Murcia sales on the rise

Property selling best in Murcia

by Keith Nicol PROPERTY PURCHASES across Spain fell in the first quarter with the exception of Murcia, where it grew to 10.3%. The sale of homes in the first quarter fell in all regions throughout Spain, compared to the same period in 2012, with the exception of Murcia, according to the statistics of notary transactions facilitating the Ministry of Development. The largest declines in the first three months of the year were located in Navarra, with a drop in transactions of 49.5 percent, Castilla y Leon (-40.9 percent), Basque Country (-40.4 percent) and Asturias (-38.3 percent).In the whole country, housing sales fell 21.5 percent in the first quarter to stand at 54,512 units, according to statistics. 15% of all the sales were performed by foreign residents in Spain, who accounted for a total of 8,457 transactions between the months of January and March, up 5%, which also marks the seventh consecutive quarter of growth. In looking at the type and style of property sold, the sale of secondhand point topped 82.7% of transactions, with 45,098 homes

bought or sold, so that new residential operations accounted for 17.3% (9,414 units). Throughout Spain, sheltered housing accounted for 5.5% of total transactions in the first quarter with 2,974 units. In the whole of the last twelve months (April 2012-March 2013), a total of 348,715 homes changed hands, resulting in a slight increase of 1.3% compared to the preceding period. By provinces, four areas recorded annual increases. Alicante is an increase of 10.5%, Murcia (+10.3%), Almeria (+7.9%) and Tarragona (+6.6%). Among those with negative changes include Ă vila, with a slump of 51.2%, Navarra (-49.5%), Soria (48.5%), Salamanca (-45.6%) and Ă lava (-45.3%). Municipalities, which recorded a higher number of sales are Madrid, with 3,350 property transactions, Barcelona (1,635 homes), Sevilla (1,219 units), Valencia (827 floors) and Zaragoza (819 homes). As noted a few weeks ago in RTN, one of the factors that might contribute to higher sales throughout the Murcia region is that Murcia has the third lowest property prices in Spain, making house purchase here a more attractive proposition, especially among foreigners.

Alcoy’s oldest shop closes

THE OLDEST shop in Alcoy closes its doors this week after more than century of trade. The drugstore El Soldado (The Soldier), established in 1898, has survived 115 years through war, peace, political turmoil and economic uncertainty, only now closing as its owner, Vicente Llopis, is retiring. When Vicente’s father inherited the business in 1953 many of the potions and remedies sold were made by hand, unlike today when most of El Soldado’s products are sold in bulk. Vicente says the secret behind the store’s longevity is: “Personal service – we always get to know our customers and we have always home delivered too. I find it very hard to pull the blinds for the last time, but I have made many friends and I am looking forward to this new stage in my life.”

Energy Efficiency Certificates a must have THE NEW, but unwanted phrase among the Real Estate community this month is the ‘Energy Efficiency Certificate’ which many property agents view as nothing more than a money raising exercise by the EU. by Keith Nicol In essence, as of 1 June, properties cannot be sold or rented unless they have such a certificate. And while Agents and house holders look for qualified agencies to provide certification, as part of the money raising campaign, fines of up to 6,000€ are a threat to owners who do not meet the energy certificate standards, misrepresent or act as a certifying agent without the qualification or by try to sell a property without one! Less than two weeks before the new regulations are forced on the property industry, the PP has listed the types of violations and the appropriate sanctions. From mild to very severe, from 300-6,000 euros maximum amount that may even increase. A misdemeanor, for example, will try to sell or rent an apartment without mentioning their qualification. With respect to penalties, these will be from 300 to 600 euros for minor offenses, from 601 to 1,000 euros for the serious, and from 1,001 to 6,000 euros to the very serious. However, if the profit that the infringer had obtained by the offense is greater than the amount of the penalty shall be imposed for an amount “equivalent” of such benefit, taking into account the damage graduation, enrichment and unfairly obtained concurrence of intent

or reiteration. The PP claims that “there must be a mechanism to bring together the information” the report Building Assessment (IEE), record that must pass through the regions, which are those with skills in planning and housing. Spain has more than 3,000,000 properties for sale at this time. Add to that millions of rental properties, and one can see that inspectors who can issue this certificate are going to be kept very busy. The Ministry of Industry has introduced regulations that from 1 June 2013 so it will be obligatory for all homes Sold or Rented in Spain to have an ‘Energy Efficiency Certificate. The 2002 Directive and the 2010 amendment of the Directive make it obligatory to promote energy efficiency in existing buildings and homes. Consequently, all homes that enter the market from any European Country, whether for Sale or for Rent, need to have this certificate, which is valid for a maximum of 10 years. Putting that into perspective, as of 1 June, more than 1,400,000,000 euros will be changing hands as property sales or rental transactions cannot be completed without a valid Energy Efficiency Certificate. So in order to sell or rent your property then make sure you have obtained this certificate before marketing your property.

The university bug feast A HUNDRED students at the University of Alicante were persuaded to attend a taster session with a difference courtesy of the AU university workshop and the Latin American Centre for Biodiversity, CIBIO. A deliciouslooking buffet was served consisting mainly of insects: crickets, grasshoppers and ants! Grasshopper tortilla; ants on a chocolate bon-bon; caterpillars on a cream cheese montadito… yummy! The experiment was part of a programme designed to encourage diverse foods. One third of the world’s population consumes insects as part of their daily menu – more than 1,900 species consumed daily - so the theory is that the other two thirds might be tempted to try it.

The majority of the brave students decided it was not for them but one entrepreneurial mastermind suggested harvesting the Red Palm Weevil to solve two problems at once! Ew!

More Russian Travel Agents visit Torrevieja by Keith Nicol THE RUSSIANS are certainly coming and making the Costa Blanca their second or first homes. With almost 5,000 Russian Residents on the Padron, Russians now are the second largest nationality after the British but probably the most proactive when it comes to visiting and buying homes in the region. Last week, Torrevieja’s Councilor for Tourism, Luis Maria Pizana, said that a total of 30 travel agents from the Versa Russian tour operator, visited the city of Torrevieja and enjoyed visiting the floating museums located in the port area, the seafront, the Cultural Society Casino of Torrevieja, Municipal Water Mill, La Mata Beach, took a boat ride along the coast and visited the downtown area. These familiarization trips (Fam Trips) are organized by the Provincial Tourism Office of the Costa Blanca, in collaboration with the Municipality of Torrevieja, the Spanish Tourist Office in Moscow, the Ministry of Tourism, in order to attract more Russian tourists to the area through the Versa tour operator. Versa offers two weekly flights between Alicante and St. Petersburg during the summer season, so these agents know first hand the opportunities of the Costa Blanca has to offer. Closing this busy schedule, on Monday May 20, Turismo de Torrevieja attend ed a Workshop in Calpe, to raise further awareness of the city of Torrevieja and what’s on offer to the agents of this tour operator.

