Plans call for a groundbreaking ceremony to be held in Ureshino, Saga Prefecture, on April 28, and a commemorative party in Isahaya, Nagasaki Prefecture, the same day. The approved route is 45.7 kilometers long and extends from Takeo Onsen in Saga to Isahaya. It will take 10 years to build and cost 260 billion yen. 九州―生産拠点化と人口減少進む Kyushu Industrializing While Losing Population The Kyushu branch of the Development Bank of Japan released a report examining the Kyushu economy over the past 20 years and concluded that while the region's population is declining, the area has strengthened its position as Japan's second largest manufacturing center. They note that while the Kyushu economy is more dynamic than that of the country as a whole, the region must devote more attention to attracting companies from overseas. They forecast that capital investment in the manufacturing industry will decline in the future, which will require a strategy of incorporating overseas demand in the agricultural and tourism industries. 九州、亜熱帯化の脅威 Kyushu's Climate May Become Subtropical The Nishinippon Shimbun reports concerns are growing that Kyushu will become a de facto subtropical island due to climate change. As signs of the possible change, the newspaper cites reports of the denuding of agricultural products, finfish, and shellfish caused by high temperatures, and the northward migration of harmful organisms. The changes are extending to the seabed, as a forest of two-meter long seaweed with thorns is growing off the Satsuma Peninsula in Kagoshima Prefecture. This seaweed normally is found only near the Equator. 長崎への「U- ターン」促進 Nagasaki Promoting Return of Natives Nagasaki Prefecture has signed an agreement with a prefectural association involved with housing construction to provide information on housing to Nagasaki natives living elsewhere in Japan to encourage them to move back to the prefecture. The association will also serve as a go-between to help people build the type of homes they want. This is the first effort of its kind in Kyushu.

Mall Ogi, as it will be called, will have three different medical facilities, including one for pediatrics and one for neurosurgery, as well as a pharmacy. It is expected to be the first facility of its type in Kyushu. 自販機だってリサイクル Vending Machine Recycling Begins Fukuoka City-based Coca-Cola West Holdings held a ceremony marking the start of operations of their recycling facilities for discarded vending machines at a plant in Eco-Town in Kitakyushu. This is the first facility of its kind operated by a food industry company in Japan. They expect to dispose of 20,000 vending machines a year from three prefectures in northern Kyushu and five prefectures in the Chugoku region. 九州国博、仮面 90 点購入 Kyushu Museum Buys Mask Collection The Kyushu National Museum has purchased the collection of ceremonial masks from a private collector in Saito, Miyazaki Prefecture. There are 90 masks in the collection, with individual masks dating from a wide range that extends from the Kamakura period to the Edo period. The mask collection took about 30 years to complete. The museum plans to put them on permanent display next year. 福岡市の青果卸、台湾企業と直接取引 Fukuoka Wholesaler First To Export Directly Fukuoka Dydo Seika Co., Kyushu's largest produce wholesaler, has signed an exportimport agreement with a Taiwanese wholesaler of agricultural products, it was announced. This is the first agreement for a Japanese produce wholesaler to directly export and import products with an overseas company. By bypassing an agent, the company hopes to cut operating costs and boost transaction volume. 佐世保、給水制限を解除 Sasebo Lifts Water Rationing System The city of Sasebo, Nagasaki Prefecture, decided to lift the water rationing system it had in place since last November as the result of a water shortage. The frequent rainfall since the start of the year filled the city's six primary dams to 80% of capacity. The water shortage continues in Kosaza– cho, however, and since their water supply system is not part of the city's system, the rationing system will be maintained for residents there.

高卒就職内定率 90.7% 90.7% of High School Graduates Find Work The Saga Prefecture Labor Bureau reported that 90.7% of the job-seekers from this year's high school graduating class have found jobs, the highest local rate in 10 years. This figure is also higher than the national average of 89.4%. The objective is to capture the rising tourism demand between the two countries. The airline said it would evaluate the flights to consider whether to start regular service between the two cities, which does not exist at present. 入札から暴力団排除 Gangs Excluded from Fukuoka Bidding The Fukuoka Prefecture police and the Fukuoka City government have agreed that members of criminal gangs and affiliated companies will be excluded from the open competitive bidding to purchase city-owned property that will be put up for sale. Fukuoka City will be the first local government in Kyushu to adopt such a measure. 南阿蘇で DMV 試乗会 Trial of Dual Mode Vehicle The Minamiaso Railroad in Kumamoto Prefecture conducted a three-day trial with roughly 185 passengers of a dual mode vehicle, which both rides on tracks like a train and on the street like a bus. After traveling the rails between Takamori and Nakamatsu, the vehicle then took to the highway for a visit to local tourism sites. It was the first such trial conducted in Kyushu.

アジア共通 IC 乗車券 Trials of East Asian Transportation Smart Card The Japanese Ministry of Land, Infrastructure, and Transport announced it will begin trial use in the new fiscal year of a smart card for use as a common railway ticket in Asia. The trials will begin in Fukuoka City, the Kansai region, Singapore, Seoul, and Hong Kong. These trials, which will last until summer, are complicated by the different systems in use at ticket gates in each of the countries. If successful, the cards are expected to facilitate travel and tourism in the region. 情報公開、佐賀県九州のトップ Regional Leader in Information Disclosure The Japan Citizen's Ombudsman Association announced its rankings for 2008 for the degree of information disclosure by prefectural and other local governments. In contrast, Fukuoka Prefecture fell from 26th last year to 43rd out of 47 prefectures this year. The allocation for road repair and maintenance was held to a minimum. タイラギ水揚げ過去最低 Lowest Fan Shell Harvest in History Both Fukuoka Prefecture and Saga Prefecture had their lowest harvests ever of the fan shell, a prized bivalve from the Ariake Sea, it was reported. The season for the shellfish was from last December 20 to the end of March, but few were found, and the harvest came to a de facto end soon after it began. The Saga Prefecture Fisheries Cooperative said that nine fishing boats altogether brought back only 1.29 kilograms of the shells on the first day. During the

Many of the companies said the reason for their hiring was both to expand business opportunities and to offset the large-scale retirement of workers born during the baby boom.
