President’s Letter

Hafa Adai GCA Members: The COVID-19 may have slowed things down a bit for Guam, but construction continues at a fast pace especially for the military construction sector. Our local contractors have faced many challenges in the past years, bit we are a resilient community and we have always somehow, overcome these adversities. One most recent challenge to Guam contactors was the president’s Proclamation 010014 of April 22, 2020 (Suspension of Entry of Immigrants Who Present a Risk to the United States Labor Market During the Economic Recovery Following the 2019 Novel Coronavirus Outbreak). On the surface, this proclamation is detrimental to our ability to bring in the much-needed skilled workers to Guam for our construction projects, but it also provides opportunities to hire and train a local workforce for these needed positions. I believe that the COVID-19 pandemic has caused many people to lose their jobs or work reduced hours, especially those workers in the tourism industry. One may think that these people can be readily available to work in construction because of the severe shortage in our industry. However, as we have mentioned numerous times before, construction work requires skills and a willingness to work in some harsh conditions like heat and humidity. Not everyone starts to swing a hammer and call themselves a carpenter, it takes a few years of related classroom instruction and experience on the job. With these number of unemployed or underemployed workers in our community, the government can best serve this demographic by providing them the tools to get skilled or reskilled in order to work for an industry that is so desperately in need of these workers, but not without developing these skills and a willingness to do hot and hard work. I am sure there are federal grants available for this through the Guam Department of Labor. Contractors do not just hire anyone off the streets, we are looking for people with the right attitude and skill to participate as a construction craft professional. For those companies that are seeking to hire more local workers, this is the opportunity to do so. But do not hire for the sake of having a warm body on the jobsite, make it count. Hire and make a commitment to train these workers. I hear all kinds of excuses of why companies do not train their employees. One of the classic ones is “I don’t train my employees, because they might leave my company for another”, but you have to ask “what if you don’t train them and they stay?”, the inference being the company will end up with second rate employees which will be bad for the company in the long term. Training gives your employees value today and your company value tomorrow. British business magnate, investor, author and former philanthropist, Sir Richard Branson was quoted as saying “Train people well enough so they can leave, treat them well enough so they don't want to”. An investment in your workforce is an investment in your business. as Zig Ziglar also mentions, “You don’t build a business, you build people, and then people build the business”. While the challenges of hiring a local skilled workforce is real, let us look at the positive side of all the restrictive rules and regulations, and yes even the Presidential Proclamation that temporarily suspends the worker visas for H1B, H2B and others which is the opportunity to build a local workforce from those unfortunate to have lost their jobs or have had their hours reduced because of the CIVID-19 pandemic. UNVERSITY OF GUAM SAME GUAM POST STUDENT CHAPTER UPDATES Fañomnåkan (Spring) 2020

SAME Guam Post Centennial 2020 The UOG SAME Student Chapter participated in this event by volunteering at the registration table, displaying our poster board during the event, networking with engineering professionals, and participating in the receipt of the SAME Guam Post donation check of $20,200.00 to the UOG School of Engineering. Huge thank you to the Centennial planning committee who produced a memorable event! UOG Charter Day – Hut Competition The student chapter spent an entire month’s worth of labor towards building a Filipino inspired hut for the UOG Hut Competition during Charter Day. Several phases included material collection, construction, and decoration. Families, friends and mentors outside of the student chapter also helped us construct a beautiful hut.

FE Exam Practice and Review Material Due to the Coronavirus pandemic, the student chapter was unable to execute its planned events for the remainder of the semester. Such events included Bridge Competition, Charlie Corn Golf Tournament, and STEM Camp. Therefore, the student chapter decided to spend its club funds on FE Exam preparation material to benefit civil engineering majors pursuing to take the FE Exam prior to graduation. The books were donated to the School of Engineering for use of the members in the organization as well as students in the program.

