Canada’s voice now heard within ECIA family Lacking a collective voice within Canada’s electronic component community for years now, it appears we have regained our speech as the Electronic Components Industry Association (ECIA) officially launched a chapter in Toronto. The Atlanta-based trade association speaks for manufacturers of electronic components and their authorized distributors and designated representatives. Until now, there has not been a vehicle in Canada for these parties to get together to talk about issues of common concern and/or interest. One of the group’s key recent initiatives was the development of a ‘model representative agreement’, which serves as a starting point for negotiating equitable business relationships between channel partners. The document provides basic draft provisions for reps and vendors to use as models for their own agreements. The ECIA has a similar model agreement for distributors and their suppliers. The document covers areas of responsibility, products, territories, remuneration and more. In addition to the Model Agreement clauses, the document addresses best practices for adapting the agreement to each party’s individual business needs and circumstances. “There’s been great interest in establishing a local chapter and we are pleased to move forward with this opportunity to expand our chapter offerings,” says ECIA’s chief operating officer Robin Gray, Jr. “ECIA has successfully launched two other chapters in the past year and our members tell us these local meetings are a more personal way to get involved with the association.”

The guest speaker at the inaugural Canadian meeting was Mouser Electronics president and CEO Glenn Smith, who shared his insight and expertise on the design chain and the value of online marketing to the engineering community. Smith espoused enthusiasm for ECIA’s website, calling it the only not for profit, industry-sponsored website that provides customers a “guaranteed look into what component inventory is authorized in the channel, to make sure the supply chain is pure.” ECIA meetings provide members with an opportunity to network with industry peers in a localized area. It gives these individuals the opportunity to learn more about ECIA programs, industry reports and events. The Canadian chapter plans to meet regularly to network, address local industry issues and review association progress on a variety of initiatives. “We appreciate the efforts of individuals such as Bill Ford of Tech-Trek, for helping us organize this initial meeting,” Gray added. The ECIA was formed in 2011 by uniting the National Electronic Distributors Association (NEDA) and the Electronic Components Association (ECA). Siemens opens manufacturing facility in Pickering Siemens Canada opened the doors to a 190,000-sq-ft manufacturing facility in Pickering ON, serving as an office and plant location. the new facility represents a significant investment in Canada, as it will also become home of instrument transformer production for Trench Ltd., a Siemens company. Increased product demand for the oil insulated instrument transformers led to the decision to build the new facility, allowing Trench to substantially expand existing production and build a dedicated high voltage testing laboratory capable of testing products rated up to 800,000 volts.

ROHS 2 and other regs you need to know about

We live in a fast-changing world, and companies selling products globally are subject to ever expanding regulations both at home and abroad. Staying abreast and assuring compliance is more challenging than ever for electronics distributors, manufacturers and suppliers. Most regulations affecting electronics restrict the use of harmful substances, and there have been significant global changes over the past 12 months: • A new RoHS (recast) rule has taken effect in the European Union (EU) on January 2. • 68 new substances of very high concern were added to the EU REACH list in 2012. • A conflict minerals reporting rule was promulgated and took effect in the USA • pressures on medical product producers in the USA and Canada to limit the use of BPA, DEHP, and latex in their products continued. • Rules are soon be enacted requiring U.S. defense electronics suppliers to detect and prevent counterfeit parts use. • Chemical substances are under review in Canada for possible restrictions under the Canadian Environmental Protection Act (CEPA). • Chemical substance restrictions are expected in the USA under the Toxic Substance Control Act and California’s Green Chemistry program. • New China RoHS rules were drafted. • India RoHS and WEEE rules took effect. We will take a global tour of most of these now. European Union EU RoHS Recast (RoHS 2) The EU’s original RoHS directive forever changed the electronics industry. It restricted the use of six hazardous substances and has resulted in safer electronic goods. This EU directive was so successful that China, Japan, South Korea, Taiwan, India, Norway and the State of California have followed the European Union’s lead and enacted their own RoHS laws. On January 2, 2013, a new upgraded RoHS directive with wider scope and more restrictions took effect. This version is known as RoHS recast (or RoHS 2). It expands coverage (over time) to all electrical and electronic equipment, requires CE marking of RoHS regulated ‘finished goods’, requires manufacturers to provide more compliance documentation, and increases penalties for non-compliance. The original RoHS regulations covered only 8 of 10 defined categories of electronics (RoHS product categories 1 through 7 and 10). It also granted exemptions for a number of products. The goal of the new RoHS 2 regulation is to address all categories of electronic equipment by 2019 or sooner. Exemptions will be phased out, the two categories

