Message From the Board Chair

As the Chair of the Fulbright Canada Board of Directors it is my distinct pleasure to recognize and congratulate all of the Fulbright and Killam students and scholars who took up their awards in 2022. They are an exceptional group of students and scholars who are doing important and impactful work and engaging in meaningful ways with their host communities. We are proud of them, admire their dedication, and are privileged to be able to support them.

I would like to take this opportunity to recognize and thank my colleagues on the Fulbright Canada Board of Directors for their unwavering support for the program and their commitment to our mission. The board members are a talented, diverse, and dedicated group of individuals from both countries who bring a wealth of experience and expertise from colleges and universities, the private sector, and government. The board is a talented, diverse, and dedicated group of individuals from government, the university community, and the private sector whose leadership is a testament to our collective willingness to invest in the future and our ability to navigate even the most challenging circumstances. I would like to thank our many partners, especially the two governments. Their support for the program speaks volumes with respect to their commitment to scholarship and to diversity in all of its many forms.

It has been my pleasure to serve on the Fulbright Canada Board and as the Chair for the past two years. I very much. enjoy working with this group of exceptional educators, business professionals, and senior government officials. We are proud to support the work of the outstanding Fulbright Canada management team under the leadership of Dr. Michael Hawes.

Message From Chief Executive Officer

This past year was extremely impactful for the Fulbright program in Canada and worldwide. We were able to fully restore our programs and host in-person events and activities. I would like to congratulate all of our extraordinary students and scholars, who are genuinely curious and highly accomplished individuals, exceptional scholars, and engaged community leaders. They are our future.

We offered our first in-person orientation in Ottawa and our first Killam Spring Seminar in Washington DC in almost three years. We were also able, at long last, to celebrate our 30th anniversary. We hosted a gala in Vancouver, the home of our new regional office, where we celebrated diversity and partnership in all their forms. These events support our mission and mandate and are critical to the Fulbright experience. Residential academic exchange is about stepping out of one’s comfort zone, understanding the world from a different perspective, and meeting new people.

On the program front, we took our Arctic Scholars to Canada’s Northwest Territories, where we met with Indigenous leaders and community members in Yellowknife, Aklavik, and Inuvik. What a wonderful, eye-opening experience. We also hosted two meetings of our Honouring Nations Canada Circle of Advisors in Toronto and Vancouver. This Indigenousled and Indigenous Informed program recognizes and celebrates good governance in Indigenous communities, supports young Indigenous leaders, and produces policy briefs on matters of critical importance to Indigenous people. We also connected our Fulbright Canada – Mitacs American students with their research hosts in universities across Canada. Finally, on the program side, we hosted the finals for our amazing post-COVID Challenge. Please read about all of these programs and initiatives in this report.

All of this has occurred in the context of our overall growth strategy and our firm commitment to diversity, equity, inclusion, and accessibility (EDIA). Like excellence, EDIA is a foundational commitments at Fulbright Canada.

The past few years have been challenging in so many ways. In 2022, we experienced the aftermath of the pandemic, a growing mental health crisis, challenges to democratic institutions concerning geostrategic events and trends, inflation, rapid technological advances, and enrolment and retention pressures at colleges and universities. These are challenging times. All of this heightened our resolve and reminded us that the work we support is more critical now than ever. We were able to do all these things and be all of these things because we have a truly dedicated staff, an engaged and dedicated Board of Directors led by Board Chair Danny McCarthy, two incredibly supportive governments, a host of unwavering partners, and of course, a group of patient, thoughtful, and accomplished grantees.

Fulbright Canada West Office

This year, Fulbright Canada was pleased to announce the official opening of its Fulbright Canada West office. The office is in the Harbour Center at Simon Fraser University’s Vancouver Campus. We acknowledge that the office is on the traditional, ancestral, and unceded territory of the Coast Salish Peoples, including the territories of the Musqueam, Squamish, and Tsleil-Waututh Nations.

Fulbright Canada has seen significant program growth and the development of key partnerships with leading institutions in western Canada, including, but not limited to, the University of British Columbia, Simon Fraser University, Thompson Rivers University, the University of Victoria, Vancouver Island University, Adler University, and Yukon University. This new office reflects a continuing commitment to fully engage with our partners, alumni, and the wider Fulbright Canada community.

We were pleased to appoint Robin McLay as the Regional Director of Fulbright Canada West. McLay emphasizes that “[we] are thrilled to be opening the new Fulbright Canada West office in beautiful downtown Vancouver and looking forward to working with our institutional partners in Canada and the United States and supporting the many communities that we serve in Western Canada.”

