad” – apparently a consequence of her cerebral incident, rather than the UVA patient menu (at least that’s their story and they’re sticking to it).

After again making great and rapid progress in Winchester, Taylor returned to Front Royal to finish healing at home. She began physical, occupational and speech therapy with Valley Health Rehab Services at the Warren Memorial’s Outpatient Center on North Commerce Avenue. She was home schooled for the rest of her junior year, though she explained some of that home schooling came at school.

Due in part to the end of insurance coverage, her father explained, Taylor eventually transitioned to working with personal trainer Mitchell, though still through the Valley Health Front Royal Rehab Center twice a week. Insurance or not, the facility’s therapists remain available to Taylor for consultation as needed and the family lauded Mitchell’s work – “There’s no can’t,” Taylor’s dad said.

“He’s just a ball of joy,” Rehab Director Presley quipped, drawing a gale of laughter from the entire Longmire family.

A competitive spirit Her senior-year recovery included Taylorâ&#x20AC;&#x2122;s rejoining her high school softball team, first as a manager and then as a player.

In fact, as her father recounted, the first signs that his daughter would not be blind, deaf, paralyzed or worse following her emergency surgery at UVAâ&#x20AC;&#x2122;s Medical Center came as the last of a long line of post-op visitors, her long-time softball travel team coaches â&#x20AC;&#x201C; a part of Taylorâ&#x20AC;&#x2122;s extended family for some time, her father observed â&#x20AC;&#x201C; appeared to wish the stillunconscious Taylor well.

Not long out of surgery, Taylor began to move her toes and feet, perhaps from deep inside telling all who cared, her coaches in particular, â&#x20AC;&#x153;I will be back.â&#x20AC;?

And back she came, as she described, with the assistance of medical professionals, from Doctor Liu and UVA personnel, to Valley Healthâ&#x20AC;&#x2122;s Winchester and Front Royal rehab staffs, culminating with current personal trainer Michael Mitchell.

Perhaps the pivotal moment in Taylorâ&#x20AC;&#x2122;s saga came following her transport to UVA from WMH in Front Royal by PHI Air Medical helicopter. At UVA she came under the care of Dr. Liu. The youthful Liu said considering his new patientâ&#x20AC;&#x2122;s condition upon arrival, his first goal was simply to save her life. He succeeded and then some. â&#x20AC;&#x153;She was going down in front of

Liu smiled at Taylor to his left during the Sept. 25 press conference. â&#x20AC;&#x153;It really is a miracle youâ&#x20AC;&#x2122;ve come this far.â&#x20AC;?

We asked the miracle girl about her experience, its impact on her and her athletic backgroundâ&#x20AC;&#x2122;s role in her recovery. â&#x20AC;&#x153;At the time I was into sports and athletics, so it took a big impact on what I as going to be able to do later on with my future. I wanted to play college softball; I was looking forward to that. Then when this happened, my coordination on my left side got affected, so I didnâ&#x20AC;&#x2122;t know how that would turn out. I was just scared I wouldnâ&#x20AC;&#x2122;t get it back,â&#x20AC;? she says of basic competitive motor skills. â&#x20AC;&#x153;I started off going to managing; then as the softball year went on I went into playing in games. â&#x20AC;&#x153;Personally, I could see a difference, just because it was my left side [that was impacted] which is my catching hand, so I could tell a difference in catching the ball then to what it was before. It was just hard.â&#x20AC;?

continued to progress to the point where Taylor has not yet given up on her dream of playing college ball. â&#x20AC;&#x153;Yea,â&#x20AC;? she said matter-of-factly when asked if she still hoped to play at the college level.

We noted that she had already been in a nursing program at the time of her medical incident and asked how her experience had impacted her career plans. â&#x20AC;&#x153;When I was taking that course I was hoping to get my CNA, go to college and go into nursing. But then after this happened to me Iâ&#x20AC;&#x2122;ve been thinking about going into physical therapy and going to college for that.â&#x20AC;?

