José Chamizo did however say that the burka has no place in public and that it is negative for women, but that at the same time we must be careful about forbidding it as “we run the risk of becoming ‘islamophobic’.” According to the Ombudsman, even though we are all free to dress as we wish, “one must show their face in public.” The European Commission has for now refused to legislate this matter, regardless of the initiatives that have been taken in countries such as Spain, Belgium and France. The Secretary for State Immigration in Spain, Anna Terrón, assured that neither Spain or Morocco see the burka as a normal clothing item. “We don’t like it and neither do they” she stated.

The motion to forbid the burka was debated on Monday in four more municipalities in Cataluña: Cunit, Mollet del Vallès, Santa Coloma and Balaguer.

Visiting hour chaos at the Carlos Haya

By Gabrielle Rey WHO HASN’T at some point in time had to visit someone at the Carlos Haya in Málaga? I have and it feels like anything other than a Hospital. There are people in and out, up and down, making noise, laughing, crying... it is chaos. The hospital has asked for help from the Commission for Citizen Participation (CPC) in Málaga to try to create a visiting system that will increase the peace and privacy of the patients.

AT PEAK HOURS IT IS CHAOS During peak visiting hours, many of the rooms

become meeting points for the members of three different families, with no limit to the amount of people allowed in at one time. Those poor patients who are not visited that day, are totally invaded.

The management of the Carlos Haya has sent an SOS to the ‘CPC’ in order that the group of patients and visitors that make up this Commission, created one year ago, help the hospital to regulate the visitors. In a recent survey carried out among the patients, 35% have considered that their stay in the hospital has been uncomfortable, mainly

due to the noise and lack of peace and quiet. This is just slightly higher than the percentage in other hospitals in Andalucia (32%).

PATIENTS AND VISITORS AGREE The proposal to improve the actual visiting system has been well received by consumers unions and by those represented in the Commission. The President of the Consumers Union in Málaga (UCE), Jesus Burgos, criticised the present system of free access to all, “The patients need peace, quiet and tranquillity” he stated.

by Gabrielle Rey FOLLOWING A frustrated attempt to purchase the Puerto Banús Leisure Port in Marbella, the new owner of the Málaga Football Club, Abdullah ben Nasser Al-Thani assured in a recent meeting with the Lady Mayor of Marbella, Angeles Muñoz, that he is studying the economic viability of a project to enlarge the ‘La Bajadilla’ Fishing Port known as ‘El Puerto Pesquero’. The purchase of Málaga Football Club has been the Sheiks first step. During the meeting with Angeles Muñoz, Ben Nasser pointed out that his plan of action in Marbella is very advanced, although the only information about the project that he would forward is that it will bring great advantages to the tourist sector in the town.

A GREAT OPPORTUNITY

The Sheik stated that Marbella represents an unbeatable opportunity to carry out this investment, thanks to its great capacity for tourism and for being internationally renowned. Having purchased ninety five percent of the shares in the football club, he also stated that this acquisition was really to be his entrance gate to Marbella, where he plans to execute his ‘grand project’. Ben Nasser was accompanied at the meeting with the Lady Mayor by his maximum executive Mohammed Haj Ghubn, the General Director of NAS, a group made up by some fifteen companies; by the lawyer Yasmin Al Sahoud and

by Taysi Al sahoud, another of his advisors. The

MEETINGS

These plans did not come to fruition but a second option was then considered: The enlargement of the ‘La Bajadilla’ Fishing Port.

There has been a project on the shelf for some time now, which is waiting for a company to come and do the work in exchange for the exploitation of the port over a period of 30 years. The Sheik has shown interest in this project, although he has not yet held meetings with those responsible in the Junta de Andalucía. Marbella has been a destination for luxury tourism for decades and a centre of attraction for magnates and members of royalty from Arab countries. The deceased King Fahd built his palace here on the Golden Mile and his brother, Prince Salman is a regular visitor every summer.

Royal Gibraltar Regt Deploy to Afghanistan

by Eddie Taylor SOLDIERS FROM the Royal Gibraltar Regiment will deploy on operations to Afghanistan in September. Initially nine RG infantrymen will be serving as front-line ground troops in war-torn Helmand province with the 2nd Battalion Royal Anglian Regiment.