Walk more and drive less by Keith Nicol

A NEW awareness campaign is being promoted in Murcia where Traffic and the City come together to encourage pedestrians to walk more and use the car less. Walking is one of the simplest and most effective ways to stay healthy and avoid car journeys. Thus, on the occasion of the celebration of Road Safety Week, the theme of pedestrian safety has been chosen by the Traffic Department of the city of Murcia. Their new campaign is to promote the habit of walking more and use private vehicles less. The provincial traffic chief, Virginia Sherry, and the Town Traffic and Transportation, Javier Iniesta, took a walking tour around the City and Traffic as a symbolic path within this campaign. The Traffic Councilor also stressed the importance of the use of public transport in “a well connected town like ours, not to mention that many of these paths can be made simply by walking. Remember that Murcia is a city in which walking is easy, so if you can not go hiking around natural spaces, you can also take a tour of the city with the urban route ‘Walk 10,000 steps’, on a Circular route that finishes in the Spanish Square, lasting two hours and 7 km long This route is signposted with information boards. The trail, called SL-MU 10, covers 10,000 steps: the recommended distance you should walk daily to be physically fit and is equivalent to about seven kilometers. The itinerary SL-MU 10 runs through gardens and or renovated pedestrian streets of the city and its route, starting and finishing in the square has a height of 25 meters, you can see 27 monuments of the city. Mosquito area to be fumigated By Keith Nicol THE WIND and rain of recent weeks have delayed fumigation of many area of the Province but the city of Murcia is in continuous collaboration with the Hydrographic Confederation to conduct treatment with a plan of action forthcoming. The City of Murcia, through the Department of Health, directed by María del Carmen Pelegrin, are in constant contact with the Segura basin and is awaiting approval from it to start the work of the river treatment. Pelegrin wanted to emphasize that so far they have not received any complaints from citizens, while saying that the work has been delayed, and it is clear, in part due to weather conditions in recent weeks, as both the wind like rain are factors that would completely nullify the effect of fumigation. The head of Health and Social Welfare also recalled that late last month, there was a meeting with members of the Confederation to address the issue of treatment of the Segura River, in addition to the teams carrying out the work and are prepared to start acting when conditions improve. Regarding the lakes, fumigation took place here a month ago.

Local police imposes fewer fines than 2012

The King returns his yacht to the State KING JUAN Carlos has gifted the yacht ‘Fortuna’ back to the State. The Zarzuela Palace approached National Trust president Jose Rodriguez-Spiteri with instructions to re-allocate the service of the 41-metre luxury craft commissioned in Cadiz at around €18 million, used exclusively by the royal family since 2000. It replaced a similarly luxurious floating palace, also named Fortuna, given as a gift to the King by Saudi’s King Fahd in 1979, which itself replaced another yacht of the same name used by Juan Carlos from August 1976. The 35.4 ton Fortuna has a lounge; dining room; galley and four double cabins for eight passengers, as well as rooms for an eight-man crew. The King last sailed in Fortuna in August 2012, when he and Queen Sofia entertained US First Lady Michelle Obama and her daughter Sasha at the Marivent Palace, his summer residence in Palma de Mallorca.

CAM accepts defeat

SHAMED CAM is not seeking an appeal to Spain’s Supreme Court after being found guilty of a failure to secure 1.5 million Euros of deposits of people buying ‘off plan’ homes. by Jack Troughton THE BANK – once described as “the worst of the worst” by the Governor of the Bank of Spain – and developer Cleyton GES SL were found guilty to fulfil legal obligations to 47 purchasers in the Finca Parcs project at Las Higuericas, near Agramon, Albacete under law 57/1968. CAM was also convicted of malpractice and a dereliction of its duties. The judgement made at Hellin First Instance Court in June 1012 and upheld by Albacete Appeal Court last month is now ‘firm and final’ after CAM chose not to challenge the rulings at the highest court in the land. The 47 victims will now be refunded their deposits and later will receive costs and interest agreed by the court. However, the Finca Parcs Action Group is still very much in action. A second lawsuit involving 13 more members is ready against both bank and developer and a third case will involve another 25 victims. Keith Rule, the action group’s co-ordinator, said the bank’s decision meant “we can have even more confidence” in the second and third lawsuits. He added: “This is a momentous day, one that many of the group members thought they would never see. We were elated in June 2012 when we won in the First instance Court and again in April when we won in the Appeal court. “However, this is probably more significant as it marks the end of the case with a firm and final sentence against both the bank and the developer.” ABANDONED The Finca Parcs development was never completed and remains abandoned. Action group members were never issued the guarantees by bank – yet other purchasers did receive the security. He said since paying his deposit in 2006 he believed banks had a duty to guarantee money advanced

by purchasers. “The case law we have created is already being used by our own lawyers and by other law firms to support similar lawsuits against banks on other unfinished off-plan developments,” said Keith. “In 2007 when I first started chasing the developer for the bank guarantees and then ultimately for the return of my deposit, I never thought I would see the day when the money was returned. What makes it even better is a bit of interest on top and our legal fees are paid for by the bank. “I first started chasing CAM in 2008. I bet they wish they had paid me off then and never given me the chance to form such a large group and achieve victory against them” At the time, Keith said there was virtually no against banks relating to their obligations and liabilities under Ley 57/1968. “But I was sure that in our case CAM had a liability for our money. I always said I would leave no stone unturned in the fight for justice. The rest as they say is history.” He said Finca Parcs was now case law and would strengthen the lawsuits brought by similar victims who did not receive a bank guarantee, many of whom still had life savings at risk. Outbreak of bird flu at Catalan farm

THE OUTBREAK has been discovered in a chicken breeding farm in the Segrià Lleida region, forcing the culling of 13,000 birds and supervised disinfection of the premises. Despite the numbers slaughtered the Catalonian department of Agriculture has stated that the degree of impact is considered ‘low’ and also emphasised that the farm was designated for breeding and therefore no birds or eggs have been released into the food chain. There have been no reports of humans suffering from symptoms and no indication that other farms have been contaminated.

A lesson to us all A FOUNDER member of Neighbourhood Watch in Spain (Vecinos Cooperando Colaborando de Espana) and still serving on his local branch committee was robbed in his car in a Supermarket in Torrevieja. He followed all the rules to ensure his safety and security, goods bought put into car boot, his ‘man bag’ securely over his chest, entered the driver’s seat and put the bag in the rear passenger well. It is the speed of what happened next that should be a lesson to us all: No sooner than the bag landed on the floor the rear door was opened and the bag stolen (had the bag been put on the front passenger seat, again the door could have been opened and the bag stolen). The thief jumped into a waiting car and drove off. Security lesson: most cars now have manual self-locking and when everyone is in the car it should be immediately self-locked to prevent this type of robbery - thieves are watching very carefully and work extremely fast - so be extra careful. The underpass at Playa Flamenca is

mainly for cars with a very narrow pavement, again dangerous for pedestrians and almost impossible for wheelchair traffic and prams etc. At the La Mosca crossing point there are hundreds of properties, everyday many people are trying to cross this very dangerous road. Copago payments REGARDING PENSIONERS’ ‘copago’ payments, I have two points to draw to the attention of your readers: 1. It seems that people are having difficulty claiming the refunds due. Can RTN readers enlighten us? 2. For the British, having to pay 10% in the first place seems unfair. The UK Government pays the Spanish Government some 4,000€ to 5,000€ per head for each UK pensioner resident here. In addition, I have been told but cannot verify that our pharmacy purchases made using our SIP card (and, therefore, our NIE number) are extrapolated out - by means of the SIP card - identifying us as UK nationals. Apparently Spain forwards the ‘pharmacy bills’, i.e. cost of the medicines paid out to us, to the UK Government for reimbursement to the Spanish Govt. Vote battle wins EU ally EXPATS FIGHTING for a vote in British General Elections have won an important ally in Viviane Reding, the Vice President of the European Commission. by Jack Troughton She has promised to work towards EU citizens keeping the right to take part in the democratic process of their home countries – saying they are being “punished” for choosing to use the bloc’s right to freedom of movement. Ms Reding, who is also the EU Commissioner for Justice, Fundamental Rights, and Citizenship, made her standpoint as 91-yearold Harry Shindler lost his court case against the British Government after becoming disenfranchised through current laws. At present British citizens lose their right to vote in UK elections after 15 years of emigrating. Harry, who lives in Italy, took the matter to the European Court of Human Rights but failed to convince the court. He now plans to take the matter to the United Nations Court of Justice. It is understood 5.5 million British people live abroad – many within Europe where it is estimated some 13.6 million EU citizens live in a member state that is not their homeland. And in the Year of the EU Citizen, Ms Reding believes citizens should have a voice in their own country. She said: “To strengthen citizens’ participation in the democratic process, we will work on ways to enable EU citizens to keep their right to vote in national elections in their country of origin.