Among other things, the office houses a dedicated EducationUSA Advisor who offers free and unbiased information about higher education opportunities in the United States. This central location at a leading institution offers student advising, promote events, engage local alumni, and host meetings.

The opening of this office would not have been possible without direct support from the Embassy of the United States of America in Ottawa and Simon Fraser University, specifically Dr. Laurie Anderson, Executive Director, Vancouver Campus.

30th Anniversary Celebration

For more than 75 years, Fulbright has played an essential role in facilitating mutual understanding, supporting diversity, and championing inclusion through opportunity. The prestigious Fulbright Canada Program has supported more than 2500 exchange opportunities for genuinely outstanding students and scholars. This highlights the vision and the quality of colleges and Universities in our two countries.

In May, we celebrated 30+ incredible years of the Fulbright Program in Canada with an event in Vancouver, B.C. This event recognized valued leaders, alums, and partners, who continue to unite to build capacity and enhance mutual understanding across Canada and the United States. We took this opportunity to highlight our significant growth in western Canada and announce the opening of the Fulbright Canada West Office.

The Master of Ceremonies for the evening was Honouring Nations Canada Co-Director Candace Wasacase-Lafferty. Featured speakers include Louise B. Halfe - Sky Dancer, Parliament’s Poet Laureate, D. Brent Hardt, U.S. Consul General in Vancouver, Dr. Santa Ono, President and Vice-Chancellor of the University of British Columbia, and the newly appointed Ambassador for Social Connectedness, Ms. Kim Samuel.

I evolved personally and professionally during my fellowship and even completed a prestigious research project that impacted women’s and children’s safety in Liberia! Clare Littlechild recently graduated from Western University and completed her Killam Fellowship at Wellesley College during the winter of 2022. She is an enthusiastic advocate for reproductive justice and criminal justice reform and has been working with Beyond Borders ECPAT Canada for several years. Clare will be headed to Columbia University this September to pursue an MA in Human Rights Studies and plans to attend law school the following year.

“Fulbright is one of the best experiences I have had in my life. It was so incredible to be able to live in a foreign country, make friendships with people from around the world and learn about new cultures. I was honored and delighted to learn that the academic community of the University of Windsor was so open to exploring ways to promote equitable trade with the United States and encourage cross-border social responsibility. I think that everyone should experience going abroad, even if it is just for a visit.”

Virgil Parker serves as the Program Officer for Equity at the Rochester Area Community Foundation. He has the additional responsibilities of serving as the Global Goals Ambassador for Sustainable Development Goal #4: Quality Education and Chairman of the Greater Rochester Martin Luther King Jr. Commission. Mr. Parker is a community advocate and proud Howard University graduate. He served as a White House HBCU Competitiveness Scholar for the White House Initiative on HBCUs. His work has been included in media outlets such as Forbes, iHeartRadio, Blavity, HBCU Buzz, and Diverse Issues In Higher Education. Mr. Parker plans to commit his life to helping others by promoting social equity and supporting underserved communities.

“I spent my year as Fulbright Distinguished Chair in International and Area Studies at Yale University in New Haven. What an experience! How many scholars get the opportunity of researching and teaching in the same institution as Paul Kennedy of The Rise and Fall of Great Powers fame! As an international relations specialist, I was able to engage with Paul Kennedy, among other luminary academics, on my research project leading to a new book that examines the changing face of global governance during a period which I have labelled as “the Interregnum.” The Fulbright allowed me the resources, time, and space to truly reflect on this current period of disequilibrium and turbulence characteristic of a transitional moment that exhibits signs of transformation from one world order to another. Paul Kennedy showed great interest in my work, particularly because it involved tracking shifts in global hegemony. My Fulbright research at Yale

proved incredibly rewarding. I gained access to data and primary documents, which are difficult to attain elsewhere. I dedicate my Fulbright research to an amazing and beloved Social Science Librarian, Kenya Siana Flash, who passed away unexpectedly during the time she was guiding me through the labyrinth of the Marx Library.”

Fulbright Canada post-COVID Challenge

The Fulbright Canada post-COVID Challenge was the signature 30th Anniversary program for Fulbright Canada, initiated by a generous gift from Fulbright Canada Board member Ajay Royan. It engaged more than 400 bright young leaders across Canada and the United States. This program reflected our commitment to encourage, celebrate, and support the ideas of diverse young leaders. Our goal was to tap into the next generation’s creativity and imagination, with particular attention to underrepresented youth, and provide them with an opportunity to present their solutions to the current crisis and their bold ideas moving forward, and we did just that!