So, she is happy with her past and ongoing experience of physical therapy? â&#x20AC;&#x153;Um hum, I am, yea â&#x20AC;&#x201C; they helped me a lot.â&#x20AC;?

And we are sure, so will Taylor Longmire help those she encounters in the future, whichever professional course in life she chooses. ‘Discoverer of Hades’ traces search for entrance to ‘hell’ Local author Failmezger resurrects Brit archeologist’s forgotten quest

A fascinating little book - less than 100 pages - which comes with an even more fascinating compact disk has been published by local author and downtown Front Royal property owner Victory (Tory) Failmezger.

The book, “Paget, Discoverer of Hades,” tells of a relatively unknown amateur archeologist whose one of many claims to fame (he served with distinction in both world wars) is his discovery, in so many words, of the road to hell.

Failmezger and his wife, Patricia, “discovered” Robert Ferrand Paget during a U.S. Navy duty tour in Italy and claimed him as their friend the last two years of his life which ended at age 82 in 1973.

They say timing is everything.

Unfortunately, contemporary history buried Padget’s initial publicity about his discovery of what he believed was Dante’s inspiration for the road, or more appropriately, the river to hell. Paget tried to herald his discovery of the ancient Oracle of the Dead near Naples the day President Kennedy was assassinated on Nov. 22, 1963. Of course, few listened and Paget never scheduled another press conference.

Fortunately, the muted announcement did reach the ears of British archeologist Robert Temple who began exploring where Paget left off. His contribution to the whereabouts of Hades is the 52-minute CD, “Descent into Hell,” that comes with the book.

The book is obviously intended to

boost Paget’s name into contemporary archeological lore, and to pay tribute to the explorations and discoveries of this English gentleman who retired to Italy in 1958.

Grounded in the classics with a knowledge of Latin and Greek, as the book says Padget was well equipped to begin his explorations on the Bay of Naples that led to the discovery of the infamous River Styx. Following Paget and others as they made their often dangerous way through a complex of tunnels and buildings hundreds of feet below ground.

Failmezger’s recollections of the personal side of Paget are interesting and well annotated.

That this local couple was held in high regard, reciprocated in kind, by this iconoclastic Englishman, is made obvious by the fact that he gave Patricia away in marriage at the Bacoli,

Italy, wedding ceremony.

Following is a town staff summary of the discussion at the Sept. 19 Front Royal-Warren County Liaison meeting (agenda items I-J-D-L have been moved to the top due to level of public importance): The Town and County conducted the 9/19 Liaison Meeting last night. Attending were Mayor Tim Darr, Councilman Daryl Funk, Chairman Archie Fox, and Supervisor Dick Traczyk. The following is my understanding of the meeting’s discussion, by agenda desig-

This summer I walked down Main Street in Front Royal, determined to visit all the antique stores because I was curious about all the stores that were making the town a stop for collectors looking for unique buys.

The changing face of Middletown

By Sue Golden Frederick County Report Some people remember ten years ago or so when Middletown was an up-and-coming town. The Wayside Theatre was thriving and the Wayside Inn was the place to be. Bus loads came to have dinner at the Inn and to see a show. Upscale stores dotted Main Street. People drove from all over to find the Route 11 Potato Chip Factory. The Irish Isle had great music and Irish food and was a real draw to town. Come to dine, wander through shops and take in a show.

Now Middletown is trending toward ghost town status. Some new shops have come and gone, but the upscale side is in a downward spiral.

Route 11 Chips, faced with growing pains and water issues, decamped to Mount Jackson.

Following the death of patriarch Leo Bernstein, the Wayside Inn was

sold at auction. The buyers, the Charons, ran the Inn for a couple of years, but the venerable 1797 Inn is set to be sold at auction again on October 16, 2013 at 12 pm.