not currently covered will be phased in, and a new category 11 will be added covering all remaining electronic products. The timetable for covering additional products is as follows: • July 2014 – Categories 8 (medical devices) and 9 (consumer monitoring/ control instruments). • July 2016 – In-vitro diagnostic medical devices. • July 2017 – Industrial monitoring/ control instruments. • July 2019 – Category 11 (all other EEE not previously covered). The following requirements affecting already covered products took effect on January 2: • Manufacturers must provide updated (RoHS 2) declarations of compliance; • Manufacturers must provide (on request) technical documentation of RoHS 2 compliance; • Finished goods manufacturers must also assure CE mark compliance; • Components, spare parts, and cables used in the manufacture, repair or upgrade of a covered product must be RoHS 2 compliant; and • General purpose equipment (like semiconductor development kits) that simply plug into other equipment to make them work are considered finished goods and (unless currently exempt) must be both RoHS 2 and CE mark compliant. EU REACH Under REACH, substances with one or more of the characteristics listed are routinely reviewed by an EU agency (ECHA) to determine if they require designation as a REACH substance of very high concern: • Carcinogenic, mutagenic or toxic to reproduction (CMRs); • Persistent, bio-accumulative and toxic (PBTs); • Very persistent and bio-accumulative (vPvBs); • Seriously and / or irreversibly damaging the environment or human health, as substances damaging the hormone system; The number of substances of very high concern (SVHCs) covered under REACH has continued to increase. New substances are being reviewed and added every six months. There were 68 new SVHCs added in 2012. The total number on the REACH candidate list now totals 138. Suppliers of products containing SVHCs are required to inform users of the presence of an SVHC at a concentration of greater than 0.1% by weight. The burden on manufacturers, suppliers, and distributors to collect data on new substances every six months (when new SVHCs are added) remains large.

There is a RoHS 2 provision that allows the EU to restrict additional hazardous substances in the future. Four new priority substances are to be considered in July 2014 (using the REACH methodology for substance restriction). In summary, the requirements have become tougher. If a product isn’t currently covered, RoHS 2 ensures it eventually will be. Non-compliance liability has increased so you can’t afford to be non-compliant.

The US Securities and Exchange Commission (SEC) issued their long awaited conflict minerals rule as required per Section 1502 of the Dodd Frank Financial Dodd-Frank Wall-Street (Financial) Reform and Consumer Protection Act. The aim of the rule is to stop companies from sourcing minerals from regions in the world where armed conflict and human rights abuses are occurring, and armed rebel groups perpetuating the conflict/abuses are profiting from it. The region specifically targeted in the rule is the Democratic Republic of Congo (DRC) and surrounding region. The new rule requires SEC registered companies to annually determine if any tin, tantalum, tungsten, or gold (and their derivatives) was added to/used in their products. If so, they must conduct a reasonable country of origin inquiry (RCOI)

to determine whether the mineral(s) used came from a conflict-free source (i.e. from outside the DRC region or from a conflict free smelter located in the DRC region). Affected companies must annually report the results of their RCOI to the SEC. SEC registered companies must: • audit their supply chains to verify the source of any tin, tantalum, tungsten, or gold (and their derivatives) in products supplied to them, and (if present) • identify the smelters used and whether the minerals were sourced from the DRC region. If a company determines any minerals used were sourced from the DRC region, they must submit to the SEC a Conflict Minerals Report (CMR) detailing the methods, extent and results of their inquiry. The CMR report must be audited by an independent private sector auditor. Companies must submit their first annual disclosure report to the SEC on May 31, 2014. It must cover conflict minerals usage in 2013. If a CMR is required, it must be submitted as well. Companies are allowed a two-year phase-in period to deal with any suppliers unable to provide needed information. During this time companies may report “DRC conflict undeterminable”.