The Royal Gibraltar Regiment will be sending troops to Afghanistan in September as part of the 16 Air Assault Brigade. This will be part of a continuing commitment by the regiment to support the wider British army operational obligations. Soldiers of the regiment have often deployed to all the major zones of conflict where the British Army has served in recent years, delivering a contribution which has far exceeded its size.

The regiment is very well trained and prepared to support the rest of the British army where needed. Indeed it continues to be in frontSoldiers line units. Gibraltar should be justly proud of what their soldiers risk and do to enhance the reputation of Gibraltar in the UK and around on the front line the world. CONSUMERS MUST BE ABLE TO RETURN ARTICLES

The establishment must indicate clearly and visibly the dates on which the sales begin and end, and this will never be less than 15 days. Products included in the sale must be at least 50% cheaper on the days that the sales commence.

Articles in the sales must have been on sale at least a month before. You must be able to see clearly the original price and the sale price. If the shop normally accepts credit cards, they must also do so during the sales. In fact, it must accept all methods of payment used all year round.

The politics in regard to returning articles bought during the sales must be same as those practiced throughout the year.

HOJA DE RECLAMACIONES

If you should have any reason to think that your rights have been violated, the first thing to do is try to resolve the situation speaking to the owner of the establishment. If this is not possible then the next thing would be to ask for the ‘Hoja de Reclamaciones’ (Claims and Complaints Sheet) and this is to be presented at the ‘Oficina Municipal de Informacion al Consumidor’ (Municipal Consumers Office) to be studied and resolved.

Generally speaking, all establishments are well aware of your rights and their obligations and vice versa, so...

The first major fire of this summer

By Eddie Taylor A FIRE in the Sierra de Mijas this week is the first to hit the Costa del Sol this summer, and due to the terrain, the regional fire fighting force (INFOCA) had to mobilize 160 people including the fire brigades of Mijas, Fuengirola and Coin to bring the fire under control.

Only a week after the official start of the summer, we are deep into the period of greatest risk of fire. The fire originated in residential buildings in the hamlet of Puerto Colorado on Monday afternoon (28th), due to the difficult access it took until Tuesday to extinguish the flames. INFOCA crews were working throughout the night after aerial crews were withdrawn at last light.

At the time of going to press, two fire brigade forensic teams were still working to try to clarify the cause of the first major fire of the summer, although the provincial delegate for the Environment, Remedios Martel, confirmed that “it seems

that it was intentional”. Early estimates indicate that the flames razed about seven hectares of scrub and bush, municipal officials said.

The families of five nearby homes were alerted to the possibility that they may have to be evacuated due to the danger, but ultimately that was not necessary. However, as a preventive measure, the A-387 between km 7 and 9, was cut off for a short time.

In addition to the fire brigades, Policía Local and Guardia Civil; four helicopters, three cargo planes and a plane for ground coordination, were used.

The wind played a part in enabling the fire to be brought under control, because on Monday afternoon a light wind blew at just over five kilometres per hour.

Already experts have warned that this summer will bring the highest risk of forest fires since 2004. This is due to the lush vegetation that has grown in the mountains because of a winter that

has broken all rainfall records. The early arrival of high temperatures has turned shrub into dangerous forest fuel.

This was the first major fire this year, although people who live in the ´Campo` are accustomed to look with fear at the mountains during the summer. Until mid-June just 13 hectares of forest area in the province have burned, a figure that is 48% below the average of the last decade.

We at RTN would like to remind both residents and visitors that extreme care should be taken during the summer months. Remember it is against the law to have barbecues in unregulated areas without permission, and to light fires, even at home, between the months of May and September. It is also against the law to throw cigarette butts from your car. You can now receive heavy fines and even be charged the full cost of fighting the fire if proved to be negligent or deliberate.

European residents pay more at Eurotunnel

TODAY I decide to check with Eurotunnel for the prices to travel to the UK in my car and discovered that if I tell the company that I live in Europe it will cost me 17% more than if I say that I live in the UK. As I currently live in Spain, I was given a price in Euros.

I wanted to pay for the trip on my UK credit card and wanted a price in sterling (GBP) so I decided to amend the country in which I live to the UK and obtained a price in £s. What I found to my surprise was that if I paid in GBP, I made a saving of approximately 14.5%, based on the current exchange rate of £ = €1.20. Why is this? Because Eurotunnel are using an exchange rate of closer to £ = €1.40. How long ago since the exchange rate was that high!

