WCHS Chorus Field Trip to Traveling Vietnam Memorial Wall On Friday, September 5, 2014, Wilcox County's High School chorus class led by Mrs. Vickie Brown took a field trip to Ashburn to observe the Vietnam Traveling Memorial Wall. The purpose of the trip was to not only shed light upon the war hero songs which the class sings but also to honor the veterans that are from Wilcox as well as the surrounding areas. The experience was overall touching because of the abundance of names on the wall and the heartwarming, firsthand accounts the accounts the class was fortunate to hear while at the ceremony. The class witnessed many people who were grieving losses of friends and family whose names were on the wall. The quote “all gave some, some gave all” was not only heard throughout this ceremony, but it was also experienced from the energy and exhibitions located at the memorial. Even for people who had no direct association with the Vietnam War, the ceremony was touching. Everyone left yielding more respect towards the courageous troops who devoted their lives and efforts for the freedom we all possess today. Their endeavors and sacrifices were greatly recognized and respected during that eventful day by the entire chorus class. We all would also like to personally thank each and every man and woman who served and are currently serving in our military for all of the sacrifices each and every day. First Quarter Update, by Steve J. Smith, Superintendent ABBEVILLE/ ROCHELLE, GA Remarkably we have just completed our first nine weeks of school. With one-fourth of our school year already behind us, we wanted to provide you with some updates on your school system. Our enrollment is up to 1,242 students, compared to 1,222 at the same time last year. Approximately 53.7% of our students are male and 46.3% female. Our demographic breakdown is: 56.4% white, 36.5% black, and 3.1% Hispanic, and 4.0% other. The Wilcox County School System continues to be the largest employer in Wilcox County with 186 full-time, 23 part-time adult, 19 parttime student employees and a monthly payroll of approximately $640,000. Our student workers help with secretarial, technology, maintenance, custodial services and tutoring in PASS (Patriot Academy for Student Success, which is our after-school program funded by a 21st Century Community Learning Center Grant) and WALC (Wilcox Alternative Learning Center, which meets Monday through Thursday evenings from 5pm9pm). New School Our plans to build a new K-12 school to serve all of our students continue to move forward. The Georgia Department of Education has approved our application, subject to funding by the 2015 Georgia Legislature. At its September meeting, the Wilcox County Board of Education approved a recommendation to utilize a Construction Manager At-Risk (CM At-Risk) for building the new school. This delivery method allows for transparent hiring of subcontractors through competitive bidding, and provides the Board some latitude in giving preferential treatment to local subcontractors whose bids are reasonably close to the lowest bid. We will be advertising through a Request for Proposal/Request for Qualifications process to select the CM At-Risk in the very near future. Members of the Board, community and employees of your school system have visited seven schools over the past couple of months. These visits have provided useful information as we guide our architect on designing the best school possible to serve the students of Wilcox County. On November 4, voters in Wilcox County will see a question on the ballot asking if they want to continue the existing one-cent Special Purpose Local Option Sales Tax (SPLOST) for the purposes of financing the new school. This is not a new SPLOST, but merely an extension of the current SPLOST in place. In our application for the new school we have indicated that if the SPLOST does not pass, we will not have the funds available to build the new school. School Visit After evaluating the designs and features from our prior visits, the New School Team has requested a return visit to Marion County Middle/High School in Buena Vista, GA. This school has many design features the Team feels could be incorporated into the Wilcox County Schools K-12 school building. The public is invited to travel with us on Monday, October 20, 2014. We will depart the WCES faculty parking lot at 9 am and plan to return by 2:30 pm. If interested, please call Vicki Bush at 229-467-2141, Ext. 0 by noon on Wednesday, October 15. ACCEL Our partnership with Wiregrass Technical College continues to strengthen. We currently have 51 WCHS students enrolled in ACCEL courses through Wiregrass. These students are receiving high school and college credit simultaneously, and by spending just one class period this year in ACCEL courses, these students will receive nine hours of college credit without utilizing any of their lifetime HOPE Scholarship credits. Property Taxes Most of you have received your property tax notices in the mail. I want to personally thank you for supporting our schools through your taxes. As you well know, the state of Georgia has continued to withhold funding for public schools for each of the past 13 years, amounting to $8.3 million for Wilcox County Schools, with $6.7 million of those cuts coming in the past six years alone. Despite an increase in funding from last year, the amount withheld from the state will amount to $575,541 this school year. With one mill of property taxes bringing in $149,832 this year, the cut for this year in state funding equates to 3.8 mills of local property taxes. Sales Taxes The SPLOST mentioned above provides funds for school facility improvements, technology, textbooks and buses. Recently, the SPLOST has been used to upgrade wireless capabilities in our schools and increase the tract size for the new school. Remaining funds have been “banked” to cover the costs of building the new school that are not covered by the state (e.g., site work, road improvements, parking lots, etc.). Our SPLOST has been averaging just under $35,000 per month for this calendar year. Thank you for shopping in Wilcox County. Accountability The hot topic in public education is accountability, and a new teacher evaluation system has been adopted statewide. The Teacher Keys Effectiveness System requires much more observation and ongoing feedback to improve student achievement. As a result, administrators are spending an increasing amount of time observing teachers, and our teachers and administrators are working harder than ever. The accountability system extends to administrators, and we will be extending accountability to the system level though a comprehensive strategic plan. We will be asking for public input into the strategic planning process shortly after the holidays. In the meantime, we constantly tell everyone that we welcome accountability, and we are wiling to compete with any school in the state. We only ask that the state provide the resources that are required under state law so we can serve our students at the level they deserve.