Chemical substances under review in Canada On December 8, 2006, Canada established a Chemicals Management Program (under the Canadian Environmental Protection Act or CEPA). The goal is to regulate chemicals potentially harmful to human health or the environment. A key element in the Chemicals Management Program is to collect mandatory information from industrial producers on the properties and uses of approximately 200 chemical substances that have been identified as high priorities for action. The government has been working on the list sequentially and requests have been being sent out every 3 months. They are still sending out requests and collecting information. The information collected is used to make decisions regarding the best approach to protect human health and the environment from any risks these high priority substances pose. This initiative is known as the ‘Challenge’. Substances of concern to the electrical and electronics sector that are currently being reviewed include: PBDEs,

PFOS (perfluorooctane sulfonate), BPA and mercury (Hg). Industrial producers preparing responses to requests for information often in turn send requests for information to their suppliers. Chemical substance restrictions are expected in the USA under the Toxic Substance Control Act and California’s Green Chemistry program The USA Toxic Substances Control Act was not amended in 2012 as expected, probably because it was a Presidential election year and controversial changes of this year are typically delayed until a new Congress is elected. We can expect legislation to be introduced in 2013.

California’s green chemistry program update California adopted its’ Green Chemistry law in 2008 because consumers wanted assurances of safety, and industry wanted a science-based and predictable process for examining chemical ingredients. It is an EU REACH type law that allows California to study and restrict hazardous substances in consumer products.

Proposed regulations were issued in July and the comment period just closed. No word yet on what changes will be made before final regulations are issued. Using a world-wide recognized list of ‘chemicals of concern’ the proposed regulation would create a process by which manufacturers who are using one of those listed chemicals must identify and examine the viability of safer ingredients. If an alternative is not feasible, the California Department of Toxic Substances Control (DTSC) will identify steps the manufacturer must take to ensure the product is safely used, disposed of, or phased out. Counterfeit parts Counterfeit parts are appearing in electronic products at an alarming rate. Counterfeiters are taking scrap components (like semiconductors and transistors), sanding off part numbers and other identifying marks and recoating the parts to hide the sanding marks. The parts are then being relabeled and sold as new parts. These parts typically have short life spans and fail in service. The U.S. defense industry is particularly vulnerable as they often rely on military and commercial-grade ‘obsolete parts’ to maintain long-life military equipment. A military part may be manufactured for only a couple years, while the equipment it is used in may remain in service for 20 years or more. An amendment to the 2012 National Defense Authorization Act addressed the problem. Defense contractors will soon be required to establish systems for detecting and avoiding the use of counterfeit parts. Contractors who fail to do so will be required to absorb the costs of fixing problems caused by counterfeit parts. In addition, the Department of Defense was told to adopt policies and procedures for detecting/avoiding counterfeit parts. Federal regulations governing counterfeit parts were expected in 2012 but have been delayed until early in 2013.

Medical product producers in the USA and Canada continue to be pressured to limit the use of BPA, DEHP, and latex in their products. Producers are increasingly being asked to identify if these substances are present (and to eliminate these substances if present) in products sold in the U.S. and Canada. Both DEHP and BPA are EU REACH SVHCs. Allergic reactions to latex are the reason medical product producers in the USA and Canada are also being asked to restrict latex use. Canada’s Bill C-307 required Health Canada to produce a list identifying all medical devices sold in Canada containing ≥0.1% w/w of DEHP or any BPA in any concentration. All Canadian manufacturers of licensed Class II, III and IV medical devices are required to inform Health Canada as to whether their devices contain more than or equal to 0.1% by mass of DEHP or are manufactured from raw materials containing or derived from BPA. That is the reason Canadian medical product producers and suppliers have been asked declare whether these substances are present in their products. The U.S. Food & Drug Administration (FDA) last summer agreed to ban DEHP and BPA from baby bottles and children’s drinking cups but stopped short of a broader ban covering all plastic bottles and food packaging. Still, the pressure is on producers and suppliers to identify the presence and discontinue use of these controversial substances.