Costa Blanca capture Scottish tourists by Keith Nicol THE COSTA Blanca Provincial Tourism Board promoted the region through a variety of activities in the city of Glasgow last week. It was the start of a new campaign to attract tourists with a new Scottish summer promotional campaign. Also taking part were local Hoteliers, plus collaboration from Turespaña, the Spanish Tourist Office in London and the airline company Jet 2. Workshops were organized with local tour agents to establish contacts with tourism stakeholders in the region, which will present and promote the hotels, tourism, gastronomy and complementary attractions of the municipalities in Alicante. During the weekend the Tourism Board also promoted the Costa Blanca on one of the busiest streets in Glasgow, Buchanan Street, which attracts more than 250,000 people a week. Deputy for Tourism on the Provincial Board and Vice President Joaquín Albaladejo said that “the UK is the main market source of tourists to the Costa Blanca and one of the most faithful. We expect further increase the

presence of British in our towns because our offer meets your requirements.” As a result of this initiative, they have created a ‘hashtag’ for social networking #GlasgowtoCostaBlanca that will be used by the Provincial Tourism Office, Turespaña and Jet2. The airline has created a special boarding pass for people who want to participate in the street marketing campaign complete with six hostesses where

visitors can see their Facebook profile and share experiences to suggest the proposal to their friends. Tourists from the UK choose Spain as their main holiday destination mainly because of the value for money, the climate, air connectivity, security and variety of tourism and culture offers. Benidorm is the tourist area with the largest number of British tourist overnight stays, at 85%.

Torrevieja’s Medieval Market THIIS WEEKEND visitors to Torrevieja’s Town Centre will be transported back a couple of hundred years to the middle ages, with Torrevieja’s Medieval Market which runs from Friday through Sunday evening, 24 to 26 May. There is plenty on offer for all the family and especially young children, who can experience a real history lesson as well as the market vendors are dressed in traditional costumes and children can try out the traditional toys of times. Over 80 workshops and 200 people make up the entertainment and staff who will be attending the stalls. The Market has a complete and varied program of activities over the three days and will also offer its typical gastronomy area. You’ll also have the opportunity to purchase many other products, all handmade, including ceramics, wood and incense. The Medieval Market is based in the town’s main plaza, directly in front of the Town Hall and Inmaculada Church, on Caballero de Rodas Street and Plaza de la Constitucion with entry completely free.

PLUMBING, COOKING, welding, hairdressing and beauty are some of the specialties being offered to entrepreneurs attending the conference who are looking for work in the new internship program offered in Murcia. by Keith Nicol Students of the Vocational Training Program of the City of Murcia held an Open Day to present the work done during the course at the Center for Training and Employment Initiatives of the Department of Employment, Trade and Enterprise in Palmar, last week. Some 120 young people are attending courses studying specialties of plumbing, electrical, welding, metal construction, automotive, commercial, kitchen, hair and beauty, giving a practical demonstration of what they had learnt so far. The course ends in July with the completion of 150 hours of training in companies in the municipality. The Councilor for Employment, Trade and Business, José María Tortosa, visited the exhibition, which is being held for the fourth year in a row. The exhibition featured a racing vehicle powered by solar energy, a restored Vespa, manual water pump, manicure and makeup demonstration fancy, decorative iron work (pink, boat, wheel, etc.), spiral staircases forging, video intercoms, model of a solar farm, tasting buffet kitchen and stand fair trade products made in

the workshop of trade, among other things. The Initial Vocational programs are aimed at young people aged 16 to 20 who drop out of secondary school without qualifications and are designed to provide basic and vocational training to enable them to re-enter the educational system, while obtaining Vocational Qualifica-

tions Level I, in the professional profile, which have formed. Since 1992, 1,700 students have been trained in 54 different trades. In addition to entering the labor market, the aim is for young people to continue their education. Last year, between 42 and 61% of students continued their studies.

Mazarrón ‘revolutionize’ internet tourism presence By Keith Nicol THE NEW ‘web’ city now includes the sectors of hospitality, catering and trade to offer a complete list of options for visitors to Mazarrón’s website. The Department of Tourism has launched http://turismo.mazarron.es offering visitors a window “of infinite possibilities that will lead to a revolution in promotion.” The new domain is dedicated to tourism, but “is diversified to accommodate hotels and commerce and will have a significant presence as this is dynamic tool,” Campillo said. The site gives the ability to make online reservations at hotels and accommodation. Garrido explained that “hotels or accommodations that are not attached to the regional system may contact the City to be added and benefit from this new resource.” The beaches will still have a prominent place on the website and that through a search engine, the Internet and tourists will know which have been granted a ‘Q’ Quality Tourism, if nudist or not, and even the updated analytical state of the water! “It is a qualitative advance in the line of excellence in tourism that we are undertaking” said the mayor.

MY FAVOURITE story from last week’s news was Canadian astronaut Chris Hadfield’s version of Space Oddity, which was recorded 220 miles above Earth on the International Space Station, and released shortly before he returned to Terra Firma. Well now, it’s reckoned that Chris has racked up a massive 13.3 million hits since it was posted on You Tube - and that’s almost double the 7.3million views for Bowie’s original. The Daily Mail reported that aging rocker David Bowie joined in with praise for Hadfield: the astronaut who became an internet sensation after covering one of David Bowie’s most popular songs has received the ultimate accolade ‘after the singer himself praised it as “so beautiful.” Bowie even Tweeted Chris with: “Well done, spaceboy.” The Canadian filmed himself singing and playing guitar as a farewell message to his one million Twitter fans as he prepared to return home after five months in space. Five months! Rather him than me, I can only just about stand two hours on the Easy Jet to Spain. Anyway, it got me thinking that after 50 years since the space race blasted off isn’t it time we had a Brit in space. And, blow me down with a phaser, on the drive home the midnight news reported that we DO now have a British spaceboy. Although he isn’t Major Tom, as in the Bowie song, he certainly is our very own Major Tim.

