九州も人口減少時代突入 Kyushu Population to Decline Sharly According to a report issued by the Ministry of Health, Welfare, and Labor on population trends by prefecture, the seven Kyushu prefectures are expected to have a combined population of 11.05 million people by 2035, a 17% decline from 2005. The population in every prefecture is projected to decline, and will fall below one million in Oita and Miyazaki prefectures. Meanwhile, the percentage of the population aged 65 or older will exceed 30%. 東国原人気夏バテ知らず Miyazaki Governor's Popularity Soars The number of visitors to the Miyazaki Prefecture government offices for sightseeing purposes during the four-day period from August 13-16 totaled more than 20,000 people. In addition, a facility next to the offices for sales of local products took in 10 times the revenue than during the same period last year. The reason is the continuing popularity of Governor Hideo Higashikokubaru, formerly a comedian known by the stage name of Sonomanma Higashi, who won a special election in January. 地デジ番組県外提供を Ruling Calls for Provision of Programs Internal Affairs and Communications Minister Yoshihide Suga issued a ruling based on the Cable Television Broadcast Act calling on the four private sector broadcasters in Fukuoka Prefecture to agree to provide a cable television station in Oita Prefecture with digital programming content. The four stations are already providing analog content to cable televisions, but did not want to provide digital content. The four Fukuoka stations objected to the ruling, and FBS said it would consider filing an objection. 九大・釜山大が共同講座 Joint Lectures for Kyushu and Busan Universities Kyushu University located in Fukuoka City and South Korea's Busan National University will conduct a joint lecture course starting in the fall semester using the same professors and the same textbooks. The name of the course will be, "Future-Oriented Perspectives in Japanese-Korean Relations". The Ministry of Education thinks this may be the first joint lecture course conducted by a Japanese national university and a university overseas. Each university will contribute seven professors, who will travel between both universities to give the same lectures. The class also will be conducted in English. 杉樹皮でバイオ燃料 Mitsubishi to Make Biofuel from Bark in Hita The Mitsubishi Corp. of Tokyo announced it will begin the production of biofuel using bark from Japanese cedars at a plant in Hita, Oita Prefecture.

Starting next January, they will put a factory on line to create pellets that can be burnt in combination with coal. They expect to produce 250,000 tons of the product annually. 高齢者過半数 1635 九州の限界集落 Elderly in Isolated Settlements A recent repor t by the Ministr y of Land, Infrastructure, and Transport found that Kyushu has 1,635 isolated settlements with declining elderly populations, in which the population of those 65 or older exceeds 50%. There are 58 settlements in which the entire population is 65 or older. This further underscores the rapid depopulation of agricultural villages in the region. ハバネロ使いめんたいこ Mentaiko Product Uses Habanero Peppers Fukuoka City-based Fukuya, which manufactures and sells mentaiko, or pickled and spiced pollack roe, has launched sales of Spicy Mentaiko Habanero, which uses habanero chili peppers, reportedly the world's hottest. The company decided to develop the product after its questionnaires revealed that customers desired a new product, and that most of its customers were more than 50 years old. The new product is designed for people aged 20-49. The company hopes to sell 100 million yen worth annually. 九電株価、業界トップ Kyushu Electric's Stock Highest The stock prices of Kyushu Electric Power have risen to exceed those of Tokyo Electric Power and to become the highest in the industry. As of the close of trading on the Tokyo Stock Exchange on August 30, Kyushu Electric's stock price had climbed 20 yen from the day before to 3,110 yen. The company's high percentage of nuclear power plants is cited as a reason for the rise. These plants have low generating costs and an excellent capacity usage ratio. 宮崎、鹿児島の米作柄「著しい不良」 Dismal Rice Crop in Miyazaki and Kagoshima The Ministry of Agriculture released a preliminary report on the rice crop for 2007 that finds Kyushu's crop is in worse shape than that nationwide. The year's crop for Japan as a whole is roughly at the level of an ordinary year. Kyushu's crop, however, has been judged to be somewhat poor, while those in Miyazaki and Kagoshima Prefectures are rated extremely poor. Another factor cited was the desire of Taiwanese tourists to visit out-of-the-way places. 馬インフル九州痛手 Equine Flu Raging in Kyushu Equine flu has become epidemic throughout Kyushu. Races at the Kokura Racetrack in Kitakyushu were canceled on August 18 and 19 due to the problem. More than 100 horses at the Saga Racetrack are infected, and the races there on September 1 and 2 were held with healthy horses only. Equine flu is not as harmful as avian flu, and there is no danger to humans, but there are concerns that eating and drinking places could suffer a downturn in business due to false rumors. 大学ベンチャー、全国増加率下回る University Level Venture Capital-Backed Startups Low The Ministry of Economy, Trade, and Industry released the results of a survey it conducted for venture capital-backed startups in 2006 established as a result of university research or with university personnel. It found that while the number of these companies nationwide rose 5.7% from the previous year to 1,590, the total in Kyushu increased by just 2.7% to 52. According to the Kyushu Bureau of Economy, Trade, and Industry, the desire in Kyushu to create these companies is just as strong as that elsewhere, but the business environment in the region is not as favorable as that in either the Kanto or Kansai regions. 北九州市、人口 11-24% 減 Plunge Predicted in Kitakyushu's Population The Kitakyushu branch of the Bank of Japan offered its predictions on the city's population in the year 2030, which called for a decline from the 2005 population of from 11% to 24.3%. The latter figure is based on the assumption that population trends from the years 2000 to 2005 will continue. The BOJ also said that governmental policy, such as soliciting companies to move to the city, will not halt the decline. Meanwhile, the Kyushu Economic Research Center in March forecast that the city's population would fall by 22.2% by 2030. 宮崎県裏金 3 億 1700 万円 Miyazaki Slush Funds Total 317 Billion Yen Miyazaki Prefecture announced the final results of its investigation into slush funds at the prefectural government. The amount of money pooled by falsely ordering products from suppliers and parking the funds with them totaled 317 billion yen over the past five years. The probe also discovered an additional 57 million yen in false accounting practices, in which items were purchased other than those specified in the orders. The prefecture claims that none of the money was diverted to personal use, but it has been revealed that the money was used to buy uniforms for the baseball