Understand efficiency ratings before deciding on an ac-dc supply To make an informed choice, you need to look at how the numbers were determined By Don Knowles, vice-president engineering, N2Power (a division of Qualstar Corp.)

Greater efficiency in an ac-dc supply: what’s not to like? Everyone knows it’s ‘a good thing’ and increasingly a priority virtue. Your decision process is straightforward: look for the supply with the dc output (volts/amps) you require, in a suitable form factor, and be sure it has the minimum efficiency your design (and regulatory agencies) require—all at a price that meets your BOM (bill of materials) costing mandate. But before you make that decision, it’s important to ask yourself two questions: • What are the implications of an extra point or two in efficiency to design? • What do those vendor numbers actually mean?

Efficiency’s virtues— and cost It’s obvious that increased efficiency results in lower ac power costs for a given output. However, for most applications, the operating savings for a supply in the 200-500W class are quite modest (though they can’t be ignored). Instead, look at the larger system implications of efficiency by flipping the issue over to inefficiency. A supply which is 90% efficient is 10% inefficient, of course, while one which is 92% efficient is just 8% inefficient; that’s basic math. Thus, a difference of just two percentage points in efficiency/inefficiency also means that the 92% supply is one-fifth less inefficient than the 90% supply— and that’s a big difference.

This apparently small difference in efficiency has system-level implications. Clearly, there’s less heat stress on the supply itself as well as on the entire product, and heat is what drives down the mean time between failures (MTBF) of electronics. Less heat also gives you flexibility in supply and system placement. Consider the increasingly popular PoE+ (Powerover-Ethernet) standard, IEEE 802.3at2009. Under this standard, all the operating power for the remote device comes from a chassis and control unit located not at the supplied device, but at a hub—often physically situated in an office cabinet. Those extra watts of heat can complicate placement and can rule out preferred locations or require additional cabinet cooling. Figure 2: A supply such as the XL350 (12V output) maintains high, nearly constant efficiency from full load down to 40% of maximum, with only a small, further decrease even with a load of just 20% of maximum rating.

The PoE+ numbers make this dramatically clear: while 12.95W per device was specified as sufficient for the original PoE applications such as standard VoIP phones, security cameras, and wireless access points, the upgraded PoE+ standard calls for up to 25.5W per device. Since a typical PoE+ system may have tens of remote devices, the total amount of power to be supplied—and, more important, resultant dissipation due to inefficiency—can be unpleasantly high.

Another major benefit of greater efficiency is that the designer may be able to go from a forced (active) cooled supply using fans, to a passive, convectioncooled unit. This reduces up-front cost, increases system reliability, and decreases product noise. In fact, designers will often select a supply which is rated with active cooling for higher power than they need, then derate it and use it with convection cooling alone. If this is an attractive option, it’s important to make sure that the supply vendor provides both forced and passive ratings. For example, the XL375 from N2Power, Figure 1, is rated at 375W with active cooling, but is also available fully characterized for convection cooling operation as a 260W unit, as the XL375CC supply.

Checking the specs As with most numbers which define a product, there are various operating conditions and perspectives which engineers selecting supplies should take into account. This goes beyond the usual advice to compare supplies under identical or similar conditions. New standards and certifications such as 80 Plus and the Gold Standard make such comparisons easier by providing a standard specification framework and starting point. First, where looking at an ‘efficiency up to x%’ rating, check if that’s for a single load ‘sweet spot’ and line voltage. It’s possible for a supply which is 80 to 90% efficient at a higher line voltage (240Vacrms) to measure as low as 70% at 120Vac. Keep in mind that with nominal 100V (yes, there are places with this), 120, and 230Vac mains and their allowable bands, you may be looking at 85 to 264Vac operation. Also check the temperature and airflow at which the efficiency is measured; this may differ from vendor to vendor. continued on page 14