The Wayside Theatre suddenly succumbed to financial issues in its 51st season, taking everyoneâ&#x20AC;&#x2122;s investments with it. No more busloads of people wandering through Middle-

Every Groundhog has his Day (and itâ&#x20AC;&#x2122;s not always in February)

Whatever you call them, we have them.

And theyâ&#x20AC;&#x2122;re not welcome here.

Theyâ&#x20AC;&#x2122;re getting into my wifeâ&#x20AC;&#x2122;s flow-

ers. Eating them, smashing them, and breaking them.

Iâ&#x20AC;&#x2122;m sure the groundhogs are happy.

I know my wife is not.

This weekend, I spotted a sizeable hole in our backyard. Iâ&#x20AC;&#x2122;d never seen one that deep. I thought it was a sinkhole.

My wife informed me otherwise. â&#x20AC;&#x153;Damn groundhogs!â&#x20AC;? she yelled.

Sheâ&#x20AC;&#x2122;s upset.

She wants to do something about them. As a kid, my wife hunted with her dad and brothers. Ok, I think you know where Iâ&#x20AC;&#x2122;m going with this.

I wasnâ&#x20AC;&#x2122;t too excited about that idea and suggested we pursue an alternate route. Something a bit more animalfriendly.

We have a cage. The kind to catch animals. If she canâ&#x20AC;&#x2122;t kill groundhogs, my wife wants to catch groundhogs.

Iâ&#x20AC;&#x2122;ve seen those beasts, and let me tell ya, unless they start on NutrisystemÂŽ or Slim-Fast!ÂŽ real soon, they ainâ&#x20AC;&#x2122;t gonna fit in that cage. My wife thinks otherwise.

Ok, letâ&#x20AC;&#x2122;s assume sheâ&#x20AC;&#x2122;s right. Even if those groundhogs can squeeze their fat bodies into that cage, then what?

We donâ&#x20AC;&#x2122;t own a pick-up truck. Our

cars donâ&#x20AC;&#x2122;t have a trunk. I have no intention of transporting a live groundhog in the back of my car. Not while Iâ&#x20AC;&#x2122;m behind the wheel. What if Mr. or Mrs. Groundhog busts out of that cage? Talk about distracted driving.

The last time I was in the wildlife relocation business, the target was squirrels and we had a trunk. I felt reasonably confident I could accomplish the task without incurring any injuries to myself or damage to the car.

I donâ&#x20AC;&#x2122;t have that same level of confidence this time. â&#x20AC;&#x153;Donâ&#x20AC;&#x2122;t be a baby!â&#x20AC;? my wife said.

There are times when you can shame someone into doing something they donâ&#x20AC;&#x2122;t want to do. Make them feel guilty enough that theyâ&#x20AC;&#x2122;ll cave. This isnâ&#x20AC;&#x2122;t one of those times.

There is absolutely nothing my wife can say or do to change my mind. I will not relocate groundhogs in the back of my car. And Iâ&#x20AC;&#x2122;m not about to let her do it either.

Frederick County Public Schools SAT scores hit four-year high in 2013 Frederick County Public School students who took the SAT in 2012-13 performed exceptionally well and posted the highest mean composite score the school division has achieved in four years. According to information

released by the College Board, Frederick Countyâ&#x20AC;&#x2122;s mean composite score for 2012-13 was 1526. Thatâ&#x20AC;&#x2122;s up from the 1512 achieved by students who took the SAT in 2011-12.

takers. The mean scores of Frederick County students increased in all three sections of the SAT last year when compared to our results dating back to 2008-09. The higher scores are one indication that our focus on engaging students in the learning process and providing more rigorous coursework is yielding positive results.â&#x20AC;?