On June 24, 2022, the ten finalists met in Ottawa, Canada, to pitch their ideas to a panel of judges, including two Fulbright Canada board members - Ajay Royan and Penny Wilson. The youth were asked to explain how they had moved from Vision to Impact. The review process in earlier competitions focused on the ideas themselves and how they might be operationalized.

For the finals, the challenge was to address the larger question of social impact, demonstrating how their ideas would contribute to a more equitable, diverse, inclusive, and accessible world.

PriceMedic (First Place) - Palmer Lake, Colorado

In Jan. 2021, a new rule by the Centers for Medicare and Medicaid Services was enacted, mandating that every hospital in the United States make their payer-negotiated rates available online. Still, prices remain so hidden that consumer-driven price comparison efforts are nearly impossible. They compiled a database of charges for all of the procedures offered at each of more than 10,000 (and counting) hospitals and outpatient medical facilities across the United States. Using PriceMedic’s search tool, consumers can compare the costs of more than 20,000 procedures, from lab tests to surgery.

WIISININ–reclaiming Turtle Island’s Traditional Foods (Runner-up) - Toronto, Ontario Taijah Abotossaway, Farah Talaat, Alice Walkus, Emily Wang

Wiisinin means “to eat” in Anishinaabemowin. We promote food sovereignty by helping Indigenous families and youth reconnect with traditional foods. Every week, we send out a traditional recipe, a video tutorial filmed by us, and a $50 grocery gift card to each participant. Post-covid, we will host more workshops in person. Wiisinin is BIPOC oriented, accessible, and centred on reconciliation. Miigwech!

“BIPOC Youth Hub” (Runner-up) - Toronto, Ontario Hodan Mohamud

“BIPOC (Black, Indigenous and People of Colour) youth have been heavily impacted by COVID-19. BIPOC youth face the largest financial setbacks from COVID-19. I aim to create a safe and inclusive space where BIPOC youth can discuss the issues we face and work together to positively change and improve our post-COVID world.”

Asian Voices Project - Vancouver, B.C. Natalie Charette and Jonathan Kong

The Asian Voices Project shares the histories and experiences of Asian-Canadian communities through immersive digital storytelling experiences. The Project aims to help claim space for Asian Canadians’ histories within the national narrative, creating opportunities for mutual understanding, respect, and inclusivity.

The first AVP experiences will retell the story of white supremacists’ attacks on Vancouver’s Chinatown and Japantown - and residents’ ensuing strikes that forced the government to help locals rebuild their neighbourhoods.

Double Impact Initiative - Boston, Massachusetts

Breaktime’s Double Impact Initiative is a one-year supported transitional employment program that utilizes supported partnerships to empower young adults experiencing homelessness. Our program is uniquely designed to support access to high-quality job opportunities while providing them with the skills, financial knowledge, and support necessary for them to break the cycle of homelessness.

High Tech Mobile-Modular Isolation Rooms - Boston, Massachusetts

The standard of care for contagious diseases like COVID-19 is negative pressure isolation rooms because they keep contaminated air from spreading. However, hospitals typically have only a few negative pressure isolation rooms. An important lesson learned from this crisis is that space flexibility is essential to enabling optimum resilience and providing readiness for the unexpected. Therefore, I am proposing the design of prefabricated high-tech mobile-modular isolation rooms that are easily converted into a variety of configurations that take on different programmatic functions.

IAI Collaborative - Toronto, Ontario and Boston, Massachusetts

The Initiative on Artificial Intelligence (IAI) seeks to develop the forum infrastructure and facilitate the networking of AI experts. These domain experts apply AI in various disciplines, policymakers, and business leaders. By providing curated, publicly accessible interdisciplinary communications channels, the IAI forum will further serve as a source of credible expert opinion and a repository of high-quality research for journalists and engaged citizens. Policymakers to make informed decisions regarding AI regulation, policies, and evaluation standards.

Immersive Healer - Vancouver, B.C.

Started as a virtual reality platform to commemorate an erased African Canadian Vancouver neighbourhood (Hogan’s Alley), the Immersive Healer project has become an inviting virtual cultural centre and a digital community. The idea is for BIPOC community members to join, collaborate, hold conferences, exchange ideas, and set up art shows and product demos. Today, the Immersive Healer team is connecting its global partners to become a central hub designed by the youth of Canada to address critical social, economic, technological, and public health challenges as we move forward to the post-COVID world.

Our Little Island: Mental Health Gaming Application - Vancouver, B.C.