I strongly recommend to any UK Expat with a UK card to tell Eurotunnel that they live in the UK. It will save them a lot of money.

Spain too hot for winter fuel?

ONE OF THE biggest myths of Spain is that the weather is always good; a myth obviously believed by UK politicians. Spain has been described as a cold country with hot summers and this is far closer to the truth. summer in this country is hot. In some parts it is unbearably hot but in the winter it is cold everywhere: close to and sometimes below freezing. In Granada in Andalucia (the hottest Province in summer) winter temperatures can drop to -15 centigrade due to the proximity of the Sierra Nevada, the popular ski-ing resort. Far North in Galicia, the annual rainfall is twice that of Manchester. Madrid in the centre of Spain is the highest capital in Europe and it is freezing in winter.

Ask anyone who lives anywhere in Spain year-round how they find the winter: cold! Even on the Costa Blanca, the winter is wintery: cold winds; rain; sometimes frost and even on occasion snow.

When the residents of UK say: “It was your choice to move to Spain - why should you have a heating allowance?” I ask what happened to the freedom of a Briton to retire where he chooses?

The ex-patriate in Spain already suffers from the ‘unexportable benefits’ that he cannot claim. He would cost the Government far more if he lived in UK and claimed everything he could. He is an ordinary citizen, no more likely to be a millionaire that anyone else. Often he lives on his State Pension and any savings he may have and nothing more. Fluctuating exchange rates have brought genuine hardship and caused many to up sticks and repatriate, throwing themselves on the mercy of the Social Services.

I have lived abroad too long to hold an opinion about the UK Government let alone speak badly of current politicians but I do ask that they do their homework before they make more decisions affecting the lives of their citizens who live outside the UK. The British Embassy, the various British Consulates, the voluntary care associations who deal daily with expatriates are the people who know the problems. Please, Mr Cameron and Mr Clegg, consult with them first. We are still British. Many of us can and do still vote.

We all count.

Carretera de Cádiz is fully open to traffic after four years

By Eddie Taylor AFTER FOUR years of construction, excavation and diversions, the Carretera de Cádiz (N340) within the city of Málaga reopens fully to traffic. The Málaga metro company announced that the last stage of construction was under way.

With the closing of the last access ramp, located on Avenida de Velázquez, the streets of the city will soon return to normal. The diversions have been in place for four years during the development of work on the subway.

However, the Junta de Andalucía have noted that parts of this main road will still be undergoing works until the end of July.

Specifically to side roads in the neighbourhood of El Torcal, where resurfacing will need to take place as it could not be done during the diversions.

Once work is completed on the side roads, the last layer of asphalt will be laid along the final three kilometres of road. The work on the Metro Line which is on schedule, will now continue underground.

Volunteers needed urgently The Mijas Foreigners Department is looking for more volunteer interpreters for the Mijas and Mijas Costa medical centres. The volunteers must have a good command of Spanish and English.

The volunteer work consists of accompanying the patient to see the doctor and translating between the two parties.

This service was set up back in the nineties by the Foreigners Department due to the large population of foreigners, many of which are pensioners and do not speak Spanish. This service is much appreciated by the foreign residents of our municipality.

Due to the summer season, a lot of volunteers go back to their home country, and this is why more volunteers are needed. If you would like to become a volunteer contact the Department from Monday to Friday 9am to 2pm on 952 58 90 10 or email – frd@mijas.es

Skipping the rules on Marbella’s beaches can cost up to €300

Hotels in the inland capitals of Andalucia do not exceed fifty percent occupation levels during the summer months, with a few exceptions in Sevilla.

This year, according to the president of the Hotel Federation of Andalucia, José Manuel Ledesma, hoteliers are not sure how clients will react to the rise in VAT and the cut in public workers wages as inland tourism is normally made up by Spanish nationals rather than foreigners. With regard to the special offers this year, he stated “this is a time to save business, this is more important than making a profit.” In the past three years hotels have reduced their prices by 14 percent according to Ledesma.

By Gabrielle Rey THE FINES for not complying with some of the rules contained in the Municipal Regulations regarding the Use of the Beaches in Marbella this summer, can reach up to €300, according to the delegate for the sector, Antonio Espada.

Last year the highest fine was of €90 due to an error in the final transcription of the beach regulations. This has now been corrected.