Frederick Countyâ&#x20AC;&#x2122;s 2012-13 mean composite score of 1526 is higher than the mean score of 1498 for all students taking the SAT. The score is also comparable to Virginiaâ&#x20AC;&#x2122;s mean score of 1528. Frederick Countyâ&#x20AC;&#x2122;s mean score on the critical reading, math and writing sections of the SAT exceeded the mean scores for all students and also compared favorably to the stateâ&#x20AC;&#x2122;s mean scores. A total of 472 Frederick County students took the SAT in 2012-13. Thatâ&#x20AC;&#x2122;s down slightly from the record 494 students who took the exam in 2011-12.

Vernimb says, â&#x20AC;&#x153;The number of students who take the SAT varies from year to year. However, our trend over the past several years indicates that an increasing number of students are taking the SAT and exhibiting an interest in attending a college or university that requires the SAT be taken as a prerequisite for admission.â&#x20AC;?

The SAT includes three components â&#x20AC;&#x201C;critical reading, math, and writing.

By Ken Thurman Warren County Report I had the distinct pleasure to attend the Front Royal Womenâ&#x20AC;&#x2122;s Resource Centers semi-annual breakfast September 19th and to later speak with their Co-Coordinator, Barbara Way. This spirited group of women seek to â&#x20AC;&#x153;empower women to succeedâ&#x20AC;? and to lead by example while promoting networking opportunities between their members. After a delicious breakfast at the Shenandoah Country Club we were able to listen to their guest speaker, Liv Heggoy, who

is the Director of Development at Lord Fairfax Community College.

She spoke on the impact of womenâ&#x20AC;&#x2122;s education globally, nationally, and here in the valley. Liv stressed the importance of economic independence and sited education as the key to independence.

Intrigued, I followed up the next day with Barbara Way to find out more about the organization, its goals, and its programs. Barbara is a lively individual who when listening to her talk about her organization leaves you asking how can I help.

McDonalds Is Coming to Middletown

McDonald’s is expected to build a new 76-seat restaurant on this lot in between a hotel and Liberty gas station on Reliance Road in Middletown. About 50 local jobs are anticipated, two thirds of them full-time.

By Sue Golden Frederick County Report The Middletown Planning and Zoning Commission is moving closer to approving a McDonald’s for the space on Reliance Road across from the Liberty gas station and in front of the hotel. The McDonald’s building will be of the newer design with a “swoosh” across the front and the rear elevation with an arcade feature

and an eight foot tall cut stone wall to shield the mechanical and garbage units. The building will face the hotel.

The road currently leading to the hotel will be used by McDonald’s.

There will be a u-shaped road, with clearly marked enter and exit signs.

The store will have two drive through lanes to order food. The lanes will merge to one lane for payment and pick up. There will be a special order

window to help alleviate congestion.

The store is expected to have 76 indoor seats and 44 parking spaces.

At the request of the Commission, McDonald’s will consider outdoor seating as well.

The store is expected to be landscaped with native cherry trees between the store and Reliance Road.

The space between the building and I-81 will remain the same to protect for storm drainage. McDonald’s ex-

pects to over see the VDOT right of way on Reliance Road and will maintain the grass strip to ensure it looks neat and tidy. Curbs, gutters and flag poles will be added. McDonald’s also is proposing a cross walk on Reliance Road.

Generally, a McDonald’s will gross three million dollars per year. The store expects to hire fifty people, with two thirds of the hires as full time positions. Traditionally, McDonald’s hires from the local community.

If business warrants, the store will stay open twenty four hours a day. If enough people ride their bikes to the store, bike racks will be put in.

The Middletown McDonald’s will fall into a no-mans-land between the southern owner/operator and the northern owner/operator. McDonald’s will choose the owner/operator for Middletown. McDonald’s will own the building and the land. The owner/operator owns everything else. Subsequently, many decisions will not be made definitively until the owner/operator is decided.

The engineer for McDonald’s is currently doing a traffic assessment for McDonald’s. VDOT and the town must do their own assessments.