Enter Major Tim Peake and he will make the grade in history when he joins the crew of the International Space Station in 2015. The Guardian reported: ‘Peake has already spent more than three years in training with the ESA (European Space Agency) and now faces another two, of higher intensity “which will be sorely needed.” Not half, especially when you consider he will be flying the ship and docking with the robotic arm - not to mention undertaking spacewalks. Did I mention them? NASA calls spacewalks ‘EVAs’ (or Extra Vehicular Activity to you and me). ‘Spacewalk’ is more romantic, eh? As Major Tim says: “An EVA is certainly a very physically and mentally demanding skill to have. I went through the training last year, absolutely love it, but it’s by far the most challenging I’ve come across so far.” Hey Tim, Alan Tracy onboard Thunderbird 3 used to take them regularly! Of course, being a puppet Alan Tracy didn’t have to suffer from such debilitating things like space sickness. Part of Major Tim’s training will be to prepare him for this, because the balancing functions of the inner ear can be extremely disturbed, or even disabled by the transition to micro-gravity. I don’t like the

sound of that at all. This can cause many astronauts to feel (and in some cases be) extremely sick. They can suffer impairment to their hand-eye co-ordination - which is something I get just trying to eat a cheese roll on your average Ryan Air flight. Apparently, this wibbly-wobbly effect goes double for space rookies such as Major Tim. Anyway, I certainly hope that Tim isn’t a sufferer of this unpleasantness and I pray his circuits, (along with his retrorockets and boosters), unlike Major Tom’s, remain good for the duration. Mazarrón Town Council promotes tourism with Easy Jet by Keith Nicol THE DEPARTMENT of Tourism for Mazarrón has undertaken a major campaign to promote tourism for those travelling with the aircraft carrier ‘Easy Jet’. The campaign was presented by the mayor, Ginés Campillo, the Councillor for Tourism, Maria Celeste Soria, and Account Manager for ‘Easy Jet’, Germán Marín, who traveled expressly to Mazarrón for the presentation and to hold a meeting with various township entrepreneurs who are also interested in this type of promotion. Under the new slogan ‘Mazarrón Sea and More’, the campaign has appeared in onboard magazines during March, April and May, with pictures of the beaches, its monuments and historic spaces, cultural, archaeological sites and services. As Maria Celeste Soria said, “the publication is potentially seen by 6.3 million travelers in the 183 aircraft owned by the company, which covers 634 routes between 34 European countries and North Africa.” Between them, they have the 16 destinations to San Javier and Alicante in the UK. Marin explained “the City of Mazarrón has been able to focus very well this tourism campaign, making a very elaborate design and high quality which has resulted in the promotion should be open to beaches, gastronomy, culture, services, archeology and all that Mazarrón offers and that is a lot. “ Marin stressed “This type of initiative is a wise move, aimed at a potential customer who is already traveling and

therefore is economically viable to do so again or to include Mazarrón on their travel route.” Meanwhile, Campillo, wanted to highlight that “with the slogan ‘Mazarrón Sea and More’, we take a step in the enhancement and promotion of tourism in our town. “We want the whole cultural, archaeological, natural and social Maz-

arrón to be promoted, not simply our magnificent beaches, but also the potential to promote an essential part of the municipality, the traditions and gastronomy of the region. MAY IS the Patio Festival in Cordoba when streets as well as hidden patios are full of colour. But why just in Cordoba? Unfortunately, unlike in France, Spain does not have the tradition of regional and nationally organised competitions for the best kept villages. However, there are luckily a few towns and villages where the major and festeros organising annual fiestas have pride in where they live and streets and squares are colourful and a joy to walk through. In others there are fewer flowers than there used to be as a tax

on containers of plants on pavements was imposed to raise local taxes – naturally the flowering plants disappeared and no taxes were collected. The same is now happening with the removal of colourful surrounds to pavement bar seating. So what could be done by a few neighbourhood groups organising something for this summer? It’s not too late and there are many examples of what can be done with window sills, balconies and street terraces in our book ‘Apartment Gardening Mediterranean Style’. Energy performance – must you comply? THERE CAN’T be many people who haven’t heard something about the arrival of the EPC or Energy Performance Certificate. It has been making its way through the legislation and will be law from 1st June. It makes sense to have some measure of checking on the energy efficiency of our homes and this is already accepted practice in some other European countries. The EPC should provide a prospective tenant or purchaser with information about the level of energy consumption of the property. The idea is that they will then compare the ratings which range from ‘A’ as the most efficient grade to ‘G’, the least. It is expected that this will be taken into account when deciding on a property. WHICH PROPERTIES MUST COMPLY? The EPC must be obtained for property that: Is newly built Is to be sold Is to be rented out to a new tenant for more than four months The EPC does not have to be obtained for: Property that has a floor area of less than 50 square

meters Buildings that are purchased for major renovation or demolition Buildings or parts of buildings that are used for less than four months a year Property where there is already a rental contract in place Property where a rental contract is signed for less than four months The landlord or owner must make a signed declaration if they consider the property to be exempt. This declaration should be included in the sale or rental contract. WHO’S RESPONSIBLE? The responsibility lies with the property owner or with the developer in the case of a new property. They are also responsible for the certificate’s renewal every 10 years. The original certificate should be presented by the seller at the notary’s office. In the case of a new rental contract, a photocopy should be attached to the contract. Advertising material must clearly show the allocated energy label. From June 1st estate agents must include details of the EPC on any advertising such as

billboards, posters, on the internet and brochures. An EPC can be signed by a qualified technician who has the correct academic qualification. This might include an architect, technical architect, engineer or technical engineer. A REGISTER In time, each Autonomous Community will have its own register. However, don’t expect it to be up and running yet. It will take a little while for the register to be in operation and we can expect a little settling in time for the new law. However, don’t be too relaxed about its introduction. The penalties that will come from failure to implement it are stiff. Minor offences – up to 3,005.06€ Serious offences – between 3,005.07€ and 15,025.30€ Very serious offences – between 15,025.30€ and 601,012.10€ The inspectors may not be trawling round at the crack of dawn on 1st June but you would be unwise to ignore the possibility that they could be in your street soon.

FINALLY, THE complete Spanish High Court Order concerning the mortgage floor rate clauses has been published. If you have a mortgage loan, this is of interest for you. DEAR READERS , As informed previously, a mortgage or interest floor rate (clausula suelo) is a clause included in most mortgage loan agreements, setting a minimum rate of interest. These clauses limit any possible fall in the level of interest rates, normally the Euribor. As announced some weeks ago, the complete Court Order from the High Court of Spain ( Tribunal Supremo TS), in relation to mortgage floor rates, has been published. Cited number 1916/2013, and dated on the 09/05/2013, it overviews the rules and laws and court precedents in Spain and European Union, regarding Consumer legislation rules and laws and unfair terms, etc. From this court order of 93 pages it should be highlighted, that the Spanish TS concluded that the courts have not only the possibility but also the obligation to monitor and check for the existence of unfair terms or abusive clauses against consumers.

TS also states that the mortgage floor clauses affect the principal object of the loan ( price, interest) therefore the courts cannot determine if they are balanced or not, as the parties are free to agree what they want; but, also states that the courts could and must control if these clauses are clear for the consumer. Therefore, although the consumer has been provided with all the information before going to the notary to sign a mortgage deed, the key to determine if the floor interest clause is abusive or not and damages the consumer rights, would be if they are understandable by the consumer and if they make the consumer aware about how they can affect the price, interest to be paid, etc. The Spanish Supreme Court Order ( TS) states that these floor interests rates in practice make the interest of the loan a fixed one, affecting the final price to be paid by the consumer, therefore theses clauses are essential, and relevant, this contrasts with the unclear wording given to them

by the bank, normally lost in the middle of really long deeds ( escrituras) with other minor agreements or details. The Spanish TS stated that theses clauses are not clear because the bank does not give enough information to the consumer about how they can affect the payments, and what would happen in different scenarios, etc. TS ruled against the respondents (several banks like BBVA, Caja Rural, NCG Banco) asking them to delete from their contracts these mortgage floor rates, and not to use them again in the same way. The only bad news for consumers: the court order is non-retroactive, and therefore will not affect previous court orders or payments already made. Tax Avoidance