These regulations include general considerations such as not leaving rubbish, not swimming in the port areas, not taking cars onto the beaches without authorisation, not camping or placing any type of structure if not previously authorized.

also totally forbidden other than in the areas prepared for barbecues; fourteen on the Playa del Cable, three on the Playa de la Salida and one on the Playa Alicate.

Animals are not allowed on the beaches between the 14th of June and the 14th of September and fishing with rods is permitted between 8pm and 8am in the morning. Leisure boats will not be allowed to come within 200 metres of the shore and any type of liquid or solid material thrown outside the 500 rubbish bins along the beaches will be sanctioned.

Finally, the Town Hall has decided not to forbid playing beach paddle or football, as long as the citizens use common sense and play where they are not bothering others.

Changes to Spanish VAT rates by

DEAR READERS, we would like to remind you in this week’s article that from 1st July, 2010, the new VAT (IVA) rates will apply. As you may know, the VAT has 3 types/ bands: 1. GENERAL TYPE-RATE OF VAT: it was 16% but will be increased up to 18%. This is the normal one, applicable to professional services, renovations (with some exceptions), etc.

2. REDUCED TYPE-RATE OF VAT: it was 7% but will be increased up to 8%. This is applied to foodstuffs, products used in agriculture, medicines for animals, restaurants, plants and house purchases when you buy directly from the developer etc.

3. SUPER REDUCED TYPE-RATE OF VAT: this one has not been changed and remains at 4%, applied to certain ‘essentials’ such as bread, milk, eggs, cheese, fruits, books, newspapers, etc.

Therefore, from 1st July, 2010, all of us will notice that buying a house from a developer, taking our car to the garage, or engaging the services of an architect will be more expensive.

If you provide professional services or if you have a company, you need to bear these changes in mind and prepare the software for your business to include the new VAT rates in your invoices, and charge your clients at the new rates. If

this is your case, the VAT that you would pay will probably not cause you to suffer as you reclaim the VAT paid. It is not necessary to be VAT registered to have a turnover above a VAT threshold, in the same way as in the UK. But if you are individual, unfortunately, you will notice that most of the products, or services would be about 2% or 1% more expensive following the VAT change.

This change in the rates could have an important impact in some cases and can affect some transactions. For this reason, we need to remember that the obligation to pay the VAT for example in the sale of a property is when the property is handed over (and if the price is anticipated, the stage payments will be also charge with VAT).

In respect of professional services, the VAT should be paid when the services are provided and given to the client.

Please be aware that when you buy a property from a developer (first owner) the sale is subject to VAT (reduced type-rate). Therefore if you are pending to complete it would be a good idea to complete or pay part of the price before 1st July, when the VAT will increase from 7% to 8%. By doing so, you can save money.

Some Real Estate Agent associations have recorded that presumably for that reason and in order to avoid the increase of the VAT, purchases and completion from developers have increased by 8% in this last month.

IF YOU ARE BUYING A NEW CAR please remember that as with the properties, the VAT it is payable on handover (or if you make a payment on account) and from 1st July the VAT will go up to 18%. Therefore if you think that the Car-dealer

(concesionario) will not be able to hand over the car before 1st July, you should consider making some payment in advance, paying the 16% VAT rate, but make sure the vehicle plate numbers, extras, etc appear on the invoice.

Bear in mind that it is also possible that by paying most of the money in advance there is a risk of the dealer delaying the handover of the car to you and could result in delays.

If it is any consolation, the standard VAT rate in the UK will increase from 4th January 2011 from 17.5% to 20%.

Even after 1st July, some advice could be taken to save VAT or be charged as per the old and cheaper rates, depending on the circumstance of each case.

OVER THE years we have watched out for and evaluated things that can make summer gardening less of a problem for little cost.

SULPHUR POWDER – AZUFRE For only €1.60, we purchased 750 grams of pure yellow sulphur powder from our village general store this morning. What value for money! A basic natural product easily applied that solves several problems. a. We use it shaken through an old sock - we have a drawer of odd ones waiting to be productively used! – to dust tomato, courgette, squash, bean, pepper, melon and aubergine plants to prevent or cure mildew attacks. b. It can also be used on flowering plants that show sign of mildew. c. When preparing flower beds and vegetable plots it can be used by mixing into the soil to raise acidity levels and kill off some unwanted pests. d. It is useful to control or prevent ant attacks by dusting holes to nests or around vulnerable plants attacked last year.