佐賀県「3 年後はさん」 Saga Prefecture: Insolvency in Three Years? The government of Saga Prefecture released information showing that if current financial trends continue, the prefecture will be insolvent in three years. This is the governmental equivalent of corporate bankruptcy. One reason cited for the problem is the decline in tax disbursements from the national government. The prefecture plans to avoid the problem by cutting back on expenditures and looking for independent revenue sources.

トマトの新酒できました Alcoholic Beverage Made from Tomatoes Tachibana Wine, a public-private sector partnership in Tachibana-machi, Fukuoka Prefecture, has developed and launched sales of a new alcoholic beverage made with tomatoes grown in Takashima-machi in Nagasaki Prefecture. The drink was created at the request of a nonprofit organization in Takashima-machi, which wanted a special product to revive the fortunes of the area near the former Takashima coal mine. The company is known for making wine from kiwi fruit and other local produce.

九州新幹線、博多―熊本「15 分一本」 Hakata-Kumamoto Trains to Run Every 15 Minutes JR Kyushu revealed that when the Kyushu Shinkansen begins operation in 2011, they plan to have trains departing Hakata for Kumamoto every 15 minutes. This is the first time JR Kyushu has said anything about scheduling for the new Shinkansen route. The company also revealed they are in the final stage of negotiations with

generated hopes locally for the creation of a “Saga brand” egg and a stable supply of chicken eggs. The center is now putting an application together for a patent on the feed. 九大と西日本新聞が調印 Kyushu University and Nishinippon Shimbun Kyushu University and the Nishinippon Shimbun signed a basic agreement for cooperation between the two entities in several sectors. The first fruit of this agreement will be the newspaper’s endowment of a chair at the Faculty of Law for the “Theory of a Devolved Society”. This will examine local government and regional issues in light of the continued devolution of authority to the regions. ANA, 福岡―新潟線休止へ ANA to Suspend Fukuoka – Niigata Flight All Nippon Airways announced that it plans to suspend service on its Fukuoka-Niigata route by next March. The company said it was difficult to sustain an unprofitable route, especially with the sharp rise in fuel prices. ANA is also thinking of suspending service on its Fukuoka – Toyama route, which it operates seasonally from April to September.