Youth mental health challenges have been visibly exacerbated due to the recent COVID-19 pandemic. However, due to stigma, access to help remains low. Thus, to tackle this urgent problem using a unique lens, we propose a “hypercasual” game that calms users with a soothing environment while engaging them in story-based messages about mental health issues. Also, the game will inspire youth to explore ways to manage everyday challenges and feel socially connected. By utilizing the playful nature of games, we can empower youth to l. b

PillDrop: A Safe Medication Disposal System - Richmond Hill, Ontario

PillDrop, a medication waste kiosk, redefines how unused, unwanted, or expired medications and other health products are disposed. Our vision is to protect communities from drug diversion and accidental or intentional consumption and overdose and reduce the harmful effects of pharmaceuticals on the environment by providing a safe, anonymous, and accessible solution for consumers. Alongside critical stakeholders in medication safety, policy, and pharmacy, this innovation offers a simple yet not widely available solution to a severe and widespread problem in Canada.

Indigenous-led, Indigenous-informed

Honouring Nations Canada (HNC), a Fulbright Canada initiative, was established in 2021 to recognize, celebrate and share examples of Indigenous achievement. Indigenous-led and Indigenous-informed, this initiative supports research and promotes knowledge sharing by creating national awards that recognize exceptional achievement and underwrite case studies of Indigenous issues and Indigenous economic development. Sharing the governance and leadership stories and successes of Indigenous nations not only expands the knowledge and capabilities of nation-builders everywhere, but also provides a forum to learn from the experience of fellow Indigenous nations. Additionally, it aims to foster mutual understanding for non-Indigenous policymakers, media, and the general public on transformative Indigenous leadership and the importance of self-determination.

Recently we mourned the loss of Bill Montour, President of Nativelands Community Development and former Chief of Six Nations. Bill played a crucial role in advancing the creation of Honouring Nations Canada and, as stated by Robin McLay, he “had a profound impact on the lives of many Indigenous and non-Indigenous students and was driven by his strong values and a conviction that education was a key determinant of social progress, economic prosperity, and reconciliation.” Fulbright Canada wants to recognize Bill for his dedication to community and progress.

The Circle of Advisors play a critical role in the continued success of the Honouring Nations Canada Initiative and none of the work ahead will be possible without their guidance. Fulbright Arctic Initiative III

The Fulbright Arctic Initiative brings together professionals, practitioners, and researchers from Canada, the Kingdom of Denmark, including Greenland and the Faroe Islands, Finland, Iceland, Norway, Russia, Sweden, and the United States for group seminars and an individual Fulbright exchange to address key research and policy questions related to fostering a secure and sustainable Arctic. Working within and across disciplines, Fulbright Arctic Scholars translate theory into practice to address public policy research questions relevant to the shared challenges and opportunities of Arctic Nations.

The Fulbright Canada-Mitacs Globalink Research Internship provides exceptional U.S. undergraduate students with the opportunity to be part of a 10 to 12-week research internship under the supervision of a Canadian university faculty member.

This summer, 37 talented American students undertook virtual research projects with Canadian professors under the new Fulbright Canada–Mitacs Globalink Program. The virtual exchange allows some of the brightest U.S. students in a wide range of disciplines to pursue a research project with toptier academics at Canadian universities.

Youth Ambassadors Program

The Youth Ambassador Program brings together high school students and adult educators to promote mutual understanding, increase leadership skills, and prepare youth to make a difference in their communities.

Youth Ambassadors are exceptional student leaders with a proven commitment to community engagement to bring about positive change. They receive funding to travel to the United States for three weeks to explore themes of civic education, community service, leadership development, and social inclusion.

EducationUSA

Helping Canadians with their educational goals

EducationUSA is a U.S. Department of State network which promotes U.S. higher education by offering accurate, comprehensive, and current information about opportunities to study at accredited postsecondary institutions in the United States. EducationUSA also provides services to the U.S. higher education community to help institutional leaders meet their recruitment and campus internationalization goals.

During fiscal year 2022, EducationUSA remained a virtual operation. During Fall 2021, EducationUSA advisor Jenika Heim initiated a mentorship program with 18 Canadian students studying in the USA mentoring 23 Canadian high school students and ran a Guidance Counsellor Workshop series consisting of four webinars. In November and December 2021, EducationUSA expanded from a one-person team in Ottawa (Advisor Jenika Heim) to include two new advisors in Toronto (Hang Lyu) and Vancouver (Zhaoying Hu). New advisors allowed for new opportunities allowing EducationUSA to launch their first virtual fair in April 2022. The virtual fair featured booths with 100 U.S. universities and colleges, as well as representatives from the National Collegiate Athletic Association (NCAA) and the National Association of Intercollegiate Athletics (NAIA). Four hundred Canadian prospective undergraduates attended the event.