AS I read the newspapers this week yet another huge multinational company is being accused of tax avoidance, this time it is Apple - last week it was Amazon, before that Google, before that Starbucks… The list just goes on and on… THE REAL question is when is a government going to step up to the plate and put a stop to this? In the UK Cameron is just trying to avoid the whole issue and cannot bring himself to address the matter with Google in case he upsets them. Google Chairman Eric Schmidt told the Observer at the weekend: “Given the intensity of the debate, not just in the UK but also in America and elsewhere, international tax law could almost certainly benefit from reform.” I agree totally with this: for too long multinational companies and the super rich have managed to evade paying tax. They have the money and time to employee tax experts to find loopholes in tax laws that allow them to avoid tax. At a time when most Western countries are in debt (that is growing daily) and desperate to increase tax revenues, the only people

they seem willing to penalise are the middle and working classes, whose taxes are just getting higher and higher. If you are fed up with paying too much tax on your savings, i.e. if you earn interest on a bank deposit and you are taxed every year on the interest, even though the money you have put with the bank has most probably already been taxed, then look for alternatives. There are tax efficient investment products out there that offer gross roll up, i.e. no tax annually on gains, and reduced tax on withdrawals. In some case they also offer the added bonus of reducing inheritance tax liabilities. UK EXPATS who are living abroad who think their pension income is enough to sustain their desired lifestyle is just 30%.

OVER HALF, some 52%, of expats who are still in work realise that when they reach retirement age, they will have to cut their spending significantly in order to make ends meet. Most retired expats are still planning to stay living abroad, despite the squeeze on pension incomes. According to a recent Lloyds TSB survey, 47% of respondents believe their pension income will go further if they continue living outside of the UK. The number of people who think that their financial situation will be better living in the UK is just 18%, according to the research. The high cost of living in the UK appears to be one of the key reasons for this way of thinking as only 26% of those included in the survey said that they would have lower living costs in the UK compared to their new country of residence. An alternative to expats living aboard keeping their pensions in the UK is to transfer them to an overseas pension arrangement, this usually offer income tax savings and inheritance tax savings and allows the individual more control over how their pension is invested. WELL WHAT a fortnight it’s been! I hope you all enjoyed my last review and those little reservation tips.

THIS WEEK a great friend of mine from Germany came to stay with me, the wonderful Baron Hard On, so I thought I take him to a restaurant that I have heard lots about but never been there under the new ownership. The former Michael’s Restaurant, situated in Benidorm’s old town, Calle la Biga 15, changed its name from 1st February to ‘Amanda’. I personally called the same day to book a table for the Baron and myself and was delighted when I was received a “Good afternoon, Amanda’s.” Well that, for me, was a good start. I booked the table for 9pm but arrived fashionably late at 9.15pm. We were greeted by whom I expected was the owner and shown to our table - I must say we had a choice as there were only two other diners. We were promptly given the menus and ordered the house Rosé (9€). We read through the menu, which is international and only a la carte after 7pm with no set menu (personally I think a set menu always goes down

well whatever the time). The old Michael’s logo was evident all the way through the menu: so are you Michael’s or Amanda? Our order was taken by a very attentive waiter. Unfortunately I ordered the fish cakes which had sold out so I opted for the breaded mushrooms and the Baron had the Kofta with a Mint Dip; both wonderfully presented, hot and delicious. For my main course I went for the Hot Pot. Fantastic - lots of beef and vegetables topped by a ring of sautéed potatoes. The Baron chose the Schnitzel and he too was impressed with the quality and quantity. We asked for the dessert menu which had several favourite choices but I declined as I have gone up one dress

size in the last month. Overall this restaurant should be packed every night. They just need to do a little tweaking. The service was the one of the best I have had in Benidorm. I don’t know the waiter’s name but he was very polite and even called me ‘Sir’ (maybe he was a little nervous, even the Duchess gets a little moustache problem…) Our bill came to 38€ for two including wine. My next review will be a British Sunday lunch and I will also be running a competition in the coming weeks: Afternoon Tea with the Duchess. So you can meet me in all my glory. Whether you are on holiday or live here, enjoy every day. Back in two weeks…

Benidorm history on display THE CITY Council has put on display the town’s oldest known document in existence – a Town Charter signed in 1666 authorising nobleman Beatriu Fajardo to repopulate the town by up to 1,000 residents. The Charter is a Castilian translation: its recovery was undertaken by the Municipal Department of Culture and Heritage and information contained within the document includes information on the distribution of houses and land and also the setting up of a justice department. As a municipality Benidorm was required to have a minimum of 40 residents! The document will be on display in the lobby of the City Hall until 7th June. Other events in 1666 include the Great Fire of London.

Benidorm offers so much more By Dave Gaskell – www.realbenidorm.net EVERYONE WHO visits Benidorm will already know of the famous cross on the hill overlooking the Playa Levante, or will soon notice it as it lights up at dusk. It is the subject of one of those Benidorm myths with many a story told of how it got there, none of which are usually based on fact! The first cross appeared on top of the Sierra Helada in 1962 and was the culmination of a mission by local Catholic monks to prove that the village had not lost it´s ‘soul’ from the terrible ‘frivolous’ bikiniwearing tourists. Deemed to be committing a terrible sin by wearing such clothes, or lack or clothes! Indeed, at the time despite having permission direct from Franco to allow the bikini on beaches, Benidorm was not as frivolous as it is today. Just two years earlier the Bishop of Orihuela-Alicante threatened the then Mayor, Pedro Zaragoza that he would place signs on roads into the village stating that the Mayor and residents would

likely go to hell for allowing the wearing of these “garments of sin.” Today, visitors will see a large, metal cross made from parts of railway tracks erected in 1975, replacing the original 1962 version, carried on the shoulders of the entire village from the famous blue-domed church of San Jaime located in the old town. The day became known as the ‘day of forgiveness’ for the villagers, who by their very participation had proved that they were indeed spiritual and religious, unlike the tourists flocking in ever-increasing numbers for the sins of fun, sun and other fleshy pastimes. The cross is a must visit and is now popular as a spiritual icon and place of remembrance to scatter ashes or loved ones and those who loved Benidorm. It is a romantic place, or simply a superb place to see Benidorm from high above the highest buildings with a nice bottle of chilled wine. We recommend you take a one way Taxi to the cross, sit awhile and enjoy the views before taking an easy

Calling all Rugby fans…. By Irena Bodnarec, BenidormAllYearRound.com IF YOU are a fan of rugby then you couldn´t be in a better place this weekend, for the 27th “International Rugby Sevens” takes place in Villa Joyosa – just on the outskirts of Benidorm. It is a well established tournament, having started back in 1987 and attracts first class National and International teams to the resort. Eleven male teams will be participating– yes that does mean that there are also womens teams too! It was meant to be twelve, but the Moroccan team never got their visa´s through! Premiership referee Tim Wigglesworth will even be there, refereeing some of the fast and furious games. Games will be placed on both Saturday and Sunday with a free coach pick up from the centre of Benidorm to the ground. The event ihs organised in conjunction with the Benidorm Town Hall and Tourist Office and the Spanish Rugby Union. Coach pick up times are 3pm on Saturday and 12 Noon on Sunday from the Yorkshire Pride pub in the Rincon de Loix – opposite Hotel Levante Club. The final takes place on Sunday at 6pm… should be a good testosterone fuelled event!