SMALL BIZ NOTES NAVFAC Marianas awarded about $237.4M in contracts from October 2019 through June 2020 on which Small Business (SB) concerns may participate as prime or subcontractors. Of that amount, about $201.5M was awarded to SB concerns to provide a variety of products and services on Guam. Socio-economic breakdown of the SB awards are: - $170.0M - Small Disadvantaged Business (SDB) - $163.2M - HUBZone Small Business (HZSB) - $15.1M - Women-Owned Small Business (WOSB) - $12.1M - Service-Disabled Veteran-Owned Small Business (SDVOSB) The sum of the figures above exceed the overall SB awards of $237.4M because some SB concerns qualify for multiple socio-economic categories. MANAGING WORK WITH A SKELETON CREW Covid-19 restrictions continue to impact the business environment and businesses may have no recourse but to close down or reduce staffing. As things start to open up, good employees may choose not to come back for various reasons and it may be difficult to find qualified replacements. No matter the reason, not having a full team can aggravate an already challenging situation. An incomplete team will need to pick up the slack and/or may work longer hours. However, overworking employees who shoulder the extra workload increases the risk of burnout and chances for mistakes. It could also decrease productivity and morale. Here are some tips if you are contending with an understaffed team: - Bring in extra help: Hire an intern or temporary help to take some of the more tedious tasks off your team’s plate; e.g. filing or data input. - Prioritize the big stuff: Line up the most urgent and important projects, and expect that others might be delayed. With the workload spread among fewer people, some tasks won’t be completed within the same timeframe as they normally would.

- Take breaks to relieve stress: Though an understaffed team may feel like there’s no time, it is important that everyone takes regular breaks during the day to unwind from the added stress and prevent fatigue. - Communicate more often than usual: Increase project communication, including providing periodic updates and establishing timelines. This helps keep the team on track of deliverables due, but also indicate whether someone is overburdened. - Cross-train on everything: No task should collect dust because the only person who knows how to do it is out of the office. Make sure multiple employees have the skills and training to capably accomplish every task. - Prepare a coverage plan: Make it easier for your team to compensate for not having a full roster by developing a coverage plan, which will determine who picks up what tasks when short-staffed and more evenly distribute the additional workload. - Keep micromanaging to a minimum: Stress levels are high and the workload is piled on, so do not give your team unnecessary pressure. Trust that your team members are doing their best given the situation. But, continue to check in on their progress and how they are handling the added workload.

Home. Where one resides. But, it’s so much more than a building where one sleeps and eats. It is the feeling of security and family. In Guam, the island culture is built on the foundation of familia. According to Guampedia, it expands beyond the idea of the immediate family and branches out to clans, which are supposed to exemplify the core CHamoru values - inafa’maolek, chenchule’, mannginge’, respetu, and mamahlåo. All members of the household and extended family are responsible for teaching these core values - essentially passing them down to the next generation. To this day, the strength of these values transcends generations in spite of life’s challenges. However, sometimes those most vulnerable in our community have a tougher time with those challenges. This can lead to many of the social woes we read about online or hear in the news. In the 2018 Point-In-Time Count, 265 households adults and children included, totaling 854 people were considered homeless. That is compared to 388 households, or 1280 people in 2015. According to the 2018 PIT report, 89 out of 221 (40-percent) people were living in housing considered ‘not adequate’, and 132 out of 221 were living in places considered ‘not meant to be inhabited’ - “street homeless”, like cars, tents, bus stops, beaches, etcetera. The PIT report also looked at self-reporting data pertaining to why these people are in their current situation. Participants were allowed to give several reasons, but the report points to unemployment and financial problems. Of 315 people, almost 29-percent

of those surveyed stated their employment status, and 26-percent stated financial problems led to their homeless situation. COMMUNITY EFFECTS Though the numbers in homelessness have changed over the last few years, it is important to recognize the different times in which we are living; COVID-19 and its effects throughout the globe. “It is heart breaking to see so many people affected who end up in that situation,” said Sinajana Mayor Robert Hofmann. He continued, saying, “The odds are against some because of the lack of opportunities or the circumstances that affect the household.” Hofmann cited several reasons why some of the island’s population have been left to fend for themselves, including family disputes, lack of care and available resources, and domestic violence. “The island has changed a lot - to see homeless families...These are situations that Guam didn’t see 30 years ago.” Dededo Mayor Melissa Savares added that sometimes the homeless are “not aware of services that are available for housing and employment”, which prompts

The International Window Film Association (IWFA) is suggesting five key trends for window films in 2020. Window films offer multiple benefits and are proven to be cost-effective products to upgrade older existing windows in good condition to achieve improved energy savings, safety and UV protection from the sun’s harmful rays. The nonprofit IWFA suggests the following five key trends for window films in 2020: 1. Schools may increasingly use security window films to help protect people and save more energy 2. Communities adopting carbon reduction programs for buildings may view window films as a costeffective means to help reduce carbon emissions 3. The trend toward natural daylighting in buildings is likely to continue 4. Solar Heat Gain Coefficient (SHGC) may be seen as a key rating to assess the energy saving qualities of window films 5.