Advisors Lyu and Hu have contributed greatly to the EducationUSA Canada mission. From November 2021-August 2022, the EducationUSA team hosted 20 virtual sessions, hosted four Showcase sessions featuring 26 U.S. higher education institutions, completed 444 Zoom advising sessions, and answered 2,396 advising emails. Hu is the marketing and communications lead and has spearheaded the EducationUSA social media networks and marketing campaigns for the virtual and in- person fairs. Lyu is the institutional partnership lead and has been working with the Toronto District School Board on a partnership with Historically Black Universities and Colleges (HBCUs), as well as building knowledge products for the EducationUSA website.

Looking forward, EducationUSA has turned their attention to their first inperson event, a three-city fair tour in Vancouver, Ottawa, and Toronto May 9-13, 2023. This event will feature 50-60 U.S. universities and colleges in each city.

We expressed an unmodified audit opinion on those financial statements in our report dated December 21, 2022.

The summary financial statements do not contain all the disclosures required by Canadian accounting standards for not-for-profit organizations applied in the preparation of the audited financial statements of Fulbright Canada. Reading the summary financial statements, therefore, is not a substitute for reading the audited financial statements of Fulbright Canada.

Highlights

Arctic Initiative III Meeting in Canada

The Fulbright Arctic Initiative III meeting, hosted by Fulbright Canada, engaged scholars from the Arctic Council countries and a range of community, government, and academic partners. These meetings were a chance for participants to spend meaningful time with their FAI III colleagues and connect with community leaders and policymakers. It also allowed participants to learn more about several northern communities and enjoy the pristine beauty of Canada’s Northwest Territories by visiting Edmonton, Inuvik, and Aklavik.

In addition, they also had the opportunity to meet Indigenous leaders and community members, creating a network to stimulate international scientific collaboration on Arctic issues while increasing mutual understanding.

In-Person Orientation for ‘21-’22 Grantees

The Fulbright Canada Fall Orientation was held for all Killam Fellows and U.S. Fulbright Students and Scholars, and we were thrilled to welcome everyone in-person this year! This 2-day orientation gave grantees from the 2021-2022 cohort the opportunity to meet and engage with their peers, Fulbright Canada staff, board members, and key government partners. It included cultural and academic programming and engaged various governmental, educational, and corporate partners at the dinner reception. Notable speakers included: Suehila Elkateb, Executive Director, International Education Division, Global Affairs Canada; Daniel Stewart, Cultural Affairs Officer, Public Diplomacy, U.S. Embassy-Ottawa; Stéphane Lessard, Acting Director General, Trade Sectors Bureau, Global Affairs Canada; and Christina Higgins, Minister Counselor for Public Affairs, Embassy of the U.S. in Ottawa.

Panels on Indigenous issues, environmental impact, identity, and health helped prepare all new grantees and fellows for their time in Canada. Finally, we wrapped up the orientation events with a visit to the Canadian Museum of History and the opportunity to participate in our obligatory hockey game!

Honouring Nations Canada Speaker Series and Events

Throughout the year, Honouring Nations Canada hosted several speakers series and events. First, in honour of National Indigenous Peoples Day and in partnership with the Canadian Consulate in Miami, Carol Anne Hilton, CEO and Founder of the Idigenomics Institute and member of our HNC Circe of Advisors, spoke in depth about Idigenomics.

Next, in the Fall, the Samuel Centre for Social Connectedness hosted a Global Symposium where the Fulbright Canada HNC Circle of Advisors engaged in dialogue centred around inclusion and building systems of belonging.

Additionally, in October, a signing ceremony between Concordia University and Fulbright Canada was paired with an HNC Speaker Series Event entitled “Creative Art Therapy - Health Services grounded in Indigenous Practices.”

New Partnerships

We were thrilled to see our network grow with several new partnerships established this year. In September, there was a signing ceremony and the establishment of a Fulbright Canada Research Chair at the Université du Québec en Outaouais. Shortly after, the signing ceremony and establishment of a Fulbright Canada Research Chair at Adler University occurred. We look forward to seeing our partnerships continue to grow in the years to come!

In-Person Scholar Lectures

Fulbright Canada was pleased to see many in-person scholar lectures taking place this year and there were two that were a particular highlight. First, Dr. Howard Greenwald, Fulbright Canada Research Chair in Governance and Public Administration, spoke about Assessing Coalitions in Community Action.

Another lecture entitled “Avoiding a Climate Arms Race: Why We Need the Baruch Plan 2.0 for climate Geoengineering Governance” was delivered by Dr. Elizabeth L. Chalecki, Fulbright Canada Research Chair in CanadaU.S. Relations, at Carleton University’s Norman Paterson School of International Affairs.