In addition, so-called universal supplies, which handle both nominal 120VAC and 240Vac, will likely have different ratings than supplies optimized for only a single ac line value. This is because, in general, the greater the differential between ac input and dc output voltages, the more efficient a supply can be. Efficiency across the load range is important, as well. Most supplies are far less efficient when operating well below their rated maximum output, and achieve their highest efficiency closer to maximum output. If your application has a relatively constant load, the task of comparing supplies for overall efficiency is easier than if you have wide-ranging minimum/maximum loads. Fortunately, newer supply designs can maintain relatively flat efficiency across a wider span of their load range, see Figure 2. Power factor correction (PFC) also affects efficiency. Better power factor ® FuSE CLIPS performance is being dictated by regulatory requirements, and the required PF minimum increases with the supply’s power rating. For most supply designs, striving for higher PFC—closer to unity— adversely affects efficiency. Therefore, it’s important to look at efficiency alongside the concurrent PFC rating. It may turn out that a supply rated at higher efficiency is doing so at a lower achieved PFC value than a supply which is less efficient. Note that efficiency is easier to achieve at higher AC mains values than at lower ones. Earlier PFC designs did better at lower mains voltages; there is a trade-off between efficiency and PFC. Also, clarify what the ac line input to the supply look like for these efficiency and PFC ratings. Though you might assume that a pure sine wave is used, that is actually a misleading model of reality: the ac line is not at all clean and has harmonics of the basic 50/60Hz frequency. Advances in supply topologies and ICs, along with the use of digital signal processing (DSP) in the supply closed-loop control, have helped to improve overall performance. ®

Since the dawn of space travel, around the time when OTTO was founded, control switches have played an integral part in providing the interface between the decision making capabilities of the operator and the response of the device being operated. As times change and technology grows, our ability to integrate more functionality into singular devices is ever increasing. Key to this success is the Controller Area Network (CAN) bus standard. The large number of required inputs and corresponding outputs present many issues, not the least of which are the wire bundle size, routing and the integrity of the output signals. Through utilization of the CAN bus standards, engineers are able to incorporate a multitude of discrete inputs, controlling various functions via multiple operator inputs (i.e. control module, joystick, panel or grip). Yet, while the technology drives the increased capabilities, the organization drives the project, and a structured value added infrastructure is now essential to succeed in this arena. This begins with a team of technical sales personnel who can translate the customer’s needs into a robust and complete technical document.

An engineering team who is knowledgeable of the latest standards, protocols, software and interfaces. And finally, a complete and capable manufacturing environment that includes rapid prototyping, machining, molding, tooling, stamping, assembly and testing. The CAN bus protocol was born in the early 1980’s. A viable version of the protocol was created by Bosch in 1983 which lead to the CAN network being used in the automobile industry for engine and braking control. It was further refined and adopted as the de-facto standard for networked communication in automobile manufacturing. The CAN communications protocol was embraced and utilized by the Society of Automotive Engineers (now known as SAE International) in the mid 1980’s in Detroit. The need to transmit large quantities of data simultaneously to and from a multitude of functional devices throughout the automobile required networking at an entirely new level, with an architecture that was fast, accurate and robust enough to work in the demanding environment, both under-hood and in the passenger areas. CAN is a network of devices that uti-