Aqualandia opens in style FOR COSTA Blanca youngsters the first day of the summer opens with the opening of Aqualandia, which traditionally gifts its first 100 tickets free. This year, more than 2,000 people waited outside the doors for an inaugural dip in Aqualandia’s impressive water park. The resort’s manager, Joaquín Varela, said: “The first day of the season was sunny but certainly not the warmest. The swimmers were kept warm with adrenalin, however, and all the rides were at capacity!” The park now employs 400 workers and continues to develop new and exciting attractions. Step by Step Spanish 33 AMAZING AS it seems, I haven’t yet written about the difference between “por” and “para” in Spanish. Considering the fact that I’m getting near the two hundred mark of what will eventually become a five-volume series of “Step by Step Spanish” articles, that’s quite an achievement, especially as it’s a question that comes up frequently in class. SO, I’M now going to compare and contrast the uses of POR and PARA in three ways, according to three different concepts. Before you throw up your hands in horror, just think for a while about how you would explain the use of the words “for” and “to” to someone who didn’t speak much English. Believe me, that would be much more complicated than what we are going to do now.

un libro por 20 euros” (I bought a book for – in exchange for – 20 euros). “Compré un libro para mi marido” (I bought a book for – as a present for - my husband). Therefore, if you say “compré un libro por mi marido” you are saying: “I bought a book in exchange for my husband” which, as tempting as it might sound, is not a deal usually offered by bookshops.

REASON V. PURPOSE Firstly, we use “por” to express the reason for something and “para” to express the purpose for something. When we ask “¿Por qué?” (Why?), we are actually asking “For what reason?”, that is, what is the cause of something. There is another question which is “¿Para qué?” which also means “Why?” but in the sense of “what for?”, that is, “For what purpose?” “Por” on its own in this sense can be translated as “because of”. “¿Por qué llegas tarde?” (Why are you late?) “Por el tráfico” (Because of the traffic) – in other word expressing the reason for, or cause of, our lateness. “Para” on the other hand expresses “purpose”. “¿Para qué usas esta herramienta?” (What do you use this tool for?) “Para cortar madera” (To cut wood) – in other words, for the purpose of cutting word.

PERIOD OF TIME V. TIME DEADLINE Thirdly we have a time-related concept. “Por” refers to a period of time whereas “para” refers to a time deadline. The classic mistake is when we want to say: “I’m going to England for two weeks” which is: “Voy a Inglaterra por dos semanas”. “Two weeks” is a period of time so we must use “por”. However, when “for” refers to a specific time in the future we use “para” as in “Los deberes son para martes”. The homework is for Tuesday. “Llegarán para las dos”. “They will arrive for (or by)two o´clock”. In addition to these three main concepts, there are quite a lot of idiomatic uses of “por” and “para” (especially “por”) which you just have to get familiar with one by one. Many of them you already know – “por favor”; “para mí”; “por teléfono”; “gracias por …”. Another meaning of “por” is “by” or “times” as when we are saying measurements. “2m x 2m” would be said using “por” and the texting symbol for “por” is an “x”. On the other hand, if you can’t get to grips with any of this, you can always shout out “¡Por dios!” but definitely not “para dios”, if you don’t mind.

EXCHANGE V. ONE WAY The second concept is the contrast between “exchange” on the one hand, and something going in one direction, i.e. not being exchanged, on the other. This is easier to understand with examples. “Compré

Cartografia Digital: Marina Alta/Baja Sierra De Bernia THIS COMPILATION is of two GPS disks at 9€ each, which together cover the Sierra de Bernia mountain range in both the Marina Alta and Marina Baja. The scale is 1:20,000 so they are quite easy to read on a small notebook, should you carry one with you, or a desktop computer if you don’t. I found them easy to navigate using a mouse or directional arrows, with the opportunity, via a desktop with Photoshop, of cropping and printing relevant areas of this range, although – as I’ve made plain in earlier reviews - I don’t climb or trek so I’ll leave it to the dedicated to enthuse over the plethora of wiggly lines and the easyto read legend. In short, these are pocket-size maps in disk form that slip into a handy notebook and reveal the lie of the land in an instant. A cautionary note: make sure you have good graphic software or you might find them fuzzy and difficult to bring into focus but if you’ve got the equipment to read them I should think they’re a welcome replacement to tattered, windblown maps. The Association also saw the handover of its presidency from Tony Hallam to Brian Weskett. Members and guests enjoyed an excellent lunch at the Restaurant La Cumbre where, after a formal welcome from Acting Chairman Max Maxwell, The Association’s Honorary Chaplain Father Marcus Ronchetti gave a Blessing before saying Grace. At the end of the meal, loyal toasts were given to King Juan Carlos and Queen Elizabeth. Founder of the Association Peter Beechey talked about its history before outgoing President Tony Hallam thanked Peter and presented him with a Certificate of Appreciation. Brian and Anne Weskett were presented with a beautiful clock. After the formal handover of the President’s Badge of Office, Brian Weskett presented Tony Hallam with a suitably engraved crystal tankard and a bouquet for Tony’s wife, Brenda. HI AUNTY: I always read your column and get some great tips from it so hope you can help me with my problem. I have an 18-monthold HP laptop which is working very well apart from this: every time I start and click on my browser, Firefox, a few seconds later it says ‘Firefox not responding’ and the little blue circle shows after a few more that stops and it allows me to reset Firefox. I follow all the links. Then it says ‘adobe plugins missing’. Again I click the links to install it, and it works fine until I switch back on the next day and have to go through the whole procedure again. I have Avast antivirus run all the scans and all the usual maintenance links. Thanks, Bob Aunty says: If Firefox is hanging and crashing then it is one of two things: A plugin is not installed correctly - so you need to locate and reinstall the problem plugin. Firefox itself is not working. You may be able to launch Firefox in ‘safe mode’ and see if it works fine. If not, a simply uninstall and reinstallation of Firefox should solve the problem.

Replacing DVD drive on notebook HELLO AUNTY: I need to replace the DVD drive on my notebook but I have been unable to find a shop anywhere that I can go to and buy a new replacement. The so-called expert computer shops I have been to so far only sell second hand units which to be fair is a bit ‘hit and miss’ regarding condition. Some of the online stores have the right units but most of the postage costs are overpriced or they will not deliver to Spain. Media Markt in Elche sells most things for computers but does not stock internal DVD drives. Have you any ideas as to the name or location of a shop where I could buy a DVD drive? Learn stuff with a slap and a tickle! YOU COULD well be justified in thinking I have finally lost my marbles with this first item today as it is to do with a programme that appears on CBBC, a show I am recommending you tune in and check out, but rather than dwell on the possibility that I truly have gone insane, let me explain: A 67-year-old writer called Terry Deary, whom since 1994 has been one of Britain’s top authors, wrote a series of children’s books called ‘Horrible Histories.’ Four years ago the BBC ran a 13episode series based on the books and the show went on to win three Baftas in the children’s category in 2010, and several other awards around the world. Deary was born in Sunderland and has openly admitted to hating his time at school saying, “I intensely disliked the school experience, particularly the style of teaching I received.” He has become a serious critic of the schooling system down the years, and said that he used his Horrible Histories series of books to help

youngsters and their parents to absorb actual historical facts a little easier by presenting them in an amusing way. It was announced last week that the theme of these books is to be made into a film called ‘Bill’ that will focus on the works of William Shakespeare: perhaps you will start to conclude that I am no so nuttie after all. The movie will be made by BBC Films and, set in the Elizabethan era, sees a young Shakespeare leave his family home dreaming of becoming a famous playwright, with ‘murderous kings, spies, lost loves, and a plot to blow up Queen Elizabeth’ in the storyline, all of which is based on known fact, although Christine Langan, head of BBC Films, did admit that they are not too sure Shakespeare ‘Bill’ dressed up like a tomato. Christine also stated: “Horrible Histories has been a terrific success and is hugely popular with both kids and their parents.” perhaps I can convince you to tune in to the new series this coming Monday 27th on CBBC.