If you control the loss of left socks so that an odd sock never appears in the house,

one can buy a dusting machine from a local agricultural co-operative.

SCENTED GERANIUMS It would seem that the geranium bug will never be obliterated but there are things that can be done to minimise their negative effect.

One is to plant a lemon or rose scented geranium amongst other types of geranium - this is the geranium from which geranium oil is distilled - as we do. A few drops from a bottle of geranium oil in water are also a useful twice weekly spray.

SAVING WATER Water conservation can be improved by the mixing in of Terra-Cottem soil improving gel into container composts and garden beds. Soils can reduce watering needs by up to 70 %, according to Murcia University.

SHELTER FROM SOUTHERN GALES FROM AFRICA Wherever one is in Spain, one suffers the red dust from southern gales and dirty rain.

However, this has gone on for millions of years and the only practical thing one can do is to wash plants with a water spray from a hose.

But the strongest gales are a greater menace. They can dry out plants in an hour unless precautions are taken. A few years ago, we visited a parched garden in September almost bare of plants. Out and about this summer

By Eddie Taylor LOOKING FOR something to do or a place to visit this summer, how about Nerja? Nerja is on the seashore some 50 kilometres east from Málaga on the N340 coastal highway, and marks the eastern tip of Málaga’s Costa del Sol. Once a sleepy fishing village, the town now has a population of over 12,000.

Nerja boasts 16 kilometres of beaches with powdery sand and sparkling clear water. All major water sports are available here, including water skiing, scuba diving and sailing. Flanked by the, Sierra Almijara, mountain range to the east, the town has fortunately managed to avoid being blighted by the concrete high-rise which has been the inevitable result of the tourist boom in some of the coastal resorts. The old quarter of the town is still virtually unchanged with narrow, winding streets, whitewashed houses with wrought iron terraces overflowing with geraniums.

In the heart of Nerja is the spectacular Balcón de Europa, a magnificent promenade along the edge of a towering cliff, once the site of a Moorish castle,

with sweeping panoramic views of the Mediterranean and the small coves and beaches below. There are plenty of reasonably priced restaurants and cafés to choose from, and you can hire a horse-drawn carriage to explore the most romantic corners of the town.

The town’s monuments include the 17th century Church of El Salvador, which is a mixture of baroque and Moorish styles, and the beautiful Gardens of Capistrano Playa, which descend to Burriana Beach.

However, Nerja’s most spectacular attraction is undoubtedly its fascinating caves, located just three kilometres from the centre of town. They include archaeological treasures such as paintings that are over 20,000 years old and other pre-historic remains. One of the enormous

natural caverns has been transformed into a concert hall, where many performances are staged during the summer.

This year’s Nerja cave Festival starts on the 13th July with, Estrella Morente (a famous Spanish flamenco singer) opening proceedings on July 13th, with The Ballet Argentino de Julio Bocca on the 14th, the Prague National Theatre Ballet Company performing on the 15th and 17th and the RTE Symphony Orchestra on the 16th.

Nerja is 50 km from Málaga. It is connected to the western end of the Costa del Sol by a dual carriage motorway. The journey from Marbella takes about an hour, while travelling from Málaga takes around half an hour. By Eddie Taylor AGE CONCERN is a registered charity here on the Costa del Sol, and a branch of the Age Concern Hispania Federation that helps older people in the community to remain full members of society.

They operate as a branch from Sotogrande to San Pedro/Marbella, but have case workers across the whole of Spain. Currently Age Concern has about 60 volunteers who perform a variety of tasks from working with older people in the community, to organising fund raising events and working in the charity shop based in Estepona.

Age Concern stated that the number of referrals from older people looking for help, advice and information increased in 2009 and that the trend is continuing in 2010. Over 15,000 euros have to be raised in 2010 just to support the volunteers who work in the community.

Another appeal is being launched for people to consider coming forward to volunteer to work with Age Concern for as many hours a week, or fortnight, as they feel they can, and to raise funds for a drop-in-centre where older people can get advice, information, and socialize with others.

The resources available to Age Concern mean that a number of volunteers can be called upon to help with the work of Lifeline. Lifeline is simply a telephone number (650 183 928) that elderly people who need help can contact.

Advice and information can also be obtained by calling 951 318 234. This number is available during the charity shop opening hours (10am to1:30pm), Monday to Saturday inclusive.