McDonald’s’ assessment will not necessarily take into account any growth of development in Middletown or by

LFCC, nor the truck traffic through town. Currently, a right turn lane driving west is all that is proposed.

The Commission already made an “expectances” for the store not to have the number of parking spots required by the Middletown Code (98). Another issue being considered is the lowering of the speed limit on Reliance Road to lower than 45 miles per hour.

The only contentious issue is the signs McDonald’s will put up.

McDonald’s requires two signs. It plans to share the highway signage with the hotel. McDonald’s also requires a high rise highway sign that is visible on the highway for at least one quarter of a mile from the store.

It will do a “balloon” test to see how high the 200 square foot face needs to be. McDonald’s was requested to keep the sign as non-intrusive as possible, especially its visibility from the Cedar Creek Battlefield and Belle Grove.

McDonald’s expects to have made modifications to its plans and its engineering study done for the October Commission meeting. It hopes to break ground in the first quarter of 2014. Information regarding the McDonald’s and its proposed plans is available at town hall.

The Valley Rally Bicycle Ride

The third annual Valley Rally Bicycle ride benefiting the Boy Scouts of America will start at Clearbrook Park in Clear Brook on October 12th, rain or shine. Registration begins at 7:30 am. The designated rides include routes of 3.5 miles, 10 miles, 25 miles, 50 miles, 65 miles (a metric century) and 100 miles. The rides are self-paced, so you can begin at your preferred time. The Boy Scouts have sag wagons in case you “out pace” yourself. All of the local authorities are on notice of the ride, and will be looking out for riders.

There are rest stops along the way with food and beverages available at no cost. Two of the rest areas have

repairs available, at your own cost.

All riders doing 25 miles or more will receive a kelly green VRBR tshirt. Extra t-shirts will be for sale at the event.

The rides gain in intensity and hills the longer the ride. The rides go through Apple Pie Ridge, to Berryville, into West Virginia and back to Clearbrook Park. Cue sheets can be previewed at the website.

There is plenty of scenery to be enjoyed. There will be apple orchards, fall foliage, and wild life. Beware of falling walnuts. (Yes, there was an injury last year due to a falling walnut. Not only are bike helmets mandatory, but necessary.)

Be sure to bring your bike computer; the cue sheets give directions based on cumulative bike mileage,

which your computer will tally. One group of bikers did not understand this and drove in the wrong direction for miles.

Money raised will be used for the Shenandoah Area Council of the Boy Scouts of America programing, and for improvements at Camp Rock Enon.

Housing market sees higher sale prices in august

The greater Winchester, Va., real estate market, including Frederick, Shenandoah and Warren counties and the city of Winchester, experienced positive trends in August, according to The Long & Foster Market Minute reports. According to August data, the median sale prices in the area increased and days on market remained low.

The reports are compiled from data from residential real estate transactions within specific geographic re-

gions, not just Long & Foster sales.

In August, median sale prices increased throughout the entire Winchester region compared to the same period a year ago. Winchester City saw a significant increase in median sale price of 34 percent, while Frederick County saw an increase of 27 percent compared to August 2012.

Shenandoah County saw an increase of 14 percent, and Warren County saw an increase of 4 percent.

are continuing to sell at a rapid pace according to August data. Warren County experienced a days on market (DOM) average of 42 days, while Winchester City had an average DOM of 51 days. Frederick and Shenandoah counties had average DOMs of 53 days and 66 days, respectively.

The number of homes sold varied in the Winchester region in August.

Warren and Frederick counties both saw increases â&#x20AC;&#x201C; 22 percent in Warren and 10 percent in Frederick. Shenandoah County saw a small decrease of 4 percent, while Winchester City saw a larger decrease of 22 percent.

Inventory levels in most of the greater Winchester area showed increases compared to August 2012.

Inventory increased by 34 percent in Winchester City, by 5 percent in Shenandoah County and by 3 percent in Frederick County. Inventory decreased by 3 percent in Warren County.
