Rhode Island’s housing market made significant gains last year. Sales were up, prices were up, and both buyers and sellers reaped the rewards of our strengthening market. And while the Federal Reserve chose to raise interest rates in December, the move will likely have minimal impact on mortgage rates in the coming year. Though I don’t have a crystal ball, given the current housing trends, I’m excited about 2016. There are a number of factors that bode well for real estate sales in the coming months. Not only should interest rates remain low, helping housing to remain affordable, but the job market continues to improve, providing the means for more Rhode Islanders to own homes. Also, the credit of boomerang buyers – those who went through foreclosure or short sale during the housing recession – is being restored, allowing them the chance to become home owners once more. Many people who have gone through a distressed sale don’t realize that they may be eligible for a mortgage within a short time frame if extenuating circumstances exist. Conventional lending rules mandate that those who lost their homes to foreclosure must wait seven years for credit to be reestablished, while those who sold through short sale need wait only four years. However, the Federal Housing Administration (FHA) offers mortgages that shorten that time frame substantially, given of course, that the borrower has re-established a good credit rating. Many of those affected by the housing downturn therefore, are now beginning to put their credit woes behind them.

Also, Congress and President Obama recently approved an extension of a bill which includes tax relief for those who have gone through a foreclosure or short sale so that the amount of debt forgiven by the lender is not taxed as ordinary income. Though this provision had been in effect through 2014, it had lapsed in 2015. The recently approved extension retroactively covers those affected by foreclosures and short sales through December 31, 2015. This means more funds saved - funds which can be used for down payment savings. Lending is also easing a bit, at least enough to generate movement in the market. For a while, following some of the most lax lending requirements in history, the pendulum swung too far in the other direction, preventing all but the most ultra-credit worthy buyers from purchasing a home and thus, stalling sales. Now credit policies have eased enough to enable more financially sound people to attain a mortgage. In essence, it appears that we have learned from our mistakes and have followed a road in which opportunities abound for home buyers and sellers alike. May 2016 be the year that you find the home of your dreams. Happy house hunting!

Spring is here and that means realtors are finally waking from their long winter naps. This exceptionally cold and snowy winter has been especially hard on residential properties. Now, real estate agents have their work cut out for them as they face the daunting task of encouraging their clients to clean and spruce up both the interior and exterior of their properties. We all know that spring is the best time of the year to sell a house. That means buyers will soon be out there actively looking. And, with increased inventory on the market during this time of year, there’s extra pressure on realtors to have their listings stand out. How do you create an advantage to get these listings sold? Stage it! Professionally staging a property can help you sell it faster and get top dollar for your client. By hiring a stager you can focus on selling the property while the stager works with your client to transform their property in the most appealing way. By bringing in a stager, the realtor can also avoid having to communicate any critical opinions on the current state of the property to the homeowners directly. It’s easier for the seller to accept the word of someone they consider a ‘design expert.’ Professional stagers focus on the four major areas of the home that can have a real impact on your potential buyers. The front exterior is the eyes to the soul of the home. Curb appeal is, of course, the first view the potential buyer has of the home. Make sure the buyers’ eyes go to the best features of the home as they approach it. It should look inviting as soon as they see it, because they have already begun to form an opinion of the property. The buyer then opens the door and steps into the entrance. This space should be open and well lighted. And what about

smells? The house should smell fresh, clean and inviting. I recommend citrus for kitchens and lavender for bathrooms. Please, don’t overdo it! The other two key areas are kitchens and baths. Because these rooms are the most expensive to update, buyers typically don’t want to spend a lot of additional money for renovations or they’ll reduce their offer to cover costs. There will be cases, however, where the seller must consider improvements that go beyond simple updates and minor repairs. Knowing the significance of buyer expectations for kitchens and baths, the scope and budget for these improvements should be given serious consideration. These decisions can make or break a sale. There are also five key elements of real estate staging. De-cluttering, cleanliness, repairs, updating and maintaining. De-cluttering is a major element for me. It’s done to create spaciousness and to give the buyer the opportunity to see the home. Part of de-cluttering is removing ALL personal items of the seller. This helps the buyer envision placement of their own possessions. If there are a large number of boxes and furniture that must be removed from the home, the garage might not be the best place to store them. Renting a self-storage container for the short term is one option. Remember, the house will sell so quickly once it’s staged, they won’t be without their prized possessions for long. The complimentary element is cleanliness. Before showing a home, everything should sparkle, beginning with the entrance and ending with the attic, including the front walk and driveway. A little elbow grease and a lot of patience will pay off in the end. Consider hiring a cleaning service to kickstart the process and then possibly having them return on a regular basis until the property is sold. Testing for