Its ‘bring back Brent’ time!

RICKY GERVAIS is the kind of guy you either love or hate, but whichever way you swing you might be interested in taking a look at some ground-breaking work he has put together for YouTube. Ricky’s best known work was The Office and he has reprised the role of office manager with a YouTube show called ‘Learn Guitar with David Brent.’ If you were a fan you’ll recall that when times were tough for the office staff David felt he could fix it with a song he had written, but sadly did in fact achieve the complete opposite. In the trailer Brent says in that typically obtuse manner “I’m not going to teach you – you’re going to teach you.”The Idea to ‘Bring Back Brent’ was spawned during March’s Comic Relief telethon when Ricky performed the rather dodgy rap song ‘Equality Street’ from the series. Don’t you just love him! I ALWAYS find it a great joy when Paul O’Grady appears in the news, as there’s one thing you can be sure of with the man, and that is whatever he comes out with is guaranteed animal-excretion free. Last Tuesday he spoke to The Sun firstly about what he called the ‘wimps’ on reality shows saying “I get so annoyed when they cry over nothing ... just because Tom Jones says ‘you have a nice enough voice but you aren’t for me’, don’t burst into tears ... get over yourself!” ... Don’t you just love him! Paul was then quizzed about him becoming the next presenter of Strictly Come Dancing to which he said ‘I’m constantly being asked if I will take over from Brucie ... I would rather do something new, otherwise there are always comparisons ... It’s a poisoned chalice.” Another wee gem from the man... And so we come to the best bit when Paul admitted that he will be returning to our screens later this year, a move that he told the reporter was inspired by a cabbie who said to him: “Get back on the telly mate, as I want to watch something safe with my kids!” And thanks to that same cabbie Paul O’Grady will soon be back with a 25-show run of a Saturday night chat show.

ADAPT goes ecological

ADAPT MEMBERS who have been enjoying Spanish cookery classes with staff from Eroski supermarket were delighted to celebrate the inauguration of the “Murcia Region Ecological Product Fair”. The fair which is being held at Dos Mares Commercial Centre in San Javier will continue until 23rd June. The fair consists of produce from 30 local companies including soya drinks and desserts, cheeses, yoghurts, vegetables and market garden produce, fruits, vegetable and fish preserves, pasta, rice, sauces, oil, salt, vinegar, honey, jams, juices, olives, nuts, dried fruit and wine. At the weekends there will be an opportunity to taste the products and there will be courses, talks and workshops led by various experts in ecological food.

The booby prize HELP MURCIA Mar Menor held a Quiz with a Difference on 14th May at the El Carmoli restaurant in El Carmoli - the difference being that it is very hard! More than 50 people attended, lured no doubt by the chicken and chips on offer. The first prize was won by Bernard Ash’s team. The booby prize was a cake shaped like a pair of boobies, made by Janice Clark. This was won by Clive and Jilly’s team, who won it the last time: there is a suspicion that Clive lost on purpose so that he

could get his hands on the boobies… The charity will benefit from 392€ collected. Our next event is an Afternoon at the Races at Viva Bar and Restaurant overlooking the sea in Los Nietos on Thursday 13th June. We meet at 1pm for 1.30pm for lunch followed by the racing. Why is a healthy spine important?

SAMM (Sailing Association Mar Menor) STAMINA WAS needed, particularly for the smaller boats, for the round the island race which required concentrated efforts for a couple of hours at least. SEVEN BOATS with 17 helms and crew crossed the start line in south, south westerly winds which would get a little tricky. It wasn’t long before the Deltania radioed its intention to retire from the race, the crew’s comments regarding the ability of the boat less than favourable. No other boat had to retire, but Mistral was suffering some rudder problems resulting in a last place at the end of the race. Tony Jones in the Martin, the boat for the disabled sailor, identified shifting winds which at one point died before gusting and making the water very choppy, adding to the need to dig deep into the skills department. The Hartley was back on the water with the same helm and crew that had capsized only two weeks ago. No such

trauma this time and Don Clarke, with crew Lynda Coats, put in a redeeming 2nd place. First over the finish line in the Shoestring Tres, the Laser 2000, with Tug Wilson helming and Vernon O’Byrne crewing, had to settle for 3rd place when the handicaps were applied. Brian Murray helming the Gamba and crewed by Ingo

It is my chosen sentiment on every email and letter to include the spiritually personal greeting of Love and Light, as we prosper by both, and we always will, and so can we reward others with such a blessing as this, and why not? Going back to the “Spirit in the Sky” the lyrics have come flooding into my mind now. I am actually singing along to the song, and I wonder in fact if the words meant as much to me then as a fifteen year old budding Spiritual Medium, as they do now as they sure are echoing around my head. “When I die and they lay me to rest I´m gonna go to the place that’s the best!” As I leave this World on a one way ticket one day, these are the words that will be flowing through my head and I will be hopefully travelling first class all the way…..it’s one journey that I will ask to be upgraded, for sure.

Hi Mr Deller, I have owned a property in Spain for over 12 years and owned a Spanish registered car for the same period. I am a non-resident who spends less than the required time for residency. I have recently received the following notification but can find nothing in your book or on the internet to establish authenticity. Can you advise please? Ian Benson ‘Non Resident Certificate: People who are not a resident in Spain and are the registered owner of a car with a Spanish registration have to carry a non-resident certificate. Royal Decree 557/2011 of 20th April, which the Regulation of Law No. 4/2000 approved on the rights and freedoms of foreigners in Spain and their social integration, is governed by the amendments made by the Act 2/2009. This is obtained in Orihuela Costa at the Office of the National Police in the Town Hall (Extranjería), or in your own area where there is a policía naciónal office. This is what you have to do. Between the hours of 9amd and 11am you can pick up the forms and make an appointment. There you get the forms EX 15 and 790. For the appointment you need: A completed EX15 form, and two photocopies, your identity card or passport with a photo copy,

a photo and a photocopy of the NIE number. With the Form 790 go to the bank and pay 6.89€: bring this document with you to the appointment. If one is resident in Spain, then one should transfer one’s foreign driving licence to a Spanish one.’ Ian Benson. Answer: If, as you say, you spend less than 183 days a calendar year living in Spain and are therefore not tax resident here, you have an NIE, which clarifies your tax status. As such you may own Spanish registered vehicles as long as they conform to the same rules as all Spanish vehicles. I would check the quoted Spanish legal sources with your local Department of Extranjeros (Foreigners Department) at the local ayuntamiento. However, as you are not tax resident in Spain, you do not have to change your driving licence for a Spanish one or take out Residencia but you will have to advise your tax status here and this is more specialised than I can advise on. This applies after you have lived here for two years according to the new EU Directive which I have, as issued in Spanish law, but there are 58 pages and I need to get it translated to clarify that Spain is complying with the EU Directive this time. In the past they have