lizes a serial, message based communication protocol that is standardized in its handling of data. The CAN protocol is an international standard that is detailed in ISO 11898 and has a layered architecture in accordance with the Open System Interconnect (OSI) reference model. CAN has expanded into much more than the first format created by Bosch. Today there is CANopen, CAN J1939, CAN Kingdom and home grown proprietary versions that have sub categories intended to serve particular markets, such as pressure sensors, agricultural and construction equipment, lift trucks, etc. The list continues to grow as the use of CAN becomes widespread throughout the world and as industries have embraced the value and capability of the CAN protocol. The common thread among all of the various CAN variants is the basic properties that provide the robust nature and flexibility of CAN. As the automotive and electronics industries have pushed the advancement of technology, numerous CAN components have become available that are environmentally and electronically robust enough to handle the rigors of the construction, off road, agricultural and forestry fields. The new Operator Control Module from OTTO is an example of a multi-use device with joystick and keypad functionality combined into one active assembly. Engineers and designers utilized an optimized product development process to develop this CAN driven device for a forestry tractor application. This particular forest tractor cab is like a command center on tracks and is loaded with individual components that must be networked together. The plug and play CAN environment allows the component suppliers to provide a value added service when developing new interfaces. The OEM can easily provide an interface document indicating the protocol to be followed along with the functionality of the accessory or control device. The component supplier can then provide a component that will plug in at the node in the CAN system that the OEM requires. All messaging, error handling and prioritization hierarchy is specified, guaranteeing that the unit will work as soon as it is plugged into the network. As companies such as OTTO continue to show success in this arena, it only helps that the rapid product development infrastructure is clearly in place to create custom configurations and promote enduring success. While the engineers work on the components and interfaces, the machine shop can provide rapid prototypes of the conceptual product. This prototyping capability provides production-grade thermoplastic models from CAD designs that are accurate and repeatable. By creating these custom configurations, a customer is able to evaluate the overall look and feel of a product within days, rather than the weeks or months it could take if a standard tooled and molded prototype is used. This gives the customer the opportunity to refine the ergonomics and design requirements and produce multiple prototypes prior to spending valuable dollars and time on standard tooling. Working these projects simultaneously completes the project in less time while assuring the quality and performance of the design. Rapid prototype development provides numerous advantages: a shortened development cycle, quality improvements by testing on site at each step of the project and ultimately, a reduction in the overall development and manufacturing cost. While CAN technology has been around for a while, the applications continually grow to utilize this effective protocol to combine a large number of components into smaller and smaller spaces. What can high school students teach electronic design professionals? One of the great things about working at Protocase is that we get to experience the creativity and passion of our customers. Every day, we see designs that make us stop and notice, and we never stop learning from them. So when the opportunity came along to sponsor the First Robotics Team at All Saints High School in Kanata, Ontario, we jumped at the chance. This competition is a real challenge — being given only a few short weeks to design and build a robot, is no small task for anyone, let alone a group of high school students. Last year, the team built a robot that picked up balls and shot them through a series of hoops. Much of it was made from sheet metal parts, largely hand made. Although they did an amazing job, we wanted to see what they could accomplish if given access to rapid manufacturing of precision sheet metal parts. This would let them concentrate on higher value tasks, like design, assembly, and testing, rather than manual manipulation of metal. We are pleased to report that the team is now off and running. They adjusted to the new processes effortlessly. So far, they've created a draft design, and have parts in hand, ready to assemble. It will soon be completed, operating, and competing against other robots across the country. We know we will learn from these young minds, and we look forward to sharing it with you.

We are all available 24 hours a day. We have at least one cell phone, use the Internet on the go every day, and learn about the latest global news through our communication media. Having information at one’s fingertips is now essential to us all and nobody wants to give it up. In the field of machines, systems, and power stations, even leading industrialized nations are still a generation behind. Many of the systems in the production environment, as well as numerous machines and power stations, are networked only in subsystems – if at all. As such, operators often lack consistency and important information from remote stations. While a cell phone generation has a product life cycle of less than 12 months, the life cycle of systems and power plants can be up to 30 years. New communication structures are only integrated into old systems on a gradual basis, as part of renovations and upgrades. Think about the latest trends for new de-central, distributed energy production systems – whether by means of windmills, solar systems or combined heat

and power units. Think about the latest energy efficiency trend to use available resources wisely and economically. Think about the global competition in industrial production, which calls for us to continuously optimize our systems. As a production manager, you need to know at all times what is being produced worldwide on each machine, at what quality level and when the next maintenance interval is due. Such new systems are hardly imaginable today without efficient communication networks, which are essential for reliable system operation. This rapid development in the exchange of information and data that we have experienced in the telecommunications industry in the last few years is about to break into the industrial sector. To stay competitive, today’s machine manufacturers try very hard to ensure the availability of their machines and systems. The increasing complexity of machines and systems make maintenance by the operator more difficult and more often, specialists from the system manufacturer are required on site in the event of

servicing. The servicing and maintenance of the machines become even more challenging if the manufacturer builds and exports machines to another country or remote locations.