EMF in Real Estate Transactions is skyrocketing EMF QUALITY SOLUTIONS

A real estate transaction can be exciting but also overwhelming at times with factors such as dealing with the bank, coordinating inspections, planning and expectations, and even sales pressure. Typically, Electromagnetic Field (EMF) Testing has not been part of the inspection process when one does their due diligence, however this has drastically changed in the last few years. Concerns about potential impacts have brought up questions about significant EMF and radio frequency (RF) sources at the property, building or in its proximity. Many indoor environmental and public health research professionals feel that EMF/ RF evaluations and measurements should be part of a healthy building inspection. While the scientific community is still divided, many scientists and institutions recommend prudent avoidance as the safest approach. An EMF/RF evaluation at the start of the Real Estate Transactions, before remodeling begins is the best and most cost effective time to implement possible shielding methods. Only trained and experienced professionals with the appropriate and calibrated equipment can determine the exposure in the areas of concerns. AC magnetic fields commonly referred to as EMF, can be hidden and only detected using appropriate EMF testing services protocols and professional equipment. Certain electrical installations and lighting features or wiring areas that are code violations can cause elevated AC magnetic fields. These elevated EMF fields and the possible code violations often go undetected in regular home inspections that solely focus on functionality.

WHY IS IT IMPORTANT?

Our indoor environment has changed dramatically in the past ten years. Many wireless devices are impacting our indoor environment such as cellular antennas, TV and radio broadcasting transmitter, radar, wireless router and access points. Many are added all the time, such as video game systems, wireless printers, baby monitors, security systems, wireless devices and appliances controlled with the latest mobile phone app. This trend will only continue. Do you believe that our recently and dramatically changed indoor environment has no effect on our health and development of our children or performance and well being of employees? Or do you feel that we

should be cautious and choose to limit our personal exposure in areas where we spend a lot of time such as sleeping areas, children’s play areas and our work areas. Many organizations and countries outside the US recommend long term exposure limits and precautionary action levels. Why is this so? For many years, people have been buying ugly homes, spending a little money to fix them up, and selling them back to a buyer looking for a newly renovated home. This is known as “flipping”. Flipping is a great way for a buyer get an upgraded home, at a fixer-upper price while allowing investors to make a little money too. However, recent changes in loan programs are causing confusion. There are numerous types of loan programs: VA, USDA, conventions Fannie, conventional Freddie, and FHA --to name a few. Each of these programs has specific guidelines when it comes to lending. One of the more popular programs seems to be the FHA loan. This program allows for lower credit scores, less restriction on gift funds, asset requirements, and down payment requirements. However, the FHA program does not allow the purchase of a flipped property within 90 days of the original purchase, and also requires two appraisals to be performed from day

91-180. The second appraisal cannot be paid by the buyer, so the seller should be aware that they will need to pay for the second appraisal once the loan is approved. This is not a huge deal if all parties are made aware of the issue, but in cases where clients have entered into a purchase and sales agreement, paid for inspections, paid for an appraisal, and then find out they cannot purchase their new home with the FHA loan, it can be devastating.

When you are getting ready to see a home, ask your realtor if it is a flipped property. Ask how long the sellers have owned the home. Google the property and read the information supplied online. 99% of the time, Google will give you plenty of information to figure out if the property has been flipped. Ask your loan officer to give you conventional options as well as FHA options for financing. If you are buying a flipped property, apply for a conventional loan rather than an FHA loan.