Hi Brian, I was wondering if you can give me some advice on the following: I am driving back to UK for a visit with my Spanish registered car on 24th June and returning on 30th August - my problem is that my ITV expires on 27th August.

Would you advise me to get the ITV done early before we go or is there a leeway so that I can get the ITV done when I get back? Looking forward to hearing from you, Brian White I personally would have it done before I go, as it is an offence to drive without an ITV certificate (if required due to the age of the vehicle) and the same (MOT) applies in the UK. It would mean that if on your return you

are stopped by the GC etc, you will not have to ‘sweat’ about not being 100% legal. Be careful in the UK as the police there are stopping many foreign-plated vehicles to see if they are legal.

Keep in the vehicle copies of ferry tickets with the dates on, especially the return ones, proving that despite your fluency in English, you will be returning to Spain. I have had some emails from expats in Spanish-plated cars that have been fined in the UK for not satisfying the UK police at roadside.

It is my intention, as I am now 74-years-old, to transfer my Ford Focus estate car to my constant companion for the following reasons:

1. The insurance premium is getting colossal and she is younger than me.

2. I wish to make it a gift and there will be no money changing hands.

The car is a 2000 model and it is our intention to sell her car, a more modern Fiat Punto, insure the Ford in her name and make me a ‘second driver’. As I am a dialysis patient, it makes sense to do this. Can you advise us if taxes will be payable and the procedure to go through?

I read your column every week and I would be grateful for any advice you can give us.

What you are proposing to do is, as you probably suspect, against the rules of all insurance companies. The main, named driver is the one insured and the premium is costed against that risk. Many try this route to save

on premiums where younger drivers in the family are concerned as often ‘Dad’ pays them anyway, but especially in the case of a bad accident where damages have to be paid that would normally be covered by the policy, the insurance company investigates and discovers what has been happening and refuses cover under their policy conditions supplied in writing when the policy was started.

Just when you need the insurance cover, it is refused and you run the risk of being fined etc for not having the necessary insurance cover, or being ordered by a Court to pay the damages yourself. Even Third party has this damages cover in Spain. Also future premiums will be most likely increased due to the ‘fraud’.

Shortly after, the bringing together of a small group of dedicated like-minded individuals saw the formation of what is now the F.A.M.A. committee. By Eddie Taylor THE SALE to Qatarian businessman Shaikh Abdullah Al-Thani of Malaga Football Club has finally gone through after months of negations, for a reported €25 million. The agreement has already received verbal approval of the Spanish High Council of Sports (Consejo Superior de Deportes). At the press conference Shaik Abdullah Al-Thani, stated his goals were to help Málaga C.F. take the necessary steps to consolidate its presence on the Primera División and reinforce the excitement and hopes of the supporters in this new era.

The club president Fernando Sanz said, “This is a very important day in the history of Malága Club de Fútbol. After difficult years of efforts to return Malaga to where it belongs, today the Club is taking an important step towards the future”.

Also this week sees the appointment of, Jesualdo Ferreira who will replace Juan Ramon Lopez Muniz as coach of Málaga Football Club sources confirmed to this newspaper that his appointment will be for three seasons, although the last one might be optional. The Portuguese coach’s moves to Spain after leading Oporto for the past four seasons, with whom he won three league titles, two Cups and the Super Cup Portugal.

Spain deserved the win against Portugal, having played attacking football through the game. A goal for Villa was enough to get them the ticket to the quarterfinals.

The Spanish fans began to see that the steps taken by his selection, which he has maintained since the Euro 2008 are coming to fruition in South Africa and some our now forecasting Spain in the finals.

Spain which had come through the finals well so far dominated this game with the help of Llorente and Villa. Their next game against Paraguay, who play a very defensive type of game will be strong rivals. This will be the first time Spain has been in the semifinals in sixty years.

Handicaps, more disagreements! The final whistle Blatter’s TV own goal THE SYSTEM of getting correct handicaps for golfers in Spain is one of the most talked about amongst golfers of all abilities and nationalities. I personally don’t think we will ever get agreement when we have so many golf societies that have different systems in use. This inevitably leaves golfers who are members of two or more societies with different handicaps in most cases; a big problem if they play in the leagues against other societies.

For a long time now I have been trying hard to get societies to all use the EGA Handicapping System so that we have a standard method of adjustments.

Until this happens, what I am writing about below will always be a major problem.