not, especially with driving licences and medicals. But I would advise the authorities of your actual tax status as far as being a non-resident is concerned and ensure you get an official receipt for the advice. I am not a tax expert here. You need only to change your foreign EU driving licence to a Spanish one, according to the EU Directive, if you have been resident in Spain (or any EU country) for two years or more. The other advice from me is to keep receipts for all trips to and from the UK if that is where you are tax resident. The documents could save a lot of stress at a later date if a Spanish official decides that you are resident here. Spain is desperate for more tax cash as we all know due to mismanagement at all levels as in other EU countries and the USA, etc. That is why the hot topic at the moment is the declaration of assets and cash demanded by the Spanish Govt., now being discussed. GOLF IS a sport where we like to think we all play by the rules of the game and where we also consider etiquette a very important part of the game. Consider the following which happened at a golf society meeting last week and think of how you would feel if it happened to you. A player hitting his ball from the trees had his view obstructed of the green. He hit a good shot which he thought landed on the green but because the reeds in the front of the green were in his way he could not say for sure that his ball had landed on the green. His playing partners were in a much better position to see where the ball landed and made no comment about the shot. The player proceeded to the green and asked his opponents if the ball he could see at the back of the green was his: one opponent claimed it as his. As the search continued the ball was treated as lost and he had to return to where he

had originally played from. When he got to the green the second time he was told the ball claimed by his opponent was his and a mistake was made. We will probably never know if there was any form of cheating going on in this instance or if a genuine mistake was made. The lesson to be learned from this is to perhaps be more careful about checking the golf balls that are visible so as to avoid penalties that could be easily avoided. In the case above the player lost out on the first prize on Captain’s Day by one shot: it was won by the opponent who mistakenly claimed the ball as his. So how would you feel in similar circumstances? I am sure we can all understand just how the second placed player felt when the results were announced and how some of the other golfers felt about the situation. Certainly we are all responsible for our

own golf ball but is there not a certain responsibility to keep an eye on the ball of the player whose card we are marking? In this case I am sure if this responsibility was taken seriously in respect of the scorecard marker this unpleasant incident would never have taken place. The player who won this event cannot be accused of cheating but he has certainly trodden a very fine line in his judgment as he was in a very good position to see where the “lost” ball originally landed. Very many of us are guilty of not marking our golf balls clearly before we put them into play and maybe if this ball had been marked clearly this incident would never have arisen; another way we can make sure we are not losers when we are in fact winners. This incident has clearly left a very sour taste in the mouths of some golfers and has no doubt destroyed the enjoyment of a day’s golf for many. The etiquette of the game of golf is something we should all treasure as it is one of the very few sports where we rely heavily on the honesty and integrity of those who play

the game alongside us week after week. I just hope that the winner of Captain’s Day enjoys his victory and that he can get a game with someone in the future where he gets similar treatment, however unlikely that may be. CHARLIE PETER scored 39 points to come third, Natasha Woodhams scored 40 points to secure second place but the top spot with an incredible 42 points from 12 handicap came from Shaun McCarthy who secured his first league victory in some style. Our twos pot went into a rollover and the money won by Charlie Peter will undoubtedly help with Spain’s national debt when he spends it: once again only one winner of this element of our meeting. This week the award for shot of the day goes to a very embarrassed member who we will not name for his efforts at destroying a buggy with a golf ball. His tee shot went straight through the windscreen and finished on the fairway on hole 4 where went on to secure a par, net birdie. Two medals in Andy Murray withdraws from National Comp French Open BRITAIN’S WORLD number two Andy Murray has pulled out of the French Open at Roland Garros after failing to recover from a lower back injury.

“It’s a really tough decision and I love playing in Paris but after seeking medical advice, I am not fit to compete,” said Murray, adding, “Apologies to the organisers and thanks to everyone for their messages of support. Now my complete focus is on getting back on the court as soon as possible.” Murray retired injured in the Italian Open second round in Rome on his 26th birthday last Wednesday after levelling his match with Spaniard Marcel Granollers by winning the second set. The French Open starts on 26th May.

THE VELOCITY racing 2013 championship is now on the way to finding the new Spanish Oval circuit champion with both male and female racers from all over Spain taking part. Saturday saw the usual battle of pushing and rubbing which all adds to the excitement for the spectators who crowded various vantage points to get the best view of the action. For those of you not familiar with oval racing, there are two classes: Rookie rod and Lightning rod. The basic difference is that the Lightning rods are quicker cars. This year it was decided that all cars would race together with the Lightning rods starting one lap down. This means that they have to not only catch up with the Rookie rods but overtake them whilst also competing against each other. This adds a lot more excitement for both the drivers and the spectators: more overtaking, more rubbing, more crashes, and most importantly more excitement! The next race meeting is Saturday 1st June. Bring a picnic and watch the action! Better still why not help out behind the scenes and be a marshal or even hire a car for the night to properly join in the action! THIS WEEKEND the 19th Natacional Trophy ‘Memorial Pascual Roman’ was hosted at the Municipal Pool in Elche. The event was open to all Spanish swimming clubs and clubs from all over the country entered the two-day event on 18th and 19th May. Competition was fierce and swimmers from Club Natacion Torrevieja were up against strong competition from some of the best clubs in Spain. The team worked hard to attained many new personal bests. Younger swimmers Densel Fusha and Victoria Pigneur took seconds off their previous PB’s in the Benjamin 50m breaststroke; Bastian Martinez, Amy Connolly and Victoria Pigneur in their Benjamin 50m Backstroke; Artem Nikolaev, Serger Bous and Samira Lucumbi improved times in the Benjamin 50m Freestyle and Samira in her 50m Butterfly. In the older categories, Nikita Mykaylov, Elian Rio del Castillo, Eva Kovalenko and Alexandra Amat achieved new PB’s in their two races and Louise and Ruth Brassington in their events. Piroska Rideg earned 6th place in her Infantil 100m Backstroke. To finish off the first day’s events Zoe Connolly won 3rd place and bronze medal in her Alevin 100m Backstroke with new PB 1:20:28, missing out on a National qualifying time by half a second. She then went on to win 2nd place and silver medal in her 100m Breastroke event. This was quickly followed with the girls Alevin 4 x 100m medley relay. With Zoe swimming Backstroke, Samira Breastroke, Eva Butterfly and Alexandra Freestyle, the girls worked exceptionally hard and won 4th place just missing out on the bronze medal position. THIS WEEK’S competition was held on the Embalse de Argos, the 4th round of the Summer League. The water level is as high as I have seen it, with the anglers fishing on the left hand side of the point well into the trees. The weather was not on our side again as we had a downpour half way through the day before the sun came and dried us out. The fishing was patchy with several anglers failing to catch and a struggle for those who did. The fish size has increased with the Carp at around 2-3 kilos and the Barbel anywhere from a kilo to three kilos. Once again it was transferred from the river at Murcia due to no access under the bridge as it is still flooded and the water at the bottom of the ramp is still too deep to enable passage through. The river at Nancy’s is still running quite fast below the boom and to make matters worse (and I know because I fished the first peg below the boom), a JCB type digger was working there for nearly three hours clearing the trapped vegetation, bottles, dead dogs, birds etc, even the men raking the stuff along the boom were wearing face masks. A lot of the vegetation was escaping

under the boom and these were forming rafts of at least two metres in diameter making a problem holding bottom with the line looking like a clothes line. TORRY FINISHED the season on a high with a 3-0 victory at Burriana who after this result are relegated to the Regional Preferente. Torry had to soak up quite a lot of pressure but Pepitiu was imperious in goal and hasn’t conceded a goal in the 4 games he has played for Torry. Let’s hope Torry sign him up for next season. The goals for Torry were all well executed with the first one coming from Villanueva after 15 minutes and the second and third from leading marksman Koeman in the 72nd and 82nd minutes. Captain Jorge was sent off with 11 minutes to play and the opposition missed a penalty towards the end but it wasn’t their day but Torry’s. Hopefully Torry can keep the nucleus of the side together and make a few signings to add a bit more quality to the midfield area in readiness for next season.