A reader wrote to me about the correct way to adjust handicaps for league players. He asked if the handicaps should be adjusted after every game or only once a month. This is a difficult question to answer but one that has an easy solution.

All teams involved in competitions against other societies must first agree which system to use. It really does not matter which system as long as they are all using it. Then they must agree that medal play is the only true way of calculating a golfer’s true ability.

Most golfers will be used to the Stapleford points system in society golf but in this system, an error of a score of perhaps ten shots does not get fully punished. Such a score can easily be made up by a couple of net birdies but in medal play, that score of ten stays on your card and if it is taken on a par five will take five net birdies to get back to where you started. We all know that particular task is much harder than it first appears. Therefore, the medal play sys-

tem is much more accurate in displaying the golfer’s ability. This is then the method that should be used to provide the handicap of all golfers: there can be no arguments with the system as long as it is used properly.

Some will say that medal play is too slow to play here: I disagree. If players play provisional balls at the appropriate time, medal play should not take any longer than any other game. It is because golfers don’t play provisional balls at the correct time and have to then go back that the time is lost.

Once agreement has been reached on the method of assessing handicaps, there must be agreement on whether the adjustments will be made just after the monthly medal or after every single game. Once again, it does not matter as long as all societies use the same system. There is a tremendous disadvantage when some societies adjust weekly and some monthly. The game is hard enough without having such a big disadvantage to cope with as well.

THE PROFESSIONAL TOURS The Open de France in Paris is the golf to look forward to over this weekend. The golf course on the outskirts of the French capital always proves to be a stern test and plays very much like a links course, although well inland.

The winner will be a good golfer who hits the ball straight and has a good short game, like so many winners of National Championships. This event will have one of the strongest fields of the year as we build up towards The Open Championship later this month.

Summer Season starts at the Mijas Race Course

Sepp Blatter BEFORE I get in to the nitty gritty of this week’s piece, let’s get one thing clear: England was beaten by a far better team when they were dumped out of the World Cup by Germany. The Germans, with a host of players from their Under-21 European Championship winning side of 2009, were fleeter of foot and mind as they gave Fabio Capello’s side the run around in the second half.

Just why England played so badly remains a mystery.

They were poor against the USA, woeful versus Algeria, lucky against Slovenia and off the pace against Germany.

All in all, a pretty disastrous World Cup campaign from the so called Golden Generation.

But it could, just could, have been so different if Frank Lampard’s ‘goal’ had been given. Having been 2 – 0 down, getting back to 2 - 2 before half time might have been the catalyst England had been looking for the entire tournament. Unlikely I know, but possible.

It was a scandal that Lampard’s effort wasn’t awarded.

Unlike some, I don’t blame the referee as he was front on and it must have been difficult for him to see. The linesman had a much better view and his mistake is the more puzzling.

But of course it was us, the watching public, who had the best view of all. In a matter of seconds, we saw conclusive proof that Lampard had scored just as Guy Mowbray, doing the commentary for BBC TV, told us he had. Sadly, the fact that millions of people in the UK and around the World knew that a giant cock-up had taken place was neither here nor there.

And the blame lies squarely at the door of Fifa president Sepp Blatter. Mr Blatter has consistently argued against video technology being used in football. For the life of me, I can’t understand why. Fifa did trial two types of technology recently. One involved a microchip in the ball and the other, the Hawk-Eye system. Both were rejected.

But here’s the thing – neither of those would have been needed at this World Cup. Such is the magnitude of the tournament; the TV cameras already in place were more than up to the job.

We saw conclusive proof of that in the England v Germany game and later in the match between Argentina and Mexico when Tevez scored from an offside position. Now, I do agree that stopping the game for every possible contentious decision would be crazy. But when it comes down to whether or not the ball has crossed the line it’s a no-brainer and a very simple rule of thumb could be used to cover all eventualities. If the replays show without doubt that a goal has been scored, then it should be awarded. If however the replays are inconclusive, then the benefit of the doubt should remain with the defending team. Blatter argues that in terms of technology, football must be the same at all levels. But that’s a redundant argument as it isn’t now. When was the last time you saw a team down on Hackney Marshes with half a dozen coaches and 7 subs? Simply put, at a competition as massive as the World Cup, the right decisions just have to be made. And if that involves a couple of TV replays and a 10 second delay in play then so be it.
